Academics and well-being both as important: Superintendent

The new superintendent of the Richmond School District, Chris Usih, has hit the ground running

His goal is to visit every school in the district in the month of September, and this started the first week school was back

And what he’s seen so far has impressed him high academic success, high expectations from parents, but also a focus on personal well-being Usih said he’s seen “rich programming” throughout the school district and a “commitment to excellence.”

But that doesn’t mean he will be resting on his laurels, rather he has been poring through data to identify what questions need to be asked to ensure every student is successful

“I don’t think we’ll ever get to a place where we say we’re perfect,” he said.

SD38 ‘just the right size’

Usih’s first teaching job was with an Indigenous community in northern Manitoba, but he then moved on to the Toronto school district where he was a teacher and held various administrative roles before moving west Before coming to Richmond, Usih was the chief superintendent of schools in Calgary for about five years

Coming from large school districts, Usih called Richmond “just the right size”

“Just that sense of community is what’s exciting,” Usih said “Everyone that I’ve met so far has a real commitment and passion for the work that they do”

The weekend before he sat down with the Richmond News, Usih had been looking through school district data.

He hopes to continue building on the strong programs he’s seen so far, using evidencebased information and data to ensure “every student has the best chance of success”

“If we have the right data, we can ask the right questions,” he said “If we don’t have the right data, then we’re just guessing” Academics, well-being equally important

But, how one defines success can differ and Usih sees two pathways: academic success and personal well-being Traditionally, success

was measured in the former, but increasingly educators are focusing on the latter as well “We want every graduate from Richmond to experience both,” he said Besides, how students experience their time in school is just as important as what they learn. Usih said his former students would come back to him, not remembering a lesson in calculus, rather remembering how he did something different on Fridays as a sendoff for the weekend

After graduation, students talk about those things that contributed to their emotional well-being, things that brought them joy and the caring adults in the schools, Usih said “It never ceases to amaze me, like adults, students remember those inter-personal relationships,” he said “It’s what resonates with them many, many years after they’ve left us”

As for his personal philosophy, Usih believes education should be grounded in equity and collaboration The concept of equity, however, doesn’t mean every student gets the same thing, rather, every student gets what they need

“Every student should have the best opportunities despite their personal circumstances,” he said

A significant number of Richmond graduates go to post-secondary, Usih noted, and that’s the goal of the school system But this isn’t necessarily a four-year university degree, Usih said, rather post-secondary can be skilled trades training, a college program or an apprenticeship While there’s an identified skills

gap in various sectors, there will also be jobs in the future that aren’t even envisioned yet Therefore, teaching students “soft skills” like problem solving and collaboration are even more important today

Young people are “very bright and quite creative,” Usih said, and they have problem-solving potential because they don’t necessarily think linearly

It’s no longer enough to do well on tests. While a grounding in the basics is still important, problem-solving and applying knowledge gained through book learning will be key for today’s youth to tackle the “complex problems” they’ll face in their lifetime, including a changing technology and climate change

In fact, just on the second day of school, Usih visited Burnett secondary where students were debating current issues Instead of being told to read something and write a test on it, they had to read and come to school ready to take a position and debate it

Even if they’re using the Internet or AI for research, when they have to argue their position, they are using data to back it up

“It’s not a concern that they’re using technology to drive their argument, now they’ve taken a position and they’re going to substantiate their position on evidence that exists,” Usih explained.

There is still a need for basic knowledge, but it needs to be combined with critical thinking to “elevate” the information and have a “serious conversation” about it.

“It’s not this or this, it’s both,” Usih said

Traffic cam license ban favours criminal few

When is a camera not a camera?

Richmond councillors were asking that very question on Sept 12 at their most recent community safety meeting

It seems dash cams and home doorbell cameras are completely legal to be used as evidence in court for criminal activities

But traffic cameras around the city are not to be used at any time to help identify criminals or their vehicles except unless you happen to do the heinous crime of running a red light, then you are fair game to be identified

The BC privacy commissioner, in their wisdom, say that the police cannot use those very same red-light cameras to identify child

During the hot spell, I watered my potted plants every other day and now I water 2-3 times a week I try to use as little water as possible

Why do I do this ?

