Okay, I won’t go on a feminist rant.

That’s my normal go-to on International Women’s Day — as my family and friends can attest — but this year, I’d really just like to highlight some great women who had an impact on Richmond.

To use an old-timey word, these women were “spunky.” They were ahead of their time and seemingly fearless in a world dominated by men.

They seemed to forge ahead and buckle down to work at an age when most of us are still figuring out our lives.

Kathleen McNeely was 19 when she arrived in Richmond to teach at the English Public School on Steveston Highway in 1910. It wasn’t her first teaching job — she had already taught in Squamish before taking the Steveston position.

classroom for another year. And, after not digging the scene, I decided to bum around Europe for another couple years.

Meanwhile, at the age of 22, McNeely was principal of Bridgeport elementary.

She wasn’t quite the first female principal in B.C., but I am sure she was darned-near a close second.

(By the time I was 22, I think I had finally made it to first-year university.)

who have had a school named after them in Richmond (the other is Jessie Wowk).

Another great female character I learned about, thanks to our friends at the Richmond Archives, was Hide Hyodo. While she grew up in Vancouver and later settled in Toronto, a large part of her teaching career was in Richmond.

In 1926, at the age of 18, Hyodo landed her first teaching job at the Japanese school in Steveston even though she didn’t speak Japanese.

And as if teaching wasn’t enough, McNeely stepped up during the 1918 pandemic when Spanish flu hit the west coast, volunteering as a nurse at a makeshift hospital set up in Minoru Park.

When the Second World War broke out, however, the lives of all west coast Japanese people were shaken up.

McNeely’s name is on a school in Richmond, along with war heroes like General Arthur Currie, Lord Byng and Colonel Burnett as well as Richmond pioneers like Charles E. London, Hugh McRoberts and Samuel Brighouse. (Ahem, I am sure Mrs. London, Mrs. McRoberts and Mrs. Brighouse had some part in their success in the Township of Richmond as well.)

Hyodo described how when JapaneseCanadians were being detained at Hastings Park, she would wrap up her day of teaching and rush on the inter-urban tram from Steveston to Hastings Park to train high school students to teach primary grades.

She needed to rush back to Steveston in time for curfew, all the while preparing to be evacuated herself.

But McNeely is one of only two women

Eventually, internment camps were set up

in B.C., and Hyodo would travel between seven of them to oversee the schools set up for interned children.

In 1982, Hide received the Order of Canada for her work educating interned Japanese children.

I love that these two strong women dedicated their careers to education.

The Richmond Board of Education’s new chair, Sandra Nixon, spoke this week about the need for a culture that fosters women in leadership. Two of the last three superintendents were women and there are many women in leadership positions, as principals and in senior management, she pointed out.

We have a long way to go before we reach true equality, something that needs to be rammed through using tools like government policies and institutional change.

There are a lot of causes to fight and moral victories to be won.

But this International Women’s Day, I’d rather just celebrate remarkable women.

Wrong No. Tax hike ‘jaw-dropping’ confusion Dear Mayor Brodie and councillors,

Like many Richmond residents, I object to your jaw-dropping property tax increase proposal for 2021.

Re: No answers for recovery benefit ‘debacle,’ Letters, Feb. 25

At 5.68 per cent, this is the highest increase in the region for this year, and the highest in Richmond in a decade.

Dear Editor, A letter last week asked how constituents can reach me and my office as the MLA for Richmond South Centre. My staff and I are ready and able to assist you with all of your provincial issues, including the BC Recovery Benefit and other COVID-19 supports.

Your response has been silent on the people’s concern and fails to address the financial hardships the larger increase will precipitate.

Your rationale is based on a plan that predates COVID-19.

The Richmond RCMP has done a great job keeping our community safe. They deserve our applause and support.

Thirty-five new RCMP officers were added in 2019. Considering this, along with COVID-induced hardships, this is the wrong time for more hirings.

City council should consider the “new normal,” and stop all noncore capital and related operational spending for now.

In 2019, we sustained a 16 per cent pay raise for the mayor and councillors.

The city should not compound the challenges while we are going through this tough time.

The senior city staff have recommended a more modest increase of 2.9 per cent, apparently including a provision for dike improvements.

City council should heed the staff’s sensible advice.

It’s not easy being a pedestrian in Richmond, according to one senior who has been navigating the city’s intersections for almost 40 years.

John Lloyd said he has walked through the city centre a lot, along Alderbridge Way and Westminster Highway for example.

But there are a few crosswalks he would rather walk a mile to avoid.

Lloyd met with the Richmond News at No. 3 Road and Alderbridge Way, which he claims is one of Richmond’s most dangerous intersections.

ICBC’s interactive crash map shows 62 accidents

involving pedestrians in 2019 at that spot.

“The scary part is when you walk on the crosswalk and cars keep coming even though the pedestrian light is on. You have to be very careful and look in all directions, which is hard, especially when the weather makes it dark,” said Lloyd, adding that lots of drivers don’t bother stopping at all.

Some drivers in Richmond also rush to turn left on a yellow light without yielding to the pedestrians, noted Lloyd.

To be safer, he would rather wait for a few seconds every time before crossing, even when the pedestrian light is activated.

B.C.’s police watchdog confirmed Friday it is investigating the death of an offduty Richmond RCMP officer.

The Independent Investigations Office of B.C. (IIO) said Friday in a media release it is “investigating the circumstances surrounding” the officer’s death.

