“It was a complete massacre ”
Richmond resident and gardener Nancy Chen couldn’t describe her community garden plot any other way after she found it entirely dug up two weeks ago.
Chen arrived on Wednesday, May 31 at her flower planter box at Terra Nova Community Gardens to find her flowers, vegetables and plastic sticks stolen. Several other gardeners’ plots had also been vandalized
Chen had grown a variety of pansies at the community garden and even had a small bench made from driftwood in front of it until someone took everything including the soil
“I was sick to my stomach,” she said “It’s been happening every year, but this year has been the worst ”
Despite enjoying gardening in Terra Nova for the past 18 years, Chen considered walking away after this incident
“I was so discouraged that I was not going to plant any more flowers ”
However, Terra Nova’s garden community convinced Chen otherwise Urban Bounty, which manages the city’s community gardens, and other gardeners donated flowers and soil for her to restart
her planter, Chen said
“Everybody is so kind and supportive and it’s just amazing to have found such a community that help each other out ”
Urban Bounty member Grace Augustinowicz described the incident as “heart-
breaking ”
In 2022, five per cent of gardeners at Terra Nova Community Garden reported some thefts from their plot, explained Augustinowicz. However, she noted, there are some gardeners who don’t even report incidents
“You work hard all season to maybe grow that pumpkin or those tomatoes, and then
you return and they’re gone It’s heartbreaking and discouraging,” she said.
Not only have vegetables been stolen in the past year, gardening structures such as tomato stands and plastic domes have also disappeared
Augustinowicz told the Richmond News the community gardens are a public place, therefore, they can’t put up cameras or fences, things that gardeners have requested.
“The public space needs to be accessible at all times, not only by the public but any other community services,” she said “The cameras would be a little bit of an invasion of people’s privacy so it’s a challenge we have, and the city is limited in options to enforce or protect the area besides signs and reporting ”

We live in the Richmond Steveston area. When our family saw the proposal to build low-income housing in the vacant lot at the corner of Railway and Steveston, we were delighted
We were so glad there was a plan to use public resources to provide housing to low-income women and children, who would otherwise be homeless

14 fires deemed ‘suspicious’

Fourteen out of 30 fires in April in Richmond were deemed “suspicious.”
Statistics from Richmond Fire-Rescue show there were 12 accidental fires and four fires that couldn’t be determined whether they were suspicious or not
Of the 30 April fires, 18 took place outdoors, while only three were in homes and five in commercial/industrial buildings. There were two vehicle fires in April
In his report to city council, Richmond FireRescue (RFR) chief Jim Wishlove notes there was a wildland fire on Shell Road south of Highway 91 on April 10
The fire started in a makeshift structure that then spread to three trees
Furthermore, there were two hedge fires in Richmond in April.
The first one, on April 27 on Seacoate Road, was first reported as a porch fire, but later it was discovered that a hedge was on fire behind the property.
The second one was on Steveston Highway and turned out to be two hedge fires, considered suspicious by RFR.

Of the 30 fires in April, the vast majority fell into two fire hall response zones about 20 took place in city centre, the densest area of the city, which is covered by Fire Hall 1 on Gilbert Road and Fire Hall 3 on Cambie Road

Senior sent to hospital after crash

A senior visiting Canada was sent to the hospital with lifethreatening injuries after getting hit by a car on Friday morning
The senior was hit by a latemodel domestic pickup truck near Alderbridge and Elmbridge ways on June 9 around 6:45 a m , according to Richmond RCMP

Petition circulates against affordable homes

An affordable housing project in Steveston for women and children announced just two weeks ago already has its detractors, with someone circulating a petition against it.
The federal government and City of Richmond announced on June 2 the $9 1 million, 25-unit project on city-owned land at Railway Avenue and Steveston Highway
Steveston resident Mina Kaur was surprised when a few days later a woman knocked on her door asking her to sign a petition against it
Having affordable homes in the neighbourhood is an “excellent” idea, Kaur said, especially as the building will house women and children
“Aren’t they the ones who need the most help?” she said, adding without safe housing, it’s harder for people to get back on their feet
“I feel it’s such a smart move,” she said
Kaur was taken aback by the petition telling the woman she
wouldn’t sign it and she was concerned with what she felt was misinformation about the project and mischaracterization of the people it will house
The woman with the petition mentioned issues about parking and the preference for townhouses instead of apartments. But Kaur said, “the thing that was really disturbing was (her) saying it was for drug addicts” While the building will have affordable housing, with rents usually based on people’s income, Kaur said she takes issue with the fact that
poor people are being characterized as addicts
Kaur said she’s lucky to live in a neighbourhood with single-family homes on large lots, many built in the 1970s and 1980s.
Kaur recalls when a community garden was being planned on the greenbelt near her house. At first, she was hesitant as she was worried about parking issues In the end, she said, the gardeners have been respectful and there are no issues with the community garden She equates it to the planned af-
fordable homes whereby long-time residents are resistant to change something she said is “totally unfair.”
The building and applications to live there will be managed by Turning Point Housing Society, city spokesperson Clay Adams told the News It is being designed to be long-term affordable housing
The city is aware of the petition, Adams added, but they haven’t been formally notified of it
The location at Railway Avenue and Steveston Highway was chosen because it is city-owned land The funding from the federal government required projects to go ahead in an “expedited manner,” Adams said, and this lot met that requirement
Furthermore, the location is in a “family-friendly neighbourhood,” he added
The city has received a rezoning application from Boni Maddison Architects to rezone the property The half-acre property is currently zoned for a single-family home

