Dear Editor, Re: “Where are the city’s lawn mowers?” Letters, July 7. Just this week, on Monday, if I remember correctly, I remarked to a close friend that I was thinking of writing to the Richmond News with a letter of praise for the City of Richmond. As you know, procrastination gets the better of the best of us, and I hadn’t done that yet. Until I saw Bruce Neil’s letter to the editor complaining about the “lack” of lawn mowing! My letter was going to be (and is) praise for the city in restraining themselves from clear-cutting our city. I don’t know where Mr. Neil lives (“throughout Richmond,” according to him), but on my regular walking routes along the west and south dykes (and areas of Steveston in between, which includes a

school and residential areas), I am absolutely loving the fact that most of the grass is being allowed to grow. I really started to notice this at the beginning of the pandemic, but that may be me trying to make connections that aren’t really there. I don’t know what the science and economics are behind municipal mowing schedules, but I just love nature being left to its own devices. I’m not suggesting that the city sell off all of its mowers and fire the staff, and I am aware that some areas need maintenance more than others, but every last blade of grass and tree branch doesn’t have to be cut to within a millimetre of its life. That kind of “landscaping” is what I notice is quite prominent in American cities, and it’s not what I believe Canadians — and Richmondites — really want.

Thanks for the story about the Sexsmith bus loop. I hadn’t thought of that place in 60 years. In 1956, when I was six years old, every Saturday I’d take a series of buses into Vancouver for music lessons. Bus 1) The stop was a short walk from our home at 630 (now 6300) Granville Avenue to Sexsmith Loop for a transfer. (I believe they served great Tater Tots at the snack bar); Bus 2) Sexsmth Loop to transfer again in Marpole; Bus 3) Up Granville Street to West Broadway and transfer at Arbutus; Bus 4) South on Arbutus to a one hour music lesson; Four buses back home to Granville Avenue. Round trip bus cost was 50 cents. Even though I was only six, this wasn’t
considered an especially dangerous trip for a child. I always sat just behind the driver and don’t remember ever feeling uncomfortable.
My parents paid $8,000 for our 2,500 square-foot house. My father could have purchased the one-acre lot at the corner of No. 3 Road and Granville Avenue for $12 a month through a government scheme for returning WW2 soldiers. My father considered it a good investment, my mother said that acre was only good for cows and blueberries. The ditches were uncovered, there were no sidewalks or street lights and we all believed that Richmond was just an unstable peat bog that would sink into the Fraser River sometime soon. I used to pick the blueberries. The most I ever earned in a day was $4.10. The owner was a Baptist preacher who made us sit through sermons during lunch. Of course, I blew all my summer earnings at the PNE when it opened.

Coun. Day’s ‘mock’ apology Day was correct to didn’t go nearly far enough question development Dear Editor, Re: “Councillor has nothing to apologize for,” Letters, July 7 and “Richmond councillor apologizes for suggestion of ‘preferential treatment,” News, June 28. Yes, Carol Rennie, Coun. Day must apologize for her comments on June 27, as must you now, if either of you has any sense of integrity. For too long, those flying the banner of “activist” have enjoyed the protection of other misinformed believers, and sympathetic editors, to say whatever they feel like without the burden of proof. What specific evidence of conflict is there with that development application? However inconvenient for you, facts do matter. To the mayor, thank you for calling out Coun. Day’s behaviour, but you didn’t go nearly far enough. Allowing a mock apology “if anyone misunderstood her comments” offends those accused.
Serious sanctions for such childish remarks must be implemented, or a proper apology received, or our manner of discourse and governance has become a farce. To Coun. Day, your accusation of preferential treatment towards the applicant has denigrated city staff, a respected councillor and a major community developer. They all followed the rules and importantly — received no favours, and requested no variance in the application — the latter being obvious if one would bother to read the report. If you find such reports complicated, as you claimed, perhaps you should recuse yourself from the business of making important decisions and step down. I’ll take educated action vs activist nonsense any day.

