Exactly a week ago today I was sitting on the patio of Many Glaciers Hotel in Glacier National Park, Montana, gazing out at a bright green lake ringed by snow capped mountains as far as the eye could see. The sun, low in the sky, was throwing long rays creating a warm, early-evening glow. At one end of the patio, people were abuzz, trying to get a glimpse of a bear foraging for food on a hillside.

This is how we ended a spectacular eight-hour hike to Grinnel Glacier where we’d followed a trail that rises to an elevation of 6,515 feet, winding around mountains, skirting lakes and finally coming to an actual glacier and brilliant turquoise lake, complete with icebergs bobbing around.

As we sat on our Adirondack chairs nursing a well-deserved beer before heading back to our campsite, we started talking to a guy from Michigan about our various hikes. We were comparing notes when he said, “Yah, I wanted to see these glaciers before they’re gone.”

This wasn’t the first time we’d heard this comment. On a shuttle bus just the day before, we talked to a woman from Minneapolis who said the same thing. And certainly reading the park exhibits and looking at the past and present pictures of the various glaciers throughout the park, it’s screamingly obvious that within our lifetimes, Glacier National Park may have to be renamed as there won’t be any glaciers left. One graph shows the natural cycles of Earth’s warming and cooling over thousands of years, but when you get to today, the line spikes off the chart.

But here’s the sticking point.

As we sit in awe of this natural beauty and feel a sense of foreboding at the thought of its destruction, the fact is our Michigan friend drove more than 1,800 kilometres to experience these vistas; the Minneapolis woman about 1,200, and us around 900 -- one way. I don’t even want to think about how much CO2 that translates into.

I don’t regret going, but I do think it’s worth pausing to connect the dots, to recognize how we are contributing to the demise of this natural wonder we claim to cherish.

Last week Kwantlen Polytechnic University hosted a two-day forum featuring keynote speaker Dr. William Rees, the UBC professor who coined the concept “ecological footprint.” He opened the forum with a truly dire assessment of where we are in terms of climate change. But the rest of the conference was about what we can do. Our feature in today’s paper discusses some of those ideas. (Pages 21-25)

Back to the glaciers, I don’t believe the answer is to simply stay home. We could have looked for a greener way to get there, but there isn’t one. The point is, focusing on individual choices is only part of the solution. We’re all operating within a larger system that only affords certain options; low-income people simply can’t buy $5 bunches of organic kale, as one speaker said. Colin Dring also talked about class, culture and the commodification of food, noting that the interests of profit don’t always align with the interests of the planet.

I’d say that’s a thought worth chewing on, although in a profit-motivated society, it may be a hard concept to digest.

Urging voting doesn’t mean race baiting Dear Editor, Re: “No place for race baiting,” Opinion, June 9.

I am writing in response to your paper’s implication that, by encouraging Chinese residents to get out and vote, I am somehow “race baiting”.

In 2000, as a newly graduated University student in Saskatchewan, I ran for city council in Regina because I wanted to become involved in public life in the country that had become my new home. Whether I was running in Regina or Richmond, it has been my consistent position that all Canadians should cherish their democratic rights by exercising their rights and responsibilities as citizens to vote.

As a Canadian of Chinese heritage, it is true that I have been frustrated by the relatively low voter turnout in the Chinese

community at all levels of government. But this does not mean that I am not equally frustrated by the overall low voter turnout in past municipal elections as a whole.

In my perfect world, I would like to see Canadians from all of our rich and diverse communities participating in the democratic process. If encouraging Chinese-Canadians to vote qualifies as race baiting, then your paper will have a lot of stories to do as I encourage Richmond citizens from all of our diverse communities to exercise their democratic right.

I really hope that the Richmond News can refrain from such labeling in the future and join me, and indeed all candidates in the upcoming election, in encouraging our citizens to vote.

What happens if you have a great year but you know your income will drop next year (say because you retire)? File a form T1213 with CRA. That form basically informs CRA that your income next year will drop, so the OAS clawback should not be necessary.

A few years ago Richmond council unanimously declared the city a GMOfree zone. Though it is not an entirely enforceable bylaw, it was a wise position, erring on the side of caution. Last week’s California legal decision implicating Monsanto in a worker’s cancer beckoned me to consider the widespread use of Monsanto’s glyphosatecontaining weed-killer (tradenamed Roundup) back home in Richmond.

This was underlined Monday when a gardener at a neighbourhood property was spraying it onto some harmless driveway “weeds.”

Actually, one main reason GMO crops exist at all is because they resist death by Monsanto’s own weed-killer.

They have been marketed as Roundup Ready crops, because they have been genetically modified to withstand Roundup.

