Las páginas de nuestra revista institucional Siempre Presente recogen varias historias y gráficas de los momentos más significativos en los actos de graduación de los dos Programas Juveniles con los que nos hemos propuesto dar la batalla para desalentar la deserción escolar entre la juventud puertorriqueña: Challenge y Creando. on momentos inolvidables para decenas de Saspiraciones familias puertorriqueñas que vieron realizadas las de sus hijos de completar su grado de
cuarto año para poder continuar grados universitarios y reforzar valores éticos que los hacen mejores ciudadanos.

Desde tempranas horas de la mañana, un contingente de militares peinaron la parte frontal de la finca cafetalera, siendo asistidos por el alcalde de Luquillo, Jesús ‘’Jerry” Marquez, que participó del evento.
La actividad fue un evento a beneficio de los Programas Juveniles de la GNPR, que tuvo en 3 de sus estudiantes graduados una digna representación, que asistió a los participantes de la recolección del grano. “Aquí vinimos no solo a fomentar la importancia de la agricultura y el cultivo del cafe como una actividad digna para el fortalecimiento de nuestro desarrollo económico, sino alentar la productividad de nuestros hombres y mujeres en estas > EDICION 2, VOL.4 • 2014
Al final de la jornada, el grupo participante hizo un recorrido por la Planta Elaboradora del Café Oro, a la vez que agradecieron al dueño de la finca por una experiencia que además de educativa, engrosó las arcas de donaciones del programa, y constituyó a su vez, la primera vez que se realiza un evento de esta magnitud entre la población militar del País.

UTUADO, PUERTO RICO El programa de Niños, Jóvenes y Familiares de la Guardia Nacional de Puerto Rico realizó una visita a la finca Café Gran Batey en el Barrio Caguana, Utuado, Puerto Rico, el 25 de octubre. La visita ofreció una oportunidad a los jóvenes y familiares de los soldados de la GNPR a que interactúen en actividades extracurriculares para compartir y crecer en equipo. Los participantes pudieron conocer más acerca de la cultura del recogido del café y el procesamiento del mismo hasta obtener el producto final.

First PRNG Female Aide de Camp Story by: Lt. Col. Ruth E. Díaz 1LT Noelia M. Roldan Reyes was born in Caguas, Puerto Rico on June 1985. She attended the Isabel Flores High School’s Business Program and was appointed as President of the Future Business Leaders of America in 2001. She also was the Vice President for the Credit Union of her school and had the opportunity to go to Costa Rica for a cultural exchange. Roldan’s leadership skills have always been prevalent, even before enlisting in the Puerto Rico National Guard (PRNG). On February 2003 she enlisted in the PRNG while in high school, and shipped to Missouri on August for her Basic Training and then to Fort Lee, VA for her Advance Individual Training as 92 Whiskey, Water Purification Specialist.

Back in Puerto Rico, Roldan started her military career as a Private E-2 in the 162nd Quartermaster Battalion, 105th Quartermaster Water Purification and Distribution Company. Roldan also has distinguished herself in several missions in the PRNG receiving accolades such as the Army Commendation Medal, the PRNG Commendation Medal, and further on selected on the Commandant’s List upon graduating the Warrior Leader Course. In May 2009, she graduated Magna Cum Laude from the University of Puerto Rico, Rio Piedras Campus, achieving a Bachelor Degree in Business Administration. One of her long-term goals is to obtain a Master’s Degree in Business Administration and Public Relations. On March 2010, she was accepted to attend Officer Candidate School Program, and received her commission on August 2011, being awarded the Leadership Award and became the first female in the history of the PRNG to receive the Erikson Trophy, which is awarded to the distinguished graduate from each State OCS. “This was once in a lifetime opportunity. During my 11 years of military service, I never imagined I would became the 1st female Aide-de-Camp for The Adjutant General of the PRNG, and it’s been an honor and a huge responsibility, not only with the General and his staff, but with myself as well.” said Roldan. After working in the Fiscal Office at United States Property and Fiscal Office (USPFO) in Ft. Buchanan, and at the Directorate Chief of Staff for Logistics, she became the first female officer Aide-de-Camp to The Adjutant General, her current position at the Joint Force Head Quarters, PRNG since 2013. ONCE, PR - The Puerto Rico National Guard (PRNG) held the traditional Col. Luis Santoni Golf Tournament 2014 community outreach event in benefit of the Puerto Rico Youth ChalleNGe Program at Costa Caribe, Ponce Hilton, Ponce, PR, in recents weeks. “It’s a event that transcends time and space and brings together all the members of the National Guard, the community, and our friends that are always present,” said Col. Carlos Rodríguez.” he 191st Regional Support Group (RSG) took the lead in organizing this year’s golf tournament. During the pre-game ceremony, Lt. Col. Yesenia Roque, commander of the 191st RSG, reinforced the reason for having a golf tournament to benefit the youth programs. “We have an opportunity to contribute to a permanent solution to the challenges that our youths face daily,” said Roque.