Calls to 911 around 9:15 p.m. on Feb. 21 reported a woman considering selfharm. Police from several jurisdictions attempted to locate the woman, the IIO said. Her body was found by Vancouver police on the sidewalk of the Moray Bridge shortly after 10 p.m. that night.

“She had suffered what appeared to be self-inflicted injuries,” the IIO said in a statement.

According to the IIO, further details won’t be released at this time in order to “protect the integrity of the investigation.”

Richmond RCMP’s officer-in-charge, Supt. Will Ng, confirmed in a statement last week that the BC Coroners Service is also investigating the officer’s death.

He said the detachment is grieving and supports are in place for the officer’s family and RCMP members.

“We continue to deal with the overwhelming shock and grief over the loss of one of our Richmond RCMP police officers,” Ng said. “Their family has asked for privacy so we have not discussed the loss publicly. However, information around the death has been shared wtih the greater RCMP family so we can all come together to deal with the tragic news about one of our own.”

An alleged international drug smuggler was arrested at Vancouver International Airport after nine years on the run from B.C.’s gang enforcement unit.

Khamla Wong, who was wanted on an international Interpol warrant, was taken into custody on Feb. 24 by the Combined Forces Special Enforcement Unit of B.C. (CFSEU-BC) and Richmond RCMP, after arriving back in Canada.

He was charged in connection with a 2008 CFSEU-BC investigation into shipments of cocaine into Canada and exports of ecstasy into the U.S. Wong was one of six men charged in the summer of 2012 following the CFSEU-BC investigation that began four years prior and spanned B.C., California, Mexico and Peru.

His charges include conspiracy to traffic

cocaine, conspiracy to import cocaine and possession of a loaded, prohibited firearm.

According to CFSEU-BC, “tens of millions of dollars of illegal and potentially deadly drugs” were seized over the course of the investigation, including 117,000 ecstasy pills (23 kilograms) in Princeton in August 2008 and 121 kilograms of cocaine at the Pacific Border Crossing on Dec. 20 of that year.

A few days later, on Christmas Eve 2008, another 97 kilograms of cocaine, hidden inside a commercial transport truck carrying bananas, were seized at that same border crossing and, in May 2009, 10 kilograms of cocaine were seized in Burnaby. The investigation ended in June 2009, when antigang cops executed seven search warrants at homes in Chilliwack, Burnaby, Surrey, Langley, Abbotsford and the Okanagan’s Lake Country. Four prohibited firearms were seized during those raids.

Wong is currently being held in custody pending the judicial process, according to CFSEU-BC.

Workers at a federal quarantine hotel in Richmond have voted 91 per cent in favour of a strike, according to the union.

Unite Here Local 40 said Friday that picket lines could go up at any time after a 72-hour strike notice is issued.

The union said that staff at the Pacific Gateway Hotel, on Cessna Drive near the Vancouver International Airport, voted to strike after the hotel terminated laid-off workers, including women who had worked for the hotel for nearly two decades.

The union claims the hotel is refusing to recall staff when business recovers, and has plans to terminate the “majority of its

workers by the end of March.”

Stephanie Fung, spokesperson for the union, told the Richmond News that one dozen workers were terminated in early February and around 150 are at risk of permanently losing their jobs.

“I’m a single mom with two kids ages 12 and 13. I need my job.

The government should be protecting our jobs so we can return when business comes back,” said Elisa Cardona, a laid-off hostess who worked at Pacific Gateway for seven years, in a statement.

“If Pacific Gateway gets away with firing us, other hotels will follow suit. That’s why we are going to fight back; we can’t let this happen.”

The News has reached out to the Pacific Gateway Hotel for comment.

Norway trip on cards for lotto winner

John Maclachlan and his wife had been dreaming of a trip to Norway — now it’s going to become a reality, after he won $63,000 on Lotto 6/49.

Maclachlan was relaxing, reading the newspaper at home when he came across his winning numbers.

hen Tam and ‘Monika’ Ngoc Phi Do, together with their son Trevor, were rescued from a refugee camp in the early 1980s, they made a pledge to help others whenever they could. Fast forward to today, they’ve pledged $120,000 for Richmond Hospital’s ACT NOW campaign to support the build of the Yurkovich Family Pavilion, a new acute care tower with a new emergency department, medical imaging centre, larger operating rooms, private inpatient rooms and much more.

Knowing very little English and with a young son in tow, the Dos worked non-stop in various jobs to make ends meet and still set aside some funds each month to help others.

As Tam explains, “I was so lucky to marry someone, who had such a big heart, and together we worked hard over the years to support ourselves and others.”

Tam’s hard work, positive attitude and excellent people skills in the retail industry didn’t go unnoticed. He was eventually given the opportunity to manage Mac’s convenience stores and, in 2003, he joined Chevron. He now owns five Chevrons in Richmond with 170 employees.

As Tam and Monika’s personal successes grew, so, too, did their generosity. For more than 20 years, they’ve given back to many organizations in Canada and overseas.

Having seen Richmond Hospital firsthand in recent years, the Dos knew that the hospital could use their support, and were pleased to recently add the hospital to their philanthropic efforts.

The News has repeatedly reached out to Skeye Optical Inc., but did not receive a response prior to publication.

According to Mike Larsen, co-chair of KPU’s Criminology Department, posting a client’s personal information is considered “totally outside the bounds of privacy law.”

