One of the great things about taking a week off and going someplace completely different is coming back with fresh eyes. Immersing myself in the brilliant paintings of Georgia O’Keefe at the museum in Sante Fe dedicated to her work may not transform my world — well, maybe a little. I do have a lovely painting of a large, bright lily in my bathroom now.

More importantly, it’s a chance to look from a new vantage point or peer through a different lens, and looking through a new lens at community journalism is what was being discussed on CBC radio the other day.

David Beers, founder of the online media The Tyee, and Edward Greenspon, a well-known journalist and president of a public policy forum that recently published a report on news in the digital age, were talking about the federal government’s recent pledge to commit $50 million over five years to help fund local, community journalism.

The first question posed to the pair was, will it make a difference? The answer — no. Greenspon noted the money could pay for, perhaps, 12 new journalists per province/territory, which would be nice, but the problems run much deeper.

For perspective, $50 million is “two per cent of Postmedia’s projected print and online ad revenues this year,” Beers noted.

And then there are questions of government control. I’m confident strategies could be devised to ensure journalistic independence, but there’s always the spectre of state sanctioned news, as well as the question: why should taxpayers be supporting private companies?

Beers and Greenspon agree that policy changes may be more effective. Policies, for example, that create tax incentives for stakeholders and citizens to fund local journalism through philanthropy.

However, the one point that seems to have been glossed over was the fact Google earned $2.6 billion last year from Canadian advertising alone, according to Greenspon. And “Facebook raked in $9.16 billion in ad revenue in the second quarter of 2017,” according to Adweek, an advertising trade publication. I’m not sure how much of that was Canadian, but you can bet it was more than $10 million a year.

Yet neither Google nor Facebook contribute a cent to Canadian news content. That might not be a problem except for the fact a growing number of survey respondents say Facebook and Google is where they get the majority of their news.

At the Richmond News, we’re busy building up our online presence. A key component of this is posting to Facebook as that is the portal through which many come to our website.

The problem is that a large number only read us on Facebook. Again, that would be fine if we got some of the revenue for providing all that content. But alas...

Government funding is helpful, as are charitable donations, but the big money is in the platforms.

I think it’s a good policy. Children can go to learn things in day care and parents can have more free time. But I think the $10 child care plan the NDP promised during the campaign is better than the one included in the budget now.

They are trying to help families who make less than $45,000 a year, but this income is not high.

Many families may make more but how much credit do they get?

Maybe it’s good for families whose husband works while the wife stays at home.

I think this is not enough. They should get more for child care.

Families who don’t make more than $45,000 are not making enough; they should get more benefits. But I’m happy with the NDP government in general.

VISITOR

The issue isn’t how much we have to pay for day care; it’s how much people who work there get paid. I can see families making less than $45,000 a year needing help, but if you make over $70,000 as a family, it makes sense for some money to go to people who work there.

I think it’s a good thing. Most families don’t make $110,000 a year.

If they do, the credit won’t benefit them much. However, if the government has promised $10-a-day child care, they should deliver. If they can’t, they should explain to the public the reasons.

Council has No need deep pockets for speed - your pockets Dear Editor,

Re: “Richmond property taxes to go up 3.3 per cent,” News, Dec. 13, 2017.

In January, the single-family homeowners breathed a sigh of relief when the assessed value of their homes stopped going up. Finally, some property tax relief might be in sight.

However, city council, in the 5-Year Financial Plan 2018-2022, has dashed our hopes. Council has approved a 3.3 per cent increase and also used a reserve fund to achieve that number. Prior, it was 3.5 per cent.

When one reviews the past financial plans, the forecasted tax increase for 2018 was between 2.96 and 2.99 per cent. So, this year, council rasied taxes 11 per cent above what was planned.

Council needs to be held accountable for its unbridled spending habits, including $80 million-on the Richmond Olympic Oval over five years.

Re: “Driving with entitlement,” Letters, Jan. 25.

I could not agree more with Bruce Macleod. There seems to be too many among us who totally disregard posted speed limits on our streets, not to mention dangerous driving in parking lots and especially residential areas.

I believe the reason why so many have this sense of entitlement that Bruce mentions is the lack of enforcement by the local RCMP. I also believe one of the reasons this situation exists is due to the lack of funding for traffic safety from the city.

Your opportunity to comment on LetsTalkRichmond.ca expires on Sunday, March 4, 2018 at 11:59 p.m. However, final reading (approval) will be at a council meeting on March 12 where you are entitled to voice your opinion and/or make a written submission in advance.

When I asked if it was not possible for more of a police presence in our neighbourhood, I was told that there were not enough resources and that traffic was underfunded. Perhaps those on council who plan to seek re-election should take this under advidement.

Be a hockey hero Dear Editor, I believe that minor hockey is much more than learning how to skate, how to score a goal, or how to stop a puck.

Minor hockey and other communitybased sports are where children gain social skills through interactions with teammates and coaches, learn how to work together, to play by the rules, how to deal with adversity and how to be sportsmanlike, win or lose.

I hope you agree that we should do everything in our power to keep community sports programs accessible and low-barrier so that as many children and youth have an opportunity to participate as possible.

Minor sports are where families from west Richmond meet families from Hamilton and families who live on blueberry farms meet families who live in shiny new highrises. It is where connections are made and a sense of belonging and community is established. It is where we gain understanding and establish lifelong friendships.

If you are a local business and can possibly help with a sponsorship or a donation, I want you to know that you may just make the difference for one or more of our families.

In late December, I met with a Richmond Minor Hockey Association mom who told me that she is concerned about the cost of hockey. She cautioned her son that he may not be able to play hockey next season because she may not be able to afford it.

I want to urge my friends and neighbours to embrace the idea that minor sports have tremendous potential to unite and enrich our beautiful and diverse city.

