I know politics, particularly at election time, is as much about strategy and calculation as it is about policies and principles.

Still, I have to admit, I did a double take when I read MLA John Yap’s comments about the homeless, disabled and “outright socialists.”

In an email submitted as evidence in the trial of Brian Bonney, the former director of communications in Yap’s Ministry of Multiculturalism, Yap told Bonney to instruct staff to “focus on the 60% and essentially not bother with some demographic that will not likely or absolutely never support us, eg.

‘Homeless people’ or ‘people depending on social support,’ who tend to be left leaning or outright socialist.”

Wow — although, it actually explains a few things.

Bonney was on trial and pled guilty to breach of trust, because, as a communications director for a ministry, he’s a bureaucrat and should not be conducting party business on the taxpayers’ dime, which this email proves he was doing.

While Yap will not face a judicial court, he does have to face the court of public opinion, and these comments don’t exactly jive with the affable, selfie-taking guy we’ve seen at Pathways dinners or ribbon-cuttings in front of Storeys, a project aimed at housing those very “people depending on social support.”

At the time, just prior to the 2013 election, the Liberals were down in the polls and looking for a strategy to help turn the tide. They devised what they called the BC Liberal Multicultural Strategic Outreach Plan, dubbed “Quick Wins.”

Essentially, it was a scheme to target ethnic groups — at least (as the email reveals) some ethnic groups: struggling folks from Tanzania, not so much. (See story page 8) Granted, every party devises plans to target those with the greatest “potential” to deliver a win. (They just may have the good sense to not put it in an email to a bureaucrat who shouldn’t be conducting party business anyway.)

Regardless, this kind of calculation is how the electoral race is run, and that’s fine because once it’s all over, the winning candidate represents all of their constituents. Right? Hence Yap’s comment that while the email may reflect a campaign strategy, it does not reflect his record.

Only trouble here is those comments line up remarkably well with a government that, for example, refused to raise disability pensions for more than a decade. Even after a tiny increase in 2016, people with severe challenges of mobility and mental health are expected to live on about $980/month when rent alone for a one-bedroom apartment in Richmond is on average $1,900/month.

I realize one can argue that Yap and his team oversaw a strong economy and remarkable job growth, which goes a lot further to countering poverty than any government pension.

Fair enough. But it’s also the fact homelessness is at a crisis level and disabled folks are living in poverty.

Regardless, no one likes to feel dismissed and the sting in both Yap’s email and his party’s record is the blatant dismissals of what is already society’s most dismissed people.

When I moved to Vancouver in the 1980s, I started going with friends to the Chinatown parade. I enjoyed the parade and the food. My friends took me to dim sum for the first time, so Chinese New Year reminds me of the first time I enjoyed dim sum.

Surveillance not so safe Dear Editor, Re: “Richmond to install CCTV at intersections,” News, Dec. 8, 2017.

In recent weeks, many local governments have reported plans to implement video surveillance in public spaces, on a scale that would be unprecedented in B.C. The City of Richmond plans to spend over $2 million to deploy video surveillance throughout the city’s intersections.

Meanwhile, Terrace plans to install surveillance in its public parks and Kelowna — which already has CCTV in place — plans to hire employees to monitor their surveillance cameras continuously, in real time.

These proposals all assume that video surveillance prevents crime and justifies the persistent invasion of the privacy of law-abiding people who are just going about their day-to-day business. My office is working with those municipalities to determine whether any of these proposals are lawful, which remains to be seen. A key question we will ask is whether a less privacy-invasive option was attempted.

Video surveillance is tempting to local governments. At first blush it’s an easy way to appear to address public safety issues, rather than take on the more difficult challenge of the social ills from which crime arises. But what Richmond, Terrace, and Kelowna are ignoring is that for all its monetary and privacy costs, there is little evidence that surveillance works. In 2001, then privacy commissioner David Loukidelis reported that pervasive use of video surveillance had little or no effect on reducing crime.

Dear Editor, I live here because of the farmland and fresh fruit and vegetables grown here, as well as the easy access to the dyke and the Fraser River. This is one of the most beautiful places in B.C.

Nothing has changed since then.

We must learn from the experience in other jurisdictions, such as the U.K., where over six million cameras (one for every ten people!) have not significantly reduced crime in urban centres.

While the benefits of video surveillance are hypothetical, the harm it presents to the privacy of British Columbians is real, and will only be amplified by increasingly sophisticated facial recognition technology and big data analyses identifying and following us from camera to camera.

Cameras are particularly poor at deterring violent crime, as those acts occur spontaneously and the perpetrators are not concerned with getting caught, on video or otherwise. Every blurry image we see on the news of a crime being committed was a crime that was not prevented by video surveillance.

being lived and tracked online, physical spaces are among the scarce untraceable places left for us to be and to express ourselves.

Spousal support continues after death?

The recent Alberta case known as Marasse Estate (reasons for judgment were released last November) suggests that a spouse’s obligations under a separation agreement can continue even after the support recipient’s death.

The Agreement in question required the husband to make monthly support payments to his former wife for five years. Within the first year, the wife passed away. Though the husband opposed the claim for more payments, the Court held that the contract made by the parties had to be honored.

First, a clause stated that the agreement applied to the former spouses’ heirs and so on. Second, another clause stated that the agreement could not be reviewed even if there was a material change in circumstances of either of the former spouses.

In addition, the agreement did not say that “need” was a precondition to payment. Finally, the agreement was held to be clear and the parties intended it to be a full and final resolution.

While it is surely uncommon that a spouse passes not long after concluding such an agreement, it may also be common that they don’t plan enough in the agreement for the death of one of the parties. Take it as a warning.

