Call gun lover what he is — sexist

Open up all the city’s pools, please Dear Editor,

Dear Editor, Re: “Guns or cars, which is more dangerous?” Letters, Feb. 11.

I read G. Simpson’s complaint about your report on the gun shooting, first with amusement, then with alarm.

Let’s start with the amusement. His letter was internally inconsistent: “..gross exaggeration from the statistics I’ve seen...,” followed by “Do they even keep serious statistics….?”

Then he claimed that guns are less dangerous than cars because, well, gun insurance is less than car insurance.

Mmm….does one follow the other? Or does insurance cost also reflect, at the very least, cost to buy a new car/gun if damaged or stolen, amongst many other factors?

Let’s leave those questions aside. What alarmed me was his closing statement, “..an emotional woman reporter who’s biased.” Wait, I thought this was a complaint arguing the facts.

Where do we get “emotional” and “woman” from?

Can I connect the dots that this was actually a sexist letter that aims to harass? If we are to allow this type of sexist harassment in 2021 in the name of free speech, can we at least call it out?

I wanted to express my frustration at trying to book a swim time at the Minoru Aquatic Centre.

Either over the phone or web, everything is booked up for nearly a week in advance, especially in the evening.

I purchased a 10-visit pass to save money and now I can’t use it, as everything is full.

Watermania has to be opened as Richmond is way too large to only have one pool, especially with such reduced capacity and hours.

Staff should try their best at convincing provincial health authorities to increase capacities as it is illogical to allow bars to operate at 50 per cent and airplanes at 100 per cent while pools are restricted to about 10 per cent.

Swimming is one of the few sources of enjoyment right now and it’s a lot healthier than drinking. So let’s try and encourage people to use the facilities as Richmond has two great ones and right now we need them both open.

City’s food for thought time is over Dear Editor, Re: “Farm group advocates for local food hub,” News, Feb. 11.

The Richmond Food Aid Delivery (FAD) Coalition also made a submission to city council and supports Farm Watch’s proposal. The FAD Coalition includes representatives from the food bank, food security society, poverty reduction coalition and various faith groups that provide emergency food to our most vulnerable residents.

A food hub would be a real asset to the community. It could co-locate farmers, food processors, packagers and distributors, and provide more access to consumers.

It could promote “grow local, eat local” as well as providing jobs in food processing and distribution.

A food hub could also contain an emergency food component as part of a broader food systems network, could provide access to emergency food and programs where residents can feel they belong and contribute to society.

Richmond grows much of the locally consumed food in Metro Vancouver. Perhaps it is time for the City of Richmond to join the network.

COVID-19 cases drop, school exposures continue

A seven-week COVID-19 outbreak at a long-term care home is over and cases continue to drop in Richmond, but some schools continue to have exposures to the virus.

Seventeen residents have died as a result of an outbreak at Minoru Residence, according to data from the Ministry of Health.

In total, 77 people at the facility were infected with the virus, including 66 residents and 11 staff. The Minoru outbreak was declared over on Feb. 8.

But overall in Richmond, COVID-19 numbers are continuing a downward trend, with the latest figures showing just 33 cases detected in one week (Feb. 5 to 11), according to the BC Centre for Disease Control.

This is a decrease of 12 from the week prior (Jan. 29 to Feb. 4), when 45 cases were reported.

Schools exposed to virus Two high schools in Richmond have issued a possible COVID-19 exposure alert to parents.

An email dated Monday, Feb. 15 — posted on the Facebook page BC School COVID Tracker — was sent to parents by Hugh McRoberts secondary.

The email states Vancouver Coastal Health (VCH) contacted people deemed to have been in close contact and advised them to self-isolate.

Parents have been told, at this time, there is no evidence to suggest staff or the wider school community is at risk.

Two more schools, Whiteside elementary and Steveston-London secondary, also issued alerts of COVID-19 exposures to parents on Feb. 15.

VCH said exposures at Whiteside occurred on Feb. 10 and 11.

Karaoke bars, parties busted

More than $33,000 in COVID-19-related fines were given to people attending and running karaoke operations and illegal parties in Richmond over the last two weekends.

Both businesses are being investigated for potential liquor-related charges.

