or years I have held the opinion that our construction industry lacks sufficient research to properly tell the story of industry performance and behaviours. I believe this to be the case in part as a consequence of its very nature. Construction is a kind of manufacturing process in public view. That is the process and structures built are mostly visible to the onlooker. While much of the detail is obscured once a structure is enclosed most people have an idea of what will be included in the final product by virtue of the simple fact that people use and occupy the structures built. What you see is what you get — what more do you need to know?

Less well known is the business behind what is built. It’s here that I want to touch on the construction procurement practices and industry trends and raise the questions of how these issues impact your contracting businesses.

Unfortunately, going back to the issue of research, there seems to be little published on the subject of trends in the Canadian media and so I have relied on US sources for much of the following.

FMI (Fails Management Institute) is a leader in construction management consulting and research in North America and is my principal source on this topic. The FMI Construction Outlook 2015 reported a significant change in the size of projects: From 2005 to 2009, there were only 87 projects over $1 billion in size in the U.S. versus the 2010 to 2014 period, which saw 336 projects over $1 billion. Conversely, nonresidential put-in-place spending from 2005 to 2009 totaled more than $3 trillion versus $2.8 trillion for the 2010 to 2014 period. In other words, as the overall market was shrinking in size, the number of megaprojects was exploding. Since the vast majority of contractors lack the size or scale to compete for these megaprojects (which therefore go to mega-firms and large joint ventures), the implication is that many firms were fighting for fewer and smaller projects.

This would of course require changes in strategy for that ‘vast majority’ of companies not pursuing mega-projects. Faced with the competition, for some, that might just mean closing the doors. What emerged from this new reality was a movement towards “cross-firm collaboration”, a form of joint-venturing. The suggestion is larger projects create more complex owner demands, one result being for mid-size and smaller companies to either collaborate or disappear. Cross-firm collaboration brings with it a whole new set of demands on contractor management. And this is only the beginning.

For trade contractors, including mechanicals, apart from the general shortage of trained and skilled tradespersons, their biggest challenge may be in managing the company and projects.

In 2013 FMI identified four industry-altering trends that will be predictably over the long term impact the construction services business model.

They are: a low-bid commodification mentality, technological innovation, plentiful and affordable domestic energy resources, and the integration of design with construction.

The challenge for all construction firms — civil and commercial, general and specialty is to “understand them and adopt strategically sound, competitive responses that will position their companies to thrive in the construction industry of the 21st century.” The question you must ask yourself is: How prepared am I to respond?

T

he first five months as MCABC president have been a learning experience and a pleasure, working with both new and existing board members. MCABC’s membership continues to increase thanks to membership director Jane Andrew’s powers of persuasion!

As always in the warmer months, MCABC hosted several successful golf tournaments this past summer but the golfing season is now drawing to a close. We turn our attention to encouraging members to take a break from work over the winter and plan to attend MCA Canada’s 75th annual national conference at Disney’s Yacht and Beach Club in Lake Buena Vista, Florida, November 14-17, 2016. As well as bringing you some welcome sunshine over the colder months, the conference will also be a fantastic networking and professional development opportunity.

The big news in British Columbia of late has been the abruptly implemented Foreign Buyers Tax and its impact on the building industry.

As the president of MCABC and a partner in a successful mechanical contracting company, I am a strong believer in the growth of our industry. I don’t foresee a large downturn in the near future. The residential high-rise work is remarkably strong and I anticipate that it will continue with a small correction due to the new tax. The public sector work also remains strong with the

expansion of major hospitals, many schools and universities. The private sector is still strong with office buildings and shopping malls scheduled for new construction as well as upgrades to existing shopping centres.

MCABC (which represents members of the Mechanical Service Contractors of Canada (MSCC) in this province) has been working with mechanical service contractors to establish an educational program for that segment of our membership. By offering these types of courses, we hope to broaden our membership base and help our service contractor members better serve their clients. MSCC is the only organization in Canada dedicated solely to mechanical service, repair and retrofit contractors.