With interest rates climbing, Richmond home sales continued to drop in June, according to the latest report from the Real Estate Board of Greater Vancouver (REBGV). The total number of homes sold in Richmond was 337 in June, which is a significant decline compared with June 2021 when 472 sales were completed, according to REBGV. Meanwhile, Richmond’s single-family home benchmark price fell to $2.1 million last month. That represented a 0.8 per cent drop from May and a 1.6 per cent decrease in the last three months. Richmond’s townhouse benchmark price also fell to $1.1 million last month — a 1.7 per cent drop from May and a 0.7 per cent decrease over the last three months. Although average home prices have declined in Richmond, there are still some

The number of drug-related crimes recorded in Richmond went up significantly in May compared to last year. In a May crime report going to Richmond city council’s community safety meeting, Richmond RCMP said there were 61 reports of drug-related crimes in May — an increase of 65 per cent from May 2021. However, 95 per cent of them occurred at the Vancouver International Airport. Residential break-and-enters cases decreased by 21 per cent compared to April, however, this was 18 per cent more than last year. Commercial B&Es decreased 16 per cent compared to the previous month. The number of auto thefts also went up in May by 67 per cent, when com-

Candidates and party slates are lining up for the Oct. 15 municipal election. In the meantime, Canada’s spy agency met with Mayor Malcolm Brodie about the election - but the mayor said he couldn’t divulge anything from the meeting. CSIS has been meeting recently with some municipal leaders. Vancouver’s mayor Kennedy Stewart told Glacier Media he met with CSIS’s China desk and the topics included foreign interference in policy-making and elections. Brodie, on the other hand, was tightlipped on the discussion with CSIS; however, he said he’s confident the voting and election procedures in Richmond will be “fully secured.” “I’ve never felt there’s any sense of insecurity in our elections and I don’t believe there is going to be into the future either,” he said.

RITE councillors Carol Day and Michael Wolfe are both seeking re-election, and they are joined by FarmWatch member Laura Gillanders and local businessman Jerome Dickey. Richmond’s other left-leaning party, Rich-
mond Citizens’ Association (RCA), announced its slate of three candidates a few weeks ago. They are retired teacher Jack Trovato, Mark Lee and Keefer Pelech. Olympic bronze medalist Evan Dunfee has also announced his intention to run for council. In the meantime, Coun. Chak Au’s slate, Richmond Community Coalition (RCC), hasn’t announced its candidates yet. Except for Coun. Harold Steves, who’s been on council for about a half a century, most other candidates have indicated their intention to run again, although Linda McPhail said she’s still unsure. Couns. McPhail and Bill McNulty previously ran on the Richmond First slate, however McNulty told the News earlier this year Richmond First won’t be operating as a political entity in this election. The long-term plan for building a new school in Richmond city centre is included in the latest capital plan to be sent to the Ministry of Education. At a meeting at the end of June, the Richmond Board of Education approved a fiveyear capital plan and a capital funding proposal to build a new elementary school. The school district’s target goal is to acquire a new site by 2032 with the land for the school expected to cost $75 million. Richmond board chair Sandra Nixon said that, while the Richmond School District is still a “good 10 years out” from needing a school in the city centre area, having the item on the capital plan gives the Ministry of Education a heads-up. “The reason it’s on the capital plan … is to signal to the ministry that we are starting to plan for the acquisition of a site,” said

Hard hats, reflective vests and shovels were in full view on Steveston Highway last Thursday to mark the beginning of construction of the new five-lane Steveston interchange — part of the George Massey Tunnel replacement project. Minister of Transportation and Infrastructure Rob Fleming was joined by Wayne Sparrow, elected Chief of the Musqueam Indian Band, Richmond Mayor Malcolm Brodie, as well as councillors and MLAs at the $85-million project site, at Steveston Highway and Highway 99.

“It’s an important day as we move forward on addressing one of the worst bottlenecks in Richmond,” said Fleming.
The existing two-lane overpass at Steveston Highway and Highway 99 will be replaced with two eastbound and three westbound lanes, including a left-turn lane.
“I look forward to work getting underway that will improve connections for transit users, drivers and cyclists, and tie in to the new eight-lane toll-free tunnel that will replace the George Massey Tunnel.”
Better access to transit stops, safer pedestrian and cycling connections across Highway 99 and sidewalks and separated bike lanes on both sides of the overpass are also expected with the completion of the project.
Utility relocations and clearing of the Steveston interchange will be underway in the coming weeks. The new interchange is expected to be finished in 2025. This project is not only an important upgrade for the city, but also a “critical component for the overall Highway 99 improvement,” according to Brodie. He noted the former BC Liberal government’s plan to build a 10-lane bridge
“I am very, very grateful to the government of British Columbia for sitting down with us … to say that what we want is something more in keeping with the environmental issues, the agricultural issues, the urban issues that we have faced,” said Brodie. In response to concerns of what would happen to the project if the Liberal party were to take power after the next election, Fleming said it would involve years of delays once again. “Heaven forbid that happens, but it would (mean) moving backwards,” said Fleming, adding that “it would hit the reset button on the environmental assessment process.” “It would require ripping hundreds of millions of dollars worth of built form that is part of the Highway 99 corridor improvement. It would be a tremendous setback and would further put the solution out of sight.”
COVID-inspired patio program now permanent Richmond is offering four options for businesses to build outdoor patios, an upgrade from the city’s temporary patio program that was implemented during COVID-19. In 2020, the city launched its Temporary Outdoor Patio (TOP) program to allow businesses to continue operating with flexibility during the pandemic. A new permanent Richmond Patio Program has now been created to allow businesses wanting to establish a patio or to extend an existing outdoor patio permit beyond June 2023. While city council approved an extension of existing TOP permits until June 2023, no new permit applications will be accepted through the old process this year, explained city spokesperson Clay Adams.
Businesses have four options for patios as follows: — Seasonal patios located on private property — Curbside patios located on public property — Sidewalk patios located on public property — Permanent patios located on private property Seasonal patios are limited to operations between April 1 and Oct. 1, and businesses can apply for a patio to be built using commercial parking spaces.

