Dear Editor, I was a child in the 1950s and ‘60s and lived in Vancouver

Whenever there was a snowfall, all (or most) of the neighbours on East 33rd Avenue shovelled their walks in front of their house This made a nice pathway through the snow for the walkers

I’ve now live in Richmond, since 1974, and I am walking every day

I find that most people do not clear the sidewalk in front of their house or salt the ice This makes it very difficult for people (especially seniors) to make their way along the sidewalks

It was an unwritten law that most peo ple cleared their walkway when I was a kid Please shovel the snow off the sidewalks in front of your homes and if you have elderly neighbours, please do them a kindness and clear theirs

I can’t help but wonder what on Earth, Alexa Loo and Parm Bains were thinking attending the Canadian Alliance of Chi nese Associations (CACA one even has to wonder about this acronym!) event with the People’s Republic of China Consul General, despite warnings

Have these two politi cians not been reading what has been in the me dia lately?

Do these two politicians

honestly think that it is okay for another coun try’s leader to chastise our leader in public for some thing that we, as Cana dians, take for granted transparency?

Do these two politicians think it is okay for another country to set up “police stations” in our country?

Anyone who has ever worked for a government department knows that there are always a multitude of de tails and variables to be considered when dealing with development ap plications and policy changes

So it is very disappointing that Coun Alexa Loo played the race card when voicing disappointment over Richmond City Council’s deci sion to vote against allowing resi dential use on a vacant lot on the south side of Bayview Street

Aside from being an example of “ reverse prejudice” in their own right, her comments leave open a few questions that could be asked about who she might really be com mitted to supporting while in office

For example, when she says “Asian buyer” and “Asian appli

cant,” is she referring to Canadian Asian developers, or offshore Asian companies who might be more in terested in simply exploiting oppor tunities for profit in Richmond rather than contributing in well considered ways to making life better for Rich mond, and Steveston, residents?

And, although we do not have of ficial numbers that would indicate occupancy rates in our city, we do know for certain that a distinct per centage of houses, townhouses and condos built in Richmond remain un occupied for most, if not all, of the year and it is therefore superficial reasoning to argue that allowing more such residences in Steveston would somehow make the Village more “vibrant”

Perhaps Loo should try turning the mirror around before she plays the race card

Man on trial for crime spree

A man is currently on trial for allegedly committing a crime spree in Richmond back in 2020

Taymour Aghtai is charged with sexual assault, sexual assault with a weapon, assault with a weapon, extor tion, unlawful confinement and possession of a firearm

These incidents are alleged to have taken place in Richmond on Sept 5, 2020

The trial is scheduled for nine days and expected to wrap up on Friday

Murder conspiracy charges

Three Metro Vancouver men are pleading not guilty and are going to trial on murder conspiracy charges connected to 2021 events in Vancouver, Port Co quitlam and Richmond

Richard Charles Reed and Seyed Naveed Mohtashamian are alleged to have conspired between Jan 2 and June 2, 2021 to murder Spencer Griffin at or near Vancouver, Port Coquitlam and Richmond, court documents said

Girl, 6, loses life after flu complications

Community members are mourning the sudden passing of a young Richmond girl.

Danielle Mei Cabana, 6, was admitted to the BC Children’s Hospital with flu symptoms and passed away

According to an Instagram post by her dad, Denis Cabana, Danielle caught the flu at the same time as her sisters, around Remembrance Day

She was taken to the hospital two weeks ago when she appeared to be still fighting the flu after her sisters had recovered.

Danielle was soon moved to the ICU where she was diagnosed with myocarditis due to the flu. She sub-

sequently received two heart procedures and began to breathe on her own, but ultimately passed away after suffering a “massive stroke” on Nov 26.

“While we may not be able to see or touch her again, her spirit and memories will live forever within her parents and sisters,” wrote her dad. “We will honour her life and make sure she experiences a full life through our eyes.”

A GoFundMe was set up in support of the Cabana family, which has exceeded the $75,000 goal as of Wednesday Richmond Jets hockey teams also remembered Danielle by taping their sticks with camouflage green tape, which was inspired by Danielle’s time camping and hunting with her dad. Danielle was a player for the Richmond Ravens.

Community members are encour aged to post pictures and share stories of Danielle.

