Call me naive, but I wasn’t expecting the reaction we got from some to last week’s front page of a Black woman and her three kids proudly supporting Black Shirt Day. If anything, I thought the image would be inspirational and, for many, it probably was.

After all, similar to Pink Shirt Day, which stands against bullying or Orange Shirt Day, which is a recognition of Indigenous peoples and the trauma of residential schools, Black Shirt Day acknowledges the systemic racism against Blacks and, as the chair of the Richmond School District says, presents an opportunity to understand the history of Black communities and their contribution to Canadian society.

So what’s the problem?

Well, the various outraged letter writers word it differently, but there is a theme.

Here’s a taste of what I’m talking about: (Don’t we know that by putting that photo/story on our front page, the Richmond News is) “only helping to promote the false narratives of “Systemic Racism” and “White Supremacy”, which are popular talking point used so dishonestly by liberal and radical/Marxist politicians? These were obvious problems in prior years, but if you look at the facts these are no longer major problems today (despite what our political elites want you to belief!) Thankfully for the most part these repugnant issues have been already successfully resolved!

Unfortunately, by providing these fraudulent storylines with its platform the Richmond News is guilty of helping radical Marxist groups like BLM and Antifa with their objective of destroying Western civilization and all of the good it has stood for over the years.”

A few interesting things to unpack here.

First, as with other letters and Facebook posts we received, the writer claims to be “all for equality.” But goes on to say we

already have that.

It reminds me of the Conservative senator Lynn Beyak (a white woman) who claimed residential schools weren’t that bad. Not like she’d ever been to one, but as a teen she dated some guys who went there and they seemed OK. To claim authority on an experience one never experienced seems the height of arrogance. Granted, I haven’t been there either, but this is where listening to those who have comes in.

And then there’s that bit about Marxists/ terrorists. Here’s a fun fact: According to a Washington Post article, Karl Marx and Abraham Lincoln, who were contemporaries, corresponded and had deep respect for each other.

For sure, atrocities have occurred in the name of Marxism, as they have in the name of republicanism, capitalism, Christianity, even environmentalism. That doesn’t mean there is anything inherently evil in any of those ideologies or religion.

Moreover, it’s not surprising there is a

leftist component to Black Lives Matter. It’s often forgotten that Martin Luther King Jr. didn’t just advocate for civil rights, he also advocated for economic rights. He was well aware that the right to vote doesn’t mean much when you’re hungry.

And regarding terrorism, for sure there has been violence at some Black Lives Matter protests (instigated by both protestors and police), however that’s not the same as planting bombs in public markets.

Finally, the idea that the “facts” show that racism has been “successfully resolved” is perhaps most concerning.

The facts simply do not show a resolution, rather they show consistent disparity between racial groups.

I don’t expect to change the mind of this letter writer, but I do expect our school system to change attitudes by encouraging conversations about — and shining a light on — the reality of racism and social inequities in general.

Black Shirt Day is a great place to start.

Good on our trustees for embracing it.

Cat bylaw won’t save birds Rat poison ban The Editor,

Re: “Richmond pushes for education to stop cats from killing birds,” News, Jan. 21.

Last week, I read with some dismay about city council’s discussion regarding the banning of cats from the outdoors due to their impact on the bird population.

Firstly, I must tell you that I am both a devoted cat owner and an avid birder, so hopefully, can have a somewhat balanced approach to this divisive issue.

We have owned cats for over 30 years (seven cats in all) and I believe we have had precisely one bird fatality in all that time, despite allowing our cats outdoors.

Our cats stay very close to home and are well-fed, therefore eliminating the need to hunt for further meals. This is the case for the majority of domestic cats — I think you will find the problem lies with

the feral cat population, as they have to hunt in order to survive.

And no bylaw is going to have any impact whatsoever on their behaviour. And besides, far more birds are killed every year by flying into reflective glass than are ever killed by domestic cats.