Council tosses up Our city needs (green) herrings a wake-up call Dear Editor, Our city council has voted unanimously in opposition of marijuana legalization (and its distribution in Richmond). However, their logic as to why is inherently flawed, and may result in some problematic consequences once July 1 arrives.

The councillors all defended their decisions with many different, often irrelevant reasons. For instance, Coun. Carol Day simply stated “This is a suburb. We’re not the heavyduty nightlife of Downtown Vancouver and the actionpacked thrill of adventure of Surrey. In Richmond, we tend to live a more conservative lifestyle.”

None of this opposition has actually addressed the

issue at hand.

They all imply that banning the sale of marijuana in Richmond would simply stop people from using it.

In reality, the vast majority of future Richmond cannabis customers are already users of the drug, who obtain it either from the black market, or from existing Vancouver dispensaries.

By preventing the sale of cannabis within city limits, those who are already using will continue to go to any of the surrounding cities to purchase it. It only makes it more difficult for medical users, especially those with chronic pain, to obtain it. Furthermore, due to basic business logic, the remaining demand for convenient cannabis in Richmond may even give drug dealers incentive to

remain operational in our city, especially to sell to minors.

I understand that many Richmondites have a more conservative view on marijuana, and there’s nothing wrong with that.

But it frustrates me to see our councillors choosing to fight a losing battle, that will likely only result in more problems.

I ask them to please stop distracting us with red herring arguments against legalization itself, facading their opposition of dispensaries. With a municipal election coming up this fall, this will definitely be a hot topic issue that may influence many votes.

Dear Editor, A number of situations have been occurring in Richmond, and other areas of Metro Vancouver, in the past few years that have angered residents and frustrated many law enforcement officers who feel their hands are tied in properly taking care of them.

Numerous conversations on the street, in coffee shops, restaurants, and various other public venues now seems to revolve around the anger that has been generated by the abuses that are taking place in this city.

For those reading this letter who feel frustrated, have had enough of it, and no longer want to sit patiently for more infractions and abuses to occur, it is time to contact your city councillors, MLAs and MPs to voice your concern and to say, “enough is enough.”

Court reveals Yap’s campaign tactics Graeme Wood RICHMOND NEWS

In 2013, Richmond-Steveston MLA John Yap directed his BC Liberal staff to conduct a “ruthless” election campaign, including ignoring people and organizations who work with homeless people, those requiring social assistance — such as the mentally ill and disabled — as well as “outright socialists.”

Yap’s comments were captured in evidence provided by Crown prosecutors to B.C. Provincial Court in the Jan. 31 sentencing of Brian Bonney, the former director of communications in Yap’s Ministry of Multiculturalism, who pled guilty to breach of trust.

Bonney, a previous BC Liberal executive, was hired as a government employee. As such, Bonney should have ceased his political work. Instead, however, he used government time to hire, via his numbered companies, outreach workers for the party, who were tasked to garner votes from minorities — a scheme dubbed “Quick Wins,” but officially known as the BC Liberal Multicultural Strategic Outreach Plan. The party eventually refunded taxpayers about $70,000.

Two media outlets requested the court evidence used in the sentencing; roughly 1,000 pages, including personal emails — obtained from individuals and Google accounts — between Bonney and Yap prior to the 2013 election. After one

female outreach worker indicated to Bonney that a meeting with a Tanzanian group didn’t go well, Yap directed Bonney and his workers to be more discerning.

De Whalen, chair of the Richmond Poverty Response Committee, described Yap’s tactics as both “outrageous” and “demeaning” toward vulnerable people.

The Richmond News asked Yap to explain his comments.

“That’s not who I am and my record shows that.

“It was a time when we were politically far down in the polls and the focus was getting ready to prosecute a tough campaign. The email would have been sent not as a minister, not as a politician but as a candidate. I was wearing the hat of someone who wanted to work with a political supporter.”

Whalen disagreed with Yap on the 16-year BC Liberal track record toward poor and vulnerable people, pointing to problems with youth in care, 84 per cent growth in homelessness since 2014 and zero additional support for the disabled.

Quick Wins was seen by many as damaging the democratic process. Indeed, noted Judge D St. Pierre: “Those cynics who disbelieve that government actually works for the benefit of the people, and not themselves, are richly rewarded when this type of story emerges.

“I find that the misuse of government power or resources for other purposes, such as the gaining an unfair advantage on political opponents is properly characterized as a kind of political corruption.”

While Yap said “potentially some lines were crossed,” Judge D St. Pierre was more forthright in his analysis: “This is not a case of confusion in where those lines should be drawn.”

Judge D St. Pierre also concluded Bonney was not the “architect” of the scheme, which went “far up the chain of command,” noting evidence indicates implementation was largely carried out by Minister of State for Multiculturalism Harry Bloy (Yap’s junior minister).

When asked by the News who were the true architects of the Quick Wins scheme, Yap said: “That is something I really wouldn’t want to speculate on. There are court records. Others can read materials and draw conclusions.”

Yap went on to win the 2013 election and, as he noted, the 2017 election.

All she wanted was to be safe in the knowledge her elderly mom and 12-year-old daughter could stroll through Richmond Centre without being harassed.

“If she has mental issues, maybe she shouldn’t have a credit card?”

A few weeks ago, Carla Rubin discovered three items on the credit card bill of her recently-widowed and vulnerable, 76-year-old mom, Beverley, for whom she has power of attorney.

The items were luxury cosmetics, totalling nearly $600, bought from the Secret of Beauty kiosk in the mall in December.

As well as the extortionate cost — way out of reach for her mom who lives in subsidized housing — the purchase was out of character for a woman who, apparently, has never used anything more than lipstick.

“My mom recently lost her husband, she had to sell her house and move into new, supported apartment; she’s extremely stressed out.

