Justice is deaf, as well as blind Alan Campbell REALLY? Justice, it is said, is blind.

If that is true, then justice — in the death of 33-year-old cyclist Brad Dean and the life-altering injuries to Chris Jameson and John White — must also be profoundly deaf.

As a journalist of more than 20 years, eight as a court reporter in the UK, I’ve sat through the gritty evidence of many a horrific trial and steeled myself against the harrowing accounts from witnesses and victims of crime.

Yet I’ve never been so affected in a courtroom as I was on Tuesday, as the wife, parents and brother of Dean spoke directly to a 21-year-old driver, Michael Fan, who — in a “moment of inattention” — killed Dean on River Road on a Sunday morning in November, 2016.

It’s been more than 18 months since Fan went out partying all night, became his friends’ designated driver during an early morning casino stint and then, sober but with zero sleep, mowed down Dean and his cycling group as they travelled single file on their side of the road.

However, the loss was etched on the faces of those delivering victim impact statements to Fan as if it was yesterday.

Some of it was in anger, some in grief…most of it, I suspect, still in disbelief. Every word, however, travelled directly from broken hearts, which wept for a justice system that clearly didn’t hear their grief or see their pain.

Due to “limited evidence,” Crown Counsel only charged Fan with driving with undue care and attention under the Motor Vehicle Act, as opposed to a criminal prosecution.

On Tuesday, after pleading guilty, he was fined $1,800 and banned from driving for a year.

To add insult to the irreparable damage of his “inattention,” he had opposed Crown’s call for a driving ban.

Who, in their right mind, would have the audacity to sit in court, listen to people pouring out their heart-wrenching grief, yet complain about having to take the bus for 12 months?

Granted, Fan, a realtor, doesn’t seem to be an arch criminal and there’s no law pertaining to being “impaired by fatigue.”

The judge, however, said, this was “no accident.” Fan made the decision to have a bunch of shots the evening before, stay up all night at a casino and drive home with no sleep.

Dean’s family and friends sat through most of the day-long sentencing, shaking their heads and guffawing in disgust at much of the contradictions narrated in court.

So I ask, where is the justice here? A small fine and a relatively short stint on public transit can’t be it. The Dean family deserves better. We all deserve better.

The judge spoke of a “deterrent” and a message being sent that fatigue and driving can have a devastating outcome.

Sorry, judge, the remote prospect of losing a few days’ wages and having to buy a Compass card won’t deter many.

So I ask again…where is the justice?

I like photography, so whenever I see something nice, I always capture it with my camera. Art is actually around us every day, as long as you have the eye to discover it.

Some places may seem ordinary, but if you think it’s beautiful, it is beautiful.

I hear about events being held at the Vancouver Art Gallery, and see posters about the theatre during my transit on the Skytrain, but other than that, not really. I think if the art is good, maybe we can have more advertising in the city. I will be more enticed to go then.

Faith groups unite to support TMH Dear Editor, United as leaders of various faith communities in Richmond, we would like to voice our strong support for the Temporary Modular Housing initiative in Richmond. All of us have had occasion to interact directly with some of the most vulnerable in our communities who need the basics of food and shelter. We feel the provision of these purposed housing units can be one way our Richmond community can stand with those who have been marginalized by the rapid growth of new development. The people who would be helped are already a part of our community, living in our midst.

Our belief is in a God who provides; Richmond has enjoyed great economic blessings in the past few years; now out of that abundance we should not seek to isolate ourselves but rather to share that abundance. The blessing so many of us have experienced in Richmond, should not now push out those who live at the lowest socio-economic status.

A healthy community seeks to lift-up the ones who experience barriers to work because of language, ethnicity, disabilities or other factors. We recognize that the experience of change and growth in the past few years has caused an unhelpful polarization of certain groups against one another.

Re: “City of Richmond aims to weed out pot on farmland,” News, May 17.

I find it totally incomprehensible that Richmond council has as one of its reasons: “Richmond city councillors have long opposed marijuana facilities on farmland for a number of reasons, including a concern that increased pot cultivation will squeeze out other produce.”

And yet they are permitting “farm houses” with a square footage of 10,764 sq. ft. with an additional dwelling unit of 3,000 sq. ft. with no mention of the allowance for farm related equipment storage (just how large is permissible?).

Care insurance for parents of special needs children In an article published online earlier this week, Forbes discussed some issues for parents with special needs children. Among them is long-term care insurance.

