Hotel fined for selling teen alcohol

A Richmond hotel and liquor store has been fined $7,000 for selling alcohol to an 18-year-old. The Steveston Hotel, which is joined to the Buck & Ear pub on Third Avenue in Steveston, sold the liquor to the teen agent working for the Liquor and Cannabis Regulation Branch (LCRB). A branch hearing last month heard how a liquor inspector went into the liquor store in March, posing as a customer, followed shortly by the teenage agent. It was then that the sale of the alcohol to the minor was witnessed, resulting from the store clerk not asking the teenager for any proof of age. The store, hotel and the adjoining pub are all owned by the Joseph Richard Group, which has multiple hospitality outlets throughout the Lower Mainland. The hearing was told that the store licensee was not disputing that the sale to the minor took place. But the licensee argued a defence of “due diligence,” with a threat of its license being suspended on top of a possible $7,000 to $11,000 fine. In his decision, the LCRB’s general manager acknowledged that the licensee had taken reasonable steps to ensure compliance, had provided adequate staff training and that proper signage was visible in the store with regard to customers having to be at least 19. The LCRB, in its decision, fined the hotel and liquor store the minimum $7,000 but stopped short of a suspension. The store will have to display the notice of the fine prominently.

A Richmond father and his young daughter were taken to hospital after their electric scooter collided with a car at a busy intersection. It’s understood the pair was riding the same scooter at the time of the incident involving a Hyundai two-door coupe at Francis and No. 1 roads around 2 p.m. on Friday, Sept. 29. According to a photo taken at the scene by a family member of the victims, the collision appears to have taken place on the northbound pedestrian crossing, on the eastside of the intersection. The 59-year-old driver of a Hyundai was unharmed, according to Richmond RCMP, but 32-year-old Ismail El Khalfi and his four-year-old daughter “suffered minor injuries.”

The Richmond School District (SD38) is planning to install video surveillance cameras on school grounds, starting with all 10 secondary schools. This comes four years after $600,000 was approved for surveillance cameras, and after the newly installed rainbow crosswalk at Palmer secondary was hit nine times with homophobic graffiti. Police have sent out an appeal for information with photos to help identify the graffiti suspects. The school district plans to have cameras on the exterior perimeters of school buildings and in large gathering areas at 10 high schools for the first phase of the video surveillance project. In 2019, the school board originally approved the budget, but it was delayed because of COVID-19, explained Rob Laing, school district’s director of technology. Laing estimated there will be

15 cameras at each school, with fewer for smaller schools. High schools are the main priority followed by elementary schools if any “funds remain.” A public tender was held for proposals on the surveillance project with four vendors taking part. Laing added proposals have been submitted and are being reviewed before they can begin the installation process. “The project’s primary focus is for the surveillance of the external perimeter of schools where there are ongoing challenges with vandalism and graffiti,” Laing told the board of education last week. He added a video surveillance policy was updated in 2019 by the board of education and described it as “strong and stable” on who can have access and how data is handled. “We are being very specific with the policy in making sure we are aligned with the safety of students and staff,” said Laing.

‘Model citizen’ Massot would speak up

Dear Editor, Last week, long-time Richmond resident John Massot died. He was remarkable, hard working, an innovative entrepreneur, a model citizen. He owned and operated Jones Nurseries and later Bota Gardens, fore-runner of Fantasy Gardens. While I was in elected office, he often lobbied me over lunch with a glass of fine, French wine. Never for himself. But he would plead to raise the minimum wage, to address affordable housing etc. He would say, “Nick, when it comes to housing, I am a socialist.” His concern for social justice was sustained by his deep Catholic Christian faith. He immigrated from France in the 50s. John told me that just outside Paris, farmland as good as any in the Fraser Valley, sells for one-tenth our prices. Why, because no one can make money on that farmland. It is treated as a public trust. It grieved John that we do not apply the same principle to address our housing affordability crises. The only appropriate benefit from investing in real estate is having a roof over your head. All benefits beyond that are unnecessary and parasitical. Access to housing should be limited to those who need accommodation and denied to investors and speculators. Until that is in place, all efforts to provide affordable housing remain futile.

