E-scooters ignore Local politics gets nasty rules of the road Dear Editor,

Re: “E-scooters raise safety concerns,” News, June 3. The article about the Fantuan e-scooters is very accurate. They constantly weave between cars on the road and then switch to using bike lanes, crosswalks and sidewalks at their convenience. They are too slow to be on the road and they do not obey any traffic rules — regularly running red lights — and they are too fast to be mixing with walking pedestrians. The scooters are also not licensed/insured by ICBC, so they are an unnecessary risk to Richmond drivers and pedestrians with no way to identify the delivery riders.

Fantuan, as a company, may say that they are open to feedback, but they are the ones who supplied the e-scooters and hired contractors who are a risk to Richmond residents. I have seen Fantuan escooters weaving around and between cars, as well as a Fantuan e-scooter holding up traffic and then switching to the sidewalk. Please continue to report on and highlight this issue in Richmond.

There is no clearer expression of a people’s will than an election.
When voters go to the polls, they’re choosing people who best represent a community’s hopes and fears. To look at recent elections in Richmond — including the most recent byelection — is to see a community divided. And it’s also been a chance to see how far people will go to exploit those divisions. I’ve lived in Richmond for seven years, and have been politically active for much of that time. And I can confidently say I’ve never seen the kind of viciousness that is marking our politics. It’s hard not to conclude that Richmond politics have devolved into a personal vindictiveness that has only spiralled and made elections less pleasant for every-
body, as people work to match each other. It is a race to the bottom and everyone loses. Richmond is facing challenges that affect all of us together. A hostile housing market. A gang war. A crumbling hospital. Threats to farmland, which goes to the heart of Richmond’s identity. At times like these we need to come up with solutions together. Clash on ideas, certainly. But no one is served by harassment of businesses or immature taunts on social media. As Michelle Obama said, when they go low, we go high. Let other communities go low, if they wish to. But let’s raise the bar locally so Richmond remains a welcoming place for the ideas that will help us face down our challenges together.

Hardware store needed in Steveston Dear Editor, Who is doing the planning of Steveston? I cannot buy a spool of thread, needles, a pair of scissors, nails or screws, a hammer, a screw driver, a paint brush, a piece of fabric, a can of paint, duct tape, a small board, any type of rope, a tarp or a bucket. I have to drive 10 kilometres to a hardware store, no fabric store exists in Richmond, although there is a paint store five kilometres away — yippee. If I did not have a car I would be really stuck. Many people do not even own a car anymore. We badly need a home-grown hardware store. Can anyone help us?

Bike on sidewalks, a safer option Dear Editor,

Where do bicycles belong? Once upon a time, it made sense to include bicycles with motor vehicles by virtue of their speed, size and the nature of traffic and roadways. Times have changed. Many of the roadways in Richmond are not set up to safely accommodate bicycles or electric scooters; and to change this would cost considerably more than a fortune. To pedal some of these roads is better described as kamikaze than risky. Safe and respectful sharing of the sidewalks is a more reasonable proposition than jockeying for space on roadways. Drivers are usually extremely considerate of cyclists in Richmond but the slightest mistake by a cyclist or a driver in only a fraction of a second can easily be fatal and will almost always be horrifying. Section183 (14) of the BC Motor Ve-

Richmond’s Muslim community is reacting to the atrocity in London, Ont., that all but wiped out an entire family who were out for walk Sunday evening. Members of the Az-Zahraa Islamic Centre, at No. 5 and Blundell roads, have been expressing their profound grief in the wake of the apparent targeted, Islamophobic attack on a sidewalk by a man driving a truck. Make-shift memorials have popped up all over the country for the family members brutally killed — Salman Afzaal, 46, his wife Madiha Salman, 44, their 15-year-old daughter Yumna Afzaal and Salman Afzaal’s 74-year-old mother. The youngest member of the family, Fayez, 9, survived and remains in hospital in serious condition. Police believe their deaths were mo-
tivated by anti-Muslim hate, adding that the driver of the truck, who was arrested about 10 minutes from the scene the same evening, planned the attack and targeted the family because of their faith. “It is with heavy hearts that we extend this statement on the horrific, targeted murder of a Muslim family in London, Ontario. Our prayers go out to the entire Muslim community, and in particular, to nine-year-old Fayez Salman,
whose family was killed in this Islamophobic attack,” read the statement issued by Az-Zahraa’s PR director Mahmood Jaffer. “We pray for his quick and full recovery from the injuries he sustained in the attack.” Jaffer’s statement went on to say that Muslims in Canada are “well aware of the deep-seated anti-Muslim racism and white supremacy in this country that fuels such attacks, including the Quebec
City mosque shooting, the stabbing of a mosque caretaker in Toronto and attacks against Muslim women in Alberta and across the country. “These sentiments are further incited by the legislation and policies of our federal and provincial governments, as observed in Quebec’s Bill 21 banning religious symbols and the many MPs who opposed the anti-Islamophobia motion M-103. “While we continue to grieve the lives that have been taken from us, we remain resolved to continue practicing our faith despite attempts to raise fear and unrest within the Muslim community.” Az-Zahraa then called upon elected officials and “community allies to take action to address the causes of systemic anti-Muslim racism, Islamophobia, and all forms of injustice against Muslims.” Nathanial Veltman, 20, of London, Ont., faces four charges of first-degree murder and one count of attempted murder.