His response was, “Cut ANYTHING but don’t cut hockey!”

Home size matters Dear Editor,

Dear Editor,

We have all seen massive houses being built on our precious farmland.

Richmond city council is reconsidering bylaws to govern the size of homes on farmland. However, much of the focus is misguided.

Do you really want to spend up to $600,000 of your hard-earned tax money to install up to 76 speed humps (yes, I said up to 76!!) on River Road between No. 6 Road and Westminster Highway?

That is the recommendation of an independent transportation planning and engineering consultant that Richmond hired to do a study of safety on River Road.

I fear the strategy for some on council is to avoid reducing the size of these mansions, but rather just appear to be taking action by talking about the size of home plates or where the septic tank is located.

Sixty per cent of the surveyed residents of River Road voted against speed humps on their road. Over 100 signatures have been collected against speed humps.

This is an election year — we vote in our representatives. Are they listening to the people here?

This approach doesn’t make a whit of difference to the dwindling number of active farms, to the next generation who might want to purchase a productive farm, to the youth who might want to lease a farm, to food security.

It’s bizarre to recommend to put in 43 speed humps in phase 1 (within 1 year) and then if speed does not come down to 40 km/h add another 33.

Come on, I know we should all drive safely but this is absolutely ridiculous! Don’t bother paying to go on the rollercoaster at the PNE, just drive down River Road instead.

There is a fatal flaw in just focusing on the farm home plate. It misses the driving motivation that is causing the loss of productive farm land. If we continue to allow mansions that are thousands of square feet bigger than what can be built on residential zoned land, we are creating an incentive for speculators to buy up farmland. They will bid up the value of this productive land. Late economist Richard Wozny has written

It doesn’t seem to matter what residents think. What a waste of time and money.

There is supposed to be two open houses at Hamilton Community Centre in April 2018 with an accompanying survey. The last survey was disregarded by the city.

Let’s hope that they listen to us this time.

Trees for a mansion was the recent trade-off on No. 2 Road, at a farm property, thanks to council policy, stated Richmond FarmWatch. that we must limit home sizes to 4,200 square feet, otherwise, this wholesale loss of farmland will continue. Respected local economist Helmut Pastrick presented the same argument in previous public hearings.

The owner of that multi-million dollar mansion on farmland is not interested in farming. Saying everything will be OK, and we are restricting the size of the home plate (but you can still build that mansion) is just a smoke screen. If none

of the property will be farmed, then a smaller home plate doesn’t help one bit. Zero farming plus land from smaller home plate still equals zero.

If Richmond does not significantly drop the size limit for houses on farmland, the loss will continue. I sure hope we don’t start seeing ghost (empty) houses on farmland as we see in neighbourhoods.

So will our government look after us after 65?

The great local publication Business in Vancouver hosted a retirement seminar a couple of weeks ago, in town. Among the expert speakers was a director at Pacific Blue Cross (the Insurer). Of the comments he made, what was reported is important for all of us.

He said that it is a common myth that the Federal Government will take care of us when we reach 65. We can no longer expect financial security from government pensions alone (certainly that is the case given the recent amendments to the CPP did nothing to assist seniors currently living in poverty).

The speaker added that retirees tend to overlook drug costs and so they will need to know what government programs are available, how to compare costs and so forth.

The takeaway? Yes, it’s that we have to plan and understand that it won’t get any cheaper to live, especially in retirement.

A crowd of more than 60 concerned citizens gathered outside Richmond’s city council chambers Monday evening to deliver a petition requesting limits to mega-homes on the Agricultural Land Reserve (ALR).

Approximately 5,500 signed the petition, which called upon council to reduce home sizes on the ALR to a maximum of 5,382 sq. ft. and place a moratorium on new applications until the new home size is adopted as a bylaw.

“I’m really happy with how many people came,” Kelly Greene, one of the organizers of the petition and rally, told Richmond News. “We’re hoping (council) takes very seriously how much Richmond residents care about farmland.”

Greene was joined by Jack Trovato and Judie Schneider, all members of the Richmond Citizens’ Association, a civic NDP branch, to deliver the petition. Both Greene and Trovato presented an earlier version of the petition to council last November, when it had 3,000

signatures. They have since closed the petition after going door to door, talking to people on the street in Richmond and sharing the petition on social media.

“We were trying to update council of some of the feedback we were getting. We’ve never had a petition with such a vigorously positive response,” Greene said about her November presentation to council.

Trovato presented the completed petition during the council meeting, along with 48 pages of more than 700 comments. He explained to council that ALR properties are particularly valuable because, in B.C., only

five per cent of the landmass is farmable due to the province’s mountainous terrain.

“We cannot be complacent while our farms are turned into estate properties,” he said in his presentation to council. “Swift action must be taken to prevent people from taking advantage of farming incentives meant for people who are actually contributing to the farming industry.”

The petition’s proposed maximum home size follows provincial guidelines. However, some council members felt that limiting only the size of a house wasn’t enough.

For example, Mayor Malcolm Brodie suggested the entire farm home plate needs restrictions. This “home plate” is defined by the city as “including the principal dwelling unit, any residential accessory buildings or residential accessory structures, including the driveway, decorative lawns and landscaping, artificial ponds and sewerage septic tanks, in one contiguous area.”

“To focus just on house size is avoiding a lot of the point,” Brodie said during the council meeting. “It’s a more complex issue than just saying 5,300 square feet, make that the max, it’s not addressing the question in my mind if you’re trying to maximize farming.”

Recently, the city underwent its own public consultation process to review options to further limit the house size, farm home plate and to consider a maximum house footprint limit on agricultural properties half an acre or larger. The city is in the process of compiling that feedback for review.

A Richmond real estate lawyer, who’s currently under investigation by the provincial law society regarding the $7.5 million she claimed to be stolen by staff from her company’s trust fund, may run for mayor in the upcoming election.

