A City of Richmond public works crew took like ducks to water to save a trapped Richmond “family.” The crew, along with bylaw officers, came to the rescue after worried residents called the city about a noisy family of ducklings who’d fallen through a storm grate and were trapped. However, whenever anyone tried to rescue them from the sewer in the townhouse complex on Williams Road, the frightened ducklings ran further down the steep, dark drain. The workers opened a manhole connecting the complex to the city system and two ducklings immediately waddled out. But the noise from people gathered around the opening scared the other little ducklings away. The only way to get the ducklings to the
manhole was to run water down a pipe to float them towards the manhole. The residents then chipped in to loan their garden hoses to city staff to feed water into the manhole. This produced two more ducklings, but one was quite waterlogged by the time it made its way to the manhole. City worker Zach Wilkinson then took the ducklings under his wing and placed them in a bucket and into the city truck where he blow-dried them at the truck’s defrost vent. He then toweled off the soggy duck with a rag and held it by the vent to give it a little extra attention as it was soaked through. And, just when the bylaw officers were preparing to take the ducklings to an animal shelter, residents directed them to the ducklings’ concerned mother and another duckling in the next yard. City staff placed them on the ground in front of her and she happily waddled off with her reunited family.

Expect limited job action by CUPE workers in Richmond schools before the summer holidays begin. That’s the message from a union official who represents about 1,000 local workers employed as education assistants and non-teaching staff in the district. June Kaiser, president of CUPE 716, said the action is designed to try and re-start negotiations with the employer which have been stalled since April, the last time the two sides met. At that time CUPE was told there was no money available for any wage increases. “It won’t be disruptive,” Kaiser said of the pending strike. “We won’t be disrupting any tests, or whatever. It will basically be an information picket line.” Kaiser would not reveal exactly when the action will take place, although the school district will be given 72 hours notice. She added the government’s claim of no funds for any increases does not wash given the recent salary increases for ministerial aids. Kaiser estimated that some of those pay hikes amounted to more than what some of her members take home annually. “We want what’s fair and reasonable,” Kaiser said.
“Bascially, we want what the other pubic service unions have settled for.” She added it would mean a raise of around two per cent. Currently, CUPE 716 workers in Richmond earn from around $19 an hour for custodial staff, to $30 an hour for trades workers. Richmond School Board Chair, Donna Sargent, said the district does not have any “spare money lying around.” “All boards across B.C. really said the same thing,” Sargent said. “We don’t have money for this, so if there is a negotiated settlement and there is an increase in wages, that would have to come from the government.” If the province downloads the cost of a wage increase on Richmond and other school districts around the province, the only way to handle the situation would be through staffing cuts, Sargent said. It’s not a road Richmond wants to go down. “It just can’t happen,” Sargent said. If the two sides fail to reach an agreement over the summer, further, full-blown strike action after the holidays could be a reality, Kaiser said. “Come September, if we are not presented with a fair and reasonable increase, we won’t have any choice but to do a full-scale strike,” she said.

If ever the phrase “born to shop” was to be coined, a new arrival at Aberdeen Centre can lay claim. On Saturday afternoon, with no warning other than water breaking near a second floor escalator, a woman, who was with her sister, went into labour. However, such was the rush for the baby to get shopping, and with firefighters and paramedics still en route, one of the centre’s security guards proceeded with the 45-minute delivery, with the help of a 911 operator. Joey Kwan, Aberdeen’s spokeswoman, said by the time

firefighters arrived, so had the baby — a healthy boy. According to Kwan, one of the first firefighters on the scene ended up cutting the baby’s umbilical cord. Now, a whole host of mall merchants are stepping forward to shower the new mom and baby with gifts, dinners and even a birthday cake every year for the boy until he hits 18. There’s only one snag, in the rush to make sure mom and child were safe and secure, no one took her name. Walk for Water takes place on Monday, June 17 and One Climb happens Saturday, June 22.