“Publishing someone’s personal information without explicit consent is typically a violation of the Personal Information Protection Act (PIPA) in B.C,” said Larsen. “All businesses have clear obligations when it comes to this, and people need to be informed of information being posted; they have to consent to it, and it has to be reasonable.”

He added that complaints can be directed to the Office of the Information and Privacy Commissioner (OIPC) for B.C. where an investigation can be launched.

Michelle Mitchell, spokesperson for OIPC, said that while they cannot comment on particular cases, a business’ reputation can be affected if found to be breaching the privacy law and it’s important businesses understand their privacy obligations. Currently, the OIPC does not “have the ability to levy fines” if an organization breaks the privacy legislation, but is in discussion with the government about changing that.

Residents in one independent seniors living facility were busy rolling up their sleeves on Wednesday to get the first dose of the COVID-19 vaccine.

Residents and staff at Gilmore Gardens are “very, very happy” about receiving the COVID-19 vaccine this week, according to Lynn Van de Kamp, assistant general manager at the facility.

About 170 residents and staff were scheduled to receive the vaccine on Wednesday, she explained, saying it feels like they’re reaching a milestone.

But, despite being vaccinated, Van de Kamp said they will continue to adhere to COVID-19 protocols until directed otherwise.

“We have not been given any direction to ease up on restrictions or safety protocols (after the vaccine),” she said.

Independent living facilities will be immunized for COVID-19 over the next couple weeks, followed by seniors in the community, starting aged 90 and older.

By mid-April, mass vaccination clinics are expected to be set up for the general population, administered by age in five-year increments but also to people aged 16 and 69 who are “clinically extremely vulnerable,” for example, with some types of cancer or severe respiratory illnesses.

The sped up timetable is thanks to the fact the province has extended the time between the first and second doses. This means more people can get their first dose sooner, but won’t be getting their second dose until up four months later despite the manufacturer’s recommendation of four weeks.

Clinical trials show protection against COVID-19 well above 90 per cent for the Pfizer and Moderna vaccines after two doses, but, according to VCH, there is also a “high degree” of protection about 14 days after just the first dose.

This can be seen in the number of cases dropping in long-term care facilities, the first places that received the COVID-19 vaccine.

But the health authority reiterated everyone should, after getting vaccinated, still keep washing their hands, wearing a mask, physically distancing and staying home if sick.

Van de Kamp said she doesn’t expect any changes to these protocols, either from the province or from their parent company, Verve, any time soon, although, she added, they are looking forward to seeing the “light at the end of the tunnel.”

Verve Senior Living is a for-profit company that also owns Courtyard Gardens, another seniors’ residence in Richmond, along with other residences across Canada.

Age-based community vaccine rollout While seniors living in residences are being vaccinated this week, seniors 90 years and older living throughout the community, as well as Indigenous seniors 65 years and older, can start calling next week (March 8) to book their COVID-19 vaccines for the following week, starting Monday, March 15.

will have service in different languages, explained Bob Chapman, one of the leads for VCH’s vaccine rollout.

Penny Ballem, provincial immunization response team coordinator, at a press briefing on Monday, urged people to only call if eligible in order not to overwhelm the system.

After the first group, seniors aged 85 to 89 years old will follow — booking starting on March 15 and vaccines administered starting March 22 — and those 80 and older the following weeks.

When calling, seniors need to give their first and last name, date of birth, postal code and personal health number.

The province and health authorities are currently trying to secure facilities for large-scale vaccination clinics which are expected to start April 12.

Chapman said VCH has reached out to many organizations that deal with seniors to help spread the message about vaccines, but he also encouraged everyone to reach out to senior friends, neighbours and relatives to tell them to book appointments or to help them in the process.

“It’s really going to take a community or a village… to support some of these people to ensure that they can get their appointments, and to get to their appointments,” Chapman said.

The province is expecting to administer 400,000 doses in B.C. by early April.

In 1918, Victoria gave local municipalities the authority to shut down schools, churches, theatres and public meeting places, and health officials were telling people to stay indoors, not to kiss and not to shake hands.

On Oct. 18, 1918, a “night lettergram” was sent to the Reeve of Richmond informing him of the emergency powers granted by the Provincial Board of Health.

It was more than 100 years ago, but the parallels between the Spanish flu of 1918/19 and the COVID-19 pandemic are striking.

In the end, Richmond schools and churches were shut down to fight the H1N1 virus that had arrived via returning First World War soldiers.

Last March, as COVID-19 spread throughout the world and the World Health Organization declared it a pandemic, schools shut down and public gatherings were

highly restricted.

The Gateway Theatre in Richmond hasn’t had a live performance since last February and churches are currently banned from having in-person services.

This flu hit people hard — there were reports of people falling ill and dying within 24 hours, choking on their phlegm, and it seemed to target people aged 20 to 40.

In response, an emergency hospital was set up at the Minoru Park Clubhouse, which eventually had nine patients.

On April 30, 1919, Richmond’s medical health officer, W.H. Hall reported the municipality had enjoyed “good health” for two months with no infectious diseases, “which comes as a relief after the epidemic which prevailed during the winter months.”

About 4,000 people in B.C. and an estimated 50 to 100 million people worldwide died during the 1918-19 pandemic.

Superstar Korean actor arrives at YVR Fans of Korean superstar Lee Min-ho have taken to social media to report of his safe arrival at Vancouver International Airport on the afternoon of Feb. 25.

While it’s unclear where Lee will be staying for the mandatory three-day quarantine, it’s believed he is at one of several federally approved quarantine hotels in Richmond.