Here are some tips on how to keep your supervisor informed: 8

Talk to your Employer:
Remember you must give your employer advance notice of any military service whenever possible; it is recommended that this be done in writhing. Giving employers the maximum lead-time enables them to plan for your absence.
Tell your employer about your military assignment and skills you have gained in the military. Many people hold military jobs that relate to their civilian careers.
Federal Law:
Know your rights and responsibilities as outlined by Federal Law in the Uniformed Services Employment and Reemployment Rights Act (USERRA). The law guarantees the right to take time off from work to meet your military responsibilities. If you, your supervisor and your personnel office are familiar with USERRA, potential misunderstandings can be minimized, ESGR is a free resource that can help you understand your rights and responsibilities under USERRA, and assist your employer with USERRA compliance.
Annual Training and Drill Schedules:
Keep your supervisor informed about your Guard or Reserve duties the earlier you provide you supervisor with drill schedules, annual training plans and any extra time-off requirements, the more smoothly things will go.

Non-Training Active Duty:
Many Reserve Component members perform tours of active duty that are not for training. This can range from short active duty tours and support exercises to years of active duty. Under USERRA, prior notice of military duty must be given to your employer. Military duty in this category is generally subject to a cumulative 5-year time limit under USERRA. After being absent for five years you may no longer have reemployment rights with your employer.

IT’S TIME TO WORK TOGETHER TO PREVENT SUICIDE

O
ver the last decade the Total Army Force has engaged in a series of multiple deployments, missions and activities to support the Global War on Terrorisms. National Guardsmen across the nation and as part of the Total Army Force mission has contributed enormously to this achievement. In the Puerto Rico Army National Guard (PRARNG) specifically, over 45% of our Soldiers have been mobilized in support to these contingencies. At least 26% of these soldiers have been mobilized more than one time. Soldiers’ life is full of changes and changes create stress. The Health Promotion, Risk Reduction and Suicide Prevention report, 2010 established that: “At 24 years of age, a Soldier, on average, has moved from home, family and friends and has resided in two other states; has traveled the world (deployed); been promoted four times; bought a car and wrecked it; married and had children; has had a relationship and financial problems; seen death; is responsible for dozens of Soldiers; maintains millions of dollars worth of equipment; and gets paid less than $40,000 a year (HPRRSP, 2010)*.” These life events changes adapt and react to the demands imposed by the Army life, affecting Soldiers and families members. Other factors influence our view of Army life as culture, geographical location and social environment that are unique to our Hispanic heritage and the fact of been Citizen Soldiers. The multiplicity of life events altogether with the demands of a military life can be very demanding and stressful. Cumulative of stressors has been recognized as a factor that may result in a planned or impulsive act of suicide (HPRRSP, 2010)*, thoughts, attempts or completion.