This idea is important and worth considering.

Parents typically pay or help with the expenses of their special needs child(ren).

When the time comes for the parents themselves to have care (at home or in a care facility), they may not be able to afford their own care costs as well as their special needs child’s care costs. Long-term care insurance might help.

In the U.S., the 2017 median annual cost of home care (44 hours per week) was $49,188 and the median annual cost of a room in a care facility was $97,452.

It is likely different in Canada but there will be a significant cost! Meanwhile, long-term care insurance is sold by many different firms, so families with special needs children should look into this.

TMH fears unfounded

Open letter to Mayor Brodie and councillors, I write to offer my support to the proposed modular supportive housing project at 7300 Elmbridge being considered tonight (Thursday).

As some of you know, I was a City of Vancouver councillor from 1990 to 1993. During my term of office, I dealt with similar projects and heard similar oppositions. People who opposed these projects were sincere, genuine and otherwise caring and generous.

The fears they had were real. The concern about their own physical, financial and social well-being was genuine. Their rationale was based on an alternate set of facts or a different perspective on the same facts. I urge you not to discount or dismiss their true feelings or to wrongly judge their motives.

What is also real, however, is that of all the previous projects that have heard similar concerns expressed, none of the feared consequences materialized. Crime rates did not increase; property values did not drop; noise level remained about the same; streets around the project remained clean. The sad part of the story is that the people who had opposed the project rarely come forward afterwards to acknowledge that their opposition had been misguided; that had they known what they know after the project’s completion, they would not have voiced opposition.

By providing a roof over the heads of the homeless, Richmond residents will benefit from the removal of many of the negative consequences associated with having people living on our streets. But the ultimate benefit to us all, is having fellow Richmondites living in better environments with a chance to lead more productive lives. The homeless are, after all, living amongst us and are one of us.

As a Richmond resident for 40 years and as an advocate for a more harmonious community, I applaud the city’s effort in making sure Chinese-speaking Richmondites who have yet to gain fluency in English, are able to participate fully in the consultation process.

Your efforts have provided a channel for them to gain accurate information and to express their concerns. I encourage you, once you have voted in favour of the project, to fully explain to them your rationale. In addition, I recommend that six months after the opening of the project, the city and RainCity Housing host a highly-visible open house and demonstrate how none of the concerns expressed have materialized. Such a follow-up action will help pave the way for future projects.

I wholeheartedly support the project because I know that, but for the grace of God, I could be one of those homeless individuals living on our streets.

Council OKs megahomes Alyse Kotyk RICHMOND NEWS

It was the second council meeting this year to draw more than 30 delegations speaking on the issue of home sizes on Richmond’s Agricultural Land Reserve (ALR). This time, however, the discussion went past midnight.

Early on in the evening, one delegation doubted Monday’s lengthy discussion would make much of a difference.

In fact, after nearly four hours of feedback from delegations and more than an hour of discussion by council, the decision was made to keep the status quo on home sizes on the ALR. The only new addition was to allow a second house on ALR property.

Previously, city staff had recommended 12 options for maximum farm house sizes to councillors, ranging from 5,382 to 10,764 sq. ft. After

Monday night’s discussion, all councillors voted to strike down city staff’s Option 5A, which was previously supported at last week’s general committee meeting. This option would have kept the square footage the same, but would have reduced the home plate, forcing larger homes to increase the number of floors they had.

After this, Coun. Harold Steves put forward a motion to adopt staff’s Option 1, which would limit home sizes to 5,382 square feet. The motion was defeated, however, with Couns. Carol Day, Steves and Mayor Malcolm Brodie the only three in support of it.

Council moved on to vote on the matter of a second house which passed, with the same three opposed.

Before the votes, Brodie spoke passionately about why he believed reducing home sizes was important.

“If anyone thinks that the whole quality of the agricultur-

al land reserve isn’t being fundamentally changed by what is going on the residential side of it, if you think it’s not changing, then I think you’re from another planet,” Brodie said.

“I think this is a serious mistake. Our role is to do what is best in the interest of all the residents and businesses here in Richmond…if we don’t improve the situation as has been mentioned, I think we are doing a terrible disservice to the city of Richmond.

“We’ll come back here in a few years and there will be these estate houses everywhere. And that will be the end of it.”

Most residents who spoke during the meeting were disappointed that the discussion was back at council at all, after the issue was sent back to city staff in March.