As of Feb. 21, international travellers are required to take a COVID-19 test upon arrival in Canada and stay at a government-authorized hotel for three nights while they await their test results.

They must also quarantine for two weeks under Canada’s Quarantine Act. Members of Lee’s fanclub, known as Minoz, posted on social media that Lee was travelling from Seoul, South Korea, to Canada for the filming of Apple TV’s new

Motion anti-gov’t, not anti-Chinese: Chiu Nono Shen

The Conservative motion to declare the Chinese government’s persecution of Muslim Uighurs a genocide should not stir up anti-Asian sentiment, explained Steveston-Richmond East MP Kenny Chiu.

Moreover, his party is working hard to fight racism, Chiu assured Richmond residents.

Supporters of the government of China here in Canada “are trying to tell others that this motion is against the Chinese, which is the furthest from the truth. I want to assure the citizens in Richmond who are of Chinese descent that Canadians are very clear about who has committed those crimes,” said Chiu, noting that anti-racism is another issue his party is focusing on.

Chiu argued the focus should be on Prime Minister Justin Trudeau and his cabinet who, he said, have turned their backs on China’s ethnic Muslim Uighurs, who have been abused by the Chinese government.

The majority of members of Parliament voted Monday in favour of the Conservative motion. However, Trudeau and all of his cabinet ministers were absent except for Foreign Affairs Minister Marc Garneau, who abstained.

The motion also calls on the International Olympic Committee to move the 2022 Winter Olympics out of Beijing.

Women’s legacy honoured in school names Township of Richmond set up a makeshift hospital in Minoru Park Clubhouse and McNeely volunteered there as a nurse, for which she was commended by the township.

The fact only two in Richmond are named after women is something the school district should be “cognizant” of, according to board chair Sandra Nixon.

During the 1930s, when Canada was going through the Depression, she helped start a school cafeteria program to feed her students.

Nixon said there is value in having a school named after a woman, a “leader in the community being recognized.”

“Hopefully for students attending, especially young female students attending those schools, it would send a positive message to them,” Nixon said. The school naming policy is currently under review.

March 8 is the United Nations’ International Women’s Day, and this year’s theme is “Women in leadership: Achieving an equal future in a COVID-19 world.”

The U.N. points out COVID-19 has exacerbated inequalities including domestic violence, unpaid care duties, unemployment and poverty.

McNeely retired in 1948 and passed away in 1964 in Victoria.

To celebrate International Women’s Day and make a difference in women’s lives, Richmond Women’s Resource Centre (RWRC), a local non-profit, will host a virtual event this Saturday.

The upcoming event, titled “International Women’s Day Virtual Banquet and Auction,” will focus on two themes: women in leadership and being a leader through COVID-19.

“We are not an activist centre. We are a support centre. We are trying to help women to empower themselves. I know the word ‘empower’ has been used hundreds of thousands of times,” said Tammi Belfer, RWRC president.

She added, their organization has served as a stepping stone for many women.

“We are helping people

one at a time and we also want to make sure that we could get to the point of gender equality. We are going to challenge society to help us get there.

Women alone can’t do it, and men alone can’t do it.

It has to be a combined effort.”

There will be several guest speakers to deliver speeches at the meeting, including Annie Lo and Savneet Sandhu, founders of Boss Lady Collective, a modernized women’s workwear brand.

They will talk about transforming obstacles into opportunities.

This event will also include an auction program to help raise funds to continue to support and empower the women of Richmond.

Cheers, laughter and tears echoed throughout the parking lot of Matthew McNair secondary as students held a drive-by parade for one of their own who is battling stage 4 cancer.

Jenny Bitter, a Grade 12 student at McNair, entered the school’s parking lot in a truck decorated with balloons, welcomed by fellow classmates on Sunday morning with “stay strong” posters, balloons and origami cranes they had made.

The parade, organized by the school’s Grade 11 and 12 leadership class, is part of the class’ group project to showcase the themes of care and community, according to Natasha Blair, who teaches the class.

And what better way is there than to showcase those themes than in a parade for a classmate they are close with. “(The students) believe that the purpose of this activity is to demonstrate the power of caring and that everyone has a story,” said Blair, adding they want to remind the community many people “are going through

difficult times” and any act, big or small, can leave a positive impact.

“We are encouraging everyone to remember this, especially as we navigate through this pandemic.”

This type of tumour, for example, affects an individual’s movement, ability to swallow and breath, and is deemed an extremely aggressive form of cancer.

Jenny and her mom, Anita Bitter, recalled breaking down in the doctor’s office when the medical reports showed Jenny had stage 4 cancer.

Jenny‘s biggest dream is to become an actress, but if it doesn’t work out she will be an ELL teacher to help kids with English and be a wonderful mother.

Supporting the Beijing Winter Olympics Benefits All Athletes and Beyond Petition for Supporting Beijing Winter Olympics by Community Organizations Vancouver, BC – The XXIV Olympic Winter Games (“Beijing Winter Olympics”) will be held in Beijing and Zhangjiakou in February 2022. Canadian athletes are a frequent sight amongst gold medalists in the Winter Olympics. Out of the seven major events, Canada has won Gold Medals in six. In Ice Hockey, Canada dominates (8 men’s Ice Hockey Gold Medals and 4 consecutive women’s Ice Hockey Gold Medals). Canada is a veritable winter sports powerhouse. In the 2018 PyeongChang Winter Olympics, Canada won 11 Gold, 8 Silver, and 10 Bronze Medals, ranking third overall in the standings. Canadians look forward to replicating and even surpassing in Beijing their success in PyeongChang.

