Re: “More racism in Richmond than elsewhere,” News, April 28 We applaud Clive Clark for speaking openly about his experience and bringing to light an issue we all have to face. We have witnessed the rise of hate-motivated crime in Canada and our city. The numbers provided by the RCMP showed that between 2019 and 2021, hate crime and incidents have increased by 240 per cent in Richmond. The numbers also showed that while most (61 per cent) of the victims were Asians, 19 per cent were Blacks, and 13 per cent were South Asians and Middle Easterners. We understand that the news story may have infuriated some
people in the community; however, denial is the number one obstacle in fighting against racism. We must acknowledge that racism is not a designation to one particular ethnic or cultural group. The authors of this letter have all been victims of racism, and the experience still hurts. But we have also come across incidents where members of the Chinese community were discriminatory towards people from other cultures. We agree with Jimmy Yan, an SFU research assistant, that being a victim does not necessarily make you immune to being a perpetrator. In the fight against racism, we are fighting for all. When we address anti-Asian racism, we also attend to what happens to other

We need more dialogue to reflect on our own biases. Kwantlen Polytechnic University has offered community discussion groups on “How do l know if l am a racist?” Richmond Multicultural Community Services also held anti-racism dialogues whereby people shared their stories and reflected on the impact of racism and hate in Richmond. Until we acknowledge that we do hold biases and take steps to correct these biases, we cannot, as a diversified community, move forward with unity and solidarity. Let’s all Be the Change We Seek.

I am a resident of Richmond. I’ve been trying to connect with my MP, Wilson Miao. However, I’ve noticed he is conspicuously absent. According the Parliament of Canada website, he has no local constituency office, only an Ottawa phone number (which is never answered), a generic email also not answered. I’ve even tried to message him on Facebook, which has also been unsuccessful. I would love to see the Richmond News do a story on this.
How can a local MP and representative of Richmond not have an obvious presence here, not be open to meeting or connecting with constituents? How can he represent our concerns and needs if he is not willing to find out what these issues even are? It is ridiculous to me. This was not an issue when Alice Wong (who I did not vote for) was in office. Would this be something you might be willing to follow up?

Newspapers are not just for packaging Open letter to readers,
Across the world, municipalities and provinces have been moving their recycling programs to Extended Producer Responsibility (EPR). EPR is great in theory and in practice. It levies fees on manufacturers and retailers for the packaging that wraps everything from the food we eat to the toys our kids play with. Any parent who has helped their child open a new toy knows that between the thick plastic that practically takes garden shears to open, the twist ties and the cardboard, there is still way too much wasteful packaging associated with so many products. EPR has one laudable objective: Reduce packaging in the waste/recycling stream. It does so by shifting the burden of recycling costs from taxpayers to producers. When producers must pay these fees, they innovate and find ways to wrap their products in far less packaging. Since the advent of the Blue Box, newspapers have had the highest level of collection
of all recyclable materials — more than plastics and even more than aluminum. Newspapers continue to be a valuable recovered resource in the recycling stream. They have a stable end market and high commercial value. And recycling newspapers saves trees. Newspapers have always been a public good — the dissemination of news to the public is a necessary element of a vibrant and healthy democracy and a well-functioning society. Fake news — around COVID-19, elections, and many other issues — has highlighted the importance and value of credible news provided by trusted media sources. Newspapers allow the reader to pause, engage and reflect — providing an important service that is not met through other media. So, what does any of this have to do with extended producer responsibility? Until recently in Ontario, the EPR program in most provinces of Canada has treated newspapers the same as waste packaging. Unlike product packaging, the newspaper
is the product. Publishers have moved to thinner paper to lower our footprint. Driving up the cost of newspaper production with EPR fees drives down the content as newspapers are forced to cut pages and, therefore, value to readers. The knock-on effects are a loss of jobs, many of which are unionized, in a sector that is already facing many external challenges, and a less informed citizenry. Across Canada, newspapers face a patchwork of provincial regulations, administrative regimes and fees. The levies charged are based on opaque formulas often devised by monopolies controlled by waste haulers, retailers and consumer packaged goods companies. In British Columbia, for example, the levy on newsprint went up by 80 per cent in a single year, while the levy on plastics remained flat. That’s not fair. We cannot have a misguided system that puts newspapers at risk at a time when the public needs trusted sources of information more than ever before. The unintended consequences of EPR on newspapers are
to reduce the number of pages in a newspaper or for the paper to simply close. This has a detrimental effect on both readers and advertisers across Canada. Recently, the Ontario government issued a regulation that will exempt newspapers from EPR levies in the province. Canada’s newspaper publishers applaud this change, and we hope other provinces will follow Ontario’s lead. Alberta is about to put an EPR regime in place, and British Columbia is working through changes in that province. We hope Premier Jason Kenney and Premier John Horgan will exempt newspapers. To its considerable credit, the federal government has taken meaningful steps to support local journalism across Canada. Provincial and municipal governments should not undo that with punitive fees that are based on the flawed premise that newspapers are unnecessary and wasteful packaging.

