The notion of a vaccine passport (or card as our provincial government is calling it) made sense to me when it was first proposed. Given that we can’t physically hold people down and give them the jab, some kind of document proving one’s vaccinated seemed like an effective motivator. If suddenly one’s life became seriously restricted — you couldn’t dine in a restaurant, attend a concert, get on a plane — hopefully, you’d figure it’s not worth it and go do the right thing. If not, then at least I’d know that when I’m at a restaurant or on a plane, I’m only among other vaccinated folks. I also thought people would be more amenable to the idea of a private business or an independent organization having the right to decide who gets into their establishment and who doesn’t. At the time, I didn’t realize the govern-

ment would mandate businesses to check their patrons’ cards. Granted, from a public health perspective, it makes sense that they do. This is a contagion after all, it’s not good enough to say, “each to their own.” Also, setting a rule for all businesses may help create a more level playing field and not leave those trying to do what’s best for everyone at an economic disadvantage. But while all this makes sense, now that the card is actually here and being implemented, I’m reminded of the expression “belling the cat.” The phrase comes from an old fable where a group of mice hold a meeting to figure out how to deal with a marauding cat. One of the mice comes up with the clever idea of putting a bell on the cat so they could hear it coming. Everyone agrees this is an excellent solution. The next question is, who’s going to do it — and there’s the problem. In the end, no one volunteers and the cat continues to maraud. In other words, a good idea is only as good as it is doable.

Back to the vaccine cards, in theory the cards make sense, and they still may prove effective, but the problem is enforcement. Already we’ve reported on a number of Steveston businesses that are stating publicly they won’t comply with the mandate. I’m not exactly sure whether their refusal is because they simply don’t like government telling them what to do or because it’s impractical and they don’t want to put staff in that position. If it’s the latter, I have some sympathy. Should a 16-year-old server be expected to confront an angry anti-vaxxer? Granted, staff are already expected to enforce a variety of company rules and regulations. However, few of those policies get people as riled as vaccine mandates. But regardless why, if a business defies the order, who’s going to do what about it? When it came to previous health orders, such as wearing masks and limiting capacity, enforcement officers could walk in, take a look around and act accordingly. That’s not so easy with the card. Are they

going to check every diner in a restaurant, every client at the salon? Also, will these checks be random or complaints based? We put these questions to the Ministry of Health Tuesday and still haven’t heard back. We contacted the RCMP on Monday asking the same. Wednesday we were told the Richmond detachment couldn’t comment and E Division (which oversees the Lower Mainland) was “working on messaging” and probably wouldn’t get back to us by deadline. I suspect we’re seeing such reticence because in fact the government has little recourse or resources to enforce the mandate. That said, “belling the cat” also refers to situations where significant obstacles are overcome. Most businesses and organizations will comply with the order and that in itself should help curb this fourth wave, even if legal enforcement is sketchy. At least that’s the version I’m going with, if for no other reason than to maintain some optimism.

LETTERS Hotel getting a free ride Dear Editor, Re: “Mixed fortunes for Richmond hotel workers,” Richmond-News. com, Sept. 14. As a COVID designated hotel, the hotel is paid $120 for every room, whether it is occupied or not. With 388 rooms, that adds up to quite a nice profit for the owner. As long as the government continues to use the Pacific Gateway Hotel for this purpose, the hotel will remain closed to the public. Therefore, the owner has no need to negotiate, or offer any employee their job back. As a result, it is actually the government contract that has crippled us, leaving the employees powerless to negotiate.

Richmond Mounties are investigating what appears to be a double shooting incident on Monday after-

About two hours later, a man who is believed to be connected to the shootings was taken into custody in Vancouver.

Two people are facing drug and production charges in connection with an alleged clandestine meth lab in Richmond, which was raided by Mounties in 2019.

Henry Chen faces charges of possession for the purpose of trafficking and multiple counts of production of a controlled substance, BC RCMP Federal and Serious Organized Crime (FSOC) said in a news release last Thursday.

Two people were arrested at the scene, where officers found and seized lab equipment and chemicals, numerous pails of liquid methamphetamine and by-products specific to methamphetamine production. Methamphetamine in different stages of production was found throughout the seized liquids. Mounties also seized 18 grams of finished methamphetamines. RCMP said that, regardless of the amount of finished meth seized, the lab was “capable of producing much more.”

Melissa Heska, meanwhile, faces multiple charges of production of a controlled substance.

