Almost the moment we posted our story on housing and changing neighbourhoods it started trending. That surprised me, not because it isn’t a great story — it is, but because it feels like an old one. (See page 8) About seven years ago, there was a particularly high wave of anxiety regarding older, modest (in other words affordable) homes getting demolished and replaced with three-story mansions — grain elevators as some called them. At the time, the city blamed “a loophole” that allowed certain properties to be developed far larger than what municipal bylaws allowed. That loophole was eventually closed, but the deadline was set for some time in the future, which resulted in a rush of applications. And if the application got in on time, developers still had time before they had to

actually start building. I’m not sure if this is why we’re seeing so much activity in the cul de sac behind my place. For some time, we seemed immune to the fate of neighbourhoods like the Monds, but now perfectly serviceable homes are falling like dominos and being replaced with grain elevator-types. And these homes don’t just go up, they also go out, eating up almost every inch of the lot. So much for lawns to absorb and hold moisture during the wet months to help get us through the dry ones, or trees to capture carbon and provide shade in the case of a heat dome. I’d like to think these kinds of homes will soon peter out, given the closing of that loophole, I remain concerned. In other words, it doesn’t matter if it’s an “old story” according to some editor, the fact neighbourhoods continue to go through these kinds of massive transformations and something as basic as housing remains unaffordable for so many people -— of course it’s news.
And it’s not just residents who need homes, so do businesses, health providers and convenience stores. A staff person at the recently closed 7-eleven on No. 1 Road said a huge rent hike was what shut them down, despite their high traffic. It’s also why a local doctor said many like her may have to call it quits. (That story we’ll feature next week.) It’s why some busy restaurants on Alexandra Road are saying that, while they survived COVID-19, they may not weather next month’s rent. (Watch for that one online in the next couple of days.) Point being, this is about more than housing, it’s about building communities. As I was writing this, a well-timed email landed in my inbox. It was about the Jane’s Walk Festival to be held next week. I’d never actually heard of the festival, but I’m certainly aware of its namesake. Jane Jacobs (1916-2006) was an activist and urbanist in New York and Toronto.
The walks are based on Jacobs’ idea that “cities have the capability of providing something for everybody, only because, and only when, they are created by everybody,” according to the email. Jacobs may be best known for helping stop the Lower Manhattan Expressway in the 1960s. Had she not, there probably would be no Soho or Little Italy in Manhattan — just one big expressway. But Jacobs’ greatest impact was her ability to spark neighbourhood activism, get people out walking their own neighbourhoods, as our reporter did for our front page story. It’s that sidewalk, pedestrian view that shines a light on the vitality of a community. While our front page story focuses on problems, we also know Richmond has some gems. The upcoming Jane’s Walks Festival features six different walks, most are in Vancouver, but one is in Steveston. Still, the fact a story headlined “Who are we building these giant homes for?” starts trending the minute it’s posted is telling.

Boyd event ‘heart-breaking’: Nixon Don’t paint everyone with the same brush Dear Editor,
Re: “Toxic posts in the name of justice don’t fly,” Opinion, April 29. Thank you for your recent editorial. The incident involving the 14-yearold female student and 17-year-old male student on April 21 at Hugh Boyd Secondary is extremely distressing.
It is heart-breaking that this could occur at one of our schools, when our highest aim as a school district is to provide safe, supportive and inclusive environments for our young people to be able to grow, learn and thrive. In this case, senior staff are working closely with the school administration and Richmond RCMP to ensure appropriate follow-up is occurring, and that all affected are being fully supported. Like you, I was also disturbed to see some of the comments made on social media in response to the Richmond News story about this incident, and I thank you for reminding us that we need to “walk the talk” and model the
inclusivity and compassion we say we believe in and want to see in our schools and community.

It was perhaps unfortunate timing that the report from the school district’s Diversity and Anti-Racism Working Group ended up on the same board meeting agenda as the budget “committee of the whole” last week.
I encourage interested community members to read it, as it outlines the consultation process which was undertaken, and lays out what was heard, with eight key recommendations.
Our current budget deliberations with the community are a priority for the board at the moment. But this may have overshadowed the reporting out to our community of the important work the district has been doing through its Diversity and AntiRacism (DAR) Working Group. The working group was established by the board in June 2020, with a mandate to consult with students, staff, families and alumni regarding experiences of racism and marginalization, and to review current district practices and policies to identify priorities for action and to make recommendations.
At the meeting, the board voted to establish a Diversity, Equity and Inclusion (DEI) Advisory Committee to work with staff to move forward on the priorities identified from the consultation. This committee will function similarly to the SOGI Advisory Committee. The district’s work in supporting equity, inclusion and diversity is identified as a key priority in the board’s Strategic Plan, and the board is looking forward to seeing the focused action which will flow from the working group recommendations, with input from the new advisory committee.

