WorkSafeBC inspection report fails to include on site visit of composting facility Philip Raphael

The City of Richmond denied it is dumping raw sewage at its works yard on Sidaway Road, one of two sites that recently had its composting facilities shut down, after a worker there contracted Legionnaires’ disease.

City spokesman Ted Townsend told the News there is no truth to accusations hazardous materials were being dumped into a ditch at the Sidaway location which converts soils collected from excavations, landscaping work, and some organic materials into soil used on city owned sites.

Earlier this week, the city confirmed a worker had contracted the illness — a form of pneumonia caused by a species of aerobic bacteria — and was hospitalized in late 2013.

their job and the matter has become the subject of a WorkSafeBC inspection.

A report on the inspection, released Thursday after a meeting with the city staff, did not call for any action to be taken or even warrant an on-site visit.

The reason?

According to the report, “Environmental testing for this specific agent (Legionella longbeachae), according to expert opinion, is not likely to be conclusive.”

But the report also states that a number of other microbial agents have been found in composting operations in general that have significant health effects which produce allergy or flu-like symptoms.

WorkSafeBC said the city needs to safeguard workers by developing an exposure control plan that includes health monitoring, hygiene facilities and decontamination procedures

when required.

In addition, workers should wear respirators (masks) when composting materials that can be aerosolized by jets of water or compressed air when cleaning equipment that may have become contaminated.

The city has already taken action to suspend operations at the Sidaway composting site, as well as a secondary one at the main works yard on Lynas Lane.

While the city denies any hazardous materials have been dumped at the Sidaway location, the News has obtained a photo of a vacuum truck belonging to Deltabased McRae’s Environmental Services Ltd. — which specializes in handling hazardous materials — leaving the facility at 6711 Sidaway Road.

City spokesman Ted Townsend said the truck was a hydro vac pump that is used where regular excavators could damage underground utilities.

“They help clear out the excavation site, and the materials, which would be soils with probably a high amount of ground water, would then be taken to the Sidaway site for inclusion with all the other soils we get from various other excavations for treatment,” he said.

Any excavations done around sewage is disposed of through the city’s sewage system.

“It doesn’t go to the Sidaway site,” Townsend said, adding claims the News has received of sewage dumping there are “completely bogus.”

The city has appealed WokSafeBC’s assessment, questioning the origin of the worker’s illness.

When the News contacted Ryan Boyce, president of CUPE Local 394, which represents the city’s outside workers, to ask if he was concerned about his members, he provided a terse, “no comment.”

Today marks Earth Hour, set to take place at 8:30 p.m. local time all across the world.

During last year’s Earth Hour, by being extra energy savvy, British Columbians saved 136 megawatt hours of electricity (10 million 12.5 watt LED light bulbs), reducing the province’s usage by 1.95 per cent. It was the highest Earth Hour total since 2008. The average is 106 megawatt hours.

Saving energy remains a priority for BC Hydro, says Kari Montrichard, a manager for the utility’s PowerSmart program.

In April BC Hydro will be offering LED

lighting rebates for bulbs and fixtures.

This May the City of Richmond will join forces with BC Hydro to offer $100 or $200 rebates for new clothes washers that meet specific water and electricity saving guidelines. About 250 rebates will be available. Montrichard says there are several other initiatives you can partake in such as: • Using LED bulbs • Air drying clothes • Washing clothes in cold water • Unplugging electrical devices “These are behaviours people can adopt as. And if they’re willing to do (home) upgrades we can help them with that,” said Montrichard.

A car stolen in Richmond was involved in a crash in Tsawwassen last weekend.

On Friday at about 8:45 p.m., officers responded to a report of a two-car collision at English Bluff Road and 12th Ave. in Tsawwassen.

A black Audi had been rear ended by a grey Honda, said Sgt. Sarah Swallow.

When police arrived on scene, they found the Honda unoccupied.

Delta police called in a helicopter and police dogs to help in the search for a suspected car thief on the run.

The driver and passenger in the Audi were

taken to hospital with non-life threatening injuries.

A police check showed the Honda had been stolen from Richmond on March 16 and a witness told officers he had seen a man in jeans and a dark hoodie fleeing the scene of the crash.

The K9 unit and police helicopter were called in to help in the search, but to no avail.

“Residents were asked to stay in their houses or go back inside in order that Air 1 and the K9 unit could operate without mistaking the public for the suspect,” Swallow said.

