LETTERS Steveston streets are a great laugh Dear Editor, It is with great amusement that I watch the new road changes in Steveston this summer with the new one-way system that is now in place.

Maybe someone should teach drivers what a one-way system is, as I am forever seeing people going the wrong way down Second Avenue.

The loud honking of car horns and colourful language is most amusing and sometimes I have to cover my ears!

And while I agree with some on city council that Steveston is a bit of a gong show in the summer, I would like to point out, as a business owner, that the real problem is with the harbour charging for paid parking in their lots — which were once free in the village.

When the spot prawn sale started in June on Steveston Harbour Authorities’ fishing dock, I came to my shop on Second Avenue at 9 a.m. and there was not one parking space to be had, while the harbour’s paid-parking lots remained mostly empty, as is the case on most days.

So if you want to do something constructive for the village, give us more free parking in July and August.

We love oneFears over way Steveston maskless hospital Dear Editor,

My wife and I noticed several letters regarding the traffic and pedestrian changes occurring in Steveston as being bad for local businesses.

We just wanted to add our voices to this noting that we — as well as other friends and people we’ve talked to while walking around in Steveston over the summer — both enjoy the traffic and pedestrian changes and that we do, in fact, continue to go to Steveston to shop and make purchases at the local stores.

Although small businesses are likely to be affected, I would suggest this is as much or more to do with the current pandemic conditions (which make many if not all of the traffic and pedestrian changes necessary).

What doesn’t seem to be addressed by detractors is that so many people within B.C. and Metro Vancouver are making very conscious efforts to support local and small businesses.

Food for thought.

Dear Editor,

Last week I had an appointment at Richmond Hospital As I sat in small waiting room, two men entered, sa either side of me and engaged in loud conversation.

Although seating was spaced, they were still close. was shocked because I saw that neither of them was wearing a mask, as if oblivious of any pandemic.

Out of concern for my health and safety in a confined space, I stood up immediately and waited outside in the hallway until it was time for my appointment.

I discovered later that the hospital does not enforce a mask policy, so patients and staff alike must take their chances in the confined spaces within the building.

This situation is ludicrous. The one place that is full o people with health problems is where I expected masks to be mandatory. Hospitals should protect not only pa tients, but also the health care workers who risk their lives every day to help us all.

Never mind being vigilant and kind and whatever else they tell us on TV.

A heavy police presence in the early hours of Saturday morning raised the alarm for a few residents of a quiet street in Richmond’s Cambie neighbourhood.

People living on or near Deerfield Crescent — close to No. 5 Road and Highway 91 — were awoken by the sound of what appeared to be armed police surrounding a detached home on the street.

According to one resident who contacted the Richmond News, police “besieged the house and arrested the occupants after a standoff that lasted about an hour.”

The resident added that the arrest involved several marked and unmarked police cars, numerous armed officers, an emergency response team (ERT) and the K9 unit.

“SPCA animal cruelty has been notified and we’re working with city bylaws to determine the next steps for these animals,” said Litchmann.

Ten animals were taken away from a Richmond home after a “horrific” case of animal neglect.

The Regional Animal Protection Society (RAPS) seized six cats, two kittens and two small poodle-like dogs from the home on Williams Road on Saturday.

Eyal Lichtmann, CEO at RAPS, said the owners had left their pets in the care of their friends or family when they travelled outside of the country before the COVID-19 pandemic hit.

The house was “covered in animal feces” and urine, and the water and food were also contaminated, according to Litchmann.

IHIT confirmed it was, indeed, their operation but couldn’t comment further.

“The RCMP was called to the home when nearby neighbours reported that they thought one of the dogs was dead,” said Litchmann, adding that the conditions were so bad the police had to call RAPS.

He added that they will be staying with RAPS for the time being.

“If the public knows of any situations like this, they need to notify RAPS. “We can come and help and make sure the animals aren’t suffering.”

There is a new outbreak of COVID-19 in a long-term care facility in Richmond, provincial health officer Dr. Bonnie Henry announced during the Aug. 6 media briefing.

A single staff member at Richmond Lions Manor, at 9020 Bridgeport Rd. near Great Canadian Way, has tested positive for the virus.

“As you know, even a single case we treat very seriously in our health care system, and Vancouver Coastal outbreak teams are on site to help investigate and follow up on those cases,” said Henry.

An outbreak bulletin posted

to Vancouver Coastal Health’s (VCH) website states that the outbreak occurred on the second floor of the facility.

