Don’t destroy the very reason tourists come Dear Editor, Once again Richmond News’ Best Of Richmond supplement has provided evidence of why the City of Richmond should do its upmost to preserve the heritage character of Steveston Village. Of the 10 people interviewed for the “A moment with …” profiles, six named Steveston as the place they would most likely take out-of-town guests, and Steveston was at the top of the list of the best places to take a selfie. To allow the village to be progressively re-developed and made over into the kind of generic shopping area that is common all across the Lower Mainland would be a detrimental blow to our city. Aside from the progressive loss of the sense of history the village provides, why would anyone want to take an out-of-town visitor to a shopping area that looks and feels the same as all of
the other generic, characterless shopping areas that are so familiar to us? As a footnote, another person commented in the same supplement that the old tram line across Richmond should be re-opened. Imagine what the re-establishment of an old-fashioned tram service between Brighouse and Steveston would do for the tourism trade in this city (think of San Francisco and Portland as examples), not to mention providing additional transportation services to the citizens of south Richmond. Hey, Richmond City Council — Steveston Village, the way it is, provides so many unique and wonderful culinary, shopping and socializing experiences for people. Why allow developers to change it into something ordinary and boring?

Why no mowing, city? Dear Editor,
Dear Editor,
As many neighbourhoods have noticed lately, the City of Richmond is not mowing their property in and around pedestrian walkways and street right-of-ways.
I have been hearing a lot about “unsightly premises.” This is about folks who do not maintain their lawns. I understand the issue. Nobody likes to live in an untidy neighbourhood. Even one of the city councillors took notice.
I’m sure there are a variety of economic explanations for this change in practice but my concern is more community oriented. Our walkway is used by many four-legged friends and the long grass makes the feces “difficult” to locate.
So, I started paying attention to “unsightly premises.” I have seen quite a few of them, let me tell you. Here is the rub — almost all the properties that need care belong to the City of Richmond or the School District.
I have observed this myself in my neighbourhood. The real problem is that our children are excited to run through the soft, tall grass as part of their outdoor play. Need I say more?
I remember the days when the city took great care of its lands. Richmond looked good in those days. Sadly, every year Richmond gets a bit seedier looking.
I’m sure off-leash areas must be receiving cutting service...please extend the same service to these frequently used paths.
It is time the City of Richmond sent crews around to clear its own property. Time to set the example.

After at least two postponements, a new trial date early next year has been set for a Richmond man accused of sexual assault, possession of child pornography and other crimes against several individuals as well as soliciting sex workers.

WorkSafeBC has imposed a $674,445.92 fine on BC Ferries after a worker fell and drowned in the Fraser River in 2020. The man was working on a docked ferry at BC Ferries’ primary ship repair and maintenance location, also known as “Deas Dock,” just west of the George Massey Tunnel in Richmond. When he leaned onto a panel of fabric webbing to retrieve a floating item, the panel broke away and he fell into the water.

He is also charged with administering a “noxious substance” with the intent to “aggrieve or annoy” one person. Other allegations against Sanghera include communicating for sexual services, possession of child pornography and theft of various items including underwear, a cell phone and a credit card.

