Welcome Letter Dear Small Business Professionals, On behalf of the Secretary of the Army, the Under Secretary of the Army, and the Army Staff, I welcome you to the 2014 Army Small Business Training Workshop for Small Business Professionals. Congress and our senior leaders continually shape and change the procurement process to improve the delivery of products and services to our soldiers. Training the workforce is imperative to meet the challenges of implementing new legislation, policies, and regulations. This training workshop will enhance your understanding of the way forward in strategic sourcing, source selections, small business career field and training initiatives, Federal Procurement Data System (FPDS) reporting, industry outreach and conference restrictions, Acquisition Services Strategy Panels (ASSP), and so much more. This week, I look forward to seeing you grow in knowledge, share your lessons learned and best practices, and build a more cohesive team with your peers and senior leaders. I am so proud of the Army Small Business Team! Your commitment to the mission and taking care of soldiers by engaging the industrial base to find the best small business supply and service providers is unmatched. I brag about you all the time, because you are one of the HIGHEST PERFORMING Army teams. You continue to excel, setting new records each fiscal year. Speaker Biographies Anthony Braun Project Manager, Halfaker and Associates, LLC Support Contractor, U.S. Army Office of Small Business Programs Mr. Braun has six years of experience in government contracting, small business programs, data analysis, and web development. As project manager of the Halfaker team at Army OSBP, Mr. Braun leads a team that supports the Army small business mission by supplementing government expertise through website development and maintenance, administrative support, outreach support, and data analysis. Ms. Harriett L. Burton Associate Director, Office of Small Business Programs U.S. Army Intelligence and Security Command Ms. Burton has 32 years of acquisition experience of which 29 years are in contracting. Ms. Burton has over 10 years experience as a contracting officer. Ms. Burton has worked with small businesses throughout her career and has been working as a small business advocate for almost 12 years. Ms. Burton is responsible for managing INSCOM’s Small Business Program. Ms. Burton is a retired Army Officer and a service-disabled veteran. She received a Bachelor of Science in Business Administration from Virginia State University and a Master in Business Administration-Contracts Management from Florida Institute of Technology. She is proud that she still has the opportunity to serve her country. Ms. Camylle Coley Senior Consultant to the Director of Department of Defense (DoD) Small Business Programs (SBP) Ms. Camylle Coley serves as a Senior Consultant to the Director of Department of Defense (DoD) Small Business Programs (SBP). SBP is responsible for providing leadership and guidance to the military departments and defense agencies on creating opportunities for small businesses in the acquisition process, and for protecting and strengthening the defense industrial base. In her current role, Ms. Coley directly supports the Director, OSBP in the execution of OSBP strategic initiatives, leading the DoD Small Business Workforce Development and Science, Technology, Engineering, & Mathematics (STEM) Entrepreneurship initiatives. Ms. Coley’s leadership on these initiatives has been instrumental in helping the acquisition workforce improve programmatic direction that includes developing appropriate skill sets to help optimize small business participation at both prime and subcontracting levels; and, in providing training that enhances the responsiveness of the industrial base so that it can effectively contribute to the readiness and preparedness of the Department. As a result, SBP Workforce Development efforts have provided needed direction for the acquisition community to engage for the first time in the development of certification, qualification, and workforce shaping requirements for small business professionals. Ms. Coley continues to work with the White House and civilian agencies to identify best practices that can be implemented for small business professionals across the Federal government. Speaker Biographies Ms. Coley previously provided program support to the Defense Acquisition University (DAU) Learning Capabilities Integration Center (LCIC) in the areas of course development and instruction improvement. Ms. Coley also worked directly with Acquisition, Technology, and Logistics (AT&L) Human Capital Initiatives (HCI). In this capacity she was responsible for STEM education and outreach initiatives, and was a liaison to the Office of the Secretary of Defense (OSD) for HCI. Ms. Coley has conducted and coordinated extensive studies and analyses supporting development of the 2009 AT&L Human Capital Strategic Plan and the 2009 DoD STEM Education and Outreach Strategic Plan. Her work informed and supported senior functional and component leaders on efficient and effective human capital strategies. Prior to her work with DoD, Ms. Coley was Science Department Chair at Holy Family School in Hillcrest Heights, MD and an adjunct faculty member at Marymount