During the civil rights movement in the U.S., there was a time when “Yellow Power” and “Black Power” were united, but apparently disagreements arose, and this opportunity to bridge the Black and Asian communities failed.

Fake taxi bilks helpers mond RCMP explained.

A fake taxi driver and fake passenger in Richmond have managed to trick several people into giving up their debit card. The Richmond RCMP reported last week seven people had fallen victim to this scheme whereby a fake passenger asks for helping paying for a taxi ride with a debit card. They reported another victim has come forward this week, bringing the total to eight since April 22. After helping the passenger by paying for the ride with a debit card, the victim is then handed back a bogus debit card by the fake taxi driver who then proceeds to make hundreds of dollars worth of purchases using the real card. In all cases, a young man approaches would-be good Samaritans in a busy parking area saying he needs help to pay for a taxi using a debit card, Rich-
The fake driver claims he doesn’t take cash because of COVID-19 and neither does he take credit cards. When the victim agrees to help, the fake taxi driver says the tap function doesn’t work, so the victim inputs his or her PIN. The fake taxi driver has been using various cars in this scam with a white taxi sign on top. The fake driver is described as a Fijian or South Asian man in his early 20s, and the fake passenger as a Middle Eastern man also in his early 20s Richmond RCMP Cpl. Ian Henderson said last week this scam appears to be new in Richmond. Anyone with information on this matter is asked to contact Richmond RCMP at 604-278-1212, quoting file number 2202-10686. Alan Campbell A man who operated two Richmond financial companies has been fined $500,000 and banned from various financial market activities.
Between 2010 and 2012, Pegasus distributed more than 1,400 bonds totaling approximately $45 million (U.S.) to investors in Taiwan. During that time, Careseng guaranteed repayment of the principal of 447 bonds, totaling approximately US$12.8 million.
Winter Huang (also known as Dong Huang) was the president and director of Pegasus Pharmaceuticals and the director of Careseng Cancer Institute Inc.
The securities were all issued without a prospectus, a formal document that explains the details of an investment and the risks involved.
A British Columbia Securities Commission (BCSC) panel determined that Huang and the companies illegally distributed securities.
Neither the companies nor the investors qualified for an exemption from the prospectus requirement under the Securities Act. As a result, Huang, Pegasus and Careseng illegally distributed securities.

The Richmond RCMP’s suggested work plan for 2022/23 included prioritizing property crime, organized crime, road safety and vulnerable persons.

Recent mail thefts have turned Richmond fiction writer Yilin Wang into a part-time detective. Earlier this week, Wang, who has been a victim of mail thefts over the past few months, placed a small empty box inside her apartment’s mailbox as bait for thieves. “I checked it every morning and every night. Tuesday night it was there and then yesterday (Wednesday), I checked and it was gone,” said Wang. This is one more piece of evidence Wang intends to share with the Richmond RCMP. The Richmond News previously reported multiple packages that were supposed to be delivered to Wang’s apartment mailbox had gone missing over the past few months, including work documents and COVID-19 testing kits she had ordered. Wang said she has reported

Canada Post never got back to her and the building management company has been slow to respond, she explained. The police contacted her earlier this week to say they have been trying to obtain video footage from her building’s manager. In the meantime, Wang visited a nearby post office hoping to rent a mailbox in the short-term, but she was told they had none left to rent.