ChalleNGe Obtiene Puntuación Perfecta De Ejecución del Comité Evaluador del Consejo de Educación de Puerto Rico Historia por: Tnte. Cnel. Ruth E. Díaz, GNPR-PAO

a Puerto Rico Youth ChalleNGe Academy recibió nuevamente la visita del Comité Evaluador del Consejo de Educación de Puerto Rico, obteniendo la certificación de un 100 por ciento de ejecución, como resultado del informe de evaluación, que valida nuevamente la acreditación de ese programa. “El comité, presidido por el Sr. William Burgos Cruz, cuyas tareas de evaluación tienen como objetivos constatar la calidad de los procesos que se llevan a cabo en la Academia, dio a conocer los resultados, que nos llenan de orgullo y satisfacción y son prueba fehaciente de un trabajo bien hecho’’ dijo la Ayudante General Interina de la Guardia Nacional de Puerto Rico, Coronel Marta Carcana. Para Matilde Almodóvar, directora del Programa Challenge “desde que comencé a laborar en el 2007 en ChalleNGe encontré un personal sumamente comprometido y apasionado con nuestros jóvenes. Esta tarea fue un reto porque había que romper esquemas tradicionales con nuevas estrategias de impacto entre los jóvenes.” “Nuestra primera acreditación en el 2009 fue estupenda porque demostramos mas allá de lo estructurado que podemos impactar a la juventud con una educación de excelencia” , dijo Almodóvar. Para la Coronel Carcana “los resultados obtenidos validan la calidad del servicio que se ofrece en la Puerto Rico Youth ChalleNGe Academy. La calificación de un 100 por ciento en la ejecución de los estándares de calidad establecidos en el Reglamento para la Acreditación de Instituciones de Educación Básica en Puerto Rico, Núm. 8309 (2012) así lo constata. Esto implica haber obtenido una
Acreditación Categoría A, la más alta establecida en el Reglamento, lo que le concede a la Institución su Acreditación por siete años”.

l Programa ChalleNGe que está suscrito a la Guardia Nacional de Puerto Rico desde hace cerca de 15 años atrás, provee experiencias académicas y de desarrollo de valores, durante 22 semanas. Desde los cuarteles que se convierten en sus residencias, los participantes del programa, reciben cursos de educación académica, disciplina cuasi-militar estructurada, un programa de desarrollo físico, orientaciones y talleres conducentes a convertirlos en ciudadanos provechosos que logran obtener un certificado de graduación del programa. EL Puerto Rico Youth ChalleNGe, es un programa libre de costo para sus participantes que incluye cumplimentar los requisitos pedagógicos que establece el Departamento de Educación, y su enseñanza es impartida por maestros certificados bajo el Departamento de Educación de Puerto Rico. El programa cuenta con la licencia #A68-03 del Consejo de Educación de Puerto Rico para otorgar el diploma de cuarto año y su financiamiento proviene en un 75% de fondos del gobierno federal, mientras que el 25% son facilitados a través del gobierno estatal y aportaciones de la industria privada.

Los momentos difíciles quedaron atrás. La desesperación de los padres al desconocer el futuro de sus hijos también. Hoy ya son jóvenes de provecho que con el apoyo del programa juvenil CREANDO (Camino al Reto del Éxito A través de Nuevas y Diferentes Oportunidades), alcanzaron un escalón más para la vida exitosa que les espera luego de obtener su grado de Cuarto Año de escuela superior. En la más reciente graduación del programa juvenil que promueve la Guardia Nacional de Puerto Rico y el Departamento de Corrección y Rehabilitación, fue evidente la emoción y el entusiasmo de estos 22 jóvenes y sus familiares que luego de un arduo camino hicieron sus sueños realidad.

Este año los actos de graduación de los cadetes de CREANDO se distinguieron por haber sido la primera clase graduanda en la cual 2 jóvenes féminas obtuvieron su Cuarto Año y por tener uno de los diez estudiantes con la puntuación más alta en la administración del examen de admisión a estudios universitarios College Board. Durante los actos, el Presidente del Senado, Eduardo Bhatia, quien fue el orador principal, llevó un mensaje de inspiración a los graduandos motivándolos a que sirvan de ejemplo de superación para otros jóvenes que estén pasando por situaciones difíciles. “El País necesita de ustedes, necesita jóvenes con el liderato, carácter, compromiso y disciplina que ustedes adquirieron en los pasados meses. Quizá en su vida corta han tenido una carga enorme, hoy tienen una nueva oportunidad para echar hacia adelante”, expresó el Presidente del Senado. La ceremonia también contó con la participación del Secretario de Corrección, Lcdo. José Negrón Fernández.