“Pictures that we haven’t seen of Dani, that have come up over the past couple days have brought one of the biggest smiles to our face over this hellish time,” wrote Denis.

“I find myself incredibly worried that when the posts stop, she will be forgotten.”

Cyclist commits sex act in front of woman in public park

A Richmond woman is warning the public to be wary, after a male on a bike committed an act of indecency in front of her in a public park in broad daylight

The woman, who asked not to be named, said she parked her vehicle in South Arm Park’s parking lot which is close to the community centre and two schools on a Sunday afternoon to take her dog for a walk

She said she started to walk her dog into the park, heading towards the tennis courts, when she spotted the male sitting on the bike near the park entrance

The woman said she didn’t pay too much attention to what he was doing, at first, before deciding to turn back to the parking lot because her dog didn’t like the cold.

However, it was then that the cyclist began to follow her, cycling upside her and trying to catch her eye

“I became a little concerned as he was around two me tres away from me and within my personal bubble,” she told the Richmond News of the encounter on Nov 20

“I walked past my car and I started to cross to the other side of the parking lot to get away from him because

I thought maybe he wanted to rob me

“As I reached closer to the other side of the parking lot the male circled in front of me

“He was following me and he had his pants zipper down and was publicly violating himself.”

She said she was “shocked and scared and didn’t know what to do” so she picked up her dog and ran towards where she spotted other people.

“I made it to the fenced in dog, where there were two

women who told me to call the police.”

She said six police officers arrived in less than 15 min utes and it was then that she realized that her parked Tesla’s dashcam had recorded some of the incident.

The woman said she’s not sure whether the officers were able to track the suspect down and that, by yes terday, she hadn’t heard any update from police with regard to any investigation

“What I hope is that the community is warned about this pervert and to be on the lookout or wary of his po tential presence, ” she added

“I am also hoping the community of Richmond may be able to identify this male I had felt safe in my com munity and at South Arm prior to this incident, and (I’m) now traumatized and no longer wish to go to my favou rite park

“ South Arm is such a family orientated park I am worried this could happen again to a child ”

Richmond RCMP confirmed it was investigating the in cident and said the suspect is described as being in his early 20s, wearing a dark hoodie, khaki pants, and around 172 centimetres tall.

Anyone with information on the incident is urged to contact the Richmond RCMP at 604 278 1212 and quote file #2022 31943.

Jail time ordered for tax evasion

A Richmond man who taught people how to evade taxes has been jailed and fined for evading more than $120,000 worth of taxes himself

Eric Ho also known as Eric Siu Kei Ho and Pat Lee was sentenced to 30 months in jail and fined a total of $122,367 in B C Provincial Court on Dec 1

Ho was first charged in 2012 and failed to ap pear in court on March 5, 2012 for not report ing taxable income of more than $500,000 and for “counselling others to commit fraud in excess of $5,000,” according to a Canada Revenue Agency (CRA) media release

A warrant was then is sued for his arrest

However, the CRA said he “surrendered himself to custody” on Aug. 11 of this year and was granted release on bail on Sept 1

Ho “taught” people to evade tax es and received income from his work with Paradigm The agency described Ho and Paradigm as “tax protestors,” a term used for people who claim to be exempt from taxation

“From 2002 to 2010, Mr Ho taught interested individuals, known as ‘stu dents,’ the Paradigm theory which is based on the faulty premise that if an individual declares themselves as a ‘natural person’ they do not become a taxpayer under the Income Tax Act,” according to the media release.

Paradigm is a “fraudelent scheme that counselled peo ple across Can ada to evade taxes.”

He pleaded guilty on Oct. 6 to the two charges and will serve time in jail as well as pay 100 per cent of the tax he evaded ($122,367), the CRA said A CRA investigation report found Ho did not report taxable income of $582,641 for the 2004 through 2008 taxation years

He was also an “educator” with the Paradigm Education Group, a “fraud ulent scheme that counselled people across Canada to evade taxes,” reads

“Mr Ho received in come in his role as an ‘educator,’ includ ing through Paradigm materials sold, which included DVDs, CDs and books, on how to structure one ’ s affairs according to Paradigm theory ”

The CRA is reminding Canadians to be wary of “tax protestors” try ing to convince the pub lic they do not have to pay tax on earned in come