On Feb. 13, officers attended a karaoke bar near Aberdeen Centre around 1 a.m. and found 34 people, including staff and one manager, violating the Provincial Protective Measures Order.

The first report told of several people coming and going from a commercial building on Cedarbridge Way, between Lansdowne Road and Elmbridge Way, at 11:30 p.m.

Staff and patrons were fined $230 each while the manager was fined $2,300.

In another incident, police found 21 people singing karaoke as a group at a commercial building in the 2600-block of Shell Road — near Shell and Bridgeport roads — on Feb. 14 around 2 a.m.

The location also appeared to be an “unlicensed drinking establishment,” say police.

Again, each participant and organizer received the relevant fines.

Meanwhile, hosts and guests at two illegal parties the previous weekend were fined.

Sixteen people were each handed the relevant fines.

Around 1:30 a.m. on the Saturday, police were tipped off about another large gathering on Vickers Way, near Ikea, where they found 26 people plus two organizers.

Again, everyone there was fined.

Police search for missing man

Richmond RCMP is requesting the public’s help in finding a missing 34year old man.

According to Richmond Mounties, Daryl Robert Arthur Warcup failed to show up at a planned meeting on the evening of Feb. 14. Friends and family have not heard from him since earlier that day, and are concerned for his well-being.

Charges have been laid against a man who allegedly posed as a police officer at a Richmond home last month.

Police in other jurisdictions are also investigating incidents where people allegedly posed as law enforcement.

Richmond RCMP said in a statement that Gurmandeep Singh Atwal, a 26-year-old Surrey man, has been charged with one count of personating a police officer and one count of carrying a concealed weapon.

Earlier this month, two men were charged for killing 78-year-old Usha Singh in her home on Vancouver’s west side.

Vancouver police said it’s believed the men posed as police officers before entering her home.

The incident occurred in the evening on Jan. 29, and Atwal was arrested on Feb. 11.

In another, unrelated incident, two teens were taken into custody in Langley late last month after allegedly impersonating police officers, according to RCMP in that city.

The repair bill for damage to Richmond’s diking system caused by a king tide, storm surge and windstorm in midJanuary is estimated to cost half a million dollars.

The armouring needs to be fixed along a 300-metre stretch of diking and debris needs to be removed from a 750-metre stretch.

City of Richmond staff is asking council to approve taking $500,000 out of its drainage improvement reserves to fix the damage — caused by logs — in advance of the spring freshet.

The request for funding was scheduled for Wednesday’s public works and transportation committee meeting.

Richmond has 49 kilometres of diking and 39 drainage pump stations.

Witnesses sought after man’s death Police are appealing for witnesses after a man apparently fell down stairs inside a building in Richmond and later died.

At around 9 p.m. on Saturday Jan. 30, a 50-yearold man from Maple Ridge was taken to hospital by ambulance after falling down a flight of stairs in the 11700-block of River Road in north east Richmond.

The victim suffered seri-

ous injuries in the fall, and, on Feb. 3, he succumbed to his injuries.

Service requested clarification on the circumstances.

Several other media outlets have named the deceased as Rajinder Singh Bhela, 50, a South Asian community political organizer and former general secretary of Vancouver’s Ross Street Sikh Temple.

Members of the Richmond RCMP Serious Crime Unit immediately began investigating and, while the investigation is still ongoing, evidence obtained so far suggests this was an accidental fall.

Richmond library tosses late fines The Richmond Public Library (RPL) is permanently doing away with overdue fines in an effort to provide more “equitable and accessible service to all members of the community.”

The move went into effect on Feb. 14, with all cardholder accounts getting a fresh start without fines, as of that date.

“After 45 years of serving our community, we know that late fines can present a significant barrier to accessing the library, particularly for individuals who are vulnerable, experiencing homelessness and those with low or fixed income,” said Jordan Oye, RPL board chair.

He said that late fines represent just one per cent

of the library’s operating budget, and the decision to eliminate fines was unanimously supported by the RPL’s Board of Trustees.

According to RPL, of the library’s 111,000 cardholders, 7,500 couldn’t access its collections because they owed late fines.

