Rebuild our tree canopy Why do we have a grey box? Dear Editor,

With the onset of summer comes bittersweet memories. While last summer, many of us were poolside enjoying time with friends and family, some 619 of our British Columbian neighbours perished due to extreme heat. One way we can fight the climate crisis and protect our most vulnerable citizens is to rebuild our tree canopy. Instead of giving big businesses tax cuts or building more luxury living spaces, we should be doubling our efforts to plant more trees. I have to think that, maybe, if rich people were dying instead of the elderly and poor, then our government would take more immediate action.

Planting trees — a natural biological process to sequester carbon — is one of the easiest, most inexpensive ways to limit global warming to 1.5º C. However, natural carbon sequestration projects take time to reach carbon capture potential as ecosystems are slow to develop. Adapting to climate change means creating and investing in proactive plans that take advantage of opportunities and prepare for uncertainties. Our urban forest plays essential environmental and social roles: it cleans the air, absorbs rainwater, provides bird habitat, cools the city and improves our health and well-being. I did a little research to determine if the City of Richmond had a well-thoughtout plan to rebuild our tree

I was shocked to find the city’s goal was to increase tree coverage to 30 per cent by 2045 — about 10 years later than similar projects in Metro Vancouver. Could this goal be any less ambitious? This is particularly alarming, considering that Richmond’s urban forest has declined from 15 to 11 per cent over the last few years due to home construction and property developments. Many neighbourhoods are, literally, treeless. A subsidized tree planting program may encourage residents to plant a tree. All three levels of government could work together on this initiative.

Tree protesters missing point Dear Editor, Re: “Save Old Growth blocking the Massay Tunnel,” News, June 16.

Some driver took matters into their own hands, leading to an altercation on the verge of road rage.

This group blocking traffic during peak hours defeats the purpose, as many vehicles got stuck, emitting more CO2, polluting the air and harming people’s health.

Identify and mail theft, fraud and illegally possessing weapons are among the 24 charges a man is facing, with many of the alleged crimes taking place in Richmond.

The list of charges include theft over $5,000 after Birkbeck allegedly stole a GMC Sierra Truck from Devon Transport Company while doing business as Budget Car Rental.

As for firearms charges, Birkbeck, along with coaccused Richard Yeltatzie, is alleged to have had a

firearm without a licence as well as “readily accessible ammunition capable of being discharged in the firearm,” according to court documents.

Other charges against Birkbeck and Yeltatzie are for making or possessing someone else’s identity and using a false identity to commit “fraud, deceit or falsehood” as well as having a key “suited for use by the Canada Post Corporation” and being in possession of stolen mail. They are also accused of having credit card data that would allow them to use the information to obtain services. Also charged in conjunction with Birkbeck is Aryon Borovic for making a “false document” and committing forgery.

Reward for double homicide information

Crime Stoppers is offering a reward in exchange for information related to a double homicide in Richmond earlier this month.

Half an hour after the shooting, Surrey RCMP responded to a vehicle fire in the area of 114 Street and 96A Avenue.

Witnesses or people with information regarding the shooting of 23-year-old Kevin Allaraj, and 22-yearold Jeevan Saepan are being offered up to $5,000 upon the arrest and charge of the suspect(s).

The Integrated Homicide Investigation Team (IHIT) believes the fire was connected to the shootings.

People with information will not be asked their name or have to appear in court.

The scene in Richmond is specific to the 7000-block of Ackroyd Road between No. 3 Road and Minoru Boulevard between 9 a.m. and noon on June 4.

Allaraj and Saepan were shot and killed on Ackroyd Road at around 11 a.m. on June 4, and both, said police, were from the Lower Mainland and were known to police.

Illegal ride-hail drivers fined by, Coquitlam and Surrey, but they are most prolific in Richmond and Vancouver, Dennis pointed out.

The drivers are also asked their legal status in Canada, and, if they aren’t allowed to be working in Canada, this information is passed along to the Canada Border Services Agency.