Since 2017, preparations for the Beijing Winter Olympics have proceeded in earnest and according to schedule. This is the result of hard work by countless people over the course of more than a thousand days and nights.

However, in early February 2021, certain organizations began calling for a boycott of the Beijing Winter Olympics. On February 8, certain Canadian political figures wrote letters urging the International Olympic Committee (the “IOC”) to relocate the Beijing Winter Olympics to another country, due to reports of alleged but unproven human rights violations in China’s Xinjiang region.

Such unfounded calls and allegations caused grave concerns among numerous Chinese Canadians living in Canada, as well as many other stakeholders. On February 4, 2021, Canadian Olympic Committee Chief Executive Officer and Secretary General David Shoemaker and Canadian Paralympic Committee Chief Executive Officer Karen O’Neill issued an open letter to express their disapproval of the call for a boycott of the 2022 Winter Olympics in Beijing. The United States Olympic and Paralympic Committee also recently said in a statement that it opposes a boycott of the Games, as this will have a negative impact on athletes.

We are Canadian community organizations representing many Chinese-Canadians who have immigrated from China. Our members are Canadian citizens, permanent residents and organizations that they have formed. We are very excited to see what Canadian athletes will achieve at the Beijing Winter Olympics. We also compliment

the hard work of countless people in China in constructing the Winter Olympics sports venues and service facilities in order to host athletes from around the world. We strongly oppose and condemn any boycott of the Beijing Winter Olympics.

Political and ideological issues should not be mixed with sports. The politicization of sports violates the spirit of the Olympic Charter.

The IOC has stated on many occasions that agreeing to host the Olympic Games in China does not mean that the IOC agrees to the political structure, social environment or human rights standards of the host country. The Olympics has always carried a meaning and a symbol of world unity and we hope the Beijing Winter Olympics will provide such opportunities for unity and friendship.

We acknowledge that there are issues between Canada and China and we sincerely hope and believe that the great people of the two countries and their governments will have the wisdom and fortitude to resolve those issues and restart their long-time friendship.

A boycott is not a helpful solution to addressing issues between the Canadian and Chinese governments. Rather, a boycott will only serve to divide people and worsen existing issues. We are also concerned about the unintended consequences of a boycott. For example, Asian-Canadians living in Canada are already targets of increased racism, hate speech and hate crimes. A boycott will further marginalize those people, and eventually other visible minorities; such marginalization is contrary to Canadian values.

We sincerely call on people of all ethnicities to resolutely oppose any boycott. It will be the athletes, and the Olympic Games itself, that will suffer the most from a boycott.

Let the Olympic Spirit shine forever!

B.C.’s vaccination plan leaves little ‘room for error’ Glacier Media

If it’s best practice to under-promise and over-deliver during a vaccination campaign, B.C. and Canada may already be heading down the wrong path.

“The Canadian government has not opened up its books, and shown us the exact nature of these contracts,” he said.

What the Canadian government should have done, he said, was revise its strategy over time.

“You cannot say in June of 2020, ‘We have option agreements for 400 million vaccine doses,’ and then you do nothing after that,” Nagarajan said.

Had the Canadian government swapped its options to buy vaccine doses for concrete commitments to buy those vaccines, backed with top-dollar prices, Nagarajan said, Canada would likely have been a world leader in getting its residents vaccinated.

He pointed to Israel, which has long been the No. 1 country for per-capita vaccinations.

“We know that Israel paid more money,” he said.

Nagarajan added that the federal government, knowing that Canada has little drug-manufacturing capacity, should have done more to ensure sufficient vaccine supply.

Some critics have suggested that were Canada equipped with a robust drug-manufacturing sector, similar to the U.K.’s, its manufacturing companies could have reached agreements with the Pfizer-BioNTech partnership or the second fastest vaccine producer, Moderna, to produce vaccines in Canada.

But Nagarajan said Canadian drug manufacturers would have had to pay the drug developers a significant sum for the right to produce the vaccines and that any such partnership would be feasible for the drug developers only if the prospective manufacturers could produce huge volumes of the vaccines – not merely enough for 38 million Canadians.

Another challenge is that Pfizer-BioNTech’s and Moderna’s mRNA vaccines are more complicated to manufacture than AstraZeneca’s, which is based on double-stranded DNA. As such, established drug manufacturers may have had difficulty producing the vaccine.

“That said, having a large manufacturing capacity can definitely help a country,” Nagarajan said.

With Pfizer Inc. and Moderna Inc. contracted to deliver as many as 120 million combined COVID-19 vaccine doses this year, federal and provincial officials have repeatedly declared all Canadians who wish to be vaccinated will get their jabs by the end of September.

“While it is certainly possible that the stated goal could be hit, it doesn’t appear to leave much room for error or contingency,” said Steve Waters, CEO and founder of Contrace Public Health Corps in Washington, D.C. He pointed to real-time data from COVID19tracker.ca, which is administered by the University of Saskatchewan, that reveals Canada has administered 76 per cent of doses that have been delivered as of late February.

B.C. is doing slightly better at 79 per cent. “[It] doesn’t lead to confidence that a large increase in delivery of doses will mean a massive increase in the rate of administration. In fact, a large delivery of doses at one time could potentially create logistical issues that could even reduce the administration rate,” Waters said. “Considering there is a global shortage of vaccines, existing production and delivery delays, and increasing geopolitical pressures around the most complex logistical challenge in modern history, Canada is certainly at a disadvantage having to depend on other countries for vaccines.”