A Richmond resident tried to make the city refund him almost $1,200 — after it was forced to chop down his overgrown and unsightly garden while he was out of the country. Ruiliang Jian filed a complaint with the Civil Resolution Tribunal (CRT), requesting he be refunded the difference between the City of Richmond’s bill of $1,694.90 and his estimate of $501.24. Jian claimed the city’s costing of the job — which was triggered by a bylaw officer investigation and took 23.67 staff hours, plus a 20 per cent administration fee — was inflated and unfair.
CRT documents indicate that, because of the start of the COVID pandemic, Jian was out of the country for much of 2020 and that a tenant in his home left in March of that year, “leaving nobody to manage the property.” Acting on a complaint to the city about Jian’s property becoming unsightly, a bylaw officer investigated and found the home to be in contravention of the city’s Unsightly Premises Regulation, which states that an owner or occupier of a property must not allow the property to become or remain unsightly. The CRT heard that the grass and weeds on the property, including on the public boulevard outside — which is still the property owner’s responsibility —

were at waist height.
Having received no response to a knock at the door, the bylaw officer left a notice on the door, asking for the long grass to be cut and removed by May 22, 2020. The officer returned on May 27 to see that the grass had not been cut and the notice was still on the door, prompting a letter to be sent to Jian at the property. The letter demanded the property be cleaned up by June 10 or “necessary actions” would be taken at Jian’s expense. With no response from Jian, his home was duly cleaned up at the city’s expense and an invoice was sent in August for the total of $1,694.90. Jian claims it wasn’t until
November of that year that he became aware of the invoice and that’s when — although acknowledging the city was within its rights to take action — he began to question the cost. Jian paid the full amount but then took the matter to the CRT to request the “unreasonable” difference be refunded. However, the CRT ruled that Jian’s claim is “not included in the scope of the CRT’s small claims jurisdiction” and, therefore, it must “refuse to resolve a claim that it considers to be not within its jurisdiction. “Given my decision to refuse to resolve the dispute, the CRT will refund any CRT fees paid to date.” It’s not known if Jian took the matter any further.
Avian flu found at local farm Farmers within a 12-kilometre radius in Richmond have been put on alert — after a small poultry flock tested positive for the highly pathogenic H5N1 avian flu. The infected premises, according to an announcement last week from the Canadian Food Inspection Agency (CFIA), has been placed under quarantine. The CFIA said that, as well as Richmond, a small poultry flock tested positive in Kelowna, which has also been placed under quarantine. These are the third and fourth small flocks in B.C. that have contracted the virus. Wild birds have tested positive for H5 strains of avian flu in Vancouver, Delta, the Vanderhoof, Lac la Hache (near 100 Mile House) and Bowen Island. The CFIA has stated that the virus was “presumably” contracted through contact with infected migrating wild birds. According to the federal government, avian flu viruses can, “on rare occasions, cause disease in humans...when people have had close contact with infected birds.”

Two Richmond men die in plane crash
The pilot and one of the passengers who died in a plane crash in Ontario in late April were from Richmond. Richmond resident Abhinav Handa was the pilot of the plane that crashed near Sioux Lookout in the Kukukus Lake area, about 300 kilometres northwest of Thunder Bay, Ont., according to Ontario Provincial Police (OPP).
Also killed in the crash that claimed the lives of all four people on board was 27-year-old Hankun Hong, from Richmond.

A Richmond Burger King which allegedly sold two mouldy sandwiches to the public last week has a history of failing health inspections since 2017, according to food inspection reports. Roxanna Hou, who works near the Burger King on Sea Island Way, bought two sandwiches on May 1 and said it was “very disgusting” to discover mould on her food.

“At first, I smelled something strange, but I ate half of it already. And then I looked under the bread it was filled with mould,” said Hou, adding that her manager’s sandwich also had mould that was “drastically worse.”

