A Richmond parent’s 30-minute morning commute on Russ Baker Way has more than doubled in time due to drivers ignoring merge rules and using the wrong lanes. Grace Lin, who drives along Russ Baker Way every day to take her daughter to school, is struggling to make it in time even though she leaves the house with more than an hour to spare. “The other day, we left home at 7:20 a.m. and her school starts at 8:45 a.m. By the time I’m approaching the school, there’s only two to three minutes left,” said Lin. She ended up having to drive through a back lane so her daughter could run in from the school’s side door. Lin told the Richmond News she began to notice the traffic problem a few months ago. “All of a sudden, after the summer holiday, it’s become unpredictable. Because so many cars tried to cut into the line, sometimes it would take one hour, sometimes it would take even longer,” she explained. Lin told the News there are four types of traffic violations she sees that contribute to the delays. Cars on No. 2 and Gilbert roads choose to breeze through the right-turn only lane by BCIT and merge back into traffic, cutting in front of cars queuing on Russ Baker Way. Other cars turning right from Gilbert Road onto Russ Baker Way choose to drive through the BCIT parking lot to jump the queue on

Almost 700 crashes in five years The News reported earlier on how two crashes on Russ Baker Way on one Monday morning in mid-October caused delays to the commute. That same day, a few hours later, traffic was backed up again due to a crash on the Grant McConachie Way off-ramp from the Arthur Laing Bridge. Last year, a motorcyclist passed away after colliding with a transport bus on Russ Baker Way and Inglis Drive. According to ICBC data, almost 700 crashes
were recorded along Russ Baker Way between 2018 and 2022. A total of 235 crashes were recorded at the intersection of Miller Road and Russ Baker Way — the highest number of crashes in the area. The intersection of Bridgeport Road and Sea Island Way, just north of Miller Road, has the second-highest number of crashes with 158 recorded. Gilbert Road and Russ Baker Way is the third most problematic intersection, with 126 crashes recorded at the intersection between 2018 and 2022. Lin thinks some of the frustration could be reduced if morning commutes in the area were more predictable. “Everyone’s time in the morning is precious, and we should call on everyone to abide by the rules and create a fair and predictable traffic environment,” she said.

Homelessness a higher priority in other cities than Richmond Dear Editor, Re: “Churches fill in food gap, serving homeless nightly,” News, Oct. 26 I applaud Coun. Kash Heed for putting forward a motion calling for an immediate action plan to address the homelessness crisis in Richmond. It is clear from the 2023 official Homeless Count final report that the current strategy is not effective. The increase for all of Metro Vancouver was 32 per cent, in Richmond it was 91 per cent! The full report can be accessed on the Homelessness Services Association of BC website, which also highlights the fact that the majority of people experiencing homelessness are in their home community — they are not somehow being imported or drifting into our community. They grew up here and this is their home. At a recent forum in Vancouver on homelessness and housing, it also became clear that other municipalities are taking far more steps towards addressing this issue than Richmond is.
It’s easy to say the provincial and federal governments are to blame, and we do need support from them. But if other municipalities are able to implement measures to combat the problem, then Richmond should also be able to do so. This is an issue that should be important to everyone — the compassionate souls who feel pain at witnessing fellow human beings struggling to survive or sometimes dying on the streets, to the securely housed who feel it’s a threat to their safety, to those worried about their property values being impacted, to those who just are offended by the esthetics, it affects all of us. This call for action is just a first step, but it’s an important one. There was a large turnout at the general purposes meeting on Oct. 16 at Richmond City Hall. People are paying attention and I truly hope our elected officials will make a real effort to take concrete steps towards a solution.

Axe the tax
Dear Editor, I was not pleased to see our two former Conservative MPs replaced by Liberals. But now I see the good news. The 24 Liberal ridings in the Maritime provinces have all been given relief on the carbon tax for heating their homes. This was announced by the prime minister on Thursday. Knowing that we are a Liberal area, I look forward to the announcement that the carbon tax will be suspended soon in Richmond. Finally, a benefit for electing Liberals.
Dear Editor, Re: “Nobody Feels Safe in Richmond: Wat,” News, Oct 26 I have lived in Richmond most of my adult life and I have never felt unsafe or uncomfortable when I am out, regardless of the time of day or night. The city is policed exceptionally well by the RCMP. I have complete faith and trust in the RCMP to keep me and my family safe. I don’t know what agenda MLA Teresa Wat is pursuing in the article, but her very general statement(s) does not apply. Perhaps when she makes such comments she should refer to her constituents only and not the city as a whole. She certainly does not speak for me. I also do not understand how homelessness makes people feel unsafe. To me, they are two very separate and distinct issues.