But that takes on a new direction June 23. That’s when she will lace up her runners and run for the hospital, helping raise funds for the Richmond Hospital Foundation during the annual Scotiabank Vancouver HalfMarathon & 5K Run/Walk. But, the plan could have some unintended, negative environmental consequences, said Gwen Barlee, policy director for the Wilderness Committee. “One of the problems is that the island has an ecosystem, and when you put rabbits on that island they are going to eat up every little bit of greenery they could possibly get to,” Barlee said. “And what does that mean if you have birds that use the area for nesting?” see Rabbits page 7

Rabbits: Can’t be adopted out Continued from page 6 Sorelle Saidman, spokesperson with Rabbitats, told the News the group has managed to trap about 60 rabbits from the auto mall area and is caring for them in a special facility housed in a vacant garage at the mall. Thanks to funds raised by the Richmond Auto Mall, they will all be spayed and neutered. But the future for those animals is currently in limbo as provincial government regulations classify abandoned rabbits as wildlife and cannot be adopted out. Saidman said regulations do allow them to be exported out of the province, and a wildlife sanctuary in Washington State has been lined up to take them. But the preference is to find a made-in-B.C. solution like the one under consideration at Shearwater Island. But I’m not a hunter, and we certainly look out for protecting wildlife in this area because we are in the business of eco-tourism.” The business has its headquarters on Sea Island where it also coordinates a freight-forwarding side of the operation. As for what it may cost to relocate the rabbits, Widsten said he had not investigated the issue that far as yet, adding he was not looking for any grant or outside funding. “It’s more of an interest in providing a service to the community. We’re not looking for it to be a money-making venture,” he said. “It’s an island sitting there doing nothing, and if it can be a benefit for some other use — an attraction for school kids — then maybe we can do something.”

Stand on guard for thee
M
ost Canadians believe they live in a democracy that two generations fought and died to protect; that their western civilization is preferable to living under despotic or totalitarian regimes. But the comfort zone of our freedom has been under piecemeal attack since 9-11. A Liberal government approved a secret surveillance program in 2005 that allowed Canadians’ phone calls and Internet activity to be monitored. It was cancelled after a former Supreme Court judge pointed out that Canadian law required police to get a warrant for such activity. It has now come to light that Defence Minister Peter MacKay authorized essentially the same program in 2011 by a ministerial decree — thus avoiding scrutiny by Parliament. True, the Communications Security Establishment is not eavesdropping, but said to be collecting patterns of activity. But it is doing that by logging every phone call and the activity of every Internet address. This sweeping electronic surveillance was, until this week, secret. Just how much security is too much is a difficult question to answer, but the place to have that debate in a democracy is in its elected Parliament. Perhaps the Conservatives were attempting to do just that with their infamous online spying bill of 2012 (Bill C-30), the one Public Safety Minister Vic Toews said we should support or side with the child pornographers. In any event, the Tories quietly pulled the bill a year later in the face of country-wide opposition. Then, as now, democracy requires defending.

More weight on coal dust The Editor, Re: “Port expansion will inflate food crisis,” City Scene, June 7. Coun. Harold Steves is quite correct in pointing out that wafting coal dust clouds and loss of much-needed Delta and Richmond farmland in exchange for a larger Port — and even more so needed if the port is expanded thus increasing global warming — should be heavy on every mind that gives a damn about the people’s and planet’s health. I’ll bet that in Big Industry’s universe, life-sustaining ecosystems are but once again supposed to take a back seat to extremely massive coal extractions and shipping, creating transport corridor nightmares around the Delta and Richmond region, just for one thing; and, unfortunately, these days such almighty-dollar-first is very far from being unique. Do B.C.ers in favour of basically unhindered resource-extraction ever thoroughly consider what good creating jobs is when the planet is deathly polluted, with people getting sick and dying because of mass industrial and vehicular pollution? All of which is why, when I see people all excited and partying it up following the re-election of an ultra-pro-big-industry governing party, I think of Midnight Oil’s 1988 hit song,“Beds Are Burning”: “How can we dance when the Earth is burning?/ How can we sleep when our beds are burning?” Frank G. Death is too good for them!
You get robbed at gunpoint, you know you’re a victim of a crime. Your bank account is emptied by scammers, you know you’re a victim of a crime. A chocolate bar costs a nickel more, every time you buy one, for seven years. How can you tell you’re being ripped off? If revenge is best served cold, it seems that price fixing is best served sweet, with cocoa, sugar and milk. Canada’s Competition Bureau has charged Nestlé Canada, Mars Canada and a distributor called Itwal with fixing prices between 2002 and 2008. Hershey Canada is expected to plead guilty for its role in the alleged scheme. It seems that Cadbury Adams was the initial whistleblower that tipped off the competition cops to the scheme. Nestlé and Mars are planning to defend themselves vigorously, they say. They had better prepare two layers of defense. First, they’ll have to hire some good lawyers, since if it is true that their former coconspirators have turned on them, there should be evidence aplenty. Second, they should build themselves some high walls, maybe a moat, throw in some piranhas and machine gun nest with interlocking fields of fire. It’s hard to get upset about an abstract crime like price fixing. It’s very easy to make that less abstract when you say “You were