“It is a lot of money and was a great blow to me. But the good thing is, people in the community see how responsible I am, even in such a difficult situation. I have earned a lot of respect.

Hong Guo, founder and director of Richmond-based Guo Law Corporation, said she is considering running for either mayor or councillor of Richmond, although a final decision hasn’t been made.

“I’m considered as a hero (by many) in the Chinese community.”

“I think Richmond needs some change. I feel very frustrated with safety, transportation, garbage treatment and other issues in Richmond,” Guo told the Richmond News.

“As a long-time Richmond resident, I feel that I have the responsibility to do something about it.”

Guo said she came up with the idea because many people in the community have shown their support.

“I have lived in Richmond for almost 20 years and practised law in Richmond for almost 10 years, serving the community.

I also offer free legal services for 20 charities,” said Guo. “Because I like to help people, I have received a lot of popularity and support in the Richmond community, especially within the Chinese community.”

Guo held a press conference last December and claimed that $7.5 million from her firm’s trust fund was stolen by two former employees, including her bookkeeper, in March 2016.

Hong Guo is considering running for mayor, despite being under investigation regarding the $7.5 million she claimed to be stolen from a trust fund. funds from the banks and then laundered them through a Lower Mainland casino to China.

She further claimed that she had paid back all of the $7.5 million, partly by selling one of her most valuable properties.

However, David Jordan, spokesperson for the Law Society of BC, told the News that only part of the trust fund shortage has been re-paid.

And, he added, that the society’s “investigation (into Guo) is still ongoing and her law firm remains under partial custodianship,” from the society.

Guo told the News that, if she is elected as mayor or city councillor, she will increase the police force and CCTV cameras in the city as “the safety problem in the city is too severe.”

“I am a lawyer and I deal with all those social problems every day...I have a client from Richmond, who was kidnapped for three hours and all his possessions at home were taken away,” said Guo. “The security is getting worse, because the city is not addressing it enough. If you don’t emphasize it, criminals will run rampant.

“It’s like raising a child. If you have spoiled the child, it’s harder to regulate them later.”

She also criticized the current transportation conditions and garbage treatment policies in Richmond.

“I would build bridges to relieve transit pressures and increase garbage pick-up to once a week.”

In terms of funding to realize all of this, Guo said, “the City of Richmond has the money, it’s just that their spending is unreasonable.”

Currently, the province is contributing $5.9 million to construct the units, while the city is contributing the land for up to five years.

“Looking at the city’s inventory, we looked at a few options,” Rautenberg said about the property. “This site was determined to be the most suitable due to the close proximity to (public) transit...and proximity to services and resources in the neighbourhood.”

Following the five-year lease, BC Housing would return the site back to the city in its original condition, Rautenberg said. At that time, BC Housing and RainCity Housing would work to ensure the tenants are moved into appropriate housing.

In an email sent to the mayor and councillors, local resident Clifton Jang said that, while everyone he’s talked to feels the project at 7300 Elmbridge Way is a worthy cause, there are concerns over safety, drug use and lower property values.

Announced earlier this month, the 40 homes will be operated by RainCity Housing, a nonprofit organization and will offer support services for residents around-the-clock.

“So far, the feedback coming back, there’s been a whole range of viewpoints. John Shelfaut has lived in Richmond most of his life and for the past 26 years, his living room has overlooked the Blundell Bump, east of No. 4 Road.

To say the least, he’s observed a thing or three on this stretch of road.

Those days, however, are coming to a close, as he’s being “demovicted,” as his old rental home will be demolished to build a large mansion on the four-acre farm property.

As such, Shelfaut finds himself in the crosshairs of two of the most controversial issues in Richmond these days — speculation of farmland and a historically low vacancy rate amidst rising housing costs.

And yet it’s a whole other matter that’s grinding his gears.

Renter John Shelfaut says the only places to rent that would suit him have turned out to be scams.

It seems all Shelfaut can find in the online classifieds for rental properties are

scams.

Craigslist,” said the 61-year-old retired longshoreman.

“I had someone write me up something, ‘I’m looking for this, this and this.’ But all I’ve gotten is people trying to scam me. They take an ad from a house for sale and say, ‘This is our house, I live in the States, send me the money and I’ll send you the keys after you’ve accepted me.”

There are a number of matters complicating Shefault’s house hunt, which must be resolved by the end of the month.

“I’m looking and looking, for any place, and not just Richmond,” he said.

“I could move to Hope right now. But my doctors, because I’ve had heart surgery, I can’t be too far away.”

Other medical considerations are a long-term brain injury from work.

Then there are no condos that can accommodate his mutt Tank.

“He’s my physiotherapist. He gets me up in the morning; he takes me on walks every day,” said Shefault.

The pensioner said he presently pays $1,400 in rent and is realistically accepting the fact he may have to spend $2,000.

And yet, nothing to be found.

“This is stress. I’m not supposed to be under stress because of my heart. And when I’m stressed, my brain doesn’t work.

I don’t know what to do some days. I say (expletive) and go back to bed.”

Shefault said a friend has helped him navigate through the scams.

“It’s easy pickings out there,” he said.

“People are desperate and don’t understand what’s going on. I could have got screwed if it wasn’t for a friend of mine who woke me up.”

Shefault said police told him there’s nothing they can do without an exchange of cash. He said city hall can assist in identifying whether someone is the true owner of a property.

Vancouver Police have a checklist of red flags and tips for avoiding rental scams: Is the price too good to be true?

Check rental rates in the same area. Often fraudsters will try to entice their victims with low prices to elicit multiple victims.

Are they just communicating with you via email?

Fraudsters will not want to meet their victims in person to avoid being recognized and investigated by police.

Are they asking for cash only or a cash security deposit?

Cash is untraceable and can be used immediately.

