NIMBYism or legitimate concerns? Eve Edmonds

So when are people being a bunch of NIMBYs (not in my back yard) and when do they have a legitimate concern about not being heard by the very people who are supposed to represent them? I’m talking about the rental housing project city council’s recently approved which has led to a festering sense of frustration and disillusionment among some neighbours. (See page 10) Let’s back up. Throughout the recent municipal election, the one screaming issue that dominated campaign speeches, questions from residents, policy platforms was affordable housing — and the lack there of. At the all-candidates meeting, if someone asked a question about the arts, it came back to affordable housing; if someone asked about transit, it came back to affordable housing; environment, schooling, you name it, same thing.

While there was, and continues to be, disagreement on how best to create more affordable housing, candidates were unanimous that it was needed — and now. So it was perplexing when a couple of councillors voted against a project that would bring 330 new rental units to the city centre. I realize at least one of the councillors opposed the project hoping it could be adjusted to save a grove of trees. However, that’s not the main concern for an organized contingent of residents that materialized to stop the development. Council ultimately passed the project, but not until it heard from more than a dozen people who spoke at the meeting where it was approved, complaining that the project on Azure Drive is too big, will create traffic problems and just doesn’t belong in the area. I say “heard from” but that’s exactly what the campaign organizers said didn’t happen. After the meeting they contacted the News to say, in fact, they weren’t “heard” at all, that councillors had already made

Of course, being heard and getting your way is not necessarily the same thing. But what boggles my mind is why they’re opposed to this in the first place. Did none of them hear any of the desperate and sometimes heart-wrenching pleas for more affordable housing in Richmond? Actually maybe they didn’t. With a mere 25 per cent turnout for the election and possibly even fewer even paying attention to local debates, it’s quite possible that, too, fell on deaf ears. Or, maybe it’s a case of the devil being in the details. This group says (as do most accused of being NIMBYs) they’re not against affordable housing, they just don’t want it on their street. And sometimes that’s entirely justified. Some locations are better than others. I would argue council’s current practice of putting multifamily complexes on arterial roads is also a case of a good idea in the wrong place. If these complexes are pre-

dominantly made up of young families, are arterial roads where we want our 10-yearolds riding their bikes? In fact, this is why I like the Azure project, it’s nestled in the middle of a residential neighbourhood. Of course, this is also why it’s getting push back — don’t mess with the single-family home crowd. That said, there are some justifiable concerns such as parking and traffic, but what seems to stick most in their craw is the lack of transparency and consultation — and that truly is a problem. I get politicians can’t consult forever, at some point a decision has to be made. But genuinely listening, addressing concerns and being transparent can work miracles. I can’t honestly say if this is a case of NIMBYs not getting their way or legitimate concerns being shut down. What I do know is this city desperately needs affordable housing and the more people feel heard, the more likely they are to buy in. And buy-in is the foundation to any progressive movement.

We need more new blood on city council Dear Editor,

It was disheartening to see voter turnout was so low for the last city council election. Is it apathy or do voters not see any change in the councillors? The elected councillors who may be patting themselves on their backs should dwell on this low turnout. If they are elected by only 25 per cent of the residents, do they have a mandate to commit the residents of Richmond to long term projects? It is a controversial subject, but council should examine the reasons behind it. It may be that the voters do not see any change in council, but if they do not vote they cannot bring any change. If the term of the councillors is

limited to two terms, it should resolve part of the problem. Maybe residents feel the council has not been effective in the city’s operation, it is left to the bureacrats to manage the city’s daily affairs. I feel that we should not only be looking at council’s ability to manage the costs of the operations, oversee bylaws and zoning, they should also be looking forward to see where the city will be in five, 10 to 20 years. Are we planning for future generations? Will they have roof over their heads? Is the present road network adequate to match the future population growth? We need new councillors to plan ahead.