“She can barely afford basic dental care, let alone expensive cosmetic products, most of which she can’t even use due to her arthritis.

“All she remembered was buying hand cream for about $79. She’s in subsidized housing, why would she be spending even $79 on hand cream; it didn’t make sense.

“This is her rent! This was a huge amount of money for her. I found the bag of products in her closet, untouched; it seemed like she (has) forgotten about it.”

And, denying that her sales staff used high-pressure tactics, she added that Rubin’s mother “agreed to buy it.

We’ve been there for six months and this is the first complaint.”

“My mom goes there for more than just shopping, she goes there to socialize, it’s part of daily life,” added Rubin.

“It needs to be a safe place.”

The mall said it received another complaint about the kiosk, subsequent to Rubin, and asked the kiosk owner to contact the customer.

Reptile Rescue, Adoption, and Education Society (RRAES) currently has 59 rescued reptiles in their care and are desperately seeking adoptive homes for these critters.

“This past weekend we received a new intake: three geckos and a turtle,” said RRAES president Val Lofvendahl in a press release.

“They were well-looked after and the owner was distraught when he dropped them off.

“These animals were wanted, loved and well taken care of. They don’t need to be in the system, but ‘no pet’ policies don’t allow room for negotiation, even for an aquarium pet. It’s a matter of giving up your turtle or being homeless.”

RRAES has a very limited capacity to keep animals in their care and are reaching the limit lately.

“We have been operating for 15 years this March and we have never seen anything like this! We hate to say ‘no’ to more intakes but it is irresponsible to operate beyond our means.”

A Chinese mother is fighting the Richmond School District from abroad, after her teenage son was withdrawn from the international students program and sent home.

Asked why the district didn’t reconsider Kenneth’s participation in the program, given that his mother was now home for the foreseeable future, Sadler said the situation, by then, was “too far down the line.

Jenny Chang is lobbying from her home in Japan after her son, Kenneth, had to leave the Richmond International Education (RIE) course last October, due to the district’s concerns over the Grade 12 student’s mental health.

She now claims her son’s future at university has been jeopardized and is demanding an apology and a refund for Kenneth’s tuition.

“The situation had escalated to the point where the (concern was too great).”

Kenneth had been attending McMath secondary in Steveston for two years and had been living in the family’s townhouse near the school, along with his grandmother and mother — who spent a few days a month out of the country on business.

But last October, the mental well-being of Kenneth and several of his classmates was a cause for concern for the district in the wake of the death of a fellow McMath student the previous month.

So much so that Kenneth, while his mother was out of the country on business, was admitted to Richmond Hospital on the advice of his RIE counsellor and with his mom’s permission.

Three days later, Jenny flew into YVR from Japan and was met by her son’s custodian — who is paid by the family to keep an eye on Kenneth while his parents are out the country — before they both went to see Kenneth in hospital.

Kenneth was released home soon afterwards, but after a subsequent assessment of his health by Vancouver Coastal Health (VCH), school staff and counsellors, the district determined that the safest place for the teenager was in his home country, with his parents, full-time.

However, his mother — who said she had no choice but to take Kenneth back to Japan last November — claims her son has been treated unfairly and says his long-term health was never in question.

“He had been a diligent student until last October, after the death of one of his peers,” said Jenny.

“He got depressed and reported (an) absence from school for three days (stayed at home). He was then taken to the hospital to receive professional help for another four days.

SCHOOL DISTRICT According to Sadler, since the 2013/14 school year, the district has hosted 4,470 international students.

Jenny Chang says her son Kenneth has been forced to leave the Richmond School District amidst concerns about his health.

“He recovered well and was ready to return to school when I was called by RIE to have a follow-up meeting in the morning of Oct. 19 at their office.

During that time, only seven students — or 0.16 per cent — have “gone back to their home country for a similar health and safety reason.”

Of those seven, Sadler added, there were no issues with the families in terms of the decision that was taken.

As for a refund for the Zhangs, Sadler said that, technically, after one month, there is no refund.

“In extreme circumstances, the international program will look at a refund,” he said.

“Since I thought the meeting was about the further support to my son, I was astonished to hear that he had to withdraw from McMath.”

“The program is currently waiting for documentation from the family. If they can provide that, we can proceed with looking at the refund.”

Jenny was told that the decision was “not up for negotiation” and that it was for the sake of Kenneth’s wellness, so it should not be “taken as punishment.”

The News reported last October how the death of Linhai Yu, a 17-year-old Chinese high school student studying in Vancouver, had drawn attention to young, international students studying here alone.

Compounding the misery was an email sent out to McMath parents by the school in error, which directly referenced Kenneth’s fragile mental state.

“I immediately forwarded that email to RIE and asked them to recall the email as soon as possible, as it violated the private information protection law/rule,” said Jenny.

Richmond School District spokesperson David Sadler told the Richmond News there were health and safety concerns with the student in question and it was decided that the safest place for the student was in his home country.

Card befuddles NDP taxes Airbnb old immigrants Graeme Wood

A relatively new B.C. government ID card once hailed for its convenience is proving quite the opposite for a growing number of frustrated Chinese residents, who are being asked to remove their chosen English names.

When Kenneth Tung, president of Civic Education Society, applied for his B.C. Service Card, which combines his driver’s licence and Medical Services Plan (MSP), he was told he must remove his English name that appears on his driver’s licence because it’s not the Chinese name on his MSP and now defunct citizenship card.

“But the English name has been my legal name this past 15 years. My will, bank account, house mortgage and legal documentation all use this name,” said Tung.

“When the government combined the MSP card and driver’s licence together, it didn’t consider people with different names on the cards. It has created a frustrating problem for tens of thousands of immigrant Canadians,” he added.

