Co-production with Russia System of Financing of the Co-production Projects Support Program for International Co-production State support of co-production projects in Russia is provided to «films of Russian nationality». The status of national film allows to qualify for all forms of the state support and to take advantage of the VAT exemption. According to the Federal Law of August 22, 1996 №126-FZ «On State support of Cinematography in the Russian Federation» state financing of production of «national» films cannot exceed 70% of the production budget. In certain exceptional cases, accounting for the artistic and cultural value of film project, federal executive authorities in cinematography may adopt a decision on state financing of a national movie all the way to 100% of its production budget. The status of national film can be received by the co-production projects between Russia and: 1. countries with which the international agreements and protocols on cooperation in the audio-visual sphere are in place. Currently, agreements and protocols on joint film production with Russia have been signed with: • Canada – « Agreement between the Government of the Russian Federation and the Government of Canada on relations in the audio-visual sphere» on October 5, 1995; • Italy – «The agreement between the Government of the Russian Federation and the Government of the Italian Republic on cooperation in the cinematography» on November 28, 2002; • Bulgaria – «Agreement between the Government of the Russian Federation and the Government of the Republic of Bulgaria on cooperation in the cinematography» on July 7, 2004; • France – «Agreement between the Government of the Russian Federation and the Government of the Republic of France on Cultural Cooperation» on February 6, 1992. Producers from Russia and France are free to go by the may Agreement on Cooperation in Cinematography between the Government of the USSR and the Government of the Republic of France

signed on July 8, 1967. The Ministry of Foreign Affairs of Russia has confirmed that the Agreement may be officially used as a legally valid document in the process of cooperation between the Russian and the French movie industries. • The CIS countries – «Agreement on joint film production» on November 14, 2008. The circle of countries with which agreements and protocols on cooperation in the audio-visual sphere are in place is constantly expanding. Presently work is under way to sign intergovernmental agreements on joint film production with Chile, Venezuela, India and Germany. 2. the state-participants of the «European Convention on Cinematographic Co-Production» (1992). Prospects of the Co-production in Russia Currently the principal decision has been adopted on Russian participation in the EURIMAGE, but the procedures necessary to put together the needed materials and draw respective documents at the level of the Government of the Russian Federation are still in execution. The Ministry of Culture and Mass Communications of the Russian Federation is charged with managing, in coordination with the Ministry of Foreign Affairs of the Russian Federation the job on participation of the Russian Federation in the activities of EURIMAGE upon formalizing the participation of Russia in that fund of co-production support. In 2009 was founded the association «Friends of the German-Russian Film Academy» that has the purpose to promote German-Russian cinema relations and to strengthen the exchange between German and Russian cinematographers in terms of education, production and financing of movies. The association has its residence in Cottbus, where also the Festival of East European film is taking place every year. The association consists of the representatives of authorities, film institutes, film funds and film production companies of the Federal states of Germany, such as Berlin, Brandenburg and Saxony.