The Burger King location was found in non-compliance when it came to maintaining a clean area where food handling would take place including the equipment, utensils and food contact surfaces, during a routine inspection on Oct. 6, 2021.
The fast-food chain store has since been listed on the health authority’s restaurant closure list due to unsanitary conditions, according to VCH’s website.

In a separate incident, a fire occurred inside the restaurant, which has caused the store to be closed off as of May 1, 2022. “The damage to the premises was extensive and made it unsafe for the Environmental Health Officer to enter and investigate,” said Jeremy Deutsch, media spokesperson for VCH. “An inspection will be conducted before the premises can reopen.” Deutsch told the Richmond News that inspections are done regularly and when complaints are received. “Each visit generates an inspection report that is provided to the operator to either confirm they are compliant with regulations or lists deficiencies that need to be addressed.” Burger King Canada did not respond to the Richmond News prior to publication.

A farmland feud has broken out in Richmond between a horse riding stable and its new, apparently “noisy,” neighbour. The riding instructors and landowner at Blue Meadow Farm have a less than cordial relationship with neighbour Daniel Cheung, who bought the agricultural property last fall on Steveston Highway at Palmberg Road — just west of No. 6 Road. Since Cheung moved in, the instructors, Janice Foley and Yolanda Oliphant, along with farm owner David Kao, say their new neighbour has caused nothing but aggravation, claiming he is using the site as a dumping ground for his logistics business, Canwest Marine Services.

The shacks have tarp flapping around in the wind, also spooking horses.” Kao said he has tried to reason with Cheung, but claimed his neighbour was indifferent about any bylaw fines and even suggested Kao could buy the property if the noise bothered him that much. Kao added that he would love to see the alleged operations next door cease, along with the dismantling of “illegal buildings.” Cheung told the News that much of the offending material on site belonged to the former owner and that he has taken steps to clear it away. “I’m not doing anything illegal. The neighbours are crazy, I don’t know what their problem is,” he added. When the News visited the property last week, at least four containers and two dump trucks could be seen, along with an excavator and large piles of lumber.
New federal riding could include Delta, New West The federal riding of Steveston-Richmond East could become just “Richmond East” and draw in a swath of Delta and a piece of New Westminster. The proposed changes to B.C.’s federal riding boundaries — released this week by Elections Canada — are meant to reflect population trends with one riding being added to the province. Redistribution is generally done every 10 years.

The boundary for the proposed Richmond East riding would incorporate a section of Delta along the southern edge of the Fraser River, bounded by Highway 99, the South Fraser Perimeter Road and 112 Street. Queenborough will also be included in this reconfigured riding. Richmond resident Emmett Mark, howev-
er, thinks including parts of Delta and splitting some neighbourhoods is “illogical.” “Aside from splitting communities of interest within and outside of Richmond, this map proposal dilutes Richmond’s voice in Parliament and should be opposed by Richmond residents,” Mark said. The changes were proposed by the Federal Electoral Boundaries Commission for B.C. in an “independent and non-partisan” process, according to Elections Canada. The chair of the committee, Justice Mary Saunders, explained the uneven growth in

Family doctors have long been considered the backbone of the health care system, providing primary care to most British Columbians for decades at privately run practices.

But that backbone is strained and thousands of Richmondites currently don’t have a family doctor. Many family doctors are carrying large case loads and can’t take any more patients despite daily calls from people desperate for a GP. Dr. Sharon Dodd, who runs two medical offices, wishes the government would listen to family doctors on the front line to find solutions, including modernizing the payment system, compensating for complexity of care and after-hours administrative work, bringing in team-based care, supporting the business side as well as looking at how other provinces are dealing with similar crises. “We just want to be able to sit down with government and come up with these solutions,” she said. Young doctors steering clear of private practice Patients are aging as their doctors age, requiring more complex care, and few young doctors are coming into the system, Dodd added. The fact fewer young doctors are going into family practice has also been noted by the health ministry. While Health Minister Adrian Dix said family doctors have been providing “great care for a long time,” and the system has “real advantages,” younger doctors don’t want to work in this kind of business model. “Overwhelmingly, when you poll younger doctors, they tell you, we don’t want to open our own business and take fee-for-service clients and operate the way family practice in the primary care was in the past,” Dix said. In 2010, the BC Liberals launched “A GP for Me” to get a family doctor for every British Columbian, but the doctor shortage remained. The annual budget for Richmond’s PCN is about $15.3 million to hire 70 full-time clinical staff and seven administrative support staff. So far, however, only 31.5 have been hired. Dr. Julie Wilson, who owns and runs Terra Nova Medical Clinic, has tapped into some of these resources. She recently hired four nurse-practitioners to work in her office, paid for through the PCN. These nurse-practitioners, however, work separately from the GPs with their own caseloads. While this offers more medical services to Richmond residents, it doesn’t help relieve Wilson’s workload as she continues to run her clinic and take care of her own full patient load. “I think the system is so strained that the addition of these nurse-practitioners, while helpful, is not even the beginning of the solution,” Wilson said, adding more family doctors as well as more nurse-practitioners are needed. Like other doctors, Wilson is constantly saying “no” when asked if she can take more patients. She likens her clinic to being the “medical home” for thousands of patients with the plethora of tasks that come with each patient. “...it never ever ends. Spot prawns sell out fast in Steveston
“Spot prawns were something new to try at the time, and since then, people have acquired a taste for them.
Although spot prawns can easily be found in local restaurants as well, they could cost almost double the price of buying them fresh, explained Lim.