Compounding the frustration, said Tung, is the fact ICBC changed its policy 15 years ago, allowing, or even preferring, to add English names to their driver’s licence.

“When I first moved to Canada 30 years ago, we could only use our Chinese name on our driver’s license,” explained Tung.

“About 15 years ago, when I renewed my driver’s license, the staff asked me, ‘do you want to add your English name to it?’ I said, ‘yes.’”

Now with his new service card, in Chinese again, Tung has to prove to organizations, such as banks, that he is indeed “Kenneth.”

“I have two options: changing all the names on my accounts and documentation to my Chinese name, or going through the process to change my name on my birth certificate — most people prefer the latter in this situa-

tion,” said Tung.

But he soon found the process more complicated and costly than he expected.

“I have to take one day off to go to the notary, and another day off to go to (the) RCMP for a criminal record check. Another hit to me is that it costs me $162!” said Tung, who is still in the application process.

“I spend my time, energy, and money, and all this work just to satisfy bureaucratic regulations.”

Former school trustee and prospective federal Conservative politician Kenny Chiu is also a “victim,” whose legal name has now become Kam Wing Chiu.

“I changed my name to Kenny Chiu in 1998, and I always refer to myself as Kenny Chiu,” he said.

“In 2011, I put my name forward and was lucky to be elected as a Richmond School Board trustee. But now the name Kenny Chiu would not be legitimate.”

Coun. Chak Au said he is aware of the problem and has received at least four complaints from Richmond residents.

The provincial government will begin collecting hotel and provincial sales taxes from short-term home rental company Airbnb, which has listed thousands of bedrooms in Richmond over recent years while long-term vacancy rates remain below one per cent and housing costs soar.

Province-wide, an estimated $16 million in PST will be remitted annually with an additional $5 million through the Municipal and Regional District Tax (MRDT), otherwise called the hotel tax.

Airbnb volunteered to collect and remit the taxes from its roughly 18,500 providers in B.C., said Finance Minister Carole James.

Local tourist sites — such as the Richmond Olympic Oval’s museum — and future subsidized housing projects are the winners of the new tax agreement.

For instance, in 2016 city council increased its hotel tax from two to three per cent and later announced it would be renovating the Richmond Olympic Experience for $1.4 million, with locally-collected MRDT funds.

James said the PST portion will go toward

subsidized housing projects. She acknowledged it is a “small step” but that “every penny counts.”

Based on projects in Richmond, $16 million can build about 40 units each year.

Coun. Harold Steves has noted in the past that many Chinese language companies also offer Richmond short-term rentals, with little oversight. As do mainstream sites such as Expedia.ca and Booking.com.

James said she could only hope that such websites also volunteer to collect and remit taxes, which can be audited.

Media asked James if the tax agreement is legitimizing a practice that is adding fuel to the housing crisis.

“I recognize it’s a reality . . . the sharing economy is here. We need to look, as a government, to ensure the taxes are in place,” said James.

B.C. Green Party leader Andrew Weaver issued a statement questioning the normalization of short-term rentals.

“In our extremely tight rental markets, with near zero per cent vacancy rates, shortterm rentals like Airbnb are taking many units out of long-term rental supply. We are in a crisis — we need to ensure that houses are used for homes for British Columbians first and foremost.”

“Many of the affected residents are seniors and find it very difficult to solve the situation,” said Au. “And more and more people will come cross the problem when they go to renew their driver’s license in the future.”

He is asking the B.C. government to recognize the issue, simplify the process and lower the cost.

“I understand the rationale by the government to have one single name, but the inconsistent policies in the past years have created this situation,” said Au. “I’d like to ask the government to make it easy for people to get the situation resolved.

For example, provide a simple statement saying ‘I used various names before. From now on I’m going to use this as my formal identification.’

“And have one place that can solve the issue instead of having to go to multiple offices, with lower cost,” he added.

In partnership with the provincial government, the City of Richmond will permit 40 temporary, modular homes in City Centre for low-income people facing homelessness.

With around-the-clock care the units will help combat the growth of homelessness in Richmond, which has increased by 84 per

cent since 2014, according to the Metro Vancouver homeless count.

The provincial government announced Friday it is contributing $5.9 million to construct the units and the combination of housing and support is expected to help people transition from temporary housing to longer-term options.

Each studio unit will have its own kitchen and bathroom and RainCity Housing, a non-profit housing society, will be onsite to connect residents with support services, meals, skills training and healthcare.

The city is contributing land at 7300 Elmbridge Way (a temporary off-leash dog park) for the

homes for up to five years.

A community meeting will be held on Feb. 28 from 3:30–7:30 p.m. at the Richmond Public Library Brighouse (Main) branch located at 7700 Minoru Gate.

Local team to tackle drug overdoses Graeme Wood RICHMOND NEWS

How is the Richmond community going to reverse the exponential rise of its residents dying of illicit drug overdoses?

Could the city soon see its first safe-injection site? How can authorities close the pipeline of fentanyl flowing in from China? Can social workers come together as one, unified voice?

Questions such as these are expected to be addressed by a new Community Action Team (CAT) aimed at reversing the opioid crisis.

On the heels of preliminary data from the BC Coroners Service showing over 1,400 illicit drug overdose deaths across B.C. last year, including 24 in Richmond, Minister of Mental Health and Addictions Judy Darcy said some money is coming here to form a unified community response to the crisis.

Such tasks may be addressed in one way or another in Richmond, depending on what Richmond’s team identifies as priorities and what the community accepts.

Resident Walter James McCormick was sentenced to 17 years in prison a year ago. Meanwhile, residents Yan Chau (Andrew) Lam and Sok Wai (Gertrude) Cheong are before the courts facing charges involving the importation of 40,000 fentanyl pills. As well, Postmedia has reported on fentanyl labs in Richmond tied to a money-laundering scheme via River Rock Casino and Resort.

