Immigrants helped build Richmond
our society This, however, is an example of where a small immigrant group really contributed to the building of this community,” said Higo, organizer of the display
Kelvin Higo’s parents never talked about what happened to them in the internment camps while he was growing up.
Like other Japanese Canadians who returned to Richmond, they kept up a wall of silence and, instead, just continued to contribute to the community as they had before they were interned by their own government
Since the first Japanese arrived in Steveston in the 1880s, they have made significant contributions to the city despite their difficult experiences and have helped shape what Richmond is today
Many of their contributions have been chronicled and put on display at Richmond City Hall as part of Asian Heritage Month
“A lot of times, there’s a backlash about immigrants coming to Canada and the burden they pose on
The display spans 123 years, highlightinghowtheStevestonJapanese community helped build the first permanent hospital in Richmond, helped fund the first public school open to the whole community and built a seniors home in 2021.
The first permanent Richmond hospital was built by the Japanese community in 1900 at No 1 Road and Chatham Street The Japanese Fishermen’s Benevolent Society raised funds to build the 30-bed hospital after a typhoid outbreak
“It was based on the principle of ‘socialized medicine,’ and was open to everybody First Nations, Chinese, Caucasian, Japanese,” said Higo The hospital operated until 1942 when all Japanese Canadians were evacuated from the B C coast
The Richmond School Board was formed in 1902 but only children of property owners could go to public
school This excluded Chinese or Japanese children, who lived in cannery-owned homes
“But in 1922, the school board needed money to expand Lord Byng Elementary School, so they came to the Japanese community and said if they built two of the four additional classrooms, their children could attend the public school, and they agreed to that,” said Higo.
“It was the first Richmond public
school that was open to everyone despite race and property ownership”
The school soon reached capacity and required an expansion The province gave $20,000, and, once again, the Japanese community was asked to contribute in exchange for the use of the building after school to teach their children Japanese
A 14-room classroom building was built in 1930, the predecessor of the Lord Byng elementary of today
After being interned, Japanese Canadians were allowed back to the B.C. coast in 1949, but fewer than half of the Japanese Canadians who had previously resided in Richmond returned, including Higo’s family.
After coming back, Steveston’s
Japanese Canadians helped fund a new community centre, giving $15,000 in exchange for being allowed to have judo and kendo classes there
There are currently about 3,800 Japanese Canadians in Richmond
“Japanese are not very loud people They persevere and they’re very resilient,” he said
“I’m just really honoured to be following in their footsteps, and I want to honour them and showcase their work and their contributions A lot of people in Canada forget these contributions that made Canada into what it is today”

Thanks, good Samaritan and hospital emergency Slow down for construction
Dear Editor,
A belated thank you to community angels
On May 25 last year, I suddenly fell in front of the entrance of Richmond Centre, facing No 3 Road
A lady behind me quickly lifted me up and called 9-1-1 for me I was quickly sent to the emergency department at Richmond Hospital Without her quick action, I don’t know what I would be. I wanted to thank her in person
I called the police and asked for her name and phone number
However, since I didn’t have the case number and also due to privacy, the police officer could not find out who that lady.
It is almost a year to the date and I have recovered mostly,
except my right eye still needs some follow-up
I do hope I can see her again one day in the future and express my thanks to her
At the same time, I would like to take this opportunity to thank Dr. Shi and his team in the emergency department for giving me the care l needed on that day Dr Shi arranged all the specialists for me
I do want to thank him in person, but he is working in the emergency department and it certainly is a very busy place!
I don’t want to go in to disturb him and his team. So, please, accept my heartfelt thanks to all of you!
Eva Wong RICHMOND
Dear Editor,
In this last week, construction has started on Gilbert Road for a new line to the Lulu Island sewage treatment plant.
Most of my 47 years of work were spent at the side of the roads where you take your life in your hands with traffic failing to slow down and ignoring traffic control
Like Steveston Highway and Westminster Highway, the posted speed limit does not mean much.
Drivers are hell-bent on getting to work, their kids to and from school or just ignorant of the workers that have to work on the roadway
This is a great spot to enforce the construction speed limits and educate drivers on road safety.
ICBC is running a program along with their law enforcement partners to curb speeding in our communities
But I don’t see much of that in Richmond
I have contacted the mayor and council and the local RCMP detachment about road safety
None have responded as promised
It’s time for action as all other methods have failed

