Stories evolve with reader input Eve Edmonds
EEDMONDS@RICHMOND-NEWS.COM
I got an angry phone call Tuesday morning from a reader furious about the fact we had posted a story the day before about a camper van seen parked at Scotch Pond near Garry Point Park. The story quoted a woman who was complaining about the fact the camper was there. She was worried one may lead to another, and then another, and before you know it we’d have a squatters’ camp similar to the one at Strathcona Park in Downtown Vancouver. The angry caller was particularly disgusted that we had run a photo of the camper van, saying we had essentially put a target on that person’s back. And he wasn’t the only one to call. Within hours of posting the story online, we received an email from a woman who also lives in a camper van saying she takes offence to the comment that people living

But back to the first caller. His outrage was rooted in a number of factors: 1) We were giving voice to the privileged, those who don’t know the struggle of the “unhoused.” 2) The comment that if there’s one, there will be more makes this human being sound like the start of a pest infestation. 3) We didn’t interview the person living in the van to hear their side of the story. 4) And, basically, we showed a remarkable lack of empathy for people on the margins of society. The first thing I’ll say is I have an interesting job. I’m not going to weigh in on whether or not parking a camper van at Scotch Pond overnight should or should not be allowed. I’m not so interested in teeter tottering on
the “how is one van really hurting anyone vs. if you let one, you have to let others and before you know it…” argument. What I will weigh in on is our role as a community paper in covering stories like these. Granted, we don’t follow up on every complaint, but we do many of them with the belief that as a community, what we do usually affects our neighbours. (Don’t get me started on my latest pet peeve about people paving their front and back yards — turning their neighbours’s into a flood zone.) This doesn’t mean we agree with every complaint. In fact, I’m rather partial to campers; at this point, that’s my retirement plan. It just means we agree with the basic premise that as a local paper, it’s our job to provide a platform where different views can have it out. Hence, my invite to the caller to write a letter for us to publish. It hasn’t come in yet but hopefully will soon. The other factor is that no single news sto-
ry is the definitive work on a particular issue. Rather, our stories are the best we can do with information we have at deadline. As more information comes in, the more we can add. This is particularly the case now online where our deadlines are essentially 24/7 and our stories are constantly updated. I teach a journalism class at Kwantlen University, and one thing I’ll often have students look at is the many versions and formats of the same story. In this case, since the first story was posted, we’ve updated it with comments from the woman who emailed us. And we’ll continue to cover it with this column, letters to the editor, and whatever else comes in. For example, we’ve since heard about other camps and campers, which may evolve into a feature. This isn’t an excuse for half-baked journalism, it’s a recognition that stories evolve and it’s our job to bring new voices into the telling of that story as we hear them. It’s also your job to speak up.

Trees fight heat Bikes use dikes, too Dear Editor,
The recent heat wave was a forceful reminder of how important trees are to making our residential neighbourhoods more comfortable and healthier places to live in. Trees are nature’s air-purifier and conditioner. They absorb CO2 and remove harmful carbon and other gases from the air, supply surrounding environments with necessary oxygen and provide shade that can help lower temperatures from five to 10 degrees — factors that are extremely important in an increasingly polluted and weather-challenged world. Yet every time an older house is demolished in Richmond to make way for the construction of another over-sized pseudomansion, one of the first orders of business is to cut down any mature trees that are on, or near, the property. We had a short respite from this process, but the demand from off-shore investors, buyers and money-launderers for large houses in Canada has picked up. In our block alone over the past month several older houses have either been demolished
or are waiting for demolition, and a number of beautiful mature trees have been removed to accommodate the enormous driveways, multiple bay garages and shoddily built mega-edifices that will replace them (many of which, it should be noted, are likely to remain unoccupied). If, as predicted, heat waves continue and grow in intensity in the future, the people of Richmond — particularly those in residential neighbourhoods — will surely regret we are still not doing enough to preserve mature foliage and trees in our city.
The next time the temperature soars, the air smells bad, you have trouble breathing, there is little or no shade to help lower the temperature and your sweat-soaked clothes become very uncomfortable, don’t forget to thank the developers, off-shore buyers and lax city bylaws for your discomfort. Oh, and yourself, for not making city hall fully aware of the fact that you believe the loss of mature trees has severe negative consequences for your comfort and health.