For instance, the Richmond News has reported in the past how harm reduction measures, such as safe-injection sites, are opposed by vocal, socially conservative Chinese groups.

Meanwhile, Richmond RCMP and Richmond Fire Rescue have established naloxone protocols for their officers and first responders, respectively. Richmond Hospital, Transitions (8100 Granville Avenue) and the Anne Vogel Clinic (8160 Cook Road) are also offering free take-home naloxone kits.

And as of last December, pharmacies offer free kits.

Finally, Richmond Addiction Services Society (RASS) is hosting public forums to raise awareness of the issues. The society hopes to bring agencies together with government officials.

RASS executive director Rick Dubras told the News the addiction problem is likely worse than the stats reveal, as many Richmondites take drugs in Vancouver.

As far as the drug supply goes, Richmond has been at the centre of two, recent major fentanyl busts that have entered

Eighteen B.C. communities, including Richmond, will get about $83,000 each, on average, to form a “comprehensive community-level response” to the crisis, said Dr. Patricia Daly, chief medical health officer at Vancouver Coastal Health.

The money will be administered by Daly’s Vancouver-based Overdose Response Centre. The team will consist of the likes of local social service agencies, first responders, police and health professionals.

While the money pales in comparison to the $322 million the provincial government is spending over three years on the overall response to the crisis, CAT is seen as vital to organize localized responses, as each community has a different set of circumstances, said Darcy.

“This is a public health emergency. We’re treating it with bold action,” said Darcy.

“It’s not just reactive, it’s proactive. It’s about getting ahead and finding the people who are at risk,” she said.

In 2012, 269 people died of illicit drug overdoses, including one in Richmond. Since 2014 the numbers have risen drastically, particularly as more drugs are laced with the powerful opioid fentanyl. Richmond, however, still has the lowest deaths per capita among the chosen communities.

Chinese New Year is a festival for families and friends to celebrate, but a group of Richmond residents want to enjoy the special time with everyone else in the city and show their appreciation for all the support they get from the community.

“Sometimes we don’t know how to do that but we are learning, and need more communication. We hope this event will continue every year and expand.”

Hilbert Yiu, president of the Chinese Benevolent Association of Vancouver, said he is happy to see more people sharing this Chinese tradition.

The group of Chinese-Canadian volunteers will share their Chinese New Year wishes, as well as free food, drinks and other blessings with people at Richmond-Brighouse Station Feb. 17 afternoon. Meanwhile clothes will be collected to donate to local charities.

Linda Chang, one of the organisers, said the event is inspired by Christmas and Vaisakhi Day, when people express their appreciation and give back to the community.

“Chinese New Year is usually celebrated among families and the Chinese community, but after living here, we have seen and learned how people from other ethnic groups are celebrating their festivals,” said Chang.

“For example, Indian groups share their food and joy with tens of thousands of people on Vaisakhi; there are also people giving back to the society every Christmas day, by donating clothes and making food for people in need.

“We, as immigrants, have enjoyed such a nice environment and inclusive society in Canada. We want to thank the community

“We know recently there are conflicts in the community on some Chinese-only signs, which does no good for intercultural communication.

“Chinese New Year has thousands of years of history. As a country established on agriculture, this time is so important since it’s the beginning of the agricultural cycle; it’s the beginning of a new year,” said Yiu. He added previous immigrants brought these traditions to Canada with them by boat, and kept them alive, although some traditions such as the CNY parade have been all but abandoned due to urbanization and rapid change.

“The Canadian spirit is to share and love each other. When in Rome, be a Roman. If we only use our mother language, how do others in the community understand what we are doing?”

“In the countryside in South China, we used to have a Chinese New Year parade, when lion dance performers would go to every house. The ‘lion’ would jump to pick a vegetable, which represents good luck,” said Yiu, who moved to Canada 40 years ago.

She added that the celebration has been adjusted to local customs. For example, popular Chinese New Year food, dumplings and tea,

The main objective of the board in those days was to advocate for the dredging of the North Arm of the Fraser River in order to allow larger cargo ships to come through the channels. After more than three years of continuous efforts, the Board of Trade successfully secured a government commitment to initiate the project in 1913 — which helped open up opportunities for growth in many local industries such as the fishery and lumber trade that we still benefit from today.

As Richmond grew, so did the areas of advocacy that the chamber was involved with. In 1925, the Richmond Board of Trade was formally established and from a bulletin posted in December 1932, the issue of the day at a recent meeting was a discussion of the possibility of growing sugar beets on Richmond farmland, as well as an upcoming session to advise members on how to cope with the financial downturn on hand, what we now know as the era of the Great Depression.

Subsequently, by Canada’s Centennial in 1967, the name of Richmond Chamber of Commerce had been adapted. To mark the year of festivities, the Chamber organized a series of events — including the first ever Richmond Agricultural and Trade Fair to promote local produce as

The Richmond Chamber of Commerce used to operate a oat at special civic events around the region between the 1960s and 1980s. The chamber’s bathing beauties would beckon business to Richmond. well as a Centennial Ball, which became the talk of the town. In addition, a popular chamber tradition spanning most of the 1960s to 1980s was the creation of a decorated float every summer to represent the chamber at various parades across the region.

While our areas of advocacy and practices may have changed over our century-long history, the one thing that will not is the goal of the chamber to continue supporting and advocating for local businesses on issues that matter to the most to our community.

In 1977, the chamber presented its first Businessman of the Year Award to Gerry Culver, a retired manager of the local Hudson’s Bay store. This tradition has evolved into the present Business Excellence Awards, one of the chamber’s most popular annual events, which will be celebrating its 41st installment in 2018.