being robbed every time you got a Three Musketeers at the gas station.” I’m frankly amazed that an angry mob hasn’t descended on the headquarters of the key chocolate companies in question and torn the executives limb from limb. Perhaps it’s because Canadians are more or less civilized folk, and we’re waiting for a trial and a verdict. Frankly, for people keeping me from my junk food, I think death is too good. Five years in jail is certainly too good. So let us consider some special punishments that might be appropriate for people working in the chocolate industry, if that guilty verdict is handed down. First, we’re going to need some really big vats. The kind you usually see in action movies, where they’re filled with acid and the hero dangles above them, hanging by his fingernails from a catwalk while the villain tries to stomp on his fingers. (Note to self: If ever in an action movie, just don’t follow the villain into Acids, Molten Metals & Sharp Saw Blades Inc. Just burn the building down
from the outside.) We’ll be filling these vats with chocolate. Not the good stuff, mind you, not the pure Belgian chocolate, carefully crafted into fine truffles by skilled chocolatiers. Nope, we’re going for the bottom-of-the-barrel stuff here, the kind of thing that’s reconstituted from old Easter bunnies that were left in the “50 per cent off ” bin a month after the holiday was over. The stuff you find at the bottom of your kid’s Halloween bag after all the candy corn is gone. The stuff that’s 95 per cent wax. Any executive guilty of price fixing has three choices. First, they can go to jail and stay there until we get bored of watching them suffer. Second, they can be banned from eating anything other than unsweetened grey gruel for the remainder of their days. Or, third, we get a crew of oompa loompas to dip them head-first in the chocolate, pulling them up again only when they’re as thoroughly coated as a chocolate-dipped ice cream cone. This process will be repeated until the chocolate begins to harden. Then the executive will be propped up and left to dry. We may chip in some air holes if we’re feeling generous. PMV simply doesn’t care
The Editor, Here is a thought. Suppose that Port Metro Vancouver (PMV) has an agenda to use the trucks travelling through the tunnel during rush hours— causing massive back ups — so as to gain support from frustrated commuters and other tunnel users, resulting in pressure on the province to replace the Massey Tunnel sooner rather than later. I attended the port AGM last week and asked the question — what steps is PMV taking to reduce truck trips by switching to short sea shipping (barges) or short haul rail to move containers to/from the port? I also suggested than on days when there are no trucks, then tunnel traffic flows smoothly even during peak hours.
Robin Silvester (president and CEO) chose to duck the question and instead said they were addressing the problem by installing GPS on the trucks and that with the SFPR and Massey Tunnel replacement, everything would be okay. There are few if any major ports that inflict traffic problems on communities the way that PMV does. They simply do not care. Likewise, with the concept of an inland terminal, they say that it is not cost justified. They ignore the huge costs they impose on the community by their reckless attitude because they can. Water waste down, consumption up New filling stations create flood of excitement BY YVONNE ROBERTSON

