Richmond escapes flight path changes

Proposed changes to flight arrival paths into YVR will not affect the residents of Richmond

That’s the message from Nav Canada in reference to its Vancouver Airspace Modernization Project (VAMP), which is aiming to enhance safety, increase aircraft efficiency, modernize procedures and ensure airspace structure can accommodate demand in the long run Nav Canada – a privately-run, notfor-profit corporation that owns and operates Canada’s civil air navigation system – said the proposed procedures would let more modern aircraft line up with the runways at Vancouver International Airport sooner, thus flying shorter distances, using less fuel and creating less noise for residents below Several Metro Vancouver communities – including Burnaby and South Delta –are learning of the possible changes to the flight paths and how it may affect

them

However, Jonathan Bagg, a Nav Canada spokesperson, told the Richmond News that Richmond residents are very unlikely to notice any changes in the skies above, due to the city’s proximity to YVR

“There are no changes because Richmond is in a part of the air space that is so close to the two parallel runways at YVR,” said Bagg

“Richmond is so close to those runways that the planes are already lined up (with them), so there is no impact to the area ” Bagg explained that the changes can happen because about 40 per cent of the aircraft currently flying in and out of YVR are equipped with RNP AR (Required Navigation Performance: Authorization Required)

“(It’s a) more advanced flight procedure that can be used by modern aircraft,” added Bagg

“Aircraft use roads in the sky and over time we have to update that infrastructure to make sure it meets new criteria

“It uses a combination of GPS positioning and flight management systems on the aircraft It allows us to create a three-dimensional path in the sky for that plane to follow ”

From an environmental perspective, Bagg said the proposed changes “afford a more predictable route It enables something called continuous descent operations, which allows a plane to descend on a continuous path, so it needs less thrust, compared to a conventional descent, as opposed to planes descending at stages, levelling off at certain altitudes

“Each time that happens it creates drag, resulting in engine and airframe noise ”

The new technology also enables some aircraft to perform so-called “curved segments,” said Bagg, which allows them to make a curved approach into YVR, as opposed to more angular approaches

“This allows us to minimize flying over residential areas, less fuel consumption, less time in the air, less GHG emissions ”

Infant death in Steveston

Emergency services were called to a hotel in Steveston on Saturday night after getting reports of an unresponsive infant

Richmond RCMP said it responded to the 12000 block of Third Avenue, near Moncton Street, around 8 p m on Jan 7 after receiving a call from Richmond Fire-Rescue, which was already at the scene with BC Ambulance Services

Police confirmed to the Richmond News that the patient, despite getting treatment from ambulance and fire department personnel, was pronounced dead at the scene

Although the police would not confirm the exact location of the incident, the Richmond News has learned that it happened at the Steveston Hotel

The RCMP is currently assisting the BC Coroner ’ s Services in the case

A spokesperson from the BC Coroner’s Services said they are currently “investigating one death” from this incident but cannot provide more information at this time

Accused dealer’s rights breached by police during arrest

A Richmond judge has determined that police breached an accused’s Charter rights when they arrested him for drug trafficking in 2020.

The arrest took place on April 17, 2020, when police stopped the accused for an alleged traffic infraction and arrested him for refusing to get out of the vehicle. Police then “forcefully removed” the accused from the car and searched him and his car

The accused was later arrested and taken to the police station as officers believed he was trafficking drugs, and various drugs were found on him after a strip search The accused was ultimately charged with four counts of drug trafficking Court documents do not state where the arrest took place in Richmond

During his trial in 2022, the accused told Richmond judge Bonnie Craig that the alleged traffic infraction was the police’s “ ruse for what was really a drug trafficking investigation,” and argued that the officers

had breached his Charter rights

A hearing was held in 2022 to determine whether the accused’s Charter rights were infringed, where Craig ruled that the accused was “arbitrarily detained” and police had conducted “unlawful” searches of the accused and his car

Craig also determined police had delayed advising the accused of his right to counsel

In the 15-page ruling, Craig noted that the officers’ testimonies about the purpose of the stop were “unreliable” for three reasons The first was the officers’ “inconsistent” claims in court that the accused was driving behind them with no headlights on.

The claim was proven to be false as one of the officers’ typed testimony to the Crown Counsel prior to the trial showed the accused was actually in front of them. Craig questioned why the officers gave the same evidence that was “clearly not correct ”

“An obvious inference is that the officers colluded on the grounds for the stop to justify an otherwise unlawful detention of (the accused),” she wrote, adding that the conclusion was “inescapable ”

Craig also pointed out that the officers did not write down any notes about the reason for stopping the vehicle, despite there being notes about the subsequent search.