Man gets almost 2 years in jail for road rampage

A man who smashed cars with an oxygen tank during rush hour in Richmond and caused a natural gas leak will be spending 23 months in jail
Kenneth Roy Preece, 56, had pleaded guilty to five charges related to three separate incidents that took place between the summer of 2022 and this spring
Richmond Provincial Court judge Diana Vandor sentenced Preece to the jail term on Wednesday afternoon, telling him that it was “necessary to separate you from society to keep the public safe. Nothing else seems to be working.”
Preece went on a meth-fuelled rampage on July 22, 2022 and
smashed at least eight cars on Steveston Highway outside Ironwood Plaza
He was then sent to the hospital where he threatened to kill five nurses, including a graphic threat to cut them from top to bottom
Six months later, on Jan. 9, 2023, Preece was seen throwing rocks through the windows of a commercial building in Ironwood Plaza and proceeded to crack a gas line during a standoff with police.
“In doing so, you created a lethal risk to everyone and everything in the immediate vicinity,” said Vandor
“You were lucky that you did not cause an explosion and that no one died”
Preece also smashed the windshieldof aparked car this April ‘Lengthy’ jail sentence necessary
In her decision, Vandor acknowledged Preece was a “contributing member of society” as a licensed electrician for most of his life and his criminal record started eight years ago.
“The last decade has been a difficult one for you,” said Vandor, adding Preece struggled with substance abuse and lost his job, his house and, most recently, his mother.
Preece apologized for his actions during the sentencing hearing and told Vandor he wished to spend his time in jail to get to a position where he would not repeat the same kind of behaviour
His early guilty plea was considered a mitigating factor for his sentence, but his “recent, related and significant” criminal record and the fact that he was bound by court orders at the time of the offences and he also endangered many innocent bystanders were aggravating factors.
Vandor decided a “lengthy” jail sentence was necessary to curb Preece’s “escalating” behaviour as he is now “committing random attacks that are all senseless, violent and dangerous to the public”
“Your criminal record demonstrates that you have serious issues managing your anger and tend to react violently to minor provocations,” she said, adding that prior convictions and court orders didn’t stop Preece from reoffending
She was also concerned Preece didn’t make use of mental health resources as directed by another judge who granted him bail in January
“Until and unless the root causes of your offending can be identified and addressed, the community needs to be kept safe,” said Vandor
As well as the jail term, Preece was given a two-year probation including conditions to stay away from Ironwood Plaza, not going to parkades without prior permission and not possessing or consuming alcohol and drugs except with a prescription. He will have to complete any counselling and other programs deemed necessary by his probation officer
Preece is also banned from possessing firearms and other weapons for 10 years following his release from prison, in addition to a lifetime ban for possessing any prohibited firearms or weapons
“Through this sentence, you will have the opportunity to put all of that behind you and enter your 60s with a fresh start,” said Vandor
Preece is currently serving a jail sentence for another conviction and will serve his 23-month sentence after he is done.

This May, I am proud to celebrate 10 years of dedicated service as your MLA for Richmond North Centre. It continues to be the honour of a lifetime to serve the community and represent you in Victoria. In that spirit, I would like to reflect on the critical issues that have shaped the past legislative session.
This spring, we have confronted significant challenges that demand immediate attention. The healthcare system’s shortcomings, the housing crisis, and the devastating impact of the toxic drug crisis continue to weigh heavily on our community.
As part of the BC United Caucus and as British Columbia’s Official Opposition, we have held the government to account for their promises and actions. We have pressed for improvements in healthcare, emergency services, and housing affordability, but the fight isn’t over We also continue to push for increased public safety on our streets, stronger support for the public education system, and supportive treatment for those suffering from addiction. Our relentless demand for results from the Premier is driven by the goal of achieving better outcomes for all British Columbians because we know that better is possible.
Looking ahead, my commitment to representing you and our community remains steadfast Together, we can create a brighter future by supporting one another, fostering unity, and working toward the common goal of a prosperous and thriving Richmond. My efforts to stand up against discrimination of all types continue. I am proud of the role I played in initiating Anti-Racism Education Day, which has now become Anti-Racism Awareness Week, observed each May.