Over 270 libraries across North America have done away with late fines, chief librarian Susan Walters said, and “have reported high, and even improved, material return rates.”

The library has also seen higher return rates since it paused late fines at the onset of the COVID-19 pandemic, reporting that more than 72,000 holds have been fulfilled, and more than 230,000 items

returned.

It’s also hoped the move away from fines will help welcome back Richmond residents who may have stopped using the library.

More than 10,000 hours of staff time were spent on “late fine conversations,” said Walters. Now, those hours will be spent engaging with the community.

Minoru pool set for $2.7M demolition Maria Rantanen

Richmond city council voted 5-3 to demolish the old Minoru pool at a cost of $2.7 million to make way for a grassy area.

Two years ago, the majority of council asked to see if the building could be saved for other uses but staff concluded because of its condition, it would cost $8.8 million to refurbish it and that would only extend its life for 10 to 15 years.

A report to council notes how pools create a “harsh environment” and the building would need extensive repairs to its envelope as well as mechanical and electrical systems; even then, only half the building would be useable.

The Minoru pool was built in two phases, in 1958 and 1977, and it contains asbestos, lead and other hazardous materials.

Since it closed last year, after the aquatic centre at the Minoru Centre for Active Living across the park was opened, the building has deteriorated. The cost of its upkeep — even while closed — is $110,000 a year.

Demolition costs, originally pegged at $3.4 million two years ago, are now estimated at $2.7 million, and city staff say they can reuse some of the material in other projects in Richmond.

The original plan was to pull down the Minoru aquatic facility when the new one was built and turn it into a green area.

The annual cost of maintaining a

grassy area, where the pool is now, is estimated to be $4,600.

Couns. Michael Wolfe, Harold Steves and Carol Day argued to keep the building, with Day saying the city should get “creative” finding a cheaper option than the “Cadillac” solution being proposed by city staff.

Mayor Malcolm Brodie, calling Minoru Park the “flagship park” of the city, questioned why some councillors were arguing to take away “precious park space” in order to keep half a building open — with the other half boarded up — at a cost of $8.8 million.

“I think it’s time we turn this park — this area — back to the people,” Brodie said, adding that using that sum to add 10 to 15 years to the building would be a “terrible, terrible mistake.”

Steveston Museum slated for renewal The City of Richmond is thinking of revamping the Steveston Museum and is asking residents to share their opinions on the potential changes.

Possible changes include new exhibits, changes to visitor information services and Canada Post office operations.

According to the city, in-person visitor information services in the tourism industry have evolved, and fewer people are using “user-paid postal services” at the post office.

Because of this, the city is working with the Steveston Historical Society and Tourism Richmond on what the future of the museum will look like.

Linda Barnes, chair of the Steveston Historical Society, said in a statement that the society is “keen to ensure its members and the community are involved and find the museum space relevant.”

Casino revenue earmarked for emergency power, HVAC

Richmond city council voted to use about $1.9 million in casino money to fund three projects: HVAC upgrades to Hamilton Community Centre, emergency power to the RCMP community safety building and sidewalk and streetlight replacements.

City staff noted at Tuesday’s finance meeting when the power goes off in the

RCMP community safety building, the backup system isn’t sufficient to keep operations going.

Coun. Alexa Loo pointed out RCMP could be without proper resources for a few hours in the building.

“It seems to me this is something that really needs to happen — not just kind of

has to happen,” she said.

The HVAC system at Hamilton Community Centre will cost $500,000, the emergency power in the community safety building will cost $890,000 and the sidewalk and streetlight replacements will cost $500,000. City staff had not recommended budgeting for these in 2021.

The total 2021 capital budget is about $100 million.

At the same finance meeting, council approved $716,000 for a by-election to replace former councillor Kelly Greene.

Column: COVID tax savings while working from home Patrick Caffrey

Working from home during the COVID-19 pandemic has resulted in many

of us having higher internet, electricity and heating costs. With the savings

from not having to commute to work each day, these additional costs may

be easier to manage; however, there is a tax break that could save you money on your 2020 tax return.

In a normal year, you would be required to obtain a signed form from your employer in order to be eligible to deduct home office expenses on your tax return. With the volume of employees requiring these signed forms for 2020, the CRA released some temporary administrative relief measures to make this process easier for both employers and employees.