Shooting in Russia Visa support Russian entry visa can be obtained at the Russian Embassy or Consulate abroad upon an invitation issued by the Ministry of Foreign Affairs or a regional Federal Migration Agency to the inviting company or person. There are three types of visa that are appropriate for the filmmaking purpose or film study and internship purpose: business visa, working visa or study visa. Business visa is issued for businessmen, foreign specialists aiming to visit Russia with the purpose of holding meetings, talks, counseling sessions, holding and participating in seminars and workshops, exhibitions etc. Business visa can be single or double entry for less than 3 months or multiple entries for the period from 3 months up to 1 year. The total duration of stay of a foreign visitor in Russia upon a multiple entry one year visa is determined by the accredited state institution when the visa is being issued but can not exceed 90 days during each 180 day period. The working visa is intended for foreign citizens planning to work on Russia. Application for this type of visa requires a person to have a work permit from the inviting organization or company. The company itself needs to have the permit for hiring foreign specialist (quota). The working visa is issued for a period up to 3 months. Further, after registration in regional Federal Migration Agency, it can be prolonged according to the company contract, but may not exceed 1 year. Study visa is intended for scholars, students, both under – and postgraduate, accompanying professors as well as for people visiting Russia for internship purposes. It is issued for the period of 3 month. Further it can be extended by the federal migration agency according to the study contract, but can not exceed 1 year. Import of professional equipment In order to import professional filming equipment it is recommended to use Karnet ATA – Temporary Importation for boomerang freight passport. A Carnet or ATA Carnet is an international customs document which replaces the customs declaration and allows the holder temporarily (up to one year) import goods without payment of normally applicable duties and taxes as well as save time on the clearance process for the purpose. Carnet most often applies for participation in exhibitions, as well as for transportation of product samples, professional equipment and some other categories of goods. Advantages of using Carnet ATA: Faster and cheaper customer clearance of the imported goods which resolves in customer clearance officer making special marks on the relevant part of Carnet sheet leaving the rest to himself. The additional required customs documents do not need to be attached; No need to present any deposits or bank guarantees for the temporary imported goods customs payment as Carnet itself is a financial guarantee; The validity period of Carnet ATA is 1 year Possibility of visiting not one, but several countries during the validity period (provided the appropriate execution). In Russia Carnet ATA is issued by the Chamber of Commerce, but this document can only be obtained by the residents of the Russian Federation. FILMING IN RUSSIA

Filming, Video and photo permits In order to exercise film, video and photo shooting in state institutions, military objects a special permit is required. Such objects include bridges, tunnels, train stations, airports, underground/ metro, Red Square, Ostankino Tower etc. Please, consider the private property law which includes the right of the proprietor for ownership, use and disposition of property. The Russian legislation does not have concrete law, specifying the regulations for filming of private property objects, so the usual practice is the following: if the cameraman is not located on private territory, he can film the private property objects from the outside. The interior filming is not allowed if the proprietor informed of it with a sign or an oral statement. All the other interior filming is not considered illegal. But from the practical point of view it is recommended to obtain a written permission from the proprietor to do the interior filming, especially if the materials are for further commercial use. Currently the law enforcement agencies can prohibit the filming near schools, kindergartens, theaters and similar institutions as means of anti-terrorist efforts. And if the police do not permit video or photo shooting it is advised to follow the restrictions and obtain an official permit. Shooting in Moscow At the present time there is no approved procedure of obtaining a filming permit. The organization of filming is supported by the National Film Commission of Russia and its partners in Moscow. ADVANTAGES AS FILMING LOCATION Northern Russia is a unique and beautiful region that has deservedly captured the imagination of foreign moviemakers. The primordial nature with its unsurpassed landscape, its boreal forests, countless rivers and lakes and its ancient architectural heritage whose magnificent forms possess a fascinating severity, are all outstanding attractions. There are also several unique architectural complexes of particular interest, including a number of famous monasteries. These include Solovetsky (on the island of the same name in Arkhangelsk Oblast), Valaam (also on an island of the same name in Russian Karelia), Ferapontovo (in Vologda Oblast) and Kirillo-Belozersky (in the town of Kirillov in Vologda Oblast). Striking examples of ancient Russian wooden architecture are on display at outdoor museum complexes that provide an insight into the history, culture and everyday life of the peoples of the North. Some of the best known are Malye Korely (Arkhangelsk Oblast), Kizhi (on an island of the same name in Russia Karelia) and Vitoslavlitsa (Novgorod Oblast). St Petersburg (the “Northern Capital”) is the perennial favorite among the cities of this region. It has preserved the period mood and atmosphere of Imperial Russia, which left its indelible mark on many magnificent examples of both sacred and profane architecture, as well as in the form of impressive engineering works and fortifications. Prime examples of this are Palace Square, the Admiralty, the St Isaac and Kazan Cathedrals, the Alexander Nevsky Monastery and the Peter and Paul Fortress. Nor should one forget the palaces and park complexes, with their extensive grounds and numerous parks, bridges and terraces, both in the city itself and throughout Leningrad Oblast, which represent the finest examples of landscape architecture. Peterhof, Pavlosvk, Tsarskoe Selo, Oranienbaum and Gatchina are among the best known of these heritage sites. Other equally appealing cities, which have caught the eye of the masters of world cinema, are the ancient towns of Veliky Novgorod and Pskov, renowned for the monolithic, stark architecture of their fortress buildings and monumental churches. Kargopol (Arkhangelsk Oblast), too, is memorable for its historical buildings, which typify northern Russian architecture of the sixteenth and seventeenth centuries. By contrast, the Old Ladoga site offers a wooden village and burial mounds, and is famed as the burial site of the twelfth century prince, Veshchy Oleg, said to have founded Kievan Rus. Sortavala (Russian Karelia) is celebrated for its ornate modern architecture from the beginning of the twentieth century, while Vyborg (Leningrad Oblast) boasts a very large shipyard that produces highly specialized vessels and also has an extensive cargo harbor. The Pushkin Estate Museum at Mikhailovskoe (Pskov Oblast) is also internationally renowned and is dedicated to the life and work of this Great Russian poet, as well as daily life in a Russian village at the beginning of the twentieth century and cultural life on a nobleman’s estate in Pushkin’s time.

ADVANTAGES AS FILMING LOCATION Southern Russia is one of its most picturesque regions and one that has attracted the interest of many foreign moviemakers. It is notable for the magnificence and diversity of its natural surroundings in the form of mountain ranges, mighty waterfalls, beautiful meadows and its wealth of rivers and lakes, as well as its endless steppes. It also offers a multitude of unique natural attractions, including well-established nature reserves such as Kavkazsky, which is so extensive that it is located within the boundaries of three different administrative units: Krasnodar Kraj, the Republic of Adygeya and the Karachevo-Cherkassian Republic. Other significant reserves include Teberdinsky (Karachevo-Cherkassian Republic), Erzi (Republic of Ingushetiya), Astrakhansky (Astrakhan Oblast) and Rostovsky (Rostov Oblast). The extremely popular spa region called Caucasian Mineral Waters with its mountains formed from an igneous rock, laccolite, comprises such well known towns as Kislovodsk, Pyatigorsk, Essentuki and Zheleznovodsk, among others. The Dombay international tourist center for alpine skiing is proving to be of great interest to moviemakers. Most prominent among southern Russian cities are Rostov-on-the Don, famous for its rich history, Azov with its nineteenth century merchants’ houses (Rostov Oblast), one of the oldest Don Cossack villages, Starocherkassk (Rostov Oblast), Astrakhan, built in white stone, the hero-city of Volgagrad (formerly Stalingrad) with its memorial complex dedicated to the heroes of the battle of Stalingrad and the famous Mamaev Kurgan (one of the heights in the city). Uryupinsk “capital of the Russian provinces” was formerly a famous Cossack settlement (Volgograd Oblast) while Elista, the “pearl of the steppes” and the capital of the Republic of Kalmykia, is a Buddhist center. Among cultural and historical heritage sites, those that will interest moviemakers the most are the open-air museums, and, in particular, the landscape architecture complex at Dreny Derbent (Republic of Daghestan), the Dzheyrakhsko-Assinsky State Historical and Architectual Museum Reserve (Republic of Ingushetia) and the ancient tower and fortress complex in the settlement of Vovnsuhki, Metskhal and Erzi in Ingushetia. The Razdorsky Ethnographic Museum Reserve is dedicated to the Don Cossacks. The Pyatigorsk Museum Reserve of M.Y.Lermontov comprises an old city district with buildings from the first half of the nineteenth century that are typical of Pyatigorsk (Stavropol Oblast). Popular industrial installations include the Volga hydro-electric station, the Tsimlyanskaya station on the River Don and also the largest of those stations built over a mountain river, Chirkejskaya on the River Sulak in Daghestan.

