New crosswalk at school defaced four times
VIKKI HUI
vhui@richmond-news
comHomophobic comments and symbols have been spray-painted at least four times on a rainbow crosswalk, installed at Palmer secondary just last Tuesday
This came during Pride Week, which was celebrated across Richmond from July 31 to Aug 6
Photos submitted to the Richmond News showed every corner of the crosswalk vandalized on Wednesday
It was then defaced again on Thursday and Sunday after painters had covered the graffiti
The crosswalk was seen surrounded by yellow tape and cones when a reporter from the News visited the scene. Various slurs and comments were written in black paint over the fresh coats of paint
According to a witness, the crosswalk was vandalized at least three times within three days of its installation
The News reported last week that Richmond School District arranged for additional security to patrol the area.
The school district is also “maintaining close cooperation with law enforcement to aid in their efforts,”
said spokesperson David Sadler
“When incidents of this nature are brought to the district’s attention, they are addressed immediately in accordance with the district code of conduct,” he added.
Richmond RCMP has yet to identify a suspect
“Despite most of the schools be-
ing closed for summer holidays, our Youth Section team members have been in contact with the school providing necessary support and continue to conduct proactive patrols in the community,” said Sgt. Gurbir Mondair, Richmond RCMP spokesperson
The Palmer secondary crosswalk is
not the first to experience vandalism in the city.
Last year, the rainbow crosswalk on Minoru Boulevard was spraypainted with an “X,” sparking disgust from the community
Pride Week celebrated
The City of Richmond put on several events during Pride Week, as well as flying the Progressive Pride flag at city hall for the first time.
This followed the first-ever Pride Walk held in Richmond, which took place on July 29 in Steveston, organized by Richmond-Steveston MLA
Kelly Greene
In addition to several hundred community members, B.C. premier David Eby and local politicians joined the procession
As part of the week’s celebrations, a group of young people were at Brighouse library repainting the stairs on Thursday for the fifth year in a row
The stairs are painted in rainbow colours the symbol of the LGBTQ community
They were first painted in 2019, but because it’s done in tempera paint, it needs to be redone every year, and the Richmond Arts Centre makes it part of the city’s Pride activities.
Richmond youth were repainting the library stairs in rainbow colours to celebrate the LGBTQ community Maria Rantanen photo
The event gives visibility to the LGBTQ community and gives voice to youth, explained Rachel Lui who is the summer lead for the Richmond Arts Centre
The young people were joined by Greene who painted the bottom stair in purple with files from Maria Rantanen
Drug trafficker fails in sentence appeal
VIKKI HUI vhui@richmond-news.comA man who helped run a “sophisticated and high-volume dial-a-dope operation” out of a Richmond luxury condo lost his bid to overturn a 10-year jail sentence
Billie Onare Kim of Burnaby was sentenced last year after beingfoundguiltyof14chargesincludingpossessingillegal drugs for trafficking and possessing illegal firearms
A multi-agency police raid of a 12th floor unit of the River Green luxury condo near the Richmond Olympic Oval in 2017 revealed Kim to be “a decision maker and ‘middle management’” in the operation named “Green Planet,” which trafficked heroin, fentanyl, cocaine and methamphetamine in Richmond, Delta and Vancouver
Police seized drug paraphernalia, illegal firearms and cash. The seized drugs were valued between $50,000 to $68,000
Kim, who was 37 at the time of sentencing, was linked to the Red Scorpion gang.
Kim claimed the original judge had given him a harsher sentence than that for similar or more serious offenders
According to Kim, the leader of Green Planet and another co-accused who played a similar role received shorter sentences for relevant charges
The Court of Appeal judges disagreed, finding Kim failed to show the original judge made a mistake. Kim’s appeal was ultimately dismissed
Defamation costs company $1.5M
VIKKI HUI vhui@richmond-news.comOne of B.C.’s largest traffic control service companies, Valley Traffic Systems (VTS) has to pay $1 5 million after its defamationcampaigncausedacompetitor to lose out on a BC Hydro contract.