For 2020, there are two options: the simplified method or the detailed method.

Under the simplified method, in order to qualify you must have worked more than 50 per cent of the time from home for a period of at least four consecutive weeks during 2020.

If you met this standard, then you are eligible to claim $2 for each day you worked from home during that four-week period plus any additional days you worked at home in 2020, up to a maximum claim of $400 per individual.

If both spouses worked from home in 2020, then each spouse would be eligible for a $400 (maximum) claim. Note that under this method, you are not required to obtain a signed form from your employer, and supporting receipts for your expenses do not have to be retained.

Under the detailed method, in order to qualify you must have worked more than 50 per cent of the time from home for a period of at least four consecutive weeks during 2020 and you must obtain a signed T2200S/T2200 from your employer. You must retain your actual supporting receipts, with the benefit being you can make a claim in excess of the prescribed $2/day and $400/year limits.

You would be eligible to claim all relevant home of-

fice expenses on your tax return, including a portion of electricity, heat, water, internet, maintenance and rent paid for an apartment or house. Note that expenses such as mortgage interest, mortgage principal, furniture and decorative items are not claimable expenses.

Which method is best?

As always, it depends on your individual circumstances. One factor that may support using the detailed method would be if you rent your home, as you may claim the home office portion of your rent as a deduction.

Another factor to consider is if you paid for repairs to your home office or repairs to the general areas of your home (furnace, kitchen), the applicable percentage of these expenses would be claimable under the detailed method.

However, it’s important to remember that “repairs” are deductible, but capital improvements are not. For example, replacing your hot water heater is not deductible, but having a technician come in to repair it is deductible.

Similarly, for a kitchen, the cost of a renovation is not deductible, but having your fridge or dishwasher repaired, is a deduction.

For the general areas, the deduction would be the home office percentage multiplied by the expense.

One week it was a pink food challenge, another it was finding a pink-coloured character — this week it’s covering your window with pink messages against bullying.

The Steveston Youth Council along with youth development coordinator Isabel Wong have found it challenging this year to engage the community in pink shirt — anti-bullying — activities since the number of people going through Steveston Community Centre is greatly reduced due to the COVID-19 pandemic.

Having several activities over a month has been one way the youth council at Steveston Community Centre has been trying to raise awareness, Wong said.

They are hoping people will decorate their windows to spread the “Erase Bullying” message.

“It’s important to be mindful of being kind, but Erase Bullying Day also gives that additional step to being kind... standing up and saying something and speaking out when you see bullying happening rather than being a bystander,” Wong said.

Much of the centre’s work with youth has shifted vir-

tually, be it programming, meetings or just casual interactions, Wong said.

“We build a lot of our connections with youth who just stop by the centre and,

given that we’re not open, that’s the biggest barrier to connecting with them,” Wong said. (The centre is open for pre-registered programs, Wong clarified.)

But sometimes bullying is under the surface, Phoenix said, and others might brush it off as teasing.

But that doesn’t make Marcy Babins’ role at RCMSAR’s Station 10 in Richmond any less vital than one of the heroic volunteers who risk their life to save others.

Babins, you see, is one of the few behind the scenes that makes the volunteer-run search and rescue service tick, as the station’s bookkeeper and treasurer.

She has just been lauded at the station for marking 10 years of service, after joining to continue the great work of her late fatherin-law, Len Babins, who passed away in 2007 with 22 years’ SAR service in his back pocket.

According to Station 10 — aka the Fraser Marine Rescue Society — Marcy has been “crucial to the station’s survival,” as they are dependent on her annual application for gaming grants, reportedly “an arduous process.”

“I got involved because of (Len). I had the skills to help the organization, so it was a good fit,” Marcy told the Richmond News, adding her addition to SAR was about four years after her father-in-law’s passing.

She may not be rushing, lights flashing to Steveston Harbour before ripping out into the open sea in a rescue vessel to save a stricken boat and its passengers.

“The volunteers at the station put in hundreds of hours and their volunteering is so vital,” added Marcy. “If they want reimbursed for expenses, they know where to come and they’re in no doubt what they need to give to me.