We are very proud to be a part of Richmond and look forward to many more years to come.

Bhate’s music writing career started in high school, when his music teacher, Garth Bowen, let him and other students have access to a recording studio with a keyboard.

Jaelem Bhate has reached a milestone in his career: his work will soon be performed by the Vancouver Symphony Orchestra.

“That was how the whole thing started. I just tried to create different sounds and experiments and figure stuff out, and I was experimenting in jazz orchestral music,” recalled Bhate.

The UBC music student’s orchestral scores stood out and were one of the six accepted for the Jean Coulthard Readings, which gives emerging B.C. composers an opportunity to have their work performed by a professional orchestra.

Now he can write music anytime anywhere when inspired.

“It happens more in my head now, which is a fun experience, because I can actually write in the community and the environment without being tied down to a piano or pitch source all the time.”

“I’m very excited... it’s an extraordinary experience to have something in your head put on paper, and then have that presented to a group of people,” said Bhate, a UBC master’s student in orchestral conducting who has a bachelor’s degree in percussion.

To catch his music ideas and inspirations, Bhate carries a notebook with him all the time.

“Many of my works were created on the bus from Richmond to UBC,” Bhate laughed.

Although the Hugh Boyd secondary grad has composed for numerous singers, UBC Symphony and his jazz band, it is the first time his orchestral composition was accepted by the Reading, after seven persistent attempts.

“It’s one of the few opportunities to have anything played by a professional, since that level of excellence is so competitive,” said Coulthard.

“At the end of the day, I hope it’s as good as I think it is when I hear it live. The first time hearing it is always a special moment for any composer.”

“But to Australian Aboriginal people, they believe that it’s a little bit more sinister. They create fire and are more aggressive in their dance.”

“I’m the first musician in my family. My sister is a doctor, so that wasn’t much of a path,” said Bhate.

“I went into science but it wasn’t my cup of tea… When I was going back to my second year of science, I realized that I’d much rather be going back to the school of music.”

Bhate will hear his work played for the first time along with the audience at the Readings next week.

Once Upon a Time (OUAT), which first aired in ABC in 2011, will end when its seventh season comes to a close later this year.

The family fantasy drama — which featured fairytale characters drifting in and out reality worlds — attracted a global cult following and, until last year, was primarily shot in Steveston Village, AKA Storybrooke.

At its peak, OUAT, shown on CTV in Canada, was so popular that “Oncers,” as the fans were called, travelled from all over the world to experience Steveston and explore the stores used for filming.

Harbour master opposes UNESCO Graeme Wood RICHMOND NEWS

A rejected application to Parks Canada, to designate Steveston’s waterfront as a candidate UNESCO World Heritage Site, should remain dead in the water, according to the village’s harbour authority.

In December, Parks Canada announced it rejected the application by the Steveston Historical Society, which received opposition from Steveston’s biggest landowner — the Steveston Harbour Authority.

“Our board unanimously resolved to oppose any harbour authority properties being included in the application,” said chair Robert Kiesman.

“It makes absolutely no

sense for an industrial, working harbour to be included in a heritage application,” he explained.

Kiesman said heritage designation would bring with it restrictions on harbour development.

Presently, the harbour is investing in a multi-million dollar ice plant for fishers, the likes of which could be rejected if harbour property is included in a UNESCO site.

“We don’t need another layer of regulation,” he said.

Kiesman said the Steveston Historical Society failed to adequately consult with the harbour and there are differences of opinion.

“We have a mandate to operate a fishing harbour for the federal government,” said Kiesman.

“We think that’s what the community wants. Just by the harbour operating as it does provide the best heritage you can ask for. When you have a fisherman standing by his net, that’s heritage right there.”

The suggested UNESCO site would have included the entire waterfront, including harbour property along Steveston Channel.

Kiesman said he doesn’t oppose designations for existing heritage properties.

Meanwhile, the City of Richmond has spent upwards of $20,000 with a council-led application for National Historic Site designation for Steveston, which was to be a precursor for a city-led UNESCO application, prior to the society going ahead with its own application.

Have you heard the one about the three women from Korea, Peru and China?

H

u, who moved from mainland China in 2011 to initially study museum education at UBC, was first introduced the concept of toastmasters by her university professor, who advised it would help with her presentation skills.

In case you’re hanging on for the punchline, this trio of Richmondites is no joke.

The three ladies — Emily Zuck, Ana Geldres and Wei Hu — are all immigrants, who came from different parts of the globe for very different reasons in search of a new life.

She never took it that seriously, though, concentrating instead on her studies.

However, they all had one thing in common — a desire to better their competent English language skills and immerse themselves in the local culture and society.

But in 2016, Hu, a social media specialist, heard that the RICH-DEL club was much more “friendly and relaxed.”

“When I used to speak in English, I had to think about the words and it slowed everything down and I would struggle to find the correct words to express myself.

But it wasn’t the most obvious pathway that brought them to the same crossroad in their respective lives: A toastmasters club, which improves people’s public speaking techniques.

“In my country, I had heard of the word ‘toastmasters,’ but I’d no idea what it was; I assumed it was something about toasting, with drinks,” laughed Spanish-speaking Geldres, who immigrated from Peru in 2010, before joining the 17-strong Toastmasters RICHDEL Club three years ago.

“I was working as a cleaner, but all the people around me always spoke in Spanish; I had no-one to talk to in English. And at home,

I had no option but to speak in Spanish.

“I said to myself, I have to speak in English, so I went to look for a group somewhere that I knew would speak in English.”

“The only way to get better, though, is to practice. I made mistakes, but the confidence I’ve received means I’m OK with making mistakes and I’ve learned a lot of communication skills.