We are working on a new structure to grow our Affiliate membership and encourage more of our existing Affiliates to take an active role. MCABC Affiliates represent those tradespeople who work with mechanical contractors, such as sheet metal contractors, control contractors, balancing and commissioning contractors and insulating contractors. More information on this will come at a later date.

The younger generation of mechanical contractors needs to be progressed in their careers in order for our industry and our association to flourish into the future.

To that end, we are bringing back to life a Next Gen-style of committee to generate candidates qualified to take over from the aging membership. MCABC is looking for younger members to join this committee in order to bring fresh ideas to the MCABC family. I would encourage all members with interest to please contact Jane Andrew at the MCABC office.

In addition to the above initiatives, I suggest all MCABC member contractors should encourage their non-member colleagues to join MCABC for benefits such as networking, education, advocacy, and fellowship.

The most important benefit of a larger base of members, however, would be a stronger association and by extension, a stronger voice for all mechanical contractors across British Columbia.

sometimes unexpected infrastructure; using the latest software to overcome installation challenges; and scrambling to stay ahead of a demanding schedule — only to be told that in addition to these circumstances, work must be performed quietly in order not to disturb rats living in the vicinity.

That, in a nutshell, summarizes what the crew of Division 15 Mechanical Ltd. faced while helping to bring the University of British Columbia’s Academic District Energy System (ADES) to life. And while the rats were valuable test lab animals rather than their sewer-dwelling brethren, Division 15 co-founder Dale Miller says keeping the peace on their behalf illustrates the uniqueness of the job.

In terms of scope alone, UBC’s steam-to-hot water conversion project is one of the largest of its kind in North America. Starting in 2011, the $88 million conversion involved replacing UBC’s aging steam heating infrastructure (developed in 1922) with a more efficient hot water heating system.

The project required a complex network of underground piping across the northern half of the campus to supply more than 130 buildings with hot water for space heating and domestic hot water.

All told, 11 kilometres of special pre-insulated pipes from Europe were used in the conversion, and more than 130 energy transfer stations were created across the campus. The project was capped in 2015 by the completion of a 60 megawatt, natural gas-powered hot water plant, the demolition of the existing steam powerhouse, and de-commissioning of the existing steam system.

ADES will enable UBC to achieve an ambitious target of reducing greenhouse gas emissions by 33 per cent compared to 2007 levels (in the process achieving a $5.5 million annual energy cost savings). It will also enable the university to eliminate fossil fuel use by 2050 and advance clean energy research and development opportunities.

UBC launched the project in recognition that steam is an inefficient way to heat because it has to be kept at a much higher temperature (186°C) compared to hot water (90°C). Plus, many of its old steam pipes were poorly or not at all insulated, resulting in huge amounts of heat lost in transit. The new hot water pipes wouldn’t need to be buried as deeply, which would theoretically save money in maintenance; and since the buildings themselves were already heated by hot water systems via steam heat exchangers, only minor conversions were required.

Still, for Division 15, the logistics of the project were daunting: as prime contractor of the first phase alone, it had to install 1.5 km of pipe and create eight energy transfer stations (complete with brazed plate heat exchangers, pumps and

...exposing the forest of recent and old infrastructure complicated Division 15’s efforts. associated controls). It was about $3.7 million worth of mechanical work. “Ultimately there were about eight phases, and by the last phase the stations and piping were a blur to us,” he recalls.

“It’s not the first project of its kind in B.C., but

definitely nobody else in Canada had attempted anything this large.”

Division 15 used special pre-insulated, prejacketed Logstor pipes and fittings from Europe, with embedded leak detection wiring technology. “They had to be laid in a certain way and required a certain method of backfill in order to perform as intended,” says Miller.

While this in itself wasn’t daunting, excavating UBC thoroughfares and exposing the forest of recent and old infrastructure complicated Division 15’s efforts. “We frequently had to go under and over certain elements that weren’t in the drawings, and this resulted in us having to order special parts and pieces from Europe,” says Miller. “As a result, we had to scramble to compensate for delays in the schedule.”

The biggest installation occurred during phase two, with four kilometres of piping that would serve as the central water conduit.

“Again, the surprises resulting from digging up

the road happened almost daily,” says Miller. “Plus, special care had to be taken throughout, because the existing steam system had to remain operable.”