In fact, it may not even be the GMO’s that are the biggest threat, but their attendant chemicals. Nothing else survives, perhaps not even humans, as it

inevitably ends up in our soil, food supply and bodies.

But back here in Richmond, Roundup is being liberally applied to our supposedly “GMO-free” soil by city workers to kill Japanese Knotweed next to sloughs and the Fraser River. These areas are marked and sometimes cordoned off, and the signs say it’s just topically landing on the soil. But do the math. It does not compute. It’s obviously deadly stuff because the plants I saw are quite dead after a few days exposure. It doesn’t break down and disappear.

Meanwhile, despite the blanket GMO ban, many Richmond farmers and gardeners routinely use this proven carcinogen in their fields and lawns, to kill weeds, to kill potato tops for easier harvest, etc. etc.

More than a carcinogen, it’s a neurotoxin, bad for bees, and kills healthy bacteria in soils and in animals’ bodies, including our digestive tracts, which ties to brain health. No wonder there is rampant digestive and brain disease (perhaps feeding these bad decisions).

We continue to pollute our own environment while research and clinical use has shown, for example, that Japanese Knotweed is an effective herb against Lyme Disease.

These “invasives” are only filling in gaps because the natural plant balance is upset. Same with Himalaya Blackberries, English ivy and Holly.

I don’t see glyphosate used on those introduced species. Perhaps there is a compensatory way to alleviate farmers’ battles with weeds, like giving them a good price on all that “weed” biomass for biofuel conversion.

Reaching into the future, Richmond has so much biomass that we could consider ways to become fuel self-sufficient by using alcohol to run our cars.

On Wednesday, August 29 and Thursday, August 30 the South Runway will be closed from 10 p.m. until 7 a.m. the following morning for critical maintenance of the runway.

A Richmond mother is asking the public to be more careful of discarding hot BBQ charcoals on beaches after her three-year-old son’s feet suffered second degree burns late last month at Centennial Beach in Delta.

During these closures the North Runway will be used for all arrivals and departures. This work is weather dependent. On nights where weather dictates the use of the South Runway all operations will revert to normal.

“People [need to] use more common sense when outdoors. It’s fire season, bbq season, I get it, but there are rules and you need to be aware. You need to dispose; put out a fire if you create the fire,” said Federica Carcani.

As a result of dry conditions, Richmond Nature Park’s trails are remaining closed and a “complete BBQ

and open fire ban is now currently in place at all parks, including the designated BBQ areas at Gary Point Park and King George Park,” noted a city statement.

Carcani says the park’s pit BBQs were unlocked, whereas Metro Vancouver staff, who manage the regional park, claim the pits were covered and locked.

Carcani and son Bruce had gone to Centennial Beach July 22 for dinner with friends. Bruce had been playing in the sand nearby and stepped on discarded coals, resulting in three weeks of visits to Children’s Hospital in Vancouver to heal his blackened, peeling feet.

Metro Vancouver will now be erecting more signs to educate the public about how people should dispose of the coals, including from hibachis brought to the beach.

“Lots of veterans are very upset about this. I’ve had RCMP guys shouting at me down the phone, demanding a plate. I say to them, ‘what makes you different from officers in Vancouver or Delta?’”

Hourie said the BCVCA became aware of the survey possibility earlier this year and demanded to speak to Attorney General David

Eby.

“He eventually met with us July 30 and we learned then the survey had been out for a week,” said Hourie.

“I feel it’s an insult to all our members. We should have been consulted before this stage.

“Mr. Eby told us that we needed to get our veterans to fill in the survey.

Good luck with getting a 95-yearold, who has never touched a computer, to fill out an online survey.

“We are trying our best to get the

word out to them to fill in the survey, but it’s not easy.”

Hourie said the problems started to arise a few years ago, when Legions across Canada opened their doors to the RCMP. That was followed by some veterans association in other provinces allowing RCMP members to receive the veteran’s licence plate.

“But when it came to B.C., we said no; we wanted to preserve the legacy of the veterans,” Hourie affirmed.

“We are happy for first responders to be honoured with their own plates; we welcome that and we would help them design it.”

At its inception, the province delegated the administration of the program to the Commemorative Association, which designed the plates and set the eligibility criteria.

Changing the definition of veteran would water down the importance of what the plates represent, said Sharel Duplessis, the former regional director of Veterans Affairs’ Canada Remembers program and

Politically-connected fraudster Paul Oei has been permanently banned from trading or purchasing any securities or exchange contracts by a B.C. Securities Commission panel that found he bilked investors of millions of dollars.

