Food truck debate rages on Dear Editor,

Dear Editor,

I have been a merchant in Steveston for 30 years.

It seems no one has bothered to ask, why did the city issue a licence to any of the food trucks in the first place?

I can assure you city hall has never cared about how many restaurants, hair dressers, registered massage therapist clinics etc. in Steveston have received business licences.

If council is now bemoaning and whining about how the food trucks are in violation of bylaws and infringing on others, would it not have been easier to simply not issue the licence to begin with?

But now, because they have gotten four complaints from, I assume, businesses that are impacted by food trucks, the city feels it can restrict business access to Steveston.

If you ask me, someone at city hall did not do their due diligence before issuing a licence.

I find the city’s decision to ban the food trucks from Steveston appalling.

If the city did their homework, and properly notified a business owner of all their rights and responsibilities upon issuance, and the business flagrantly violates bylaws, then that business is asking for it.

I worry what the long term effects will be when the city allows a few businesses to dictate what happens in Steveston.

If city did NOT do their homework and are getting cold feet after some noise from the neighbours, then they should own up to their mistake.

Either care about all the businesses in Steveston and our livelihoods or allow free enterprise to work the way it should:

And if the city cannot admit human error, then what trust does any business owner have when applying for a business licence?

First responders saved the day after bike fall Dear Editor, On Sunday afternoon, my family and I were enjoying a beautiful bike ride along the south dike at Steveston. I took a tumble from my bike and it was evident I needed help. A call was made to 911 and emergency responders arrived. I cannot emphasize enough how great these people were to me, beginning with the first firefighter, who met my husband along the trail and borrowed his bike to make it to me as quickly as possible while carrying the oxygen, the second responder who

calmed and reassured me while waiting for the ambulance and checking my vitals, the ambulance crew who did their utmost to get the ambulance as close as possible to me through a narrow bike path, the ER nurses and doctors who all helped me. I am now resting at home having had surgery on the second day. I cannot say enough great things about all the wonderful caring, attentive, genuine people who came to my aid.

RCMP’s foundations are far from reader’s truth Dear Editor,

A simple Internet search will find that the RCMP were actually created as a means to uphold colonial laws and borders, and as such, a means to erase the many Indigenous Nations along with their peoples and cultures. I state this with the hopes of correcting the first of several pieces of misinformation Scott Stewart wrote in his letter which compares the RCMP to the Bow Street Runners in London. In fact, the existence of the RCMP is very different in nature and objective. In our contemporary society here on unceded lands of the Musqueam Nation, Squamish and Tsleil-Watuth Nations, we continue to see numerous examples of the RCMP harming Indigenous communities and nations whose objectives have been to defend their unceded lands. In many instances, this harm has been enacted upon Indigenous youth and non-Indigenous youth allies in the form of detainment, ar-

In the Feb. 19 protest outside of the Bank of Montreal, a police officer is seen yanking on the hair of an Indigenous youth. Many youth were also violently detained during the Wet’suwet’en blockades. What message does this send our children, who bear the brunt of the burden of environmental catastrophe and ethical and equitable relationship building, when they see their peers harmed and arrested simply for defending their rights? The discontinuation of the SLO program in New West and Vancouver allows these districts to consider other approaches to safety for students. This also allows an opportunity for the RCMP to consider the harm and distrust that has built up over time. What can Richmond learn from this as we already navigate the disconnect between RCMP and the Richmond community?

Keeping police in schools is a no-brainer Dear Editor,

With the increase in gangland shootings in the Lower Mainland, the need for school liaison officer programs (SLO) in schools is evident. In Richmond, the RCMP provides a positive role model for students, meeting confidentially with them and forming meaningful relationships. Several other jurisdictions have eliminated the SLO program, but now is the time to embrace the opportunity to provide students with awareness-based education and build strong relationships between police and youth. For 25 years, the city, in partnership with the RCMP and school district, has provided the SLO, DARE (Drug Abuse Resistance Education), and Youth Academy programs for students. The school district is the only one in B.C. with an award-winning drug awareness and education program for all Grade 5 students. DARE educates children at the crucial Grade 5 level, which prepares them for high school when they are most likely to encounter pressure to use drugs.

This community outreach and engagement program allows an RCMP officer to teach students how to make cultural decisions and choices around bullying, racism, drugs and gangs, and most importantly, being good citizens.