University in Arlington, VA. Her educational background includes an M.B.A. from the University of Maryland – University College and a B.S. in Biology with a Neuroscience concentration from the University of Wisconsin – Madison. Additionally, Ms. Coley was a Huck Institutes for the Life Sciences Fellow in Immunobiology at the Pennsylvania State University. Her work has been published in the American Journal of Respiratory and Critical Care Medicine. She is a DAWIA certified Program Manager and a member of the National Contract Management Association. Mr. Brian Davidson Management and Program Analyst, Defense Manpower Data Center (DMDC) Office of Director of the Defense Procurement, Acquisition Policy and Strategic Sourcing (DPAP) Mr. Brian Davidson is a Management and Program Analyst for the Defense Manpower Data Center (DMDC) supporting the office of Director of the Defense Procurement, Acquisition Policy and Strategic Sourcing (DPAP). Before working for DMDC, Mr. Davidson held several positions, including Supervisory Program Analyst in the office of the Assistant Secretary of the Army (Research, Development, and Acquisition), Contract Support Agency, and the Army Contracting Agency. In his work with the Army he developed the Army DD350 data collection and web portal reporting system. Mr. Davidson’s leadership assisted all Army Commands and the seventeen miscellaneous Defense Agencies to improve procurement reporting with greater consistency and accuracy. This achievement led to attaining or surpassing small business and competition goals for the Army. Throughout his career, Mr. Davidson has received many awards for his contributions. His most recent award includes from the Secretary of the Army the Decoration for Superior Civilian Service. Mr. Davidson’s leadership has helped the Department of Defense transition from reporting procurement through the DD350 reporting system to the Federal Procurement Data System (FPDS). He is the DoD system administrator for FPDS assisting service’s contracting offices resolve how to report and statistical reporting issues. His expertise is called upon to assist in the development of data verification and validation rules for the DoD procurement data. He is a subject matter expert within the Department of Defense for procurement reporting and FPDS reporting. He assists in teaching procurement professionals in the use of the FPDS reporting system in classes at the Defense Acquisition University.

Speaker Biographies Mr. Davidson holds a BS from the Pennsylvania State University, attended the masters degree program at the American University, Washington, DC. He attended DoD executive seminars at the Darden School of Business, University of Virginia. Ms. Portia L. Deans Assistant to the Director, Army Office of Small Business Programs Procurement Analyst Portia L. Deans has served in her present role as the Assistant to the Director, Procurement Analyst, within the Department of the Army, Office of Small Business Programs, Washington, DC since 2009. As a Procurement Analyst, Ms. Deans is responsible for providing assistance to monitoring Army acquisition strategies to ensure small businesses, small disadvantaged businesses, women-owned small businesses, service-disabled veteran-owned small businesses, HUBzone small businesses, historically black colleges/universities and minority institutions are provided equal opportunity to participate in Army contracting process. Additionally, she implements policy formulation and program execution for procurement management reviews, surveillance reviews, outreach, small business goaling, and industrial relations. During her 13 years of acquisition experience in the federal government, she has served in various leadership and management positions to include Contracting Specialists, Procurement Analyst, Program Manager, Contracting Officer’s Representative and Management and Program Analyst. Ms. Deans has earned a Bachelor of Science Degree in Business Administration with a concentration in Management and a minor in Economics from Fayetteville State University, Fayetteville, NC and a Master of Arts Degree in Procurement and Acquisition Management from Webster University, St Louis, MS. Ms Deans is DAWIA Level III certified in the Acquisition Career field of Contracting, Level II certified in Program Management, and Level I certified in Information Technology. She is also a member of the Defense Acquisition Corps. Mr. Anthony (Cory) Foster Civilian Proponency Officer U.S Army Acquisition Support Center (USAASC)/Army Director Acquisition Career Management (DACM) Office Mr. Anthony (Cory) Foster has served in his current position for nearly two years after beginning his acquisition career in July 2006 as a Contract Specialist Intern with the Contracting Center of Excellence (CCE). Cory is responsible for developing policy that governs career management for the Contracting, Small Business, and Life Cycle Logistics workforce. Cory is DAWIA Level III certified in Contracting and DAWIA Level II certified in Program Management. He holds an undergraduate degree in business finance with a minor in economics from Morehouse College. He also holds a Master of Science in procurement and contract management and an Executive MBA both from the University of Maryland University College.