Our cats are quite content to just watch the birds in our garden from their perch indoors — safe for everyone.

I must add here that we have done everything possible to try and keep our cats in our garden, going to considerable expense and trouble in an attempt to thwart their fence-vaulting abilities.

This has involved nailing plasticspiked netting all along the top of the fence and gate, but to no avail — they simply walked gingerly over it and were undeterred!

We even looked into building a “catio,” an outdoor area with a chicken wire enclosure over our back deck, but this was to involve some structural change to the outside wall and even more cost, and was impractical.

Once you have introduced cats to the outdoors, it’s impossible to then confine them indoors for the rest of their lives — they would become agitated and destructive in very short order (and their owners wouldn’t fare so well, either!).

I am very relieved to see that city council voted down this proposal, and do hope that if the issue is ever raised again, that all parties concerned will be considered.

Open letter to mayor and council,

The Garden City Conservation Society strongly supports banning anticoagulant rodenticides. We congratulate director Peter Russell and staff for their report, “Banning Rodenticides on City owned property in Richmond.” In this report it states: “There is very limited information regarding the effectiveness of anticoagulants in managing general rodent populations in Richmond.”

Because of widespread use of that unproven method of pest control, our raptors die slow and painful deaths. A single owl would kill about a thousand rodents a year in natural pest control, but the unnatural pest control is instead killing the owls.

The above report also notes, “Provincial guidelines state that [anticoagulant rodenticides] are to be administered when all of the pesticide-free methods have been deemed unsuccessful at managing infestations.”

But that’s not always happening. I’ve seen the bait stations at townhouse complexes next to Garden City Park, a natural area where birds should have a home, not a death sentence.

This sort of use of rodenticides is a dangerous experiment, a sloppy use of an easy means, not science. I believe the city’s current intent is to be more scientific, and in that case we’re on the right track.

Damages won for second-hand smoke Mansion shooter strata lot on Aug. 8, 2019, due to the smoke and scents.

A Richmond condo owner has won $500 in damages after complaining about her neighbour’s second-hand smoke and aromatherapy scents.

Pui-Ling Yee took her grievances with her neighbour and their strata — at the Park Residences tower just off Minoru Boulevard, on the west side of Richmond Centre — to a B.C. Civil Resolution Tribunal (CRT).

Yee claimed the strata failed to investigate her complaints about second-hand smoke and aromatherapy scents entering her unit from a neighbour’s unit.

She alleged that the strata acted in a “significantly unfair manner by failing to enforce its nuisance bylaws in a timely manner” and claimed $2,141.34 as compensation for having to move out of her

The tribunal heard how, for around a year, Yee had to live next door to a neighbour, who smoked almost every day.

Firearms bylaws were broken and criminal charges have been recommended by the RCMP, after someone started taking pot shots at snow geese from a Richmond farmland mansion late last year.

The strata denied Yee’s claim, saying that it “enforced its nuisance and smoking bylaws in a reasonable manner.”

And, according to a note from her doctor, the smoke and scents worsened her allergies and asthma and affected her ability to sleep.

It also says it hired a contractor to examine the ventilation in Yee’s unit and that the contractor found no problems.

According to details in the judgment, the smoking finally stopped, but only after Yee’s neighbour had moved out.

The memo detailed how the discharge of the gun at the mansion on No. 4 Road and Steveston Highway did breach the city’s rule of being inside 135 metres of both a highway and a “dwelling house.”

A tribunal adjudicator ruled that the strata “initially failed to investigate Ms. Yee’s complaints and enforce its bylaws in a reasonable manner” and awarded Yee $500 as damages for “significant unfairness” and half of her claimed CRT fees and dispute-related expenses.

But, given that her strata’s bylaws state that a “resident should not cause nuisance or hazard to another person,” Yee decided to take the strata to the CRT because of its handling of her complaint.

“This is a violation of the Firearm Discharge Bylaw and the City has the option of pursuing this as a bylaw prosecution in Provincial Court,” wrote Carli Williams, manager of Business Licence and Bylaws, in a memo to city council.