Geldres, who lives near Ironwood, said she joined the club with a “fairly good level of English,” but wanted to become more fluent.

“Before, I couldn’t approach a stranger and ask a question, fearing they wouldn’t understand me and I’d be embarrassed.

“I wanted to be able to talk to a lot of people and not be worried or embarrassed,” she added.

“My big problem is my pronunciation, because I learned English from Chi34 nese people; it’s totally different.”

or 20 years, Zuck, who emigrated from Korea in 1995, could communicate efficiently in English, but always wanted to be able to hold a proper conversation in English.

But it took a broken wrist two years ago before the Air Canada flight attendant finally got around to doing something about it.

“I was previously busy all the time and now I had all this time. I was also struggling to express myself to people (in English),” said Zuck, who lives in Steveston, and joined the club last summer.

“I heard the word ‘toastmaster’ and I researched it a little. I wanted to inspire and motivate others, especially young people, and this seemed like a good way to learn.

“I’d never talked to any more than two or three people, but I really want to talk to a group and get my message across.

“Now, it’s much better, in terms of organizing what to say and what to write. I was very shy before, I didn’t talk much in social settings. I have no fear now.”

or all three ladies, joining the club hasn’t just enhanced their confidence and language skills, it was an opportunity to broaden their understanding of local and national society.

“It is a great way for new immigrants to learn more about the society and culture. English is just one side of it,” said Hu. “How things run here, including all the rules, for example, are very different. We learned a lot.”

Anyone finding themselves in a similar situation to Hu, Zuck and Geldres, shouldn’t be afraid, said Geldres.

“We are a very open group,” she said.

“We have lots of people who come from very low level of English skills, but, little by little, they have been improving.

“It all depends on how much effort they put in.”

The RICH-DEL club meets every Thursday, 7:30 to 9:15 p.m. at the Richmond Brighouse Park Pavilion, Meeting Room A, 7840 Granville Ave. (right next to the baseball field).

Guests are free and the club aims to help its members: Conquer stage fright; learn to express themselves in any situation; give better presentations at work and build leadership skills.

However, in Grade 10, the Richmond kid started to come out of his shell and, two years later, he is now well and truly plugged into his school’s network, filling multiple roles.

So much so, that the Horatio Alger Association of Canada — an organization that awards needbased scholarships to high school students who have overcome adversity — awarded Patrick one of 85 $5,000 scholarships towards post-secondary education.

“It was a huge shock to receive it,” said Patrick, 17, who’s in Grade 12 in the international baccalaureate program at Sir Winston Churchill secondary in Vancouver.

“I heard about (the scholarship) last year through my counsellor and thought I’d give it a shot.

“I can use it for any pub-

McMath lost to Argyle in the 2017 final but avenged that loss with a dominating performance in the final of last month’s Bob Carkner Memorial Classic at Steveston-London. An equally-impressive win over pre-season No. 1 Abbotsford back in December showed what the Wildcats are capable of despite roster that is loaded with athletes who thrive in other sports as well.

It didn’t take long at all to learn the next home court of Abby Zawada’s basketball career.

A day after playing her final game at McMath Secondary, it was revealed the standout Grade 12 sharp-shooting guard is heading to the University of the Fraser Valley next season where she will be re-united with her sister Jessica.

The Cascades made the signing of Zawada and Yale’s Madison Draayers official last Thursday.

“Abby can really shoot the ball – that’s the first thing that kind of stands out about her game,” said Cascades head coach Al Tuchscherer. “And over the last couple summers, she’s added a few things.

She’s can put the ball on the floor and attack, and she’s a better ballhandler. She’s really turned herself into a multi-dimensional scorer.

“She’s been part of a young McMath team this year, so she’s had to score a lot and she’s had a lot of defensive attention thrown her way. She’s learned to persevere and excel in those circumstances.”

Soccer standouts earn NCAA scholarships “National Signing Day for NCAA schools proved to be a big one for a trio of Richmond soccer standouts.

Dakota Chan, Ebony Clarke and Jalen Donaldson all inked scholarship deals last week to continue their careers south of the border next fall.

Chan is headed to the University of Nebraska where the talented midfielder won’t have to look far to find a familiar face.

Richmond High graduate and forward Natalie Cook completed her freshman season with the Cornhuskers last fall.

Both girls are products of the Total Soccer Systems’ (TSS) Elite Girls program.

Chan is a standout multi-sport athlete who was named an all-star while playing for Team B.C. at last summer’s U18 Field Hockey Nationals. Currently, she is a key starter for the McMath Wildcats basketball team that is trying to advance to the provincial tournament for the fourth consecutive year.

“Nebraska has everything I am looking for in a university, including excellent academics, world-class facilities, top-notch coaching and an inspiring atmosphere. When I visited the campus, I immediately knew Nebraska was the place for me,” said Chan.

Clarke is off to Pullman where she will be playing for the Pac 12’s Washington State Cougars.

The Palmer Secondary student is from a family rich in soccer talent.

It was a hat trick of NCAA scholarships for Richmond’s own Dakota Chan, Ebony Clarke and Jalen Donaldson.

Her brother Caleb came through the Vancouver Whitecaps organization while sister Summer enjoyed a standout colle-

giate career at Louisiana State University. Ebony will be suiting up in the Cougars’ midfield and is part of an impressive recruiting class.

“We have been waiting a long time and I am super excited to announce this 2018 class,” said WSU coach Todd Shulenberger. “This year’s class is based in Colorado, Washington, California and Vancouver. This group of young ladies had a ton of high level success in the club scene and some with national team programs.”

She made her debut with the Jamaica national program at CONCACAF Under-17 World Cup qualifiers in Grenada, where they faced the United States, Costa Rica and Mexico.

