Welcome Letter Greetings, I’d like to personally welcome each of you to the Army Small Business Seminar. It’s an exciting time for the Army Office of Small Business Programs as we embrace significant change and budget challenges. We are committed to maximizing the use of small businesses in Army contracting regardless of fiscal constraints. As entrepreneurs, you must remain motivated and responsive in your quest to do business with the Army. Small Businesses that are relevant and customerfocused will continue to win contracts. The Army sets the example for the federal government by awarding more contract dollars to small firms than any other federal agency or military service. The Army Small Business Program’s success is attributable to the commitment and leadership of our Commanders. Our Commanders understand the value of the innovation that agile small businesses bring to our warfighters, and the important role that small businesses play in job creation and rebalancing our economic strength. We are raising the bar and transforming the way we operate to continuously improve our ability to meet the growing needs of the small business firms that seek counseling, education, and assistance from our staff. We’ll continue to meet and bring inspired people together in seminars like this. To increase the value of participating in this year’s event, consider these tips: • Give out all of your business cards. • Introduce yourself to other small business owners. • Visit prime contractor booths to meet Small Business Liaison Officers. • Have your elevator speech ready (keep it brief at all times). • Follow up with an email and your capability statement. Lastly, I’d like to thank each of you for attending our seminar and bringing your expertise to this gathering. You are truly our greatest asset today and tomorrow, and we could not accomplish what we do without small business entrepreneurs. Throughout the seminar, I ask you to stay engaged and ask questions to keep us proactive. Together, we can shape the future of the Army Small Business Program. Speaker Biographies Mr. Larry Blackwell Senior Manager Northwind Engineering, LLC Mr. Blackwell is the project manager for the Northwind – Jacobs Mentor-Protégé agreement. He has over twenty years’ experience managing mentor protégé agreements for small businesses. Agreements he managed during this period have won two prestigious NunnPerry Awards. Mr. Blackwell has held numerous executive positions in small businesses including President/CEO. Mr. Gabe Camarillo Principal Deputy Assistant Secretary of the Army Acquisition, Logistics & Technology In 2012, Mr. Camarillo was appointed to serve as the Principal Deputy Assistant Secretary of the Army (Acquisition, Logistics & Technology). A member of the Senior Executive Service, he is the senior civilian deputy to the Hon. Heidi Shyu, the Assistant Secretary of the Army (Acquisition, Logistics & Technology). As the Principal Deputy, he advises the Assistant Secretary and Army leadership on all matters relating to Army acquisition, procurement, research & development and logistics. He participates in the development of policies, programs and processes for the execution of the Army’s acquisition efforts. Mr. Camarillo assists the Assistant Secretary in overseeing the day-to-day operations of an organization with a 5,000 person acquisition workforce managing over 600 Army programs and contracting actions totaling more than $125 billion. Ms. Camylle Coley Senior Consultant to the Director Department of Defense Office of Small Business Programs Ms. Coley directly supports the Director, OSBP in the execution of OSBP strategic initiatives, leading the DoD Small Business Workforce Development and Science, Technology, Engineering, & Mathematics (STEM) Entrepreneurship initiatives. Ms. Coley’s leadership on these initiatives has been instrumental in helping the acquisition workforce improve programmatic direction that includes developing appropriate skill sets to help optimize small business participation at both prime and subcontracting levels; and, in providing training that enhances the responsiveness of the industrial base so that it can effectively contribute to the readiness and preparedness of the Department. As a result, SBP Workforce Development efforts have provided needed direction for the acquisition community to engage for the first time in the development of certification, qualification, and workforce shaping requirements for small business professionals. Ms. Coley continues to work with the White House and civilian agencies to identify best practices that can be implemented for small business professionals across the Federal government.