Are they asking for money to be wired?

Once money is wired, it is extremely difficult to cancel the transaction. Also, money transfers are difficult to trace.

Have you seen the place and walked around with the property manager or owner?

Never rent a place that you have not been inside and walked around.

Are they asking for personal information such as a SIN, bank account, credit card numbers?

That information is not required to rent a place.

Are they the landowner or property manager?

Only the landowner and property manager have the authority to rent out a place (there are exceptions to this rule, however, it is rare).

Richmond’s Centre for Disability is on the lookout for a new home as its landlord seeks to rezone the building.

Earlier this month, a sign was posted on the side of RCD’s building at 1005671 No 3 Rd. However, RCD’s executive director, Ella Huang, said the possibility of a move has been on the organization’s radar for a while.

In 2017, almost 400,000 people across the Lower Mainland lived better lives because of some exceptional local heroes.

Thanks to over 500 workplace campaigns and more than 3,500 volunteers, United Way donors will again be making a real difference for children, families and seniors in 2018. Their generosity and hard work means over $31 million will be invested in our communities. That’s pretty incredible!

For RCD, the challenge lies in finding a location that meets its needs: having low rent, enough space and accessibility.

“We’re a small not-for-profit organization. Core funding is so difficult to come by, so rent can be a dealbreaker for us,” she said.

“We appreciate there is inflation of everything, but of course we want an af-

fordable, sustainable place where we can build a permanent home.”

Currently, RCD has another year on its lease where their space is approximately 4,000 square feet. Huang said the organization hopes to move into a building that is at least that size.

Accessibility and the location of the space are other key items on the organization’s needs list.

“At least one (washroom) has to be accessible because we have a high percentage of our participants using wheelchairs,” she said. “We want to showcase to our participants and the public, accessibility.”

RCD serves approximately

250 people every week.

The organization responds to the needs of members and communities by providing services and activities involving skills development, literacy, health, recreation, technology, peer support and disabilities support services.

Huang said RCD has had the support of the city, and that the city knows its need for a new location.

“We have done our due diligence to make sure that we’re going to, in the long run, have a permanent home,” Huang said. “At least one with a long lease like we have now to provide consistent, stable services to Richmond.”

Those traveling on the crowded Canada Line might soon get a little extra elbow room.

In an announcement made in Richmond last Friday, TransLink CEO Kevin Desmond shared that 24 cars will be added to the Canada Line by the end of 2020, increasing capacity on the trains by up to 30 per cent.

“This is a truly great day

for the region as well for the hundreds of thousands of people who rely daily on public transportation,” said Richmond’s mayor, Malcolm Brodie, at the announcement. “You just have to look to Richmond to see the effect on urban development and redevelopment that a very effective transportation system will have.”

Brodie also praised the combined efforts of all levels of government.

“I don’t ever recall a time when all the parties were so focused on the need for

Community small Volunteers Are grant bids open Stars Awards back

If you have an idea for a community project, such as a cultural celebration, a cooking class or an art workshop, a Neighbourhood Small Grant can bring it to life.

Administered by Richmond Cares, Richmond Gives (RCRG), in partnership with the Vancouver Foundation, the grant program allows individuals to apply for up to $500 in funding.

The money can then be used to carry out a community project, with the goal of creating stronger connections between neighbours.

“What makes the program unique — and special — is that regular Richmond residents receive the grants,” said Ed Gavsie, president and CEO of RCRG. “As a result, their projects happen at a truly grassroots level, which is the best way to build community.”

Last year, RCRG awarded 31 such grants, worth a combined $14,970.

Among the projects funded were an art and culture expo, in the Hamilton area; an Eid celebration at King George Park; and an outdoor concert at Ferris Elementary School.

“I think we’re most impressed by the creativity of the projects,” added Gavsie.

Projects funded by Neighbourhood Small Grants include Girls’ Day Out event at Garden City Park.

“Applicants always display incredible ingenuity, and put the funding to excellent use. The projects we’ve seen, and the impact they’ve had on the community — it really shows how far a small grant can go.”

This year, the program seeks to prioritise projects that connect indigenous and non-indigenous community members, and projects led by young people age 18 to 24.

Applications can be submitted online at neighbourhoodsmallgrants.ca, with funding decisions ultimately made by a local, volunteer-led Resident Advisory Committee. The final day to apply for a 2018 grant is April 9.

This year’s event will take place April 19 at the Pacific Gateway Hotel, during National Volunteer Week.

Youth Works boosted at RYSA Graeme Wood RICHMOND NEWS

Marshall Thompson’s eyes widen and his voice sparks with excitement each time he describes the level of gumption exuded daily by 24-year-old John Grann, who, as a client-turned-volunteer of Richmond Youth Services Agency (RYSA), has overcome many challenges in the early stage of his life.

Thompson, executive director of RYSA, notes Grann spent a year commuting between a placement home in East Vancouver and Tsawwassen Mills, where he now works as a fishing expert at Bass Pro Shop. Never once was he late.

“John’s gone through some pretty big challenges and he’s committed to doing the work. It’s not just like we’re giving him opportunities; he’s worked for them as well,” said Thompson.

RYSA is able to combine this service with its housing programs. Grann was able to be housed only in Vancouver (nothing available in Richmond) prior to landing gainful employment and then renting a place on his own in Tsawwassen.

With an injection of cash into its Youth Works employment training and support program, RYSA is hoping to turn the table for more vulnerable youth such as Grann, who found himself homeless as a teenager.

“They can help you for a job or for anything. They were able to help me go back to school and get into the job field. They helped me with resume building and just learning about jobs. That was a big barrier for me,” said Grann.

Charlton Press publishes the best catalogues on Canadian coins and banknotes.

The new 2018 catalogues have just arrived in stock.