Speaker Biographies Mr. André J. Gudger Director, Office of Small Business Programs Office of the Under Secretary of Defense Acquisition, Technology & Logistics Mr. André J. Gudger was appointed as the Director for the Department of Defense Office of Small Business Programs in March 2011. Mr. Gudger serves as the principal advisor and staff to the Secretary of Defense on small business related matters. Mr. Gudger’s career expands over 17 years in the defense, intelligence, and investment banking industries. Previously, Mr. Gudger worked on key technical and financial initiatives with the Federal Deposit Insurance Corporation, Union Bank of Switzerland, and AT&T. From 2003 to 2009, André served as Chairman and Chief Executive Officer of Solvern Innovations, a corporate entity that provided acquisition support and cyber solutions through training, unique research and sponsored product innovation During this period, Solvern Innovations provided software development and commercialization through technology transfer to the Human Computer Interaction Lab at the University of Maryland College Park. In 2003, Mr. Gudger was presented the Granville T. Woods Award for Innovation from The National Association of Black Telecommunications Professionals. In 2009, Solver Innovations was acquired by Telecommunication Systems, Inc. where Mr. Gudger served as the senior vice president of Telecommunication Systems Inc. cyber intelligence division. Mr. Gudger served on several boards throughout the region, including the University of Maryland, Baltimore County, the Maryland BRAC Small & Minority Business Advisory Board, and the Cyber Advisory Council. In addition, he served as the senior executive of the Art of Exploitation University a Cyber Center of Excellence, the architect of the Computer Network Operations Training and Scientific Development program delivering services to the Department of Defense, and as the telecommunications systems program director for the National Cryptologic School, Center for Business Management, Acquisition, and Systems Engineering. André received his Bachelor of Science degree from the University of Maryland, Baltimore County. He received his Master in Business Administration from the University of North Carolina at Chapel Hill, where he had the opportunity to study at the Chinese University of Hong Kong, Erasmus University in Rotterdam, Tec de Monterrey in Mexico, Fundacao Vargus University in Brazil, and Gdansk University in Poland. Mr. Randall Johnston SBA Acting Area Director for Area 2, Office of Government Contracting for DC and surrounding Mid-Atlantic States (MD, PA, VA, WV, and DE) U.S. Small Business Administration – Office of Government Contracting & Business Development (GCBD) Mr. Johnston’s current areas of responsibility at the Small Business Administration are: Area 2 Director for the Mid-Atlantic for Size Determinations, Certificates of Competency, management of PCRs, CMRs, and Industrial Specialists assigned to Area 2.