It has been more than two months since fire ripped through a Richmond vitamin store. But there’s still no end in sight to the cleanup for 12 Baskets or for two of its Blundell Centre neighbours. The store has been closed since the blaze and, according to photos taken by a shopping centre customer, the premises don’t even look as if they have been touched. Also closed for more than two months due to smoke damage are Blundell Dental Clinic and Return It recycling. A message on Blundell Dental’s phone number states that much of its equipment will need to be deep-cleaned or even replaced,
adding that it had hoped to reopen after Easter. 12 Baskets’ other neighbour, Liquor Town, is open but has massive gaps in its ceiling, where the recent rainfall has been penetrating. Richmond Fire-Rescue has completed its investigation and concluded the fire was “electrical” in origin and that the premises have been “turned over to the owner’s insurance representatives and the restoration company.” The store owner, Christina Liu, told the Richmond News this week the store “was being held under investigation with the landlord’s insurance company.” However, she said she only found out recently that the unit had been “released” so she wasn’t able to “do anything with the space up until then.” Liu said she met last week
with the centre’s property manager and hopes to make some progress in the coming weeks, although conceding that she doesn’t really know “what’s going to happen just yet.” Liu told the News just after the fire in February that her business could be hundreds of thousands of dollars out of pocket and closed for up to a year. The fire, said Liu at the time, ravaged her storage area at the back of the store and melted most of the front, retail side, destroying in the process what she believed to be hundreds of thousands of dollars’ worth of stock. And given the nature of her business, she said she only had basic insurance coverage. “We’re not at high-risk so our coverage is minimal. It’s not in the nature of our business to have high coverage,” said Liu at the time.

A stalled condo project on No. 3 Road is now under court supervision. Alderbridge Way LP was at BC Supreme Court last week asking the court to oversee a process to find a buyer for the residential and office development. The financing for Atmosphere, located across the road from Lansdowne Shopping Centre, fell through during the COVID-19 pandemic and the building permits expired more than a year ago after construction ground to a halt. The ground had been excavated but no buildings have
been built on the site yet. The city ordered the developer to build a secure fence around the site. The development plan includes an office tower and six residential towers with 824 units of housing, of which 112 will be market rentals and 38 affordable rental units. The bid process goes to May 18, according to Alderbridge Way, and they hope to have a final transaction take place in July. Alderbridge Way LP applied to the B.C. Supreme Court in early April for protection under the Companies’ Creditors Arrangement Act to allow it to restructure its business affairs, rather than having to declare bankruptcy.

Driving around some neighbourhoods in west and central Richmond, there is, with regularity, something odd. There is something connecting these quiet, residential streets, yet there is also something conspicuous by its absence. What connects them is the proliferation of massive homes — some relatively young in age — being torn down and/or rebuilt into even larger properties. What’s missing is life. People. Families. Children. None of the construction taking place, on the face of it, is breaking any zoning or permit rules, they’re just maxing out on the available square footage for that particular neighbourhood, one outdoing the other trying to get an edge in the market. The end result is streets, avenues and cul de sacs being devoid of human activity, save for the warning from a reversing dump truck, the screech of a circular saw or the pounding of a carpenter’s hammer. As we drive around the likes of McKay, Broadmoor, Dixon and The Monds — where a price tag of four or five million is the norm — there is one question that comes up, time and time again…just who are these giant homes being built for? “It’s hard to explain how I feel,” said Kerry Starchuk, a McKay neighbourhood resident of 34 years, when looking around her formerly quiet cul de sac, now a menagerie of water pumps, excavators and fenced-off properties. “I feel displaced; I feel like I’m not supposed to be here. I walk around here and it’s so strange. “I think, ‘how come everybody’s left?’ I’m still here, trying to adjust. Who are

these houses being built for?” Starchuk, a community advocate who has shone the spotlight on various issues in Richmond over the years, pointed out that there’s “no continuity” in the rebuilding and design of all these massive, single-family dwellings, many of which appear to have different developers. “You can’t make friends, because it’s a rotation of houses and homeowners,” added Starchuk. “In the past, we all knew our neighbours. Today, we have no clue. It’s lifeless.” “Even some of the newer mansions show sign of decay, because no one is living in them, for at least most of the year.” In one week alone last month, the City of Richmond issued 15 demolition permits for properties across the city, some in the aforementioned neighbourhoods. “One by one, the life is being sucked out of these neighbourhoods,” added Starchuk. “The people that I do see are here for two or three years, perhaps as an investment, then they’re gone. The first signs of real change happened about 2010. Since the Olympics people started to look at their assessments and sold.”