“He is permanently prohibited from trading in or purchasing any securities or exchange contracts; relying on any of the exemptions set out in the Act, the regulations or a decision; becoming or acting as a director or officer of any issuer or registrant; acting in a management or consultative capacity in connection with activities in the securities market; and engaging in investor relations activities,” noted the panel in a statement last week.

Oei controlled three companies (one of which he bankrupted), the panel found,

and used them to defraud his mostly Chinese investors by diverting funds intended for start-up recycling facilities — Cascade Renewable Carbon Corp. and Cascade Renewable Organic Fertilizer Corp. (collectively referred to as Cascade).

Oei was not registered under the Securities Act during his scheme.

The investment money, totalling just over $5 million, flowed through trust accounts managed by Steveston-Richmond East MP Joe Peschisolido’s immigration law firm, which is now being sued by some of the prospective investor-class immigrants in various civil suits before the Supreme Court of B.C. The panel, according to a BCSC statement, ordered that Oei and his company, Canadian Manu, pay administrative penalties of $4.5 and $1 million, respectively, and to disgorge approximately $3.1 million (the amount of the fraud less the amounts the panel found that the respon-

dents have returned to the investors). In addition to these fines, his operations Canadian Manu, 0863220 B.C. Ltd. and 0905701 B.C. Ltd. are also permanently prohibited from becoming or acting as a registrant or promoter.

According to Elections BC, Loretta Lai, Oei’s wife, donated $1,250 to the 2014 campaign for Mayor Malcolm Brodie. Oei also donated to Richmond First councillors Bill McNulty, Linda McPhail and Derek Dang, having given $3,000 to their 2014 campaign. McNulty told the Richmond News his slate donated the money to the Richmond Food Bank.

Oei contributed close to $55,000 to the BC Liberals.

Notably, the BCSC does not process criminal charges, however it has a criminal investigations team, which refers cases to the Crown prosecutor. Oei’s case was only concluded administratively by the BCSC, not criminally, which requires a higher standard of proof.

When you ask Fonda Bloy the best thing about dancing, she doesn’t say the great exercise, or the ability to do the splits (though both are bonuses). It’s all about the relationships she’s formed with her childhood teachers, the girls she danced alongside as a teen, and the people she teaches at The Next Evolution Dance Company, which she founded five years ago.

Until now, the company has been based out of other dance studios but Bloy is about to take things to the next level with the opening of her own location, a freshly renovated 1,500 sq ft space in Richmond, where she and her team will teach ballet, jazz, tap, lyrical, contemporary and hip-hop. “I’ve been really fortunate throughout my training to have had strong relationships, but that’s not always the case in dance, so when I founded my company, I wanted to do something different – to nurture dancers in a dynamic atmosphere,” says Bloy. “We all know each

other – the families, siblings, even the dads who sometimes can be excluded from dance.

We keep things close knit, supportive and fun. It’s all about camaraderie – let’s help your friend next to you! If someone falls in class, all the other students clap because they want to congratulate their classmate for trying their hardest.”

This positive and supportive atmosphere produces happy students and results – kids participate in exams, competitions and shows and many have gone on to professional careers. But it’s also about steering students through life. “Dance is a really excellent way to learn discipline, time management, and that you get results if you work hard. Also, students are spending their time on something that’s good for their bodies and creativity, not just hanging out,” Bloy says.

When the doors open on September 10, Bloy will be welcoming students of all ages, from pre-schoolers to adults, of every level and experience. “Everyone can get something from dance, whether it’s a career, or just a social experience away from your kids,” she says. Maybe not, but there’ll be a whole community of people cheering you on!

Monday, the tug somehow turned over in the water and sank. Four crew members on board made it out unharmed, but it’s not known how much diesel from the tug’s 22,000-litre capacity tank spilled into the river.

Crews have boomed the area around the tug and placed absorbent mats to mitigate the spill.

Divers in the river Tuesday were also able to plug the boat’s fuel vents to prevent more diesel from leaking out.

The City of Richmond closed McDonald Beach Park because of fuel contamination in the off-leash dog area and to allow the Canadian Coast Guard exclusive use of the boat launch.

Once the tug is hauled out of the river, Hoff said various government authorities will perform inspections and assessments. It’s still not known why the tug capsized or how much fuel spilled into the river.

“It’s unfortunate that it happened,” Hoff said. “We’re happy that the four crew [members] were able to get off the boat safely. And we’re appreciative of all support from the community and government authorities.”

Richmond’s Ironwood library re-opened on Wednesday after a small fire in a supply closet shut down the branch for just over three weeks.

Early in the morning of July 21, a fire began in a supply room before any staff or guests were in the library. Fire crews responded quickly, limiting damage to the supply room. Following the fire, the library closed to assess damage and begin restoration.