Speaker Biographies He is the recipient of the 2014 Navy Achievement Medal for supporting U.S. Navy Atlantic Fleet, NAVSUP Fleet Support Center, Norfolk, VA for highly successful contract closeout efforts, and the 2012 Joint Commendation Medal for meritorious service, Operation Enduring Freedom (OEF) and Operation Noble Eagle, 0-3 (LT), US Navy Supply Corps Officer. He served one year in Afghanistan as a Contingency Contracting Officer in an austere combat environment. He also received the 2001 Secretary of the Navy award for Procurement and Innovation for contributions to re-engineering the Navy’s Engineering Investigation Program. Prior roles include: Procuring Contracting Officer for the University Affiliated Research Center (UARC) Program; Senior Business Consultant in Acquisition for the Navy’s E-2C Hawkeye Program; Program lead for the USMCs implementation for PPIRS and eSRS. Mr. Johnston has over 20 years of Acquisition experience in Contracting, Program Management, and Small Business Programs. Ms. Cynthia R. Lee Assistant to the Director, Army Office of Small Business Programs Program Manager, Army SDB/8(a) and HBCU/MI Programs Ms Lee started her procurement career in 1987 as a DOD intern, Ft Monroe, VA. Since that time, her career has progressively developed through varying procurement assignments at Ft Benning, GA; Ft Dix, NJ; the Baltimore District Corps of Engineers (Ft Belvoir, VA Section), Defense Supply Service-Washington, Pentagon; the Military District of Washington, Ft McNair, DC; and the Army Contracting Agency, Fort Belvoir VA. Prior to her current assignment, she served as an Associate Director, Small Business Programs for thirteen years. Throughout her career, she has received numerous performance awards and citations. Most notably, she is a previous recipient of the Secretary of the Army Award for significant contributions to the Army Small Business Program. She holds a Master of Science Degree in Contract and Acquisition Management, Florida Institute of Technology, Melbourne, FL and a Bachelor of Science Degree in Business Administration, Virginia State University, Petersburg, VA. Ms. Lee is a Level III certified acquisition professional and a member of the Defense Acquisition Corps. Mr. James C. Lloyd Acting Deputy Director, Army Office of Small Business Programs Program Manager, Army Service-Disabled / Veteran-Owned and HUBZone Programs Mr. Lloyd is responsible for providing leadership and management of the Army Office of Small Business Programs staff as well as implementing policy oversight in regard to new and complex concepts, theories, statutes, regulations and DOD policies governing the participation of small businesses in Army contracting. He is also responsible for the management and oversight of the Veterans and HUBZone Small Business programs and executing the Staff Assistance and Review Program which provides oversight over all of the Army’s Major Commands and acts as the executive liaison with the Secretary of the Army and Chief of Staff. Speaker Biographies Mr. Lloyd is an acquisition professional with over 25 years of experience as an Army officer. He has served in a variety of command and staff positions at varying levels within the Army. Mr. Lloyd retired from the Army in 2003 as a Lieutenant Colonel. Mr. Lloyd is Level III certified in Contract Management and Program Management and is a member of the Army Acquisition Corps. He has successfully completed the Program Manager’s Course, Command and General Staff College, and numerous other federal procurement and acquisition courses. Mr. Lloyd received his BS degree in Accounting from Central State University in Wilberforce, OH. He is a Distinguished Military Graduate, and has received numerous military awards and decorations for superior service during his military career. Tommy L. Marks Senior Services Manager HQDA, ASA (ALT), DASA (Procurement) Mr. Tommy Marks was appointed to the Senior Executive Service in January 2011 and serves as the Army’s Senior Services Manager (SSM). In this position, Mr. Marks is responsible for developing and implementing a holistic approach for acquisition services, in order to gain efficiencies while maintaining Army’s effectiveness in support of mission execution. The SSM primary is to assist commanders in obtaining cost effective and efficient services to achieve their mission. Mr. Jerome K. Maultsby Associate Director, Office of Small Business Programs U.S. Army Medical Research and Materiel Command & Fort Detrick Mr. Jerome K. Maultsby was appointed as the Associate Director, Office of Small Business Programs, U.S. Army Medical Research and Materiel Command (USAMRMC) and Fort Detrick, in September 2002. In this position, he serves as an assistant to the Commanding General, USAMRMC and Fort Detrick in forging strategic business alliances, and providing maximum opportunities for various small businesses to compete for procurements. Mr. Maultsby is a native of Newark, New Jersey, having earned his Bachelor of Arts Degree from Rutgers University, a Master’s Degree from Webster University, and is pursuing a Doctorate in Education. He entered active duty with the U.S. Army in 1981, retired in 2001 as a Lieutenant Colonel, and is DAWIA Level III certified in Contracting. In addition, he maintains membership with National Contract Management Association for 25 years, along with the Certified Professional Contracts Manager designation since 1991.