If there’s one thing that can make Richmondites line up, it’s spot prawns. This year’s spot prawn season at Fisherman’s Wharf in Steveston kicked off this weekend with long lines forming before 9 a.m. and two boats already announcing they were sold out for the day. One of those lining up Saturday morning was Vicky Lau, who recently moved to the area and, due to the pandemic, hadn’t gotten out to explore her new city that much. “I’m really happy to be able to finally get some [spot prawns]. I’ve wanted to get some for a long time,” said Lau, who lined up with her friend at around 9:40 a.m.

Despite arriving early in the morning, Lau was worried that the coveted spot prawns might be sold out.
Meng is visiting from Ontario, and this will be his second time buying fresh spot prawns in Steveston, the last being way back in 1996.

In fact, he’s found a whole online community discussing stoma bags that has reduced his stigma and normalized what he will have to go through after he has surgery in June as part of his “cancer journey.”
Singh knows that after his treatment, he will be on guard for the rest of his life of it coming back. But it has given him a new perspective on his life and taught him what is important.
But Singh has tapped into an online community, including young people — people who’ve had cancer or have Crohn’s disease or other gastrointestinal conditions — discussing stoma bags. There are even TikTok videos and information on Instagram that have helped lower the stigma.

“Life is really precious — all those small things that you think might matter, really don’t matter,” Singh said. “What matters is family and your loved ones and what you do — it really reinvigorated my zeal to do whatever I can to leave this world a better place, primarily for my child and my family and others around me.” Screening resulted in diagnosis Because he’s over 50, Singh was going for annual cancer screening tests. And the one last year came back with blood in his stool. In August, he had a colonoscopy where the doctors found a two-centimetrelong, stage-three cancerous tumour as well as a couple of swollen lymph nodes. He had his last chemo treatment just a few weeks ago and tests will determine what kind of surgery he will need in early June – whether it will be abdominal surgery or less-invasive laparoscopic surgery. After surgery, Singh said he’ll be “pooping into a bag” for a few months as not to

“There’s really so much stigma around our bodily functions, around breasts, around colon,” Singh said. “It’s understandable but there’s no need to be, this is part of our body and we really need to normalize it.” Meanwhile, he’s encouraging people to get screened regularly, and take advantage of public health care that can catch illnesses early allowing for better outcomes. “I wouldn’t have known if it hadn’t been for that regular blood test,” he said. “If I had left it, it would have been stage four.” Screening is available for breast, cervical, colon and prostate cancer. Singh compared the stigma around cancer to his fight with alcoholism. “Seeing other people recover, whether it’s from alcoholism or cancer or other things… and seeing other people live full lives, that really gave me a lot of hope and the message is hope is out there — look for that hope,” Singh said. But it was not lost on the players, parents and, indeed, the late Cat Wheatley’s parents, that the bronze-medal game was played on the diamond 3 — which was renamed diamond 33 for the tournament to reflect Wheatley’s number in her playing days with the Islanders. And fate was also in play as the Islanders’ batter, Rebecca Wosk — who sent the ball flying past second base to allow runner Marley Goodhew to score — wore number 33. Wheatley was a long-time Islanders player and coach, who passed away in April 2016 from injuries sustained in a car accident. She was just 22 and was volunteering as an assistant coach at the time.