Restrictions were imposed on Lions Manor on Wednesday, Aug. 5.

The outbreak at Lions Manor was one of two new long-term care outbreaks reported by Henry Aug. 6.

The second is at the Joseph and Rosalie Segal Family Health Centre in Vancouver, where one staff member tested positive for COVID-19.

There are now seven long-term care or assisted living facilities, and one acute care facility, with active COVID-19 outbreaks.

The facilities are not accepting visitors at this time due to their outbreak status.

Testing for COVID-19 continues in Richmond at the Richmond Assessment Centre (RAC) weekdays from 9 a.m. to 3 p.m. and on statutory holidays from 9 a.m. to noon.

The hours recently changed and tests are no longer done on Saturdays. (The News reported last week that the RAC was also open Saturdays — we regret this error.)

Vancouver Coastal Health (VCH), which runs the testing site in the parking lot of the Richmond Tennis Club at 6820 Gilbert Rd., said they recently changed the hours, adding the hours could change again.

To confirm the hours of the testing site, go online to BCCDC.ca and search for “Collection centre finder.”

As of last week, 104 Richmondites had tested positive for COVID-19, up by three from the previous week.

City-run fitness centres re-opening Richmondites will be able to work out at three cityrun fitness centres starting Monday.

Seventy-five-minute sessions can be booked at South Arm and Thompson community centres and at the Minoru Centre for Active Living.

Registration started Wednesday morning at 10 a.m. for next week, but, after that, registration will begin every Monday for the following week.

There will be no drop-in sessions.

All city facilities closed in March due to the pandemic, but playgrounds and outdoor courts were brought back online in June.

Anti-hate campaign launched Richmond RCMP.

There’s no place for hate in Richmond.

That’s the message of a joint initiative launched last week by Richmond RCMP and the city, aimed at reaching out to the community to combat racism and hate-motivated incidents.

Starting this week, anti-hate posters will be distributed throughout Richmond, according to a press release issued by RCMP. The posters will urge people to reach out to police if they experience or witness any hateful behaviour.

While the poster originated as a result of racially motivated incidents in recent months, it also addresses other forms of hatemotivated incidents, according to

Richmond RCMP say they are “proud to serve the culturallydiverse community of Richmond,” but note that while the “majority” of residents are positive and respectful of one another, racebased and other forms of targeted hate exist.

“We are sensitive to the fact that our community is woven from many cultures and ethnicities, as is the makeup of our officers that proudly serve Richmond,” said Supt. Will Ng, in a statement.

“Be assured that we will always investigate and treat all hate-motivated crimes seriously and contin-

ue to do our utmost in protecting our community.”

Richmond Mayor Malcolm Brodie also condemned any racist or hateful behaviour in the city.

“The public can be certain the City of Richmond does not, and never will, tolerate hateful behaviour,” he said in a statement.

“Such attitudes and actions do not reflect the community’s celebration of our rich history of culture and diversity. Council supports the RCMP’s focus on building public awareness to call for help if they experience any hateful behaviour.”

The posters will be placed in public buildings around the city.

Richmond RCMP will also disseminate the posters through Richmond RCMP Business Link and Block Watch, as well as have officers from the Community Policing Unit distribute them to the community.

Driver accused of killing Christy Mahy extradited to Canada

The man accused of causing the death of a Richmond woman six years ago has been extradited from Europe to finally face justice.

Erjon Kashari was arrested recently in Bulgaria and was being held in custody, awaiting extradition.

Kashari was allegedly behind the wheel of a Pontiac SUV in July 2014 when it slammed into 36-year-old Christy Mahy, who was standing at the intersection of Russ Baker Way and the Dinsmore Bridge.

Years later, he was finally charged with criminal negli-

gence causing the death of Christy, but had left Canada.

Bulgarian TV footage on YouTube appears to show Kashari being escorted onto a flight on Tuesday.

And court records show that he appeared in court the same day, with another appearance scheduled for Thursday in Richmond.

Christy’s father, Ron, has fought hard to get answers from the authorities and bring the driver back to Canada to face the charges.

Eighty-five people were identified in Richmond as being without a permanent home — up by 21 per cent since 2017.

While 58 people were temporarily housed in shelters in Richmond, there were 25 people found living unsheltered in the city on March 3 and 4, during the 2020 Metro Vancouver homelessness count.