So my neighbours can water their lawns with their automatic water sprinklers at 10 p m at night, even if their home has been empty for months, and for neighbours to be able to wash their cars and their driveways.

I am so happy I am a good neighbour

1912 store could be hotel

A building in Steveston from 1912, which has served in various capacities from a dressmaker’s shop to an appliance store, might be turned into a 10-room hotel with two storeys added to it

The building at 3831 Moncton St at the corner of First Avenue survived the 1918 fire that destroyed much of old Steveston. Eric Law Architect has applied to the city to conserve the existing front of the building which includes a false front and to add two floors in order to build the hotel.

Because it’s a historical building, the architect has applied for a heritage revitalization agreement.

Documents show it was owned by “Ikeda” in 1922whileotherdocumentsshowitwasused as a dressmaker’s shop where Lily Ikeda, sister of Teruhiko Ikeda, worked.

Teruhiko was expecting to be interned in 1942 at which time there was discussion about leases on his two properties He was eventually interned to Picture Butte, Alta., close to Lethbridge

The Moncton Street building was sold to the wife of a Steveston shopkeeper, Ethel Fisher, for $1,275 in 1944 while Teruhiko was

interned Its assessed value at that time was $2,065 and its taxable value was $1,280.

Records from the Japanese Claims Commission, which took place in Lethbridge, Alta afterthewar,A G Virtue,whowasrepresenting Teruhiko, noted another store on Moncton Street, valued at $3,200, also sold for $1,275 Teruhiko also owned a house on Chatham Street, which he bought in 1926 for $800 This sold in 1944 for $582.

The Moncton Street store was long run as Ray’s Dry Goods and then later it became Budget Appliances.

RCMP made 100 photo requests

The RCMP has requested footage from the city’s traffic cameras more than 100 times already this year

The City of Richmond installed 110 closedcircuit cameras last year at intersections throughout the city

Currently, the traffic cameras capture lowresolution video, as mandated by the privacy commissioner, and, when they were set up, city staff said they could be used for analyzing traffic data

Richmond city council is planning to challenge the privacy commissioner’s ruling in an attempt to have high-resolution footage that could help RCMP investigate crimes

The community safety committee approved a motion which was opposed by Couns Michael Wolfe and Laura Gillanders to look into whether the cameras could be amplified to be high-resolution.

But it seems the RCMP is already using the low-resolution footage for investigations, despite the fact vehicle occupants and licence plates can’t be identified.

The city received 142 requests from the Richmond RCMP last year for camera footage. This year, so far, they’ve received 107. The RCMP say they request footage to “as-

sist with active investigations” and it’s just one tool in these investigations

“The nature of these investigations varies but we can confirm that evidence from these cameras have assisted in investigations,” explained RCMP media spokesperson Cpl. Adriana O’Malley.

“Video surveillance can assist investigators in a myriad of ways from missing persons to motor vehicle incidents to criminal investigations such as robberies, break & enters and assaults,” she said

O’Malley said, when asked whether highresolution footage would help, there are many factors to consider “when assessing or determining the probative value of the video” Some of these factors are whether it’s taken at night or during the day, the positioning of the camera and weather conditions

“However, generally speaking higher resolution can enhance the quality of the video, but as stated there are many other factorsto consider,” she added

City Coun Kash Heed was the instigator of the motion that asks city staff to look into elevating the resolution in the captured video “for the purposes of criminal investigation and prosecution.”

The new advertising campaign from Tourism Richmond was spotted in the Washington State city more than a week ago and has sparked long conversations on Reddit.

The billboard in question reads “Pacific people Authentic welcome” and shows a woman holding a plate of food and the inside of a restaurant with people cooking.

It is a part of the non-profit’s recent campaign to target new markets from across the border.