Speaker Biographies Mr. Seán F. Crean Director, Office of Small Business Programs Department of the Navy Mr. Seán F. Crean is the Director, Office of Small Business Programs (OSBP) for the Department of the Navy serving as chief advisor to the Secretary on all small business matters. He is responsible for small business acquisition policy and strategic initiatives. Mr. Crean joined the Secretary of the Navy Staff as a member of the Senior Executive Service in January 2010 and has over 35 years of federal service. Prior to receiving this appointment he served as Deputy Assistant Secretary of the Navy for Acquisition and Logistics Management during a two year military recall to active duty as a Rear Admiral in support of Operation Iraqi Freedom. Mr. Crean’s previous experience includes serving as the senior procurement analyst for the U.S. Small Business Administration’s Office of Government Contracting Area I (New England) for nineteen years. In this role he was the principal advisor to the SBA’s six regional district offices and congressional delegations on procurement issues. He provided acquisition strategy analysis for over twenty buying activities throughout the region supporting both DOD and Civilian federal agencies. He first entered federal civilian service as the Deputy Supply Officer for Naval Air Station Brunswick, Maine where he was also appointed the activity small business specialist. Mr. Kenneth Dodds Director of Policy, Planning and Liaison Small Business Administration Mr. Dodd’s office is responsible for regulations and policies pertaining to Federal small business government contracting programs, small business size standards, and prime contracting goals. Previously he was the Director, Office of Government Contracting at SBA and a senior attorney in SBA’s Office of General Counsel. He is a graduate of James Madison University and received his law degree from the Marshall-Wythe School of Law at the College of William & Mary. Ms. Benita Fortner Director, Supplier Diversity Raytheon Company Ms. Fortner assumed her current position in September 2000 after serving as the socioeconomic program manager for Raytheon Company. Raytheon Company (NYSE: RTN), with 2012 sales of $24 billion and 68,000 employees worldwide, is a technology and innovation leader specializing in defense, security and civil markets throughout the world. Fortner is the 2014 incoming chair for the Women’s Business Enterprise Council (WBENC) and currently serves as one of two co-chairs of the TRIAD (an aerospace and defense industry group focused on government small business issues). Speaker Biographies Captain (Ret) Dawn Halfaker President and CEO, Halfaker and Associates, LLC President of the Board of Directors, Wounded Warrior Project In 2006, Ms. Halfaker founded Halfaker and Associates, LLC, a professional services and technology solutions firm that advises and assists government organizations on issues of national and global significance. With over 100 employees and growing, her company is dedicated to Continuing to Serve and regularly devotes their time to making a difference in the community and supporting Veterans and Wounded Warriors. Mr. Steven R. Hodges Director, Project Services Jacobs Engineering Group Inc. Mr. Hodges joined Jacobs, one of the world’s largest and most diverse providers of technical professional and construction services, in 1983. Currently serving as Director, Project Services, he is responsible for the management, integration and implementation of business and administrative functions for Jacobs Federal Operations group. During his tenure, Jacobs has received “outstanding” client ratings in business relations, technical excellence, cost effectiveness, affirmative action and socio-economic performance. His past experience includes serving as a Board Member, President and later Chairman of a not for profit 501(c) (3) comprised of some of the largest corporations in the country, focused on building business partnerships and providing educational scholarships to economically disadvantaged youths. Mr. Hodges has played a key role in the development of Jacobs award winning mentor-protégé program, serving as Jacobs National Program Manager for 22 Mentor-Protégé agreements awarded by seven different federal agencies since 1996. Jacobs has been the recipient of five Nunn-Perry Awards, including most recently in 2013 for a U.S. Army sponsored MentorProtégé Agreement. Mr. James C. Lloyd Assistant to the Director Program Manager, Army Service-Disabled / Veteran-Owned and HUBZone Programs Office of Small Business Programs Office of the Secretary of The Army Mr. Lloyd is directly responsible for providing leadership, management and oversight of these programs as well as implementing policy oversight in regard to new and complex concepts, theories, statutes, regulations and DOD policies governing the participation of small businesses in Army contracting. He is also responsible for executing the Staff Assistance and Review Program which provides oversight over all of the Army’s Major Commands and acts as the executive liaison with the Secretary of the Army and Chief of Staff.