“They don’t get the recognition they deserve. They’re considered an essential service by Revenue Canada, but we don’t have helicopters on the mountains, so it’s important for us to attend every single community festival, let people on the boat and show them that one wetsuit costs $1,000.

“We may be a volunteer-run service, but the equipment needs to be top class, as the conditions out there can be very dangerous, there are no shortcuts.”

Like so many volunteer-run organizations, the pandemic has put a major spanner in the works in terms of ability to raise funds, at the likes of community events.

“My father-in-law was always giving back to the community and he set the standard.

“We’re not getting any of that kind of exposure right now,” said Babins.

“I think maybe, on some level, he’s looking down and realizing someone in the family is following his legacy.”

“We are one of those things that you don’t know much about it until you need it. And it needs to come quickly when you need it; time is vital out there.”

“My desire is to bring some good cheer in this difficult time by showcasing the lovely and impressive New Year decorations within our city. I also wanted to laud the warm diversity of Richmond,” said Sayson, a retired Crown prosecutor who has been living in Richmond for more than 40 years.

Marshall Lu, a recipient of the Responsive Neighbourhood Small Grant, is offering one free printed photo for anyone in the Richmond community until March 14 or while supplies last.

With the help of the grant, managed by Richmond Cares, Richmond Gives, Lu hopes Richmondites can “travel” to their dream destinations while staying safe.

“The goal of this project is to bring some joy and happiness to the community and create lasting positive memories offline for as many people as possible,” said Lu. Those who want a “travel” photo can email Lu a photo of themselves and their partner, family or friend, and include their dream destination and full mailing address.

“It’s nice to know that I’ve made a positive impact on people’s lives,” said Barrington, referring to her nomination, presumably from a client.

A host of Richmond businesses have been nominated thus far for the annual Small Business BC Awards.

Barrington started the business as a side hustle in 2013 to bring in extra income while a single mom of three kids.

The awards are held every year to find out which small businesses in the province are knocking it out of the park in one of six categories.

It wasn’t until 2017 that she realized her “job on the side” had potential to be a bona fide business.

Once nominated, voting is open to the public to show their support for that business as part of a three-stage process: nomination and voting; virtual pitching and judging; awards ceremony and winner announcement.

The nomination process is open until March 8, with the voting taking place right now, before five finalists are announced later in the spring for each category.

One of the Richmond businesses nominated, Go2Girl Services is on the hunt for its third accolade in recent years, having won Best of Richmond and Richmond Chamber of Commerce awards last year.

Go2Girl Services — primarily a household cleaning firm — has been nominated in three categories.

Its owner/operator, La Toya Barrington, said she was surprised to hear about the nomination, but is excited to take part.

“I didn’t have a name at the beginning, but people would call me their ‘Go2Girl’ so that kind of stuck,” said Barrington of her business that now employs six people.

“I was doing so well and kept getting calls and had a waitlist so I thought it was time to make it official.

“We still have a waitlist to this day and we’re just about to put the second vehicle on the road. Things are really taking off and we’re working on a third vehicle right now.”

Richmond high school basketball coaches say, while it came as no surprise that BC School Sports decided to cancel provincial championships, it’s still disappointing the athletes won’t get a shot at competing this season.

“The provincial championships are what our goal is every year, so it’s unfortunate the kids won’t be able to get that experience and it’s extra unfortunate for the Grade 12s who lose out on their final chance,” said Jamie Kippan, who coaches the McMath senior girls team.

“We always held out hope that it would somehow be able to go ahead…but with all the safety considerations, we knew it was likely that it was going to be cancelled.”

Mike Stoneburgh, head coach of the Steveston-London senior boys team, said there were “rumblings” around Christmas that there wouldn’t be any provincials this year.

“I think the kids kind of expected it,” he said. “You can kind of tell (their) mood…It’s tough, because I think they see the writing on the wall, they know.”

BC School Sports, which oversees high school sports across the province, announced its decision to pull the plug on winter sport provincials in a recent memo to school administrators and athletic directors. The decision was made

Stoneburgh said that the lack of a normal season has also had an impact on his charges’ mental health.