Having an SLO in the school provides additional safety and allows students to consult, confide, and, in some cases, bond with an impartial person. The officers also volunteer their time with students at before and after school activities. It is now more important than ever to keep and support the school liaison program entirely funded by the RCMP. Richmond’s SLOs serve as a critical resource for students, administrators and teachers, providing advice and support regarding public safety, playing an essential role in keeping our community safe. Keeping this program in our schools is not a difficult decision. It is the right decision.

Council candidates should know city limits Dear Editor, Andy Hobbs is a needed voice of experience on city council. In 2020, 39 per cent of our city budget went to police, fire and emergency services. Given his career in law enforcement, Andy will bring valuable insight to these vital areas of community service, front-line experience that no other candidate or sitting councillor is equipped with. Reading the other candidates’ heartfelt interests, one would think they have not studied the role, and the areas that the city actually has authority over. While I applaud their intent, when you ask why they want to be a councillor and they respond with interests unrelated to the city’s authority, they are not ready for the job.

Put the homeless, hospital ahead of lawn bowling clubhouse Dear Editor,

Our otherwise well-meaning former councillor Kelly Greene discovered after winning your city vote that her ambitions lay in the purview of another level of government. The unfortunate result is a $700,000 by-election, money that should have been used for greater need.

I would like to thank Karina Reid for her letter to the editor last December pointing out that in these difficult times, in the midst of the pandemic, our city councillors decided lawn bowlers needed a new clubhouse.

I encourage people to study the areas that city councillors can actually impact before casting your vote. With 39 per cent of our budget directed to safety, it is an incredible opportunity when someone with a lifetime of relevant experience comes forward to help ensure it is money well spent.

I say “at least” because construction costs always seem to go up. Lawn bowlers pull up in their BMWs on the weekend (not recently though). They trot around for a few hours then make their way back to their homes, while not far away a young man sleeps on a bench huddled in his sleeping bag.

Andy Hobbs is needed at the table. He has my vote.

Of course, while some of us worry about affordable housing and overcrowded hospitals, city councillors are putting at least $5.3 million toward a new lawn bowling club.

I’m not against socializing while throwing little balls around, but can’t they go to a golf course? City council says it will be multi-purpose. Maybe at midnight, it magically converts into an ICU?

Richmond Bowling Club members celebrated two years ago when the city agreed to build a new clubhouse. The good news, we live in a democracy. Our voices are supposed to matter. If you find this use of limited resources insulting to essential workers and people who don’t have the time to bowl on the weekend, please let the city know. A byelection is coming up. One last thing, how many mature trees will be cut down so the bowlers can have more lockers? Seriously, in another time this would be funny but now it’s not.

Richmond RCMP are looking to identify a suspect in a video apparently spraying racist graffiti on a poster in Richmond on Sunday. Police received a report of graffiti being painted on a poster outside an optical retailer in the 4200 block of Hazelbridge Way, behind Aberdeen Centre. The store manager told the Richmond News on Monday they used tape to cover the offensive graffiti — which was written in Cantonese — then reported it to the police. The poster, showing a Black male modeling sunglasses, was an advertisement for an eyewear company, according to a media release sent out by RCMP. Sprayed over the image is a swastika and

A food truck operating in Steveston got a reprieve from Richmond city council to look for a new location.

Richmond council was considering cancelling the business licence for Shameless Buns, saying they were contravening a bylaw by operating in a parking lot in Steveston. At the end of the hearing on Monday afternoon, however, council voted unanimously to ask city staff to work with the owners of the food truck, Corvette Romero and Matt Brennan, to find a suitable location to sell their Filipino cuisine, possibly in Terra Nova. Coun. Alexa Loo said it’s “reasonable” to allow the owners and staff to look for a new location. “I think we’re hoping for something that is fair and still creates opportunities in Richmond and doesn’t seem as heavyhanded as just cancelling business li-

Another food truck, Salty’s Lobster Shack, which was also operating in the heart of Steveston Village, agreed to relocate to Britannia Heritage Shipyards, but Romero and Brennan didn’t want to operate there, saying it was a “ghost town.” After the meeting, the owners said they’d be “disappointed” to leave Steveston Hub but if they were offered relocation to Terra Nova, they would likely move there. Steveston leads the way for vaccination rates

The BC Centre for Disease Control has published information on vaccination rates.