And while some Richmondites are questioning the campaign and appear to be confused by the messaging, Tourism Richmond explainedthethinkingistomakethecitydistinct from the likes of neighbouring Vancouver “People in Seattle, based on the research that we’ve done, really enjoy the food scene in Richmond,” said Tourism Richmond CEO Nancy Small

“Most people in Seattle either have been (to) or would know Vancouver, so we’re really trying to put in a brand out there ”

Small added the plan is to reinforce “the great food perceptions they have about our city and the fact that there’s a lot to see in the region, not just (in) Vancouver but also Richmond as well.”

Although there were some local detractors online, a few Reddit users thought the billboard was a smart move.

“I know that Chinese people who live in Seattle come up here for food It’s better quality and less expensive,” wrote user o33o

“They also stock up on pastries and snacks from T&T The selection is really limited and often double the price in Seattle”

Of those still confused on social media, Reddit user lestuckingemcity said they were confused

“Are we welcoming Pacific-Asians or Pacific northwesters or just Pacific adjacents more generally?” the reddit poster asked

Small said the message on the billboard ties into Tourism Richmond’s “brand approach,” with the organization’s slogan being “Pacific Authentic Richmond BC”

She added it’s referring to the city being on the Pacific and has nothing to do a particular ethnic group

The average asking rent in Richmond continues to rise and reached $3,119 in July, a five-per-cent increase from June, according to the August 2023 Rent Report released by Rentals.ca.

This makes Richmond the second most expensive rental market among mid-sized cities in Canada (population between 100,000 and 500,000).

Richmond is also the fastest rising

mid-sized city for apartment renters in B C with a 27-per-cent rise from the same month last year

“Rents experienced further upward pressure [in July] as post-secondary students rushed to sign leases ahead of the fall term, the population grew by a record level, and homebuyers moved to the sidelines as the Bank of Canada raised interest rates to a 22-year high,” reads the report.

Among mid-sized cities in Canada,

North Vancouver is the most expensive for renters with an average asking rent of $3,556 in July, while Burnaby ($3,002) and Coquitlam ($2,811) ranked the third and fourth most expensive for Canadian renters in that category.

B C has the highest average asking rent of $2,622 in Canada and the fastest month-over-month increase

“There is still movement in the mountains with lots of rubble preventing search and rescue efforts, so there are a lot of challenges right now,” she said

Sports council kicks off new funding

Richmond Sports Council will soon be handing out funding to young people who fall through the cracks of traditional financial supports

Many young athletes playing competitive sports benefit from help from the likes of KidSport and government grants

However, there are many involved in active recreational activities that don’t receive any financial backing, hence, the sports council’s new “Active Recreation & Sport Fund”

The goal of the fund is to help young people participate in their chosen physical/recreational activity or sport “where financial barriers impact inclusion and where funding is not available through other programs available in the community, that place limitations on applicants.”

Formalized activities that are not aligned with a “Provincial Sports Organization (PSO)” will be eligible for funding, such as dance, martial arts and other organized recreational groups and activities

“(The program) started a month ago, but it has been in the works for a year,” Richmond Sports Council (RSC) chair Stuart Corrigal told the Richmond News.

“We just had to find the funding from the city as there are gaps in the funding for the kids If you’re not in a PSO sport, you are kind of overlooked for the traditional funding options This is what we’re targeting here.”

Meet heritage farm’s resident jam maker

Tucked away in an Edwardian farmhouse just off Richmond’s Dyke Road is a small, cozy kitchen

A curious child occasionally peeks in from the outside, just to be met with a warm invite to join London Farm’s jam maker as she stirs up her latest batch.

The Richmond News spent a sunny afternoon with jam maker Susan Hayhoe while she made blueberry-rhubarb preserve

Hayhoe came to London Farm six years ago with decades of jam-making experience under her belt or her in jar, if you will.

She was first drawn into the world of jammaking after discovering blackberry bushes on the side of the road, and soon enough, she started selling jam at local craft fairs.

At the heart of Hayhoe’s homemade jam are local fruits and produce, most of which come from friends and family.