The victims of last week’s double shooting homicide in Richmond have been named. The Integrated Homicide Investigation Team (IHIT) announced on Tuesday that 23-year-old Kevin Allaraj, and 22-year-old Jeevan Saepan were shot and killed on Ackroyd Road on Saturday. Both, say police, were from the Lower Mainland and known to police, who added that it appears that the shooting was targeted and connected to gang activities. The double homicide took place at around 11 a.m. on Saturday on Ackroyd Road, between No. 3 Road and Minoru Boulevard. Richmond Mounties arrived at the scene to find the two deceased victims who both suffered gunshot wounds. A Richmond News reader reported seeing around 20 police vehicles in the area at noon that day. Half an hour after the shooting, Surrey RCMP responded to a vehicle fire in the area of 114 Street and 96A Avenue.
The background activities and associations of both victims are being looked into, while homicide investigators are canvassing for witnesses and video. IHIT is seeking dashcam footage, CCTV, or witnesses from the areas around both scenes. The scene in Richmond is specific to the 7000-block of Ackroyd Road between 9 a.m. and noon on June 4. The scene in Surrey is specific to the 11400-block of 96A Avenue, between 10 a.m. and noon on June 4. “This was a brazen shooting in a parkade during mid-day hours,” said Sgt. David Lee, of IHIT. “It shows a disregard of greater public safety and that criminal activities cross city boundaries. A Richmond man was sent to hospital with non-life threatening injuries after being hit by a taxi on Saturday evening. Richmond RCMP officers responded to a call shortly before 7:30 p.m. that a pedestrian was struck on Westminster Highway, between No. 3 Road and Minoru Boulevard on June 4. The dramatic hit was captured on dashcam video by a second vehicle and posted online. “The pedestrian, a 25-year old
man from Richmond sustained non-life threatening injuries and was transported to hospital after being struck by a taxi,” said Cpl. Dennis Hwang, media officer for the Richmond RCMP. Hwang added that the taxi driver was cooperative and remained at the scene. “The taxi had a fare at the time of the collision and neither they nor the driver was injured.” The investigation is ongoing. Some reported car thefts actually ‘confusion’ over location: RCMP
The number of car thefts reported to Richmond RCMP almost doubled in April compared to March. But 17 per cent of these were not actually thefts, police say, rather other situations such as what police describe as “confusion related to vehicle locations.”
Richmond RCMP said there were 29 reported auto thefts in April — outlined in a report going to city council’s community safety meeting next week — which is more than double compared to a year ago, when auto theft was lower than average. The spike in reports from March to April
constituted a 93-per-cent increase from the previous month. RCMP say that about half of these vehicles have been recovered.
Meanwhile, in April, there were 19 serious assaults in Richmond, up by 27 per cent from March, of which 37 per cent were “domestic in nature,” RCMP reported.
Police say there don’t see any trends or patterns in these serious assaults, but note that more than half took place in private homes. Compared to a year ago — April 2021 — the number of serious assaults this April were up 46 per cent. — Maria Rantanen/Richmond News

The Vancouver International Airport (YVR) received more than 2,000 noise complaints regarding aircraft operations last year, but most (94 per cent) were from just three individuals in the Lower Mainland. While Richmond residents only submitted 247 complaints about YVR noise, it was also only three people who submitted the bulk of them — four-fifths of the complaints came from these three people. Jet arrivals and departures, propeller aircraft movements and engine run-ups, which are required testing activity for regular maintenance, were the most common community noise complaints documented by YVR staff. A total of 2,044 complaints related to noise at the airport were submitted by 115 people in the Lower Mainland, according to a City of Richmond staff report. Fifty-two of the people who complained were Richmond residents. The report is part of an annual update to Richmond city council on the work done by the Vancouver International Airport Authority’s Aeronautical Noise Management Committee (YVR ANMC). While there was a decrease in the number of community noise complaints in 2021 compared to the previous year (from 2,808 in 2020 to 2,044 in 2021), there was a slight increase in the number of people who made noise complaints to YVR (from 107 in 2020 to 115 in 2021). YVR staff has reached out and responded directly to individuals who submitted a noise complaint after investigating the nature of their concerns, according to the report.
Timetables will be changing permanently for a lot of Richmond high school students next year. After two years of COVID-19 scheduling changes — from a district-wide quarterly system to a district-wide semester system — eight high schools in Richmond will run on a semester system starting this fall, compared to only three before the pandemic. Cambie secondary ran on a linear system before the pandemic, but principal Mike Jaswal told the Richmond Board of Education at a recent meeting, that students, parents and staff “overwhelmingly” wanted to make the switch. The message wasn’t that students “hated” the linear system, rather, students wanted fewer courses at the same time. “They wanted us to know that they felt overloaded with the responsibility to school, community and their families,” Jaswal said. “The message was simple, simply a human message, students were asking for fewer things on their plate at the same time so that they could do their very best in their learning.” Across the 10 high schools in Rich-
mond, 6,500 people were surveyed, including students, staff and parents.
In a semester system, student take four courses for half a year, and then another four for the second half. In a linear system, they take eight classes at a time, four on one day, and four the next day, switching back and forth from “day 1” to “day 2.” Anita Kwon, principal of Richmond Secondary, said figuring out whether to remain a linear school or to adopt a semester system was a “very rich process.” For parents, it was about learning, but for students, it was also about social-emotional connections, Kwon said.