Between April 1, 2017 and March 31, 2022, there were 15 convictions relat ed to tax protestors, resulting in a total of $1,971,120 in fines and almost 30 years of jail time given to the public, according to the CRA

The court can order fines between 50 per cent and 200 per cent of the tax evaded, and a jail term of up to five years for tax evasion and up to 14 years for tax fraud

Parents sue son after being kicked out of family home

In a notice of civil claim filed at the Supreme Court of Brit ish Columbia, Yu Chung Chiu and wife Li Li Pao Chiu are asking to sell a family home in East Richmond’s Hamilton neighbourhood, where they currently live with their son, daughter in law and grandchildren

The Chius had lived to gether since 2013, even before son Simon Chiu got married

“As is common in their cul ture, the parties understood that (the parents) would live with Simon for the rest of their lives,” reads the notice of civil claim

The parents had raised Simon “since birth” and the Chius had a “loving and happy parental relation ship ”

During their time living to gether after Simon married and had children, the parents had “contributed their time and labour to the family” by cooking, contributing to household expenses and “fulfilling the essential role of loving grandparents ”

Trouble allegedly started brewing in the summer

However, according to court documents, trouble came to a head this summer when the parents’ relationship with Simon and their daughter in law deteriorated “for reasons unclear (to the parents),” and they were asked to move out

Simon and his wife allegedly took it upon themselves to “make the living situation intolerable” by disconnecting the parents’ Internet access, locking up the laundry room and pantry, and threatening to install cameras to monitor them According to the notice, the Chius had originally bought a house in Burnaby in 2013

The parents provided the initial down payment and Si mon was responsible for the mortgage, taxes and other expenses

When the family moved to east Richmond in 2018, their Burnaby home was sold, and Simon was put in charge of buying their new family home.

The parents had apparently contributed their “entire life savings” to the properties, and although the sale of their Burnaby home was supposed to fund their new family home, the parents later found out that they were not put on the title for the Hamilton home

“With their entire life savings tied up in the (Burnaby home) and now the (Richmond home), (the parents) have nowhere else to go.

The parties have reached an untenable living situation,” reads the claim

No response to the claim has been filed as of now

Vital supply lines are ‘stretched to the limit’

Part 2 of the story on homelessness highlights urgent call for help

“Getting the food is not the problem But we are stretched to the limit ”

De Whalen can’t praise Richmond’s small battalion of volunteer led faith com munities and the Salvation Army enough

After all, they are, with their patchwork of community meals one day here, one day there quite literally keeping the city’s street homeless population alive

Allied with one or two local business es, hundreds of hot meals pumped out weekly by the churches and charity and delivered direct by an after hours out reach worker to people living rough on the street

However, Whalen, as a member of the Richmond Food Aid Delivery Coalition which coordinates the vital aforemen tioned service, said the threads are start ing to show

“These faith communities are having smaller and smaller congregations, but they keep putting out all these meals,” explained Whalen

“We’re all just stretched to the absolute limit Food is not the problem It’s pro ducing it, making proper meals out of it, with volunteers

“We simply cannot rely on these volun teers forever It’s too much to keep on falling back on them, asking them to plug the gaps

“Luckily, we have the Salvation Army funding one position, Hugh Freiberg, as an after hours outreach worker.

“But he needs help The guy needs a day off ”

Pressure getting too heavy for volunteers

Much like after hours outreach worker Hugh Freiberg who told the Richmond News last week of the dire homeless situ ation on our city’s streets Whalen has been at the front of Richmond’s poverty line for many years, 15 to be exact

But the pressure on the faith fed sup ply line was so heavy a few months ago that, while collaborating with the Union Gospel Mission, Whalen asked if they could dig deeper into the situation and create a report to highlight the gravity of it all

“We asked them to do a scan to see what was out there, where all the help was coming from,” Whalen told the News

“The (Union Gospel Mission) know how stretched we are. That’s why they were willing to do an environmental scan of what’s out there and where the gaps are ”

That report, titled “One to Ten Minutes to Connect 2022 Inventory of Out reach Services in Richmond,” was pre sented last week to Richmond city coun cil by Whalen

The report and her pre sentation was subsequently referred to city staff for analysis

“We need people to re alize the seriousness of the situation We need at least two after hours street outreach workers,” she added