“I believe that we have reached a very sad day when politicians blatantly ignore the wants of their constituents to

feather the nests of big donors and lobbyists. Unfortunately, that day has arrived in Richmond,” Jack Trovato, a Richmond resident who had hoped to see home sizes restricted further, said to council.

“Shamelessly, this council has dragged their feet in refusing to sign the moratorium aimed at prohibiting foreign investors and speculators from stealing and pillaging our most fertile farmland.

“Of course, what is at stake is the welfare and the food security of not just Richmond, but of B.C.” For Peter Dhillon, chair of the Ocean Spray board of directors and president and CEO of the Richmond-based Richberry Group of Companies, the fact that home sizes were discussed for so long was “upsetting.”

“Richmond is falling behind.

We’re playing catch-up…every time you put these restrictions on us, you hurt our ability to reinvest,” he said to council.

Greens appeal to province re: ALR After city council voted to keep the status quo on home sizes in Richmond’s Agricultural Land Reserve(ALR) and permit a secondary dwelling without rezoning, B.C. Green is putting pressure on the province to step in.

“Mega mansions on ALR land are imperiling our food security, destroying agricultural land and driving up prices well beyond the reach of young farmers,” said Andrew Weaver, leader of the B.C. Greens in a press release.

“The provincial government has a number of tools at its disposal that it should immediately use to address the issue of speculation on ALR land. These include restricting foreign ownership of ALR land, applying the speculation tax and foreign buyers tax to the ALR or creating legally binding house size limits. It should use at least one of these immediately to prevent the loss of any more farmland.”

John Roston, Richmond resident and member of Richmond FarmWatch, spoke to a Green Party representitive on Tuesday and would also like to see immediate action from the province.

“What we’re trying to get (the provincial government) to do is issue a moratorium (on development),” he said, adding that the Greens appear to be focused on dealing with the issue of foreign buyers.

“If push comes to shove, deciding on house sizes is far more important than forbidding foreigners.”

Crown had asked for an $1,800 fine and a one-year driving ban, while Fan’s lawyer, Kevin Filkow, said his client was opposing the ban, much to the disgust, again, of the gallery.

No matter how hard they tried, Michael Fan would not make eye contact with them.

One by one, Brad Dean’s widow, his father, mother, brother and friends delivered their heart-wrenching victim impact statements to Fan, who had just pleaded guilty to driving without due care and attention.

After hearing hours of evidence and impact statements, Judge Steven Merrick suggested there may, indeed, have been impairment to Fan’s driving — by fatigue.

Crown counsel had earlier told the court how Fan had been partying all night at a casino before the fateful collision and that extreme fatigue was likely a major factor in his “moment of inattention” that led to Brad’s death and the serious, life-long injuries to fellow cyclists Jameson and John White.

Fan told police he “didn’t think he fell asleep while driving” and that he may “have closed his eyes for a couple of seconds” in the moments leading to the tragedy.

His words prompted calls of “exactly” from Brad’s family and friends in the gallery, who had unsuccessfully lobbied B.C.’s Attorney General to get the charges upgraded to criminal, as opposed to the Motor Vehicle Act. However, a spokesperson for the BC Prosecution Service said outside of court there’s no such charge for impaired driving by fatigue.

Merrick said the sentence he was about to hand to Fan was, in the words of a fellow judge, “not a just sentence,” but it was the only one available to him in the narrow scope of the Motor Vehicle Act. Shaking his head while passing sentence, Merrick handed Fan a one-year driving ban and an $1,800 fine.

“I’m very sorry again,” he told Brad’s family.

Richmond Provincial Court was packed Tuesday morning. It was the first chance for those close to 33-year-old Brad — who died in November 2016 after his group of cyclists were hit by Fan’s vehicle on River Road in east Richmond — to look Fan in the eye.

In sentencing Fan, Judge Merrick acknowledged the pain Brad’s family and friends have suffered and continue to endure.

His group also believes the best way to stay forever young is through exercise with friends.

Almost ten years ago John and his wife, Joan, along with their friend Gwen MacFarlan, formed the Forever Young Club.

They have been on a running tear ever since. Membership is now well over 150 folks who are running, walking and socializing themselves to better health. They meet for a walk/run session twice a week on Mondays and Wednesdays, 8:30 am. Traditionally this is followed by a stop at one of the many local coffee shops.

John and Joan also founded the Forever Young 8K run for active people 55 years and over. This run is unique and is one of the most popular races in Richmond. You can walk, run, hop, and skip – whatever method of movement you choose.