Tanner, 42, moved to Richmond in 2018 to be closer to work, but realizes, as he looks out of his window, that he’s “never going to own anything around here.
Indeed, Starchuk’s own assessment of her detached property has gone up almost $1 million in 10 years. But she doesn’t want to leave the city she’s spent most of her life in or the neighbourhood where her kids grew up. “This is my home, I’m still very attached to it and the community,” she said. Teacher saddened by sights Many professional individuals, couples and families in Richmond are slowly coming to terms with the realization they will never own a property locally. One of them, a teacher called Beau Tanner — a native of Calgary who moved to Vancouver in 2008 and then to Richmond four years ago — noticed straight away something wasn’t quite right when he moved into a rented studio in Broadmoor. “I went for a walk here around the neighbourhoods, I thought ‘what do all these people do for a job?’ “Then I thought, ‘this is great, how can I get in on this?’ But I came to realize, these people don’t have jobs that I can get. “These people must be bringing their money from offshore and concentrating it into this community.
“I don’t know. Offshore wealth I guess. It’s not for people working and living around here,” added Tanner. Olympian wants change Even Richmond’s own Olympic bronze medalist, Evan Dunfee, contacted the Richmond News recently to express his astonishment as he race-walked around the streets of his native city. “On one of my regular 16km training walks around west Richmond I decided to take a snapshot in time of all the current construction I saw,” said Dunfee. “In this one moment, on these few streets, there were over 40 single family homes being replaced with ‘McMansions.’ “These lots are now locked away for 30+ years of unaffordability to the overwhelming majority of Richmond residents. “Our housing discourse at city hall, in the paper and online does not talk about this enough.” Dunfee, who has expressed a desire to run for city council in the fall election, said the city needs to be “incentivizing a mix of housing types in every neighbourhood. It all started in December 2020, when residents around Shell and No. 5 roads woke up to Cheerios and Shreddies sprinkled sporadically across their neighbourhood. Since then, the quiet street has been engaged in a battle of wits with a “cereal offender.” Alex Salameh, who has been living in the area for the past seven years, said that Ziploc bags containing the cereal mixture were cut open and dumped along Daniels Road. Salameh said the cereal would appear every day or every two or three days, and there would always be a couple of bags around the Peace Mennonite Church. The cereal would usually appear early in the morning and sometimes in the evening, rain or shine, Salameh told the Richmond News. “[The type of cereal] is consistently the same. It’s always the same type of plastic bag. There’s no evidence of the actual brand of cereal box or anything of that nature. It’s just this plastic bag that the materials are poured into,” said Salameh. On the other side of the
neighbourhood, resident Anna Lam has also seen large bags of cereal showing up once or twice a month. Ironically, there would always be a pile of cereal just under the Block Watch sign. “So we installed cameras and then we found that there was somebody driving by all the time, and they were just throwing out a bag of cereal to the streets or to the park,” said Lam. Cereal consequences The bizarre event is unsettling some people, especially dog owners, explained Salameh. “Is this cereal being poisoned? Nobody knows the nature of it... If somebody has a dog and it sniffs and finds a cereal and starts eating it and then they [might] have issues,” he added. And poisoned cereal is not the only thing the neighbours are concerned about. “I’ve noticed rats eating the cereal and seagulls and crows. It’s whatever gets to it first, essentially,” said Salameh. He also noticed paper bags and plastic bags being littered in the area. A Block Watch Captain told the News that a resident has had to contact pest control services to eradicate a rat infestation in their house, while someone else has suffered damage to his car from rodents

taking shelter in the warm engine. Lam has also noticed an increase in dead rats around the neighbourhood, adding that she has been trying to clean up the cereal whenever she spots some, just in case her dog eats it. And she is not alone.

The Block Watch Captain said that people contacted the RCMP non-emergency line and numerous city authorities and were eventually directed to City Bylaws. City spokesman Clay Adams confirmed that bylaw officers did receive a complaint in May 2021. “The complainant was able to provide vehicle and licence plate details along with a recording of the driver discarding the bag. Staffing cuts threatened as school district faces $3.9M shortfall
The number of library technicians at Richmond secondary schools could be cut in half. And this is just one of the proposed cuts to the Richmond School District staff to make up for a projected $3.9 million shortfall next year.
The unions representing teachers and support staff both came to last week’s board of education meeting, as well as library technicians themselves, to plead with board of education to not make any cuts, saying it will have an impact on classrooms and students. In fact, CUPE loc. 716 president
Ian Hillman called the proposed budget cuts “shameful.” Other positions on the chopping block are three career advisors, a school psychologist, two administrative assistants, three teacher-consultants, a speech and language pathologist, a director of instruction — whose salary is
$215,000 — and an educational assistant whose specialty is literacy.