As of May 10, the latest data available, between 41 and 60 per cent of adults 18 and older across most of Richmond have received their first dose, except for some areas in central and northern Richmond where the vaccination rate for adults 18 and up is 21 to 40 per cent. A Chinese restaurant in Richmond has closed its doors after a worker tested positive for COVID-19. Tin Tin Seafood Harbour, at 3711 No. 3 Rd., posted a notice on WeChat saying one employee tested positive on May 9. “To reassure clients, all workers who may have been in close contact with that person have been asked to self-quarantine,” the notice reads. The restaurant, which has also been cleaned and sanitized by a third party, expects to re-open on May 21.

Meanwhile, more schools have been flagged for COVID-19 exposures.

According to Vancouver Coastal Health, there were exposures at Gilmore elementary on May 11 and Cambie secondary on May 12. There was also an exposure at Hugh Boyd secondary on May 6 to 7 and May 10 to 14. Earlier this month, Health Canada authorized the Pfizer vaccine for kids between 12 and 15 years old. Canada Border Services Agency (CBSA) has seized around $1.8 million worth of a substance used to make a date-rape drug. According to the CBSA, its Pacific Region Intelligence Section identified a “container of interest” at a Metro Vancouver port. The container was examined by officers and collected samples from multiple drums. These samples were sent to the CBSA’s Contraband Drug Analysis Section in Ottawa and analysis confirmed that the substance was gamma-butyrolactone, a controlled substance also known as “GBL.” GBL, said CBSA, is a “Class A Precursor” essential to the production of controlled substances, such as “date-rape” drugs. In total, the CBSA seized 17,852.5 litres of GBL with an estimated street value of over $1.8 million. The investigation into the importers, said CBSA, is ongoing.

Hamilton police Website launched for YVR shooting evidence station wanted

Investigators have launched an online portal to help gather evidence of the fatal shooting at Vancouver International Airport last week, which has been linked to the ongoing Lower Mainland gang conflict.

The evidence submission portal, set up by the Integrated Homicide Investigation Team (IHIT) and Richmond RCMP, will allow people with dashcam footage, video or photos of the shooting to easily share them with police. On May 9 at around 3 p.m., 28-year-old Karman Grewal was fatally shot outside the international departure area at YVR. Two or more suspects fled the scene in a red or maroon Honda Pilot, reportedly firing at an RCMP cruiser, striking the windshield. However, no officers were injured. The Honda Pilot was last seen in the area of Sea Island Way and

Garden City Road. Shortly afterwards, just before 3:30 p.m., a burning vehicle was found in an alleyway near the 9700-block of Princess Drive in Surrey. Anyone with evidence from those three locations is urged to submit it through the online portal at https://ryvr.ca.evidence.com/ axon/citizen/public/21-580 The website states anyone using the portal will not be able to do so anonymously. “Information provided using this portal is NOT ANONYMOUS. You may be required to testify in court as a witness,” it reads. Richmond city council would like to see movement on a community policing station in Hamilton after talking about it for 10 years. Currently, the RCMP have two police officers dedicated around the clock to Hamilton, and they are using the Hamilton Fire Hall as their “landing pad,” explained Chief Supt. Will Ng at last week’s community safety committee meeting. A motion by Coun. Bill McNulty to include the police station in the capital plan was supported unanimously by the committee, either to look at a temporary or permanent location. The Hamilton police station was originally meant to be built as part of a new development, but the population of the neighbourhood has been growing in the past few years. The Richmond Official Community Plan — last updated in 2014 — includes a future community policing station of about 1,400 square feet planned either at the community centre or at another location approved by council.

Richmond Mayor Malcolm Brodie has initiated a move to get newly installed traffic cameras to record better quality footage to help police, if needed. The City of Richmond recently installed 110 traffic cameras with strict guidelines from the Office of the Information and Privacy Commission (OIPC) that they blur out faces and licence plates. But in a 7-1 vote, council supported challenging the privacy commissioner’s ruling, saying they wanted the cameras to have clearer footage in order to help police investigate crimes. This idea was first floated last week by council candidate Andy Hobbs, running in the May 29 byelection, in light of the recent spate of public shootings, including one at the airport on Mother’s Day when a gangster known to police was shot and killed outside the international departures terminal.

Wolfe said he also wanted to hear from the chief superintendent of the Richmond RCMP — who wasn’t at the meeting — and from experts, “not just the mayor.”