The adjudicator declined to make the other orders requested by Yee who, in the judgment, was reported to suffer from “allergies and asthma” and can’t tolerate second-

The bylaw violations and potential charges came to light in a city staff memo to city council with regard to a request from Coun. Michael Wolfe who, after the incident last November, called for a closer look at the hunting bylaws.

“As of the date of this memo, the RCMP has recommended to Crown Counsel that the individual be charged with three offences under the Criminal Code. While the City could proceed in parallel with a bylaw prosecution, proceeding with the (criminal) charges is preferred...”

As per Wolfe’s motion, staff are looking into potential modification and editing of the firearms discharge map.

Dashcam wanted for City council concerned shooting investigation about Deltaport expansion Homicide investigators are asking drivers to check their dashcam footage following a fatal shooting earlier this month.

The Integrated Homicide Investigation Team (IHIT) is asking anyone who was in the parking lot of Lansdowne Mall, 5300 No. 3 Rd., on Saturday, Jan. 9 between 6 p.m. and 8 p.m. to come forward if they still have their dashcam footage. If so, the public is asked to call 1-877-551-4448.

The victim of what’s thought to be a targeted shooting, Dilraj Johal, was found with “multiple gunshot wounds” in his condo near Lansdowne and No. 3 roads on Jan. 9. He later died of his injuries after being transported to the hospital.

Hit-and-Run witnesses wanted Richmond RCMP is also appealing for witnesses to a hit-and-run incident that sent a pedestrian to hospital on Jan. 12 Police said officers arrived at the 8500-block of Ackroyd Road, between Cooney and Arcadia roads, around 5:30 p.m. after receiving a report that a vehicle

had hit a pedestrian and left the scene.

A man had just parked and gotten out of his vehicle when he was allegedly struck by a silver or grey 1990s model Toyota Corolla. He was taken to hospital for treatment, but was later released. Call 604-278-1212 if you have information.

Large police presence in south Richmond A large police presence in an industrial area of south Richmond on Sunday raised the alarm for some Richmond residents.

A few of them contacted the Richmond News, with reports of 10 RCMP vehicles with lights flashing at 6:30 p.m. in the area of Rice Mill, No. 5 and Dyke roads.

Richmond RCMP told the News a search was taking place for a man who had allegedly breached his curfew. The man in question was arrested and is in custody, awaiting his bail hearing, police said.

Richmond city council is asking for more information about a second proposed expansion of port facilities in Delta, but at least one councillor would like the city to take a stand against it.

City council voted 7-2 in the summer to oppose the Roberts Bank port expansion, and this week they endorsed a report highlighting concerns and asking for more information about a proposal

by Global Container Terminals Canada to expand its facilities in the same port facility.

“The cumulative effect of these projects is staggering,” she told the Richmond News.

Concerns touched on the environment, traffic as well as pressure on industrial land that will be forwarded to both the provincial and federal governments as part of an environmental assessment.

The staff report notes the Deltaport expansion is proposed in an ecologically sensitive area, and asks how adverse effects to species at risk, habitat, birds and marine animals can be avoided both during construction and when the expanded port is operational.

Global Container Terminals Canada is proposing a 44-hectare expansion including a larger rail system and new barge berth at the Deltaport facility.

Last summer, Richmond council was pushing the province to develop a coastal strategy to address similar themes — piecemeal development on the coast and threats from industry and development on coastal species and their habitats.

Richmond Coun. Carol Day said she voted in favour of asking for more information, but she wants the city, in the future, to take a stand against this project.

A decision is on the Deltaport project is expected in late 2021.

Schools ‘safe:’ VCH Maria Rantanen

Many parents have inconsistent and inaccurate information about COVID-19 transmission and how safe schools are, according to Richmond School District, and this is causing anxiety for parents.