Oval tax rules followed Dear Editor, Re: “Question marks over tax relief for Richmond Oval,” Opinion, Richmond-News.com, Oct. 2. In response to a recent letter regarding taxes and finances at the Richmond Olympic Oval, I am pleased to once again clarify. The Oval is a world-class community asset that welcomes over one million visits annually. That number includes those participating in many registered programs in various sports as well as rental groups such as community minor sport associations and adult recreational sport leagues. The Oval also hosts events, meeting room rentals, corporate events and the Richmond Olympic Experience. Over 70% of the Oval members are Richmond residents. On any day, you will find it actively used by members as well as drop-in guests for fitness, basketball, table tennis, ice skating, climbing and much more. By law, the Oval is exempt from

paying municipal property taxes or rent — just like our community centres, libraries, pools, Gateway Theatre, public schools, hospitals and other public facilities. Additional costs like taxes and rent would likely serve to increase user fees. For members, parking costs are incorporated into the monthly fees. As for transparency, the City and Oval financial statements have always been in compliance with the financial reporting requirements of Provincial legislation. Auditors have certified that those financial statements are fairly presented in accordance with generally accepted accounting principles. The Richmond Olympic Oval has proven to be a well-used, iconic legacy facility for the people of Richmond, one that any city would welcome without hesitation. I hope that every Richmond resident participates in its offerings.

Bylaw No. 10429 The Community Charter requires that Council adopt a 5 Year Financial Plan each year prior to the adoption of the Annual Property Tax Rates Bylaw. The Community Charter also allows for amendments to the 5 Year Financial Plan. Dear Editor, Re: “We need a skytrain from Richmond to Surrey,” and “We already have rapid transit from Richmond to Surrey,” Opinion, Richmond-News.com. Contrary to an opinion expressed in a letter to the editor, Richmond does not have rapid transit to Surrey, nor will Richmond ever have a rapid transit line to Surrey in the future. The current cost of an approximately 23 km light-metro line (SkyTrain) from Richmond to Surrey would be expensive and based on the estimated per km cost of the proposed Expo Line extension to Langley, about $280 million/km. The estimated cost would be around $6.5 billion, not including a stand-alone bridge crossing the Fraser, which would add about $3 billion to the cost. The other problem would be the choice of technology, as the trains used on the Expo and Millennium Lines are incompatible with the Canada Line.

Friends of Richmond family have kicked off a GoFundMe page after the sudden loss of a father-of-four last week. Described as a “protector, provider and supporter,” Ray Ancheta passed away on Sept. 29 after a cardiac arrest. The former warehouse manager left behind his family and four children, Eithan, 21, Sam, 16, Alexander, eight, and Althea, four. “He was the best father and mentor any

could ask for,” said Ancheta’s 21-year-old son, Eithan. According to the GoFundMe page, funds will help ease the financial burden on Ancheta’s family. “As Ray’s family is faced with the unimaginable, we come together in this most difficult time of grief and sadness to support them and help them survive this terrible time,” read the GoFundMe page. Police are asking for the public’s help after a Richmond dog walker was the victim of what appears to be a random attack. The assault happened at about 2:30 p.m. on Sunday, Sept. 24 on the northwest corner of Moffatt Road and Blundell Road, close to Blundell and Gilbert roads. The 65-year-old female victim was walking her dog in the area when she was approached

by a suspect, a woman possibly in her 30s. The suspect, say police, allegedly struck the dog-walker in the face then proceeded to pour some type of liquid over her, before fleeing the area on foot. Both parties, added police, were not known to one another and the motive is unclear. The suspect is described as: Female; 30s; dark shoulder length hair, gray backpack, blue jacket, dark pants. A former Richmond Mountie convicted of multiple sex-related offences will not be getting bail while he appeals his sentence. The man was sentenced to two years in jail in Ontario for 33 counts of voyeurism. A publication ban is in place on his name to protect the identities of witnesses and victims. His crimes took place “over a lengthy time period” and “required a significant degree of prior planning,” wrote Ontario Court of Appeal justice Bradley Miller in his decision published last week. “He surreptitiously recorded images and videos of women in multiple locations, generally while they were showering or using the toilet,” Miller added. The recordings were done without the victims’ knowledge and were stored “on USB storage devices, indexed according to body parts” and accessed regularly by the man for his “sexual gratification.” Miller found the man was “not an opportunist” and had a “lengthy history of premeditated acts of domination of women and girls for the purposes of his sexual gratification.” The man was charged with multiple counts of sexual assault as well, but a mistrial was declared after the trial judge fell ill. The prosecution has since told the court