Richmond MP Kenny Chiu has written to the federal Public Safety Minister Bill Blair, highlighting the death of local woman Christy Mahy, caused by a refugee claimant with a long and recent criminal record. In his letter, which was co-signed by two fellow Conservative MPs, Chiu takes the minister to task over the clear failings of the Canada Border Services Agency (CBSA) in allowing Albanian native Erjon Kashari into Canada in 2010, despite having been deported from the U.K. in 2009 for a string of serious crimes. Kashari’s reckless driving caused the death of 34-year-old pedestrian Mahy in 2014 at the intersection of Russ Baker Way and the Dinsmore Bridge. He managed to get out of Canada shortly after the accident, before being extradited from Albania in 2020 to eventually be sentenced to two years — for time already served — for causing Mahy’s death. Chiu referenced his concern over the “long standing negligence within the CBSA” and how Kashari is “but one of

Tunnel closing for two nights

Drivers who use the Massey Tunnel are being advised to note down the last weekend of the month, when the tube will be closed in both directions for two nights. The tunnel will be closed from 10 p.m. to 4 a.m. on Friday, May 28 and Saturday, May 29 for scheduled maintenance. The closure, according to the B.C. government’s Ministry of Transportation and Infrastructure, is necessary to test the tunnel’s fire suppression system and overhead lane control signals. A detour will be available for all regular and commercial traffic via Highway 91 and the Alex Fraser Bridge: A small boat with crab traps on it was found on the rocks at Garry Point Park last Thursday afternoon. In a video taken by Twitter user Climate Watcher, the boat can be seen at around 4:15 p.m. tilting at a 45-degree angle up against the rocky area near the Fisherman’s Memorial. Richmondites collected enough data on plants and animals this year to earn themselves national accolades in the 2021 City Nature Challenge (CNC).

Meanwhile, the provincial government has proclaimed May as Invasive Species Action Month.

Neill McCallum, a teacher at SD38’s Richmond Virtual School, said 1,824 observations of various species were made in Richmond in this year’s challenge, almost twice the number collected last year.

McCallum said this event is a great way for people not only to learn about plants and animals but to also recognize invasive species in their community, for example, Himalayan blackberries that can take over large areas but that most people don’t realize are invasive.

The CNC, which took place between April 30 and May 3, is an annual international competition that encourages nature lovers and residents to get outside to identify and submit photos of wildlife and plants through the website iNaturalist.

People are also encouraged to learn about the project and the species list to see which species were discovered during the challenge. Go to Inaturalist.org/ projects/city-nature-challenge-2021-richmond-bc.

Richmond is hoping to ask residents why and where they cycle, as it looks to update its cycling network. Richmond has seen “significant change” since the arrival of the Canada Line, along with population growth and a “consistent high level of development activity,” according to a city staff report, since the city identified a possible network of bike routes in city centre and city-wide in 2008 and 2012. Because of this, the city is looking to hear from residents to ensure the updated cycling network will reflect the current needs of the community and “long-term mobility objectives,” according to a city staff report. The report was discussed, and passed, at Tuesday’s public works and transportation committee meeting. However, the public engagement is still pending city council ap-

proval.

If approved, the engagement would take place online, starting in late May or early June. It would include a survey on where and why residents currently cycle, and what could encourage them to cycle more. There would also be an interactive map showing Richmond’s existing cycling network, including facilities that are in the works, where residents could identify locations or areas of concern. There would also be an “ideas board,” where people taking part in the public engagement can share their comments on and priorities for cycling in Richmond, according to the report. Meanwhile, a shorter survey would be distributed to Grade 6 to 9 students. Feedback from the public engagement would help shape an updated preliminary cycling network and cycling polices, as well as infrastructure priorities, according to the report.

If you happened to spot new MMA world champion Arjan Bhullar out for a drive in Richmond Saturday morning — just a couple of hours after his title fight win in Singapore — your eyes were not deceiving you.

I can finally celebrate it with the world. But it means I can celebrate it all over again.

And Bhullar hasn’t invented a time machine and doesn’t own a speed of light aircraft. In fact, Bhullar had just come out of a 14day quarantine in his Richmond home, having flown back from Singapore, where his ONE Championship heavyweight world title fight was pre-recorded at the end of April and then broadcast early Saturday. However, as the former Canadian Olympic and Commonwealth wrestler had signed an NDA (non-disclosure agreement), only the closest members of his family knew that he had become a MMA world champion a couple of weeks ago. “I let close family know, but warned them that absolutely could not tell anyone,” Bhullar told the Richmond News on Monday. “It was probably the hardest things my family has had to do. I hope some people don’t get offended that I didn’t tell them. “But some friends, who knew the fight was pre-recorded, were like ‘we know.’ They started guessing because of our be-

It was weird. But it means I’m able to celebrate it all over again,” he added. “To be honest, though, the first thing I did was go for a drive after the fight aired. I just wanted fresh air. I went by River Road.” As a thank you for all the support Bhullar has received, before and after his world

title win, he is hosting a drive-thru at the India Cultural Centre on No. 5 Road on Saturday, May 22 from 1 to 4 p.m. “People are most welcome to come by and say hi, take a picture, I’ll be giving something away to anyone that comes along,” he said. “We will do it safely, of course, but I still want to meet the fans and thank them for their support.”