Although there were about 50 exposures of COVID-19 between September and December in Richmond public schools, district superintendent Scott Robinson explained there haven’t been any known transmissions of the virus.

But parents are still worried given the information they are receiving.

“It is clear from some parent communications that a significant amount of inaccurate information is circulating in the community that may be adding to parents’ fears about sending their children to

school,” Robinson explained in his December report to the board of education.

This prompted school trustee Heather Larson to initiate a motion to work with public health to develop “more consistent and accessible communication” about COVID-19 in the school context.

In a recent press release, Dr. Alex Choi, a medical health officer with Vancouver Coastal Health (VCH) said she wants school staff and families to “feel reassured that schools are a safe and low-risk environment for COVID-19 transmission,” calling the safetey plans “robust and effective.”

“I think we’re all feeling inundated with information from social media and the inconsistencies lead to anxiety,” Larson said.

But teachers are also feeling anxious about their workplace, according to a recent survey from the Richmond Teachers’ Association.

Nearly 76 per cent of respondents said they’re worried about bringing the virus home to their families, and about 63 per cent said they are often concerned and anxious about their health and safety in school.

Seismic upgrades pegged at $31M Kirsten Clarke

William Bridge and James Whiteside elementary schools will be seismically upgraded to the tune of $31.2 million.

Construction is slated to start at the two schools in early 2022 and be completed in early 2023, the province announced last week.

“William Bridge Elementary and James Whiteside Elementary will soon be aligned to modern seismic standards and these foundational changes will be welcomed by students, staff and parents,” said Richmond Board of Education chair Sandra Nixon.

Richmond School District is adding $2.14 million to the Whiteside project to improve accessibility, the HVAC system and interiors as well as for energy enhancements.

At both schools, students and staff are expected to remain on site while the upgrades are being completed.

Currently, Mitchell, Manoah Steves, Tomsett, James McKinney and Maple Lane elementary schools are being upgraded.

Urban Lansdowne vision pitched

Developer plans housing for up to 10,000 people at current shopping mall

The grandstand at the racetrack seated 4,500 spectators and, later, another 1,000 seats were added. There were 60 sellers and 60 cashiers in the stands and the track included a clubhouse. Originally, there were 30 horse stalls, but over the years that increased to 360.

The Joni Mitchell lyrics “they paved paradise and put up a parking lot” could have been written about Lansdowne, which morphed from grasslands to farmland to concrete jungle over a few decades as the automobile and its oil-dependent economy pervaded Lulu Island.

The Lansdowne Race Track was one stop on the Vancouver-Steveston Inter-Urban Line. In the Lansdowne area, there were four stops on the tramline: Alexandra Street, Lansdowne Race Track, Ferndale and Garden City.

But a seismic shift is happening in the heart of downtown Richmond as the current owner of Lansdowne Shopping Centre, Vanprop, plans to transform the quintessential suburban mall into a home for thousands of people surrounded by shops, restaurants, public amenities and greenspace.

The project has been delayed well over a year because of the COVID-19 pandemic, but it is finally on next week’s planning committee agenda.

The 50-acre parcel used to be part of the Western Lulu Island Grasslands where thousands of First Nations foraged for food in the summer. In the early part of the 20th century, it was transformed into one of the continent’s premier racetracks with a busy stop on the Inter-Urban tram that ran from Vancouver to Steveston. And in the 1970s, it became a shopping mall, a hub of consumer culture.

The mall’s original name was Lansdowne Park Mall, but not much green is left at the site with its paved parking stalls surrounding the concrete shopping centre building.

where the Halkomelem-speaking First Nations, the Coast Salish, would gather blackberries, horsetails, cinquefoil roots (silverweed), clover and other plants in the area. They would also hunt deer and beaver as well as seals and sea lions and fish for eulachon and sturgeon.

The area was slowly settled by farmers in the late 1800s and early 1900s. Then in 1923, an 81-acre parcel was purchased from a local farmer, J. Hemphfield, on behalf of the West Coast Jockey Club to build the Lansdowne Park Race Track.