“With this sort of thing there’s cleaning that’s required.

We’re pleased now that the bulk of that is behind us and that we’re able to move ahead and open,” said Stephanie Vokey, coordinator of marketing and public relations for the Richmond Public Library, who didn’t have information about how the fire started.

Vokey added that, while the library re-opened on Aug. 15, there will likely be a backlog of returns and holds to process.

“We just need the community’s patience a little bit longer,” she said.

Having grown up on the First Nations reserve of Nazko in northern B.C., Wyminga obtained her Bachelor of Fine Arts in theatre from Trinity Western University (TWU) in 2016 and moved to Richmond soon after.

The theatre offers a 10-month professional apprenticeship to recent theatre graduates, where they can gain experiences with front-of-house, administration and production.

This is Wyminga’s second time applying for the competitive program and she was one of the four apprentices that the company hired for the 2018-2019 season.

“When I was studying at TWU, I had the opportunity to watch a lot of the company’s (Pacific Theatre) shows and I’ve wanted to work with them for a long time,” said Wyminga.

“They have a good family atmosphere and I’ll get to know many loyal, established artists.”

Some of her recent acting credits include playing: Juliet in Shadows & Dreams Theatre Company’s Romeo and Juliet; Lucy Steele in Metro Theatre’s Sense and Sensibility and the role of Gloria in her self-produced play, It’s a Glorious Wonderful Life, at the 2017 Vancouver Fringe Festival.

Besides her work in theatre, Wyminga also works for a children’s birthday party company called Pacific Fairytales, where she gets to dress up as princesses and movie characters.

She is currently living in one of the Artist Residency Tenancy (ARTS) Units, located within the Capstan Village neighbourhood, just before the Oak Street Bridge.

The 20, loft-style one or two bedroom units, which came about as part of the City of Richmond’s Affordable Housing Strategy, are made specifically for tenants whose income depends on their professional artistic practice.

Wyminga had just begun her training with the company this week and is “scared, but a good kind of scared.”

If you are biking on the road in Richmond – with your helmet on – or waiting patiently at a crosswalk, you may get ticketed by the police.

But don’t worry, the ticket doesn’t come with a fine or warning, but instead a small gift or a free treat, such as a 7-Eleven Slurpee.

This is Richmond RCMP’s Youth-Positive Ticketing Program, a program that was initiated in Richmond in 2002 and adopted widely across police departments in North America – especially in the summer.

“It’s an ongoing program, but usually it gets a little busier during this time of year, because we have kids out and about in the neighbourhood,” said Const. Tammy-Lyn Walker, school liaison officer at Richmond RCMP. A ticket will be issued to youth who are “caught” behaving conscientiously, whether they are wearing a helmet on a bike or scooter, crossing the street safely, wearing reflective clothing or helping someone.

The officer on duty will tick the “good behaviour category” on the ticket and the “ticket amount” is a free treat.

“There are enough other things out there happening, we want to shock people with the fact that we are not just here catching people speeding, reminding them to make the right

“Something as simple as a police officer telling them they made a difference, that’s the best thing,” said Walker.

Officers also hope that, through the positive ticketing program, they can break down barriers between police and youth, who will then not hesitate to turn to the police for help.

“Some people come from different countries, maybe their relations with the police in the past hasn’t been the greatest, said Walker.

“We want them to know that the police here, especially here in Richmond, are definitely people who want to be approached.”

A recent survey from the American Psychological Association (APA) found that the three most common sources of stress were the future of the nation (63 percent), money (62 percent) and work (61 percent).

Walk away. Meditate. Researchers from Johns Hopkins University examined more than 19,000 meditation studies, ultimately concluding that mindful meditation can ease stresses like anxiety, depression and pain. The APA notes

that such meditation has been found to reap immediate benefits, potentially helping people who can find time to meditate during the day to prevent their stress from accumulating throughout a hectic workday.

Find time to exercise. Exercising several days per week is especially beneficial to mind and body, but even 20-minute exercise sessions, including a walk around the grounds of an office complex or a quick swim during a lunch break, in the midst of stressful days can help people combat stress for several hours afterward.

Delegate more during the day. Men and women who feel overworked may benefit by delegating more tasks during their days or simply stepping back and taking on less work. The potential effects on your career of taking on less work will likely pale in comparison to the toll chronic stress, which can contribute to heart disease and stroke, takes on your body.

Asian Grocery Chain Opens Flagship in Richmond

The launch was celebrated with an opening party on August 16 where T &T brand drinks and snacks were given out, and the first 400 lucky customers received gift cards. There was also a six-foot dragon made out of hundreds of pieces of sushi, which customers later had the opportunity to devour.