Two drivers of illegal ride-hailing services were caught by law enforcement officers last Thursday afternoon close to the airport and given fines, with one car being towed. But the ride-hail app developers — who could receive fines of $100,000 per day — have been trickier to find. These apps appear to be based offshore, explained Perry Dennis, deputy registrar with the Passenger Transportation Branch (PTB) but the PTB hasn’t had success in locating them. The Richmond RCMP, PTB and the City of Richmond bylaw department were all at Templeton Station close to YVR on Thursday afternoon, trying to catch illegal ride-hailing drivers. One driver had the plates taken off his car as he was a repeat offender; the other drove off with about $2,200 in fines.

Two illegal ride-hailing drivers were fined last week. The second driver received tickets totalling just under $1,800 for operating without a proper licence, without the proper vehicle inspection and driving for a company not permitted under the PTB. Furthermore, the City of Richmond bylaws department issued him a $450 ticket for operating without a business licence. Illegal ride-hailing has been operating in Richmond, Vancouver, Burna-

However, illegal ride-hailing services like Raccoon Go and UDI continue to operate. “I would like to say to these illegal ride-hail companies, that we will not tolerate illegal operators placing British Columbians and visitors in danger,” Dennis said. He added, if these companies are interested in becoming legal services, they can apply to the PTB for a licence.

‘Naked’ man arrested for alleged sex act in Steveston Alan Campbell

A man was arrested outside the Starbucks in Steveston last Thursday morning, for allegedly committing a “lewd sexual act.” Richmond resident Rocky Pantiluck contacted the Richmond News to say he had witnessed a man being arrested near No. 1 Road and Bayview Street at around 9:15 a.m. Pantiluck said his wife went inside Starbucks to get a coffee when she heard that the man subsequently arrested had been naked in his car nearby. When contacted about the arrest, a spokesperson for Richmond RCMP confirmed that officers responded to a “complaint of a man allegedly committing a lewd sexual act” near the aforementioned area. The spokesperson added that the suspect was found and arrested without incident, but wasn’t able to offer any other details at the moment.

Richmond features in Cullen report

Demanding an explanation where money comes from to buy houses or luxury items is one of the recommendations in the Cullen Commission report on money laundering, something a Richmond resident urged the commission to ask for. Steveston resident and rental housing advocate John Roston was pleased to see implementing an “unexplained wealth orders regime” was one of 101 recommendations in the report, as it was something he presented on in 2019. The report published this week said “unexplained wealth orders” are a “promising tool” to combat money laundering. Cullen states in his report they could “address the accumulation of illicit wealth by those engaged in profit-oriented criminal activity.”

As part of the Farmwatch group, Roston suggested farmland and mansions “identified as derived from unexplained wealth” be seized. It’s been widely thought that money laundering is driving up housing prices in B.C. But this wasn’t the conclusion Cullen drew after his investigation. It’s “overly simplistic and unfounded” that “criminal money from China” has flown freely into the province’s real estate market, Cullen further stated. But the report does note real estate is “highly vulnerable” to money laundering. In regards to money laundering overall, Cullen found problems with various agencies, such as FINTRAC. He notes FINTRAC receives an “enormous amount” of reports of suspicious money activities, but produces only a “modest number of intelligence reports” to police. Instead, he’s recommending B.C. create its own money-laundering intelligence unit.

Cullen also noted a lack of police resources for investigations. For example, disbanding the Integrated Proceeds of Crime (IPOC) units in 2012, allowed the “unchecked growth of money laundering in the gaming industry” and other sectors. Finally, in 2015, BC Lottery Corporation (BCLC) convinced the RCMP Federal Serious and Organized Crime (FSOC) section to start an investigation. That year, BCLC reported more than $183 million in suspicious activities to FINTRAC. FSOC was able to make a “direct link” between suspicious cash being given to River Rock Casino patrons and an unlicensed money services business in Richmond. If there was a face of B.C.’s public inquiry into money laundering, it had to be Paul King Jin. The 54-year-old’s name is prominently featured in the gambling and real estate sections of Cullen’s report. Cullen heard evidence that B.C. casinos

received $376 million of suspicious cash from 2012 to 2015 — including $279 million in $20 bills. B.C. Lottery Corp. antimoney laundering manager Daryl Tottenham testified Jin or his network facilitated a majority of that money and they even set up shop in an 11th floor room at the River Rock Casino Resort’s hotel. During closing arguments last October, Jin’s lawyer Greg DelBigio emphasized his client’s innocence, having not been charged in the RCMP’s E-Pirate probe of the Silver International underground bank. “The only conclusion that may be drawn from this is that, despite the best efforts of the investigators, there was no evidence which would justify a prosecution of Mr. Jin for any suspicions or allegations ...” DelBigio told Cullen. — with files from Graeme Wood & Bob Mackin/ Glacier Media Mackin Search Cullen Commission for stories at Richmond-News.com