Speaker Biographies Mr. Lloyd is an acquisition professional with over 25 years of experience as an Army officer. He has served in a variety of command and staff positions at varying levels within the Army. Mr. Lloyd retired from the Army in 2003 as a Lieutenant Colonel. Mr. Lloyd is Level III certified in Contract Management and Program Management and is a member of the Army Acquisition Corps. He has successfully completed the Program Manager’s Course, Command and General Staff College, and numerous other federal procurement and acquisition courses. Mr. Lloyd received his BS degree in Accounting from Central State University in Wilberforce, OH. He is a Distinguished Military Graduate, and has received numerous military awards and decorations for superior service during his military career. Ms. Pamela Monroe Assistant to the Director Program Manager, Army Subcontracting and Mentor-Protégé Programs Office of Small Business Programs Office of the Secretary of The Army Ms. Monroe assumed her new role as Program Manager, Army Subcontracting and Mentor-Protégé Programs, in November 2013. Prior to joining the Headquarters Department of the Army Office of Small Business Programs (OSBP), she was the Assistant Director for the Army Contracting Command National Capital Region (ACCNCR) OSBP from June 2003 to July 2013. As the Assistant Director, she was the principal advisor to the ACC-NCR Executive Director, the Headquarters Department of Army OSBP, the Headquarters ACC-OSPB, and the Small Business Administration on small business matters. She successfully managed the small business program by writing and implementing agency Standard Operating Procedures for approximately 300 contracting personnel. During her tenure at the ACC-NCR she planned and organized the first Woman-Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) Showcases in the Pentagon Concourse. In addition, during her tenure, ACC-NCR won several awards for exceeding the three percent SDVOSB goal. Ms. Monroe has a Bachelor of Science and Master’s Degree. She is Level III certified in Contracts Acquisition and is a member of the Army Acquisition Corps. Ms. Sharon R. Morrow Acting Chief of Small Business Programs US Army Corps of Engineers (USACE) Ms. Morrow serves as the principal advisor to LTG Thomas Bostick (USACE Commander) and the Secretary of the Army, Director of Small Business Programs on all USACE small business matters. She provides senior leadership and direction to an integrated network of over 60 Contract Specialists that serve as USACE Small Business Advisors throughout the United States. She is the Corps’ subject matter expert for all small business legislation and regulations. She develops and implements training programs and leads the USACE Small Business Community of Practice (CoP).

Speaker Biographies Ms. Emily Webster Murphy Senior Counsel, Committee on Small Business U.S. House of Representatives Ms. Murphy is Senior Counsel to the Committee on Small Business in the U.S. House of Representatives, specializing in contracting and workforce issues. This is Ms. Murphy’s second time with the Committee, where she worked on government contracting, lending, and telecommunications issues in the 1990s. In the interim, Ms. Murphy has focused on federal procurement issues, most recently spending four years as the chief counsel and vice president for operations at a start-up satellite telecommunications company. In addition to her time practicing as a government contracts lawyer, Ms. Murphy served as the Associate Administrator for Government Contracting at the U.S. Small Business Administration, and as the Chief Acquisition Officer at the U.S. General Services Administration. Ms. Murphy is a graduate of Smith College and the University of Virginia School of Law. Mr. Michael C. Orr Deputy, District Contracting Chief and Chief, Business Oversight Branch Omaha District Corps of Engineers Mr. Orr is responsible for the overall planning, direction, coordination and supervision of contract preparation, negotiations and contract management within the Omaha Districts AOR. The Districts’ business lines include Architect & Engineer, Construction, Supply and Services and both fixed price and cost-reimbursable contracts. He is currently TDY, serving as the District Contracting Chief for the Seattle District, Seattle, Washington. Dr. Donna Peebles Associate Director, Office of Small Business Programs National Guard Bureau Dr. Peebles is the Associate Director and Principal Advisor for the National Guard Bureau’s (NGB) Office of Small Business Programs. Acting in the best interest of the government, Dr. Peebles leads the NGB’s $2 billion small business program and is the principal advisor to the Head of Contracting Activity on all NGB small business matters. Dr. Peebles provides senior leadership and direction to an integrated network of 54 small business specialists positioned in all 50 states and four territories. In this capacity she is the senior authority on small business for NGB and she ensures that contracting, program, and technical personnel are knowledgeable about the small business program and take all necessary actions to include small business in their acquisitions consistent with socio-economic program objectives.