RICHMOND
Dear Editor, city councillors,
Now that cycling season is upon us and more dikes are being readied for raising, I want to address our city’s inconsistent relationship to the lowly bicycle. Examples of good and popular bike routes abound across our city, but why was no bike lane installed on Dyke Road between Gilbert and No. 3 Road — that now-completed section of the raised south dike? Will the engineering department consider such an amenity when it starts in on Dykes 2.0 to the east? Or west, which will certainly appear to sink those elegant quasi-heritage houses even deeper into the ditch.

If the city hopes to promote cycling, then cycling infrastructure ought be designed as adjuncts to any engineering and roadway schemes (the recent south No. 5 Road re-paving being another lost opportunity).
Or will it extend the superfluous designer strip of thirsty “wild” grasses along the riverside shoulder that must be handwatered every few days in summer by a person with a truck carrying copious amounts of water? That “green” strip is about the width of a two-way bike lane.

The only option for cyclists, of which there are many, especially on weekends, is to cling nervously to the gravel shoulder above a steep 20-foot slope to a ditch, as cars whizz past mere inches away.
When the raised Dyke Road is extended upriver en route to devastating the No. 3 and No. 4 road greenspaces/dogparks and all their large mature trees, wouldn’t it make sense to set the raised dikes further inland on the existing roadbeds, allowing the floodwaters to temporarily flood the lawns during those rare king tides, rather than decimate perfectly healthy greenways, habitats and large trees?

Troubling views Keep your dogs on leash about China Dear Editor,
Dear Editor, Re: “Failure to recognize Uyghur genocide shows Chinese ‘infiltration,’” News, July 15. Thank you for accurately citing my recent Senate speech on Xinjiang. Your readers can see from the quotes you highlight that it is precisely because of Canada’s history of residential schools that I feel we must share our concerns with China about the treatment of Uyghurs. It is puzzling therefore that the critics are accusing me of the opposite. Perhaps

read my speech in full, which is available at Senatoryuenpauwoo.ca (look for “Motion concerning genocide of Uyghurs”). What is more troubling is the insinuation that senators who voted against the motion are witting or unwitting agents of the Chinese government. This is a classic smear tactic, reminiscent of McCarthyism that is designed to stigmatize individuals and shut them up rather than encouraging respectful debate.

Just a gentle reminder to all the dog-walkers out there: the trail from the No. 3 Road doggy park that travels east around the Crown Packaging plant to Garden City Road is not an off-leash area. Neither is Garry Point or the West Dyke! However, it appears that many people either don’t realize this or pay any attention to the signage. Unfortunately, it’s only a matter of time before there’s an “incident,” as these areas, particularly Garry Point,

Not everyone wants to be greeted by an overenthusiastic, off-leash hound. I experienced this myself a while back when an off-leash standard poodle lunged at my bike, causing it to skid on the gravel and dump me on the side of the trail. Hospital efficiency questioned Dear Editor,
Living on Jello, clear fluids, and reducing available beds by one, she finally gets her test the following Monday at 2 p.m., and returns to her room.
As a long-term resident of Richmond, I have great concerns how our city’s spending our tax dollars. However this letter pertains to our Richmond Hospital efficiency.
At 5 p.m. a nurse removes the IV and discharges her. No doctor consult or conversation... end of story. How inefficient is that?
A family member was admitted to emergency on Sunday with acute abdominal pain, discharged the following morning with only pain meds.
I realize, with this pandemic, doctors and nurses are working to their max and doing the best they can, however as beds are at premium, I could only think her bed could have been used for a more needy patient.
Fast foward to Tuesday afternoon with a return to emergency, another assessment and blood work is done, and the wait for a specialized MRI begins.

RCMP is appealing for dash-cam footage after two robberies over the weekend at what appears to be a pair of gas stations in west Richmond. Mounties would only describe “two businesses” as being the targets, but a local resident who contacted the Richmond News said there was a large police presence at the gas stations at both No. 1 and Francis roads and No. 1 and Blundell roads. The one at No. 1 and Francis roads was robbed just before 10 p.m. on Friday.

Meanwhile, a block away, the No. 1 and Blundell robbery took place at around 9:30 p.m. on Saturday.
According to police, a weapon was produced during the second robbery. “While the two are within a similar geographic area, at this time it is unknown if the two are linked as the investigations are in preliminary stages,” said Cpl. Adriana O’Malley, spokesperson for Richmond RCMP. Residents and community members who may have been in the areas of the robberies and have video surveillance or dash-cam footage are asked to contact the police.