A street named after Joseph Trutch in Richmond might be renamed following similar calls in Vancouver to rename that city’s Trutch Street. Richmond Mayor Malcolm Brodie made a motion at Monday’s committee meeting to look into renaming Trutch Avenue, located in Terra Nova in an area with streets named after lieutenant-governors. “Apparently, there have been various suggestions this gentleman had quite a challenging past,” Brodie said at the meeting. In fact, Trutch, as the first lieutenant-governor of B.C. after confederation, reduced some First Nations reserves by up to 90 per cent and spoke with open contempt for Indigenous people. Trutch denied the existence of treaties signed in the 1850s by James

The son of an owner of “unsightly” property on Severn Drive wants a hearing into cleaning up the property to be postponed. Edward Wong told the Richmond News, however, he’s “determined and confident” he will get the property, which belongs to his mother, cleaned up before the hearing scheduled for June 21. Wong further claims there are “inconsistencies and errors” in the documents compiled by the City of Richmond for the city council hearing. Wong said there are no derelict cars, furniture, scrap metal or shipping containers — which the city said were on his property. He clarified he still has some disposal bins in front of the house, which he has covered up. The city claimed, in its documents, there were 15 complaints over 13
years, but Wong said he doesn’t recall these complaints. The order to clean up the property, located close to No. 4 and Williams Road in the South Arm area, was issued on April 22. This cleanup demand from the city started in November 2019 and an order to comply with the unsightly premises bylaw was issued in January 2020. In October, the city went in to start cleaning it up, at which point Wong said he’d do it. However, in April, the property was found once again to be non-compliant with the bylaw, according to city documents, and another order was issued, which Wong then appealed, hence the hearing was scheduled.

McMath and Burnett secondary schools were the most popular election day polls in the recent Richmond byelection. Of the total number of ballots cast — 13,002 — about 12.6 per cent were cast at McMath secondary in Steveston on May 29, election day. The second highest was Burnett secondary, located in the Thompson/West Richmond area, where 1,105 people cast a ballot on election day. In the end, Andy Hobbs topped the polls and won a seat on Richmond city council — he will be sworn in on June 14.
City staff will go to the property next week for another inspection and will update council prior to the hearing — this will include photos of the property.
While Hobbs won the overall number of votes, Karina Reid garnered the most votes — 510 — in the McMath election day poll, whereas Hobbs received 454 votes.
City spokesperson Clay Adams said the city hopes the owner has “moved forward with addressing concerns.”
Ho only received 137 votes in the McMath election day poll, but received the most mail-in ballots, 469 votes, and

The state of the old dumpsite east of Triangle Beach, where decades of decomposing metals and garbage are now being exposed by tidal action, illustrates the need for the revival of a Fraser River management program, according to local environmentalists. It’s “not a healthy habitat” along that section of the river, said Otto Langer, chair of Fraser Voices and retired biologist with Environment Canada and the Department of Fisheries and Oceans. “All the habitat we had along the Richmond landfill shoreline is pretty well gone, and now you’re seeing the toll of the garbage dump,” he said, adding there could be PCBs (toxic synthetic compounds) and “all sorts” of other pollutants there.
The City of Richmond is currently “looking into the situation” at the site, according to spokesperson Clay Adams.
“This particular area is complex due to its history and location and we are looking into the situation to determine how to proceed in the best interests of the environment and the community.” But the city, Adams said, isn’t able to comment further given an ongoing lawsuit in the area. The dumpsite largely spans two beaches known as “8 Ball” and “The Jungle,” between No. 6 and No. 8 roads. It’s an area where there’s no wildlife, and where the shoreline is tarnished an “ugly, ghoulish kind of orange colour,” Richmond resident Steve LaRocca told the Richmond News last month. Puddles of oil from gear boxes and motors splatter the beach, while old tires and decayed cars emerge from the sand.