It is notable for its stupendous natural surroundings, its enchanting, magnificent landscapes with views of mountain ranges, deep rivers, sapphire blue lakes, rock caves and the endless expanses of the steppes. within whose boundaries archeological relics and burial mounds of the Sarmat culture (seventh to eighth century B.C.E) are to be found everywhere (Orenburg Oblast), Privolzhskaya Lesostep, a clear example of the northern type of steppe (Penzensky and Neverkinsky regions of Penzensky Oblast) and also the most picturesque and beautiful Zhigulevsky (Samara Oblast), Bolshaya Koshaga (Republic of Mari El) and Nurgush (Kirov Oblast), among others. Besides this treasure house of natural beauty, masters of world cinema have always been attracted by the area’s historical and cultural heritage, which includes reminders of the majestic architecture of the Volga region’s cities. The town of Nizhni Novgorod is famed for its rich history, with mighty medieval fortresses and monumental churches, while Kazan is renowned for its dual Christian and Islamic culture, with the unique monuments of its Kremlin citadel and the buildings of the Staro-Tatarskaya district. Bolgar offers an architectural complex of medieval Islamic buildings that is of great historical significance and bears witness to the vanished states of Volga Bulgar and the Golden Horde (Tartarstan). Particular mention can be made of the “Khokhlova” Architectural and Ethnographic Museum, Prikamye with a collection of various examples of wooden architecture (Permsky Region, Permsy Kraj), Kozmodemyansky Ethnographic Museum which illustrates the culture and way of life of the mountain Mari (Kozdozemyanks, Republic of Mari El) and Ibresinsky Ethnographic Museum with relics of the architecture, history and culture of the Chuvash people (Ibresi settlement, Chuvashia). The State Lermontov Museum Reserve “Tarkhana” comprises a magnificent park and family estate with a complex of memorial monuments dating from the beginning of the nineteenth century.

ADVANTAGES AS FILMING LOCATION The Urals is a Russian region located on the boundary that separates Europe from Asia and it has attracted the attention of a large number of foreign moviemakers. As well as its geographical location, it is also notable for the Ural Mountains themselves, which are among the oldest on Earth, and the unique beauty of its primordial nature, with a host of rivers, lakes, rock formations, caves and steppes. Of particular interest among its natural attractions are the “Seven Brothers” and “Devil’s Town” which take the form of a series of immense granite pillars. Other notable sights are the Shabrovsky Talc Pit, called the upside down mountain, with a small lake at the bottom, the Oleny Ruchy Nature Park (Sverdlovsk Oblast), the natural hot springs at Tyumen (Tyumen Oblast), Ignateva Cave, located on the right bank of the River Sim, the Sikiyaz-Tamak cave complex in the valley of the River Ai, the historic riverbank site “Porogi” and also the “pearls of the Urals”, Lakes Uvildy and Turgoyk (Chelyabinsk Oblast). The widely known Arkaim historical and cultural reserve has proved immensely popular with moviemakers. It combines a natural landscape site with a large-scale archaeological excavation. The Urals are completely dotted with attractions with a fascinating, rich heritage, an essential part of which is made up of open-air ethnographical museums; in particular, Varegan Park Museum with different buildings relating to the everyday way of life of the peoples of the Urals (Nizhnevartovsky Region; Khanty-Mansi Autonomous District), Lyantor Ethnographic Museum, located on a bend in the River Vachim-Yaun, with ancient wooden dwellings and farm buildings (town of Lyantor; Khanty-Mansi Autonomous District) and also the Ethnographic Museum Reserve Torum Maa (town of KhantyMansiysk). Among the cities of the Urals, Ekaterinburg is firmly established as a tourist destination. It is one of Russia’s largest industrial production centers with over 220 businesses and is also renowned for its nineteenth and twentieth century architecture. Tyumen is famous for its intact old districts