Officers continue to investigate the incident.

One of Richmond’s most contentious swaths of Agricultural Land Reserve land – the Garden City Lands – is going back to another drawing board in the same week the provincial government announced more relaxed rules for farmland development in northern B.C. Following a parks and recreation committee meeting on Tuesday the Garden City Lands Legacy Plan was directed by city councillors to the city’s agricultural and environmental advisory committees for review. Several issues were raised at the meeting: ! Members of the Garden City Lands Coalition are concerned about the hydrology of the land as it relates to a unique sphagnum moss bog, which is vital to ecological diversity and has very specific water requirements. ! De Whalen of the Richmond Poverty Response Committee noted all the lands should conform to passive recreation and not be used by organized sports, which may exclude low-income families. ! Coun. Bill McNulty believes the bog and grassland areas are too large. ! Kwantlen Polytechnic University continued to express interest in having 20 acres of the 136-acre park and ecological reserve dedicated to its sustainable agriculture program. ! Richmond Mayor Malcolm Brodie wants the lands to be reconfigured northsouth and east-west instead of diagonally.

On Thursday, B.C. Minister of Agriculture Pat Pimm announced the Agricultural Land Commission would begin administering two separate zones of the ALR with six

regional panels.

Zone 1 includes the Vancouver Island, South Coast and Okanagan panel regions while Zone 2 includes the Kootenay, Interior and North panel regions.

Pimm said the ALC will remain independent and the priority remains in protecting farmland.

However, Zone 2 will become a more flexible zone to consider “non-agricultural home-based businesses” aimed at increasing economic opportunities for farmers.

Also, official community plans (OCP) will require municipalities to now engage the ALC earlier in the planning process.

Pimm will also mandate service standards for the ALC. “It’s not good, but it could be worse,” said Coun. Harold Steves, vice-chair of Metro Vancouver’s agriculture committee.

Steves said the changes will mean the status quo for Richmond, however, regional panels are subject to lobbying, which could slowly erode the ALR in Zone 1.

The changes also don’t address what he says is the biggest threat to Richmond farms – Port Metro Vancouver’s demand for an industrial land reserve.

“We’re still in the same situation. Our threat wasn’t a weak ALC, it’s the port,” said Steves.

Pimm said northern land has less agricultural value, a big reason for making land use on ALR land more flexible. Steves and food security activists said that’s a myth.

“This is potentially disastrous. It could leave just 0.5 per cent of B.C’s land base with the present standard of farmland protection,” wrote Brent Mansfield, co-chair of the BC Food Systems Network.

Steves added that summer growing periods are more intense further north.

Last week, the BC Community Achievement Awards honoured Richmond volunteers Michael McCoy and Wayne Duzita for their years of community service and contributions.

The awards, to be presented April 29, are designed to recognize individuals who have made a significant contribution, either as volunteers or in the course of their work, by giving back to their communities and contributing to the betterment of society.

For the past 30 years, McCoy has been the executive director of Touchstone Family Association, an organization that offers a variety of supportive family services.

Tangled wires

I

f you’re planning to get a new wireless phone contract this year, it’s going to cost you more as the Big Three providers - Rogers, Bell and Telus - have all upped their rates by $5 per month since January.

Now, of course it would be illegal if the three coordinated on the price hikes.

But there’s no law against coincidence.

It’s more likely this was a case of follow-the-leader.

This follows a year of the telecom industry and federal government fighting a war of words in the media over

the government’s plan to auction off a new swath of broadband spectrum that would allow — gasp — a fourth major company to compete in the market.

Enjoying their tri-opoly, the big three decried this as an unpatriotic threat to Canadian jobs. A Quebecbased regional provider won the auction, but so far doesn’t have any plans to expand or offer more competitive prices.

So in the end, the wireless giants got exactly what they wanted and we got a price hike.

Meanwhile, next time you’re watching the Canucks in Rogers Arena, keep an eye out for the federal government’s pricey $9-million ad campaign to remind us how we’ll all benefit from their telecommunications policies.

The ad goes as far as promising “more competition” and “cheaper prices.”

If you miss it, maybe you can use some of that now more expensive wireless data to download Ottawa’s commercial and watch it on your phone.

Both CRED and the Prosperity group agree that the construction industry plays a vital role in building B.C.’s economy. What the CRED report does not do is link construction jobs to the huge economic spinoffs associated with various energy projects that are on the drawing board in this province.