A few more doctors have been hired for the Richmond Primary Care Network (PCN), but just half of the medical personnel promised three years ago are in place. The Richmond News recently reported that, as of April, only one doctor out of 32 announced three years for the PCN had been hired. The province, however, confirmed that 3.5 full-time doctors are now on board. The PCN has also been able to double the number of nurse-practioners from four in April to eight. Given the lack of family doctors, the province has set up primary care net-

works, a system meant to supplement the health-care system with an emphasis on team-based care.

Many of these healthcare workers are based at the newly opened Urgent and Primary Care Clinic (UPCC) on No. 3 Road. There are now 38.5 fulltime health-care workers out of a total of 77 promised for the Richmond PCN, while in April there were only 32. In addition to setting up UPCCs, the province is trying to entice new doctors into family practise. Earlier this month, they offered student-loan forgiveness and a signing bonus to graduating residents. The “new to practice” contract the province is offering, valued at

$295,457 for the first year, includes a signing bonus of $25,000, valid until Sept. 30, and about $130,000 over five years in medical training debtforgiveness.

The residents are concerned, however, the offer doesn’t address overhead expenses — rent, staff, utilities, supplies, licensing fees, malpractice insurance, software for charting, and locum doctors to cover vacations. Those expenses can be $80,000 to $100,000 annually. The proposed two-year contract expects new doctors to have a patient load of up to 1,250. And although it doesn’t appear Richmond will be one of the host cities – as in 2010 – the Oval is being touted to, again, host long track speed skating. It cost around $24 million post-2010 Games to convert the arena’s floor space into the giant community facility used today by Richmond residents and several high-performance athletes. Those funds came from the Olympic Oval conversion budget — money set up by the 2010 Games’ VANOC (Vancouver Organizing Committee). Clay Adams, spokesperson for the City of Richmond, said that “some preliminary discussions have occurred with the Canadian Olympic Committee” about “temporarily

transitioning” the Oval to its original design.

“However, we have emphasized that it must return to use as a community venue afterwards given its importance as a recreational and sporting facility.” As for the conversion costs and where that money might come from, Adams added that “discussions have not reached that level of detail” but noted that “it will certainly be an element for consideration should things move forward.” The premise of the 2030 bid, as well as being spearheaded by B.C. First Nations, centres on the fact that many of the host facilities are already built. The Oval cost $178 million to build, $60 million of which came from the

The Oval itself cost the city $118 million, with about $50 million of that paid for with casino revenue and the rest coming largely from the $141 million sale of land around the Oval, formerly an RV Park and fields. The plan states the Games will run from Feb. 8 to 24, 2030, with the villages open from Jan. 29 to Feb. 27. The Paralympic Winter Games will run March 8 to 17, 2030. A decision on whether to submit a formal bid is expected in the fall, while a breakdown of the costs is expected in mid-July. Vessels in the Steveston Cannery Channel could be at risk of running aground and tipping over, possibly spilling fuel, if the channel isn’t dredged soon, according to the Steveston Harbour Authority (SHA). But the permit to do this work could take two years to be approved and the Steveston Harbour Authority needs about $5 million to get it done.

Several sections of the channel were dredged over the past decade, but the situation is once again reaching critical levels.

“Can you imagine what this could mean for our marine life and habitat if a fuel tank ruptured because there wasn’t enough water to enter?” Gusto said.

Richmond Mayor Malcolm Brodie said the current Steveston Channel dredging problem is two-fold: first, funding is needed “ASAP” to dredge the river in the near future; secondly, there needs to be a sustainable formula to fund dredging regularly.