On any given day, a line-up of kids forms in the hallway of Ferris elementary, usually just after a gym class or lunch. Shifting from foot to foot, the students patiently wait as they inch forward, each carrying a plastic water bottle. As his wait comes to an end, one student excitedly holds his bottle under a sensor at the water station and watches as it fills to the brim. “All you have to do is put your bottle there, and the water fountain magically refills the cup, little water is wasted,” said Rosy Ren, a Grade 6 student and part of the Green Team. “Every time I pass by the station, there are kids filling it up.” The school recently raised $1,500 to have the station installed, which allows students to bring their own re-usable water bottles. There’s also a fountain component for those who forget their bottles or just need a sip. It’s part of a wider movement across Richmond schools to become more water sustainable and to purchase less bottled water. Last year, the project was piloted at every Richmond high school. If the school raises enough funds to purchase the station, the district pays for the installation, making it a 50/50 split. Now, some high schools are having their second filling station installed, while elementary schools are beginning to get them as well. Ferris’ fountain saw its first users in January of this year. “Students love it, they prefer the stations to regular water fountains because the water is chilled,” said Tracy Blagdon, manager of energy and sustainability for the Richmond School District. “With regular water fountains, the water is a slow drizzle, so these stations are more conducive to water bottles. Water is also not wasted because they aren’t running water, waiting for it to get cold.” Each station has a counter to calculate every litre of water used. Within a day at Ferris elementary,

Eddie Lin, a Grade 6 student at Ferris, uses the water filling station installed in January. the counter went from 3,905 to over 4,000, which meant more than 100 students refilled their bottles. “We are now drinking more water than ever,” said Jamie Ello in Grade 6 at Ferris. “This was an unexpected health component.” Not only has the consumption of water increased, while the use of bottled water decreased, but the use of bottled beverages in general has dipped as well, according to Kevin Lyseng, teacher consultant for environmental stewardship/science at the Richmond School District. “The water is readily available and it doesn’t cost them anything,” said Lyseng. “It’s important for the kids to be aware of their waste reduction and it’s inspiring to see their enthusiasm. When we calculate the 3,905 number at Ferris, we can say that’s how many water bottles have not entered the school because of this station.” Ferris, with an enthusiastic Green Team, con-
ducts a variety of environmentally friendly initiatives. One of their main tasks involves sorting the garbage and sending their refundables to the recycling depot, as a way to fundraise for environmentally oriented field trips. Even though more Tracy Blagdon students are enrolled this year, the amount of bottles recycled in January of 2012 was 444, while in January of 2013, this number decreased to 298, according to Lyseng. “We realized that even though this would reduce the amount of money we raised, we thought it was for a good cause and good for the environment,” said Jayda Santiaguel in Grade 6. The recycling rate of plastic beverage containers was almost 80 per cent in B.C. in 2011, according to an Encorp Pacific report. While this is the case, only a little over 50 per cent of the material for each individual bottle is recycled, so waste is still produced, according to Kwantlen University instructor Paul Richard. “Even still, the process of taking the plastic, making a bottle, using the bottle, and recycling the bottle uses up a lot of energy anyway and is damaging in terms of greenhouse gases produced. And that’s if they’re getting recycled, which many people do only if it’s convenient,” said Richard, who teaches Enviroment Protection. Richard estimates the ecological footprint of a reusable water bottle is at least 100 times less than bottled water, if people consume one bottle a day, which is a conservative figure. “We want to help protect the environment for the future,” said Eddie Lin, Grade 6. “People take it for granted and are focused on now, now, now.” The counts for the water filling stations in Richmond schools reach up to 31,503 at Hugh Boyd secondary (installed in 2011) and 4,086 at Dixon elementary (installed within the past eight weeks), according to data provided by Lyseng.