For example, B.C. Hydro estimates a staggering 33,000 jobs would be created in the construction and development phase of the Site C dam project, as it makes its case for the mega-project to go ahead.

The B.C. government estimates that if five liquefied natural gas plants are built in the northwest (an admittedly ambitious and perhaps unrealistic plan) that 39,000 construction jobs would be created.

Throw in those pipeline job estimates, and we could be looking at a whopping 80,000 construction jobs — new jobs — being created over the next decade.

Now, let’s say those estimates are much too high. But even if half those jobs come to fruition, they will have a substantial impact on B.C.’s economy, not least because they will all be well-paying jobs that create a lot of economic activity.

And we should hope at least some of those jobs do indeed materialize. If they don’t, a lot of young people are going to find themselves stuck in dead-end jobs (like many in the service sector) that don’t pay much and make living in an expensive area like Metro Vancouver almost impossible.

British Columbia appears headed to a crossroads. Job creation has been stagnant in this province for several years now, despite the B.C. Liberal government’s lofty B.C. Jobs Plan.

While we may not presently be as reliant on the natural resource sector as is commonly perceived, it may be in our economic selfinterest to ensure we are in the future.

Penny wise pound foolish seniors centre The Editor, Where is the respect? A group of seniors who have supported the Richmond Seniors Society for years is going to lose their bingo night over a $10 licence? Really?

What an odd coincidence that just as the seniors decide to protest against the closure of their bingo, someone anonymously complains about them not having a licence.

Very odd indeed.

Perhaps if we can find ways to keep those pesky seniors away, there will be no need for a seniors centre at all.

Maybe it is time to rethink rebuilding the centre. After all, if the seniors can’t have the nominal costs of their bingo subsidized, why should an entire new building be subsidized?

Privileged plates cause suffering The Editor, Food Security – Where art thou?

At every meal I marvel at the fantastic selection of foods available to me from myriad countries around the world but I am abashed when I consider the number of human beings that labour around the globe, day and night, to feed me and how the present global food distribution system leaves others starving or in want.

My family’s “survival” is obviously dependent on a global transportation and economic network and certainly not on local food production. Food security in Richmond, with its ever-increasing and uncontrolled population growth, makes the realization of anything resembling self-sufficiency in local/regional food security a distant, nebulous dream.

And then I think about food that was available to me as a child: vegetables that were easily stored over winter: potatoes, cabbages, carrots, turnips and the like and the ever present oatmeal. Most homes (condos were nonexistent) had large vegetable gardens in their yards and most “farmers” stored their vegetable produce during winter in underground “cool-houses,” a skill probably long lost following the development of refrigeration, canning and dehydration techniques.

Our current challenge (and it is “ours”) locally and in the world makes me feel ashamed that we eat so well while millions go hungry because the distribution and economic systems now in place are obsolete and unable to make appropriate local and global responses to hunger in the human family. The problem is exacerbated by uncontrolled local and global population growth which continues to literally eat up the gains made during the “green revolution.”

The global forecast is “the end of plenty.”

So what can we do as global citizens living in the Fraser Valley to change systems that will make the world a better place for us as well as the billions of others on the planet?

What can citizens of Richmond do that will encourage its council and other administrative bodies to consider what needs to be done to establish basic “food security” in the region? And will doing so encourage others elsewhere in the world to take actions and create local institutions that will help develop ways to eventually establish fair and just local and global food security programs?

If the answers are, “nothing” then back to building bridges, highways, and condos!

o you’re finally getting used to putting food scraps in your green bin. And you’ve read about the new garbage cart pilot program. Well, cue the sad trombone sound effects; it’s time again for some more municipal recycling and waste management homework.

On May 19 the City of Richmond will effectively hand over responsibility for the collection and processing of paper and packaging to the newly formed and controversial non-profit provincial residential recycling stewardship organization Multi-Material British Columbia (MMBC).

Don’t flip to the sports section just yet.

The change will mean a new way of sorting a greater number of recyclable materials. It could have an adverse effect on certain recycling companies and businesses, and how it will benefit the environment is anyone’s guess at the moment.

The now customary yellow and blue bags will become relics of a not too distant past, to be phased out by a single bag, of a colour yet to be determined, where you will place all paper products.

However, you will now be tasked to sort glass containers, for which you will receive a new small bin, potentially grey in colour.