of wooden houses with carvings, and the Holy Trinity monastery, while Tobolsk has its own Kremlin fortress complex (Tyumen Oblast) and Yalutorovsk, a museum complex that includes memorial houses for the 1825 Decembrist rebels and a wooden stockade. Chelyabinsk is an industrial town while Magnitogorsk, “the iron and steelworks capital”, contains one of the largest iron and steel complexes in Russia. The skiing center of Khanty-Mansiysk has a magnificent biathlon complex, a museum of geology, and oil and gas in its Arkheopark with its collection of sculpted Paleolithic animals and humans. Another interesting place is the small town of Verkhoturje, renowned for its wooden churches; also the small old village of Nizhnyaya Sinyachikha with its unique collection of wooden buildings from the eighteenth and nineteenth centuries from all over the Urals (Sverdlovsk Oblast). While on the subject of past history, let us not forget Ganina Yama, the sadly notorious pit in an abandoned mine, into which the remains of Nicholas II and his family where thrown after they were brought there and executed. Today, this is the site of the monastery of the Holy Tsarist Passion Bearers (Sverdlovsk Oblast). With regard to natural history remains, mention should be made of such famous examples as the “Valley of the Kings” with its multitude of large burial mounds, which have proved to be the graves of clan and tribal leaders of the Scythian period (settlement areas of Arzhan and Tarlyk, Tuva Republic). In addition, there is the unique natural boundary of Maly Bator, located on the left bank of the River Ozon, and comprising eight fantastically shaped granite columns in a circle within a ring of birches and Siberian apricot trees (Aginsky Buryats Autonomous Oblast). Masters of world cinema are also perennially interested in all of the Siberian towns that have preserved historical and architectural remains of past centuries. This applies in particular to Ulan-Ude with its buildings for market stalls and for the bazaar from the fourteenth century (Buryatia), Krasnoyarsk with its merchants’ mansions from the beginning of the twentieth century and ancient churches (Kransoyarsky Kraj) and Novokuznetsk with its famous historical architectural complex, Kuzneks Fortress (Kemerovskaya Oblast). Other significant cities are Tomsk with its eighteenth century bazaar building (Tomsk Oblast), Irkutsk with its memorial estates of the Decembrist rebels (Irkutsk Oblast) and also Nerchinsk, famous for its Nerchinsk Stockade monument complex from the seventeenth and eighteenth centuries (Chitinskaya Oblast). Another place of considerable interest is the village of Akatsi, home to Akatsi Prison, a former penal servitude center, through the gates of which the Decembrist rebels passed, as well as members of the People’s Will and also other political activists (Alachinsky Region, Chitinskaya Oblast). Open-air architectural and ethnographic museums serve an important function with regard to the region’s historical and cultural heritage. Two major institutions merit special attention: the Ethnographic Museum of the Peoples of Zabaikalya, with its unique collection of examples of the wooden architecture of the peoples of Siberia, in the settlement of Verkhnyaya Berzova, near the city of Ulan-Ude in Buryatia, and the Architectural Ethnographic Museum Taltsy with its collection of examples of defense, religious and civil architecture among the peoples of Irkutsk Oblast from the seventeenth century to the beginning of the twentieth, which illustrate the material and spiritual culture of Russians, Buryats, Evenki and Tofalar. The territory of Far East lies on extreme east parts of Russia, between Lake Baikal in Central Siberia, and the Pacific Ocean. Its population is 6,692,865 inhabitants (74.3% urban) living on an area of 6,215,900 square kilometers. There are 68 cities and towns on the territory of Far East. The administrative center of Far East is Khabarovsk city. Far East of Russia has international borders with China, North Korea. It also has maritime borders with Japan (by the Sea of Okhotsk) and the United States (by the Bering Strait).