As water sources start to dry up due to climate change and over-consumption by a rapidly growing global population, a B.C. research body is taking action. The Canadian Centre for Policy Alternatives (CCPA) released a report, Counting Every Drop: The Case for Water Use Reporting in BC, this week calling for the province to exercise more control over companies and industries seeking to profit from water. “Now more than ever, we need the province to commit to a Water Sustainability Act that embraces the need for transparent, across-the-board reporting of all water use,” said report author Ben Parfitt, resource policy analyst with the CCPA and a research associate with POLIS. Richmond and most of the Lower Mainland enjoys clean drinking water, however other British Columbian cities haven’t been so lucky, according to Down the Drain, How We are Failing to Protect our Water Resources, a new book by Ralph Pentland and Chris Wood. As of last year, the province led the country with the most active water warnings at 290. These can last for months at a time and even years.

Try to imagine what seven billion litres of water looks like. That’s how much H2O the City of Richmond saved between 2006 and 2011. And, depending on how hot and dry it gets this summer, that incredible reduction in consumption could get even bigger. The city has been going to great lengths in recent years to save water, evident in its leak detection and 24hour response plans, along with a successful house metering program, which now has 75 per cent of Richmond residences monitoring their water usage. And it’s little wonder, considering the cost of buying the water from Metro Vancouver continues to rise markedly year on year. “The cost of producing clean water continues to go up and up and we simply don’t want to waste it,” said the city’s director of operations, Tom Stewart. “We saw a reduction of about 17 per cent in our usage between 2006 and 2011 and that’s increased to 20 per cent in the last two years. “But a long, hot and dry summer will see that go out of the window very quickly.” The first of the aforementioned water conservation tactics, leak detection,

When a leak is suspected — something could be rusting when it shouldn’t or there’s unusual water on the ground — a city worker is tasked along with a geophone and sensory equipment, usually at night. “One guy goes out there with the equipment and it has been very successful in getting the leak pinpointed within a couple of metres,” said Stewart. “We use geo-phones to help us listen to find out if there’s water running when it shouldn’t. It will then let us isolate the area where the leak is and we then have acoustic sensors to detect exactly what is leaking.” If there’s a main break
— there were 18 across the city last year — there’s a 24hour response plan, which can dispatch a crew within 20 minutes. “We try to deal with them right away as they can discharge a lot of water in a short space of time,” added Stewart. Responsible for the lion’s share of the water saving is Richmond’s water-metering program, which started with single-family homes, before spreading over the last couple of years to townhouse complexes and apartments. “If (a resident’s) usage goes through the roof over a period of time, we can alert them that there may be a leak,” said Stewart. Even with the conservation and leak-prevention efforts, restrictions still need to be applied by Metro

Schaap named to Canadian team for international event in Oklahoma
Hilary Schaap is heading to Oklahoma City next month. The Richmond rower has been named to the national junior team to represent Canada at the Can Am Mex competition — slated for July 8-13. The event will feature Canada taking on top crews from the United States and Mexico. Schaap was chosen for the squad following

She captured the senior women’s lightweight singles event and placed third in the senior women’s open singles race. Schaap hopes to be representing B.C. at the Canada Summer Games in Quebec this August. Team trials for that event take place at the end of the month. She will be continuing her rowing career at Western University in the fall.

U14 Richmond Raiders came through with a silver medal performance at last weekend’s Provincial Flag Football Championships in Kelowna.The Raiders entered the tournament having placed eighth in the regular season and weren’t considered among the favourites. However, inspired by their coach Steve Scarrow, the boys played their hearts and strung together seven consecutive victories to reach the championship game. It’s the best showing by an all-Richmond team at the Flag Provincials in recent memory. The team includes: Jonathan Nakhleh, Sam Scarrow, Reace Mok, Nathan Schroeder, Malek Salih, Adana Avon, Selina Sanga , Kalen Lacrois, Luvuoyo Ncapayi. Abdul Salih rounds out the coaching staff while Max Scarrow serves as team manager.