Starting with the 2018 Standard Catalogue of Canadian Coins, this is the 70th edition of what is the best catalogue for serious collectors of Canadian coins. It lists every coin issued for circulation from 1858 until 2015 with prices for up to 10 different grades of each coin. All major and most minor varieties are included with prices. Newfoundland, Nova Scotia and P.E.I. coins are also included. Each year there is a special section at the back and this year it is on small penny varieties. The retail price of this book is $24.95.

The 2018 Charlton Paper Money Catalogue has every note issued by the Canadian government since 1858. As well it includes all Provincial and Municipal issues of currency. Did you know that Alberta issued a $1.00 bill in 1936 or that North Vancouver issued $1, 5, & 10 bills in 1913. These as well as many other scarce notes are listed and priced in this catalogue.

Regarding pricing, I have noticed that most banknotes from 1937 and older increased by about 10% and the 1954 notes increased by 5%. This catalogue sells for $34.95.

Final catalogue is Charlton Volume Two, Collector Issues. This catalogue lists every coin issued only for collectors by the Royal Canadian Mint. With 180 different coins issued in 2013, 250 different in 2014 and 350 different in 2015 this catalogue is a necessity just to keep up with the mint. My favourite use for the catalogue is to check the actual mintage of the coins.

The Mint issues a maximum amount they can mint but often does not mint that amount and the actual amount can be much lower. An example are the Goalie masks from a few years ago where authorized mintage was 5,000 but actual mintage below 500 for some masks. This catalogue sells for $34.95. Malware needs to have a home and call home for instructions. Calling home requires an internet DNS address much like a phone book – and if you block that address or have it shift to a safe one then it does provide a degree of protection. Those addresses are normally from a DNS server provided by your internet provider but none provide any DNS security, but you don’t have to use one of theirs.

Do an internet search for “DNS filtering.” Some are free, some are not, but they do offer a degree of protection from known malware containing or controlling sites. Once your initial wound site has closed, then you must massage the bone together towards the center of gum. This will tell the body that the bone must reshape to a rounder shape.

It came as no surprise to former Richmond resident Sasha Caldera that the new owner of his old, childhood home in the McKay elementary catchment is a “homemaker,” who purchased the $2.6 million property with a CIBC mortgage.

“I loved that neighbourhood. But it’s starkly different to how I remember it growing up. It used to be lined with Vancouver Specials and now they’re all luxury homes.

It’s become less and less lively for sure. It was common to play road hockey but you see less and less of that,” said Caldera, who holds a master’s degree in international communications.

Ten years ago, those old 1970s homes — sometimes called “Richmond Specials” — were in reach of families with middle to upper-middle class incomes. Now, new, much larger homes sell for

“Canada right now is the only G20 country that doesn’t have a piece of legislation that requires disclosure of beneficial owners of property. Because we’re so behind, our real estate is vulnerable to money laundering . . . this is more applicable to [Metro] Vancouver,” he said.

On Tuesday, while B.C. didn’t get a corporate registry, it did get one for property, after Finance Minister Carole James unveiled a 30-point action plan on housing. One point entails “Taking Action to End Hidden Ownership.”

“Currently in B.C., true ownership of real estate can be hidden. This means numbered companies, offshore and domestic trusts, and stand-in owners obscure the source of funds in the real estate market,” stated the “Homes for B.C.” housing plan. It further states the government will require additional information about beneficial ownership on the Property Transfer Tax form.

Such information will also be placed in a public registry administered by the Land

“Having a registry means we’ll know who owns what,” notes the plan.

In the context of Richmond, the registry will help combat vulnerabilities to money laundering, said Caldera.

A beneficial owner is a person who receives the proceeds of a sale. A nominee

simply appears on the property title (a “stand-in owner”).

The use of nominees appears to be on the rise, notes Transparency International Canada, which, in its report No Reason to Hide, took a snapshot of luxury homes in Vancouver in 2016 showing one quarter belonged to homemakers and students.

“Nominees and beneficial

owners typically enter trust agreements brokered by lawyers. A bare trust agreement, for instance, gives the beneficiary control of the property where the nominee must follow the instructions of the true owner,” said Caldera.

This hidden layer of asset management is integral to money laundering, 21 he said.

Delayed LGBTQ policy set for June Graeme Wood RICHMOND NEWS

Trustee Sandra Nixon promises a new policy on sexual orientation and sexual identity for the Richmond School District will be “comprehensive and actionable” by the time it is completed in late June.

Otherwise referred to by the acronym SOGI, the policy has been delayed nearly a full school year to ensure all stakeholders, including students, staff and parents, are included in the policy working group, said Nixon.

“We are aiming to have the policy finalized by the end of June,” said Nixon.

“The policy will be comprehensive and actionable, offering strong support for an inclusive environment in our schools.”

In mid-February, Nixon tabled a timeline noting a draft will be finalized March 12 with public consultation running April to June. Alterations would be considered in June and voted on by June 27, the last Board of Education meeting of the school year.

It was last spring that the board passed a motion to form a working group on a SOGI policy. It was seen as a de facto acceptance that a policy was needed.

Students from the StevestonLondon secondary Rainbow Club asked the board to create a policy, not unlike the ones that already exist in the vast majority of school districts in B.C. Parents are, however, split on the policy concept, aimed at educating students and staff about such issues.

Parents Concern Group opposed a policy, claiming it could promote gender dys-

phoria or even increase the number of gay students in the district.

Parents Concern Group organizer Colleen Howu has argued in the past that sexual and gender minority students do not require special attention and everyone should be treated equally.

Richmond’s District Parents Advisory Council does, however, support a policy, according to its president Dionne McFie. Nixon, chair of the district’s policy committee, has stated in the past a policy is needed to protect such minority students from harassment and misunderstanding.

“The kids just adore her. Her stories are awesome. The kids get so excited when she comes,” explained teacher Young.