While growing up, South Harbour Fish & Gift Shop in Richmond was the last place on earth Wilson Chiu wanted to work. The Steveston store, on No. 1 Road south of Moncton Street, has been owned and run by Chiu’s mother, Deborah, since 1997. By 8:30 a.m., seven days a week, you’d find Deborah bustling around, hauling fish and getting the store ready to welcome customers. That all changed on Mother’s Day. Despite a lifetime of doing everything to avoid following in his mother’s footsteps, on Sunday, Chiu bought the store from his mother, with a vow to take over the family business. “Like a lot of typical Asian mothers, my
two boys, his attitude changed. He realized that parenting is no mean feat and began to appreciate his mother’s contribution to the family as a whole. “My mother is like 110 pounds and every day she is lifting a lot of fish, and they are so heavy, but she does it all by herself. She is the type of person that always keeps working and that’s why the store is open seven days a week. Looking back, Chiu regrets his surly attitude.

Alexandra Road, aka “Food Street,” is well known in Richmond — and beyond. It’s particularly popular with students and people in the Chinese-speaking community who make a night of it, getting dinner, grabbing dessert and singing at a karaoke bar. But despite its popularity, some businesses along Food Street are closing. Tian Shi Fu, a busy restaurant that specializes in spicy Asian food, is one example. It recently abandoned its Alexandra Road store and relocated to a smaller venue near the Brighouse Canada Line station. The reason for the move was a massive rent increase, said William Tse, director of the Richmond-based BC Asian Restaurant
“The owner told me that the monthly rent almost doubled when he tried to renew the lease — increasing from roughly $20,000 per month to $40,000 each month,” Tse explained. “The ongoing pandemic, combined with inflation, already has many small business owners in limbo. Then, when they tried to catch a breath, the rising rental costs are like the straw that broke the camel’s back,” Tse added. Richmond business consultant, Ruskin Chiang, said he wasn’t surprised to learn that yet another local eatery had to relocate to survive. “I’ve heard so many stories like this over the years. Some old, family-owned restaurants within the Richmond Centre area have had to downsize or shut down permanently,” said Chiang, who’s been running a restaurant consulting firm for more than 10 years.

Business owners have little recourse when it comes to huge rent hikes, Chiang added. Most businesses sign a lease for about five years, during which time the rent is controlled, but once the lease expires the landlord can raise it to whatever they think the market will bear, explained Chiang. When it comes to restaurants, this often puts more bargaining power in the hands of the landlord, he noted. “That’s because most barbecue or hotpot restaurant owners have spent over $700,000 on renovations, purchasing expensive kitchen equipment, such as commercial kitchen exhaust fans, which normally cost $10,000 each. “They aren’t allowed to move equipment away since all instalments are attached to the property. And if they try to detach them, small damage to the property could make owners go bankrupt. So, they can’t afford to move.”
Clay Adams, the city's spokesperson, said commercial leases are an agreement between the tenant and the landlord, and are governed by the BC Commercial Tenancy Act and contract law. "Unlike the Residential Tenancy Act, there are no rules around rent increases, maximum levels, etc.," said Adams, adding that municipalities do not have jurisdiction or authority over commercial tenancy agreements. Richmondite Andy Lin, who has been running two rice noodle franchises, one in Richmond and the other in Burnaby, said he is fortunate that his business hasn't experienced a lease renewal yet. But his friends in the industry have, which has resulted in them either downsizing or closing for good. At the same time, Lin said he understood that landlords are looking to make up the losses they may have incurred during the pandemic.

We are saddened to announce the passing of our aunt, Blanche, peacefully on the morning of April 30 at her home at Gilmore Gardens in Richmond, British Columbia. She was born in South Vancouver and lived most of her adult life in Richmond. There she formed strong community relationships and volunteered generously. She lived her life with humour, love, kindness and generosity. Blanche was predeceased by her loving husband Neil and her good friend George Tackaberry, her brother Derrick and her parents Frederick and Dorothy.

From rescue to recovery, BC’s front line workers and first responders – our fire fighters, along with the doctors, nurses and health care teams at Vancouver General Hospital – are always on duty for critically ill and severely injured British Columbians. Your Hometown Heroes Lottery ticket purchases support VGH & UBC Hospital Foundation, raising essential funds for specialized adult health services and research at VGH and UBC Hospital, GF Strong Rehab Centre, Vancouver Coastal Health Research Institute and Vancouver Community Health Services for all British Columbians. Ticket purchases also support programs of the BC Professional Fire Fighters’ Burn Fund, including burn survivor support services and resiliency programs for fire fighters.