This flagship T&T store is the first location to offer self-checkout counters (14 to be exact), which minimize customer wait time. There is also a Seafood Bar where customers select fresh seafood to be cooked by the on-site chef. Here, customers can choose the cooking method and can pick from a variety of sauces.

In T&T Supermarket’s produce section, there is a serviced weight station allowing customers to obtain detailed weight information, in turn speeding up the check-out process.

In order to cater to the tastes of various cultures, T&T Supermarket at Lansdowne Centre offers an array of produce, meat and seafood options. This includes ready-to-cook products by “Tru Gourmet” offered exclusively at T&T;

an organic produce and salad section (which includes a large selection of mushrooms), and South East Asian imported seafood.

The store also boasts over 30 Asian Street Food dishes from China, Taiwan and Hong Kong. Last week, Kwantlen Polytechnic University hosted the international conference Place-Based Food Systems 2018: Making the Case, Making It Happen. Bringing together academic and community leaders, the conference explored ideas on how “ecological, economic and social capital” can help grow local food networks. In other words, how do we, in Richmond, go from thinking sustainably, to living sustainably?

Even if the entire global population stopped polluting the world today, there could still be 30 years of climate change ahead.

At least that’s what human ecologist Dr. William Rees, professor emeritus at the University of British Columbia, believes. According to him, there’s a 20 to 30 year lag between the cause and effects of climate change, and instead of greenhouse gas emissions stopping or even slowing down, they’re currently being released at an increasing rate.

“The future is unfolding at an unbelievably, mind-blowingly fast pace and yet because we’re caught up in the moment, we don’t really fully understand the implications of that simple reality,” said Rees, during his keynote address last Thursday at Kwantlen Polytechnic University’s (KPU) Place-Based Food Sys-

“What we take to be the norm is the single

most abnormal…period in human history,” said Rees, who came up with the concept of the “ecological footprint” to measure sustainability (based on your eating, consumer, travel and living space habits).

According to Rees, humans are “liquidating the natural capital” of the planet including soils, fish stocks and forests at an unprecedented rate.

“We’ve reached the point where we are now consuming the products of most ecosystems faster than nature can regenerate and dumping wastes into the ecosphere faster than natural systems can assimilate and reprocess them,” Rees said.

“That is the definition of unsustainable overshoot.”

For Rees, this overconsumption and ongoing push towards globalization – particularly when nations only produce what can yield the highest profit, and trade with other nations to acquire everything else – has led to communities around the world losing their food independence and connection to food systems.

“The conservation of arable land (is being) tossed out the window. Around here it’s a constant struggle to keep the integrity of the Agricultural Land Reserves because the development pressures are always there, telling us that we can always import food from someplace else,” Rees said. “At least 34 countries are already unable to produce most of their own food.”

Rees also pointed out that by 2050, projections suggest that more than half of the world’s population will rely on imported food and that in southwest B.C., recent studies have shown that the region is only 40 per cent “food self-reliant.”

“Think about cities in this context,” Rees said. “Cities are the product of abundant fossil fuel and the capacity to import food from

For Rees, it’s crucial that communities simplify and localize their food systems so they can become more independent.

“We have to learn to get back into the rhythm of the ecosystems that sustain us,” he said. “Most people today have no…psychological connection to the landscape that supports them.”

One audience member asked what could

be done to address these significant, and escalating climate issues.

“Well that’s what we’re here to discuss…this whole meeting is called precisely because I think we’re beginning to wake up to the nature of these kinds of realities,” Rees said, of the conference. “We have an opportunity… to re-examine what it is that we are doing and to put that in the context of the mind-blowing acceleration of events that are almost in the process of overtaking us as we speak.”

Richmond residents need not feel they cannot contribute to local food movements by living amidst a growing concrete urban jungle, according to Dr. Tara Moreau, a plant scientist and lead researcher and educator at the UBC Botanical Garden and Centre for Plant Research.

“We can plant a garden in our backyard and we know

it’s scaling up and it’s contributing to sustainable development goals,” Moreau told her audience Thursday at Kwantlen Polytechnic University’s international conference Place-Based Food Systems 2018: Making the Case, Making It Happen.

Meanwhile, “living in a townhouse, you can do small plantings to support biodiversity. You can also support it by supporting your public parks and joining a community garden, or getting involved in local government

discussions or food policy councils.”

While Moreau has penned much peer-reviewed research, she understands that the academic literature must translate into real-life actions and solutions for people; which is why Moreau uses her position at the UBC garden to educate the public on the likes of maintaining local watersheds and committing to zero-waste initiatives.

“It’s really important that we, especially here trying

to create place-based food systems, provide people the idea that we can see there are solutions and they exist,” Moreau told the forum.