Earle A. Lewis described the track in Turf & Paddock as “one of the finest racing strips on the continent,” pointing out at the time of writing, June 1950, that three Canadian track records were held at Lansdowne.

Lansdowne Park Shopping Centre The track finally shut down and the tram stopped running in the late 1950s. Richmond, while still a fairly rural area at this time, was looking to the future, which included a new shopping experience with cars as the primary mode of transportation — it’s no surprise the current zoning for Lansdowne is “auto-oriented commercial.”

When Lansdowne Park Shopping Centre was built, it covered the western half of the racetrack – the eastern half was left for future development.

A 1982 document shows a proposal for this eastern half of the racetrack that included a park with an amphitheatre, a lake, plazas, trees and a curling rink. That plan never materialized and the lot now houses Kwantlen Polytechnic as well as some residential towers.

Other stores were Ingledew’s, Bootlegger, Footlocker, Le Chateau, Coles Books and A&A Records and Tapes. In the 1990s, the main stores were Zellers, Toys “R” Us, SportChek and Safeway.

In 1984, the property was bought by Vanprop.

“Lansdowne (mall) was a destination when it originally opened, it was an attraction in the region,” said Jesse Galicz, Vanprop’s vice-president of development.

Public amenities envisioned for the project include a large park, a civic plaza, an events space, public art, a linear park that connects to the Oval and a 53,000-squarefoot amenity building, for example, a community centre.

“This is a project we want to get right,”

That includes getting the right type of housing to make it a complete, inclusive community, he added.

“We think it’s a special place in Richmond and we want to elevate it back to that special place,” Galicz said.

“I think with the amount of public amenities, and the services that come with a project like this, it’s going to be a destination for people in Richmond to come to, to spend their Saturday nights or Sunday afternoons — and it’s going to be an exciting place to live because you’ll have everything at your fingertips.”

More than two years ago, Richmond council endorsed Vanprop’s master landuse plan and implementation strategy, which laid out how the project could unfold over the next 15 to 20 years.

If council endorses their OCP amendments, Vanprop can start rezoning the property section by section, incrementally building out the site with the eventual demolition of the current shopping mall.

Galicz said the first planned phase is 1,500 residential units in mid-level and high-rise buildings in the northeast corner.

The next phase is mixed-use with commercial, office towers and, finally, the pedestrian retail high street with cafés, retail stores, a grocery store and other services.

The First Nations Bunkhouse in Steveston is an “extremely important part” of Richmond’s heritage, says Richmond City Coun. Harold Steves.

“It was estimated to cost about $160,000 to repair it about 30 years ago, and it’s deteriorated badly since then, but it’s an extremely important part of our heritage and we’re going to get on with it,” Steves said during a committee meeting Tuesday.

A city staff report states that that there are currently few opportunities within Richmond and across the province for the public to learn about the history and heritage of Indigenous peoples’ in the fishing industry.

Sharing these stories would “tell a more complete story of early Steveston,” the report states. Part of Steveston’s history is told through other interpretive programs at Britannia Shipyards, including the Chinese Bunkhouse, Men’s Bunkhouse, Manager’s House and Murakami House.

The bunkhouse plan was discussed — and approved — at Tuesday’s parks, recreation and cultural services committee meeting. However, it still needs to go to city council for final approval.

A Richmond teacher has collaborated with two of her students to create their own picture book about sustainability and to share the beauty B.C. has to offer.

Jimena Perez, a teacher at Thompson elementary, has always been a fan of picture books, but wasn’t able to find one that she was happy with when Earth Day came around in 2019.

“Sometimes fewer words are more and a picture book can be used to help prompt discussions more than a novel could,” she added.

The Chan sisters told the Richmond News they really care about the environment and hope the book will continue to “remind (everyone) to start doing something to protect it.”