Two more people were identified as having “no fixed address,” bringing the official total to 85. Fourteen were Indigenous.

De Whalen, chair of the Richmond Poverty Reduction Coalition, said it’s frustrating the numbers don’t seem to change over the years. In 2005, there were 35 homeless people in Richmond and in 2014 this number was still just 38. In the 2017 count, 70 homeless people were identified.

While the addition of the Salvation Army shelter and a temporary shelter in central Richmond are helping, the problem is “deeper than just housing,” Whalen said.

Student’s petition calls for mandatory masks Alan Campbell

A Richmond student has kicked off a petition to make masks mandatory before the start of the school year next month.

Victor Lam launched his Change.org petition two days ago, with an original goal of 200 signatures.

By Wednesday morning, more than 2,500 people had signed, with the plan being to send it to B.C.’s medical health officer Dr. Bonnie Henry, Health Minister Adrian Dix and Premier John Horgan.

Thieves plunder community garden August is when flowers and vegetables take centre stage in the garden, but a green-thumbed Richmondite is feeling the frustration of having five months’ hard work ending up on someone else’s dinner table.

Rita Blosmanis, who has been on her knees since March tending to her rented plot at the Paulik Neighbourhood Park, said she arrived at her plot on Saturday to pick up some fresh vegetables for dinner.

Instead, she found her beet leaves cut, the gate damaged and the wire fence severely bent.

“It really hurts,” Blosmanis said. “I had been here the day before in the morning and in the evening watering and looking after them. And you come a day later, they are all gone.”

“People recognize gardening work as sweat equity. I spent so much love, passion for growing and I look forward to the food.

And in one disgraceful moment, they just chopped it down,” said Blosmanis.

“In this neighbourhood there are many residents with dogs and over the years they would pass on and I thought, maybe we can have a little memorial for our dogs and we’ll call it the Dog Gone Rock Garden.”

Along with neighbours Matthew Lusk and his wife Jamie Millar-Dixon, Mitchell first bought five quartz boulders to help decorate the garden a bit more.

“We’re working with the Steveston rocks people to get the giant rock painted as a memorial for frontline workers as well,” said Doug.

“We want the line ‘To those who work at risk so that we could have a sheltering place’ or something similar to that painted on it as our nod to those folks.”

Some rocks that were in the garden said “in memory of Barclay and Cleo,” while others thanked healthcare heroes with positive words as well as Dr. Bonnie Henry’s famous saying “Be Kind, Be Calm, Be Safe.”

Mitchell told the Richmond News that the garden has also helped bring a bit more joy and positivity to the community.

The garden, he said, has come a long way and many community members come by with their families to check it out. Some even used the garden as a way to teach their children how to identify colours.

Richmondites are being encouraged to share and embrace the “Rediscover Richmond” campaign to explore new things in the city and support local businesses which have been hit hard by the pandemic.

Rediscover Richmond is a collaborative effort by Coun. Chak Au, the Richmond News and Tourism Richmond, the latter of which highlighted a list of 31 summer activities for the public.

“Many of us have been living here for quite a long time, but there are still many places that we have never been to. For example, do you know there is a Russian grocery store in Richmond?

Do you know which local restaurant used to be a courthouse?” said Au at the campaign launch on Friday.

“It will be a great opportunity to get out and try some new activities if we don’t know answers to these questions. And each resident can be a

COVID closes Steveston bar

One of Steveston’s more popular evening haunts has closed its doors permanently.

The Porthole — off No. 1 Road, between Moncton and Bayview streets — announced on Facebook earlier this week that it had to close due to the pandemic restrictions.

The bijou, 30-seater wine bar had been a relative hit in the village since it opened, with regular live entertainment.

The Porthole was one of the first in the village to reopen after the pandemic struck, setting up tables in its parking lot to adhere to physical distancing rules.

GREGORY, Robert Benjamin April 17, 1937- August 5, 2020 Bob, the kind of guy who would bring a rocket launcher to the dinner table, left us on August 5 in Richmond, BC. Bob was born in Port Arthur (Thunder Bay), ON, and moved to Victoria, BC to join the RCN at the age of 17. A total trooper, he was voluntold to replace a blind date who came down with appendicitis, and that’s how he met his soon-to-be wife, Kay. Bob and Kay married April 1958 in Qualicum Beach, BC. Bob graduated with a bachelor’s degree in physics and worked in the early days as a computer programmer. A master storyteller with a gift for embellishment, he applied that talent and became a high school science teacher at Steveston Secondary. Bob introduced the computer science program to the Richmond School District. A creative person, he had many passions including militaria, code-breaking, Italian culture, music, minerology, jewelry making, playing bridge, and jokes you wouldn’t tell your mother.