“There’s these kids that live to play sport, and it’s not there for them…I know my mental aspect has taken a kick because I love coaching and aspects of game strategy, but for some of these kids, they don’t know if they’ll have another year.”

HOWARD, Joy September 5, 1925 − November 18, 2020

It is with a heavy heart that the family of Shirley Newton announces her passing on January 7, at the Waterford Care Centre in Tsawwassen. She will be lovingly remembered by her son, John; her daughter, Ann (Steve); and her granddaughters, Lauren and Sarah. She will be greatly missed by her extended family who welcomed her at all the family get−togethers. Shirley was born in Burnaby and grew up in Coquitlam and Surrey, later moving to Vancouver. She met her husband Al Newton at the St. Paul’s Anglican Church in the West End, where they were both in the badminton league. After the children were born they moved to West Richmond to raise their family.

During this time Shirley became active with the Hospital Auxiliary and volunteered weekly at the Thrift Shop in Steveston, where she had many friends. Later she went to work for two local Richmond doctors as a medical office assistant. When her daughter moved to Tsawwassen to start a family, Shirley moved out that way soon after, to take full advantage of being a loving grandmother. She especially liked having tea with her granddaughters and attending their many dance and swimming competitions. Even living in Delta, she was still able to keep up with her volunteering positions at the Thrift Shop and the Gateway Theatre in Richmond. After many years of living in Tsawwassen, Shirley was thrilled to be one of the first residents of the Wexford Seniors Residence where she lived for four enjoyable years.

A family gathering with the best tea and china cups will be held in her honour when it is safe to do so.

On the 6th, February 2021, Louella (Lou) Albanese loving mother, grandmother, aunt, cousin, motherin-law and friend passed away after a short but valiant battle with lung cancer at the age of 80.

It is with love and wonderful memories we announce the peaceful passing of Joy: mom, Oma, sister, friend.

Joy was born in St Boniface, Manitoba, and died at home in Richmond, BC. Joy wasn’t meant for the farm or cold winters of Manitoba and WW2 offered an opportunity to expand her horizons. She joined the RCAF and it was there she met Art. They married in 1945 and settled in Richmond.

Joy was predeceased by Art in 2006, and is survived by daughters, Dale and Lea (Kevin); grandchildren, Mike (Joanne), Kari, Jen (Randy), Julie, and Andrea (Dylan); and great−grandchildren, Chris (Lindsay), Courtenay (Derek), Matthew, and Cameron. She is also survived by brothers, Keith (Bev) and Bob (Anne).

Joy was a devoted wife, mother, grandma, volunteer, and lifelong friend to many. Her greatest passion, apart from her grandchildren, was traveling with Art. They traveled the world, with particular favourite destinations being Portugal and Hawaii. In recent years her greatest delight was in relieving her grandchildren of their loonies in a rousing game of crib.

We sincerely thank all those who made it possible to fulfill Joy’s wish to remain in her home. In lieu of flowers, please consider a donation to the Union Gospel Mission or a charity of your choice.

A celebration of life will be held when permitted.

Lou was predeceased by her mum Edith (1948); her father Alan (1971) and her husband John (2007).

She is survived her loving children Andrea (Chris) and Christopher (Becky), beloved granddaughter Karis and many dear friends and family.

Lou began her teaching career in a one-room country schoolhouse at the age of 17 and taught until she married John Albanese in 1966. Their honeymoon was a road trip out west where they made their home and started their family, settling into the house on Barmond Road in 1971. Lou started working at the Richmond Public Library in 1977 where she made many lifelong friends. She retired in March 2001. Lou was a fabulous hostess, an avid reader, a seasoned traveller and a passionate gardener. She was a great listener and always enjoyed a good conversation.

Lou cherished her friends and touched many lives including her first Richmond friends from the ‘monds’; the library ladies; the dancing ladies; her travelling ladies; her gym friends and her neighbours at Apple Green. Lou was a devoted mother and grandmother. She cherished her time spent with family especially her much-loved granddaughter Karis. We will miss her terribly.

In lieu of flowers please make a donation in Lou’s name to a charity of your choice. A Celebration of Life will be held at a later date when gatherings are permitted.

After the passing of her husband Haruo, she began a 25 year career working at CARA at YVR.