Now they do; now they have someone who looks like them, talks like them. “Now they realize they can go down this road. If I can trigger that, why wouldn’t I? Bhullar said the reaction in India, and in his family’s home village, has been off the charts. “Phenomenal. People there are realizing they can do it. People are always telling us we should be doctors and educated, etc. Now they can fight,” said Bhullar. “The plan was for this fight to be in Bombay last year, but we obviously had to change things up.

For last Saturday’s big fight, where he took down reigning champion Brandon Vera, Bhullar was representing India, despite Canada being the country of his birth.

Fifty years ago, Orval Chapman set up the Richmond Oxfam Committee to help starving people around the world. And on May 29, at their annual Walkathon, he will be asking people to dip into their pockets once more to reach his fundraising target of $10,000. The event, as it was last year, will, of

Ted was predeceased by his brother Arthur and brother-in-law, Karl. He will be missed immensely by his grandchildren Alyssa, Kayley, Ava, Chelsea, Josh and Alyssa, and by all of the friends and family who had the pleasure of knowing him. Cathy is survived by five children, Ted (Sharon), Bev (Richard), Bill (Carol), Gordon, and Jane (Trevor); seven grandchildren; 10 great grandchildren; six great−great−grandchildren; and nieces and nephews. Cathy loved family gatherings and celebrations. Her hobbies included knitting, sewing, the casino and bingo. She was an active Nifty Knitter who knitted for cancer patients and charity. Thanks to Augustine House staff for providing Mom with support in a professional loving way. She will be sadly missed.

She was a dedicated homemaker and positive influence as a Girl Guide leader, and was never too busy to sew uniforms for baton or decorate the house for Halloween and the holidays. As her children grew up, she re-entered the workforce working in the Valley Bakery in Burnaby. She was loved and respected by her colleagues and customers alike. She left this job to move to Steveston and retire at 60 where she lived for the next 20 years with her 2nd husband Steve Olenick. His son Daryl and wife Helen and children Courtney and Travis also became a beloved part of her family – always including her and genuinely caring and watching out for her even after the passing of Steve. She loved music – singing along to the oldies but goodies or playing on her tabletop organ, playing crib and card games, an avid sports fan – football, baseball, hockey, golf and tennis – you name it. Doreen loved golf, she joined the Friday Ladies golf at Mylora Golf course. Doreen served on the Telephone committee in 1999 and the Prize committee in 2002 before becoming the Captain of the Ladies League from 2005 to 2017. She kept track of the bookings, organizing fun days and end if season tournaments. She made many life-long friends there and cared deeply about the health and happiness of the members. Always a good listener, but also a positive and motivating leader for all who met her. Doreen loved to travel visiting her daughter in Switzerland, going to her grandson’s wedding in Poland (where she danced up a storm) and also making a couple of fantastic tours : of the UK, a trip back to her families’ origins and a riverboat trip down the Danube to Budapest. Most every year, they went to Laughlin where they met friends and enjoyed going to the casinos and golfing. Doreen’s positive attitude and friendly, intelligent, and thoughtful personality left a lasting impression on all those who met her. Her neighbours and friends in Steveston will remember her fondly for her generous and caring manner. She was a super grandma to Steven, Danielito, Nicole and Matthew, Michael and Robert, Christine and David, and Tyler and great grandma to Hailie and Reid and recently Sebastian and Reyn, and his soon to be born sister. She just learned that her grandson Matthew will be a father and she was so happy; she will look down from heaven and watch over all of them with pride. She was even a great mother-in-law to Mike and Christian who she thought the world of and loved very much. Doreen lived an active and full life. A special thank you to the caregivers that came to her home in her final days, who treated her with dignity and also became friends, touched by her out-going and genuine nature. She passed peacefully with her daughters Dawn and Deborah by her side.