Furthermore, the lab was of particular concern given its proximity to other residences, as the production of meth is dangerous and involves volatile chemicals, RCMP said.

Former Richmond teacher facing child porn charges Alan Campbell

A former Richmond school teacher has been charged with possession of child pornography. Last year, the RCMP opened an investigation into Joseph (AKA Joey) Scott William McLeod after receiving information from its integrated child exploitation unit. McLeod, 40, is understood to have taught at McMath secondary for about six years.

According to the former teacher’s website, he taught math, planning and drama. A spokesperson for the Richmond School District confirmed that McLeod was a teacher in the district in 2013. He was arrested on Jan. 7 this year and was suspended from his current role as a Grade 8 counsellor at West Vancouver secondary.

In July, the Crown swore one charge of possession of child pornography against McLeod. West Vancouver school district have said that the RCMP indicated the charge filed in July is not connected to students or schools. McLeod is currently not eligible to teach in B.C. and is under bail conditions to stay away from pools, playgrounds and community centres where people under the age of 18 are known to gather unless his bail supervisor gives him permission. He is also banned from being in contact or alone with anyone under the age of 14 unless another adult is present. His bail conditions also prohibit him from volunteering or working with anyone under 18 and he is prohibited from accessing pornography. A challenging week kicked off for businesses across Richmond and B.C., with the start of the provincial government’s COVID-19 vaccine passport mandate. As of Monday, certain businesses are required to check customers for proof of immunization, with only COVID-19 vaccinated people able to enter. That includes the likes of pubs, bars, licensed restaurants (indoor and patios), indoor ticketed sporting events, indoor concerts, theatre, dance, nightclubs, casinos, movie theatres, gyms, exercise facilities/studios and recreation facilities. However, some Richmond business owners are refusing to comply, including Davood’s Bistro and Focus Pilates in Steveston, both of which are listed on the BC Businesses Against Health Pass’ Facebook page as ones who won’t be asking customers for proof. Focus Pilates’ owner Ramona Bianco posted on the page that she would “NOT be participating in this very sad state of discrimination.” A notice purporting to be from Extreme Air Park was posted on the same page, apparently stating, in no uncertain terms, that the trampoline

Extreme Air’s spokesperson added that, if it did have to comply, it certainly would follow the health order. Dozens of other businesses across the Lower Mainland are listed on the page and it’s understood there are many more in Richmond and beyond which will not be asking customers for proof of vaccination. According to TransLink’s website, masks are mandatory on transit as a response to the latest mandate from the provincial government during the COVID-19 pandemic.

Another video of a Richmond transit user refusing to wear a mask is circulating on social media. In the video, filmed by a bus rider and uploaded onto YouTube, a man is seen raising his voice about not needing to wear a mask. According to the person who posted the video, the man was allegedly refusing to wear a mask and also refusing to get off the 401 bus.

The bus had stopped at the southbound No. 3 Road and Westminster Highway bus stop, as the driver was not willing to move unless the man complied with the mandatory mask rule. “I’m not going to do anything against my health. If you want to wear it, wear it. Mind your own business, seriously,” said the anti-masker to another transit rider. Some passengers can be heard telling the man to get off the bus and also to not “be selfish.” The man allegedly claimed he “was on four buses” that day and none of the other bus drivers had a problem with him not wearing a mask. “You’re the first bus driver today that started it, so call your supervisor and your supervisor is going to tell you that

The man refusing to wear a mask told the bus driver that he was the one “creating all (the) problems” and called him an “instigator.” Several passengers were seen in the video leaving the bus one by one when they realized it was not going to move. When several riders told the man to get off, he responded to them and the driver that they should “stay home” instead. “If people want to wear their masks let them wear it. I’m not wearing them, end of story. “You know you don’t have a right to tell me to wear (a mask).” At the end of the video, it appeared that the driver and the man were the only ones left on the bus as other transit users watched from outside.