“Outreach is not Mon day to Friday The report pointed out that, if you re ally want something done, you have to measure it. So that’s what we started do ing with our stats

“We need to have a for mal mechanism to monitor the need go ing up

“It’s more dangerous out there than it has ever been There’s nowhere to refer (the people living on the street) to ”

Whalen said the report “gives us an idea of how to coordinate what we do have and shines a big light on what we need

“We needed something in black and white and now we have it. It’s there for all to see ”

Kudos to Richmond’s faith communities

The report acknowledged the many vol untary arms of Richmond’s faith commu nity, which supplies more than 16,000 meals a year for Freiberg to deliver in the dead of night to the city’s “street entrenched” population

They included the Sal vation Army and its food truck, Church on Five, Gilm ore Park United Church, the Kehila Society of Rich mond, St Alban’s Angli can, St Joseph the Worker Catholic Parish and Union Gospel Mission

As well as the faith com munity, Freiberg said he relies on the generosity of some local businesses, in cluding Riverside Banquet Halls

However, the report said it was “also evident that non profits and faith communities cannot sustain this work on their own

“Too much pressure is falling on indi viduals who have taken on the work as a volunteer or in retirement There is urgent need for sustainable funding, collabora tive strategic planning, coordinated im plementation, and trained mental health

workers to respond to needs beyond what a volunteer or outreach worker can manage

“Furthermore, a significant emphasis should be on street outreach work, where vulnerable people are currently found

“When we support people who are struggling to get back into stable situa tions, we lessen both human distress and the cost to our healthcare system ”

According to the report, Freiberg who told the News last week that the homeless situation is about to “blow up ” connects every day with around 70 people living rough in Richmond’s back alleys and under bridges.

The report estimates there are about 200 people in Richmond who live out of their vehicles and 1,000 more are housed “but at imminent risk of losing everything ”

It also referenced the latest “Homeless Count” in Richmond in March 2020 showing a 21 per cent increase over 2017, “tying for second highest increase in the Metro Vancouver region ”

“Many of these people would not eat without the daily meal deliveries they re ceive,” read the report, noting that many of them have addictions and/or complex mental health challenges

“As one outreach provider put it, ‘I’m a social worker, caseworker and pizza delivery guy ”

Gathering storm, a fall-out from covid

The report recommended there be more outreach workers to be available throughout all hours of the day, to take the pressure off the likes of Freiberg and the many volunteer led arms in the com munity

Meanwhile, Whalen said the situation is as “desperate as it has ever been ”

“Many years ago Hugh (Freiberg) came to ask for a few meals a week, 20 or so, to take to these entrenched street people

“It grew from 20 meals a week from St Albans, to over 50 meals a night There are times when Hugh reports back that he ran out of meals and had to buy food gift cards

“I think it has been a gathering storm; fall out from COVID, people losing their jobs and falling through the cracks; they can’t pay their rent and so on

Pool staff complain of eye, throat irritation

Staff at a Richmond city pool were complaining about health issues from the air quality, prompting the city to test out their sys tems

“It consistently meets all safety standards so, again, there is no risk to the pub lic,” Adams said. “We would never place staff or the public in an environ ment that would compro mise their health ”

Pool hours push up city budget a fraction

It looks like the Steveston outdoor pool will have extended hours once again next year a decision that caused the City of Richmond’s 2023 budget to go up slightly In their deliberation on next year ’ s bud get, looking at an increase of 5 88 per cent, Richmond city council decided to add 0 01 per cent $27,000 to con tinue extended hours at the popular out door pool

City staff reported the extended pool hours have been a success, but they were still not recommending doing the same this year Given the tight economic outlook and high budget increase, they were look ing for cost savings

City council, however, decided this item was worth adding in, despite the fact this year ’ s budget increase is more than two per cent higher than last year

A suggestion, however, from Couns Mi chael Wolfe and Carol Day to add an extra social planner at $150,000 wasn’t supported by the majority of council

The extra social planner would have fo cused on research planning to understand “the increasingly complex and diverse planning and social issues that impact Richmond’s most vulnerable,” a city staff report noted

Mayor Malcolm Brodie noted the budget already includes a poverty reduc tion planner and social equity coordinator, and he didn’t think the city could afford to hire yet an other person in this area