A cyclist was hit Monday around mid-day close to the Granville Avenue Petro Canada station and taken to hospital with non-life threatening injuries. Richmond RCMP said investigators determined the cyclist, a 28-year-old from Vancouver, was going through a red light when he was hit by a car. Vehicle speed, driver distraction and impairment didn’t appear to be factors.
“Fortunately, no one was seriously injured in this incident, but it serves as a reminder that we all have a role in preventing collisions and promoting safety on our roadways,” said Cpl. Ian Henderson with the Richmond RCMP. “The rules of the road are there to ensure everyone’s safety, and we should all be abiding by them, drivers and cyclists alike.” Paramedics transported the man to hospital. An eye witness said he saw the man on the ground with a neck brace and a smashed windshield on the car.

A Steveston street close to Diefenbaker elementary could have some traffic calming measures put in place by September. The suite of proposed traffic calming measures along Fundy Drive includes three crosswalks and a reduced speed limit, with an estimated cost of $51,800, according to a city staff report. Residents of Fundy Drive — near No. 1 Road and Steveston Highway — were concerned about pedestrian safety and speeding drivers, and they sent a petition to the City of Richmond asking for the measures to be put in place. A portion of Fundy Drive also runs along the park grounds for Diefenbaker Elementary. The proposed traffic calming measures include, among others, reducing the speed limit from 50 km/h to 30 km/h between dawn and dusk along the frontage of the park, installing three permanent speed humps and three pedestrian crosswalks. —Kirsten Clarke/Richmond News Search traffic calming for full story at Richmond-News.com

Campers provide safe home: Nomad Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
A Richmond resident is concerned about a camper that seems to be using Scotch Pond as a campsite. The large green camper has been seen near Scotch Pond in Garry Point Park and other areas of Steveston, Gloria Gausboel explained to the Richmond News, adding she has reported it to the city. Gausboel is concerned having one regular camper in the area will attract more. “Once it starts, you get more and more people,” Gausboel said. Furthermore, there are no bathrooms at Scotch Pond. Although there are bathrooms at Garry Point Park, Gausboel thinks people in campers use the bushes, which is accessed by kids, dogs and parents pushing strollers. However, one woman who lives in a camper van herself, takes issue with the
accusation that people living in campers are using the bushes as toilets, noting that campers have toilets.
Furthermore, she pointed out, if there are no signs, campers are allowed to park for three days. The woman, who didn’t want her name used for employment reasons, calls herself a “Richmond full-time nomad.” She also said people living in campers shouldn’t be thought of as homeless, because, in fact, a camper, is a home. They have beds, heat and kitchens; the only difference from a house is that they’re on wheels, she added. She added that she, like other nomads, work, pay taxes, are “respectful of other citizens” and just want to live quietly in Richmond. Humans have been nomadic for thousands of years, but, because of agriculture and industrialization, they have become sedentary, she explained. “Now technology allows us to choose that lifestyle again, and I never regret I made
that choice,” she added.
ated the following spring.
In October 2018, the Richmond News did a story on a 38-year-old Langara College student from Kimberly who was living in his camper van near the river around Steveston.
Gausboel, however, said she’s concerned about seeing what happened at Strathcona Park in Vancouver, where almost the entire park was taken over by people living in tents and other temporary structures, would happen in Richmond.
When he realized there had been complaints about him, he approached the Richmond News to assure people they had nothing to fear. “I would just like people to give me the benefit of the doubt, I guess,” Luke Navrot said at the time.
Now technology allows us to choose that lifestyle again. RICHMOND NOMAD
“Maybe go up and say ‘hi,’ see what they’re up to. I’m hoping that, if people see this story, they may be less inclined to complain. I’m no threat, that’s for sure.” Once the story was published many sympathetic News readers came forward with offers of vacant lots and parking spaces for Navrot to park his camper, until he gradu-
Richmond city spokesperson Clay Adams said the city is aware of a small number of RVs camping in the area and they are installing “updated signage” about parking regulations.
City staff is also going out to Scotch Pond to remind RV campers that they aren’t allowed to park there. However, Gausboel said she doesn’t feel the City of Richmond is dealing with the situation in an “expedient manner.”