No fireworks Big test coming for fun for dogs elected city council Dear Editor,

I just attended the City of Richmond’s Halloween event at Minoru Park. I was dismayed by the number of people who brought their dogs (mostly puppies) to the event. Once the fireworks started, I witnessed at least six dogs cowering while their owners tried to shield them. What is wrong with people? I did speak with three owners who believed they were “desensitizing” their dogs. Please, people, do some research on how desensitization works. It involves tiny doses of the stressor, introduced in daily levels over a period of months. It’s not a “let’s terrify the dog for 15 minutes solid” once every six months. The city needs to step up with an education campaign. Or here’s a thought, why not let people know dogs are not allowed at events that are intrinsically designed to terrify creatures?

Dear Editor, Of the 30 candidates who ran for mayor and council, five said yes (Mayor Brodie and councillors Hobbs, Loo, McNulty and unsuccessful candidate Wong) to the question, “Do you think Richmond City Council is sufficiently open and transparent in how they make decisions?” Elected councillors Au, Day, Gillanders, Heed, Wolfe and 16 unsuccessful candidates said no. Can the taxpayers expect the minority above to respect the majority wanting improved transparency?

This transparency should include complete annual costs of the Richmond Olympic Oval facility, including the loss of fair market rent income, total property tax relief, parking/ investment income/hotel tax transfers, etc. To all candidates who ran for election, thank you. To those elected, the burden undertaken by you in serving the public is onerous. The absence of transparency can only lead to mistrust and disrespect for those who fail this test.

Richmond RCMP are warning parents to check labels carefully after an 11-year-old child accidentally ate some candy containing THC this Halloween. The child had been trick-or-treating in a complex in the 10000 block of Auburn Drive in Richmond (near Shell Road), according to the RCMP. When she became sick, the parents checked the candy wrapper, and, realizing she had eaten candy containing THC, took her to the hospital. Worried other candy with THC had been handed out, they reported the incident to police. The child was trick or treating with friends in the complex, however, none of the other children found candy with THC, the active ingredient in cannabis, in their treats. “While we hope this was not an intentional incident, we felt it was important to issue this public warning in the hopes of prevent-

Jail time if conditions breached again: Judge Maria Rantanen

A man who pleaded guilty to breaching a no-go order was told by a Richmond judge if it happens again, he’ll end up in jail. But for now Jesse Castillo, who was ordered by the court not to go within a several block radius of the home of Koszima Mair, wasn’t given any more jail time, rather he was released to live in a temporary modular housing (TMH) building near the Bridgeport Canada Line Station. Castillo had been in custody when he arrived for sentencing Monday at Richmond Provincial Court. Mair, a single mother of two, reported to police two years ago how Castillo had shown up randomly on her property multiple times, staring in the window or trying the front door. Castillo’s defence lawyer told the court

Monday afternoon that Castillo’s main issues come from a lack of housing. An outreach worker with Turning Point Recovery Society, however, had been able to secure housing for him at the TMH that has 24-hour staffing. Provincial court judge P. Doherty noted he had read the victim impact statement from Mair, which showed she has been fearful of Castillo. Doherty said if he goes near her home again, Castillo will end up in jail. Castillo will be on probation for 18 months and he was ordered to reside at the TMH, Aster Place, and not have contact with Mair or go to where she lives, works, goes to school or worships. Castillo faces a further charge of committing an indecent act in public. He will be back in court on Nov. 8 to fix a date for a trial on that charge. He pleaded not guilty to the charge. He was ordered not to go to the property in city centre where the alleged incident took place.

Eviction notice overturned Sandhill loses hearing — again Valerie Leung

A Richmond landlord lost a dispute with a tenant, after trying to evict them last year. Sandhill Development tried to evict its tenant in April of this year after declaring it wanted to demolish the building. But the four-month eviction notice issued was declared void by the BC Residential Tenancy Branch (RTB) after the tenant questioned the expiry date of a demolition permit given by the City of Richmond. This is the second time the RTB has voided an eviction notice issued to the tenant. The name of the tenant and the address in question hasn’t been made public by the RTB. On Nov. 26, 2021, Sandhill, represented by an agent, provided its tenant with city documents along with a notice to move out by March 31, 2022, saying the unit would be demolished. Sandhill received a conditional demolition permit from the city with an expiry date of March 26, something that had already been renewed three times, but wasn’t entitled to the final permit until the tenant moved out. In the December 2021 application to the RTB, the tenant claimed the “landlords can no longer demolish the rental unit” as the effective move-out date of March 31 would be later than the conditional permit’s expiry date. Furthermore, the conditional permit emailed to the tenant didn’t have a name, signature, phone number or issuing authority at the bottom of the document.