Award is ‘laughable’
Dear Editor,
Re: “Minoru centre wins provincial recreation award,” Online, May 10
This award is absolutely laughable
We are regular users of the pool and it is a lemon
The obvious areas: air quality so poor that the doors remain open during freezing temperatures outside, locks on lockers already replaced as they couldn’t withstand the moisture and chlorine (who knew?) and two of the massaging fountains in the family hot tub haven’t worked in months
And what of the heavily promoted “rain cloud”? I’ve seen it operate once Despite our frequent visits, every time we get the distinct feeling that the centre is still incomplete

Park drinking mulled
Richmond city council’s community safety committee voted to look into allowing drinking in city parks this summer.
The pilot project was suggested by Coun Kash Heed, saying it’s something that’s already happening in Richmond
Whilesomecouncillorsonthecommittee supported it albeit hesitantly Coun Bill McNulty spoke adamantly against drinking in parks.
send and cautioned it could encourage drinking and driving
Coun Carol Day, on the other hand, said it’s time to “get creative and make Richmond a little more fun.”
Furthermore, she said allowing alcohol consumption would support family events, given that many people live in condos and can’t host large family gatherings indoors
filter and fuel filters
Later, on Jan. 23, 2020, he was also found in possession of six-cartridge magazines for AR-type rifles without a licence
Aug. 9, ntenced ui/News
He said he didn’t want to be a “copycat,” referring to the fact most Lower Mainland municipalities such as Vancouver, New Westminster and North Vancouver, have allowed alcohol consumption in parks in recent years
“Just because someone else has done it doesn’t necessarily mean we have to do it,” McNulty told the committee last week
“I don’t want to be walking through a park or picnicking next to somebody who’s consuming alcohol,” he added.
McNulty further questioned what the message allowing drinking in parks would
“Let’s move on with the times and be more modern,” she said
Coun Laura Gillanders noted people have been drinking in parks “forever in a very responsible way” even though it’s against the law
“I don’t want our good law-abiding citizens to keep feeling like they’re breaking the law by doing something that’s very reasonable,” she added.
City staff were tasked with looking into creating a pilot project and reporting back to a future general purposes meeting

‘Angel’ lauded by mom
“Hereallyisanangel!Andanabsolutehero.”
That’s how the mother of a girl seriously hurt near Cambie secondary in February described Grade 11 student Tony Ly who rushed to the scene of the accident and immediately applied the emergency-responder training he’d received at school
On that day, Ly was at the school field waiting for rugby practice to begin when he heard a loud crash coming from Cambie Road He rushed out and realized there had been a bad accident and two Cambie students were hurt
Assessing the situation, he realized the “main patient” was bleeding profusely and needed intervention He wrapped his jacket around her head and applied pressure, all the while holding her head and neck in place, until paramedics arrived
While the situation was shocking for Ly, it cemented his desire to be a paramedic
“This whole case was the tipping point I want to help others as well,” Ly said, adding he plans to continue training at the Columbia Paramedic Institute in Langley
Ly is part of Cambie secondary’s Medical Science program, and he’s completing the first year of the two-year emergency responder program Students who successfully complete the program at Cambie can then apply to be licensed by BC Ambulance, which includes an exam, to work as a first-level emergency medical responder.
Cambie secondary is the only high school in B C that has a program that directly leads to
a paramedic career Students must apply to the program and they need to show a level of maturity and generally an interest in medical professions, explained the program’s teacher Alyssa Wood Some of her former students have gone on to nursing or physiotherapy.
A great first career in paramedicine
Being a paramedic is a great first career, explained Wood, who worked for one year as a paramedic and later became a teacher.
Herstudentsoftentakepartineventstoprovide first aid, gaining valuable hands-on experience, something that can’t be taught in a classroom, Wood said Treating actual injuries teaches them these are real people.
Ly has been at events like the CARHA hockey tournament.Sofar,he’streatedaheartattack, fainting, a broken wrist even a broken nose
Wood was impressed Ly was able to “disassociate” when he treated the students at the car crash as this is sometimes hard to do when you know the patient
“That’s not an easy thing to overcome,” she said, adding Ly remained “calm and cool”
While not all her students will become paramedics, Wood said “every single one of them will use these skills” in day-to-day situations.
Kaylee Paterson, whom Ly helped after the accident, has returned to school part-time.
“I am grateful for everyone that was there at the scene who saved my life,” Kaylee said. Her gratitude also extends to friends, family and the lacrosse community for their support and love, she said. Kaylee has been cleared to play lacrosse for the fall
The other student is healing at home, explained Cambie principal Marcy Timmins