Under-fire lawyer loses $300,000 court battle over renovations Alan Campbell
ACAMPBELL@RICHMOND-NEWS.COM
Embattled Richmond real estate and immigration lawyer Hong Guo has lost a law suit over a disputed $740,000 renovation bill. Guo — who faces a separate, possible disbarment next month at a Law Society of BC disciplinary hearing — has been ordered to pay $311,000 plus interest and court costs to IRL Construction, after it was hired for an extensive renovation project at her No. 3 Road office building. Sub-contractor Lunniss Developments Ltd. was awarded more than $196,000 from IRL which was ruled to have breached its contract. The dispute centred on whether or not the 2016 agreement between IRL and Guo Law was a “cost plus contract (with a 12.8% mark-up).”
Guo claimed the contract was fixed price, largely because there was a budget involved and that “IRL did not perform the contract in accordance with the terms.”
However, in her judgment — released in February and updated last week — Madame Justice Laura Gerow, of the BC Supreme Court, ruled that the contract was, indeed, a cost plus contract, and that Guo Law breached it by “failing to pay the invoices submitted by IRL and purporting to terminate the contract.” Court documents revealed how, after the start of the work in June 2016, changes to the scope were requested by Guo and the sub-contractor Lunniss sent a list of the changes to IRL. That work included design changes and new permit drawings being submitted to the City of Richmond, ultimately resulting in an extra $234,059.94 being added to the
A9
original budget.
During the course of the project, IRL submitted seven invoices to Guo Law totalling $741,302.99. IRL told the court that Guo Law had paid $300,000 towards the invoices billed, while Guo said she had paid $370,000. By August that year, negotiations had broken down between the parties and both contractors filed builder’s liens against Guo. Guo made a failed attempt in 2018 to become Richmond’s mayor. During that election run, she was in trouble with the aforementioned Law Society of BC which later ruled that she failed to properly supervise her bookkeeper, improperly delegated trust accounting to him and later misappropriated millions of dollars in trust funds. She later paid the missing money back to the trust.

Pool papers withheld from News Maria Rantanen
MRANTANEN@RICHMOND-NEWS.COM
The City of Richmond is refusing to disclose almost 4,000 pages of documents that could help explain the multi-year delay in opening the Minoru Centre for Active Living (MCAL) as well as the pool’s significant structural problems. The Richmond News has asked the Office of the Information and Privacy Commissioner (OIPC) to look into whether the city has the right to refuse to disclose those documents. The $84 million facility was almost two years behind schedule when it opened in March 2019, and the aquatic portion was delayed a further 18 months because there was a crack in one of the pools. The News is arguing the Richmond public has a right to know the reasons for the delays as it’s a public facility built with public dollars.
The case, which began in February, 2019, when the News filed a freedom-ofinformation request which was denied, is now at the OIPC inquiry stage. The city’s submission, compiled by the Vancouver law firm Young Anderson Barristers & Solicitors, claims all 3,865 pages fall under solicitor-client privilege, background information and privacy. The city argues because it’s being sued by the contractor, Stuart Olson, for $7 million, making the documents public would compromise their case in court, while other documents are background information to the case. The News has responded that many facts in this case have nothing to do with solicitor-client privilege and the blanket ban on all documents is over-reaching and unwarranted.
The News’ original FOI was filed in February 2019. Five months later, in July 2019, the city responded by refusing the documents — apart from re-sending a few press releases as well as one previ-
City of Richmond
of the facility was scheduled to open in March 2019. Shortly before that scheduled opening, the city sent a press release saying the opening would be further delayed because the concrete base in Lap Pool 1 was damaged.
During construction, the city’s response to questions about delays basically centred around poor weather and labour shortages.
Documents filed in court as part of the lawsuit, however, allege, in addition to the crack in Lap Pool 1, there were significant leakage problems throughout the facility and a failure of the waterproofing membrane of Lap Pool 2.
But, in its counter-claim to Stuart Olson’s lawsuit, many other alleged reasons for delays came up: design changes, changes in the scope of the work, the tendering process being late, supplemental instructions, revised drawings, cost overruns, problems procuring steel, turnover in construction staff and communication breakdowns. In fact, one tender package was awarded as late as August 2018, one month after the City of Richmond held a job fair for the facility, and eight months before the facility partially opened. Furthermore, the aquatic centre portion

ously undisclosed memo. At the time, the city stated all other documents fell under “solicitor client privilege and litigation” even though Stuart Olson didn’t launched a lawsuit against the city for another seven months.
The latter two points were never disclosed to the public. While the city’s response to the lawsuit are allegations and make up part of its legal defence to a $7 million lawsuit, they give an indication of the problems related to this construction project. Nevertheless, the city chose to withhold virtually all details from the public. The News’ argument before the OIPC is the city should have been more open in its explanations for the construction delays.