“And they are always making little things for her and writing their own stories. It’s that compassion and empathy for older people; maybe they don’t have grandparents in their home, so they just adore her.”

A murmur of excitement turned quiet as the students’ ears pricked upward as Granny began to tell a short story about aliens visiting her farm.

Granny, AKA Janet Flamand, is an 82-year-old Richmond resident and retired farmer who visits the class once a month to read aloud her latest tale, that usually involves a twist from her home at Rabbit River Farms, an organic egg farm on River Road.

“The whole focus right now for a lot of the young people is that they’re so into their technology,” said Young.

“This is open and broad for them to be thinking about reading stories from the library, writing their own stories.

“Because kids are so involved in technology, that written part is no longer there — the communication of their ideas. So this is so important.”

Flamand has been writing and telling short stories at Mitchell for six years.

In the hallways, students and teachers frequently stop to say hello, so it takes her a

while to get out the door. She’s also a bit slow due to a recent leg injury, although her new walker, dubbed “Granny’s new car,” is helpful.

On this day, the kids are mesmerized by her “aliens,” or old egg washing brushes that, with a well-nurtured imagination, resemble cosmic worms.

“I’ve got everything I need in life. I have a nice house and all the wool for knitting and someone to take me to Value Village to get more,” she said.

It’s her love of books that she particularly hopes to convey to the students.

“There’s an ad out on the TV that says listening is the new reading and they’re all out there jogging and so you’re not reading books anymore, you’re listening to the books,” explained Flamand.

“But I like a book. I like holding a book and opening it and seeing the first sentence.”

Another added bonus is the children get to see Flamand’s beautiful, cursive writing.

“It looks like you’re putting more of an effort into it; more of yourself into the story. I find it sad children are not learning cursive writing anymore,” said Flamand.

“I found myself crying. Just crying. I thought I’ve got to do something. I’ve got all these memories of my son. I thought I’d knit toques,” said Flamand.

The impetus to share these experiences stems from the tragic loss of her 26-year-old son back on June 29, 1983.

After numerous donations of toques to other schools across Canada, she reached out to Mitchell.

Flamand had grown up in Portage la Prairie, along the Assiniboine River.

Principal Christine Marin says Flamand brings an authentic, real life experience to the classroom. Some stories involve death, although Flamand said this is not rooted in the earlier loss of her son.

“We grew up in Island Park. It wasn’t actually an island you see. There were seven families, no electricity, no water. We had two horses and chickens but it wasn’t a farm,” she explained.

She moved to Winnipeg with her husband and raised three children while working at Eaton’s.

“I had cataracts. I could never do a job where I had to see. So I worked menial jobs, but I worked for years as a waitress at Eaton’s, when my children were growing up,” said Flamand.

As Flamand aged and became an actual grandmother to her granddaughter Holly Easterbrook, now 23, she sought an outlet

“No, not really,” she said, when asked.

“It’s just about what happens to me. I talked to Madamme Marin and said many of my stories talk about bad things happening and she said, ‘that’s good, children should know that bad things happen.’”

One of her more recent short stories is The Short and Eventful Life of Mr. Rooster, who meets his demise at the hands of a coyote.

“I just write about true stories on the farm,” she said.

Tourism Richmond is looking for a new boss — less than a year after Bruce Okabe took over the CEO hot seat.

A mere 11 months into the job, Okabe, 62, announced last week that he was stepping down from the role to retire earlier than expected.

Okabe told the Richmond News that he didn’t want to go into too much detail, adding only that “an opportunity arose, in my personal life, to accelerate my retirement.

“It’s safe to say that this allowed me to have the means to do this.”

Asked how long he had envisaged heading up Tourism Richmond, Okabe — who officially took over from Tracy Lakeman on March 27 last year — said the development was certainly not on his radar.

“Believe me, if this change hadn’t happened (in his personal life), we wouldn’t be having this conversation,” he added.

“The (Tourism Richmond) team is in great shape, the industry is in great shape. However, all the stars aligned for me to do this.”

He will officially call it a career on May 15, explaining that he wanted to give the Tourism Richmond board “plenty of time” to look for a replacement.

Despite his brief tenure, Okabe believes he’s covered a lot of ground in that time, including “developing a strategy allowing us to hit our targets,” “developing our brand” and “getting the right people in the right places.”

“You’ll have to ask the board (if he’s achieved those goals), but I feel a lot has been done in a short space of time,” he said.

“But that was because of the team; they were the key.”

In terms of challenges still facing Richmond in the tourism field, Okabe said the city needs to focus on delivering a “more diverse product.”

“And food tourism; we have loads of local growers here, we could easily market the farm-to-table theme; we have great opportunities still to be leveraged.”

A 52-year-old family-run glass and mirror business in Richmond is now passing the torch on to the third generation.

As long-time companies like Island Glass & Mirror Ltd. move forward, they need to adapt to a new way of doing business while keeping traditions, according to Shaw.

Island Glass & Mirror Ltd in Ironwood has been owned and run by the Greig family since 1966; the second generation took it over in1989.

“If we were starting a company from scratch, we would think about all the stuff that uses modern techniques and modern processes,” he said.

As two of the three owners have recently retired, a third generation of the family is now taking over the reins of the company.

“But there are a lot of old processes we have carried on for decades. For example, we didn’t start using credit cards until two years ago…so we have to see new ways of doing things.”

“We’re very pleased to welcome the next generation of our family into the operation, and are thrilled that our employees will continue to have a home here,” said sales manager Brent Greig.

CIBC tightens morgage rules for foreign buyers The new B.C. budget increasing the foreign buyers’ tax from 15 to 20 per cent is not the only hit to offshore investors.

CIBC quietly notified its mortgage advisors that, as of Feb. 1, the “Foreign Income Program” would be replaced by a new program with much stricter foreign income verification procedures, in line with a new market-wide guidline.