CREANDO integra féminas como participantes de su programa de la celebración

L o que representa las siglas del Programa CREANDO, Camino al Reto del Éxito a través de Nuevas y Diferentes Oportunidades, se hizo patente la noche del Prom. En esa ocasión, los 22 participantes, entre las edades de 16 a 20 años, del programa que acoge jóvenes procedentes del Sistema Carcelario de Menores celebraron su noche de logros junto a familiares y amigos que se allegaron al Casino de Ponce para el festejo. La celebración dejó evidenciado que atrás quedaron las viejas experiencias de las faltas cometidas para darle paso a una vida con un grado académico de graduado de escuela superior, la reformulación de valores y experiencias éticas que validan una convivencia en comunidad productiva. Esta clase graduada, la 7 en lograr estos resultados, tuvo como particularidad, la integración de féminas entre sus participantes. T
he Puerto Rico National Guard Youth ChalleNGe Academy (PRYCA) continue to prove its commitment with the people of Puerto Rico after successfully graduating more than 200 students of class 14-02 at the Coliseo Dolores “Toyita” Martinez, Juana Diaz, Puerto Rico, Sept. 12. The students from different backgrounds and municipalities around the island, and once school dropouts, graduated and received their high school diplomas after accepting a 22-week-long challenge; a challenge that changed their lives and those of their family members forever;
“Everyone has a light inside of them. All you have to do is give them a helping hand. For me that’s the National Guard. They are my heroes,” said Sunsan Soltero,TV Personality, weather reporter and whose son graduated in class 14-02.

The PRYCA not only serves as a conduit for the students to achieve their high school diplomas, but it also encourages parent participation throughout the process.
A
lso, the PRYCA serves the citizens of Puerto Rico by bettering the quality of life of the youngest population between the ages of 16 and 18, who are not attending school or are at risk of leaving school, by providing them with structured study habits while helping them achieve their short-term educational goals. The course begins by detaching the students from their families and friends. It is aimed to have them focused in their short-term goal of achieving the high school diplomas while breaking old nonconducive habits. During the ceremony, the PRYCA also celebrated its 15-years of existence. As a sign of support to the now graduates for the achievement, former students from each previous class were present at the ceremony.
T
he PRYCA focuses in helping students by mixing effective study habits and quasi-military discipline designed to lead them and get them back on track with their education and civility. Besides learning math, english or history, the students also learn to give by providing local communities with services; from making presentations at schools to helping in the cleaning of the island’s coastlines. As recognition for their efforts, the top-10 students received a ticket for the “Trip ChalleNGe,” an educational trip focused in expanding the interest for history, arts and engineering of the recipients. All in all, the PRYCA is here to stay and at the service of the people of Puerto Rico.

omo toda Clase Graduanda, la celebración del Prom es una noche mágica…especial. Es el encuentro con quienes han sido tus compañeros de cursos, de entrenamientos, de intentos, unos fallidos y otros satisfactorios. Es la velada para lucir el mejor ajuar y recibir las felicitaciones de los miembros de la facultad, conocer quienes obtuvieron las mejores calificaciones y cargaron con las distinciones de alto honor y honor. En ocasión de la Graduación de la Clase 1401 del Programa Challenge, sobre 200 participantes y sus familiares se allegaron al Ponce Hilton, para celebrar en grande, sobre 3 meses de aprendizaje académico, disciplina, entrenamiento y diversión. “ Ampliar los ofrecimientos de programas como este, para que mas jóvenes puertorriqueños puedan completar su cuarto año y reforzar principios éticos y valores de buen ciudadano, es una prioridad en nuestra agenda de trabajo que vamos
a encaminar en los próximos meses. Por cada joven que ve una oportunidad de encaminar su vida y dejar a un lado la calle y sus vicios, estamos ayudando a forjar el Puerto Rico que todos queremos dejarle a nuestros hijos y nietos” declaró Matilde Almodovar, Directora del Programa ChalleNGe.

PRESENTACIÓN “Hola Manuel, un gusto saludarte, soy de Puerto Rico, hace mucho que tus post han sido especiales para mí. Siento que es como ver a mi hermano en un futuro y me da fuerzas para seguir buscando estrategias que lo ayuden a desarrollar todo su potencial. Yo soy maestra de educación especial y hermana mayor de un joven de 17 años con Asperger.”