“People know that I’ll do something with it, so they’ll call me and tell me, ‘We’ve got grapes and figs and things like that,’” she said.

Armed with her big pot sourced from a local thrift store, Hayhoe makes an average of 50 jars whenever she pops by the farm kitchen Her personal best record was 65 jars in one day

Jam is one of London Farm’s best-selling souvenirs, and demand for it never faltered even during the COVID-19 pandemic Hayhoe, who expected the farm to stop ordering jam at the time, told the News she was “amazed” when she was told to keep making more

‘I like doing them all ’

Hayhoe’s routine is simple and perfected after decades of experience she prepares

the fruit at home and bring them to the farm, pours them into the pot with the rest of the ingredients, and stirs the bubbling jam while sterilizing the jars

The trick to consistency is to use pectin, she told the News, and adding a bit of olive oil can also prevent the mixture from boiling over

She told the News she has made all kinds of jam-making faux pas over the years, in-

cluding forgetting to add sugar and having jars of jam shatter over her carpet. Her advice to beginners? “Just carefully follow the directions,” said Hayhoe

Although she tends to avoid making crabapple jam due to the difficulty of cleaning the fruit, Hayhoe loves all jam recipes equally

“I like doing them all,” she said.

“That’s what I liked about cooking You can do so many different things You don’t have to do the same thing over and over”

Hayhoe told the News her original plan was to work at the farm for at least five years Now that she has surpassed that goal, she’s hoping to mingle more with the community by putting on a jam-making demonstration

“

This kitchen is kind of small for too many people, but still, I’d be glad to. That would be really fun ”

“To be in the gold medal match was a really great experience for me. That’s what we’re training for”

Yagi, a semi-retired pharmacist who still practices once a week, came across pickleball five years ago and fell in love with the sport.

“Because I played too much competitive tennis, my right rotator cuff was very sore and inflamed, so I didn’t play any sports for years, until pickleball,” recalled Yagi.

It is with heavy hearts that we announce the passing of Jacqlyn Lawrence n Richmond, BC at Savaton Army Rotary Hospce House after a stroke

Predeceased by her parents, Ear and Leona Bowser, and brother Jerry She s survived by her husband, Dave, daughter Kathleen (Ryan), son Shawn (Audrey), her fathful dog, Buddy, as well as her sister Barbara Overman (Doug), and several extended family members

Jacqi, was born n Sault Ste Mare, Ontario She competed a degree at the Unversity of Waterloo before venturng out west to take a postion with CP Ar in Richmond as a computer programmer She took ful advantage of workng for the arlne and enoyed frequent traves ncuding her favourite destination, Fij Beachcomber Resort, aong with many sking adventures with the CP Ar Ski Cub where she met Dave

Once starting a famiy, she decded to stop working and devoted al her time to her young chidren Jacqi volunteered at the elementary school where she went on fied trps and spent many hours as a payground supervsor Her fondest memores from that time were takng the kds to the Chidren’s Festival and meetng Charlotte Damond Later on, she was a team manager for her chidren’s Richmond Mnor Hockey teams and aso helped organze many tournaments throughout the years She was a true hockey mom and enjoyed socalzng at the rink where she spent so much tme

Once her chidren got older, she returned to schoo and attended Langara Colege competing the ibrary technician program She started at Burnett Hgh School working with the teacher lbraran Her ove of reading and dscussng books wth other readers was her passion aong with theatrcal plays

Folowng retirement Jacqi, spent most of her free tme taking Buddy for daiy waks to Steveston Dog Park where she was wel known She was also proud that she lved in such a dverse community

Jacqi, was a wonderfu, frendy person who was ful of energy and always up for conversation She was a devoted wfe for 47 years and loved her family deepy Her death was far too soon, but, in her time, she left a precous egacy and many beautiful memories

Our famly woud like to thank the carng neghbours of Westwind who have offered their assistance and support, and to Chrstne Stewart, who heped care for Jacqi whie watng for the ambulance