Speaker Biographies Mr. Wayne Pizer Vice President, Small Business Programs L-3 National Security Solutions Mr. Pizer is the Vice President for Small Business Programs at L-3 National Security Solutions (NSS), a Group of L-3 Communications. As Vice President for Small Business Programs, he is responsible for developing and executing the small business strategy for NSS. His responsibilities include: identifying go-to-market small business partners, promoting small businesses, managing mentor-protégé program, and ensuring Small Business Compliancy throughout the NSS organization. The mission of his office is to grow NSS revenue through partnerships with small businesses. Mr. Pizer has been with L-3 for over six years. Ms. Gloria Pualani Corporate Director Socio-Economic Business Programs/Government Relations Northrop Grumman Corporation Ms. Pualani is responsible for the direction and management of all Socio-Economic Business Program issues from a corporate perspective. She has been employed by Northrop Grumman in various assignments for over 30 years. She has used her expertise to advance the course of small, women and minority-owned businesses in the aerospace industry. This includes a strong advocacy for increasing business development opportunities for veteran and servicedisabled veteran owned small business firms. Ms. Pualani developed and implemented the Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) program for Northrop Grumman Corporation, and has successfully incorporated the HBCU/MI program as a part of the Small Business Innovative Research (SBIR) program. Ms. Pualani represents the corporation at various small business outreach events, federal procurement conferences and symposia. Ms. Jackie Robinson-Burnette Deputy Director Army Office of Small Business Programs Ms. Robinson-Burnette serves as the senior advisor to the Director (Tier 2 SES), and provides leadership, guidance and oversight to a network of over 200 contracting professionals that serve throughout the Army as Small Business Specialists. She oversees the Army Small Business Community of Practice (CoP) through small business policy and regulation development, workforce training and career management, the Army Mentor Protégé program, small business goaling and metrics management, program management reviews, industry outreach, subcontracting program management, and education and support for all small businesses. Ms. Robinson-Burnette sets the vision for the small business workforce, and she builds and cultivates a competent and disciplined team of advisors equipped to deliver sustainable acquisition solutions.

Speaker Biographies Ms. Amy T. Sajda Director, Small Business Program Defense Logistics Agency (DLA) Ms. Sajda is the principal advisor and assistant to the Director, DLA, and agency leadership, on all matters relating to small business, and to maximize the contributions of small business in DLA acquisitions. She provides small business advocacy and promotes small business utilization to strengthen the competency, commitment, and capability of the industrial base that fulfills DLA’s mission as America‘s Combat Logistics Support Agency. In addition, she is delegated cooperative agreement authority to carry out the Procurement Technical Assistance (PTA) Program. Ms. Nancy D. Small Director, Office of Small Business Programs Army Materiel Command Ms. Small serves as the principal advisor to the Commanding General, Deputy Commanding General, staff heads, and subordinate activities, on all matters related to the overall small businesses program. In this capacity, she serves as the senior AMC advisor to the Department of the Army Director (Small Business) on small business issue and provides oversight of the $10 billion program. In her previous assignment January 9, 2006, Ms. Small served as the Program Manager for both the Woman-Owned Small Business (WOSB) and 8(a) / Small Disadvantaged Business (8(a)/SDB) for the Secretary of the Army, Small Business Office, effective. The office Of Small Business Programs is the Army’s single point of contact for small business outreach, policy and acquisition integration. Ms. Marina Sullivan Program Manager Army Mentor-Protégé Program In her role supporting the Army Mentor-Protégé Program, Ms. Sullivan provides guidance and counsel to firms seeking to participate in the Mentor-Protégé program. She reviews new proposals for contract award and provides recommendation to the Army Mentor-Protégé Program Manager and Director. She is responsible for managing all Mentor-Protégé contracts to include maintaining contract files, managing agreement costs, scheduling program reviews, reviewing invoices for reimbursement, and general assistance with mentors and protégé’s implementing their training programs. Marina is responsible for submitting budget plans and monthly reports to the Department of Defense (DoD) Financial Analyst and other DoD officials. She coordinates with the Army Contracting Command in Huntsville, AL on all new contract awards and required contract modifications.

Speaker Biographies Mr. Mark S. Teskey Director Air Force Small Business Programs Mr. Teskey, a member of the Senior Executive Service, is the Director of Air Force Small Business Programs, located in the Pentagon, Washington, D.C. He is responsible for policy, advocacy, execution, and advice pertaining to Small Business Programs and personnel throughout the department. Mr. Brent Thomas Project Director HR Solutions Mr. Thomas was selected and subsequently appointed Project Director of HR Solutions on July 18, 2011. HR Solutions is a $4.24B program that provides centralized acquisition management and support services to Army and Department of Defense customers world-wide. Mr. Thomas has over 15 years of Acquisition Management experience as an Army Officer and DOD Civilian with assignments ranging from ACAT 1 vehicle programs to managing Joint Advanced Concept and Technology Demonstration projects. Previous acquisition assignments include; Senior Acquisition Officer at Fort Knox managing the material capability requirements for Platform Battle Command and Combat Identification systems, Department of the Army Systems Coordinator for Army Special Programs, Product Manager for the Rapid Equipping Force, Product Manager for two Joint Advanced Concept Technology Projects, and Assistant Program Manager for the Family of Medium Tactical Vehicles. He also completed a tour with Training with Industry at General Motors Corporation. He earned a Masters Degree in Material Acquisition Management from Florida Institute of Technology in 2001 and graduated from the Command and General Staff College in 2002. Mr. William Tully Program Manager USACE Baltimore District Mr. Tully has 22 years of federal service, all with the U.S. Army Corps of Engineers in both the New York District and Baltimore District Offices. He is currently serving as a Program Manager, USACE Baltimore District and is responsible for project execution throughout the National Capital Region, supporting notable customers at Ft Belvoir, the Pentagon and Joint Base Myer Henderson Hall. Before this current position, Mr. Tully served as the deputy program manager on the Baltimore District team responsible for the delivery of the National Geospatial Intelligence Agency (NGA) headquarters in Springfield, VA, a $1.7 billion campus providing 2.4 million square feet for 10,000 employees. Mr. Tully holds a Bachelor of Engineering degree in Civil Engineering and a Master of Engineering degree in Environmental engineering.