Richmond keeps cool, while rest of B.C. bakes
Valerie Leung
While the rest of the province melted with record-breaking temperatures over the weekend, Richmond found itself as one of the coolest spots in the region.
Vancouver International Airport recorded temperatures in the lowto mid-20s with a high of 21 9 C on Saturday and a high of 23 7 C on Sunday, according to Environment Canada’s weather station
While these are higher than the average temperature of 17 9 for the month of May, it is still far from the
25 C recorded in 1973
However, the rest of B C saw severalheatrecordsbrokenthroughout Saturday and Sunday. Environment Canada recorded Squamish and Whistler hitting 35 8 C and 31 1 C, respectively, over the weekend. Meanwhile, White Rock hit 29 6 C, Agassiz34.7C,andFortNelson28.1.
The weather agency warned B C residents of incoming hot weather last week saying that temperatures would spike as high as 18 C above seasonal averages.
“Alotofwidespreaddailytemperature maximum records are going to break through this event There’s no doubt about that,” Armel Castellan,
a warning preparedness meteorologist with Environment Canada, told reporters last week
The forecast for Friday through Sunday in Richmond is in the low 20s Temperatures are expected to hit a high of 23 C and a low of 13 C over the weekend with files from Stefan Labbé
Richmond firms fined
WorkSafeBC fined two companies for repeated high-risk violations at their Richmond worksites.
R & M Gill Enterprise Ltd was fined $5,000 for exposing workers to fall risks of up to 30 feet while working atop a three-storey house.
Although workers were wearing fall protection harnesses, they were not connected to lifelines, nor did they have other forms of fall protection
The firm also did not have a written fall protection
plan and failed to provide workers with training and supervision to ensure their health and safety.
“These were all repeated violations,” reads the WorkSafeBC notice
Meanwhile, Juyi Construction also received a $1,250 fine for a repeated violation of failing to make sure guardrails were installed for workers framing and installing windows at a townhouse complex

Teacher being sued after botched experiment
A parent is suing a teacher and the Richmond School District on behalf of his child, claiming a science experiment at Jesse Wowk elementary wasn’t properly executed or supervised, causing injuries to the child.
Keson Mui has filed a civil claim in B.C. Supreme Court against school trustees, the school district and the teacher, asking for damages for future loss of employment and future care due to the negligence of the teacher.
Mui claimed that his child, a Grade 7 student, was on a school field in November
taking part in a science experiment that involved pressurizing a two-litre bottle of water with a bicycle pump The bottle was supposed to go 50 feet in the air but, instead, the suit claims, it launched into the child’s face.
Mui claims this caused retinal damage to the child’s left eye, partial blindness, pain and discomfort and psychological harm
Mui claims the teacher, Orson Woo, wasn’t supervising the experiment when the accident happened Furthermore, he claims the defendants allowed the child to do the experiment without proper instructions or training, didn’t provide adequate safety equipment, failed
to have a “safe and secure platform” and a safe launch mechanism for the experiment and didn’t seek parental consent. Mui also claims the defendants didn’t seek timely medical intervention Mui further claims the parents weren’t informed of the “true nature of the injuries suffered”
The suit alleges the teacher’s breach of the standard of care caused the injuries, and the school board is vicariously liable for the negligence.
The teacher is no longer at Jesse Wowk elementary.
The Richmond School District hasn’t filed a response to the suit None of the allegations has been proven in court.

Robots working in health care
A Richmond-based technology company has developed robots to help with health care, security and delivery tasks.
Axniix is hoping this new technology, developed with a Taiwanese robot manufacturer, will transform the health-care sector in Canada by supporting nursing staff and making sure patients are safe.
Axniix, at 12500 Vickers Way, revealed its new cutting-edge products on Friday.
At a demonstration, a “disinfecting robot” with a UV light on its “arm” moved around to perform tasks such as navigating the environment and disinfecting objects in the room including tables, plants and the wall
And a “security robot,” with a 360-degree camera and live feed connected to a phone app, patrolled the area to check for any missing items, unclosed doors or suspicious objects, and alerted the owner when security concerns were identified.
“Axniixisacompanythatbringsintothemarket whatever technology the market needs,” said Seleen Ly, COO of Axniix and daughter of the company’s founder and CEO Anderson Ly
The company has been operating locally for more than a year and is partnering with Taiwanese robot manufacturer Aeolus to bring the robots to the Canadian market
“In Canada right now, one of the biggest things that we think the market needs is the health-care robot that we have, with the shortage of nurses and caregivers,” said Ly.