Mahesh Nagarajan, a professor at the University of British Columbia’s Sauder School of Business whose focus area is supply chains, said effectively vaccinating a population involves a two-step process: sourcing the vaccine and distributing it.

He commended Canada for quickly acquiring options to buy hundreds of millions of doses of a range of drug makers’ vaccines, and said that had a different drug developer than the Pfizer-BioNTech partnership been able to

Plans for PNI’s new $50-million biomanufacturing facility in Metro Vancouver are now underway after the federal government revealed last month it was earmarking $25 million for the endeavour.

“The government support … has been a great catalyst to be able to bring that to fruition,” he said.

PNI is a provider of technology for the development and manufacture of genetics medicines that deliver RNA or DNA directly into cells to treat disease at its molecular root cause.

Last fall, Ottawa earmarked $18 million for the company to pursue its own COVID-19 vaccine, which is expected to enter Phase 1 of clinical trials this coming summer.

PNI specializes in a class of vaccines known as self-amplifying RNA vaccines.

These have the potential to create more potent vaccines as they amplify the signal, allowing PNI to manufacture more doses for less volume.

The new 40,000-square-foot facility, expected to be completed in March 2023, would be able to produce up to 240 million of those self-amplifying RNA vaccine doses.

Moderna and Pfizer, meanwhile, have been manufacturing conventional messenger RNA (mRNA) vaccines.

Taylor said PNI’s facility would be able to manufacture two million to 24 million mRNA doses – a significant difference compared with the manufacturing capacity for a self-amplifying RNA vaccine.

With PNI’s facility slated to open in 2023, the Vancouver company’s expanded manufacturing capacity does not fit into the federal government’s timeline for vaccinating all Canadians by September 2021.

Instead, it’s poised to play a part in future responses to health crises.

“This facility will be utilized for the production of both therapeutics and vaccines applied to cancer, infectious disease, rare diseases. …

“If [PNI’s COVID-19 vaccine] came earlier than [when] the facility was ready for us, our company already partners and provides our technology to contract manufacturing organizations all over the world.”

Upon announcing the $25 million earmarked for PNI’s facility, Trudeau said the arrangement will offer the country more domestic manufacturing certainty for years to come.

“We don’t know what the future looks like a year from now, two years from now, three years from now,” he said.

“What we’re very clear on is Canada will be developing domestic manufacturing, so regardless of what could happen in the future, we will have domestic production.”

In the short term, one potential bottleneck could be scheduling.

Once people have registered online – likely through the BC Centre for Disease Control website or health authority websites – they will need to be notified when and where they can get their first shot. Once they’ve had their first shot, they will need to be scheduled for a second shot a few weeks later.

“There is a very strong likelihood we will not get it done by September,” said Nagarajan.

“Actually, I think the chances are very, very high we won’t get it done by September.”

He’s not convinced the province will be able to secure all the vaccines it will need on schedule. Even if the province is able to secure all the vaccines it will need on schedule, he fears there could be problems getting the provincial Panorama health-care data system synced with the IT systems of five health authorities.

“One of the issues is that each health-care authority has its own IT system,” Nagarajan said. “What is needed is a way to get these systems communicating with each other. This needs to be pretty seamless. You do not want citizens showing up to a vaccination centre where the bottleneck is the IT system trying to record the citizens’ information and then cross-checking it.

“You need to have a very smooth process where all of these transactions get recorded so

Valorie Crooks, professor of geography at Simon Fraser University and the current Canada Research Chair in Health Service Geography, noted that – at least in northern, remote communities where vaccination clinics are likely limited – the opportunity is there for the province to deploy targeted marketing to achieve a better result.

The rise of anti-vaxxer sentiment in North America and throughout the world in the last few years has raised concerns among many experts that a COVID vaccination drive may be impeded by misinformation.

That is why, Crooks said, the key will be avoiding a one-size-fits-all public awareness campaign. The priority should be to identify trusted message-carriers – whether that be local newspapers, community leaders, online platforms or other individuals – whose delivery of vaccination information would be more easily accepted at the micro-local level, she noted.

“We need public health communication strategies that make sense in the places where people live,” Crooks said. “People who are health authority liaisons or on-site providers need to be involved in leadership in how information is shared. It may involve turning over the messaging to people who are members of the community who are reliable relaters of key information.”

Rhea Dubois-Phillips, Vancouver general manager of public relations firm Edelman, agreed.

She said relying on daily news conferences will not by itself lead to a successful public awareness rollout.

Dubois-Phillips noted examples during the early days of COVID-19 where provincial news conferences were aimed at urging people to stay home and flatten the curve; some of these efforts, she said, were unsuccessful because the information wasn’t readily available in the languages of certain ethnic and religious communities – meaning the messaging did not reach all of its intended target.

“You have to figure out what barriers are there that would prevent certain stakeholders from getting the vaccine,” Dubois-Phillips said.

The federal government awarded Deloitte Inc. a $16-million contract late last year to provide a national vaccine management IT platform meant to assist provinces with vaccine rollout, administration and reporting.

The NVMIP isn’t meant to replace B.C.’s existing system, but the province confirmed it would be used to record all immunizations electronically and track vaccine inventory.

“I know that there’s going to be glitches, there’s going to be bumps,” B.C. provincial health officer Dr. Bonnie Henry told reporters in late February. “We will not let people be left behind.”