VTS and Richmond-based Ansan Group were competitors a decade ago for commercial dealings including a multi-year traffic control contract with BC Hydro and a contract involving Telus
In mid-2012, Ansan Group employees found a series of defamatory publications posted online and on Telus’ ethics complaint webpage about the company and its owner Raoul Malak The publications were also sent to then-Premier Christy Clark and the minister responsible for BC Hydro, Rich Coleman
VTS won the BC Hydro contract in 2013 and Ansan Group and its owner took VTS to court for defamation Remon Hanna, a former Ansan Group employee who “left on bad terms” and began working with VTS, was found to have used a pseudonym to write an article, a poem, a Telus Ethics Line complaint and an email to government officials targeting Ansan and owner Malak
Between 2013 and 2018, VTS paid Hanna around $500,000 per year as a contractor, a total of $2.4 million.
VTS and Hanna were found liable in 2017 of defaming Ansan Group “with the intent of achieving an unfair competitive advantage”
According to VTS owner Philip Jackman, BC Hydro was “disgusted and wanted to end the contract as soon as possible”
VTS later appealed and a new trial was held this year.
In a judgment issued last week, B C Supreme Court judge Andrew Mayer found Jackman and VTS vice-president Trevor Paine worked with Hanna to defame their competitor Judge Mayer rejected VTS’s attempt to cut ties with Hanna and claim he was acting on his own He found VTS’s testimonies were not credible as they were inconsistent and at times defied “business logic or common sense” He did not believe Hanna was hired “solely as a strategic partner.”
VTS’s decision to hire Hanna “despite a dearth of qualifications or resources”
was suspicious, said Judge Mayer, who determined VTS knew Hanna was behind the defamatory publications
He added VTS had disseminated links to defamatory websites on purpose by sending separate emails with the links to VTS staff, the City of Langley and a union official, rather than engaging in “simply unprofessional gossip”
“Sending these emails to such a broad group is not consistent with an innocent and ill-conceived exercise in gossip or joke-telling amongst close friends or associates,” wrote Judge Mayer
JudgeMayerultimatelyruledthatVTS’s owner and vice-president both worked with Hanna to defame their competitor Furthermore, VTS is liable for their conduct and has to share the burden of paying damages along with Hanna
He awarded Malak, Ansan Group’s owner, $500,000 in general damages and an additional $200,000 in aggravated damages to reflect “the particularly high-handed,spiteful, maliciousconduct ofMr Hanna,Mr JackmanandMr Paine and the resulting distress, humiliation, indignation and anxiety experienced by him” Ansan Group, on the other hand, will get $300,000 in damages
VTS, Hanna, Jackman and Paine will also have to pay Ansan Group and Malak $500,000 in punitive damages
Fire rips through townhouse
VALERIE LEUNG vleung@richmond-news com
A fire last week on Cook Road destroyed a townhouse unit and damaged two others Richmond Fire-Rescue crews responded to reports of smoke coming from the roof of a townhouse in a complex on Cook Road on Tuesday, Aug 1
“Crew immediately began attacking the fire aggressively, we started evacuating the rest of the building and protecting all the areas that hadn’t caught on fire,” said
One townhouse unit was badly damaged in a fire on Cook Road last week
Valerie Leung photo Jim Wishlove, Richmond FireRescue fire chiefThe fire was contained to one townhouse unit but two other units had “significant smoke and water damage”
No injuries to residents or staff were reported
However, one family pet passed away from the smoke.