Road closures

In order to facilitate the event, streets will be closed and traffic patterns will be changed between 8:00 a.m. and 1:30 p.m. During this time, there will be restricted road access. • Granville Avenue will be closed in both directions from Minoru Boulevard to Buswell Street. • No. 3 Road will be closed in both directions from Park Road to Bennett Road.

Both the tenant and Sandhill were also involved in a previous dispute hearing for the same reason late last year, which the tenant won. “The landlords have been trying to evict the tenant for a long time and both parties have attended two prior hearings, where the tenant was successful in both, even though the landlord appealed the last decision and lost,” reads the RTB decsion. Despite having ample time between the previous dispute hearing in November 2021 and the hearing on March 31, 2022, the landlord couldn’t provide “an extension of the conditional permit, or sufficient documentary or testimonial evidence” to show that the permit was valid beyond March 26, 2022. The report further stated the landlord previously tried to sell the unit, but “was unable to do so.” In its ruling, the RTB stated the four-month notice will be cancelled and the tenant can recover the $100 filing fee by deducting it from their next rent payment to the landlord. Sandhill will not be allowed an order of possession under the Residential Tenancy Act, and the tenant is entitled to stay until the contract ends. Sandhill Development Ltd. owns the commercial development across from Ironwood Plaza on the east side of No. 5 Road, as well as a number of a number of residential properties in Richmond and across Metro Vancouver.

Actors with fake guns cause panic Candidate

Masked young men in body armour and a replica firearm caused panic in Richmond’s Walmart earlier this week. The surrounding area, near Alderbridge Way at McClelland Road, was

briefly in lockdown around 11 p.m. on Wednesday, Oct. 26 after a resident spotted a masked individual, possibly armed, on their home surveillance feed. Mounties quickly found the young men, all in their

twenties, who were apparently “in character, filming a video.” Masks, body armour, and a firearm replica were found on the men. “No injuries were reported and the highly charged situation was dif-

Melissa Zhang, who ran unsuccessfully with Richmond United — alongside Andy Hobbs and Eric Yung — said she was upset by a post, circulated on WeChat, that suggested people should vote for her because she’s from Mainland China and would represent the local Chinese population. Zhang told the Richmond News this was “not at all” in line with her platform. “Community inclusiveness is something I stand for,” Zhang said, adding that was her message during the campaign. Even the colours and style used in the post don’t align with Richmond United’s messaging, Zhang added. But trying to find out who posted the misinformation has drawn a blank. “I really want to figure out what happened… but it’s not easy to find out,” Zhang said. “It ruined my reputation, so I want to find out.” Zhang said her feelings were “badly hurt” by the post claiming she would represent the Chinese community — whereas she said

her stance was, if elected, to represent everyone. And, while it’s hard to know, she wondered whether it affected how many votes she got. She placed 17th out of 27 candidates, garnering 5,936 votes. People who create misinformation seem to be good at hiding their tracks, Zhang added, noting that her team will have a debriefing soon and she will try to draw on others’ expertise on how to get to the bottom of this misinformation. Translated from Chinese, the post circulating on WeChat reads: “The Richmond Chinatown’s government doesn’t have a single representative who is an immigrant from Mainland China. How can it represent the Chinese population? Today, only Mainland Chinese girl-next-door Melissa Zhang can sincerely speak and work for the community. Vote for her!” Shortly before the election, a reader forwarded the post to the News, presumably thinking it was created by Zhang, saying that she should be disqualified. “This is another clear attempt by the PRC government to influence Canadian local politics. Candidates such as Zhang need to be disqualified or else it will do all Canadians disservice,” the reader wrote.