Speaker Biographies Ms. Pamela Monroe Assistant to the Director, Army Office of Small Business Programs Program Manager, Army Subcontracting and Mentor-Protégé Programs Ms. Pamela Monroe assumed her new role as Program Manager, Army Subcontracting and Mentor-Protégé Programs, in November 2013. Prior to joining the Headquarters Department of the Army Office of Small Business Programs (OSBP), she was the Assistant Director for the Army Contracting Command National Capital Region (ACC-NCR) OSBP from June 2003 to July 2013. As the Assistant Director, she was the principal advisor to the ACC-NCR Executive Director, the Headquarters Department of Army OSBP, the Headquarters ACC-OSPB, and the Small Business Administration on small business matters. She successfully managed the small business program by writing and implementing agency Standard Operating Procedures for approximately 300 contracting personnel. During her tenure at the ACC-NCR she planned and organized the first Woman-Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) Showcases in the Pentagon Concourse. In addition, during her tenure, ACC-NCR won several awards for exceeding the three percent SDVOSB goal. Ms. Monroe is the first Department of Defense and first Department of the Army recipient of the Department of Defense Office of Small Business Programs “Golden Talon Award” in recognition of the dedication and efforts made toward significantly increasing contracting opportunities for SDVOSBs. Ms. Monroe’s career began as a Contract Specialist Intern at Tinker Air Force Base, Oklahoma from 1984-1994. She worked as a Contract Administrator, Cost and Zero-Over Pricing Analyst and Warranted Contracting Officer for contracts administration on a major weapons system. In 1994, she was selected to enter the Advanced Copper Cap Contracting Intern Program at Andrews Air Force Base, MD and continued the program at Bolling Air Force Base, Washington, DC. The Copper Cap Program afforded her an opportunity to rotate into different contracting offices where she learned base, construction and information assurance contracting. Her final rotation was an assignment at the Secretariat of the Air Force Acquisition Contracting Office. Upon completion of the intern program she worked as a contract and small business specialist until August 2000. From August 2000 to June 2003, Ms. Monroe was the Associate Director for the Military Traffic Management Command (MTMC) Small Business Programs. She significantly increased small business opportunities for small business trucking companies by successfully negotiating base and option year subcontracting plans with large business freight and trucking companies. She also planned, organized and implemented the first small business conference at the annual world-wide MTMC Symposium. The purpose of the conference was to provide a forum for small business to form teaming arrangements for future requirements and become registered approved government carriers. The small business forum targeted trucking companies that move freight and household goods, small business owners of storage and warehouse facilities, and other small business transporters. Ms. Monroe has a Bachelor of Science and Master’s Degree. She is Level III certified in Contracts Acquisition and is a member of the Army Acquisition Corps.

Speaker Biographies Ms. Emily Webster Murphy Senior Counsel, Committee on Small Business U.S. House of Representatives Emily Webster Murphy is Senior Counsel to the Committee on Small Business in the U.S. House of Representatives, specializing in contracting and workforce issues. This is Ms. Murphy’s second time with the Committee, where she worked on government contracting, lending, and telecommunications issues in the 1990s. In the interim, Ms. Murphy has focused on federal procurement issues, most recently spending 4 years as the chief counsel and vice president for operations at a start-up satellite telecommunications company. In addition to her time practicing as a government contracts lawyer, Ms. Murphy served as the Associate Administrator for Government Contracting at the U.S. Small Business Administration, and as the Chief Acquisition Officer at the U.S. General Services Administration. Ms. Murphy is a graduate of Smith College and the University of Virginia School of Law. Ms. Tracey L. Pinson Director, Office of Small Business Programs Office of the Secretary of the Army Ms. Pinson advises the Secretary of the Army and the Army Staff on all issues relative to the utilization of small businesses in the performance of Army contracts. She is responsible for the management and leadership of the Department of Army small