Bill Tam, chief operating officer for the B.C. Digital Technology Supercluster, said he thinks a new purpose-built scheduling system, called Project ABC, can be in place by the time Phase 3 starts in April.

With the help of the Digital Supercluster, Cambian, a B.C. software company specializing in health care, developed the Project ABC software, which stands for “authorization, booking and confirmation.”

“We’ve got the scheduling software that allows people to book these appointments,” said Cambian CEO Bruce Forde.

Project ABC was originally designed to manage COVID-19 serology testing, but has since pivoted to scheduling vaccinations on a large scale.

“Think of it as a bit of a rules engine that will ensure the right population demographics have the access they need to go ahead and book their vaccinations,” Tam said.

The Project ABC software, which will likely be embedded as a widget in the BC Centre for Disease Control or health authority websites, will confirm a person is eligible for a vaccine according to age, occupation and other criteria.

“You get an email, or text, if you’ve chosen text,” Forde explains. “It brings you to a website – same place where you registered – then you choose a site that is convenient for you. So if you’re within a certain area, maybe you have like three or four or five options to choose from, you can look at a time, pick the location, and when you’re finished you get a QR code.”

Using their smartphones, people can simply flash their QR code when they arrive at the clinic at the designated time, which will allow them to move quickly through the queue without having to fill anything out.

“We don’t know where the bottlenecks will be until we actually run through the system,” said Nagarajan.

Pair getting set for the 4x4x48 challenge Alan Campbell

He’s only going to use one pair of runners and one pair of socks and, by his own admission, he’s a “bit of an idiot.”

And it’s all in the name of cancer research, something which has touched Hauck several times in his 44 years and also something he will use to drive him on when the going inevitably gets tough on Sunday.

“It started as challenge to myself to push my boundaries. I’m so-so fit. This is terrifying me, I’ve never run a marathon before,” said Hauck, who cycles 30 kilometres a day from his Seafair home to and from his school in south Vancouver.

“My mom and aunt both survived breast cancer. They fought hard, but if it wasn’t for the BC Cancer Foundation, I think it would have been a very different story.

“I live near the West Dyke Trail, so during the day we’ll be running along there. We won’t go there at night due to the coyotes.

“I also had a colleague, who was very influential to my teaching practice, diagnosed with inoperable brain cancer. He was given about three months to live. It hit me pretty hard when he passed away four years ago. I think about him a lot. They will be top of mind all weekend.”

But that’s not going to stop Martin Hauck and his buddy, Jeff Kirkeby, from setting off around the streets of Steveston Friday night to run four miles, every four hours for two days straight, until late Sunday afternoon.

That’s right, at 8 p.m. Friday, school teacher Hauck and personal trainer Kirkeby are limbering up to run the equivalent of nearly two marathons as part of the global, David Goggins’ 4x4x48 Challenge.

Hauck said he and Kirkeby plan to pitch a couple of tents in his townhouse backyard for the duration of the challenge, where they will have a propane fire to keep them warm while they eat, rest and, hopefully, nap, in between runs.

“We wanted to challenge ourselves with the elements a bit more,” added Hauck, noting that it should take about 40 minutes per run, allowing for a few hours rest in between each leg.

“Having a buddy with me is huge, though.

We will get into deep, philosophical discussions I’m sure.

“We’ll have lots of sugar, small meals,

Hauck said he hopes to raise a few dollars and awareness for the BC Cancer Foundation.

“If I suffer a little bit in the process, it pales in comparison to what people go through with cancer,” he added.

And if anyone wants to join the pair, Hauck said they are more than welcome, joking that “we’re more than happy to set a slower pace. We will be slower by Sunday.

“The last run should be 4 p.m. on Sunday.

Depending on how we’re feeling, we may try and hammer out one more at 8 p.m., just for fun.”

Record lover finds vinyl he sold as kid 16 years ago Alan Campbell

Jeffrey Liu was surprised when he found a copy of a prized vinyl album in a Richmond retro record store that he’d given up 16 years ago for 50 cents at a garage sale in Maple Ridge as a kid.

However, Liu — who moved to Richmond, age 12, just after that garage sale — was about to get an even bigger shock when he took the album home from 3Dawgs Vinyl on No. 5 Road.

As soon as he started playing Frankie Laine’s Greatest Hits he realized, due to the position of a couple of scratches on the vinyl, that it was actually his record from 16 years ago.

“Regrettably, I made markings on it as a kid and got scolded by my grandparents for doing so. I recognized it as soon as I got it home,” said a stunned Liu, who moved back to his native Richmond from Maple Ridge with his grandparents in Grade 8.

Liu said he had to sell the album as a child as he and his grandparents were downsizing from Maple Ridge for a three-bedroom condo in Richmond.

However, he never forgot the classic album — Frankie Laine sang the theme song for one of Liu’s favourite Gary Cooper westerns, High Noon.

“I just happened to stumble across the album in 3Dawgs and thought, ‘I had this before’ but I didn’t realize at the time it was actually mine.

Richmond firm designed Mars landing cams are designed to withstand some of the toughest conditions on earth, it wasn’t known how they would perform in space.

“We never had the opportunity to test our cameras in scenarios with no gravity or temperature near absolute zero. So we were thrilled to see NASA put them to the test,” Panjwani said.

Millions around the world were able to catch a glimpse of what it’s like to land on an alien planet — and it wouldn’t have been possible without a Richmond company.