Miller and crew’s encounter with the test rodents came while creating the energy transfer stations. “We had to build the stations in mechanical rooms whose components were 50 years old, and to surmount the challenges of not disrupting the infrastructure we used a laser scanning technology to scan each room and capture all the existing conditions, pipes, equipment and beams,” he recalls. “We fed this information into our 3D modeling software where our BIM designers generated detailed fabrication drawings for our fabricators — who built the necessary components in our shop and took them to site for precise assembly.”

In some of the science buildings, Miller’s crew was told to minimize noise and vibration in order not to disturb the routine of resident laboratory test rats. Laughing at the memory, Miller says, “On top of everything else, there we were in the confined spaces being as delicate as we could in installing the transfer station components.”

The completed ADES has an expected lifetime of up to 80 years, partly due to the system’s flexibility: water from a district energy system can be heated with biomass, electricity, natural gas, solar, waste heat, geothermal, ocean thermal, cogeneration — and possibly new technologies that haven’t yet been invented.

The successful completion of the project has “opened up doors” for Division 15, according to Miller: “Clients know us for our work at UBC, and we’re now involved in the development of other district energy projects,” he says. “Given that partner Bob Cook and I started this company in 2004 with four field people and $5 million in projects and today stand at 40 field people and $45 million worth of work annually, our growth has been most satisfying.” PM

Back in 1984,

it was risky business to start a new company all on your own. But 33 years and more than 300 projects later, Harry Jassmann, president of Systems I Mechanical Ltd., wouldn’t have done it any other way.

“I started . . . when there was the biggest recession going on,” recalls Jassmann with a laugh. “That was the learning curve there — keeping overhead costs low. A lot of the first years of capital went into tools and equipment.”

Born and raised in South Vancouver, Jassmann’s professional path was anything but smooth. “I was a high school dropout, actually,” he admits. “It was tough days back then and school wasn’t for me.” After his early departure from John Oliver Secondary School, Jassmann says he got into plumbing where he excelled.

“I actually wanted to be an autobody mechanic [but] I couldn’t get into it anywhere,” he explains. “So I got a connection [in plumbing], worked my way up and the rest is history.”

Jassmann is Red Seal Certified as a plumber and gas fitter and Gold Seal Certified in project management through the Canadian Construction Association. He credits working at Martina Enterprises Ltd. for helping him successfully complete his apprenticeship. After a short stint in Calgary, Jassmann returned to Vancouver where he was encouraged to start his own business.

“We do everything from residential high-rise, to wood frame and town homes,” says Jassmann of Systems I Mechanical. A longtime professional relationship with Polygon Homes Ltd. garnered his company many noteworthy projects over the years. The company’s website showcases a number of its projects with Polygon including Chancellor, a 42-storey concrete and glass tower apartment in Burnaby and Luma, a 32-storey concrete tower apartment in South Burnaby.

Jassmann credits much of his own company’s success to its emphasis on quality and long-term associations. “Our motto is not to do just one [job] and disappear,” he says. “Our motto is to show them what we can do and then be sought out to do the next one for them.”

The only plumber in his family, Jassmann recognizes a change in the learning opportunities for the current generation coming up in the business and is proud of the extensive apprenticeship program he’s built up at Systems I Mechanical Ltd.

“We give them broad spectrum training of all the facets of what we do,” says Jassmann. “We hopefully see them as journeymen and then they stay with us. Basically, our top guys are people we have trained — including the operations manager, Brian Hamanishi, who started off as an apprentice with us.” Hamanishi joined Systems in 1992 and is a Red Seal Certified plumber and gas fitter.

Jassmann’s father, Lothar, has also been working at Systems for more than 20 years. “My dad was working in a saw mill,” explains Jassmann.

“He took early retirement and was bored, so I brought him into the shop. He loved it, loved being with the guys.”

Systems has had a few women on its roster and still has one on the crew. “She’s a journey-

profile man and she wants to become a foreman,” says Jassmann. “And we’re giving her all the help we can to get there. It’s not something you see a lot of women in, but she’s tough . . . and she’s a great, great person.”