The old Minoru Aquatic Centre is being demolished despite some councillors calling for it to be renovated and kept for other uses. Richmond city council voted 5-3 earlier this year to spend $2.7 million to tear down the building. This was after city staff told them only a portion could be used after it was decommissioned from a pool and the cost of repurposing it would be $8.8 million. Originally, the Centennial Pool was built at the park in 1958 to commemorate 100 years since B.C. became a British colony, opening in 1959. The pool was enclosed in 1984 and joined with two adjacent pools, built in 1977, to become the Minoru Aquatic Centre. Ian MacLeod, who has been involved in planning the new Minoru Centre for Active Living (MCAL), told the Richmond News he has “lots of wonderful personal memories” of the pool, which included three generations of his family swimming there. He took his children for swimming lessons there starting in 1987, and from 2001 to 2017, he himself swam there five mornings a week. Eventually, he took his granddaughters to swim at the pool between 2005 and 2011. When MacLeod passed the demolition site this weekend, he saw the cranes ripping off the roof. “Its time was clearly up, but I still shed a wee tear,” MacLeod said in an email to the News. The Minoru Aquatic Centre was closed after the new aquatic centre opened at the Minoru Centre for Active Living, which itself opened about three years after it was originally scheduled to open. (The News is waiting for a decision from the Office of the Information and Privacy Commissioner on whether documents explaining the delays will be released.) The plan was to turn the space where the Minoru Aquatic Centre was into a grassy area because the footprint of the new No. 1 fire hall and the MCAL building took over a large corner of Minoru Park.

Richmond candidates vying for a federal seat were able to lay out their promises to voters at a series of all-candidates debates.

The Richmond Chamber of Commerce also hosted an all-candidates debate Wednesday afternoon with nine out of 10 candidates from the two ridings scheduled to take part. The debate will be posted on the chamber’s Facebook page.

While the candidates outlined how their parties would best tackle pressing issues like housing unaffordability, the climate crisis and the fallout from the COVID-19 pandemic, opposition party candidates took fire at the Liberals, who have been in power for six years, on these issues. BROTSCHI, Michael Michael passed away at 97 years of age. He enjoyed a full long life. Michael was predeceased by Rita, his wife of 58 years. They enjoyed travelling, square dancing and happy times at their trailer in Birch Bay. His daughter, Linda Lait, grandchildren Stephanie Neufeld (Matthew) and David Lait will greatly miss him. Also Lucy, who was a special person in his life.

Family was very important to Michael. He was a great father, grandfather, husband, brother and a good friend to so many. November 14, 1929 - September 9, 2021 It is with great sadness we announce the passing of Albino Crema at home with loved ones by his side. Albino was born in Pantan Monastero, Rome, Italy. Prior to his twentieth birthday he immigrated to Canada and settled in Richmond, where he lived for his last sixty-six years. Albino was employed for a few companies before retiring from a road construction company, Columbia Bitulithic, after thirty-seven years. He knew most every street in the Vancouver area! In retirement his focus was on family, gardening, making wine from his own grapes and travelling the world. He was always there when someone needed help, and loved growing vegetables often giving away much of what he produced. Albino is predeceased by his parents Ferdinando and Paola and siblings, Alfredo, Lina and Luciano. Left to mourn his passing is his wife of sixty-two years Maria, sons Frank (Lynn), David (Katelyjne) and John (Lisa) and grandchildren Andrea, Nicholas, Christopher, Juliana and Audery along with siblings Antonietta, Gina, Bruno and Fernando and many nephews and nieces both in Canada and Italy.

PHILLIPS, Wayne S. July 25, 1949 − July 9, 2021 Wayne died peacefully in Richmond General Hospital just shy of his 72nd birthday. He was the elder son of Chauncey and Mildred Phillips and is survived by his brother, Eric; girlfriend, Nancy Bitcon; aunt, Bobbi Goddard; and cousins and friends. Wayne was a lifetime Richmond resident and attended William Cook, R.C. Palmer and Richmond Senior Secondary Schools. He went on to graduate, top of his class, at BCIT’s Electrical and Electronics program. Wayne worked for IPEC, a BC Hydro subsidiary. Wayne set the cross−Canada cycling record (6035 −km) twice with the final time under 15 days. During Race Across America (RAAM) in 1985, he was struck from behind and left a paraplegic. He spent 13 months in hospital and rehab. Despite his physical disability, he lived independently and continued to challenge himself by competing in about 50 marathons (42.2−km). Wayne was also an avid sailor with Disabled Sailing and enjoyed the freedom, camaraderie and especially the challenge of shifty and gusty winds. Special thanks to Drs D.K. Dihn and R. Ying for years of care; to the doctors and nurses of Richmond General Hospital; and to his neighbours Denis and Jim for allowing him to live independently. A Celebration of Wayne’s life will be held on Saturday, September 18, at 11 am, at Richmond Funeral Home, 8420 Cambie Road, Richmond.