“From my point of view, that’s plenty in that area, ” he said “There will never be enough, but that’s all we can have this year, as far as I’m concerned ” Police, E Comm drive budget increases

Key drivers for increas ing the budget are higher RCMP and E Comm (9 1 1 service) costs, the latter of which will go up $1 million next year

Coun Kash Heed, who is a former po lice officer, former West Vancouver chief constable and former solicitor general, said the E Comm budget needs to be scru tinized

He has been appointed to the board of E Comm, replacing Coun Bill McNulty

“The due diligence has to be done with respect to what E Comm is set to do, what it was meant to do and how it can deliver a sustainable service to Rich mond,” Heed told council at the budget meeting

Two thirds of the E Comm increase is a result of a col lective bargaining agree ment with its union, while the rest of the increase is techni cal changes to its system

E Comm, which handles police, fire and ambulance calls, is being mandated by the Canadian Radio Televi sion and Telecommunica tions Commission (CRTC) to overhaul its system This will modernize large aspects of it like having the technol ogy to know where people are calling from and ex pand it to allow other emergency services to be included in the system

Of all the 9 1 1 calls that come to E Comm, about 63 per cent are for police, 31 per cent are for paramedics and six per cent are for fire departments

The City of Richmond is encouraging residents to submit an application to become a member of the new Richmond Accessibility Advisory Committee (RAAC) and serve for a two-year term The RAAC will act as a resource and provide advice to City Council to support the advancement of accessibility in the city so people with disabilities are able to participate fully in all aspects of community life.

Committee members will include citizen representatives who are either persons with disabilities and/or their families and caregivers, or who are individuals who have made substantial contributions to advancing accessibility

New heritage homeowner plans restoration

The owner of a heritage home in Richmond’s farmland would like to restore the building to its original condition, but has come across some hurdles planning a secondary home on the property

The architect working on the project, John Henshaw, said it seems “(Agricultural Land Com mission) law over rides every thing,” not allowing the owner to build a primary home for herself while restoring the original home

The plan is to restore the Eldstrom House at 9711 Finn Rd , built in 1912, to create a B&B or use it for some other tourism purpose, and build another home on the property for personal use by the owner

Henshaw said the Eldstrom House seems to be unusual in Richmond, and possibly in the

Lower Mainland, as an original farmhouse.

“It intrigued me because it’s rela tively untouched,” Henshaw said The house sits on five acres in the Agricultural Land Reserve (ALR) Part of the property is a tree farm and part is rented out for agricul tural use by a neighbouring farm

In July 2021, the provincial gov ernment changed the ALC Act to allow secondary homes of about 970 square feet on ALR proper ties if the principal house is small er than 5,400 square feet The Eldstrom House is about 4,500 square feet

The house has been added to, Henshaw said, but he thinks these additions would be quite easy to take off, reverting the house to its original form

Vinyl siding has also been add ed to the house and the windows have been changed, but, again, Henshaw thinks these are easy

fixes

In 1987, the City of Richmond designated the Eldstrom House as a heritage house, which means it needs a Heritage Alteration Per mit to make exterior changes

Discussions with city planners, however, have indicated the ALC could hamper plans for the sec ond house, Henshaw said, and he’s trying to figure out how it could be done

The house was assessed by De nise Cook, a heritage consultant, in 2000, and at that time the house was said to be in “ very good condition.”

In her assessment, Cook de scribes the house as “historically significant” to the area “because it has a connection to both the farming and fishing history of the area, and a particular association with the early settlers from Fin land who settled on Finn Slough but eventually were able to build houses on Finn Road ”

Furthermore, she adds, the loca tion in the Slough District is signifi cant because “it was one of the earliest farming districts on Lulu Island, and retains much of its ag ricultural character today ”

Steveston Tram, in Lego

Richmond’s resident “Lego Man” has released photos of his latest creation from the famous children’s brick.

Peter Grant recently finished recreating the historical Steveston Tram and barn, the real version of which sits proudly at No. 1 Road and Moncton Street Grant was commissioned by the City of Richmond to bring the tram and its barn to life in Lego.