She scored against Costa Rica. The midfielder moved up to the U20 Jamaican team and played in last month’s CONCACAF Championships.”

At the club level, Clarke is playing for Surrey United of the B.C. Premier Soccer League.

Her BCPSL teammate is headed to Natchitoches, Louisiana where Donaldson is part of a 10-player recruiting class at Northwestern State University.

Last August, the standout striker suited up for Team B.C. at the Canada Summer Games. Like Chan, she is also a member of the Wildcats senior girls basketball team.

“Donaldson is coming a long way, but we’ve got some Canadians where she should feel at home,” said Lady Demons co-coach Jess Jobe. “She’s been very mature and responsible, and we expect that on the field as well.”

SPORTS Bhullar named News’ 2017 Athlete of the Year

He made a historical debut on mixed martial arts’ greatest stage and now is working towards becoming a world champion.

The 31-year-old has been honoured as Richmond News 2017 Athlete of the Year — culminating our Athlete of the Month feature that is generously sponsored by Richmond realtor Keith Liedtke.

He is now busy preparing to step into the octagon again, this time against Poland’s Adam Wieczorek on April 14 in Glendale Arizona.

Much of his training is done between MMA clubs in Richmond and Surrey. He also makes regular trips to California.

Bhullar became the first fighter of Indo-Canadian descent to sign with Ultimate Fight Championship (UFC) last spring and months later recorded a unanimous decision over Brazil’s Luis Henrique at UFC 215 on a memorable night in Edmonton.

Even with his busy schedule, Bhullar never forgets about his grassroots and his hometown.

He helps his cousin Jag run training sessions at the Bhullar Wrestling Club that is hosted at the family gym. The essentially free program has become so popular, there are now talks with the city to find more space.

“It was amazing. That was always the goal when I made the switch. That first walk out was going to be special and that time when you put the title around your waist is the second one that will be special,” smiled Bhullar.

“Edmonton was unique. It’s the nicest building in Canada for all sports right now. That crowd was voted the best for all events last year. It was wonderful to fight in front of them.”

Jordin Kojima had a career night in a gym he had struggled in the previous five years to help the McMath Wildcats at last breakthrough as Richmond senior boys basketball champions.

“Because we can go inside out, it’s pretty tough when both games are going for us. When the gears are turning we are a really scary team.”

The Grade 12 guard poured in 41 points, including 29 in the first half, as the Wildcats cruised to a 103-79 win over the McNair Marlins in front of an estimated crowd of 300 at Richmond Secondary.

As for the Marlins, the loss spoiled an otherwise terrific week for a team that remarkably was making its first-ever appearance in the city final since the all-Richmond league was launched 23 years ago.

It was McMath’s first city title since 2005 after four straight runner-up finishes.

They pulled out a thrilling 90-87 opening round win over the host Colts then outlasted a good Palmer team 67-62 in the semi-finals.

At a school where his dad Trevor played for one of the great Colt teams in the 1980s, Kojima had little in the way of success, dating all the way back to his Grade 8 year.

However, it was evident in the early going it was going to be a different script this time.

He was unconscious from the perimeter and finished the opening quarter with 15 points as the Wildcats raced out to a 32-20 lead. The onslaught continued over the next 10 minutes and McMath took a commanding 57-31 lead into halftime. For good measure, Kojima drained another three to start the third.

“I have probably never scored more than 10 points in this gym,” smiled the two-time city first team all-star. “I just really thought I was cursed here. I came in here and shot a couple of hours before the game. I don’t know but that seemed to

do it.”

It was an all-round performance that reassured the Wildcats as a legitimate provincial favourite.

Despite going unbeaten through Richmond play, they struggled in an 80-70 opening round win against a feisty Steveston-London team and didn’t look dominant in the semi-final triumph over Cambie either. However, the inside presence of Bryce Mason and Victor Radocaj, along with a strong perimeter game, makes it awfully tough on opponents.

SPORTS Sockeyes open PJHL playoffs tonight at Minoru The Richmond Sockeyes begin what they hope to be a long playoff journey Thursday night.

Richmond will host the North Vancouver Wolf Pack in game one of the best-of-seven Pacific Junior Hockey League quarter-final series at 7 p.m. The teams then head to the North Shore on Saturday before returning to Minoru Areans on Monday for game three at 7:30 p.m.

The Sockeyes already know they will be part of the 2018 Cyclone Taylor Cup provincial junior “B” championships in April. Now, they are trying to make sure they will keep playing until the end of March.

Richmond finished with a 33-8-12 regular season record, second to only the Delta Ice Hawks and were 12 points better than the third place Wolf Pack. However, the

PJHL playoff format means a tough test right out of the gate against an opponent that finished with the league’s third best record.

The playoff match-up is the first between the teams in recent memory after the Sockeyes were eliminated in the opening round the past three seasons by the Grandview Steelers.

Richmond is led by captain Tyler Andrews who finished third in

league scoring with 71 points in 38 games. He is one of 13 players on the Sockeyes roster in their final year of junior eligibility as general manager Richard Petrowsky acquired plenty of veteran talent as Cyclone Taylor Cup hosts.

The winner will meet either the Ice Hawks or Grandview in the Tom Shaw Conference finals. Delta took game one 4-0 on Tuesday night.

BANGAH, Monica May 13, 1940 - February 10, 2018 Monica Bangah passed away peacefully in Richmond, BC on February 10, 2018 at the age of 77 years. She was born in Malaysia and immigrated to Canada in 1968.

She will be dearly missed by her husband Gurkishen, her children; Joe, Paul, and Ann, her grandchildren; Eli and Evelyn, her sisters; Josephine, Cecilia, Mary, brothers; Michael, Anthony, Jonas, nieces, nephews, and friends.