Last year I had the pleasure of officially starting the race and was impressed with not only the numbers and ages of the participants, but also their level of fitness. They are role models for those over the age of 55 years. This coming September 9th will be the 4th annual Forever Young 8K run. It all starts at the Riverside Plaza at the Richmond Oval at 8:30 am. There are water stations, first-aid stations, and of course, washrooms, along the race route.

“I think the city needs to show compassion. We have the resources. Why not use them? In my view, a society where we don’t help one another is not something we should be fighting for. A society, however, where we do help each other, that’s a pretty good feeling,” said Dela Torre.

De Whalen, chair of the Richmond Poverty Response Committee, assisted Dela Torre with the campout. He was subsequently assisted by some local members of the BC NDP, including past candidate Aman Singh and Keefer Pelech, a 26-year-old youth worker and office assistant with Judy Darcy, Minister of Mental Health and Addictions.

“I think youth speaking up and organizing and using their own voices is really important,” said Pelech, who grew up in Richmond (a graduate of Hugh Boyd secondary).

“I have had friends who have ended up on the Downtown Eastside. They have had different mental wellness issues.

Through circumstances they’ve ended up there. And I know other friends who have gone through other problems but they’ve been connected with resources, with support and now they’re leading healthy, professional lives. And that’s the power of connecting people with resources,” he added.

City’s duplexes double down Daisy Xiong RICHMOND NEWS

On Monday, councillors of the City of Richmond approved a staff recommendation to legalize secondary suites in duplexes. It is now going to a public hearing.

“We used to have concerns about secondary suites because of the extra impact on services and issues we had in neighbourhoods,” said Ted Townsend, the city’s spokesman.

“Now we are taking another look at it, given the demand for affordable housing. This is an opportunity to increase the stock of potential affordable housing units in the city.”

Only one secondary suite will be allowed within a duplex unit and it cannot exceed 40 per cent of the total floor area of the unit, according to the staff report.

There must also be an additional parking stall for the exclusive use of the secondary suite, to minimize the impact on parking availability in the neighbourhood.

ization is expected to provide more affordable rental housing as well as offering duplex owners the option to get “mortgage helpers.”

Seniors who may not need a large duplex unit can also rent out a secondary suite, so they can stay in their own home for longer without moving out.

“This would facilitate aging in place and could also add a sense of security,” said the report.

The city started looking into the issue last September, when Richmond resident Karen Rabinovitch raised it at a council meet-

ing.

The duplex owner and realtor had a tenant living in a secondary suite downstairs for 23 years. When the tenant passed away and Rabinovitch planned to rent it out again, she was “shockingly” told that the suite was illegal.

“I have had it for so many years. It’s a nice two-bedroom suite, my neighbours are fine with it, and it helps me pay my mortgage, I don’t see the problem with having it,” said Rabinovitch at the time.

Currently there are around 547 duplexes citywide.

Robbers plow through Shoppers Police are investigating a break-in after a vehicle was used to ram into Shoppers Drug Mart at the Seafair strip mall at No. 1 and Francis roads early Sunday morning.

According to police, multiple Richmond RCMP units responded to a break and

enter to a business in the 8600 block of No. 1 Road just before 6 am.

Multiple suspects apparently entered the business and allegedly stole a number of items before fleeing in the vehicle they used to ram the store.

Members of the pubic reported seeing the area taped off at around 7 a.m. on Sunday. Police say the crime scene was being “held pending forensics examination. Our investigation is still on-going.”

Toddler falls from window A three-year-old boy has been seriously injured after falling out of a third-storey window in Stevetson.

The incident occurred around 12:30 p.m. Monday, according to Richmodn RCMP spokesperson Cpl. Dennis Hwang.

“We believe a child may have pushed through a window screen before falling,” said Hwang.

The police reported the incident in the 12000-block of Phoenix Drive. The only three-storey development there is Westwater Village.

While the boy has been taken to hospital, Hwang reminded parents to keep windows and doors secure.

A toddler was injured after falling from a third-storey window at Westwater Village.

“In lieu of the warm weather we’ve been experiencing, we do recommend parents keep track of children at all times, especially at any screen doors. Screens might seem more secure

than how they actually are,” said Hwang.

This incident follows a similar one in Langley last week, where another toddler was injured.

Dumped and abandoned rabbits are breeding out of control in Richmond and have nowhere to go, according to the city’s foremost advocate for them.