that it intends to retry the man on the charges, although some will be stayed instead. Meanwhile, the man was convicted of unrelated offences in another jurisdiction and was re-arrested for allegedly impersonating an RCMP officer when he was out on bail while waiting to appeal his sentence. Man behaved in antisocial manner while on bail: Judge The man’s bail application was opposed by the prosecution, who told the court granting the man bail would “undermine public safety and public confidence in the administration of justice.” He found there were public safety concerns since the man had “carried on in a very antisocial manner while on bail.” He was not confident that the man’s sureties would be able to supervise him adequately and “prevent him from causing further harm.” “Although a two-year sentence is not substantial, it is the longest sentence yet imposed for voyeurism offences,” wrote Miller, who found the man’s convictions were “part of a pattern of serious and escalating conduct.” “The (man) does not appear to have taken any responsibility or demonstrated any appreciation of the gravity of his conduct or its impact on other people.”

Man found guilty of sexually assaulting underage niece

Warning: This story contains details of sexual assault that some may find disturbing. A Richmond man has been convicted of sexual assault and sexual touching of his niece, who was underage at the time. The man’s niece detailed four incidents that took place in Richmond between 2015 and 2016 when she was 12 years old. The victim said the man touched her breast in a vehicle after returning from church, touched her vagina while they were on his bed with her sister watching videos, touched her vagina in a wave pool during a family trip to Watermania and pressed his penis against her buttocks in his bedroom. A publication ban is in place to protect the victim’s identity. The man was seen as a “father figure” to the victim and her sister, who were raised by their grandmother, according to the decision by Richmond judge Diana Vandor. At the time of the incidents, the victim lived in the same home as her siblings and grandparents, as well as the man, his wife and their newborn baby. The victim told the court she had told her grandmother about the incidents in private when she was 12 years old and was told not

to tell anyone. She ultimately decided to report the incidents to police herself a few years later. The grandmother denied hearing about the incidents in a private setting but said she remembered the victim “spontaneously” telling her in public the man had struck the victim in the groin while play-wrestling in his room. He denied all allegations and “gave a detailed description of his professed lack of opportunity to commit the crimes,” claiming he was never alone with the victim, said Vandor. The victim’s sister also gave evidence in support of the man, telling the court none of the incidents could have happened because she was “always together” with the victim and “did not witness them.” Judge: ‘Concerns’ about man’s credibility The man was tried between February and June this year and was found guilty last week. Judge Vandor took note of the man’s polite and calm demeanour during the trial and his willingness to provide testimony “that could be considered contrary to his interests.” However, she had “serious concerns” about his credibility due to the inconsistencies between his testimony and other “credible and reliable evidence.” The man’s testimony denying his niece ever sat in the front passenger seat of his car on

their trips to church contained several inconsistencies, including the lack of clarity on the number of children he had, the type of car and whether his wife was always in the car. He also claimed the front seat would be occupied by the baby bag at times when his wife would sit at the back with their baby. “This is despite acknowledging that his baby was less than a year old, and at that age, babies can be messy and explosive from their mouths or bums,” said Vandor. Vandor also did not believe the man’s testimony denying he touched the victim’s vagina in the bedroom. The victim’s sister recalled seeing the victim play-wrestling with the man on his bed, which contradicted his evidence that the victim was never on his bed, said Vandor. The man was also inconsistent when recalling whether the victim had ever watched shows in his bedroom, which once again contradicted the victim’s sister’s testimony. The sister told the court she watched “Clash of Clans” videos with the victim in the man’s bedroom more than once, which Vandor found to be “credible and reliable.” Vandor further rejected the man’s claim that his nieces did not have permission to lay on his bed, as the victim’s grandmother, who set the rules for the granddaughters, said they