Richmondite to carry flag at Olympics flag bearer.
Alan Campbell
“It’s something that I’ve never even dreamt of. I’m extremely excited to get to Tokyo with my team.
ACAMPBELL@RICHMOND-NEWS.COM
Richmondite Nate Hirayama has been named as one two flag bearers for Canada at the opening ceremony for the upcoming Tokyo Olympics. Hirayama, 33, who stars as co-captain for Canada at rugby sevens, will be making his Olympic debut this month when he takes to the field for his country. Prime Minister Justin Trudeau announced Monday morning that Hirayama will carry the Maple Leaf alongside three-time Olympian basketball player Miranda Ayim. The McRoberts secondary alumnus said he felt “hugely honoured to be nominated to be the flag bearer alongside Miranda.
“We’ve been working hard together for a long time and can’t wait for our opportunity to show the world what we can do.” Hirayama has been a key member of the Canadian sevens teams since joining the team in 2006 as an 18-year-old. Rugby sevens star Nate Hirayama (right) and basketball’s Miranda Ayim will carry the Maple Leaf at the Olympics opening ceremony. “I’ve been watching the Olympics for my entire life and understand the honour and privilege that comes with being the
He has competed in all three Pan American Games to include rugby sevens, winning two gold and one silver, and in three Commonwealth Games. This will be the first time Canada has a men’s rugby sevens team at the Olympic Games. Hirayama is also Canada’s greatest points scorer in rugby sevens and, at the
end of the 2020 season, he sat third alltime in the World Rugby Sevens Series scoring with 1,859 points and leads Canada in tries (147) and matches played (363). Just last week, he talked privately with the Richmond News via a Zoom video interview about his personal and team preparations ahead of flying out to Japan and he explained why his nickname is “Spicy Nate.” He also talked up Canada’s outside chances of reaching the podium. Tokyo 2020 is the first summer Games where an athlete representing a team sport has been named as Canada’s opening ceremony flag bearer. It’s also is the first time that two athletes will march with the Canadian flag at a summer Games opening ceremony.
Brock McGillis joins Province opens door to secondary homes in ALR Richmond’s Pride Week Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
Gillanders agreed she would like to see Richmond revert back to a previous bylaw, which didn’t allow secondary dwellings on farms 20 acres or smaller.
Allowing small secondary homes on relatively small farms will only fuel land speculation, according to the spokesperson for Richmond’s FarmWatch.
Secondary homes might not be an issue in other parts of the province, but it could cause land prices to rise once again, she added.
“Here in Richmond, having an extra house — that’s not needed for farm use — would definitely fuel the speculation that we’ve seen in the past,” said Laura Gillanders.
In 2018, Richmond city council limited the size of homes in the ALR to 4,300 square feet, smaller than the 5,400 square feet allowed by the province, in the face of increasing house sizes and soaring farmland values.
Gillanders was responding to a recent Ministry of Agriculture, Food and Fisheries announcement that would allow farms about 100 acres (40 hectares) in size or smaller that are in the Agricultural Land Reserve (ALR) and have a modest-sized house to have a secondary home — if approved by the local municipality.
Dozens of mega-mansions — some up to 20,000 square feet with extensive landscaping — had already been built on Richmond ALR properties and some, approved prior to the house size limit was enacted, are still being built.
It’s a decision making authority Richmond Mayor Malcolm Brodie would rather not have.
Brodie said, given the announcement just came out, it’s too early to know the full impact of these new regulations, and he expects Richmond city staff to come back with more details for council.
“It increases the pressure on the local government to allow (these small homes),” Brodie said, adding “the conventional, traditional process would be better.”
The change in regulations also allows properties larger than 40 hectares (about 100 acres) to have a secondary home up to 2,000 square feet no matter the size of the principal house.
Brodie said he was also concerned about taking away the already limited agricultural potential small farms have.
Properties smaller than 100 acres with larger homes would have to apply to the Agricultural Land Commission (ALC) for a secondary home for farm use.
Richmond has a plethora of small ALR plots, some just half an acre in size, he explained.
The changes in regulations come into effect Dec. 31.