Moreau’s academic background is in studying, among other things, insect behaviour in monocrops versus their behaviour in biodiverse areas.

“Insect behaviour is fascinating but ultimately if I want to make a contribution, you have to understand human behaviour.”

Growing flowers go hand in hand with local and urban food movements, said Moreau, who wants to “raise the profile of botanical gardens as an ally of the local food movement.”

Richmond has several official and unofficial botanical gardens, including Garden City Park, which features an arboretum devoted to trees from around the Pacific Rim, and Paulik Neighbourhood Park, which features a wide variety of flowers cared for by members of the Richmond

Garden Club.

Via public education tours of the UBC garden, Moreau hopes to grow “critical, foodliterate” people, by trying “to empower people to be critical thinkers about sustainable eating” and to learn about issues such as zerowaste living.

“And [another] key element is sustainable food systems.

Getting people into their garden and eating food fresh from the garden and linking that to the procurement.”

If Richmond is to orient itself toward a sustainable, local food network it must recognize the tastes and values of each culture that makes its home here, as well as recognize the needs of people across all income thresholds.

In fact, culture and class are just two of many pre-existing biases in municipal food policy planning in North America, according to Colin Dring, former executive director of the Richmond Food Security Society (RFSS) turned University of B.C. PhD candidate in agricultural planning.

“We’ve concentrated too much on the ingredients of a certain culture’s foods and haven’t created a space for other cultures’ food,” said Dring.

For instance, if our food policies inform Chinese immigrants to eat locally but nothing they eat is grown locally then, “How do we create a space and value that?”

asks Dring.

“What does a local food system look like for a Filipino, East Indian or Chinese family? Those questions aren’t being answered.”

And, added Dring, the burdens of some local food policies may fall disproportionately on low-income people.

For instance, farmers’ markets have typically been a gold standard of local food movements.

However, they can be expensive.

“Low income people aren’t buying $5 bunches of kale,” said Dring.

Creating a local food network in any municipality has typically fallen on a citizen-led advisory group, often referred to as a Food Policy Council.

“Part of a food policy council is to resist the commodification of food,” explained Dring, citing the need to make food more visible and social, such as at farmers’ markets, however flawed they may.

Councils brainstorm ideas to promote local food and work with city planners to formulate policy direct-

ed by a city council. Richmond had a food council from about 2001 to 2015, said Dring. This council, alongside other community groups, realized tangible results in formulating urban agriculture policies.

“In Richmond they have people’s lawns that can be agricultural growing spaces… Not every city has that,” said Dring.

Likewise, unlike Richmond, some cities may promote policies such as backyard chickens.

In Richmond, urban agriculture achieved a significant boost when the Garden City Lands were saved from development. Dring also cites the Terra Nova Rural Park and ecological reserve as a big policy win.

While food councils tend to work within city boundaries they do take on larger advocacy roles. Dring and his successors at RFSS have declared mega mansions on Richmond farmland as contrary to the Richmond Food Charter.

As well, local food advocates across North America tend to oppose large-scale food suppliers, such as Walmart.

There has been a number of cities that have been successful in keeping Walmarts out. If you remember, the Richmond battle was pretty protracted. I think it took 10 years,” said Dring.

And while Walmart may provide cheaper, but non-local produce, it

is still too expensive for very lowincome residents, said Dring.

Food councils do have other problems to address, such as being too embedded in professionalism and academia. Access to councils is another issue. Some councils may lend themselves to members who are able to better navigate a bureaucracy.

But six city councillors (Chak Au, Derek Dang, Ken Johnston, Alexa Loo Bill McNulty and Linda McPhail) voted to keep larger homes this year, following a review of the city’s residential bylaws. The six also went against the recommendations (5,382-square-feet) of their own city planners, who cited land economist Richard Wozny claiming anything over 4,200-square-feet would skew Richmond farmland prices to the detriment of the industry.

Such a change would overrule controversial bylaw decisions made by Richmond city council over the past two years.

Farmwatch’s John Roston said it is “amazing” to have the provincial government step in and overrule city council.

Last year, Popham created the Advisory Committee for Revitalizing the Agricultural Land Reserve (ALR) and the Agricultural Land Commission (ALC), to guide what is expected to be sweeping changes to the ALC Act aimed at better protecting farmland and increasing food production.

But while the committee claims to have “heard unanimous support across the province for prohibiting ‘estate-style homes’ in the ALR and for restricting residences over an established size,” some farmland owners continue to oppose the change.

Legally limiting house sizes on protected farmland is among 13 recommendations for “immediate legislative and regulatory change” put forth this month in a provincial advisory committee report to Minister of Agriculture Lana Popham.