“There are lots of books about recycling and such, but there wasn’t just a simple nice picture book where you can talk to kids about how to take care of the environment or what our local animals and places are like,” said Perez.

Perez made it her New Year’s resolution in 2020 to create one, and the pandemic restrictions gave her the opportunity to do it with the help of her students Alexis and Avery Chan.

“We are very honoured that Ms. Perez gave us the opportunity to be a part of such a great and meaningful book.

We had so much fun illustrating this book … (and) we hope everyone will enjoy it as much as we did,” they said in an email.

“Because our new B.C. school curriculum is so focused on our local land and animals we have in the province, I knew I wanted to include all that in the pictures for my own future book.”

The book titled Home: A West Coast Inspired Book is told from the perspective of a bald eagle and explores the various animals and landmarks in British Columbia.

The books are still being printed and are expected to arrive sometime in late February. Perez is accepting orders and answering any questions by email at jimenap418@gmail.com.

Bursary launched for single, Black moms A Richmond resident has kick-started a bursary for Black single mothers to coincide with Black History Month.

La Toya Barrington — whom the Richmond News has featured several times in the last year for bringing awareness to issues affecting the Black community — said, when times were hard as a single mom, her community had her back.

“I was once a young single mother of three children on welfare,” said Barrington on Facebook.

“Trying to make ends meet, I started cleaning houses and running errands for family and friends.

“I know firsthand the challenges of trying to keep up with my financial responsibilities and trying to start a business at the same time.

“I have endured the struggles of having to go to food banks. I have wit-

nessed the many eviction notice letters, and disconnection of utilities.”

Barrington said she’d love to be a stepping stone in easing some of the educational financial burden for single moms looking to better themselves.

In order to be a recipient of the bursary, the applicant must write a short essay about their educational goals, and how this bursary would help them.

Barrington is inviting the public to donate to the bursary cause, with a goal of raising $2,000 by the end of January. Email her by the end of Thursday, Jan. 28 at Latoyago2girl@gmail.com.

Divide and (try to) Conquer Introduction It happens from time to time that property is owned by several people, one of whom passes away or otherwise may want to sell her or his interest in the property. In the case of an Estate, it is not always straightforward. The surviving owners may not be able to afford to buy the deceased person’s interest. The person(s) who inherits the deceased’s interest in the property may not be able to afford to own the interest. One common example of this is where a deceased owner bequeaths their interest in their house to two children, one of whom wants to continue living in it and the other one wants to sell in order to realize the value for themselves.

What to do? Well the answer, at least in B.C., is known as Partition and Sale. Our governing legislation is the Partition of Property Act. This Act is critical to our ability to manage multiple interests in properties.

The Act essentially gives the Court the discretion to order a sale of the property in question, as well as how to distribute the proceeds of sale.

In January, two cases have come before the Supreme Court of B.C. and it is worthwhile to take a look at them.

Tseng v. Tseng The deceased (who died in 2018, without a Will) and his wife lived for some time in different countries but more recently lived in Vancouver.

They have four children, all adults and two are disabled. Three live in B.C. and the fourth lived in Asia but now lives in Toronto. The deceased owned interests in numerous assets, in Canada as well as in Asia. Among them were two strata properties in Vancouver. The deceased, in 1993, gifted a half interest in one unit (#110) to his son. He gifted a half interest in the other unit (#208) to his son, in 2000. In 2015, he gifted the other half of unit 208 to one of his daughters.

The surviving son sought to have both properties sold, due to his financial needs. The other members of his family, including his Mother (the Administratrix) and his two disabled sisters, opposed.

The Court, in her reasons, examined each property separately. With respect to Unit 110, the son did not receive any benefits (such as rental income) from his ownership interest and did not pay any money for his interest. The son’s Lawyer wrote the Mother, proposing that the Estate purchase his interest but the Mother declined. Evidence showed that the Mother owned other assets.

With respect to Unit 208, the son held a half interest and a daughter held the other half. Two of the surviving daughters lived in this unit. Each of the units was valued via assessment, in the $400,000 range.