The officers also claimed the accused’s headlights were off at least 30 minutes after sunset, which breached the law, but it was proven in court that they had stopped the accused just two minutes after sunset Photos of the accused’s vehicle at the scene after the arrest also showed the headlights were on, and the officers were unable to explain the discrepancy

The third reason that brought the officers’ credibility into question, wrote Craig, was their failed arrest of the accused one week before, when they didn’t find any drugs and had to release him without charges

Craig determined that the failed arrest was “at the forefront of (the officers’) minds” when they spotted the accused a week later, and their true purpose for stopping the accused on April 17, 2020 was to search him for drug trafficking evidence

Since the officers had breached the accused’s Charter rights by arbitrarily detaining him, their subsequent search of the ac-

cused was not authorized by law and was also a breach of his Charter rights

Craig also found that there was also an “unreasonable” delay by police in advising the accused of his right to counsel after his arrest The accused was stopped at 8:10 p m and placed in the back of the police vehicle by 8:15 p m , but he was only notified of his rights at 8:30 p m During that time, police had called paramedics as the accused complained of a dislocated knee

While it was reasonable that police didn’t advise the accused of his rights between stopping him and putting him in the police vehicle, Craig said there was “ no explanation” for the delays after that because “it would only take a moment for the officers to call for paramedics ” There were also at least four officers present and only two were searching the accused’s car at the time.

The accused was finally able to reach a lawyer after one hour, which was a “significant” delay that exacerbated the initial delay, wrote Craig. As such, the officers had also breached the accused’s Charter right to counsel

Those three words go a long way in characterizing the evolution of one of Steveston’s long-standing businesses which started out as The Arts Connection and has branched out into The Arts Conservatory and Renaissance Academy of Learning.

When Linda Shirley opened a small music studio in her home in the mid-1970s, she had dreamed of one day creating a much larger school that would open the world of the arts to youngsters across many different disciplines.

“I think keeping an eye on a long-term vision has been one of the keys to our success,” Shirley said. “And that meant knowing what I wanted, how I wanted it to be, and then figuring out ways to make it happen.”

It involved managing growth that initially scattered the school across different locations before coalescing in its current home near the southern foot of No 2 Road.

“It also required a lot of perseverance,” Shirley said, adding part of that was the challenge of overcoming societal barriers of being a woman in business

However, what makes Shirley most proud is not the beautiful new facility, instead it’s her school’s commitment towards community and volunteer work. Daycares are everywhere but what makes The Arts Connection unique is children are learning through participation and role modeling the importance of charity work.

“Children see through our actions, how they should behave when they grow up” Shirley said.

Through long standing initiatives that the school actively partakes in, Shirley shows that every act of kindness has a great impact on those who receive them and this process is not a singular event but continues as a commitment to society Shirley leads her school to advocate against domestic violence, create equal opportunity for all children to learn the fine arts, be aware of current events and ultimately champion those causes through diverse fundraisers.

All members of the staff, students and even family members participate and this forms a sense of community and camaraderie The Arts Connection is not just a school but instead is a place where community is built and long lasting passions are created.

First Nation’s land claim trial gears up for

A lengthy legal battle to determine who can claim roughly 780 acres of publicly owned land in Richmond has drawn to a close for now

The Richmond News previously reported the Cowichan Nation Alliance (CNA) was in court to claim an area of land near Triangle Beach, on the south arm of Fraser River

The CNA, made up of the Cowichan Tribes, Stz’uminus First Nation, Halalt First Nation and Penelakut Tribe, is also seeking the right to fish for food in the area

The CNA initiated legal proceedings in 2014 against the Attorney General of Canada, the Province of British Columbia and the City of Richmond The Vancouver Fraser Port Authority, along with Musqueam Indian Band and Tsawwassen First Nation, are also named as defendants

The Musqueam Indian Band and Tsawwassen First Nation both have rights to fish along the south arm of the Fraser River

According to court documents, the area in question is part of a traditional village and surrounding land, totalling about 1,846 acres, known as the Lands of Tl’uqtinus that was “exclusively occupied” by the Cowichan, including at the time Canada issued grants for those lands. The City of Richmond and Government of Canada denied this in court documents

“Our homeland was stolen from us We want the lands that are held by the government returned to us, ” Cowichan Tribes Chief William Seymour previously said in a press release issued by the CNA

David Robbins, one of the lawyers representing the CNA, told the News the CNA was seeking “ a negotiated reconciliation with British Columbia” for the lands

The parties are set to make their final arguments early this year

making dragon’s beard candy

It is then formed into a doughnut ring.

A small line-up of people has been spotted waiting every morning at a handmade candy stall in Richmond’s Aberdeen Centre ever since Lunar New Year festivities began. People have been lining up for dragon’s beard candy, a traditional Chinese snack known for its white colour and thin, hair-like threads. It’s similar to cotton candy, except it is filled with chopped peanuts, sesame seeds and shredded coconut.