Although many farming advocates say speculative estate houses are growing at a precipitous pace and thus harming farming viability in many parts of the province, including Richmond, Popham said she wanted to wait for the report to make all the changes to the Act at once.

“Personally I am very opposed to [large houses on the ALR]. The Agricultural (Land) Reserve’s mandate is to protect agricultural land and encourage farming. We want to see, under our government, the most production coming from this very small base of food security we have in the province.”

The report was welcomed by Richmond Farmwatch members, who failed to convince city council to bring house sizes in line with the existing Ministry of Agriculture guidelines of 5,382-square-feet — which is what the committee is recommending.

“The report identifies two critical concerns that the province needs to address immediately that cannot wait until the final report is submitted — to put ‘agriculture first’ in all decisions related to the ALR and the urgent need to curb speculation in the ALR,” said member Michelle Li, via email.

“The issue is a major concern in Richmond with the daily loss of farmland to mega mansions,” added Li. In Richmond, the reduction of ALR houses from the existing 10,760-square-feet in size,

Gunraj Gill, spokesperson for Richmond Farmland Owners’ Association (RFOA), said limiting house sizes even further could jeopardize some Richmond farmers. The group claims multigenerational farming families need larger homes and, also, reducing home sizes can imperil land values.

“Keeping land value high allows farmers to borrow against their properties,” in difficult financial times for farmers, said Gill.

Gill poked holes in the report, specifically the perceived lack of feedback.

However, he said the group agreed with many other recommendations, such as examining the income thresholds for farmland tax credits, which are perceived by most people to be too low and a facilitator of speculation on the ALR. “The main thing for us is, we’re not just going to come out and completely oppose this report. We don’t want this report to be seen as a solution but the first step to long discussions across the province.”

Of 2,271 responses, 79 per cent agreed regulation of residential uses in the ALR is required. Meanwhile 14 per cent said such uses should “sometimes” be regulated. Only six per cent did not want such regulations.

The report also examined issues such as oil and gas exploration on the ALR, illegal dumping of fill and restricting cannabis production on prime (class 1) lands, such as Richmond.

Across the water in Victoria, one city staff member has been assigned the specific responsibility of managing all urban production initiatives on public and private land.

In fact, food systems coordinator Virginie Lavallée-Picard’s role was created as a result of Victoria’s “growing in the city” community consultation process that took place in 2015 and 2016.

For example, the City of Victoria amended its bylaws to support urban farmers who wanted to sell their produce at markets, or even from their own home. Now, all a resident needs is a business license – available for as low as $25 – to sell their produce.

Additionally, the city revised its community garden policy and took an inventory of all city land with future community garden potential. This inventory was then used to create a map for anyone interested to see options where they could apply to start a new garden.

Here in Richmond, there is a lot of enthusiasm surrounding community gardens.

In partnership with the Richmond Food Security Society, the city has 321 community garden plots across nine different sites growing food, flowers and other plants, run. But

The city has 321 plots to date. according to a staff report from the spring, all of the community garden sites are full and there is a waitlist of 270 individuals.

“The (community) interest has been quite heavily in the form of community gardens,” said Paul Brar, manager of parks programs with the City of Richmond. “What we’re finding is they’re a great place for people to get to know each other…and create that sense of community.”

As a result of this growing interest, city staff reported to council that they would like to see additional options for community gardens explored.

While Richmond doesn’t have a specific “food systems coordinator” or allow community garden-grown food to be sold, awareness is still a key next step for the city to move forward with its urban gardening initiatives, according to Brar.

“We’d like to see an increased understanding and awareness from the public about what urban agriculture is and how they can get involved,” said Brar, adding that it’s important to see the city’s food system as a spectrum and for residents to know they “can get organic, great food that you can produce on your own in your neighbourhood or in your backyard.”

Geothermal condos are now a growing trend in Richmond.

Using thermal energy from infrastructure built underneath for heating and cooling, these condos are marketed as sustainable, energy efficient and cost effective for residents.

However, residents who are currently living in a geothermal condo in Richmond say the cost they are paying for their geothermal energy is not as cheap as what some developers have marketed it as.

Richmond News reported previously on a geothermal condo under construction on No.3 Road when the project manager said the geothermal operation fee would be included in the strata fee, which is $300 to $450 per month.

“The costs quoted in your article are so low compared to what we have been paying as part of our strata fees, and will continue to pay for another 13 years,” wrote Paula Davies, a resident of Waterstone Pier, in an email to the News.

Waterstone Pier at the southeast corner of Richmond is known as the first geothermal condo in the city. Built around 2006, the three buildings have their own geothermal facility to heat and cool 140 homes.