Owners who are considering patios within the Steveston Heritage Village Conservation Area (SHVCA) will have additional requirements from the city, for example, construction projects worth more than $10,000 will need to get city council approval and pay a separate heritage alteration application fee.
However, this only applies to businesses on properties with at least 20 parking spaces and the patio cannot take up more than 10 per cent of the spaces.

E-scooters growing in popularity but accidents rise
RCMP haven’t ticketed anyone for improper e-scooter use since their launch for rent in Richmond — but a few riders have ended up in hospital. E-scooters — also known as kick-scooters — have been allowed in Richmond for about a year, and in May, Lime Technology installed docks around city centre where residents can rent them. According to city staff, police haven’t received any complaints about e-scooter usage nor have they had to enforce the city’s bylaws. The city, however, has received a “few comments” about e-scooter usage, mainly about riding on sidewalks, something that is not allowed, the city staff report noted. Vancouver Coastal Health (VCH) notes that e-scooter accidents are rising with the growing popularity of this mode of transportation. Some riders have ended up in the emergency room with a few admitted into hospital, but the city notes cyclists ac-

The City of Richmond is taking part in a provincial pilot allowing e-scooters in the city. Since Lime launched on Victoria Day, there have been an average of 67 trips per day using their e-scooters in Richmond with the total number of trips at 1,415. The most popular place where they’re rented is on Hollybridge Way at Lansdowne Road. The city doesn’t have data on privately owned e-scooter usage. E-scooters are allowed on bike lanes, some local streets, off-street paved pathways next to roads and on pathways in parks that are marked for shared use. E-scooters aren’t allows on sidewalks or unpaved trails and helmets are required while riding them. Maximum permitted speeds are 20 km/h on roads and 15 km/h on shared pathways.

A Saskatchewan cartographer is showcasing his maps of Steveston and other parts of Western Canada at a popup space in the village for the month of July. Miloslav Drtina creates maps in the traditional style of old-world mapmakers, which are the fruits of many months of patience and labour.
He began pursuing a career in cartography in Czechoslovakia, but he had to leave his home country after Warsaw Pact armies led by the USSR invaded in 1968. Drtina made his way to Canada when he was 23 after stopping in Vienna, Austria.
His work is on show at the Historic Steveston spot at the Steveston Museum and Post Office.
“I was able to return to Prague after a long 21 years following the collapse of communism in 1989,” he said.
Most of Drtina’s maps are of places he has travelled extensively, and Steveston is one of them, as Drtina stops by at least once a year when he visits his daughters in B.C. “I got to know and appreciate the place quite well. I like long walks along the ocean front and enjoy the spectacular scenery. It is perfect for the panoramic maps,” said Drtina. As for starting his maps, Drtina said the “first step is to prepare an appropriate geographic grid and pencil draft using topographic maps, and aerial or satellite photographs.” He then makes an acrylic painting on a transparent sheet layered over the draft, and finishes the map by add-

After working as a professional cartographer for institutions such as the University of Saskatchewan, Brock University and a French mining exploration company, Drtina decided to pursue a career as a private cartographer. Drtina’s first hand-drawn map was a historic map of the North-West districts of Saskatchewan & Assiniboia in 1885 to commemorate the Métis uprising, which was commissioned by the government of Saskatchewan heritage agencies. “I was attracted to this traditional technique [of old-world mapmakers] and had sufficient skills and knowledge. “It also has the great advantage that all you need is a table and white paper, pencils, pens, ink and paints,” he said. Drtina’s maps will be on display at Historic Steveston’s pop-up space, along with artwork by his daughter Radha Van Brandt. They are also available online on his Etsy store, BohemusMaps.