While COVID-19 restrictions are gradually being lifted, the City of Richmond is hosting in-person and virtual activities to celebrate Pride Week. Pride events are held internationally at various times of the year to commemorate the history of the LGBTQ rights movement and recognize the value of diversity and inclusion that Pride events have come to symbolize, according to the City of Richmond. This year’s activities include poetry and art workshops, storytimes, outdoor music performances and an online presentation by Brock McGillis, the first male professional hockey player to openly come out as gay. McGillis will be leading an online Zoom presentation to share his coming-out journey and current advocacy for LGBTQ2S+ rights. The session will
cover themes of self-empowerment, inclusivity, mental health and non-conformity through real-life stories. The former Ontario Hockey League member’s one-hour session requires registration and will take place on July 29 from noon to 1 p.m. “Pride Week is about celebrating our LGBTQ2S+ communities who have contributed significantly to the vibrancy and enrichment of community life in the city,” said Mayor Malcolm Brodie. “As we gradually and safely resume our normal social contacts, we are pleased to offer in-person events in addition to virtual activities this year.” To view and register for the city’s Pride Week activities, visit www.richmond.ca/prideweek. —Valerie Leung/Richmond News

$90M Steveston centre OK’d Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
Richmond Coun. Harold Steves said he isn’t “that enthusiastic” about a plan to rebuild the Steveston Community Centre and library, but he’d like to see the air space above it used for a community park or garden, greenhouses or a solar farm. In the end, council unanimously supported the $90 million project at Monday’s committee meeting, but Steves said the original plan, and why he got involved in planning it some years ago, was to have seniors housing on the top floor. Now, he’d just like the air space used for some
community purpose. Project starts in 2023 City staff said, with council approving the budget and concept plan, it’s expected shovels will be in the ground to build the new facility in the first half of 2023. In conjunction with the community centre plan discussion, some councillors brought forward the transit hub, expected to be built in Steveston some time in the future (TransLink’s plans have been delayed because of the COVID-19 pandemic). Coun. Carol Day questioned whether approving the community centre concept plan is putting the “cart before the horse” given city staff plan to update council in the fall of

The new 60,000-squarefoot facility, is expected to cost $90 million, but $5 million will be added as a contingency fund. It’s estimated to cost $50 million for the new building, $22 million for civil works and site preparation, $14.5 million for parking, $2 million to demolish the old building and $1.5 million to rebuild the educational garden and new washrooms

And to make matters more interesting, Moore is busy collecting 75 stuffed bunnies for the video. As an indie songwriter, Moore enjoys capturing her personal experiences, including heartbreak. Incorporating such moments, added Moore, plays a huge role in helping her get through the pain and, potentially, ease the ache for others going through something similar. Moving from Ontario and settling down with family members in Richmond at the age of two, Moore spent her whole childhood and teenage years in Richmond, where she attended Anderson elementary and Palmer secondary. “My family has always been very musical. I started playing piano at the age of six and I did classical training for 11 years. I was in the Richmond City Cho-
rus, Richmond community concert band, and Richmond Musical Jazz band,” said Moore.
Moore’s father, Steven, was a pastor at Richmond Pentecostal Church on Westminster Highway for 22 years, where Moore honed her musical talents. In the fall of 2018, Moore moved from Richmond to Los Angeles to pursue her musical dream, even though it was the “hardest thing she ever had to do in her life.” However, Moore has successfully adapted to her new life in L.A., which she describes as a “hub for music” and different activities, with a lot of people trying hard to accomplish their dreams.