Discontentment with a 330-unit rental building in the Azure Road area continues to fester after a heated public hearing last week. The Richmond News previously reported that the project was approved by Richmond city council after more than a dozen residents spoke out against it. The approval came with a promise to consult further, regarding issues raised at the meeting. Demands from residents to reduce density, move the entrance from Azure Boulevard to Westminster Highway and to impose parking restrictions were rejected. “Personally, it felt like the city council was being overbearing. You can even say they ignored public opinion,” said Sam Wang, one of the residents who spoke at the hearing. He felt council was going to approve the project regardless of what residents had to say. “The whole hearing was just a simple formality. It didn’t feel good.” Fellow resident Paul Woo added he was disappointed in the elected officials and councillors who seemed to be “following their guts” rather than logic. He described the hearing as “undemocratic.”

“The study was not provided to us, and we don’t know when it was conducted. If it were conducted during the COVID-19 pandemic, the circumstances would be different from how they are now,” said Eric Zheng, another resident in the area. Zheng also wished reasons could have been provided for the school district’s lack of opposition. David Sadler, SD38 spokesperson, said the city had liaised with the district’s planning department regarding the project. To address the enrolment growth, the school district is prioritizing a six-classroom addition to Brighouse Elementary in the 2023/24 five-year capital plan. Plans are also in place for school expansions with two new elementary schools. Rather than moving straight ahead with the project, residents wanted council to adjourn the approval process and take more time to address the concerns raised with more transparency to the public.

The whole hearing was just a simple formality. It didn’t feel good.

Now, residents are at a loss as to how they can be heard. “What can we do to make the city reconsider this project?” asked Wang, who worries the residents’ only recourse is to vent their frustrations to the local newspaper as the project proceeds.

Affordable housing was one of the top issues during this year’s civic election. Evan Dunfee, who ran unsuccessfully in the election, was the only person who spoke in support of the project at the public hearing.

Residents have been vocal against the project from the beginning and quickly mobilized on social media to form a group with more than 100 members. Prior to attending the public hearing, letters were also sent to the city. Dunfee told council the city is “not working for young families” and the project would attract “desperately needed young families to Richmond” with more than 50 per cent of the units having two bedrooms or more. Coun. Andy Hobbs, who voted against referring the project back for further traffic consultation, acknowledged that parking and traffic in the area is a “legitimate issue.” However, he said, such issues “preexist” before the 330-unit project was proposed. “(Traffic and parking issues) do have to be addressed, but they can be addressed at the same time as this project is considered,” he said. — With files from Maria Rantanen

Family: ‘Farewell our precious dear Shae’

Thousands of emergency service responders from across B.C., Canada and Washington State marched through Richmond on Wednesday, en route to the Olympic Oval, where a full regimental funeral was held for Const. Shaelyn Yang. Yang, 31, a Richmond resident and Burnaby Mountie, was fatally stabbed two weeks ago in a Burnaby park while assisting a bylaw officer serving an eviction notice to a homeless man. The funeral procession, led by the RCMP pipe band, started off on Russ Baker Way about 9:30 a.m., before snaking its way across the Dinsmore Bridge towards the Oval for the 11 a.m. ceremony. Her coffin, draped in the Maple Leaf, was carried into the Oval by fellow Mounties in full, regimental red serge. One of the speakers, Jamie Simpson — who represented Yang’s wife Simone and family — told attendees that the couple had

Simpson recalled that outreach work was “extremely important” to Yang and it was a perfect fit for her. “She was loving yet firm and treated everyone the same. When someone was at their lowest, most vulnerable, she was the officer that they needed. She brought love, strength and compassion without judgment,” he said. “Farewell our precious dear Shae.”

“She faced so much adversity. The sort of adversity that can really change a person. But in all the time I knew her, she only ever grew warmer and kinder than before,” said Tan. “Shae faced everything in life with a laugh, a smile and an open heart, and the world was all brighter for it. And, yes, it feels colder now without her here.” Const. Inder Gill, Yang’s friend, also spoke at the service on behalf of other RCMP officers. Gill, who had worked with Yang during the fallen Mountie’s three 13

“It was very sad on both sides — both the police officer and the other person. The story behind the other person was quite shocking, too,” Cheng said.

“For Shaelyn, she would not be able to do this for her family or for her wife. And I so dearly wish each day that this was different,” he said. Gill told attendees Yang was the heart of their work family. She shone “so brightly,” he told the crowd, noting “the world has seen a mere glimpse.” “To (my work colleagues) I say this: Know that you are not alone. For every call that you will attend, for every decision you will have to make, for every life that you will share, every tear that is shed — you are not alone,” he said. “Shaelyn is with us in our hearts and she will forever remain in our hearts.”