Within your existing blue bin you will place the usual plastic items and metal cans as well as new items that were once not accepted curbside such as aerosol containers, plastic garden pots, milk cartons, waxed items and drink cups.

“The key message is, from the homeowners standpoint, they will be able to greatly expand the number of materials that they can recycle,”

Fees may be passed to consumers

The changes are a result of new provincial recycling regulations that force producers to pay for recycling their packaging. MMBC is largely the result of major corporations such as Apple, McDonald’s and Nestle creating a single stewardship program in order to collect and recycle the materials they sell.

Plan aims to increase incentive The theory is businesses will have greater incentive to reduce materials and governments will no longer be responsible for recycling them.

The businesses will pay MMBC to collect and process the materials. In Richmond’s case, that money will then be sent to the city to operate its

recycling program.

It’s a departure from having to ask taxpayers to fund collection and processing. Currently, a single-family home is charged about $43 by the city for recycling annually (this includes other city recycling services). Soon, MMBC will credit the city $38.50 per household. The city projects it will receive $2.3 million annually from MMBC. That new money will then pay the bills for curbside collection (Richmond’s contract with Sierra Waste Services remains intact).

Townsend said various factors could cut into the MMBC payment.

The organizations formed a campaign called RethinkItBC. Atwood also said the depots are not being paid enough by MMBC to accept the materials MMBC will not, such as glass and styrofoam.

The depots were strongarmed to sign contracts, said Atwood.

MMBC executive director Allen Langdon said glass contaminates other recyclables and accounts for just three per cent of all packaging, while styrofoam breaks too easily in the collection process.

Newspaper companies are also opposed to the 20 cents per kilogram charge implemented by MMBC (other provincial programs cost mere pennies per kilogram as a result of subsidies).

“The newspapers had two years to plan for this change,” said Langdon, saying they could have formed their own program. see BIOLOGIST › page 12

The Uberhaus throne of all thrones was the most popular in 2013 with the City of Richmond’s toilet rebate program, which offers homeowners of households built prior to October 2012 up to two, $100 rebates for replacing old chamber pots that typically use 12-16 litres per flush.

Most Metro Vancouver cities only offer $50 rebates, if anything.

Since the program started nearly 4,000 Johnny Houses in Richmond have been blessed with discounted

low-flow loos. In 2013 the city handed out 852 such rebates to residents after they submitted a photo of their old toilets and showed proof of installation of the new ones. In 2014 the city plans to hand out up to 1,000 more rebates in an effort to save water as municipal water prices are set to soar.

Metro Vancouver’s current water rate per cubic metre is 63 cents and is expected to rise to 84 cents by 2018 putting pressure on the city’s $4.4 million “water rate stabilization fund” that helps curb sharp rate increases.

In 2013 Richmond purchased $21 million of water from Metro Vancouver.

According to the city switching to

a low-flow toilet can save 70 litres of water per person per day. Toilets account for about 25 per cent of the city’s water expenditures, costing the municipality in fees as well as utilities maintenance.

Joel Foster, manager of Rona, said the new flushing standards have significantly improved over the years.

“Years ago we would get a lot of complaints that the toilets wouldn’t flush properly. People couldn’t fathom flushing twice. But nowadays the toilets have vastly improved,” said Foster.

“It’s one of those things that people find hard to talk about but, hey, everyone uses toilets,” said Foster.

Solar energy stiffled by cheap hydro, indifference City exploring solar carbon credits as energy rebates fall by wayside Graeme Wood

In 2007, around the same time Republicans were tar and feathering Al Gore following the documentary An Inconvenient Truth, Deb and Ken Brodie took a flyer on a $5,000 set of solar hot water panels. It was also the same year the Northwest Passage opened, setting a new low in Arctic ice coverage in the industrial age as a result of global warming caused by greenhouse gases.

In seven years, the Brodies say the panels have paid themselves off and their average gas bill is now only $25/month for their 35-year-old, three bedroom split-level home, that features a small hot tub. According to Fortis BC the average monthly bill for BC customers is $78.

The Brodies received a $1,000 rebate at the time of purchase. But now, after helping about 100,000 residents green their homes the LiveSmart BC residential Efficiency Incentive Program will draw to a close on Monday after once offering up to $7,000/ household in rebates. This follows the closure of a similar federal program in 2012.

So, are we done making our homes more energy efficient? Was Gore a passing phenomenon?

And if the Brodies are a gold star example of the financial and environmental benefits of solar energy being applied to residential homes, why do only a handful of homes in Richmond have solar panels?