In his more than three decades in the industry, Jassmann has noticed some big changes taking place. “There’s way too much going on right now,” he says. “And all indicators . . . are saying it will slow down drastically next year.”

He doesn’t think the lull will last long. “But I think there’s still just a lot of inventory out there.

Everybody and their dog got into the construction business and started building.”

The biggest problem Jassmann sees lately is a lack of quality site superintendents. “Whereas before everyone had their guys trained,” he adds, “now they’re taking painters and plumbers and making them site foremen. It’s a different world that way. Too much too fast.”

With a son working in B.C.’s film industry and a daughter who is a kindergarten teacher, Jassmann has no plans to see the business taken over by family when he retires, although he would be happy to see a few select employees take over in the future.

This Isn’t Practical

The biggest problem Jassmann sees lately is a lack of quality site superintendents.

At 57, Jassmann is now working a part-time schedule, though he had ideals of an earlier retirement. “It started at 45 — when I was dreaming,” he laughs. “Then it went to 55.

Now I’m thinking max would be 65 because you live this business.”

Systems returned to being a member of Mechanical Contractors Association of BC (MCABC) about four years ago. “I was a member previously and . . . I thought we were still members, but it had slipped away,” says Jassmann.

“They’ve got a lot of support material,” he continues. “And the MCABC meetings among some of the other companies that are members are very helpful to us. We have meetings where we discuss the builders coming in trying to buy product direct — trying to buy their own plumbing fixtures etc., and we just became installers. It’s just a camaraderie of businesses that have the same interests.”

Jassmann says he recognized one of the biggest reasons he wanted to rejoin “was just to be part and parcel of the entire city group that are members of the MCA. Just to be a part of that team.” PM

Solar Hot Water Applications

F

or Elizabeth Barry, going to work every day means more than just earning a pay cheque. “It’s really cool to be a part of a company that values sustainability and gives its employees the opportunity to be a part of projects like this,” says the development manager with Calgary-based Brookfield Residential.

The project Barry is referring to is a research partnership between Brookfield and the Southern Alberta Institute of Technology (SAIT).

Green-building researchers at SAIT are working with the home builder to test several solar systems for domestic hot water heating and energysavings potential.

“Affordability and sustainability are two of our core values,” says Barry. “We want to show people that green technologies are achievable and can benefit any homeowner, including those seeking affordable townhomes in The Links at Evanston — a Calgary community.

“We’re currently testing different systems so there are no additional costs passed onto homeowners. It is a research initiative at this point.

That allows us to do our homework and determine which system is the most effective, creates value for homeowners, and Brookfield would be most comfortable putting in its homes.”

SAIT researcher Dean Jones is working with Brookfield on the project. He provided the company with a report detailing various technologies readily available in Canada. From that data, Brookfield chose the six systems it wanted to evaluate based on parameters such as total cost, additional electrical costs, maintenance costs, and the ability to evaluate a variety of technologies.

“Brookfield’s research project provides a unique opportunity to gather good, accurate data,” says Jones. “By taking one block of six sideby-side units in a multi-family setting, it means all of the systems will get the same amount of sun exposure and provide great cross comparisons.

“We have a basic electric system in one of the homes. That will be our starting point to get an idea of what Brookfield’s base system costs the homeowner. The other five homes will allow us to collect information on the other systems’ performance and how much electricity is needed for additional hot-water heating.”

ABOUT THE TECHNOLOGY The various systems being tested range from a high-performance hot-water tank to systems that incorporate solar thermal and photovoltaic technologies.

ON-GOING MONITORING AND COST-EVALUATIONS Brookfield is testing its hypotheses that today’s homeowners want the benefits of green-building technology. Solar is known to eventually provide a financial savings over time, reducing monthly utility costs once the initial technology investment has been recovered. In addition, homeowners can contribute to greenhouse gas emissions reduction, increase their independence from the energy grid, and enjoy the satisfaction of producing their own energy.

So far, the six different systems have been installed, one unit is sold, and the townhomes are nearing completion.