business program valued over $20 billion per year. She provides management and oversight for the Army mentoring program for small businesses. She also develops policies and initiatives to enhance the participation of Historically Black Colleges and Universities and Minority Institutions in Army funded programs. Ms. Pinson is a member of the Senior Executive Service, level 5. She occupies a critical acquisition position and possesses a top secret security clearance. She is a principal member of the Army Secretariat and is the highest ranking female in the Army acquisition career field. Under her leadership the Army has led the federal government in contract awards to small businesses for over 10 years. Ms. Angela K. Ritz Director, Army Conference Management Office of the Administrative Assistant to the Secretary of the Army (OAA) Ms. Ritz has served as the Director for Army Conference Management (ACM) in the Office of the Administrative Assistant to the Secretary of the Army (OAA) since October 2012. In this role, she is responsible for tracking, managing approvals, and reporting of conferences across the Army, as well as providing expert guidance to senior leaders. Ms. Ritz began her career in the Federal Government in 1996 as an intern in the Defense Information Systems Agency (DISA). Ms. Ritz held a variety of professional positions of increased responsibility, beginning as an IT Specialist working customer requirements; joining

Speaker Biographies the Strategic Planning and Budgeting Organization as a program analyst; and finally serving as a special assistant to the DISA CIO where she prepared briefings, arranged outreach sessions with technical companies, and managed day-to-day operations for the CIO. Ms. Ritz came to the Army in 2006 as a program analyst in the OAA front office, planning and executing high visibility special events for the Secretary and Chief of the Staff of the Army, including the Army Birthday Week, Medal of Honor ceremonies, the Pentagon Memorial Remembrance Ceremony, the last remaining World War I Veterans recognition, and various other events. In 2009, Ms. Ritz was selected to serve concurrently as the Executive Officer for the Deputy Administrative Assistant and Director of the OAA Special Programs Office. As Director, she was responsible for various special interest programs, including the Combined Federal Campaign and Army Emergency Relief Fund; oversight and execution of Official Representation Funds and Emergency and Extraordinary Expenses; management of the Mass Transportation Benefits Program, Army committees and conferences; and operation of the Army Suggestion Program. In 2012, Ms. Ritz was chosen to lead a new organization solely focused on the management of conferences across the Army. Ms. Ritz has an MPA from the George Washington University where her focus was Public/ Private Sector Relations. She also holds a BS in Public Relations and a BA in English from the Central Missouri State University, where she graduated summa cum laude and was awarded its most prestigious award, given to the top graduate of the undergraduate class. Her professional awards include numerous performance awards, a Commanders Award for Civilian Service, and a Superior Civilian Service Award. Ms. Jackie Robinson-Burnette Associate Director, Office of Small Business Programs HQ US Army Corps of Engineers Jackie joined USACE May 2010. She leads the Corps’ $6B Small Business Program. She is the principal advisor to the Head of Contracting Activity and the Secretary of the Army, Director of Small Business Programs on all USACE small business matters. Jackie provides senior leadership and direction to an integrated network of over 70 Contract Specialists that serve as USACE Small Business Advisors throughout the United States (including Alaska and Hawaii). In this capacity, Jackie is the senior authority on small business congressional issues and legislation and regulations. She develops and implements training programs, and leads the USACE small business Community of Practice (CoP). Jackie sets the vision for the small business workforce, and she builds and cultivates a competent and disciplined team of advisors equipped to deliver sustainable acquisition solutions. Within Jackie’s first year of leadership, USACE exceeded every statutory small business goal for the first time in its history, and has continued to excel every year thereafter. To achieve program excellence, Jackie interfaces directly with USACE Division Commanders, Deputy Commanders, Senior Executives, Contracting Leaders, Small Business Leaders, as well as cross-functional leaders to establish goals and initiatives.