Ultimately, these questions may increasingly be left up to municipalities to answer. And if Richmond’s past and planned efforts to reduce its carbon emissions are any indication, Richmondites

According to Peter Russell, Richmond’s senior manager of sustainability and district energy, B.C. municipalities had once thought buying carbon credits from the now folded provincial Pacific Carbon Trust would be part of the answer.

In 2008, the city set a goal of becoming carbon neutral in 2012. It failed to attain that goal.

“I’m sensitive to how that can be viewed. Cities anticipated that a good solution would emerge, but when the only solution was to buy from the province, it didn’t seem appealing,” because the money was leaving the municipalities, said Russell.

What has emerged is a new carbon neutrality plan from the city that hopes to target communitybased emission-saving initiatives and provide

The credits may only be worth a few hundred dollars annually, but as Russell notes, all of the initiatives the city offers are voluntary, which has led to it being the only BC Hydro PowerSmart certified municipality in BC. And while the city has mandated all new homes be “solar panel ready” Coun. Harold Steves has raised the possibility of having solar panels becoming

Rob Baxter, co-owner of Vancouver Renewable Energy, a company that installs solar panels, agreed with Steves’ premise, but says existing homeowners don’t see much short-term benefit for the panels.

“Four and five years ago people had rebate incentives to use solar hot water. What’s happened since then is the price of natural gas has come down and incentives have gone away,” said Baxter.

Photovoltaic panels may not be a good, immediate payoff either as a result of B.C having some of the cheapest electricity in North America.

A photovoltaic system costing $15-20,000 currently saves about $700 a year in electricity, said Baxter.

The panels come with a 25-year warranty but last much longer, said Baxter, noting efficiency and costs are improving.

“We’re always honest and realistic with people so it’s usually people interested in the environment having the panels installed,” he added.

Baxter said Richmond’s over and above standards compared to provincial building codes is a step in the right direction.

“Solar hot water is a bit more difficult to install. It’s easier if the plumbing conduit is pre-built,” he said.

Steves said the city has an opportunity to be a leader and usher in change, not unlike Lancaster, Cal., the first city in the United States to mandate solar panels on new homes.

The Jan.1, 2014 initiative was spearheaded by Mayor Rex Parris, a Republican.

The entire point of recycling is, of course, to save the environment.

Jay Ritchlin, biologist and director general for Western Canada for the David Suzuki Foundation, said lack of independent oversight of the program could affect how B.C. is able to examine recycling statistics and

progress.

Ritchlin said Metro Vancouver has ambitious waste diversion goals.

Presently, the region diverts 58 per cent of all waste. Once a regional landfill ban on organics is in place by 2015 it hopes to reach 80 per cent diversion by 2020.

Sharing food and stories at food truck fundraiser Philip Raphael

Food has a powerful way of bringing people together.

Few people know that better than Dougie Luv, owner of Dougie Dog which sells premium hot dogs across Metro Vancouver from his food truck which was has been voted the city’s most popular.

So that’s why the affable Luv decided to drive his four-wheeled kitchen to the Richmond News office next Friday (April 4), along with two fellow food truck vendors, to not only share his food with customers, but spread the word about supporting a cause that’s close to his heart — the Nite Of Hope Richmond’s cancer fundraiser.

“My sister, Pamela, passed away at 26 years old from ovarian cancer,” Luv said, switching from his regular larger than life persona to almost hushed tones. “She was the baby of the family of five kids, and it was really hard losing her.

That’s why Luv is making a return visit to the News’ office in support of the Nite Of Hope Gala which runs April 8 at the River Rock Show Theatre.

“People have to remember that bringing the food trucks out to

Richmond is really a community event and we need people to come out and support it,” Luv said.“It’s only once a year that this happens.

And this is a chance people should not really miss out.”

Joining Luv’s Dougie Dog food truck next Friday will be Reel Mac & Cheese and The Aussie Pie Guy.

Both operations have their own cancer stories to share.

“Every family has been touched by cancer. I’ve lost two uncles to cancer.

And my husband, Perry, his family has been inundated by cancer. So, basically, anything we can do to help we would love to do,” said Suzanne Poudrier, who runs the Reel Mac & Cheese food truck.

Matthew Fitzhardinge, one of three partners who started running The Aussie Pie Guy nine months ago said one of his employees just lost their grandmother to cancer, and he lost an uncle.