B.C.’s marine LNG opportunity has arrived By Mike Leclair - Vice President, Major Projects and LNG, FortisBC Each year, thousands of vessels travel along shipping routes making global trade possible. Now, more and more global trade is made possible by ships powered by liquefied natural gas.
We’re working with partners like the Vancouver Fraser Port Authority to establish Vancouver as a global hub for LNG re-fuelling. We’ve had success with Seaspan Ferries and BC Ferries and a new marine jetty would help us meet growing demand for this low-carbon fuel more ports around the world are offering.
Large car and truck carriers from Asia are already beginning to dock in our ports as the first wave of a new generation of cleaner, more efficient, safe and quieter LNG-powered vessels crosses the Pacific Ocean. There are now about 200 LNG-powered vessels in operation today, while an estimated 10-20 per cent of new vessels on order worldwide will be LNG fuelled, according to multi-sector industry coalition SEA-LNG. With global shipping emitting more greenhouse gas emissions than all of British Columbia combined, there’s a strong opportunity for LNG from our province to contribute to emissions reductions. Here in B.C., thanks to our renewable powered electrical grid, we produce some of the lowest carbon intensity LNG in the world. Using LNG from FortisBC’s Tilbury facility in Delta can reduce greenhouse gas emissions by up to 27 per cent compared to the petroleum-based marine fuels commonly used today. LNG can improve air quality for British Columbians by significantly reducing local air pollutants such as particulate matter, sulphur oxides and nitrogen oxides compared to other marine fuels. According to an analysis, launching an expanded LNG re-fuelling service could reduce emissions equivalent to removing 360,000 cars off the road. Growing the use of LNG as a marine fuel also supports economic growth in B.C. by creating good-paying jobs along the LNG value chain. We’re not just exporting a raw resource, we’re adding value to it. This would drive jobs growth in the energy and marine industries, while also rippling out to create more business in supporting sectors. Tilbury’s expanded LNG re-fuelling service could boost B.C.’s economy by $564 million during the four-year construction period and facilitate a $182-million annual impact during project operations, according to the same analysis. It could generate more than 1,000 person years of employment each year, on average, over the construction period and nearly 700 in B.C. on an ongoing, annual basis once fully operational. But in order for B.C. to capitalize on this opportunity, there is a need to complete the missing link in the supply chain—an LNG marine jetty to enable ship-to-ship LNG re-fuelling.
FortisBC uses the FortisBC name and logo under license from Fortis Inc. (21-001.7.3
07/2021)
As we re-think the future of energy, we want to continue to leverage the strengths of the system we’ve been building for decades to find cost-effective ways to reduce emissions. Producing LNG for international ships could be one of the biggest contributors to reaching our goal of reducing customers’ greenhouse gas emissions 30 per cent by 2030. Our vision also aligns with federal and provincial commitments to make our ports the cleanest and most efficient in the world. We support moving the marine jetty forward so that FortisBC can produce LNG to supply the re-fuelling vessels needed to service regional and trans-Pacific ships. We’re hopeful that 2021 will be an important year in moving this project forward. Making strides this year is vital as competition for fuelling contracts increases. This really goes to the heart of how B.C. intends to compete in a global economy recovering from the impacts of Covid-19. If we want to stay competitive, finding new markets for our energy resources and lowering emissions at the same time is one of the keys. Let’s not allow this opportunity to slip away. Let’s work together to leverage some of the cleanest LNG in the world and capitalize on the new generation of LNG-powered vessels that’s already headed our way. That’s energy at work. One of Richmond’s two community soccer clubs has a new face at the top and he’s immediately set his sights on the lower end, the grassroots players at house level. Suffice to say, Richmond FC’s new technical director — Scottish import David Thorburn, who arrives with an impressive coaching, scouting and player development resume on both sides of the Atlantic – has big plans for the club. UEFA A Licence coach Thorburn said he will tap into his decades of experience at the likes of Rangers in his native Scotland, the English FA and, more recently, at community clubs in Ontario, in the hopes to grow Richmond FC and produce top players in the process. And, according to Thorburn, the chance to focus his attention on the youngest kids
Richmond FC’s new technical director David Thorburn (right) is welcomed to the club by its executive director Marius Roevde. Photo submitted at the entry level of the sport was one of the draws that enticed him from back east. “It was the opportunity to start from scratch at a grassroots club,” he told the Richmond News. “The two previous (clubs) were house
“And then maybe, down the line, choose this sport? I guarantee, the better you get at anything, the more you love it.”
“If we only get 100 out of 1,000 progressing (to a higher level), I’d lose my job if it was a school curriculum. It starts with developing the coaches to develop the players.
There was, of course, the carrot of living in B.C. for Thorburn, who was once the agent for Richmond FC’s executive director Marius Roevde, when he played in net for Scottish Championship side Ayr United.
“To ensure that the best coaches are coaching the younger ages, you need the right people heading up the right programs, from the house level right up to high performance.”
“The location is so beautiful. I’ve been all over the world (with soccer) and this is the nicest place; and the people are so friendly,” added Thorburn. Even though he’s only been in the door at Richmond FC a few weeks, Thorburn has the club’s summer camps bursting at the seams, with near to full registration most weeks.
Another barrier, added Thorburn, for the likes of Richmond FC and, indeed, Canada, producing a conveyer belt of talented soccer players is the allure of hockey and the NHL dream.
“The whole training is based on attacking and defending principles, in a fun environment; small-sided games, 1v1, 2v2s.”
“Many of the (soccer) players play hockey and play soccer on the side,” he said.