Speaker Biographies From 2008-2010, Jackie served as the Deputy Associate Director for Small Business Program at the inception of the US Army Contracting Command. She was responsible for the exigent stand up and organization structure of the Command’s Small Business Program. From 20062008, Jackie served as the Deputy Associate Director for the U.S. Army Contracting Agency’s $5 billion Small Business Program. In this position, Jackie’s leadership and responsibility spanned over 45 small business advisors across the country. Jackie graduated from the University of Maryland with a BS in Business Management, and is DAWAI level III certified in contracting. A sought after subject matter expert, Jackie authored the Army Source Selection Supplement (AS3) language for Small Business Participation at the request of the DASA(P). She spent most of her career as an Army Contracting Officer. Her Army contracting service includes duty in Korea, Germany, and temporary duty in war torn areas like Bosnia, Kosovo, Sarajevo, Tuzla, Hungary, and Taszar. Ms. Nancy D. Small Director, Office of Small Business Programs Army Material Command Ms. Nancy D. Small was appointed the Director of AMC Small Business Office Aug 2007. Ms. Small serves as the principal advisor to the Commanding General, Deputy Commanding General, staff heads, and subordinate activities, on all matters related to the overall small businesses program. In this capacity, she serves as the senior AMC advisor to the Department of the Army Director (Small Business) on small business issues and provides oversight of the $10B program. In her previous assignment, Ms. Small served as the Program Manager for both the Army Woman-Owned Small Business and 8(a) / Small Disadvantaged Business (8(a)/SDB) programs for the Secretary of the Army, Office of Small Business Programs. Mr. Burt Stanko Statistical Business Analyst, Halfaker and Associates, LLC Support Contractor, U.S. Army Office of Small Business Programs Burt Stanko currently holds the position of Statistical Data Analyst at the Army Office of Small Business Programs (OSBP). He works heavily with FPDS-NG, Excel and QlikView to help Army obtain an accurate snapshot of its small business achievement. Previous to his work as Army OSBP, Burt worked as a data analyst/database coordinator in the non-profit sector working mostly with Business Objects XI. Ms. Stacy Watson Assistant to the Director, Army Office of Small Business Programs Program Manager, Army Women-Owned Small Business Program As the Women-Owned Small Business (WOSB) Program Manager, for the Army Office of Small Business, Ms. Watson is responsible for facilitating, preserving, and strengthening full participation for WOSB in Army acquisition programs. She is also responsible for providing

Speaker Biographies effective outreach, training and technical assistance in order to increase the accessibility of WOSB concerns to Army procurement opportunities. She influences new policy updates to existing WOSB acquisition regulations and solicits support to the real time needs of the war fighter. Born in Huntsville, Alabama, Ms. Watson started her career over 25 years ago in federal contracting working for the U.S. Army Engineering and Support Center. After moving to Virginia, Ms. Watson worked for the Communication Electronics Command (CECOM) and the Surface Deployment and Distribution Command (SDDC), prior to joining the Army Contracting Command – National Capital Region (ACC-NCR). She was responsible for the successful award of the Army Computer Hardware, Enterprise Services and Solutions Program (CHESS) multiple-award contracts, valued at $20 billion. She was also the Contracting Officer for the Information Technology Services – Small Business (ITS-SB) acquisition, valued at $400 million. Ms. Watson is a member of the Army Acquisition Corps and has achieved Level III certification in Contracting and Level I certifications in both Life Cycle Logistics and Program Management. Throughout her career, she has earned numerous performance and special act awards. Ms. Watson received a Bachelor of Science Degree in Business Administration, with a concentration in Procurement and Logistics, from Alabama Agricultural and Mechanical (A&M) University. Mr. Stephen Weidner, JD Acting Associate Director, National Guard Bureau, Small Business Programs Mr. Stephen Weidner is currently the Acting Associate Director, National Guard Bureau Small Business Programs. He has been in this position since September 2013. In this role, he is responsible for providing daily support regarding Small Business Programs policies, procedures, socio-economic goals, and training to NGB acquisition personnel at Headquarters as well as to the 147 National Guard Contracting Offices found in the 54 States and Territories, which include both Army National Guard and Air National Guard units. He oversees the bi-weekly collection and analyses of socio-economic goals metrics, which indicate small business achievement rates, associated dollars, and number of contract actions for each state and territory. This information is compared with the data from the last twelve fiscal years for purposes of trend analyses and projections. He participates