Meanwhile, the lethal rabbit hemorrhagic disease (RHD) threatens the population, as well as pet bunnies across the city.

In the near future, either the city will be overrun with feral rabbits, stemming from a spring “bunny boom,” or dead ones will lay ubiquitously in plain sight.

Sorelle Saidman, founder of Rabbitats Rescue Society, says either way it is a crisis situation for the animals.

“Rabbits are falling through so many cracks — they are classified as wildlife, pets and agriculture, so there is no one overall group responsible for them or advocating for them. The dumped pets’ feral offspring have even fewer advocates,” she said.

Her group — which will host a community meeting May 23 at 6:30 p.m. at Cambie Community Centre — has no more capacity to take in Richmond rabbits and the City of Richmond has not taken an active role in finding the animals a sanctuary, she said.

Saidman estimates at least 2,000 rabbits are in the wild in Richmond at the moment.

They are normally found in green spaces, parks and farms.

“We get multiple calls a week from people with stray rabbits on their properties or in distress on the streets,” said Saidman.

Rabbitats is a Richmondbased organization with a small trailer near Richmond Auto Mall where it takes care of abandoned rabbits.

It has a larger sanctuary in Surrey. Regional Animal Protection Society operates the city’s overrun animal shelter but has stopped accepting domesticated rabbits for the past year. Even if it did accept the bunnies, the shelter isn’t big enough, said Saidman, adding RAPS prioritizes dogs.

Hence, she is asking the city to provide or help find a sanctuary Rabbitats can work from.

“A small investment — much less than the property damage the rabbits are now causing to city landscapes and private property — will trap and house the rabbits for life. The city can be rabbit-free. Kelowna allocated minimal funds to a rescue 10 years ago; they picked up and housed 800 rabbits and they have, for the most part, stayed under control,” said Saidman.

City spokesperson Ted Townsend noted the city has chosen not to get permits to trap and collect rabbits under the Wildlife Act. “The city’s approach is to educate the public and enforce civic bylaws related to the release and feeding of rabbits, which are prohibited. Feeding rabbits may seem humane, but it actually contributes to the problem as it leads to increased breeding and increased populations,” said Townsend, via email.

He noted the city banned rabbit sales in 2010.

The soil and fill is needed to prepare a 20-acre research and education farm leased to Kwantlen Polytechnic University. One of the concerns of farming on the land has been the amount of peat, which is not ideal for crops. As such, the dumps have been approved by the Agricultural Land Commission (ALC). The imported material will also be mixed with a small amount of imported peat, compost and manure and placed on top of the existing peat.

Coun. Harold Steves says he is keeping an eye on the process and has raised concerns about contaminated fill and soil coming into the park and nature reserve. For instance, some material is coming from Sea Island, nearby Vancouver International Airport. Similar concerns were raised by the ALC after dumping commenced. However, city staff have assured tests are done to ensure the soil is clean. As a result of the concerns, on-site testing will be done to ensure cleanliness and the absence of invasive species.

The soil amendments are being conducted by McTavish Consulting, an environmental firm. Between last year and the end of this year, 57,000 cubic metres of soil

and fill will be imported.

Up to $1.2 million could be earned.

The city has spent millions of dollars to date ($6.4 million) preparing the Garden City Lands for public use. Among the visible highlights are: a grassy mound to the north; a new irrigation pond; and a 2.9-kilometre perimeter walking trail. Less visible work includes water management testing and drainage upgrades to ensure half of the 137-acre parcel remains a healthy native peat bog and the other half can be farmed and used for park space.

More money will eventually be spent on a community barn and trail upgrades.

And the university (KPU Farm School Program) intends to plant an orchard, to complement 700 trees planted around the trail by the city.

According to the city, “while the Lands is designated a citywide park, because it is located in a high-density neighbourhood, it is envisioned to serve primarily as an agriculturally productive space within the local community.”

The source of much public consultation, the Lands nearly became condominiums and a trade centre just under a decade ago, but public protests kept it in the ALR.

Is housing more of a commodity and investment, or is it more of a human right?

How does Metro Vancouver dig itself out of this housing crisis? Should foreign investment be banned in the residential real estate sector? How do we bond as one community under such divisiveness?

These questions were central at a CBC TV and Fairchild Radio forum at Brighouse United Church Wednesday.

Panelists included developers, real estate experts, academics and one activist.

Long-time Richmond resident and realtor Patsy Hui said “housing is an investment first” but also a human right. Most tended to agree with Hui, who predicted Vancouver’s bubble is subsiding.