On May 16, Richmond RCMP arrested eight people, six who were from Richmond and two from Vancouver, for allegedly shoplifting
One person who was arrested had three outstanding warrants
Those coming to Richmond are primarily coming on public transit, according to the RCMP Police recovered a variety of items in addition to the ice cream, including Tylenol, clothing and alcohol
One person was arrested twice in the span of 20 minutes at two different stores, Hwang explained.
“That is a definitely a repeat customer in our line of work,” he added
The targeted initiative was done by the Richmond RCMP Property Crime Unit who partnered with retailers and theft-prevention officers in various locations throughout Richmond.

Council flips in favour of bike lane

A three-metre wide bike/pedestrian lane along Steveston Highway will go ahead after all, despite being rejected a few weeks ago by city council
In a 5-4 vote, city council originally rejected a plan to increase the bike/pedestrian lane’s budget by $2 5 million after bids came in higher than expected.
The item was back on the table last week with various alternatives at an extra council meeting.
In the end, city council voted for the original plan of a multi-use pathway, which will eventually extend from Railway Avenue to Shell Road on the south side of Steveston Highway and which has funding from the province and Translink While the vote on Wednesday was once again 5-4, this time it was in favour of the project, with Couns Carol Day, Bill McNulty, Andy Hobbs and Kash Heed voting against it
The vote followed more than two hours of comments from the public, with the majority arguing in favour – including Richmond’s medical health officer Dr Meena Dawar.
“Let’s get on with it,” Dawar told city council, adding the multi-use pathway would be an “important investment into the health and wellness of Richmond residents.”
When the item was voted on a few weeks ago, Coun Laura Gillanders voted against it. This time, she voted in favour,
flipping the decision
Gillanders said her “biggest hiccup” was losing trees along Steveston Highway,
but she felt the “greater good” was building the pathway.
In the previous discussion, there was talk about building the multi-use pathway on Williams Road.
However, funding for the Steveston Highway pathway from TransLink and the province worth $5.5 million wouldn’t have been transferrable to another road, rather, the city would have had to reapply for this funding.

Minoru Lakes Park re-opens

After a year of construction, Richmond’s Minoru Lakes Park officially re-opened to the public on Friday
Issues with the lake and surrounding amenities at Minoru Park prompted a $3.1 million renewal project that closed the park in April 2022
The lakes were originally built in the 1970s, but water system failures resulted in poor waterquality,increasedtheuseofpotablewater, frequent maintenance and water leakage, according to the City of Richmond website
A newly constructed and designed pond now includes a cascading waterfall that “introduces oxygen into the captured stormwater runoff from the surrounding area,” reads the website
The deeper pond was designed to improve water quality, reduce water loss and create new habitats for birds, plants and other wildlife species.
New benches, picnic tables, a boardwalk with seating areas, a bridge and more accessible pathways have also been erected in the area around the lake

Richmond city council has rejected seven board members of the Richmond Olympic Oval Corporation, recommended to be appointed by city staff This includes board chair Dennis Skulsky and other long-time board members
At last week’s city council meeting, the recommendation to vote in these board members was rejected by the majority on city council Coun. Carol Day suggested instead the issue of board members be referred to city staff to look at a public process for finding board members
“I think we’re going to get a lot of interest (in a public callout),” Day told city council

Two very deserving charities are a little better off this week after the third annual Women’s Golf Day at Mylora Executive Golf Course in Richmond
Last week’s event founded and organized by Richmond golf coach Shayain Gus raised $2,250 for First Tee BC (specifically for the Girls Golf Programming) and Girls Who Leap, a non-profit, volunteer-run society that provides leadership and mentorship opportunities
Dozens of golfers of varying abilities enjoyed near perfect golfing conditions, as well as sponsors’ gifts and refreshments, during the nine-hole scramble, with 100 per cent of the money raised going to the aforementioned charities
“This is my gift back to the game and the community,” said Gus
“I get my family involved as volunteers, as coming from an immigrant family we never thought we were allowed on the golf course