The service was conducted in three languages: English, French and Mandarin.

Meanwhile, crowds outside the Oval were quiet and sombre as they waited for the procession’s arrival. Nathan Cheng, a Vancouver resident, was there to watch the procession and was impressed by how far away Mounties and other police officers had come from to pay their respects. While Cheng didn’t know Yang personally, he had friends who did, and the impact of her death has reverberated through his peer group. “I thought it was important to do something,” he told the News regarding his decision to watch the procession.

In addition to attending the funeral service for Yang on Wednesday, Richmond Mayor Malcolm Brodie attended a private ceremony on Sunday afternoon at Richmond Funeral Home, where about 300 people came to pay their respects, including several Richmond city councillors. “You really felt the grief very personally at that private ceremony,” Brodie said. But, he added, he was also impressed with how personal the large ceremony, which included a regimental procession, at the Oval felt as well. He said he was able to meet privately with Yang’s spouse and in-laws last week, adding that “grief was written all over their faces.” — with files from Maria Rantanen

A Richmond-born stunt actress is taking on a role in her dream Marvel film after an “unexpectedly casual” message on Instagram.

A Richmond hairstylist is representing Canada as a finalist for a U.K.-based hair award in London this December. Ken Hung, owner of Salon Era, is one of five top hair stylists around the world to be nominated for the Fellowship Hair Award in the International Images of the Year category. “It felt really good to receive a call to tell us we got nominated,” said Hung, who opened Salon Era seven and a half years ago. “After six months of hard work ... and getting recognized by the professional judges, especially internationally, is something we are proud of.” His hair collection for the international award, Hung explained, has to check off several requirements includ-

Macatumpag said working on set of Black Panther is about representing her culture and the Black female community in the film industry. Filming in Atlanta, Ga., she added, allowed her to “fully immerse herself in Black culture” alongside the cast members. “In this movie, I got to work with a strong, group of amazing, talented, smart Black women every day,” said Macatumpag. “Coming from Canada, that’s not a luxury that I’ve been able to have. Usually I’m the minority.” Growing up, she was inspired by her mother who was also a stunt performer. However, Black female representation in the film industry was still rare. “We are in a time where there’s more representation now. People do want to see more of us, hear different narratives from Black women and see different portrayals of Black women.” The McNair grad’s acting debut was in the second season of Smallville, an action-fiction TV series, when she was eight years old. Macatumpag acted and performed stunts for shows and films while attending school full time. After graduation, she went on to play basketball for Acadia University and graduated with a political science degree before returning to the film industry as a full-time stunt performer in 2016. Her career as a stunt performer has included Deadpool 2, Supernatural, Deadly Class, Altered Carbon, The 100, Supergirl and Star Trek: Discovery.

WALLIS, William Ronald It is with profound sadness and feelings of loss that we announce the passing of our beloved husband, father, brother, grandfather and friend William ‘Bill’ Ronald Wallis - June 24, 1937 - October 25, 2022. Though born in Edmonton, Alberta and attended high school in Vancouver, Bill was proudly a lifelong resident of Richmond, BC. Bill is survived by his beloved wife, Sherrill; sons Randall, Dean and Darren; and loving and muchloved grandchildren - Rebecca, Alexandra, Mathieu, William and Peeriya. Bill was a supportive and committed son to his parents William and Margaret and brother to his pre-deceased siblings - Charles, Alfred, Gordon and Margaret. Whether raking the fall leaves at his Seafair home, standing on the sidelines of his sons’ soccer games or caring for and cherishing his wife of 60 years, Bill was a quiet and relentless example of devotion, responsibility, integrity, humility, caring, humour and strength. Bill Wallis was a true gentleman. Our family would like to extend a profound ‘thank you’ to the wonderful and caring staff at Richmond General Hospital and Bill’s wise and caring doctors. We will have a remembrance service for our father on Saturday, November 5th at 11am at the Richmond Funeral Home, 8420 Cambie Road.