The information collected by Jones, other SAIT researchers and students will provide data on each system’s performance, the amount of additional electric heating each requires, and the estimated payback period of each system.

“Once the homeowners move in, there will be a year-long monitoring component to the research.

At that point, we’ll be able to narrow down the options and focus on the technology that gives the best results to homeowners,” says Barry.

She anticipates that — at today’s technology costs and electricity prices — the solar systems Brookfield is testing would cost homeowners a maximum of $10,000. In addition, the payback period is relatively short, but will vary.

“We are hopeful that one of the configurations will completely offset domestic hot water costs,” says Barry. “Calgary has some of the highest solar resources in Canada and we are hping to efficiently capture clean energy to create value for our customers.”

ENTHUSIASM IS GROWING “Having our finger on the pulse, not a lot of high volume homebuilders are doing this, especially

not as a standard,” says Barry, adding that the project has generated a lot of interest with Brookfield’s younger demographic who are increasingly interested in technologies and sustainability.

“They are definitely willing to help us explore our options to find the best solution,” says Barry.

“In the end, they know they’ll see benefits and are really positive and comfortable with the project.

“They can be real advocates for projects like this.”

Jones, who works the Green Building Technologies (GBT) research group at SAIT’s Applied Research and Innovation Services department, says this project aligns with two of GBT’s research themes: net-zero energy homes and building-integrated renewable energy. As such, he appreciates being involved in Brookfield’s forward-thinking initiative.

“It’s great to be working with a large company that is actually focused on trying to evolve to a more sustainable product and offering their homeowners these options,” says Jones.

Brookfield is happy to have a platform to do projects such as this and stimulate conversation in the townhome market. “We’re hoping this can translate into other similar opportunities,” says Barry. HOW SOLAR THERMAL SYSTEMS WORK Solar collectors on the roof absorb sunlight and convert it to heat. A dedicated solar pump turns on and circulates heat transfer fluid through the solar collectors. The fluid then returns the absorbed heat to a heat exchanger. Heat is then transferred to the water in the hot-water tank and made available for domestic hot-water needs. An electric backup heater can make the water hotter, if needed. The use of a solar water heater significantly reduces electrical energy consumption and electrical costs.

Maximizing Building Systems

T

he world around us is ever changing, and technology has become more engrained in our daily activities. The emergence of smart phones has forever changed communications and how we interact with technology. In response, we have become more demanding of our technology and what we expect from it. How did we ever survive not having up-to-the-minute notifications on traffic, sports, stocks, breaking news, or being able to order your morning coffee and have it ready at the nearest coffee shop?

The same is certainly true when we think of controls and building management. There has been a significant amount of change in recent years. With the emergence of faster processing and the evolution of cloud computing, a completely new set of features that can help building owners operate and manage their facilities have become available.

New technologies like automated fault detection, building energy management systems, standardized tagging, along with new sensor technologies are creating more complexity in buildings.

It makes the most capable controls technician’s head spin, never mind the mechanical contractor or the engineer designing the system.

The desire to achieve sustainability in buildings today has also increased the importance of building automation and controls. Control systems provide the ability to monitor and manage sustainability targets automatically. By incorporating intelligence and analytics into the control system, aligned with corporate sustainability goals, not only will targets be met but active notifications will be sent when there are system failures or energy performance is outside of the normal range.

The notion of integration is central to LEED certified or other green buildings. How different systems interact with each other and how a system can operate efficiently, while minimizing the risk of failure, is critical.

Ten years ago, control systems were highly focused on open protocols and interoperability.

Today, these are entry-level requirements, and it is expected that a system will communicate freely with any system imaginable. From sensors to pumps, boilers, variable speed drives, to now complex cloud-based analytics tools which will tell us when an actuator has failed, or if the fan has been left on in the bathroom too long. The value of these new systems and technologies has been extremely difficult to quantify in terms of their cost-benefit, but even more difficult to document and specify. When they are specified, there are often many holes in the rest of the building’s systems. In many cases the specification will be developed with a specific product or service in mind, however consideration isn’t given to how this will interact with the rest of the buildings systems, its users, and how building operators will manage the building as a whole.