Activist Justin Fung, a software developer by day and member of Housing Action for Local Taxpayers (HALT), argued Vancouver’s commodification of housing has tipped the balance unfavourably toward the investment side.

“I think housing can be both but I think we need to

shift it further back to being a human right,” said Fung.

Josh Gordon, an assistant professor of public policy at Simon Fraser University, summarized the situation as a “recipe for an unhappy society, and a recipe for breaking down of community bonds.”

This was preceded by much discussion on what can be done to bring housing costs more in line with local needs.

Gordon said the main problem is that the housing market has decoupled from the labour force (incomes).

“It’s decoupled because we make it a fantastic situation for people to bring overseas wealth here and enjoy all the amenities and social services that Canadian society provides and pay the low, low cost of property taxes.”

But developer Jon Stovell, president of Reliance Properties, said the problem largely exists because not enough housing is being built.

His views were similar to associate professor Tsur Somerville of UBC’s Sauder School of Business.

“There’s clearly an inflow of capital, but there’s also an inflow of people… Those demand pieces in a supply-

constrained environment… means the market responses are not there as they would be in other places,” said Tsomerville.

Fung, who has previously been critical of developers literally “crafting narratives” around supply, which he notes benefits their bottom line, said lots of housing is already being built but that a lot is one-bedroom “luxury” units being marketed and sold offshore.

After being asked by a Richmond resident about green space for children, associate professor Tom Davidoff, of UBC’s Sauder School of Business, said there needs to be more rezoning of single-family home neighbourhoods, where such space exists.

He concluded his argument by acknowledging concerns that redeveloping neighbourhoods should not happen if new housing is being marketed offshore.

And that’s why he supports the foreign homebuyers’ tax, speculation tax, and Vancouver’s empty homes tax.

“That’s where I think tax policy and zoning policy go hand in hand,” said Davidoff.

“I was stunned, even on the first visit how brave they were to go up to any resident and hold out their hand and start talking to them,” he said.

These days, intermediate students at Blair elementary are skipping school to jam with their “grandpals” at Rosewood Manor, an intermediate care facility for seniors on Blundell Road.

Sala said he was inspired to run the intergenerational program from his upbringing.

“My grandparents were from the Netherlands; we didn’t grow up knowing them very well but we wrote letters. My parents came up with the idea to sing for the seniors and when I became a teacher I just wanted to bring my classes here,” he said.

Not to worry, of course, as these visits are authorized by vice-principal and music teacher Andrei Sala.

The intergenerational “grandpals” program was crafted by Sala and Rosewood’s recreation and volunteer manager Megan Van Wallegham, with the help of other staff from Rosewood and Blair.

“Right away they took it as an opportunity to get to know other people. They saw it as a way to serve the community and they went with it,” said Sala of his Grades 4 and 5 students, who, on April 24, played guitar and sang in front of about three dozen inspired seniors, who are in varied stages of the last years of life.

“Our residents, their families do visit frequently but it’s a nice way for the residents to the kids,” said Van Walleghem.

“The kids are fun, non-threatening; they have a fun social time and it’s a nice diversion for the residents away from day to day things. And it’s a nice way for the younger generation to connect a little bit with someone who’s older than them.”

It’s clear the seniors enjoy the monthly visits and there are

“That’s where music has been perfect because it doesn’t matter if they know the words; they’re humming along and moving along with the music. That breaks that barrier,” said Sala.

The program presents itself behind an interesting demographic shift occurring in Richmond, as its population is both growing and ageing, as a result of immigration.

In Richmond, where kids once outnumbered seniors, the opposite is now true.

The number of kids under 14 has dropped from15.5 per cent of the population in 2006 to 13.7 per cent in 2016, at 27,240, according to 2016 Census. Meanwhile, those age 65 and over have gone from 22,250 to 33,650.

As part of the students’ annual debating skills and persuasive writing curriculum, Lew deliberately chose the story that has been making the news for the last few months in Richmond to plant the seeds of critical thinking.

While Abhishek Parikh said he spent a lot of time focusing on the arguments from the “no” side of the issue, as those were the ones he found the most interesting.

Alan Campbell photos “(The essay) was difficult to write, because I really didn’t want to put false information in there; I looked at both sides of the argument and at some statistics,” said Noya.

“I think they should build it. There are a lot of safety concerns; I can see what (the ‘no’ side) are talking about, but the homeless people are already there, and schools are already there.