Railways The Far Eastern Railway runs across Primorsky Krai, Khabarovsk Krai, Amur Oblast, Jewish Autonomous Oblast, and Yakutia. Also, the Far Eastern Railway services Magadan Oblast, Sakhalin Oblast, Kamchatka Oblast, and Chukotka. The Far Eastern Railway borders with the Transbaikal Railway (railway station of Arkhara) and Baikal Amur Mainline (railway stations Izvestkovaya) and Komsomolsk-on-Amur). ADVANTAGES AS FILMING LOCATION The Far East is one of the most picturesque regions of the Russian Federation and repeatedly attracts the interest of moviemakers. It is celebrated for its unique primordial character and its boreal forests with their rare flora and fauna, its wide diversity of mountain landscapes, its picturesque seaboard and the magnificence of the Amur, one of the largest rivers in the world. The region is famous for its nature reserves, especially those in Amur Oblast such as Norsky, located between the rivers Selmdzha and Nora, featuring the nesting sites of the rare black and Japanese cranes. Khigansky, located on the junction between the terraced plains of the middle current of the Amur and the foothills of Maly Khingan mountain range, is famous for the unspoiled landscapes of Priamurje. Other reserves include Bastak (Birobidzhansky and Obluchensky regions of the Jewish Autonomous Oblast) with its mixed broad-leafed/ coniferous forests of cedars and linden trees, which are home to rare species such as the Himalayan bear, the Far Eastern forest cat, and the Dausrsky crane. There are a number of karst caves in the middle current of the river Kura, such as Burunduk, Stergushche Kopje, Giprolestranc and others (Khabarovsk Kraj). Further reserves include Wrangel Island comprising the two islands Wrangel and Gerald in the Arctic Ocean (Shmidtovsky Region of Magadan Oblast, the extensive Ust-Lensky (Blunsky Region of the Sakha Republic) (Yakutiya), Lazosky, situated in the south-east of Primorsky Kraj on the slopes of the Sikhote-Alin mountain range, which is home to the Amur tiger and goral, the wild spotted deer, and also the Far Eastern Marine Reserve, the only one in Russia, on Peter the Great Bay (Sea of Japan) in Primorsky Kraj. Kamchatsky Kray is of great interest as a movie location thanks to captivating vistas of magnificent volcanoes, as well as its picturesque shoreline, along the Pacific Ocean, on whose slopes can be seen a host of sea birds, as well as seals on the reefs and beaches, and dolphins, sea otters and whales in the water. The region’s reserves are also very popular, in particular Kronotsky, famous for its Valley of Geysers, the Komandorskie Islands, an archipelago on the boundary between the Bering Sea and the Pacific, with a wealth of popular marine fauna. Among the cities of the Far East, those worthy of attention are Blagoveshchensk, which extends along the river, and has original wooden 72

buildings from the nineteenth century (Amur Oblast), Petropavlovsk-Kamchatsky, which is surrounded by volcanoes, some of which are active (Kamchatsky Kraj) and Magadan, which has the largest harbour in Northwestern Russia (Magadan Oblast). Vladivostok, whose highest point (214 meters) is Eagle’s Nest Hill on which stands an openwork TV tower that is 180 meters high. There are also extensive berths in the harbours, and docks and workshops at the shipyards. Other cities include Nakhodka, a port city, while Ussuriysk offers historical buildings dating from the nineteenth century and the start of the twentieth, and Yakutsk has a wooden fortress tower (Yakutsky Ostrog) which is the symbol of the town (Sakha Republic – Yakutia). The second largest bay in the world, Avachinskaya on the Pacific Ocean, on the south-eastern shore of the Kamchatka Peninsula, is extremely popular with moviemakers. This is also an important base for the Russian Navy. The symbol of the bay is the Three Brothers, i.e., the three rock pillars that stand at its entrance. Among industrial installations, some examples are hydro-electric power stations such as Zejskaya on the River Zeya in Amur Oblast, Kolymskaya on the River Kolyma in Magadan Oblast, which is part of the Kolymsky Kaskad station, as well as a floating station “Northern Shining” on the Schmidt promontory (Chukotka Autonomous District).