Canned in 2020 and 2021 due to the pandemic, it seems like a lifetime ago that local soccer fans were able to take in the “feast of football” that attracts the best amateur players of all ages from across Western Canada.
“It’s coming around well. The teams are all secured and we’ve got some good sponsorship coming in from the community,” Wilson told the Richmond News.
The action continues all the way through the weekend to the finals on Sunday afternoon and early evening for men’s open, over-30s, over-38s, over-45s and over 52s, as well as the women’s open section.

Alexandra Neighbourhood Park has not even been open a month and already some residents are calling it “an eyesore.” Richmond News reader Jimmy Cheung, a frequent visitor to the park, said the main problem is the city used crushed gravel on the ground of the park’s play and ping pong areas. “I understand the decision to use crushed gravel for low-traffic areas for environmental and cost concerns, but it’s just ridiculous to use crushed gravel where the play structure and the ping pong tables are,” said Cheung. “The crushed gravel is not mixed well with sand, so it’s just like a layer of marbles on the ground waiting for a major injury to happen.”

However, Adams added the city was aware of concerns regarding the gravel and staff will monitor the area and provide periodic cleaning as required.

Cheung also confirmed with the News that, in his latest phone call with the city, he was told staff are now actively looking for a solution.

Public invited to 11-year-old wins first place Steveston party in national piano competition A Richmond resident has decided to throw a block party in mid-July to get to know his neighbours better. Alex Sagert is inviting people to bring their lawn chairs, hockey sticks and some jokes to a block party at Lord Byng Elementary on Saturday, July 23 from 2 p.m. to 5 p.m. Sagert said the block party is a great way to get to know neighbours after more than two years of restrictions. “I grew up in Steveston and felt it would be a good idea to get a block party going for Steveston residents,” said Sagert. Richmond RCMP officers, members from RCMP Combined Forces Special Enforcement Unit, Richmond FireRescue and the BC Lions Street Team will also attend the event, according to Sagert. And there will also be free ice-cream bars for those who come along for the fun. Sagert said this is the first time hosting the event and he hopes to make it an annual one. “I enjoy planning events like this and have been doing live events since I was 15… I try to find ways to use my experience to make a memorable event for the community,” he added. Snatching first place in a national competition is not something every 11-year-old can boast about, but Richmond’s Audrey Tai did just that at this year’s Canadian Music Competition.

Tai competed in the 10-year-old category of the competition in Quebec City and she said she “felt really happy and excited” about her results. She told the Richmond News that, to her, “music is a form of communication, and every single piece of music has a unique purpose and is created to connect with the audiences.” Having watched Tai learn the piano since the age of three, Vicky Chao, Tai’s mother, said results or awards were never as important as her daughter’s happiness. “The most important (thing) is whether my baby girl has enjoyed the beauty of music during the whole process or not. I feel
happy as long as she has fun,” said Chao.
However, Chao said her parenting style is entirely different.
“When we were on our way to join the competition, my daughter asked me if I would be fine without bringing home an award. I told her: ‘It doesn’t matter. It’s not a competition. Please treat it as a show and enjoy it.’”
“I hope she can always be happy, enjoy whatever she does and be willing to help others if she can. As her mother, I always support her no matter what dream she has for the future.”

A Richmond resident was pleading with city council to get builders and developers to be “good neighbours” and keep their sites safe and clean. Kerry Starchuk, speaking at Monday’s city council meeting, highlighted problems with homes being built on the cul-de-sac where she lives, saying construction noise extends beyond permitted hours, the sites are messy and dangerous – sometimes with unfenced holes dug into the ground – and there are language barriers between residents and workers. Starchuk said she’s not against new houses, rather she told council she’s opposed to “construction chaos, the noise, the poor manners, poor workmanship, the unsightly work sites, the time it takes to build a house, the lack of respect from the trades/developer, breaking the bylaw(s), putting neighbours at risk, safety and frustration on not (being) able to communicate with many on the site due to language barriers.”

Starchuk is also concerned about large-scale changes to Richmond, saying she thinks Richmond is losing its “charm,” and cited a book by Global reporter Sam Cooper, Wilful Blindness, which identified drug money being laundered through the casino in Richmond and through real estate. However, she said residents expressing concern about the city changing is nothing new, referencing documents from the city archives about concerns already in 1996 about the changing character of Richmond. “It’s long overdue, council, to listen to the public and don’t sweep Richmond’s complex challenges under the rug,” Starchuk said. The current “Good Neighbour Program” for in-fill construction, developed in conjunction with the Greater Vancouver Home Builders’ Association, has several requirements for construction companies. This includes informing nearby residents of construction plans, keeping the site, roads and sidewalks clean, respecting permitted construction hours and noise regulations and refraining from blocking driveways, streets and lanes. Starchuk further asked city council to add items like closing the gates at the end of the day, having a start and end date for construction – for example, one year – and making sure the site is safe. Coun. Linda McPhail pointed out the city receives many complaints about construction sites, and she said she’d like to see some data on how issues have been resolved. “I do believe there are some good builders and there are those few who aren’t so good, and I think that’s