The candy is thought to resemble a dragon’s beard with its long white strands which are made from melted sugar that is repeatedly stretched.

It is said that the dragon’s beard candy dates back to the Han Dynasty in China where an imperial court chef would only make and serve the sweet treat to the emperors of China during state banquets.

Kam Ming, a dragon beard candy master, has been making the delicacy in Metro Vancouver for the past 33 years.

In the past, his candy stall could only be found in Richmond during Lunar New Year and while the Richmond night market was open – although, he’s given up the night

market gig.

Ming told the Richmond News that making dragon’s beard candy has been a family tradition for * and he was trained in the art so he could take over the family business.

When asked how long it took him to learn the art, Ming said, “It took several years to master the skills to make it perfect,” adding that each step is difficult because strength, temperature and humidity all need to be accounted for when making the candy

“You have to pull the candy threads with a certain amount of strength, but too much can break them and too little you can’t create the strands well.”

The dragon’s beard candy is made from sugar or maltose syrup that is boiled down and cooled until it is solid.

Dragon’s beard candy chefs then repeatedly stretch and fold the ring upon itself within a container of corn starch or rice flour until it turns into paper thin strands.

The strands are then typically wrapped with crushed peanuts and sesame seeds.

Dying art

Ming described the process of making dragon’s beard candy as exhausting.

He didn’t say if it is due to the unending line-up of customers or because of the strength he needs to pull the candy, but retirement is on his mind.

While the process is mesmerizing to watch, it can be tedious to perform, and not many people are learning the art anymore, according to Ming.

“A lot of younger people don’t really want to do this type of art anymore because it is repetitive and physically demanding,” he said.

Many masters of this art form, Ming added, have long retired and if they haven’t yet they are definitely “growing older and losing the strength” to pull the candy now

Ming said he is unsure how long he will keep making dragon’s beard candy, but for now he “will do his best for this year’s Lunar New Year celebrations” at Aberdeen.

Superstitions, traditions abound for a year of fortune

Celebrating the Lunar New Year is more than just the having a family dinner and receiving red pockets, it is about preparing your home for a year of good fortune.

Preparations for the celebration begins as early as the 24th day of the 12th lunar month, Jan 14 this year, when families begin to clean their homes

Annual Herring Sale for the kids goes this weekend

The very popular annual and charitable Herring Sale returns to Steveston this weekend.

Organized by charity Fishermen Helping Kids with Cancer, the 12th annual herring sale will take place at Steveston Harbour Authority on Trites Road on Saturday, January 21 from 8 a.m to 2 p m

Later this week, a few herring seiners will be fishing north of Nanaimo and, depending on the weather, they hope to catch 50 tons of tasty herring for thousands of customers in Steveston and at the other sale in Victoria

Since 2011, commercial fishing industry has raised close to $1 million for kids being treated for cancer at BC Children’s Hospital.

Fishermen and key fish companies cover all costs of the event so 100 per cent of the funds raised at the sale go to the kids

Approximately 150 kids in B.C. get cancer every year – 80 per cent survive at least five years, with survival depending on the type of cancer and how far the cancer has advanced at diagnosis

“Fresh B C. herring pays for an iPad and video game system in every room on the oncology floor,” according to Kris Nakashima, spokesperson for the fishermen

“There is a big game library, music systems, snacks, toys, books, laptops, musical instruments, videos, Netflix and Disney+, special food and gifts for kids in the hospital over Christmas, and more.

“Chemo, radiation and surgery is tough on adults, let alone kids, so we do what we can to make kids more comfortable while they are at the hospital.”

The Province is proposing to replace the existing four-lane George Massey Tunnel with a new, eight-lane immersed tube tunnel, and will decommission the existing tunnel once the new tunnel is in operation

A section of one of our power lines crosses the Fraser River through the existing George Massey Tunnel, so we need to relocate it before the tunnel is decommissioned. We’re studying three alternatives that include both overhead and underground lines for this project

Blue Monday brightened up for seniors by students

It was damp, dreary and it was Monday Blue Monday to be exact

The third Monday in January was living up to its foreboding billing yesterday –right up to moment some Grade 11 and 12 Hugh Boyd students started randomly giving out flowers to seniors, to a backdrop of uplifting music, at the Minoru Centre and nearby public library

The students’ “flower flashmob” was all part of the social justice class’ Lift Project, which aimed to hand out 500 single-stem blooms outside the entrances of the seniors centre and library on Blue Monday

Blue Monday, for those unaware, is regarded as the most depressing day of the year, due to it being the aftermath of the holidays and when most people get their credit card statements.

But the students’ efforts certainly did the trick outside the aforementioned facilities, with spontaneous smiles appearing on the faces of seniors caught by surprise by the gesture