In CIBC’s previous mortgage policy, a foreign buyer, including international students, could pay a deposit above 35 per cent and get a mortgage with “a competitive rate.”

“It’s hard for the government and the banks to go back and track if there is proper tax being paid.

“But now you are declaring on your mort-

gage application (making) $200,000 a year, that’s much easier for them to have a document record of how much you make.

Hopefully, the proper amount of tax is being paid.”

Saretsky expects other major banks to follow suit.

Caroline Van Hasselt, CIBC spokesperson, confirmed in an email to the Richmond News that the bank had recently updated its lending policies, including its Foreign Income Program.

“We continue to accept foreign income as part of a client’s mortgage application, subject to verification, and we will continue to meet the needs of clients in this market,” she added.

The new B20 guidelines came into effect in January 2018.

Music director, 38, Concerto students aim to be the best gets lifetime nod Latvian immigrant cried over news Alan Campbell

Every year, Richmond Music School principal Patricia Rolston sits back in awe of her students’ at their annual Concerto Concert and thinks “it can’t get any better.”

Every subsequent concerto, however, the young musicians prove Rolston wrong.

This Saturday, March 3, the students will set out to show their principal once more that new heights are being reached when around 90 perform at the school on Steveston Highway, just south of No. 3 Road.

When she applied as a teenager to Kwantlen College from the former Soviet Union republic of Latvia, Anna Vavilova could barely speak English.

“The discipline in the students and the level they perform at is incredible,” said Rolston.

“This is not just another recital. It blows me away every year. Without this event, I’m not sure they would be as inspired as they are; it keeps their passion burning.”

But all it took for the college (now a polytechnic university known as KPU) to accept Vavilova into its piano performance program was one listen of an audio recording she’d sent on a cassette tape.

As well as the students on violins, cellos, pianos, flute and more, there will be a children’s choir, along with a professional orchestra under the direction of Allen Stiles.

Twenty years later, Vavilova — who founded the World of Music and Arts in Steveston nine years ago — is to receive a lifetime achievement award to mark the 25th anniversary of KPU’s music department.

But no one was more taken aback than Vavilova, who immigrated to Canada as an 18-year-old.

“I was even surprised that someone nominated me, let alone getting the award,” she told the Richmond News.

“It was very humbling and totally unsolicited. It felt amazing. I was crying.

“I don’t consider myself to have accomplished everything; I’m only in the middle of my journey. So for someone to even consider me for the award is very special to me.”

As well as overseeing the rapid growth of her music academy — which now has 450 students, up from 170 just a few years ago — Vavilova has recorded and premiered Canadian music and performs regularly in Richmond, across B.C. and internationally in Italy, France and Russia, as well as judging competitions and lecturing.

The Pacific Junior Hockey League’s best rivalry heats up in a big way starting Thursday with a much-anticipated playoff series that offers plenty of intrigue off the ice as well.

The Delta Ice Hawks and Richmond Sockeyes were far and away the top two teams in the regular season — both finishing over 20 points ahead of their nearest rival. The PJHL’s conference playoff format means they collide in the semi-finals.

The Ice Hawks enjoyed their best regular season in franchise history with a 37-4-0-3 record then swept the Grandview Steelers in the opening round. Richmond finished at 338-1-2 and took out North Vancouver in five games. Four regular season meetings saw each team win twice.

The Sockeyes are guaranteed a berth in the Cyclone Taylor Cup provincial championships come April as the host team. Delta has to get past its rival and win its fourth-ever PJHL title to join them.

Back in November, Steve Robinson never imagined he would be in this position: finding a way to beat Richmond.

Up until early December he was guiding the Sockeyes when the club decided to part ways over his minor hockey coaching workload with Seafair’s top Bantam team.

Just over a month ago, Ice Hawks GM/ coach Darren Naylor asked him to come onboard. Naylor is now the head coach of the BCHL’s Nanaimo Clippers.

Robinson’s duties so far include a 4-1 win over Richmond back on Jan. 30 that gave Delta the inaugural Tunnel Cup rivalry series.

“I think at the end of the day our guys know what to do. They all buy into playing that team-based playoff type hockey where it’s tight and low scoring. If they do all the small things well and pay attention to detail then I like our chances,” said Robinson.

Sockeyes head coach Brett Reusch happened to be member of the best-ever Ice Hawks team as a player.

The 2005-06 season concluded with a provincial title and a third place finish at Westerns. Now he is trying to make sure that campaign stays on top in the club’s record book.

“If the regular season is any dictation how it will go then it will be one heck of a series that’s for sure,” said the 31-year-old.

“Delta has a relentless forecheck and a lot of speed. Their defensemen transition well and move the puck well. We have been preparing at how they forecheck and ways to slow them down.”

Homegrown talent

The respective captains had leading roles in their teams’ opening round playoff wins and both crossed the river for their junior careers.

Ladner’s Tyler Andrews continued his outstanding season with 10 points in the North Van series and amazingly was credited with 19 of his team’s 45 shots in last Thursday’s game five overtime win. He followed his older brother Jordan to the Sockeyes. He is now a member of the team’s coaching staff.

“Jordy had a big influence on why I am

here,” said Andrews, one of 13 Sockeyes in their final season of junior. “His first year they won it all and just seeing the amount of culture and just support from everyone in the organization definitely brought me towards them.”

He is looking forward to being back on the Ladner Leisure Centre ice as he winds down his career.

“I grew up playing on that ice from Atom until Midget. It’s a two-minute drive for me,” he smiled. “It’s going to be a fast series.

Probably chippy and physical for sure. I wouldn’t say we are two teams that like each other too much.”

Ice Hawks captain Gary Dhaliwal led his team past Grandview in the first round with six points. He played for Richmond Minor and is one of many Lulu Island players that have come to Delta over the years. Another is assistant captain Daniel Rubin.