Armed with a shotgun mic, a recorder and headphones, Richmondites are crafting their stories with sounds from the city — with the help of a filmmaker.
Sebnem Ozpeta is one of Richmond’s engaging artists in the community this year, and she has partnered with Walk Richmond and the Richmond Fitness and Wellness Association to hold soundwalk workshops for her public art project, WALK. “As an artist… it’s really sometimes a challenge that you just don’t have full con-
trol. But through the years I think I’ve started to love that component of my work,” said Ozpeta.
Community is very important to the Vancouver-based filmmaker, and she hopes to bring Richmondites together and encourage them to go outside and explore. “Participants just need to bring their headphones and they just plug in. And we start to record,” said Ozpeta. By giving people professional sound equipment, she hopes they can consider what it means to listen and understand how they’re a part of the city’s sounds. Each workshop starts with a crash course on sounds and sound recording. After walking around and recording sounds to their hearts’ desire, participants can share their stories and reflect on their experiences.

With their permission, Ozpeta will then return to the location another day and film 360-degree videos to accompany the participants’ stories. Ozpeta held the first workshop at Garden City Park back in June, and she has collected four stories from participants so far.
“One of the stories is about comparing with where [the participant] is from — the sound, for example — and how it’s different,” she said. “It’s really up to when you create this safe place for people to connect… I’m also experiencing with them, right? It’s not [just] myself going and recording the ‘best’ sound. This is why I really enjoy it,” she said. Stories from the first workshop paired with interactive 360-degree videos will be uploaded to the project website after they have been edited. By the end of the project, Ozpeta hopes to provide a glimpse into what the Richmond community is like at this moment in time. “It’s not just the location sound. It’s the collaboration of who lives here or who goes here… The stories are simple… But I think it’s important to have these stories,” she explained. OBITUARIES MacGREGOR, J.W. (Lance) Lance was born in Powell River on May 28, 1947, and he passed away on July 5, 2022, after a yearlong battle with lymphoma cancer. Lance is survived by his wife, Helen, his sons Rob (Tamara Leslie) and Tom (Lexy), his grandchildren Ty and Nate (and their mother Caitlin Duffus), Liam, Aidan, Sophia Leslie and Brooke. Also survived by his brother Don (Carol) of Richmond. Predeceased by his brother Barry, father James, and mother Florence. Lance spent his childhood wherever the Canadian Air Force posted his father, including Vancouver and Holberg, BC, Falconbridge, ON, Beausejour, MA, and Syracuse, New York. He returned to Vancouver in 1969 to attend UBC and graduated with a Bachelor of Arts (Political Science) in 1973. He went on to a successful 32-year banking career at CIBC where he held several management positions. After retirement in 2005, he became the family “go to” guy in between several contract positions with CIBC. He always made time to answer the call to help move, renovate, paint, garden, or babysit.
Lance loved his family, his pets (cats and dogs), and most sports, particularly golf, fishing and hockey. He coached both hockey and baseball and was an active volunteer in the Richmond Minor Hockey Association where he served as Head Coach for a time. But wow, did he love golf! He was a true student of the game and was an active member at Marine Drive Golf Club, Beach Grove Golf Club, and Kings Links by the Sea over a 50-year span. One of the highlights in his golf career was winning the 2011 PNGA Men’s Senior Team Championship with his good friend Steve Berry. He was skilled in club repair and never turned anyone away who showed up at the garage needing a new grip, shaft or some other adjustment. His putter collection will live on as the envy of many.
ZACHATA, Irene February 7, 1936 - July 2, 2022 Irene was born February 7, 1936, in Pilzen, Czechoslovakia and immigrated to Canada in 1969 with her husband Walter and son Vlad. Irene passed away quietly on July 2, 2022. Irene is forever loved and dearly missed by her son Vlad Zachata and Vicki Warfield, and their sons Andreas and Antony. She was predeceased by her husband Walter (1988) and grandson Alexander (May 28, 2022). Irene lived a full and happy life. She had a true love of travel and exploring new places, but she was happiest working at Richmond Elevator/RAM Mfg among her friends, family, and co-workers. Many thanks to the team of Richmond firefighters and paramedics, and the doctors and hospital staff at VGH who treated her with incredible kindness, compassion, and care at her passing.