“With the sheer number of people who have been impacted by cancer, this is a great cause to support,” said Fitzhardinge who is originally from Perth in Western Australia. “And we are excited to come out to Richmond, a place that’s not really on our list of destinations for the truck, and meet some new people and spread the word about what we do, and a great charity effort.”

“We have to be very selective

about the events we support, but the Nite of Hope is something we want to do all the time,” added Luv. “And bringing all these food trucks in here, making it a fun effort, and having some amazing food is what it’s all about.

“We’re looking forward to big numbers,” he said.

Last year, Luv raised more than $1,000 from his visit to the News.

“And last year I committed to doubling that donation to the Nite of Hope. This is something that’s very near and dear to our hearts.”

The event carries the hash tag #foodtrucks4hope and the food will be served from 11 a.m. to 4 p.m. in the front parking lot of the Richmond News (5731 No. 3 Road across from the Cactus Club).

Those wanting to sample the great street cuisine can park for a short time in the Lansdowne Centre parking lot, then make the short walk to the News’ office.

Long the symbol of lawlessness on the asphalt — at least on TV in the late 1970s — the Dodge Charger is now getting “respectable.”

Much to the chagrin of Bo and Luke, the duo from the Dukes of Hazzard who piloted a Confederate flag-topped 1969 Charger that often defied gravity to escape the long arm of the law thanks to some well, and not so well, disguised ramps, the “outlaw” nameplate is being adopted by the Vancouver Police Department.

That’s right, the General Lee’s descendants have turned over a new leaf with a V6-powered patrol car that will be equipped with an engine idle system that allows officers to run the car’s emergency lights without requiring the engine to remain idling. That is expected to save the force 25 per cent in fuel

politically incorrect — for our fuel-sipping times where gasoline is edging towards $1.50 a litre — 470 horses which is matched in terms of torque numbers.

One consolation for the era of expensive gasoline is Dodge’s fuel saver technology that de-activates four of the eight cylinders when the car senses a lighter demand.

Thanks to that, the SRT’s fuel economy numbers come in at 16.8 litres per 100 km in the city and 10.2 over the same distance on the highway.

But knowing you can tap into close to 500 ponies under the bonnet is mightily impressive.

So, too, is the SRT’s curbside demeanour which is sure to get the attention of many gawkers.

What they will be marvelling at is this Charger’s unique exterior which includes 20-inch, steam roller-like wheels, a functional hood scoop, and a deep front fascia which incorporates a splitter

Skaters compete for spot on national team Dennis Page

Speed skaters from across the country competed this past weekend, at Richmond’s Olympic Oval, for a chance to prove they deserve to be on Canada’s national team.

David Morrison, head coach of the short track legacy program, explained these competitions are aimed at bolstering Canada’s national speed skating teams, and B.C. competitor, Courtney Shmyr from Langley, who finished third in points in the women’s group, has a good chance of being nominated for the national squad.

“Seeing the Olympics, where the best in the world were competing, gave me the drive to become one of the best athletes in this sport,” said Shmyr, who has been speed skating for 16 years.

“Being back here at the Richmond Oval was one of the best feelings,” said Shmyr, who was a spectator at the 2010 Olympics.

“Seeing everyone I grew up with, to the new environment they developed here, it’s a big change. It looks a lot different from four years ago and brings back many memories, it is an honor to be skating here,” she said.

The facility was well received by the competitors, said Morrison, and successful events such as this one will attracted more events and further boost interest of potential future competitors. He added the oval hosts a development program for skaters.

“Within six to 12 months, we can get those with good skating fundamentals up to a competitive level with their peers,” says Morrison, referring to the developmental speed skating program.

“Our long term goal will be to create high performance athletes capable of pushing for provincial and national team spots.”

Pleasure craft licence In Canada, all recreational boats with a motor of 10 horsepower (7.5 kW) or more must have a pleasure craft licence. A pleasure craft licence provides a unique identification number that must be displayed on your boat. This allows Search and Rescue personnel to access important information in an emergency.

Pleasure craft licences are valid for 10 years. Operating a pleasure craft without one may result in a $250 fine.

Proof of competency Everyone who operates a power-driven boat also needs proof of competency — something that shows they understand the basic rules and how to safely operate a boat. The most common proof of competency is the Pleasure Craft Operator Card. You can get the card by taking a boating safety course in-person or online, and passing the test at the end of the course.