She added there were a lot of “deep conversations” about the school timetable, and the topics varied from focus, workload, social-emotional connections, stress and anxiety and retention of learning. “We found our students were very open-minded and they weren’t necessarily polarized in one direction or another,” Kwon told the board.

A new lawn bowling clubhouse in Minoru Park won’t be replaced for a while, despite being approved more than three years ago. The city has confirmed the plan to build a new $5.3-million clubhouse has been “paused,” citing supply chain issues and the cost of construction. When the floor plan and preliminary design were approved in November 2020, the plan was to go to tender in summer 2021 and have it built in 14 months, which would have been
fall 2022.
The pandemic, however, pushed this completion date to 2023. Now, however, with the project on pause, city staff are planning to “revisit the construction timeline” later this year, city spokesperson Clay Adams explained. The new clubhouse remains on the funded capital project list, Adams said, despite being on hold for now. “It is important to the city to make sure that projects always proceed in the most responsible, cost-effective manner possible,” he added. The controversial project was originally approved in spring
2019 in a 5-4 vote with some council members advocating for seniors housing or room for non-profits as part of the new 4,900-square-foot clubhouse. There was also vociferous community opposition to putting $5.3-million into a clubhouse that served only about 250 members. Voting against the new building were Couns. Harold Steves, Carol Day, Michael Wolfe and former Coun. Kelly Greene.
The current clubhouse was built in 1969 and is 1,920 square feet in size. The new one will be called the Bowling Green Community Activity Centre and is meant to be used by other groups as well.

A Richmondite was chased by a coyote in broad daylight along River Road near the North Arm of the Fraser River. On Saturday morning, Lei Kazemi had left for work as usual on their electric bike. The ride was uneventful until they got to River Road near McCallan Road. That’s where they saw what they thought was a dog standing in the middle of the road.
Kazemi was worried the “puppy” could get hit by a car, so tried to get closer to coax it off the road. That’s when Kazemi suddenly realized the “pup” was in fact a coyote. Kazemi said they took a picture of it with the intention of reporting the coyote sighting to authorities. The coyote, however, appeared to have other plans and started chasing Kazemi, who quickly jumped on their bike and sped away.
“I was, like, full-speed biking with this coyote running after me. I think it got really tired and so it eventually stopped and ran
away.
“I was pretty scared at the time, but now, thinking back, I am, like, it would have probably been fine because I think it seemed like a puppy and was just hanging out,” said Kazemi. Kazemi posted their encounter on the Richmond Rants and Raves Facebook page to alert pet owners and others in the area. “You are not going to see coyotes in Richmond’s city centre, but there are a lot of them near the Tera Nova area,” said Kazemi, adding that they felt relieved the encounter didn’t turn into an attack. The Lower Mainland is home to an estimated 2,000 to 3,000 urban coyotes, according to BCSPCA’s website. “Coyotes are smart, social and playful, but they have a bad reputation for killing pets and small animals. This is the same trait that makes them important to our ecosystem, as a scavenger and major rodent predator,” reads the website.

A condo on Lindsay Road is listed for just under $200,000. But there’s a catch — it’s a leasehold property. A leasehold property means that the owner owns the house or condo itself but not the land it is built on. The land is leased to the homeowner by the landowner for a determined amount of time. The lease for this groundfloor, one-bedroom condo, with a fenced yard, is good until 2087, at which time the lease can be renegoti-
ated or terminated. Another catch is the landowner can demand payment for building repairs. Richmond-based realtor Wilson Chiu said there are currently 15 leasehold condos for sale in Richmond and nine of them are listed under $300,000. “I believe the cost is a factor and some people choose leasehold because of that,” said Chiu. But buyers need to know what they’re getting in to. The Richmond News previously reported that dozens of leaseholders living at 6420 Buswell St. were worried they might end up on the street if they could not come up with the $40,000 per unit their landlord was demanding for repair work on the building’s exterior.
Several residents looked into possible legislation that would protect them from being forced to pay the repair fees, but found it doesn’t exist. Realtor, Gary K. Louis, said buyers should consult with a leasehold lawyer before purchasing a leasehold property. “Most realtors probably don’t have a grasp of the ins and outs of leasehold property (contracts) since they can be very complicated,” said Louis. The Ministry of Municipal Affairs and Housing said the province state “residents of these buildings are governed by private contracts with the building owner and disputes are handled through the courts under common and contract law.”