EL NIÑO DIFÍCIL “Nuestras vidas cambiaron con la llegada de Alexander. Por varios años solo nos parecía muy brillante y asumimos que era producto de que se criaba en un hogar donde ya todos éramos grandes. A la edad de siete años, luego de varias evaluaciones y de resultados impresionantes en las pruebas, por fin nos dieron un diagnóstico: ASPERGER. De inmediato comenzamos a leer y a aprender lo más que podíamos para poder lidiar con lo que venía, pero no fue fácil: Mi madre ya estaba descontrolada porque cada vez Alexander era más desafiante, al punto que mi mamá llegó a entregarle todo su poder al decirle en varias ocasiones “que ya no podía con el. Entonces supe que debía hacer algo. Estudié Educación Especial y mi hermana 4 años menor que yo, estudió Psicología y buscamos ayuda profesional para orientarnos y lidiar con sus dificultades.”

EL ADOLESCENTE DIFÍCIL ‘‘Los años siguieron pasando y Alexander llegó a la adolescencia, fue un reto enorme, de hecho aún lo es. Mantenerlo en la escuela era cada vez más difícil. Los programas educativos no lo motivaban y el aprendía todo lo que quería en internet de manera autodidacta o leyendo libros. Por si solo dominó el idioma inglés, mucho mejor que el español, y como si fuera poco se comunica en mandarín con las personas con las que juega online sus video juegos (dice haber aprendido en YouTube), donde también aprendió a dibujar de manera impresionante. Hace unos tres meses la situación en la escuela empeoró, y no tenía ninguna motivación para entrar a los salones, decía que ya sabía todo lo que decían los maestros y que ellos no podían responder sus preguntas. En mi opinión sus preguntas son muy profundas y eso intimida a algunas personas.

CONTINUACIÓN ... Buscando alternativas encontré el Programa de la Guardia Nacional de Puerto Rico, Challenge. Este programa ayuda a los adolescentes en riesgo de desertar a culminar su escuela superior y a la vez imparte una educación cuasi militar. Consulté con Alexander y estuvo de acuerdo con intentarlo. Pasó por el proceso de entrevista y mientras esperábamos una respuesta de admisión Alexánder se dedicó a ver videos sobre cómo reaccionar a los posibles gritos y mandatos. Su dificultad más grande es ser empático y eso viene acompañado de que no logra identificar estados de ánimo, no distingue cuando uno está feliz, enojado o triste.”

UN JOVEN EXITOSO “Ya Alexander lleva dos meses dentro del programa (donde está interno y solo puede comunicarse por cartas), está completamente integrado, es uno de los más aplicados, lleva las reglas del programa al pie de la letra y hasta podríamos decir que sobrepasa los límites en excelencia. Académicamente le va muy bien, le encantan las clases y es muy bueno en los ejercicios físicos. Su socialización ha sido una gran sorpresa, tiene amigos. Todavía falta mucho camino pero sé que estamos cerca de lograr que el se maneje en el mundo sacándole provecho a todas sus fortalezas. Aun le cuesta trabajo tolerar los ruidos y la falta de orden (si alguien viola una norma). Pero lo veo creciendo y sé que hay una vida maravillosa para él.

El Comando Estatal de la Guardia Nacional de Puerto Rico, comandado por Gen. de Brig. (PR) Carlos M. Martínez, contó con la mayor participación en la Convención Anual de la Asociación de Guardias Estatales de la Nación Americana, SGAUS, por sus siglas en inglés. La Convención que se celebró recientemente, se llevó a cabo en las facilidades del Hotel Alaska Millenium en Anchorage, Alaska y contó con una participación de más de veinte (20) estados de la Nación. 20
próxima convención será >> Lael próximo año en el estado de Maryland y en el 2016, Puerto Rico será el anfitrión de este tan importante evento.