in numerous Outreach Programs with various organizations and vendors which want to become the suppliers of choice for National Guard Bureau acquisitions. He oversees the maintenance of both NGBpublic and NGB-specific internal websites which contain information, socio-economic goals achievements and data, instructions, and marketing assistance tools pertinent to how the National Guard Bureau operates its Small Business Programs. Mr. Weidner began his DoD contracting career in 1982 as a Procurement Clerk for the Contracting Division, Naval Facilities Engineering Command (NAVFAC), Navy Public Works Center, San Diego, CA. He remained with NAVFAC in various contracting roles (Contract Specialist, Supervisory Contract Specialist, Contracting Officer, Procurement Analyst, Administrative Contracting Officer, and Deputy Chief of Contract Policy) in such disciplines as

He worked for NAVFAC at various locations, such as Public Works Center, San Diego, CA, Naval Facilities Contracts Training Center (NFCTC), Port Hueneme, CA (where he taught courses in Cost and Price Analysis, Claims, and Contract Administration, and Contract Modifications), Resident Officer in Charge, Base Operating Support (BOS) Contract, British Indian Ocean Territory, Diego Garcia, and Resident Officer in Charge of Construction, Western Division NAVFAC. In 2005 he transferred to Selfridge ANG Base (Michigan) as a contract specialist responsible for soliciting and awarding construction projects and then joined the Defense Contract Management Administration (DCMA) in Manassas, VA as a senior procurement analyst performing cost and price surveillance of General Dynamics. In 2007 he transferred to the Deputy Secretary of the Army (Procurement), DASA(P), in Arlington, VA as a senior procurement analyst/cost and price analyst and was a member on several Procurement Management Reviews (PMRs) of various Army organizations (U.S. Army Corps of Engineers, Army Missile Command, and OCONUS locations in Saudi Arabia, Qatar, and Kuwait). In 2009 he became Chief of Contract Policy for the National Guard Bureau and in 2013 became Acting Associate Director, National Guard Bureau Small Business Programs. Mr. Weidner holds a Certificate in Federal Contract Management, a Bachelor of Arts Degree in Psychology, and a Doctor of Juris Prudence in Law. He has completed a number of contracting courses (construction, architect-engineering, modifications, and law), Small Business courses, has completed various advanced courses sponsored by the U.S. Navy, Army, and Air Force, and has taught courses in Cost and Price Analysis and Negotiation Techniques to over 5,000 DoD acquisition personnel. Ms. Alice Williams Associate Director, Office of Small Business Programs Army Contracting Command Ms. Williams serves as the lead senior Small Business Advisor for ACC, reporting directly to the Commander. Ms. Williams is responsible for advising the ACC Commander on all matters pertaining to small business. She is responsible for encouraging contracting strategies for small business participations and oversees and monitors the Command’s small business goal attainment. Ms. Williams’s responsibilities span two one-star subcommands, 43 full-time small business advisors and numerous part time small business advocates. Other career achievements include 34 years as a civil servant, unlimited warrant, responsible for major procurements to include 911 recovery, Presidential Inauguration committee, Army Joint Chief Staff Special Task Force, Spirit of America and Presidential funerals. Williams is a Senior Leadership Development Program Graduate and holds a BS in Business Management. Mr. Harold E. Williams Director of Strategic Sourcing, Office of the Senior Services Manager, Deputy Assistant Secretary Army (Procurement) (DASA(P)) Mr. Williams has extensive work experience in federal contracting and acquisition management. He has held numerous positions as supervisory contract specialist and procurement analyst. His Army assignments include support to the Joint Force Headquarters – National Capital

Speaker Biographies 57th Presidential Inauguration, Army G3/5/7, and acting director (deputy) Army Contracting Command-National Capital Region, Headquarters-Army Materiel Command, and U.S. Army Europe. He also worked at the National Archives and Records Administration and the 89th Contracting Squadron at Andrews AFB. Mr. Williams started his career as an Army intern at the Tank Automotive Command-Rock Island, IL. Mr. Williams has led and supported organizational change during periods of funding shortfall, scare resources, and changing priorities throughout his career. Mr. Williams received his Bachelors of Science in Systems Management and Logistics Management from Colorado Technical University and a Masters in Administration from Central Michigan University. He completed the DASA(P) sponsored Senior Leader Development Course and the Army Management Staff College Advanced Civilian Education Course. He is certified Level III Contracting, Level I in Program Management and Level I in Logistics. He is a member of the Northern Virginia chapter of National Contract Management Association and a Certified Professional Contracts Manager.