“But then we heard some rustling and panting between these thick, thorny bushes and realized Juno was stuck.” Despite her father, boyfriend and another couple that was nearby trying to get to Juno, the only result was cuts on their arms and pants from the thorns. That’s when Richmond Fire-Rescue was called in. Jamora told the Richmond News that one of the firefighters had to wear their gear to enter the bushes because of the sharp thorns. “I was super relieved to see the firefighter carrying him and bringing him out because, without their help, there was no way we could have done it on our own,” said Jamora.

But that’s what Diyyinah Jamora and her family had to do, calling Richmond FireRescue after their Pomeranian-husky dog Juno got stuck in a thorny bush at Richmond’s Tait Waterfront Park on May 28.

Handguns are flying off the shelves in a Richmond gun shop following the federal government’s latest announcement that it will freeze the sale and import of handguns in Canada. Last week, Prime Minister Justin Trudeau announced the introduction of new legislation to further strengthen gun control in Canada and curb gun violence. Some of the measures include implementing a national freeze on handguns to prevent individuals from buying, selling and transferring handguns within the country. Upon this announcement, some Richmondites have decided to “load up” on some handguns before it’s too late. David Yang, manager of West Coast Hunting Supplies on No. 3 Road, told the Richmond News that the gun sales at his store had gone up significantly after Trudeau’s announcement on May 30.
“We have been so busy this week and all handguns at my store might be sold out by the end of this Saturday. Customers kept coming in and many of them aren’t happy about the proposed legislation,” said Yang, who has been running the gun supply store for more than 10 years in Richmond.

Minimum wage workers in B.C. will earn 45 cents more per hour, but a Richmond News poll shows more than 50 per cent of respondents think the increase is “absolutely not” high enough. As of June 1, the minimum wage in B.C. went up from $15.20 to $15.65 per hour, which is the highest of any province, according to B.C. Ministry of Labour. “Having a fair minimum wage is a key step in helping to lift more people out of poverty, make life more affordable and build a strong economy for B.C.,” Minister of Labour Harry Bains said in an announcement. “We will continue to advocate for fair wages for all workers, especially those low-income workers who have been so essential to our health and well-being during the pandemic.” However, folks on social media are mocking the small increase. “Gee, thanks. A few more pennies thrown to us peasants,” said one netizen in their post. “High enough? What a joke!” Others are complaining about the high living cost: “Gas prices raised by dollars, house by millions, and minimum wages by cents.” A netizen asked, “Can they just lower the cost of living?”

As B.C.’s inflation rate spikes to 6.7 per cent, hitting a 31-year high, many Richmondites have been struggling to cover the bills. “No way is it enough to offset the increase in the cost of living, and especially increased rent,” said De Whalen, president of the Richmond Poverty Reduction Coalition (RPRC). “If you were to pay what they call ‘affordable housing rent’ on that kind of a wage, the rent would be about $750 a month. And where can you ever find that in Richmond?... You’re paying at least twice that,” Whalen added. “If they’re paying way more than 30 per cent on their housing, then the money’s got to come from somewhere, from their food
budget, from the transit budget...(or) gas budget. And there’s really nothing left for saving, for even going out for coffee with your friends,” said Whalen, “It’s called a minimum wage for a reason. I guess it’s a minimum wage way of living.” The minimum wage in B.C. has been increasing five years in a row, starting from $12.65 per hour in 2018, and this increase is the smallest during that time. Whalen acknowledged things have improved dramatically in recent years. “However, it’s still not keeping up with the cost of living.” Food bank lineups are getting longer, with more seniors and families, said Whalen. More people are also showing up for free community meals, she added.
“That’s how people are coping,” said Whalen. “None of this is solving the problem of poverty.” As part of the Living Wage for Families campaign, Whalen has been encouraging employers to pay a living wage and advocates for government policies that would help working families make ends meet. The living wage is the hourly amount of pay a family needs to cover basic expenses. These expenses include food, clothing, rent, childcare, transportation and other incidental expenses, but not debt payments, holiday travel, saving for owning a home, retirement or education, and costs of caring for a disabled, seriously ill or elderly family member. According to Living Wage For Families BC, Metro Vancouver’s living wage is $20.52 an hour — about $5 above the minimum wage. Whalen said RPRC has approached the City of Richmond asking them to ensure contract workers, doing work for the city, receive a living wage. City council, in turn, has asked city staff to look into the impact of asking contractors to pay a living wage, and this will come back later in a report to council.