“If there was going to be any danger, I

think we’d know about it by now. As a student myself, I’m not scared of these (homeless) people.”

Noya’s classmate, Mathew Knapp, said he had several conversations with his parents to get his head around the issue.

“I think city council should approve it; they need to put themselves into the shoes of the homeless people and how they would feel if they were denied of an opportunity to get a

verall, Lew said he was pleasantly surprised at the depth of many of his students’ essays.

“There were some very well written pieces with lots of extra research,” he added.

“I don’t think anyone’s mind was changed (after the research and debate), perhaps some of their convictions are even firmer now.

“And some of them likely hear what their parents are saying and that likely has some effect, as well.”

And although their articulate essays showed a clear majority (about 70 per cent) in favour of the project going ahead, a point-scoring debate, according to Lew, produced a much closer result at the central Richmond school.

Lew said he often chooses controversial issues, as they are the ones that lend themselves naturally to encouraging the students to think for themselves.

“I assigned which side of the debate the student went in to, no matter what their thinking was on the matter,” Lew told the Richmond News.

“Two years ago, we debated whether Canada should allow Syrian refugees into the country,” he said.

“As long as I felt they were making a persuasive argument, they got a point. It was a narrow win for the ‘build it’ side.”

“We saw the (modular housing) issue in the newspaper and there was so much conflict in it and it was so local that I thought this would be great for the students to get into.”

As for city council’s looming decision on Thursday, Lew and his students — now that they’re fully invested in the issue — will be keeping a close eye on the Richmond News website to close off their own debate.

Awards honours local arts

Artists, educators, volunteers and innovators were all celebrated that the 10th Annual Richmond Arts Awards Tuesday evening at city hall.

The evening, which is hosted by the city in partnership with the Richmond Arts Coalition, recognizes individuals and organizations that have helped generate and invigorate Richmond’s arts scene.

“Through recognition of the artistic achievement and contributions of our residents, artist, educators, organizations and business leaders, the program encourages excellence and builds new leadership within the arts community,” said Mayor Malcolm Brodie in his address.

The evening not only honoured the arts community, but also showcased a number of local talents, including the Richmond Youth Dance Company and remarkable performances by the Canadian YC Chinese Orchestra as well as harp soloist Janelle Nadeau.

The Richmond Youth Media Lab presented a 10th anniversary video and Adrienne Moore, inaugural Arts Education Award recipient, was the evening’s guest speaker.

Bike ride to remember educators A group of Richmond teachers will host a bike ride next week in memory of two colleagues who were well-respected educators and cycle enthusiasts, in a bid to raise money for school scholarships.

“They were both extremely caring, professional people. They worked really hard trying to do the best thing for kids,” said Jason Leslie, one of the organizers and the principal of McNair secondary.

Targett Ng, vice principal at Quilchena elementary at the time, was killed in a bicycle accident on his way to work in 2008. Three years later, Lorne Bodin, a soon-to-be principal of Matthew, died after a fight with stomach cancer.

“We want to remember those guys, to lead our own lives in a way that they led and to raise money to help kids. That’s something both Targett and Lorne would have been fond of,” said Leslie.

Several friends started riding in the BC Ride to Conquer Cancer in honour of them. They then decided to do something local and started the annual ride around Richmond in 2012.

“RC Palmer had the No. 1 Grade 10 team in the province and we (Burnett) were No. 3. We had some great battles with them from Grades 8 to 10. A couple of overtime games and usually a one or two point difference in the end,” he recalled.

Instead of continuing their rivalry to the senior ranks like today’s all-city league structure, the two came together to form one of the most dominant teams in the history of B.C. High School Boys Basketball. The Richmond Colts won back-to-back provincial titles in in 1987 and 1988 under legendary coach Bill Disbrow.

It all added up to Putzi being the first Richmond player to be inducted into the Basketball B.C. Hall of Fame last month. He was thrilled his 10-and-13year-old daughters were old enough to understand what their father had accomplished and share his special night with him at the River Rock Casino and Resort.

The ultra-athletic 6-foot-6 Putzi was one of the team’s stars, typically leading the Colts out of the locker room for the pre-game warm-up with a thunderous slam dunk as Boston’s “Long Time” blared out of the gym speakers in front of a capacity crowd.