The Court reviewed the legislation. The main thrust of the Act is that an owner with a minimum 50% interest can require a sale and the Court must then Order it, unless there is good reason not to. With both units, the son owned a half interest, so he had the ability to require a sale and he sought this. The Court held that both properties must be listed and sold. One of the reasons for the Court’s decision seems to have been that the surviving wife and mother owned other assets, so it would not be a hardship for her and she had the financial ability to find other accommodation for herself and her daughters.

Smith Estate v. Hawkins In this case, the deceased died in June, 2018. Her Estate held a 75% interest in a property located on Vancouver Island. The property is a large one (20 acres), had been kept “in the family” for some generations and the deceased wanted it to remain in the family. Part of the property houses a family Cemetery. However, there were 10 registered owners of the property. The Executrix wrote to all the other owners and offered to sell them the Estate’s interest in the property for $300,000. The Province of B.C. offered to purchase the property, given it was located next to other Provincially owned land.

The Court confirmed that the legislation confers on the Court significant discretion, under Section 6 of the Act. In essence, the Court will Order a sale (where the owner seeking it has at least a half interest) unless the requirements of justice suggest otherwise. The Court Ordered the sale of the property. The Court noted the generational attachment to the property but added that no formal arrangement for the preservation of the property (such as a Trust) was ever made. The Court fully expected that the Cemetery would be preserved by the Province (it was a registered Cemetery).

Conclusions What the Court looks to do in these types of cases is to protect the ability of property owners to realize their interests. Ownership of property carries with it fundamental rights including, generally, the right to sell without restriction. Land ownership by multiple people is in many respects unworkable without the ability of owners to realize their interests. In an Estate, a typical situation involves beneficiaries wishing to take their bequests rather than be bound without the benefit their deceased intended them to have, to retain property in order to allow other beneficiaries to live in it. That kind of situation invariably leads to litigation, especially given property values in the lower mainland today. A property owner making a Will might want to consider some detailed planning where there are several owners, who have understandably differing interests.

A truck a minute — that is the expected traffic volume when a new three-million-square-foot industrial park is fully built out in east Richmond.

So, the frustration felt by the builders at Ecowaste’s former landfill site at the fact Blundell Road ends just one kilometre short of Ecowaste’s property line on the west side is understandable. Especially so, since it was in the city’s previous plans, explained Guy Akester, vice-president of Montrose Property Holdings, the real estate arm of Ecowaste.

When Ecowaste started envisioning an industrial park on its former construction demolition dump site in 2012, Richmond’s Official Community Plan (OCP) had Blundell designated as a four-way arterial road in the east Richmond industrial area, connecting to No. 6 Road.

In 2015, however, the OCP was updated and the road plan was modified with the missing piece of Blundell wiped off the map.

Now to get to the industrial area, trucks need to access it via Westminster Highway, No. 8 Road and then Blundell Road — a several-kilometre detour.

“The road ends here,” said Tom Land, president and CEO of Ecowaste, pointing to the western-most edge of their 170acre property.

Much of it is related to the movement of goods, given the city’s proximity to the Port of Vancouver, U.S. border, airport.

But vacancy rates remain around one per cent in Richmond and a city staff report notes demand for industrial space continues to outstrip supply. Furthermore, Metro Vancouver has forecast all industrial land in the region will be absorbed sometime between 2035 and 2047.

The City of Richmond is currently updating its industrial zoning bylaws, allowing for higher buildings and more site coverage.

Intensification, densification and transportation are the three key elements to maximizing industrial land, explained Akester.

Akester said he’s pleased the city is updating its industrial zoning bylaws, but transportation seems to be the missing piece, as illustrated by the change to the Blundell Road plan in 2015.

Not being able to move goods efficiently is costly for business and has an impact on the environment with more greenhouse gases emitted from trucks having to travel longer distances, Akester explained.