Not everyone can say they filmed on the rooftop of Vancouver’s BC Place stadium, but a Richmond drone pilot and his brother are definitely boasting this achievement. Richmond resident Amiel De Guzman is the pilot behind the drone footage in Cirque Du Soleil’s most recent video. The video showed an aerial view of the popular circus actors and entertainers performing acrobatic moves atop BC Place.

De Guzman told the Richmond News it was a special moment to be physically on the rooftop of BC Place as not many people are able to access the spot. “It’s not every day that I get to fly a drone legally over one of B.C.’s most iconic venues,” said De Guzman, adding that it was an “exhilarating experience.” Timing, he said, is key when filming with a drone and the entertainers knew exactly how and when to pose for the camera,

“It was such a unique opportunity for my brother and me to be able to film together for a big client while showcasing the best views of Vancouver,” said Amie.

SIBA, Thomas June 19, 1948 - April 22, 2022 Well-known community leader, newspaper man, husband, father and grandad, Tom Siba died peacefully on April 22. His last years had been impacted by dementia. Tom was predeceased by his parents Mary Schneider and Thomas Siba, brother Frank Siba and sisters Rose Marie Dobson and Anne Beesinger.

He is survived by his wife of nearly 46 years Kathleen, son David (Cheryl), grandsons Cohen and Lucas, daughter Heather, brother Ed Schneider (Susan), as well as in-laws, nieces and nephews across Canada.
His working career started with Arthur Anderson and Company in Winnipeg and he was transferred to Vancouver in 1974. There he met Kathleen and on their first date they danced to “You Are the Sunshine of My Life” which became their song. The couple lived in Campbell River and Port Hardy before moving to Tsawwassen, where Tom joined Madison Group in 1978. Until his retirement, he remained part of that company which acquired a myriad of businesses, including newspapers, over the next several decades. Tom is remembered as a man who worked hard for his family and community. Welcoming two grandsons into his life, Tom enjoyed White Spot milkshakes with them, laughing at the antics of Cohen from the time of his birth in 2018 and sharing his dry wit with teen Lucas during family visits. He also enjoyed a glass of local Four Winds beer or Crown Royal and cigar with friends. He loved the water; whether on his sailboat, aboard a cruise ship exploring the world or at his vacation home in Turks and Caicos. As a couple or a family with David and Heather, the Sibas visited many parts of the world. An avid reader, that interest started early in life when he especially loved to read his brother’s history books. A resident of Tsawwassen for 44 years, Tom volunteered for many community and professional organizations, often taking a leadership role or serving in any capacity required. They include The Rotary Club of Ladner, Scouts Canada District president 1993-97, Reach Child and Development Society and Reach Foundation, Delta Community Foundation, Ladner and Tsawwassen Business Associations, Delta Heritage Museum and Lower Mainland Better Business Bureau. Both Tom and Kathleen were welcome at fundraisers where they enthusiastically bid on numerous silent auction items. Tom spent 25 years in the community newspaper industry, running several Lower Mainland newspapers and publications for Glacier Media and specifically as publisher of Delta Optimist for 15+ years. It is only fitting he was also involved provincially and nationally, as a BC and Yukon Community Newspapers Association Director for many years and as a BC Director on Canadian Community Newspapers Association Board. He served as BCY President in 1991-92. The family is grateful to the staff at Delta View Care Centre, where Tom lived out the final time of his life. Two Celebrations of Life will be held; first at the Coast Tsawwassen, 1665 - 56th St, in Tsawwassen, B.C., on Friday, May 27th from 3:00pm to 5:00pm, and a second in Winnipeg at the Fort Garry Hotel, Sunday, June 26 from 2:00-4:00pm. Tom left a treasure for his family with a detailed essay about his early life. He and his siblings were raised by their mother who earned a living running a boarding house and cleaning homes. He remembered summer visits to his grandparents’ farm outside the city. As a young boy, a friend with more money used to buy him milkshakes, leading to a life-long love of the drink. Tom was frequently top of his class in elementary school and academics came easy to him. He couldn’t skate so he joined a hockey team and played goal. Not many people wanted that position so he was able to compete for several years at it. Like many youngsters, his first job was delivering newspapers and his routes provided money to eventually finance his way through university which he called “the golden years.” It was there while pursuing his degree that he met the Commerce Vigilantes. The 12 friends had a 20th reunion in 1990 and had planned a 50th in Las Vegas in 2020 that was cancelled due to COVID.