Officer killed 123 years ago honoured
to investigate a case of stolen farm tools with his Newfoundland dog at his heels
More than 123 years ago, Richmond’s Chief of Police was murdered while investigating a farm tool theft.
Chief Const Alexander (Sandy) Main, a 35-year-old Scotsman who lived in Canada for 12 years, became a police constable in Steveston in June 1897
He was the only police officer on the force during a time when the municipality, which consisted of 350 residents, had difficulty retaining policemen, according to Richmond city Coun Bill McNulty, who has written about the murder
“Quietly authoritative, fishermen drunk or sober had deep respect for the firm manner in which Sandy Main occasionally handled the Saturday night brawlers,” reads an article by Cecil Clark from The Islander back in 1980
OnthemorningofApril14,1900,Main said goodbye to his wife and headed off
“Apart from a few dollars in his pocket, only other things he carried were the old-fashioned Beans handcuffs in his hip pocket, his badge and a notebook and pencil,” reads the article
“Asmunicipalfundsdidn’truntoauniform, he was dressed in his second-best blue suit”
Main never came home to his wife, and by Monday, “practically the whole township turned out to hunt.” His friend, Detective Thos H Wylie from Vancouver, wasamongthesearchparty
Wylie found Main’s body a day later by a cabin Under Main’s body were the remains of his dog.
“Cause of death were wounds that defied description. Even Wylie, experienced and hardened to scenes of brutality, paled at the sight of his friend’s body as it was lifted out of its grave,” reads the article
MainwasmurderedbyYipLuck, aman who was staying at the cabin with two
other accomplices Yip pleaded guilty to murder and was sentenced to die on the gallows on Nov. 16, 1900.
A “huge funeral” was held for Main in Vancouver, with Vancouver city policemen as his pallbearers
Last month, a plaque commemorating Main was unveiled at the Wall of Honour in Richmond RCMP’s Staff Sergeant Walter P Tyrrell Atrium Museum
“No one currently at Richmond RCMP was aware of Chief Constable Main’s story, and it may have been lost to history had one of the members not discovered it on social media recently,” reads a media release from Richmond
RCMP
According to Richmond RCMP, Main’s story was uncovered by local resident Scott Stewart while reading a book on capital punishment in Canada.
Stewart posted Main’s story on social media in April 2022, and was one of the main advocates for Main’s name to be added to the Canadian Police and Peace Officer’s Memorial in Ottawa.

Koreans visit RAPS
A delegation from a local government in Korea recently paid a visit to Richmond’s Regional Animal Protection Society (RAPS) to learn about their animal welfare practices. The nine-person delegation, which hails from Gyeonggi Province in Korea, was here to conduct research for an upcoming companion pet “theme park” in Yeoju city Mun Gi Chun, a member of the delegation, told the RichmondNews they’re visiting B C to see if there are any best practices they can adopt for the pilot project
Unlike Disneyland, the park is expected to consist of a cultural centre, a sanctuary for abandoned pets, an adoption centre and an area for pets and their owners to enjoy their time together
On Thursday, the delegation toured the RAPS Animal Hospital as well as the Cat Sanctuary, where they learned about RAPS’ no-kill policy

They’re there when you need them...
now it’s your turn to be there for them.
BC’s Hometown Heroes come to the aid of people in life-threatening situations every day. From rescue to recovery, BC’s front line workers and first responders—our fire fighters, along with the doctors, nurses and health care teams at Vancouver General Hospital are always on duty for critically ill and severely injured British Columbians. When you need help, these heroes respond.
Your Hometown Heroes Lottery ticket purchases support VGH & UBC Hospital Foundation, raising essential funds for equipment at VGH and UBC Hospital and GF Strong Rehab Centre to support specialized patient care and comfort.
Ticket purchases also support programs of the BC Professional Fire Fighters’ Burn Fund, including burn survivor support services and burn and fire prevention programs.