were allowed to do so. Finally, Vandor did not believe the man when he claimed he could not have touched the victim at Watermania because he was never alone with her in the wave pool. She also questioned the grandmother’s testimony, rejecting the claim that the victim didn’t tell her about the incidents and raising concerns about the grandmother’s memory. For example, the grandmother forgot she gave police a second statement and wasn’t able to recall the age or birthdays of some of her grandchildren even though she had a “very detailed memory of (the man’s cars.)” Guilty of all four incidents Judge Vandor ultimately decided she had “no doubt” that the acts described by the victim took place and the touching was intentional and sexual in nature, and was not convinced by the man’s lawyer’s suggestion that the victim had fabricated the allegations. She considered the victim’s version of events to be “coherent, cohesive, believable, and internally and externally consistent on material points” overall and found her confidence in the victim’s testimony was not undermined by “imperfections” in the evidence. Vandor ultimately found the man guilty of one count of sexual assault and one count of sexually touching a person under 16 years old.

Man sues drivers after 4 crashes

A man who was a passenger in four different Surrey car crashes in the past 10 years is taking Richmond drivers to court. In a lawsuit filed in August 2022, Hammaadullah Samaak Ahmad named 13 parties he claims are responsible for his injuries after crashes between 2011 and 2020. Defendants in the case include Richmond Imports Ltd., Richmond Honda Cars and two Richmond residents —Rai Sukhdershan Kaur and Rajiv Sharma. According to the lawsuit, the first crash happened in 2011 when Ahmad was a passenger in a car that allegedly collided with Surrey resident Lakhbir Kaur Hehar. Hehar was driving a car Kaur, who was based in Richmond, leased from Richmond Imports and Richmond Honda. The second crash took place in 2014, when Ahmad was a passenger in a car struck by two cars including one driven by Surrey resident Santanu Dev. Ahmad was in a third crash in 2018, when the car he was in collided with Richmond driver Sharma. Most recently, Ahmad was a passenger in a car that collided with Surrey resident Kenneth James Deschenes in 2020. Ahmad claims he sustained four sets of injuries from the four accidents, including

headaches, injuries to his legs, back, neck, shoulders and knees, low mood and “reduced resistance to illness and disease.” He added that each subsequent crash following his first accident exacerbated and worsened his injuries from the previous crashes. Ahmad is claiming damages including his loss of earning capacity, cost of future care, pain and suffering, cost of prescriptions and therapies, as well as other expenses. He argued the defendants were negligent and caused his injuries and losses. In terms of Richmond Imports, Richmond Honda and Kaur, who leased the car, Ahmad claims they failed to ensure the car was mechanically sound and the driver was able to safely operate the car. Ahmad recently dropped the lawsuit against individuals driving him at the time, in addition to another driver in the three-car collision back in 2014. All defendants still named in the lawsuit have denied negligence. In responses to the civil claim filed on Sept. 1, 2023, the defendants argued Ahmad did not sustain any injury, loss, damage or expense from the collisions. They added if he was indeed injured from the crashes, the injuries were caused by his own negligence for his personal safety. None of the allegations have been proven in court.

Former city councillor Harold Steves wants to see the Phoenix Gill Net Loft transformed into a museum, an idea he floated around before he retired from city council. Steves will present a plan to the current city council on Oct. 16 on how Richmond’s heritage can be showcased at a reconstructed Phoenix Gill Net Loft. The loft has been demolished and pieces of it salvaged for any rebuild, which will cost $19.4 million. Barry Cavanaugh, who is chair of the Britannia Shipyards National Historic Site Society, will be making the presentation with Steves.