A few weeks ago, Grant fin ished the 9,600 piece Steveston Buddhist Temple, which took

three years, on and off, to build Grant spends months and years sourcing the exact pieces of Lego from around the globe to make sure his creations are as close to the real thing as possible

He has been responsible over the last decade or so for recreat ing some of the city’s most iconic and historic buildings, using only the tiny bricks and pieces from the children’s favourite toy

His works include Branscombe House, Steveston Post Office and Canada’s original McDonald’s at No 3 Road and Granville Av enue, many of which are on dis play right now at the Steveston Tram barn

Gateway renos cost $2.2M

The City of Richmond is proposing to spend about $2.2 million to upgrade equipment at Richmond’s Gateway The atre.

An estimated total of $2,210,305 is needed for technical equipment upgrades, something that is long overdue for the local theatre, according to a city staff report.

Most equipment at Gateway is 20 to 30 years old and has been deemed “obsolete” and “unreliable” by city staff.

“Investing in this infrastructure will update the venue to current standards and technologies, plus provide both an enhanced experience and reduce the need to rent equipment for both Gateway Theatres’ productions and rental clients,” reads the report, part of the 2023 budget documents, set for final approval on Monday

Equipment upgrades would include base electrical and networking infrastructure, replacing sound systems such as wireless

microphones and audio consoles, two high-definition cameras in the lobby, two laser projectors and a roll-down screen, new theatrical lighting and safety rigs.

In the breakdown of the budget report, the upgrade project is expected to be eligible for the Department of Canadian Heritage Cultural Spaces grant funding, which could cover up to 50 per cent ($1.1 million) of the costs.

If grant funding falls through, a “revised proposal will be presented to Council for consideration and approval,” reads the city staff report.

Wildcats senior girls volleyball team wins provincial title

McMath secondary’s senior girls volley ball team took home the provincial champi onship title this past weekend

Raiders cheer team sweeps through Cheer Fest

The Richmond Raiders cheerleaders swept through the recent Vancouver Main land Football Leagues Cheer Fest with no less than nine awards

The 31 strong team made up of mem bers aged five to 17 won six first place awards at the event

In the atom division, they finished first in the five person stunt, first and second in the pairs and second in the full squad

In the peewee division, the team finished first in the five person, first and second in the pairs, and first in the full squad.

And in the junior bantam division, they finished first in the pairs

The team has been inspiring the Raid ers on the football field all season at their home games at Minoru

The Raiders team also won the coveted Spirit Award from the annual event in ad dition to their squad performances

With heavy hearts, the family announces the death of Bob, our husband, father, and grandfather Born n Vancouver, he grew up in West Vancouver with sister Jody and brothers Bryan and David (deceased) He attended school in West Van and developed many lfelong friendshps He met his future wife Lynn in his last year of high schoo He went on to UBC graduating with a BA and ater wth the hep of his wife Lynn, he rece ved his law degree, LLB Bob and Lynn married young and had four daughters: Teresa, Mchelle (Sean), Felcia (Jason), and Stephanie (Ted)

As a young athletc man he payed numerous sports, incuding basketbal and hockey He curled, skated, swam, water skied, and gofed He aso iked to hke and go boating He was very actve wth al hs daughters and even coached some of them in softbal He oved supporting hs chldren and grandchldren n al their actvties but especialy in ther sport of choice He could be heard in his booming voce cheerng them on, on the fied or n a schoo gym, “Here we go!”

Bob dabbled in poltics for a few years He became President of a Vancouver Consttuency Association He even gave advice to one candidate who later became Prime Mnister He aso became nvoved with the Federation of Law Socety program and helped to organze ther first crmna law program n Vancouver

Bob’s passion was for the law! He practiced as both a barrster and a soictor He worked for the Vancouver Prosecutors’ office from 1972 1976 He oved the drama of the courtroom He set up severa partnerships incuding DeBou, Hanson, & Sullvan; DeBou, Wood, Wong, Wexler & Maerov Bob worked at Campney & Murphy from 1986 1995, unti finally opening his own aw office n West Vancouver n 1995 He contnued to offer egal advice up to the very end, havng practced for over 51 years Despite havng an office in West Van, Bob chose Richmond as the community for his home and family

Bob worked hard but he aso partied hard He enjoyed eating and drinkng wel dinng out and dancng, books and movies, basketbal and hockey games, good wine and scotch He enjoyed many “hat partes” also potluck dinners with dear neighbours Most of al, he loved famiy ceebrations, BBQs, and Sunday night dinners