The site was home to what was likely one of the “messier” landfills in Western Canada, particularly between the 1960s and 1980s, said Langer.
“They let everybody dump whatever they wanted into what was the old Richmond bog. Even Canadian Pacific Airlines was dumping oil on the site, if you can believe it.” Pollution charges were laid against the landfill in the late 1970s, Langer said, and Environment Canada issued a cleanup order under the Fisheries Act. Other areas of concern However, the former landfill isn’t the only site of concern along the river, according to city Coun. Michael Wolfe. In a series of trips in his motorized rowboat around Richmond, Wolfe said he’s come across industrial sites where sections of the structure are falling away into the
river. There’s also the city’s ongoing problem of illegal dumping.
“It’s just remarkable, the scale (of stuff) that’s passing through our waterways, our estuary, and there’s very little being done to capture it,” said Wolfe. Further complicating the issue is the fact all three levels of government have jurisdiction over various portions of the river or shoreline, Wolfe added. Calls for FREMP 2.0 Both Wolfe and Langer said they would like to see Canada revive the Fraser River Estuary Management Program (FREMP), which was terminated in 2013 after the Harper Conservative government stopped funding it. “(FREMP is) something that will be needed...but it’s not being worked on by the agencies that really have the responsibility to do that,” said Wolfe. The program was designed to
coordinate decision-making on conservation and development along the Fraser River and Burrard Inlet, linking federal and provincial agencies, municipalities, port authorities (except for the Port of Vancouver), regional districts and First Nations. It established where industry could, and could not, develop along the river, while a three-zone colour-coding system helped protect against habitat loss. “(Right now) it’s basically a hodgepodge collection of who wants to do what, where… And so things are a little bit out of control,” said Langer. “Where’s the plan for restoration of the estuary, where’s the plan for protection, where’s the enforcement program? A landscaper in Richmond is warning about the emergence of so-called “foxtail grass” on city property in Steveston.

Don Pitcairn alerted the city last week about the dangerously spiky grass — on Westwater Drive, near the Phoenix Pond — which is especially harmful to pets.
“We do not use traditional herbicides in Richmond so will not be spraying these sites but will do our best to remove the seed tails when we see or hear about them.”
Pitcairn pointed out to the city the grass’ “sharp seeds that are a threat to any pet that walks through it and this area is next to a public walkway, where many people walk their dogs.”
The Richmond News reported almost two years ago how a group of dog owners appealed to the city to mow down a large patch of foxtail grass at the No. 3 Road offleash park that had been injuring their pets.
“This grass needs to be cut down, the seed spikes collected and disposed of,” said Pitcairn. “The plants should then be fenced off, treated with herbicide and replanted with regular grass seed. The area in question was mowed last month but not trimmed for some reason, allowing the foxtail to mature and the seed heads to grow.”
According to the dog owners, the grass’ tall stems had a kind of husk with small spikes that were embedding themselves in their pet’s paws and bellies.
Ted deCrom, the city’s parks operations manager, told Pitcairn that a parks supervisor has “been keeping an eye open for any foxtail grass.”
The city said at the time that it was aware of some wild grass at the site, but staff didn’t realize how harmful it could be to pets. The city then promised to mow the offending area down shorter and more often.

A puppy was saved from a river in Richmond after it was seen struggling to stay afloat last Wednesday.
Richmond’s army cadets were out in force last weekend — cleaning up their respective neighbourhoods. The cadets, from the 2381 “BCR (Irish Fusiliers)” Army Cadet Corps, collected the likes of cigarette butts, face masks, gloves and food packaging. Cpl. Ian Henderson, spokesperson for the Richmond RCMP, said everyone was pleased with the outcome, but the incident should “serve as a reminder.”
The organization is currently doing a “community cat count” in Richmond, which aims to gather information about the number of feral cat colonies — a group of two or more cats living together — in the city. “Getting an idea of the community cat situation will help us understand if this is an area where we should focus resources and if so, how best to prioritize cat colonies,” said Marieke van der Velden, outreach specialist with the BC SPCA. The SPCA took over the City of Richmond’s animal control contract earlier this year, after the city’s 13-year contract with RAPS (Regional Animal Protection Society) came to an end on Jan. 31. The cat count initiative was softlaunched a few weeks ago and is also underway in Powell River. Based on accounts from stakeholders and community members, there are a number of feral cats in Richmond, said van der Velden, however, the SPCA doesn’t know how many or where they are.
Once the organization knows where the cats are, the goal is to “trap-neuter-return” them.

“This is the best outcome for community cats,” said van der Velden. “If there are kittens, they can be socialized and adopted out.” According to the SPCA, bringing an adult feral cat indoors can cause them a significant amount of stress.
The SPCA will work with community members to get a plan in place once cats are returned, said van der Velden, however, ideally they will already have people looking out for them by making sure food and water is available and monitoring their health. The liquor licence for a brew pub in south Richmond could more than double if it is allowed to serve drinks in its neighbouring Lucky 9 Lanes bowling alley.
A Richmond restaurant will continue with its retro, old-school vibes by offering a “car hop” service to patrons who aren’t comfortable eating in yet. Yuu Japanese Tapas Restaurant at Continental Plaza, near Cambie and Sexsmith roads, launched the in-car service in May when the B.C. health officer extended the ban on indoor dining for restaurants.