It includes four proposed themes for the museum: the Hong Wo General Store, Easthope Engine Builders, Steveston’s canneries and Japanese Canadian boat builders. “The overall display would be taking the name from Hong Wo, ‘living in harmony,’ you enter the building to [a replicated] Hong Wo store and then go through the other exhibits through the whole building,” said Steves. “The idea of using the name is we had both the Japanese and the Chinese and Caucasians living in harmony on the waterfront, along with the First Nations.” Hong Wo was Richmond’s first “superstore” run by Chinese Canadian entrepreneur Ling Lam and his children from 1895 to 1971. offered pick-up and delivery services. Steves, a friend of the owner, took home some of the items after the store closed, and has put them on display in his basement. The proposed museum would also feature Easthope Brothers, one of B.C.’s first builders of gasoline-power compression engines. At the time, gasoline was a new fuel and Easthope engines were used in many fishboats. The display would also include Japanese Canadian boat builders such as Sakamoto Boat Works and canneries in Steveston. In 1895, there were 12 canneries operating on the Steveston waterfront. Steves said he hopes to show city council they have enough information about identified themes to bring the museum alive and help them make a decision on what to do with the Phoenix Net Loft, a topic that’s been discussed for years. The museum would serve as an important place for Richmond to restore and remember its history, and also as a tourism draw, he added. “The history of Steveston and its relationship to the water and the people who settled past, and present has always been a matter of living in harmony,” reads Steves’ report to city council. “There is no better way to make visitors feel like they are part of history than through an innovative museum exhibit that supports immersive, experiential learning.” Richmond city council was looking at options for restoring the historic Steveston building now that 90 per cent of its piles are rotten. When the city called for bids on rebuilding the building, they only received one, which was for $19.44 million.

Another restaurant in Richmond’s food district was slapped with a health and safety closure order last week. Miss Fu in Chengdu on Alexandra Road was told to close on Oct. 4 after a Vancouver Coastal Health (VCH) inspection revealed its improper dishwashing practices. A closure order was spotted on the door at the skewers joint last Thursday morning. A sign blocking the entrance stated in Chinese that the restaurant was temporarily closed due to broken equipment. According to the order, Miss Fu failed to comply with section 17 of the B.C. Food Premises Regulation, which requires operators of food premises to ensure “the premises and the equipment and utensils used on the premises are maintained in a sanitary condition.”

Fresh appeal for new home for dog found tied up at shelter The Richmond Animal Shelter has made a fresh appeal for a new home for a dog called Lucy. Lucy, a year-old German shepherd, was found tied to a fence outside of the No. 5 Road BC SPCA shelter more than four months ago. And, despite a lot of interest in a dog shelter staff describe as “sweet and affectionate,” Lucy is still looking for new owners. “At first, Lucy may come across as shy when meeting new people, but beneath that initial hesitation lies a heart brimming with affection waiting to be discovered,” according to shelter staff.

Rob, the youngest of 12 children, was born on April 4, 1960, to George and Edna Penner in Mission, BC. After graduating from W.J. Mouat Secondary School, Abbotsford, Rob attended His Hill Bible School in Comfort, Texas. From there, he joined a Youth With A Mission (YWAM) Discipleship Training School in Salem, Oregon. In 1981, Rob travelled to Hong Kong to participate in a YWAM Far East Evangelism Team. There, he met Joy Williams and they were married two years later. Rob and Joy went on to adopt two boys, Yik Wah (Joseph Alan) and Yik Man (Benjamin James). Although Rob did not go to university to complete an undergrad, he was well−educated and over time, he acquired two master’s degrees (MDiv & ThM) from Regent College, Vancouver, and both a Doctor of Intercultural Studies and a Doctor of Education in Intercultural Studies from Western Seminary, Portland. Rob served as a missionary in Hong Kong and China and pastored in five different churches in Canada and Hong Kong. In addition he co− authored and wrote several books. Rob delighted in languages. He read Greek and Hebrew and spoke Mandarin and Cantonese. He appreciated nature and enjoyed kayaking, hiking and bird watching. Above all, he loved God and his Word. Rob was predeceased by parents George and Edna Penner; father−in−law Alan Williams; eldest brother Henry Penner; brothers−in−law John Oddy, John McRae and Paul Paxon; sister−in−law Mary Penner; and nephew Brian Penner. He is survived by his wife Joy; sons Yik Wah (Penny) and Yik Man (Carmen); two grandchildren, Noah and Ruthie; mother−in−law Fay Williams; siblings Ruth (Dick), Rudy, Edna, Mary, Linda (Ken), Carol, Della (Sal), Jim (Twylla), Gary (Cecilia) and Rick (Cindy); and many nieces and nephews. A service will be held at Willingdon Church, Burnaby, on October 14 at 4:00 pm. The livestream link can be found at willingdon.org on the day.