Speaker Biographies Mr. Anton D. Wallace Chief, Acquisition Management Department of the Army Office of the Deputy Chief of Staff, G-3/5/7 Mr. Wallace is directly responsible for planning, organizing, and managing procurement programs. He serves as the advisor to the G-3/5/7 Strategic Sourcing Working Group (SSWG) for Strategic Sourcing Knowledge Based Services. He is also responsible for coordination and oversight of Program Management Reviews for contract support services and acts as the liaison with G-3/5/7 senior leadership, contracting officer representatives, Army Contracting Commands Contracting Officers and other DoD officials and organizations. Mr. Wallace is an acquisition professional with over 27 years of experience as a Department of Army Civilian. Mr. Wallace is a U.S. Army veteran with 6 years of Supply and Logistic experience. He is Level III certified in contracting and a member of the Defense Acquisition University Alumni Association. He has completed numerous other federal procurement and acquisition courses and is pursuing his degree in Business Administration from College of Southern Maryland. Ms. Stacy Watson Assistant to the Director Program Manager, Army Women-Owned Small Business Program Office of Small Business Programs Office of the Secretary of The Army Ms. Watson is responsible for facilitating, preserving, and strengthening full participation for WOSB in Army acquisition programs. She is also responsible for providing effective outreach, training and technical assistance in order to increase the accessibility of WOSB concerns to Army procurement opportunities. She influences new policy updates to existing WOSB acquisition regulations and solicits support to the real time needs of the war fighter. Mr. Kenyata L. Wesley Deputy Director Innovation and Technology DoD Office of Small Business Programs Mr. Wesley serves as the Deputy to the Director of DoD Small Business Office. He is responsible for the oversight of DoD SBIR/ STTR, Mentor Protégé, STEM, small business workforce reshaping, as well as outreach, and Indian Incentive Programs. Mr. Wesley was selected in to Senior Executive Service in 2014. Previously, Mr. Wesley served as the Chief Associate Director for Small Business Programs, Mr. Wesley was the Principle Advisor to the CECOM Commanding General/Head of Contracting Activity on Small Business. He also served as the primary liaison between the Army Contracting Command-Aberdeen Proving Ground and CECOM/C4ISR. He served as the primary program manager for CECOM’s Small Business and HBCU/MI program. He had the primary responsibility working with AMC and the Army Office of Small Business Programs (OSBP) to establish and monitor goals and their achievement.

Speaker Biographies Mr. Gary L. Winkler President American Cyber, Inc. Mr. Winkler is a Defense and Information Technology (IT) executive with 29 years of significant accomplishments as noted by two Presidential Awards and multiple Industry Awards. He has worked across all Military Departments, OSD and Congress (including Congressional Testimony). Mr. Winkler has been successful in ACAT IAM Program Management positions leading to SES positions at HQDA CIO/G-6 and ASA(ALT). As Program Executive Officer for Enterprise Information Systems (PEO EIS), he managed a $4 billion portfolio of 40 major programs for large scale, enterprise systems supporting finance, logistics, personnel, communications infrastructure, biometrics, medical and war-fighting functions. He led a global workforce of 2,500 professionals, and achieved a 25% Annual Return on Investment. As CIO/G-6 Executive Director for IT Strategy, Policy, and Acquisitions; and dual-hatted as the Army’s first Chief Knowledge Officer, authored, rescinded and shaped 236 Army and DoD policies to reduce Army’s annual operating costs by $2.5 billion; authored the Army’s first Business Transformation Plan for submission to Congress; created developmental programs for 12,000 Army civilian IT professionals; and created the Battle Command Knowledge System that saved countless soldier’s lives.