Carol Rennie, a retired educator in her late 70s, first met Orval Chapman about 20 years ago when she went to check out local volunteer opportunities.
Chapman,anonagenarianandretiredteacher, founded the Richmond Oxfam Committee in the early 1970s. In the early 2000s, he was looking for more volunteers to join his team
“Orval followed up with me and invited me to a meeting, and, well, I guess the rest is history,” recalled Rennie.
Visceral images of the Nigerian civil war plastered all over newspapers during the late 1960s had left an impression on both Chapman and Rennie and eventually brought them together on a philanthropic journey
“I’ll never forget those pictures of… those starving children from Biafra,” said Rennie In fact, Chapman was inspired to start the Richmond chapter of Oxfam when he met a representative while attending a food drive to be airdropped to areas in need
“I’m a Christian. We’re supposed to love our neighbour,” said Chapman His reluctance to
see people suffer has been the main motivation for him throughout the years
While Rennie doesn’t consider herself to be a believer, she shares the same conviction to help people who are less fortunate
The committee has remained small but mighty since its first meeting at the Richmond Presbyterian Church five decades ago
Nowadays, Chapman and Rennie are the two main forces behind all fundraising activities They have managed to raise more than $57,000 over the years, including more than $10,000 from last year’s walkathon.
Mutual respect secret to a long friendship
Chapman and Rennie have dedicated themselves to helping many international causes over the years with initiatives such as walkathons, mail collection, musical evenings and dinners. They also never hesitated to pitch in for local causes
“Orval and I are both interested in social justice issues overall,” Rennie told the Richmond News,adding thetwohavespokenagainst the Site C dam as well as in support of feminist issues.
One of their most vivid memories is participating in the Salmon Festival parade with children dressed up as vegetables to raise awareness about food insecurity
The two have had their fair share of conflict, such as a disagreement over whether they should be spending money on printing posters, as well as sometimes spurred on by their “polar-opposite” personalities However, their mutual admiration has been integral to the long-standing partnership.
Chapman’s perseverance has also inspired Rennie He fell ill after surviving a serious accident, but he never gave up on his philanthropic pursuits
“I wasn’t sure if he would ever be able to resume the same level of activities that we did before AndIguessinaway,he’sjustnotquite (at) the same level, but he’s certainly persevered,” said Rennie.
As for Rennie, Chapman also speaks highly

“Carol’s easy to get along with We might not agree on everything, but she’s been so helpful,” he said, adding Rennie has been integral in coming up with fundraising ideas and incorporating technology into their work
Until recently, Chapman would write donation appeal letters by hand and get them photocopied near his house Now, Rennie helps him type out the letters, which helps reduce the physical and financial pressure on him
“You were saying how much you liked me,” said Rennie, when Chapman lost his train of thought, to which Chapman said, “Very much!”
Hoping to reach $15,000 this year
The duo will be embarking on the annual Richmond walkathon on Saturday, June 17 to support Oxfam Canada’s hunger and famine fund The walkathon started around 2009 and a virtual component was added during the COVID-19 pandemic.
This year, their goal is to raise $15,000

An incredible $270,000 was raised for the Richmond Hospital Foundation at its annual golf tournament and dinner at Richmond Golf and Country Club
Fighting a freakish gale-force wind, a packed golf course enjoyed otherwise glorious playing conditions, with every hole bedecked with a sponsor

Gulf & Fraser, is one of the foundation’s signature fundraisers
Once all the golf was played, an evening reception on the clubhouse balcony was followed by a dinner and auction, hosted by celebrity Fred Lee for more than 200 guests

The dispenser has been at the Steveston Outdoor Pool since it opened on May 20, and the second one was there for swimmers when the South Arm Pool opened on June 10

It is with much regret and sorrow that we announce the passing of our beloved husband, father, grandfather and friend. Lorne passed away on Tuesday, June 6th, at his home in Richmond. He was born in Winnipeg, and although he missed family and friends, he loved his Vancouver. Lorne retired from C.P. Air at 65, returning to work as a purchaser for Coopers and Lybrand, a job he loved. Lorne is survived by his wife of 64 years, Patricia (Burns), daughter Karyn Clarkson, and son Kevin Baker. He had four grandchildren who loved their grandfather. There will be no funeral at Lorne’s request. Sleep tight, love, until we meet again. Will love you forever.

Wendy was an incredibly ndependent woman and goa oriented She raised us in Deep Cove and we made the move to Rchmond after 6 years in The Cove
During those years she sewed most of our clothes and was a very talented seamstress As we got older she became a Coumnist for a ocal paper Mum loved to dance and in her young years was a balerna She is responsible for all three of us becoming avid readers and gardeners with a high standard of work ethc Thanks Mum She was a giver to charty and The Smle project was important to her to help chidren with cleft ips
Wendy is predeceased by both her parents George and Doris (Margaret) Service; and her brother Geoff Service who passed recently We hope they are al together now She always beieved there was more on the other side