The building, Wishlove added, was under security as the investigation into the cause of the fire was ongoing Wishlove told the Richmond News the tenants of the three units were fortunately covered under tenant insurance, which will cover much of the remediation work
Cones block roads at night
VALERIE LEUNG
vleung@richmond-news com
Two similar incidents of cones blocking Richmond roads at night with masked people standing nearby have put residents on guard. Around 2 a m on July 29, a female driver came across cones blocking the road near Westminster Highway and Blanshard Drive, in Terra Nova
The driver got out of her car to move the cones when she noticed three people, described as “men dressed all in black, wearing what appeared to be gas masks,” standing around, explained Cpl. Adrianna O’Malley, Richmond RCMP spokesperson
One of the men started walking towards the driver so she got back into her car and drove away, all the while seeing the three men “moving in her direction,” according to police
In a similar incident on the same night, Richmond RCMP responded to a report of a “suspicious circumstance” shortly after 2:30 a m where six young people were seen setting up cones on No. 1 Road near Westminster Highway, again blocking traffic
Police were told motorists moved the cones and drove through but noticed the youth moved them back onto the roadway
“Richmond RCMP front-line officers attended and located cones and a shopping cart on the roadway,” said O’Malley But, by the time police arrived, the youth had left the area Police believe the incidents may be linked based on the time, method and area
“Richmond RCMP recommend if you come across any suspicious circumstances, such as this, to get to a safe location and report it as soon as possible to police”

Hamilton family drives daily to city centre for kids’ activities
VALERIE LEUNG vleung@richmond-news com
One east Richmond family is driving at least eight times a week into city centre to take their kids to sports activities.
The Chin family, who live in Hamilton, wonder why there aren’t more sports facilities where they live
Norm Chin and his sons, who are big hockey fans, said the family has to drive into Richmond City Centre for sports-related activities because there isn’t space for many activities at the local community centre
Hamilton community centre has one fitness centre and one shared gym connected to the elementary school
The community centre in the same building as the elementary school hasn’t been expanded since 2010.
The Chin family described the fitness centre and gym as “small and cramped.”
When asked how often the family drives to city centre for sports lessons, Chin said
at least eight times a week, some days back and forth twice a day
Chin, who moved to Hamilton two years ago, said nothing much has changed including the development of the neighbourhood amenities
“It remains a friendly community but lacks any progress in development,” he said
“It seems the focus is mainly on developing new housing”
Chin said a larger fitness centre, and an indoor court and gym would get more families out and active
“We, personally, would love to see a swimming pool and an ice rink built nearby, but that’s wishful thinking,” he said
The City of Richmond has a long-term plan to build an athletics track and field, synthetic turf infield and a synthetic turf sports field in East Richmond and Hamilton, estimated to cost $18 million
However, there is no exact timeline for these facilities
As a former ice hockey
coach in Asia, Chin emphasizes sports are crucial for children’s development; howev-

er, without appropriate-sized facilities, this can’t happen “Having better facilities
closer to Hamilton would definitely bring our community closer as we would see more of our neighbours and friends, (and) building stronger bonds (with) neighbours.”
Chin said it feels like Hamilton is an “after thought” when it comes to city planning and major concerns
But city spokesperson Clay Adams said facilities are built
to meet “a regional need,” therefore, the central location of existing facilities best serves the whole community Furthermore, facilities are built “based on population growth and community need” Hamilton and east Richmond have been identified for “future growth” as more people move there, he added.
New northern Chinese steamed bun draws crowds

A new restaurant selling freshly made steamed buns and other northern Chinese breakfast items has opened its doors at the Yaohan food court and is seeing long lineups since its opening.
Lydia Li, owner of Chinese Baozi Master, told the Richmond News she was the owner of four steamed bun restaurants in Dalian, a city in northern China
After moving to Canada post-pandemic, she decided to open a steamed bun restaurant here to bring an authentic northern Chinese breakfast menu to people in Richmond
“Dalian is a tourist city and there are touristsfromalloverCanada Myrestaurantswere very popular there so I knew my food was well-liked by people from different regions,” said Li.
“After coming here, I thought there was a need for a more authentic Chinese breakfast, so I opened one myself.”
All the buns are freshly made in-house using “traditional recipes,” according to Li