Have buildings become more complex? Absolutely, and they will continue to. Architects and engineers are continually trying to innovate and present owners with a unique design and new ways to build, manage and operate a building. It is their key differentiator. Without it we wouldn’t have the amazing skylines with beautiful and unique buildings, or we would have the same school or hospital designs, and we would miss out on the advances in those industries. Contractors have done a commendable job in responding to new designs and developing new methods of fabrication and better tools, but is it enough to mitigate the problems after the building is turned over?

The challenge in building automation has always been in how buildings operate, and how control systems can manage complexities within those unique facilities. How does a complex component with internal controls work with a system of other equipment, each with its own set of parameters for temperatures, pressures, and operating times?

Who do you call when one of the components fails because of undefined parameters? Where does a new building owner look when they cannot achieve comfort in their facility, or they have

premature failure of equipment? And who is ultimately responsible to repair and diagnose?

While tedious, it is important that complexities are sorted out during design, and a comprehensive sequence of operations is developed upfront for the controls contractor to implement.

Without a crystal ball, it becomes extremely difficult for a technician to understand how the components of a building are meant to interact.

Left alone, or without proper documentation, the building will be left with many challenges which will extend beyond the commissioning and warranty periods and untimely failures will plague the systems. Fingers will inevitably be pointed in multiple directions and the primary consequence is an unhappy owner.

So, how do we prevent this in the future? Colleges and universities have recognized the need for greater training on control systems, and have recently begun incorporating training programs around system and controls design. Mechanical consultants could be better positioned during detailed design by incorporating controls engineers embedded in their offices, or local partners, and validating the performance of the system plus ensuring a detailed scope and sequence of operations are provided in the specifications.

As a contractor, it is critical to select a partner who has knowledge of complete system design and is familiar with the complexities of the overall systems and how they interact with the building. Strong service capability is crucial, and a relationship between the owner and controls contractor is crucial to overcome the hurdles of building operations.

Invest time early in the system design, develop a comprehensive sequence of operation, and you will prevent future issues while saving time and money. PM Leon Hawkins, MBA, B.Eng., PMP, is the energy services and controls leader for Trane Canada.

Asbestos Enforcement

orkSafeSBC recently announced a 2016 Asbestos Enforcement Initiative on asbestos. WorkSafeBC prevention officers will be conducting a province-wide program of worksite inspections from July 1-December 31, 2016 to ensure homeowners, contractors, and consultants are properly informed and equipped to safely remove asbestos containing materials and are complying with the Occupational Health and Safety Regulation.

COCA supports this initiative because asbestos exposure remains the number one killer of workers in B.C. Every month in B.C., hundreds of houses are demolished and renovated.

Many homes built up until 1990 used products containing asbestos. Any disturbance of asbestos has a significant threat of exposing workers to harmful asbestos fibres.

Houses are now being renovated, demolished or moved with little or no attention paid to the possible (and likely) presence of asbestos. Both workers — and the general public are at risk because of the asbestos dust floating through both worksites and neighbourhoods.

Asbestos was a component (and may still be found) in such areas as drywall, pipe insulation, floor tile, ceiling tile, texture coated ceilings, cement pipe, boilers, furnaces, cement shingles,

roofing or siding, asphalt roofing material, water heaters, light fixtures, loose blown attic insulation and structural steelwork.

In fact, as noted in a WorkSafeBC Bulletin WS 03-03, “until the late 1980s, more than 3,000 products containing asbestos were used in house construction.”

Asbestos is released into the air when it is cut, drilled, sanded using power tools and in many other ways when the material is broken up. As-

...asbestos exposure remains the number one killer of workers in B.C. bestos has been clearly linked to the diseases of asbestosis, lung cancer and mesothelioma. The fibres may even be carried home in the asbestos worker’s clothing and contaminate the worker’s family.

industry news B.C. unveils Climate Leadership Plan The B.C. government has unveiled its highly anticipated Climate Leadership Plan which outlines the province’s strategy for limiting greenhousegas emissions and combating climate change.

According to the province, the plan will lead to the creation of up to 66,000 jobs over the next 10 years, and reduce net annual greenhouse gas emissions by up to 25 million tonnes below current forecasts by 2050.