Growing high restriction The industrial zoning changes in Richmond include raising the height of buildings from 36 feet to 48 feet outside of city centre.

Forty-foot high is “leading edge” now, but Akester wonders whether that might be 60 feet in five years time.

In comparison, in 2010, 28 feet was the average height of an industrial building — now a decade later, the standard is 12 feet higher.

Ecowaste filled the site with construction demolition waste from 1985 to 2000, but in 2010 re-opened it again to prepare the property to be transformed into an industrial park.

In September, their first building was completed and the first tenant, WorldPac, moved in.

WorldPac was originally located in central Richmond, but they expanded into the 200,000-square-foot custombuilt industrial building.

The second building is under construction and its estimated completion date is fall 2022.

This will be 500,000 square feet in size.

Eventually there will be 12 to 14 buildings ranging in size from 100,000 square feet to 500,000 square feet, built to the specifications of the tenant, Land explained.

Having some ancillary uses of the buildings would support the people working in the industrial buildings, Akester said, for example, allowing a café or restaurant or on-site childcare for employees.

Chocolate store closing The pandemic has taken a bite out of the luxury chocolate business, with international giant Godiva saying it’s closing 11 stores in Canada, including the Richmond Centre one.

The chocolatier announced its plan to shut down 128 locations across North America by the end of March, including its Richmond and Burnaby stores.

The company declined to say how many people will be out of a job as a result. Godiva will maintain retail operations across Europe, the Middle East and China.

The closures mark a reversal from its strategy announced in 2019 to open 2,000 cafe locations worldwide, including more than 400 in North America. Now, it says it will focus on retail food and pharmacy locations, as well as online services.

It noted that in-person shopping at its own stores has waned because of the pandemic and changes in consumer shopping behaviour.

OBITUARIES

HALSEY−BRANDT, Mavis J. July 3, 1946 − January 13, 2021 Mavis passed away suddenly on January 13, 2021, surrounded by her loving family. She died peacefully in the Richmond ICU after medical complications following surgery for a fractured femur.

Mavis grew up in Kelowna in the 1950s where life was small−town and somewhat idyllic. She attended Notre Dame University in Nelson after graduating from high school and worked at the Kelowna Hospital for a few years and the Cancer Clinic in Vancouver as a medical secretary for almost 30 years. Her loss is deeply felt not only by her immediate family, but also by her many wonderful friends and community. She was known as "Nannie Mavis" to many many people. Her life was one of self−giving and she always had time for others.

Mavis realized a lifelong dream in 2019 when she travelled with her husband Gordon to Israel with 22 of their Richmond Alliance Church friends.

Mavis leaves to mourn her loving husband, Gordon Halsey−Brandt; her daughter, Julie Roberts; her granddaughters, Allie and Bella; and her sister, Sharon Rempel. Also left to mourn her are her brother−in−law, Greg Halsey−Brandt (Evelina); and her sister−in−law, Diane Molyneux (Fred); as well as extended family members in the Lower Mainland and Manitoba. She was predeceased by her parents, Peter in 1998 and her mother, Irene in 2012.

There was a private graveside service for Mavis on Friday, January 20, 2021, and it is hoped that a memorial and a celebration of her life can be held perhaps in July this year depending on the Covid situation.

Fond memories linger every day, Remembrance keeps them near.

BAYLEY, Eva Mae April 3, 1933 − January 17, 2021 It is with great sadness that the family of Eva "Mae" Bayley announces her passing on Sunday, January 17, 2021, at the age of 87 years. Mae is survived by her husband of 58 years, Walter; her daughter, Carolyn; her son, John (Nadine); and her grandson, Ryan.

Mae loved taking care of her family, playing the organ and singing in the choir. She enjoyed being involved with her church, volunteering her time by helping out with services, activities and special events. She will be greatly missed for her storytelling, good nature and sweet personality.

Due to the pandemic, there will be a small gathering with immediate family members only.