The OAS is changing
Most of us tend to think that our Old Age Security (OAS) payments automatically begin at age 65 and are constant. In fact, it’s a bit more complicated than that. First, every Canadian resident who has been here for 10 years or more is entitled to OAS. Second, an application is required (though this requirement will change in future) and entitlement does not start until age 65 (that will also change in the next decade, to 67). Though we pay into the CPP annually, and become eligible for benefits at age 60, we do not pay into the OAS. It is funded by the federal government's general revenue. The 2012 budget introduced some changes to the OAS plan. First, the OAS can now be deferred, in favour of higher monthly benefits. Maximum deferral time is five years. Each month of deferral increases the monthly benefit by 0.6% (or 7.2% per year). The current maximum OAS benefit is $546.07. Deferring it five years increases that to $742.66. Second, if your net income exceeds $71,000, the OAS gets clawed back. That means for every dollar of income in excess of $71,000, 15 cents are taken off the OAS benefit (either from the OAS payment or by way of tax increase when the return is filed). If your income is in the range of $71,000 annually, it makes sense to defer your OAS benefits, to a point where your income drops, or until you reach age 70.

Two litres and 155hp is enough for most vehicles. Compact car? Fine. Early Miata with a feathery 1,000kg curb weight? Stupendous. However, bolt that kind of power to a modern crossover and you’ll have a hard time finding the fun. When Mazda launched its first generation CX-5 last year, it claimed punchy power from their small-bore four-cylinder

— but there was something lacking. Turns out the hot-rodders were right, there’s no replacement for displacement. For the 2014 model year, Mazda has outfitted the mid- and top-level trims of the CX-5 crossover with a 2.5L engine. That’s only a pint’s-worth more shove, so does it make a difference?

First off, a quick overview of everything to like about the old car. Mazda’s clean-

sheet design elbows its way solidly into the crowded crossover market with a return to appealing style. In many ways, Mazda isn’t a direct competitor to mainstream brands like Honda, Toyota and Nissan. It could be argued that the stylized M-badge denotes the Japanese equivalent of Volkswagen — not necessarily a luxury brand, but perhaps still a premium one. Sitting as it does on 19” alloy wheels, my GT-level tester certainly looks like it costs more than your average CR-V or RAV-4 people-hauler. Mazda’s new design-language is called Kodo: Soul of Motion, or something silly like that. Never mind the PR department’s relentless need to label everything with froofy names — this is a handsome little trucklet and should age well in the manner of the 2004-2008 Mazda3.

The new Mazda is a “handsome little trucklet”, expected to age well. For those of you who immediately thought, “19inch alloy wheels? How much is a set of snow-tires that big gonna cost?”, good point. However, while replacing the factory all-season rubber isn’t going to be inexpensive, smaller alloys or steel rims will clear the brakes if you want to run a second winter set, and the mid-line GS comes with the more-sensible 17”s.
Environment
“Business-like” or “gloomy”: pick your adjective. In black, the interior of the CX-5 is very typically Mazda in terms of its nononsense layout and conservative use of colours. Again, think VW-competitor, Spartan, with just a modicum of piano-black trim. There’s plenty of space and the greenhouse provides decent visibility, perhaps bet-

ter than average for a crossover. However, Mazda primarily builds cars for drivers, so much like the Mazda6, this is a cockpit-like feel, rather than a cruiser’s cabin. Rear seat passengers will have solid leg and head room, and test-fitting a rear-facing child seat still left space for my 5’11” driving position. Like most small crossovers, two child or booster seats will pretty much eliminate the possibility of a middle-seat passenger, but three adults could squeeze in for a quick trip. Mazda has gone with a 40/20/40 split on the rear seat, which allows for a considerable amount of flexibility in cargo hauling. The hatchback has only a moderate slope to it, so overall behind-seat capacity is already good, and the option of folding down the center section to hold skis and the like is pretty handy.

During his retirement he was an active volunteer (Mr. Fixit) and member of South Arm United Church. He leaves behind many friends that will remember him for his philosophical discussions about life. Bob enjoyed his time socializing with his companions, playing golf, and living life to its fullest. One of his greatest pleasures was sharing a meal and a beverage with family and friends. A special thank you to Doctor Alexiadis and the wonderful caring staff at Richmond Hospital Palliative Care Unit.