Como parte del Programa de Capacitación de sus soldados, el Comando Estatal de la Guardia Nacional de Puerto Rico (GNPR) celebró recientemente una masiva graduación en las facilidades del Fuerte Allen en Juana Díaz. Esta es la primera en la que sobre 200 soldados se graduaron de las Academias de None Prior Service, NCO Course y Advance Officers Leaders Course (en inglés). Por primera vez una familia completa, padre, madre e hijo, obtuvieron su certificación en el curso None Prior Service. El Gen. de Brig. (PR) Carlos M. Martínez, comandante estatal, participó de la entrega de certificados a los graduandos junto a los

Llevando Salud AL PUEBLO

Activados llevando Salud para el Municipio de humacao. La oficina del Ayudante General de la Guardia Nacional de Puerto Rico, y la Oficina de la Primera Dama de Puerto Rico, Wilma Pastrana, en una alianza colaborativa con el Municipio Autónomo de Humacao, coordinaron esfuerzos para celebrar el evento Llevando Salud al Pueblo, desde el Centro de Servicios Múltiples de Humacao. “A través de esta iniciativa de nuestros soldadosciudadanos, celebramos clínicas de salud preventiva, que le permiten a nuestros médicos generalistas y especialistas realizar pruebas de cernimiento, seguidas de evaluación y referido”, expresó la Ayudante General Interina, Coronel Marta Carcana.

l Chief Master Sgt. Wilfred Palmer, del Ala 156 de Carga, de la Guardia Nacional Aérea con sede en la Base Muñiz recibió a 26 aviadores en el Aereopuerto Luis Muñoz Marín, del Escuadrón de Mantenimiento, donde estuvieron mobilizados junto a la Fuerza Aérea Afgana, en Kabul, Afganistan por cerca de 6 meses.
La Ayudante General Interina, Coronel Marta Carcana dijo sentirse muy orgullosa junto a los mas de 10 mil soldados que componen la Guardia Nacional por el feliz retorno de nuestros aviadores, “tener a nuestro personal militar junto a sus familiares sanos y salvos es nuestra primera y mas importante misión después de cumplir con nuestra mision militar de adiestrar a las Fuerzas Afganas en el mantenimiento de los aviones C-130”, expresó Carcana.

Para el Mayor Alexander Santiago, Oficial a Cargo de Mantenimiento de esta unidad el haber servido en esta misión les facilito el haber
participado en otras misiones en Centro y Sur America, ya que al tener la habilidad de adaptación a otras culturas y el hablar dos idiomas en Puerto Rico ayuda en este tipo de misiones, porque podemos entender la barrera del idioma. “Estos retos los hemos sobrellevado muy bien por la resiliencia que poseemos y por nuestra capacidad de adaptarnos a cualquier cultura e idioma, especialmente cuando le enseñamos y explicamos a los afganos como hacer su trabajo en el área de mantenimiento de aviones”, expresó Santiago.

UANA DIAZ, PR - Soldiers from the Puerto Rico Army National Guard, Virgin Islands National Guard and U.S. Army Reserve assigned to the HQ 201st Regiment (MF) Regional Training Institute (RTI) received their diplomas upon graduating from the Warrior Leader Course (WLC) Class 005-14 at Fort Allen, Juana Diaz, Puerto Rico, August 29, 2014. The students endured a very demanding course in which they learn military leadership skills as part of the Non-Commissioned Officer’s (NCO) professional development series. “The Warrior Leader Course is the first step in the Noncommissioned Officer Education System. It’s the first formal leadership course,” said Col. Efraín Soto, commander of the 201st RTI. WLC is designed to offer a hands-on experience while being evaluated during 22 days of condensed training that will offer a base for the next steps in their military careers.
“Before this course, everything was based on what the individual could accomplish. Now, we teach them how to influence other soldiers to achieve the mission,” said Soto.

Students must complete a series of requirements that if not met, they will have one opportunity to retest before being asked to drop the course the next day. The requirements range from administrative tasks such as completing a Non-Commissioned Officer Evaluation Report (NCOER) to leading a squad of soldiers in a simulated mission in a Situational Training Exercise (STX) that lasts several days outside of a classroom environment. During the first days of the course, students must successfully complete an Army Physical Fitness Test (APFT). A portion of the course is taught in groups of approximately 15 with two assigned SGLs. Students have the opportunity to ask question and engage in academic discussion with their peers. One of our very own in the PRNG Public Affairs Office, Sgt.