Those spectacular high school performances led to a full-ride scholarship to New Mexico State University and eventually a professional career in Europe. Along the way there were international appearances for Canada.

during a magical era for the sport in Richmond and flattered he was the first hall-of-fame inductee from a long list of great Lulu Island players. “(Former Colt star) Alan Tait was really the trailblazer when he ended up going to Oregon State and playing alongside the likes of AC Green,” said Putzi. “And we idolized the 1984 and 1985 teams. Guys like (provincial MVP) Steve Taylor. That’s where we wanted to be too.”

It was Tait’s younger brother and Putzi’s classmate Brian who intro-

duced him to hoops in Grade 8. They would be teammates all the way to New Mexico State. His coaches developed his passion for the game.

First, Walter Janzen and John Newman during his early years at Burnett, followed by Scott Ried and Sean Lawson. It paved the way for two memorable years under Disbrow who ran his program similar to the top schools south of the border.

“When I look back at Bill bringing in (Maryland’s) Dematha High and we sold out those games at UBC with

the whole Canada versus US thing.

Those are moments I am never going to forget,” added Putzi.

His involvement in the game today includes helping organize KitsFest, a multi-sport event held each August that features an outdoor basketball tournament.

He still keeps an eye on the high school level in his hometown too, attending this year’s senior boys final and watching his former teammate Trevor Kojima’s son Jordan lead the McMath Wildcats to victory.

Gawdin named WHL playoff MVP for champion Broncos control of the series for good.

A dream final season of junior hockey will conclude for Glenn Gawdin at the biggest showcase tournament of them all.

“Been waiting five years for this moment. How am feeling right now is tough to put into words but it’s worth the wait,” smiled Gawdin during the on ice post-game celebration. “Just to win with such a good group of guys makes it that much sweeter.

Every night we came to work for one another and each other. I think that showed.”

The Richmond native has captained the Swift Current Broncos to their first Western Hockey League championship in 25 years after a 3-0 game six home ice win over the Everett Silvertips on Sunday night. The Broncos now advance to the 100th edition of the Memorial Cup championship.

“I wouldn’t be able to do it without my teammates and linemates. Everyone in that room made me better. Everybody pushed me to be better and I hope I did the same for them. Success isn’t personal, it’s a team award.”

The 21-year-old Calgary Flames prospect has enjoyed a spectacular campaign, finshing second in league scoring with 125 points in 67 games, including 56 goals. The production continued in the post-season with 32 points in 24 games to lead Swift Current and earn the WHL Playoffs MVP Award.

He notched seven points in the final series, including a hat trick performance in a 3-2 game three overtime win in Everett that gave the Broncos

Richmond Strikers are U14 Coastal “A” Cup champions after defeating West Van.

Strikers capture Coastal Cup The U14 girls Metro team outlasted the West Vancouver Rangers 2-1 in penalty kicks.

The Strikers will look to add to their regular season and cup titles in July at the Provincial “A” Cup Championships which Richmond happens to be hosting.

Just like their semi-final encounter two weeks earlier, the Strikers found themselves in an early deficit before battling back.

This time they dominated much of the match after a direct red card left their North Shore rival with 10 players. Richmond equalized on the penalty and had plenty of chances to produce the game winner in the second half

and extra time.

West Van actually took the early lead in shootout before the Strikers took control, sealing the result on their final attempt.

The cup final not only put the Strikers up against the Metro League’s second best team but in conditions the girls haven’t seen for months. The game was played on a grass field in summer-like weather thanks to no coastal breeze in Aldergrove.

“The girls found a way to persevere,” said Strikers coach Mandhir Punia. “When we fell behind it just made them more determined.

You could hear them talking and encouraging each other on the field. They were able to adapt to the situation and get past it. We are so proud of them.”

Air Attack crowned B.C. champs The wait for Air Attack Volleyball Club’s second provincial tier one boys title certainly wasn’t a long one.

A week after a historic win at the 15U tournament, the Richmond club’s 13U Gold team also reached the top of the podium.

Air Attack Gold completed a thrilling run in Abbotsford with a tough straight set win (27-25, 26-24) over the hometown Orangemen in Saturday night’s gold medal match.

The Richmond-based club showed plenty of character and grit en route to the championship, highlighted by a pair of thrilling

Air Attack defeated Burnaby’s Focus Inferno (21-25, 25-22, 15-13) in the quarterfinals then dug deep to do it again in the semi-finals over Victoria Black (15-25, 2515, 17-15). The playoffs began with the a straight set win over Air Attack Black (2515, 25-13).