However, despite having city and health authority approval, it had to halt the service after just a week or so, after the strata council that runs the shopping mall had issues with public safety liability.
Julia Kubotani, owner of Yuu Japanese Tapas, said the feedback on their “car-hop” option has been amazing, to the point it is starting to get overwhelming.
But last week, the restaurant’s car-hop was back online after it satisfied the strata’s concerns about the likes of insurance. Just like the White Spot service of old, customers are able to park in the three stalls in front of the restaurant and eat inside their vehicle with unique “tables” built to fit in various types of car.
Monkey 9 Brew Pub, located close to No. 6 Road and Steveston Highway, is proposing expanding its “liquor primary” licence into the former Zone Bowling facility, going from serving 200 customers to serving 460 customers.
Tourism Richmond was offering 25 grants, each worth $1,000, to be provided through the Patio Enhancement Program for restaurants to upgrade and enhance existing patios or to establish a new temporary patio. YAMANE, Mamoru (a.k.a. Donald) April 25, 1934 − April 9, 2021 An outstanding veteran of the Royal Canadian Army Service and the United Nations (UN) Peace Corps since 1951, Mamoru (a.k.a. Donald) Yamane peacefully passed away on Friday, April 9, 2021, at the age of 87 years. He was predeceased by his parents, Umeko and Kameichi Yamane of Hiroshima Ken, Japan; his brother, Tucker and Mike; and his sister, Mary. He will be lovingly remembered by his surviving wife, Stella; stepchildren, Wilfred (Sandra), Willock (Stephanie), and Wayne (Carol); step− grandchildren, Charisa, Kyle, Adriel, and Korey; sisters, Sally, Toni and Nancy (Craig Lee); and by his many nephews, nieces and grandniece and grandnephews. Don is especially passionate about curling and golf. He was playing in the Canadian Forces curling team and has achieved excellent merits. His effort paid in participating in numerous peacemaking activities throughout his military career was affirmed. He will be greatly missed by all his family and extended family. A special thank you goes out to all the staff in Minoru Residence, especially Fawzia the amazing hairdresser, Don’s most favourite helper and friend. WAITE, Myles January 8, 1955 - May 7, 2021 Myles left us suddenly and unexpectedly at the age of 66. He is survived by his loving wife Garnet, sister Wenda, daughter Jennifer (Sean), daughter in-law Fiona (Simon), grandchildren Michael, Maddison, Mairyn, Jake, and Liam, Connor, Aidan and Owen. Other bereaved include extended family, numerous nieces, nephews and his all his Fynes family in-laws. Myles was predeceased by his parents Reginald and Agnes, and his brothers Garry, Darryl, and Bruce, all long-time Richmond residents. In 1974 Myles started work with the then Municipality of Richmond where, in his 39 years of service as a surveyor, he gained many life-long friends and saw many changes. He was proud of his prized union jacket presented upon his retirement in 2013, and is still fondly remembered by fellow-workers for his honesty, loyalty, generosity and sense of humour. In his younger years Myles played soccer, rugby and baseball. He coached his daughter’s softball team from T-Ball through high school and was always proud to wear his COACH jacket. He was an amazing leader and mentor for many young women. Myles’ “happy place” would include a muscle car with the hood up, a sports game or rock and roll on the radio, steak sizzling on a BBQ, fishing gear, a little boat by a lakeside cabin. He loved to play with his grand-kids, laugh, sing and dance, and had a style all his own. Myles would have wanted us to celebrate his life when we are able to raise a glass without Covid restrictions. Please join us to do so. PROSKY, William R. August 14, 1941 − May 18, 2021 William Robert Prosky (Bob), born on August 14, 1941, passed away suddenly on May 18, 2021. Bob was predeceased by his wife, Lynn (2014); he is survived by his sister, Toni; and his children, Leanne (Martin), and Teresa (Mike); and his grandchildren, Amanda, Sophia, and Connor. Born in Swift Current Saskatchewan, Bob resided in Richmond for 48 years. He spent many years coaching his daughters sports, bowling and in his retirement enjoyed golf and travelling. Always keeping busy and willing to give a helpful hand, Bob will be missed by many family and friends.

Thanks to Dr. Gates, the nurses and all staff at the Belvedere Care Centre who helped us through these past four difficult months. The Belvedere staff especially deserve praise for their attention and outstanding care provided to mom. The weekly facetimes and constant status updates were always appreciated by the family.