“I have probably played with almost everyone on (the Sockeyes) at some point. At least the local guys,” said Rubin.

The best-of-seven series begins on Thursday (7 p.m.) at Minoru before the teams head to Delta for games two and three next Sunday and Tuesday respectively.

Four very good teams battling for three provincial berths. The RC Palmer Griffins made sure they were not going to be left out again.

Then there is coach Rob Brown — one of the school’s longest-serving teachers who has poured so many years into coaching athletics.

The Griffins are headed back to the B.C. 2A Championships (March 7-10) for the first time in three years thanks to a spirited 7869 win over the St. Pat’s Celtics in the third place game at the Lower Mainland Championships.

In one of the best atmospheres of the entire tournament in any tier, the Griffins navigated their way through foul trouble to produce the big win.

The result avenged a heartbreaking four-point loss to the Vancouver private school a year ago in the very same do-or-die scenario.

They erased a 45-40 third quarter deficit with a terrific stretch that resulted in a 23-14 run to take control for good.

The Mainlands unfolded exactly as the rankings have suggested all season. Top 10 teams King George (No. 4) and Britannia (No. 6) squared off in the title game. It would come down to St. Pat’s (No. 10) and RC Palmer (honourable mention) for the final spot at the Langley Events Centre.

“We could play them all week and it still would be close like that,” smiled Brown. “I honestly was thinking about this game a month ago.

We knew at the top King George is really tough and Britannia is tough too so we thought they might win the other side (of the draw). So this game has been in the back of my mind for a while.”

What Brown couldn’t predict is his key players dealing with foul

trouble. Sidiqi picked up three quick fouls and spent a good portion of the second half on the bench. Reddy was also playing with four fouls. Brown needed others to come through and they did just that.

Steven Ang finished with 16 points, including five three-pointers. Connor Leary and Quinten Bautista added eight each. Sidiqi still managed 24 in his limited minutes, including 14 in the decisive final quarter. Reddy finished with 13.

“You would think your post player being in foul trouble would be your biggest problem but I had to sit Sorosh down when he got those quick three,” added Brown. “He is such a good defender and he is all over the place. It’s easy for him to pick up fouls and that worried me.”

Reddy was named to the Lower Mainland First All-Star Team. Bautista was selected to the Second Team.

The Griffins will be joined at the LEC next week by the McMath Wildcats and Richmond Colts. Both earned berths into the 3A tournament.

Steveston-London Sharks capped a perfect post-season run by defeating Kelowna’s KLO Cougars Saturday to be crowned B.C. Grade 9 girls champions.

Sharks are B.C. champs

It was a big weekend for Richmond girls basketball at the B.C. Grade 9 Championships in Vancouver with a pair of podium finishes.

The tournament’s top seed opened with a 69-4 win over Killarney, and also rolled past Maple Ridge 58-29 in the quarterfinals. The Sharks defeated North Vancouver’s Argyle Pipers 64-46 in Friday night’s semi-final match-up.

The Steveston-London Sharks capped another dominant campaign with a 56-48 win over Kelowna’s KLO Cougars in Saturday’s title game played at Britannia Secondary School. The McMath Wildcats finished third with a win over Argyle.

The Sharks rallied to tie the championship game at 42-42 after three quarters, then turned up their defensive intensity even further for the eight-point victory.

The Sharks were second at the Grade 8 provincials a year earlier and picked up where they left off with unbeaten runs in Richmond league play and the Vancouver and District Championships.

Sharlene Siy earned tournament MVP honours, while Mina Chong and Katie Chan were named to the all-star team. The Sharks are coached by Rob Urquart and Connie Chan.

HARDY, Marion “Mimi” Lorna May 20, 1943 - February 21, 2018

Mimi was born in Vancouver and moved with her family to North Pacific Cannery soon after. The family moved to Prince Rupert where Mimi attended King Edward, BoMeHi and PRSS schools, making life long friends along the way. After graduation, Mimi worked at the Forestry, and then B.C. Packers as a payroll clerk before moving to Ottawa with Iona. On returning from Ottawa, Mimi worked at a property management company in Vancouver.

Thanks to the Comox and Nanaimo hospital staff and the staff at Eden Gardens, Malaspina and Dogwood care homes for their care of Mimi.

A Celebration of Life will be held at the home of John and Margie Hardy on Sunday, March 18th at 1:00PM at 4231 Candlewood Drive, Richmond B.C. Donations may be made in Mimi’s name to the Alzheimer’s Society of B.C. or to the S.P.C.A.

Mimi is pre-deceased by husband Viggo Mark, and parents Kenny and Rosamund Hardy. She is survived by sister Iona Campagnolo; brothers Harold Hardy (Lynn) and John Hardy (Margie); as well as many nieces, nephews, and cousins.

She married Viggo Mark in 1995 and they had a wonderful adventure as owner/operators of Steveston Landing Fish store. Mimi and Viggo retired to Port Alberni where they enjoyed raising chickens and rural living until his death in 2011.

Mimi then moved to Comox with great support from Jan (niece) and Ray Logan. Mimi loved to read and had a library of books on history and the Royal Family. She was a connoisseur of Chinese food and had a standing order at her favourite restaurant. Mimi enjoyed the company of many dogs and cats throughout her life. She was a great, loyal and helpful friend to many.

Santa Claus brought him to us in the summer of 2002. He explained to Hollie Rosie, when she asked him for a dog, that he would bring her a puppy during the summer holidays, when she will be home to look after him. In his day, Nabler could round up and bring the chickens in far better than our border collie. He loved to go for walks with Granny Jan down the Dyke. He was kind to the front cats and walked passed them quietly. We will all miss Nabler, he brought so much comfort to all on the farm.