He is sorely missed by Kay, his sons Nathan and Adrian, and his daughter-in-law Barbara. In lieu of flowers, donations may be made in Bob’s name to the Vancouver Symphony Orchestra, Richmond Food Bank, or the Vancouver Island Military Museum. A celebration of Bob’s life will be held at a later date.

It is with profound sadness that we announce the passing of my wonderful wife Gloria Enno on July 25, 2020. Gloria had just celebrated her 80th birthday and her Diamond (60th) wedding anniversary on December 26, 2019. She passed away peacefully in palliative care at Richmond Hospital.

It is with a heavy heart we announce that Peter (’Pa’) passed away peacefully at 95 in Richmond, BC. Survived by his loving wife of 70 years, Barbara; daughters, Lizbeth (Bill) and Bridget; grandchildren, Emma, Daniel, Laura, Sarah; and five great−grandchildren. Born in England, Pa spent time in the British Navy before establishing a successful building and decorating business. He and Barbara immigrated to Canada in 1991. Pa will be remembered for his passion for soccer and cricket, colourful storytelling, the joy of gardening and woodworking, and his love of the sea. At 6’4 he was a big man with an even bigger heart. A special thanks to the amazing staff at Richmond Hospital and Minoru Residence for their care and compassion. In lieu of flowers, donations to Richmond General Hospital are greatly appreciated. Celebration of life to occur at a later date.

Gloria’s greatest love was her family. She is survived by her loving husband Tim; her three children Terry, Kelly (husband, George), and Tim (wife, Ann); and two grandchildren, Timothy and Melissa. She will be missed by her two (of many) Shih Tzu dogs, Marco & Polo who made her laugh with their antics.

She started "Gloria’s Bed & Breakfast" during Expo 86 running for over 20 years which resulted in many friends worldwide. Gloria was deeply involved with the Richmond Curling Club creating many lifelong friendships. She proudly displayed her 8−ender trophy (an award her husband never received). She loved watching curling on TV and live, including the Scotties, the Brier, the Worlds, and culminating with the 2010 Olympics. Gloria ran her own "kitchen" Bridge Club for over 20 years, holding the trophy four times. Gloria was the "Garage Sale Queen"; she spent Saturdays with her bestie, Diane on their quest for hidden treasures to share with everyone. Her final love was her orchid collection (inspired by her daughter Terry) that filled her living room window with 50+ orchids.

Gloria’s story has sadly come to a close, however, her family and friends all have wonderful memories to celebrate a life well−lived. There will be no funeral service by request. In lieu of flowers, please consider a donation to the Richmond SPCA.

SUMMONS ENVIRONMENTAL PROTECTION NOTICE TAKE NOTICE THAT FortisBC Energy of 16705 Fraser Hwy, Surrey, BC V4N 0E8 applies to the Metro Vancouver Regional District (“Metro Vancouver”) pursuant to the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008 for a permit amendment.

1. The purpose of this application is to request an amendment to permit GVA1104 issued September 28, 2018 from a Liquefied Natural Gas (LNG) facility located at 7555 Hopcott Road, Delta, BC V4G 1B7.

Central to the facility is a 46,000 m3 LNG storage tank and associated liquefaction equipment that is capable of generating 1510 m3 of LNG per day. Pipeline grade natural gas enters the facility at which point the pressure is increased through an inlet compressor unit. From there, the natural gas is sent through a series of treatment systems removing background sulfur, carbon dioxide, water, mercaptans, and other hydrocarbons that would otherwise freeze during the liquefaction process. The amended application would add the sulphur compounds to the current waste combustion stream. The treated natural gas is then passed to a cold box unit where it is liquefied and sent to the LNG storage tank.

2. The legal description of the land or premises where the plant, operation or source and treatment works are or will be located is PID 029-263-301: Lot 1 District Lot 135 Group 2 New Westminster District Plan EPP28232 Except Plan EPP36476.

3. A summary of the emission characteristics for the entire facility is as follows: a. Combustion processes: Primary fuel Natural Gas Current Requested b. Maximum number of sources: 2 2 c.