Not only is Steveston Harbour a major tourist attraction, 500 vessels use the harbour, and 50 million pounds of fish are offloaded there annually, Gusto added.

Jaime Gusto, SHA general manager, recently asked city council if they could commit to $1.67 million to help pay the costs to dredge the river channel.

Dredging costs have risen in the past few years as Environment Canada now requires more expensive “clamshell” dredging, as opposed to “cutter” dredging which essentially vacuumed the channel bottom.

“Certain sections of Cannery Channel are approaching critical levels of water depth and are now posing safety concerns for large vessels trying to access the harbour,” Gusto said.

Since 2015, SHA has been imposing a fee of two to three per cent on most services to raise money, and the board of directors further allocated $330,000 this year towards dredging.

She pointed out fishers who aren’t familiar with the harbour are at risk of running aground, capsizing and, in the worst case, causing loss of life.

“We’re the only small-craft harbour in Canada that has ever earmarked funding for dredging,” Gusto said.

“This is a disaster waiting to happen,” she added.

A Richmond councillor cautioned against making housing developers guess where the “goalposts” are when they’re in the middle of planning a project. Pakland Properties was asking city council to approve subdividing a property in south Richmond that currently has a duplex, in

order to build two single-family homes with secondary suites. The project, at Williams Road and Fourth Avenue, was the subject of a public hearing Monday. Coun. Carol Day — who, along with Coun. Michael Wolfe, eventually voted against the project — urged council to “think outside the box,” questioning how many of their friends and family could afford what the developer was proposing.

“Shouldn’t we be building housing that we need, instead of what’s easiest?” Day said. She suggested referring the project back to city staff and the developer to rework it, saying the property could have a duplex, which might be more affordable, or a triplex. But Coun. Alexa Loo said it’s not fair to ask developers to guess where the “goalposts” are and to ask them to bring forward proj-

There was no “attitude” from a group of Grade 6 and 7 students as they donned fairy wings and led groups of primary students — about 400 in all — through a fairy forest. Rather their attitude toward a three-day “Fairy Festival” was “we’re doing it for the kids” explained Julie Wilson, the teacher who organized the event last week — they knew they were creating memories for their young peers at Anderson elementary. Over three days, groups of primary students went from station to station in Garden City Park, next to Anderson elementary, where the Grade 6/7 French immersion students challenged the younger ones with a task like finding a specific item. The primary students carried a basket with the items they collected, sometimes jostling among themselves over who got to carry the basket. The Fairy Festival — La Fete des fees — at Anderson elementary has been a few months in the making. The initial idea for the festival came from Wilson, but she said all the ideas and the implementation came from her students. The Grade 6 /7 students created a base story they wanted to tell and designed their station, script and activity. “This is their baby — it’s all them,” Wilson said, adding “They’ve totally taken on the magic of it all.” Not only did they design the miniature stations such as a pie shop and a farm, they built the sets and props themselves. OBITUARIES PEARSON, Jack Jeffrey May 7, 1935 - June 13, 2022 Jack was born in Manchester, UK to John and Norah Pearson. He immigrated to Canada in 1965, and was welcomed by his Uncle Jeff, Aunt Marjorie, and cousins Jean and Mike. Shortly after his arrival he met the love of his life, Ellen, and they were married in 1969.

HAMILTON, Eleanor Elizabeth (née Fugger) Elly was born in Spring Valley, Saskatchewan on March 11, 1931, and passed away in Richmond Hospital on June 8, 2022. During her last days, she was surrounded by loving friends and family. Elly was predeceased by her husband of 59 years, Dick Hamilton. She will be lovingly remembered and missed by her four children, Peggy (Bernard), Jenny (John), Jim (Sue), Dave (Julie); her eight grandchildren and nine great-grandchildren; sisters Carol Leckie and Jackie Gramlich; brother Bob Fugger; and many nieces and nephews.