Richmond’s well-known all-female choir is hosting a belated 50th-anniversary concert in June. The Richmond Singers — consisting of 48 members -— had to postpone their celebration concert due to COVID-19 in 2020, but are ready to come back with a big celebratory concert on June 11. The concert titled “The Power of Song” will be directed by the choir’s musical director Fabiana Katz with 14 songs on the music repertoire for the evening. A special song titled “Our Song” composed by Katerina Gimon, was commissioned to celebrate the choir’s 50th anniversary and will be performed for the public for the first time.
Nelson told the Richmond News that the choir’s musical director and committee began putting a music program together last September and it wasn’t until February that everyone returned in-person at Broadmoor Baptist Church to practice. “Practice was a bit difficult, but we wore masks and had to take more breaks to air out the church because...singing can spread the virus when we’re close to each other,” said Nelson, adding they’re still cautious, but feeling more confident now. “There’s such a community spirit within the choir, but also a love for our community where we live. We do as much as we can to reach out right now, and that’s kind of what our choir is passionate about.” The concert will take place at Richmond’s Fraserview Church on June 11 at 7 p.m.

Scientist-turned-artist Jeni Chen just published her first-ever children’s book, and it’s a story that people from different cultural backgrounds seem to relate to. And it’s not just Asian-Canadian kids who see themselves in Chen’s book. “I got a message on Instagram [from] a university kid, who said, ‘Ah I saw a Sikh kid!’ He was so happy and he was almost 20! the gold medal game of their own Medal Tournament last weekend.

The Richmond South Delta Minor Ball Hockey Association girls brought home the gold medal from the 2022 B.C. high school ball hockey provincial championships in Surrey.
Richmond FC’s U13 girls team has been celebrating this week, after clinching a spot in the upcoming provincials, courtesy of a bronze medal at the recent Coastal Cup.
This was the first year that BC Ball Hockey has introduced the female division to its high school championships, with four teams competing from Richmond, Surrey, Burnaby and Vancouver.
Often playing with no subs on the bench, the girls (pictured right) beat hosts Langley United in the medal game, 2-0.
The Richmond team (pictured right) went through the round robin games with one win, one loss and tie to advance to the semifinals against Surrey.
A 2-0 win saw the girls through to the gold medal game versus Burnaby, a team they had already tied in the round-robin. The girls then won a tight gold-medal game 3-2 in overtime.
They will now head to the provincial championships in Burnaby at the end of June. Other Richmond FC teams doing well this season are the U18 Girls, who also qualified for the provincials.
The U12 girls won their league, while the U17 boys bounced back from just missing out on a spot in the provincials by winning the Coastal FC Cup over the May long weekend.

MATHIESEN, Arlene Ruby Alice It is with sadness that the family of Arlene Ruby Alice Mathiesen of Amherst NS, formerly residing in British Columbia in the cities of Richmond, Chilliwack and Surrey BC, announce her passing on Saturday, June 4, 2022 at the Cumberland Regional Health Care Centre, Amherst. Mom was born on February 16, 1937 in Vancouver BC. She was the daughter of the late Hazel (Butler) Rice. Mom grew up in Vancouver but moved to Richmond and graduated from Richmond High, where she met and later married her husband David Mathiesen. Mom was a member of the Independent Order of Foresters for over 65 years. Her and Dad were very involved with the fraternal side of the organization and met many lifelong friends. Later in life, Mom and Dad became members of the Chilliwack Car Club and travelled around BC in their 1952 Hudson and made many friends. Mom donated many blankets to the maternity ward of Amherst Hospital. She truly enjoyed each Saturday at the Knitting Club which Dr. Helen invited her to join. Mom loved knitting, crocheting and sewing. Arlene will be dearly missed by her sons Ralph (Christine) and Philip (Catherine); grandchildren Adam, David (Jen), Andrew (Heather), Michelle, Justin, Gracie and Joey; great grandchildren Kaleigh, Jason, Avery and Michael; brother Wilf (Pat); and many nieces and nephews. Besides her parents, Arlene was predeceased by her husband of 61 years, David, son Michael and brother Jim. Following Arlene’s wishes, cremation has taken place and there will be no visitation or service.