“We are continuing to lead the way in reducing emissions and creating jobs with the release of our new Climate Leadership Plan,” said Premier Christy Clark. “We are taking action with an approach that balances environmental responsibility with economic opportunity.”

The plan’s initial 21 action items include making electric vehicles more affordable and buildings more energy efficient. Government is also targeting sequestration opportunities in our forests and emission reductions in our natural gas production and processing. As demand for clean solutions increases, these actions continue to position B.C. for growth.

Emissions will be reduced further as subsequent actions are introduced, putting B.C. on course to achieve its 2050 target of an 80 per cent reduction in emissions from 2007 levels.

“We are taking further action to keep our province on track to meeting our greenhouse gas reduction targets, while continuing to grow our economy,” said Environment Minister Mary Polak. “Through the Climate Leadership Plan, we are taking strong actions that will ensure we continue to be an international climate leader, and that our province remains a great place to live, work and raise a family.”

The B.C. Climate Leadership Plan encourages industries to look at new technologies and innovation for the built environment, with a focus on energy efficient buildings, infrastructure upgrades and less waste to landfills.

The Climate Leadership Plan will be further updated over the coming year, in response to work underway between the federal government and the provinces and territories.

The plan has been met with mixed reactions.

The Cement Association of Canada and The Canada Green Building Council welcomed the commitments made under the plan.

But according to the Pembina Institute, the plan does not go far enough and carbon pollution will not start to significantly decline for 15 years.

“This falls far short of the level of ambition needed to reach B.C.’s 2050 target and leaves the hard work for a later day,” said Josha MacNab, B.C. director at the Pembina Institute. “A climate plan must do two things: reduce emissions and support B.C.’s transition to a clean economy so it can remain competitive in a decarbonizing global market. B.C. has missed key opportunities on both fronts.”

MASSEY TUNNEL UNDER ENVIRONMENTAL REVIEW The British Columbia Ministry of Transportation and Infrastructure has submitted its application for an environmental certificate to construct the George Massey Tunnel Replacement Project.

The project is to build a bridge to replace the 630-metre tunnel that runs below the South Fraser River about 20 kilometres south of the city of Vancouver. A key artery in the region that connects Richmond and Delta along Highway 99, the four-lane tunnel causes notorious traffic snarls, which results in an estimated one million hours of vehicle idling each year.

The tunnel was completed in 1959 and only has about 10 years’ of useful life left before its electrical and mechanical systems need replacing, not to mention that it cannot be structurally changed to meet the higher new seismic standards. The structure lies about 20 metres below sea level at its lowest point and is the deepest tunnel in Canada.

Plans are to replace the tunnel with a bridge and 50 kilometres of new transit and HOV lanes between Highway 91 in Delta and Bridgeport Road in Richmond. About 10,000 transit passengers who use the tunnel now will benefit from the new bridge’s dedicated transit lanes and the project includes $40 million for cyclist and pedestrian infrastructure.

The new project promises to reduce greenhouse gas emissions by 70% from the current situation, or 13,000 tonnes per year. The bridge is to be designed to account for rising sea levels as a result of climate change, and there are to be no bridge piers in the Fraser River. Construction is expected to begin in 2017.

BCIT PIPING PILOT PROGRAM BCIT is working with the Government of Canada to remove barriers to apprenticeship completion in the piping trades by offering new programs that will allow apprentices to complete the theory portion of their technical training by distance education. This will reduce the amount of time apprentices need to be away from work or home to complete their apprenticeships.

As part of the Government of Canada’s Flexbility and Innovation in Apprenticeshp Technical Training (FIATT) pilot, BCIT is working to reduce the time required away from the workplace by offering the theory portion of a student’s technical training completely online. The pilot project will run for the first time in August for piping trades apprenctices (plumbing, steam/pipe fitting and gasfitting).

With the new pilot program, students will study theory online for 16 or 22 weeks. When the theory portion is completed, students will then attend the reduced two weeks of practical training and assessment at the BCIT Burnaby Campus. This project is funded in part by the FIATT program.