In 1934 Elly moved with her family from Saskatchewan to the Okanagan where she lived until she and Dick married in 1953. Elly earned her Teaching Certificate from Victoria Normal School in 1951 and over the years taught school in the Okanagan; Lincoln, Nebraska; and Richmond, BC. As Dick’s Plant Virology career progressed, they raised four children together in Nebraska, Montana, Montreal, and finally Richmond. Family was at the heart of Elly’s life. She was a devoted Mom for many years, and enjoyed nothing more than gathering with her children and grandchildren. Elly’s faith was very important to her and she participated in many church organizations including Parish Council, RCIA, Fall Fair Chairman, Retrouvaille, Marriage Encounter, Welcome Home Team, and for 32 years she was a member of the Small Christian Community at St. Joseph the Worker Parish in Richmond. The support and love from that community meant a great deal to Elly. Elly also volunteered as a docent at the UBC Museum of Anthropology for ten years, and for many years following Dick’s diagnosis, Elly lead a caregiver support group for spouses of those with Alzheimer’s. Elly and Dick travelled to many places around the world and enjoyed trips to Europe, Africa, Australia, and Japan. They especially enjoyed a year’s sabbatical in Scotland with Jim and Dave, but their most favourite place of all was Cox Bay on the west coast of Vancouver Island. Elly loved birds and delighted in observing them all, from hummingbirds to eagles. She loved to walk the Richmond dykes and fly kites at Garry Point in Steveston, and shared many happy times there with her family. Elly lived with enthusiasm her entire life and had a strong sense of justice for people and for the natural world. She epitomized resilience. The family is very grateful for the care and comfort provided by the staff at Richmond Hospital, and for the wonderful, caring staff at The Maple Residences in Steveston, which was Elly’s home for the last two years of her life. There will be a memorial service for Elly in the fall at St. Joseph the Worker Parish in Richmond. The family will provide details in the coming weeks. In lieu of flowers, donations may be made in Eleanor Hamilton’s name to SOS Children’s Village (https://www.sos-childrensvillages.org/). SCOTT, Robert (Bob) December 7, 1945 - May 19, 2022 It is with profound sadness that our family announces the passing of Bob Scott. Beloved father, grandfather and friend. He passed away peacefully on May 19, 2022 after suffering a stroke at the age of 76 years. Bob lived a full purposeful life as a business man in Richmond for the past 40 years. Dad was one of a kind. After proudly completing his National Service with the British Army, Jack spent his early professional life learning the trade of organ pipe making from his father. He later revisited this craft in his retirement from Air Canada (formerly Canadian Airlines), where he enjoyed his time “on the ramp” at the Vancouver International Airport. Jack also spent many years as a dedicated volunteer with the Richmond Food Bank, and enjoyed his time singing with the St. Alban’s Church choir. Jack was known for his many creative talents, from his time as a jazz drummer in Manchester with The Bagley Hall Youth Club Dance Band to his accomplished metal and woodwork. His children and grandchildren will continue to cherish the treasures that emerged from his workshop over the years. Jack is survived by his wife, Ellen; his children Stuart (Janet) and Janet (Sean); and grandchildren Lauren, Lindsay, Justin, Molly, and Lucy.

ZACHATA, Alex

Jamie was born on April 10, 1961, to Frank and Betty. The family had two acres on Francis Road in rural Richmond, where Bob, Don, Jamie, and Nancy experienced goats, geese, chickens, dogs, and cats. Family life was valued, with visits from uncles, aunts, and 40−plus cousins. Jamie’s CREATIVITY shined at an early age. With his dad’s 8mm camera, he was soon making movies with his many friends. He won the BC High School award for Best Movie, which inspired enrolment at BCIT and a career as a TV director for shows like Madison and Breaker High and animation series like Spiderman. He directed rock music videos, notably winning MuchMusic’s Best Video of 1984. Jamie moved into sharing his craft by teaching for many years at VFS and PAVI. In retirement, Jamie’s creativity continued to shine while constructing a camper from scratch with his son Glenn that demonstrated excellence and paid tribute to his family, parents, and childhood. Jamie was blessed with five children: Joel, Chris, Glenn, Caitlyn and Gillian, and five grandchildren: Khloe, Emma, Lily, Maude, and Quinn. Our J.E.T. lived quite a life, with his creative mind and big heart. A Celebration of Life will be on July 17 at Richmond City Centre Community Centre, 5900 Minoru Blvd. Welcome at 10:00 am, and Program at 10:30 am.