A Richmond hockey product has been named to Canada’s National Women’s Development Team’s NextGen summer camp next week. Katie Chan has been invited to Team Canada’s development squad camp. Richmond News file photo
Katie Chan is one of 40 athletes invited to participate in the camp, which goes from July 29 to Aug. 9 at WinSport’s Canada Olympic Park in Calgary. The roster will be split into two teams and participate in practices and intrasquad games, as well as two scrimmages against Canada’s National Women’s Team. Most of the roster are 2004-born, but the likes of forward Chan — who has just graduated from the Delta Hockey Academy — is a year older and got invited to the camp because her age group missed out due to the COVID-19 shutdown. The 18-year-old will be heading to Colgate University in the U.S. in the fall to play
NCAA Division 1. “The COVID-19 pandemic really impacted this group of athletes with limited ice time, and the opportunity to bring everyone together with an elite group of coaches will benefit them as they prepare for the upcoming season,” said Gina Kingsbury, Hockey Canada’s director of hockey operations. —Alan Campbell/Richmond News

Local liquor store fills your beverage needs with great selection at competitive prices election. Convenience. Price. Those are just some of the benefits Liquor Town at Blundell Centre has provided customers since it opened in 2006.
And now that summer is in full swing, staff at the store are ready to make your next big gathering, or even just a quiet and relaxing time at home, easy to stock with your favourite beverages, including some of the most popular, locally produced craft beers. “While we are not as big as some of the larger government-run liquor stores that carry a wider selection than us, we pride ourselves on offering a wide variety of locally-made products,” says Louise Williams, store manager at Liquor Town. “And that includes the great craft breweries around Richmond, Ladner and Tsawwassen, rather than branching out to those from, say, Ontario.” Among those local products found on Liquor Town’s shelves are Barnside Brewing and Four Winds (South Delta) and Parallel 49 (east Vancouver). There are also selections from popular craft breweries located on Vancouver Island, such as Driftwood Brewery and Phillips Brewing & Malting Co. “While those craft producers may all have their own tasting rooms, it’s not always convenient for people to visit, so we stock those products here for customers to try and enjoy,”Williams says, adding Liquor
Town is always responsive to what customers want and can alter stock depending on demand. “We are always listening to our customers and their suggestions,” Williams says. “Convenience, friendly staff and competitive pricing are a big plus at Liquor Town.” “We look forward to re-introducing our in-store tastings of featured products as indoor restrictions are lifted over the summer,”Williams adds. Liquor Town is open seven days a week from 9 a.m. to 11 p.m. For more information on how Liquor Town can help fill your needs, visit their website at liq quortown.ca.

Mathnasium offers youngsters an enjoyable pathway to understanding
T
he way to successful learning can take several routes.
And the instructors at Mathnasium in Richmond are there as guides to find learning methods best suited to the student.
That’s the foundation Mathnasium provides, says Tony Colabella, who runs the local learning centre, which in the past year has adapted well to the health protocols of the COVID-19 pandemic through its virtual classes.
“We are slightly different than some other online programs because we still feature one-on-one instruction in a group setting with the students,” Colabella says. “We allow the kids to interact back and forth the whole time so they can gain more from it. But our instructors move into a virtual room to provide that personal time.” The online learning option was originally meant for when students went on vacation, but Colabella says it’s something his Mathnasium location will stick with, even when public health restrictions are relaxed and in-person instruction returns to more normal levels. Since last July, in-person classes have been offered with a full measure of COVID-19 health protocols in place.
To get students started at Mathnasium, they undergo an assessment to judge their level of understanding and tailor a learning program that allows them to progress. “It’s a case of meeting them where they are positioned so we can help bring them up from there,” Colabella adds. “We don’t want students to rely just on memorizing how to do things. We want them to understand fully, so we’ll teach in a number of ways that make the most sense to them because once it does, it becomes more exciting, and they become more engaged.” That experience can often create a “spillover” effect in other school subjects. “A lot of kids come to us thinking they have poor math skills. And a lot of the time, by building their self-confidence, allowing them to work on math problems on their own where they grasp the solution, their overall skills become a lot stronger because they don’t doubt themselves as much,” Colabella says. While progression differs from child to child, when they do “click” with the program, it’s a satisfying moment for both student and instructor. “It’s all a matter of showing them a way of attaining a solution that makes sense to them,” Colabella explains. “And when that happens, they come back with, ‘I can do this, give me more.’
“We have plexiglass stands, everyone has masks, and we make sure to sanitize in between sessions,” Colabella says. “Even though we can seat nearly 40 kids, we limit it to 15 to ensure everyone is spaced out and comfortable.”
“And that’s great to see how encouraged they get, especially when they are asking for something more challenging.”
Mathnasium offers assistance for students from kindergarten to Grade 12, tailoring the experience to each person since everyone learns differently.