Six compact cameras, designed by FLIR Systems, captured the entry, descent and landing of the Perseverance rover, creating dramatic footage that NASA said is the first of its kind — including images of the parachute deploying, the heat shield separating over the desert-like red landscape and Martian dust swirling as Perseverance touched down.

Sadiq Panjwani, vice-president with FLIR Systems Components Business, said NASA approached the company over five years ago because of their expertise in creating durable, industrial cameras.

Nasa calls the entry and landing event “seven minutes of terror,” as the rover has to handle the descent alone, without any human guidance. It takes more than 11 minutes for a radio signal to travel back from Mars, meaning the rover has already landed by the time the mission team hears it has entered the planet’s atmosphere.

Pajwani watched the landing live and said while the team was nervous, they were “filled with joy and on cloud nine.”

“We are really thrilled to be part of this journey…We saw history in the making.”

Now that it’s safely landed, the Perseverance’s mission is to seek signs of ancient life and collect rock and soil samples that can be returned to Earth.

While FLIR provided six cameras, only four were used during the descent and landing. The remaining two cameras are attached to the rover, but Pajwani said the company has “yet to learn from NASA how they plan to use those cameras in the future.”

What is herd immunity and how does it work?

Herd immunity or community immunity occurs when an infectious disease can no longer spread through the population. Once a sufficient proportion of a population is immune to the infectious disease, transmission from person to person becomes unlikely and the spread of the infectious disease halts. At the onset of the shutdowns, many people in the Trades were laid off. We worked closely with our clients to map out how we could keep everyone safe and still manage to do our Jobs. When there was ever a doubt about the degree of safety protocols needed, we erred on the side of caution. We had Journeymen working in full face-mask respirators for months.

Lately, business has been booming. People will always need heat and water and a toilet that flushes. However, we still work with many protocols in place and things in general are taking longer.

Parts take longer. Most suppliers have curbside pick-up protocols and only so many tradesmen allowed into wholesalers at one time. Our guys can sometimes sit outside for 30 minutes Just waiting to get into a supplier. This effects time on a service call.

We are also starting to find more items out of stock. As manufacturers are having struggles, (shutdowns, staff shortages and shipping problems), some items that we used to take for granted, often have delays and lead times. Some manufacturers have raised prices as a result of their Covid struggles.

Many Plumbing and Heating Appliances are working much harder nowadays. With so many people staying home, your equipment is working much harder to keep you comfortable. Furnaces and Boilers are running around the clock. More demands for water, (showers and the ever-present hand-washing), all put more demands on your plumbing. This takes a toll, especially if you are talking about multi-family residential buildings.

Things like Sani-wipes, (and occasionally masks) being flushed down drains is something that we are coming across more and more. To be clear; don’t flush these things, unless you have money you don’t mind throwing away.

In summary; some things are taking longer. Some things will be more expensive. We are all in the same boat. With patience and pulling together, we will get through this. Rob

Softball season warming up for hopeful first pitch with everything going on.

There will be a softball season in Richmond this spring and summer, it’s just a matter of what the pandemic allows.

“Softball BC is communicating with the B.C. government and doing its absolute best to get the girls back on the field.”

That’s the message from two of the people running the Richmond Girls Softball Association (RGSA), its president, Al Groff, and its mite coordinator, Dave Lexier.

Much like last year, when COVID-19 halted the season just two weeks prior to it kicking off in April, the association is very much in a holding pattern, hanging on Dr. Bonnie Henry’s every word.

The difference this time around, according to Lexier, is that they’ve been able to plan all winter for all kinds of scenarios for the months ahead.

“We have plans A, B and C: Plan A is a

Groff said they have around 300 girls enrolled right now, similar to previous years.

“It’s a little light in our house program but the rep teams are pretty much full,” Groff added.

“But in house last year they played each other over and over again and they had a really good time.”

Without knowing exactly what the season will look like, some parents, explained Groff, are holding back from signing up.

“They want to see competition. We’re just happy to get games of any kind. Most of the rep teams are in for a penny in for a pound.

In terms of the upcoming tournament season, Lexier is hoping they at least get to host and take part in “cohort tournaments with a small group of teams.”

MAY, Ralph Albert April 5, 1949 - February 24, 2021 Ralph is survived by his loving wife of 50 years, Judy (Cruickshank), Son Warren (Melinda) Mellia and Jack, Daughter Lindsay (Andrew) Siobhan, Son Spencer (Sarah) Liam, Connor, Graham and Kaleb. Also survived by his Brother Bruce and Sister Louise, their families and many more relatives, colleagues and friends.

Ralph grew up in the farming community of East Richmond, and farming always remained a big part of Ralph’s life. He was a founding partner in the Law firm of Campbell, Froh, May and Rice for 40 years.

Over the years, Ralph was a big part of the local farming community. He was Chairman of the B.C. Cranberry Growers Association, Chairman of the Cranberry Institute of North America, Director of Ocean Spray Cranberries and Founding Director of the B.C. Expropriation Association. Ralph was also very active in the community of Richmond. He was the Founding Chairman of the Richmond Community Foundation, Former Member of Richmond Gateway Theatre Society, and more recently a Director of the Richmond Hospital Foundation. Ralph was also the Recipient of the Governor General’s Commemorative Medal.

A celebration of life will be announced when public health allows a suitable memorial for Ralph.

In lieu of flowers the family asks for donations to the Richmond Hospital Foundation or the BC Alzheimers Society.