Jon Sheps was one of the residents to purchase a onebedroom apartment four years ago, partly because the apartments were geothermal powered.

“The price for the condo was similar to other condos on the market when I purchased it, and I definitely enjoy the heating and air conditioning at home,” said Sheps, who is also a strata council president for one of the buildings.

“Even though we are not happy with the rate, we have to pay it for 25 years after the condo was built, according to a contract between the builder and the company that owns the geothermal facility,” said Sheps.

FAES told the News that the fees are based on the costs of ownership, including invested capital, repairs and maintenance, cost of fuels and depreciation of the facility, and regulated by the British Columbia Utilities Commission, an independent government agency that regulates energy costs.

If you look over the long term, geothermal will become cheaper when more people start using it, but the cost of electricity is only going to go up.

With free energy from underground for heating and cooling, Sheps said his hydro bill has been much smaller in his new home compared to before — he used to pay $90 or so per month including heating for a one-bedroom apartment without air conditioning, and now he pays around $40.

“Someone in my building did a calculation and said that if we add up all the fees over the years and costs of replacing a pump, the cost of living in a geothermal condo is almost even to a regular one,” said Sheps.

“But if you look over the long term, geothermal will become cheaper when more people start using it, but the cost of electricity is only going to go up. And after all, it’s green energy and better for the environment.”

Connaught Skating is beating the heat in attempt to beat the rest of the country too.

“Our top kids did a great job against some fierce competition,” said Murphy of the Ottawa event.

“These are kids working their way to the national and international levels. We wanted to get them out of the B.C. bubble. All were in the top 10 in groups of 25. We were very pleased at where they were at.

The city club has been putting in long hours at the Richmond Ice Centre over the past couple months in what is considered the most important part of the year for young figure skaters.

Now the season is winding down — leading up into this weekend’s B.C. Summer Skate in Burnaby where 97 club members are scheduled to compete.

“We also did excellent in Alberta with many making the podium. It was our mid-summer snapshot (of progress) and the coaches are really pleased at where we are at right now.”

In September, Connaught will transition into their fall campaign with limited hours as kids return to school and train in the evenings.

Connaught will also be actively involved in helping Skate Canada host the ISU Junior Grand Prix at Minoru Arenas — Sept. 12-15. While a couple of club members — Annie Lin (Chinese Taipei) and Micha Lynette (Thailand) — are expected to be competing, the club’s major role is providing volunteer support.

“Right now, we are getting the best of their energy. Their sharpness and mind power because they haven’t been sitting in a class room all day,” explained Connaught’s director of programming Keegan Murphy. “We are getting them at their peak right now and they are just so passionate and so committed. The coaches really respect that.

Islanders cap busy stretch at nationals Having secured a silver medal and looking at their fourth game of the day, Richmond looked to have little left in the tank for the championship tilt against the rested Renegades

Richmond 2000A Islanders capped a busy stretch of playoff softball at last weekend’s U19 Canadian Championships in South Surrey.

A pair tough extra inning losses resulted in a 2-5 record in round-robin play. The girls rebounded to finish their season on a high note with three straight wins in consolation play, including a 9-7 triumph over the Manitoba Thunder.

White Rock got off to an early lead and were cruising along until RBI hits by Caley Dunlop and Maggie Lawson made it 3-2, getting the crowd back in the game.

Down 4-2 in the seventh, Brooke Stoilen led off with a double and later scored to make it a one run game. The Islanders then loaded the bases with two out but were unable to cash them in.

Two weeks earlier, Richmond secured its trip to nationals with a memorable silver medal finish at the U19 provincials in Victoria.

The Islanders dropped their first two contests on Friday — losing 7-5 in the seventh inning to defending national champions White Rock 1999 Renegades, then suffering a heartbreaking extra inning loss to Victoria 2000.

Saturday saw the Islanders rally with a must win 8-1 victory over Fusion 2001, and then followed that up with a come from behind 9-6 triumph over Storm 2001 — capped by a game winning two-RBI double by Kasey Wright.

With a 2-2 record the Islanders found themselves in fourth, setting up a playoff tilt with the 2017 U16 national champions Delta Heat 2001.

“It was a great tournament, made even more entertaining by the fact that the fences were set at 235 feet. It played to our style of play as we are a very athletic team and were able to capitalize on the extra open space,” said Islanders head coach Troy Latrace.

“Caitlin Redmond used her speed to leg out two triples at key moments where the extra base made a big difference, and the outfield of Wright, Stoilen, Lawson and Miranda Herle were excellent at tracking down balls that normally would be over the fence.

“I couldn’t be more proud of these girls. “It was a true team effort and if this was this team’s final road trip, they made it one to remember.”