Unfortunately, I have not been able to find social programs that help spread our beautiful traditions. It would be great if next year the government would create an initiative to show the multiculturalism of Hispanics who are living in this great city. In the last six months, 24 condos in one city centre strata complex — about 10 per cent — were listed for sale. There are currently 14 listings at the strata complex at Gilbert Road and Elmbridge Way that was completed last year, and 10 other units have sold in the last six months. This is “a lot” of listings, explained Richmond realtor Chris Dinnell, as normally, such a complex would have just a handful. Dinnell, with the Dinnell Real Estate Group, said he’s seen the strata documents and there’s nothing wrong with the building — rather, he thinks the high number of listings is a result of high interest rates and new shortterm rental rules. Many of the units were probably bought by investors, he explained, and now with interest rates five per cent higher than 16 months ago, some owners might not be able to keep up with their mortgage payments. Dinnell is seeing more listings on the market in newly built buildings, and

more “assignments” taking place, that is, people who have bought a pre-sale condo are selling the contract. Steveston a tight market Steveston South — also known as London Landing — is another story with only 10 listings on the market. And nothing is currently listed under $950,000. Listings in this area show quick turnarounds, especially in areas like Andrews Road which has a lot of “entry-level” homes at more reasonable prices. “Those are getting scooped up right away,” Dinnell said. This might seem counter-intuitive as city centre is close to the Canada Line and other services. But Dinnell thinks it’s because people are looking for the lifestyle that the tight-knit community of Steveston offers. The current real estate trend appears to be “cautious,” Dinnell told the Richmond News. “People are sitting on the sidelines being cautious,” he said. He notes 25 per cent of buyers are waiting for prices to come down while
25 per cent of buyers are waiting for interest rates to come down. But he would argue the current real estate market is a buyer’s market. “I personally feel if you’re a buyer, you should be out there looking for deals because there are deals to be had,” he added. New rules affect market The provincial government recently changed the rules around short-term rentals in order to get more housing back into the long-term rental market. Now, short-term rentals are only allowed in the principal home of the owner. Not only are the new rules putting pressure on owners who relied on this income to pay their mortgages, Dinnell doesn’t think the new rules are going to alleviate high rents. On the contrary, owners who are used to getting high yields from shortterm rentals are going to charge “top dollar” in rent to cover their mortgages, he said. “Government is squeezing them — they have to (charge high rents),” he added. “So, I don’t think it’s going to fix the issue.”

Richmond city staff is recommending council extend the lease of the Alderbridge temporary modular building, a low-barrier home, for another three and a half years. The lease on the land runs out in April, and, if approved by city council, the TMH will be in place until the end of 2027. The 40-unit supportive housing at Alderbridge and Elmbridge ways was the first such building in Richmond, built on city-owned land and operated by RainCity Housing. Initially, there was a lot of neighbourhood opposition to the Alderbridge TMH. About a year ago, another TMH, Aster Place, was opened close to Costco. “Homelessness remains a critical concern for many in-
dividuals in Richmond despite numerous successes the City of Richmond and its partners have achieved,” reads a report to city council. The city is planning a 60-unit permanent supportive building, but this won’t be ready until late 2027. BC Housing has requested the extension of the Alderbridge building until the new one is ready. In April, Coun. Alexa Loo asked city staff to look into the facility, citing a list of questions about crime, drug use and recovery rates at the supportive housing building. She asked city staff to bring back a report on these issues, noting nearby hotels said they’d had to increase security 300 per cent after it opened. The request for the lease extension will be dealt with by city council on Nov. 6.

A new cafe at Vancouver International Airport (YVR) serves more than just coffee. Paper Planes Cafe, an inclusive coffee bar, officially opened on Monday at YVR in partnership with the Pacific Autism Family Network (PAFN). The coffee bar provides an inclusive and accessible space for individuals of different abilities from the neurodiverse community to work. “Paper Planes Cafe is more than just a coffee shop, it is a place where adults with diverse abilities can gain paid employment, training and valuable work experience,” said Tamara Vrooman, president and CEO of Van-
couver Airport Authority. “Travellers passing through YVR will have an opportunity to enjoy quality food and beverages while also upholding employment opportunities for individuals across the neurodiverse community in a safe and empowering place.” The goal of the coffee bar is to “give power” to individuals with diverse abilities by providing them with a space and the skills and experience they need to succeed in the workforce, Vrooman added. Paper Planes offers a training program for up to six months for all staff to learn skills in the restaurant and food industry, such as barista talents, food preparation and cus-
tomer service. After the training program, staff will be supported during their job search in the community. “Part of the work we do (at PAFN) is employment initiatives,” said Sergio Cocchia, board chair and president of PAFN. “Building upon our programming, this (cafe) will allow us to offer meaningful training in a paid position leading to hopefully employment.” Paper Planes Cafe offers coffee, pastries and specialty food. The cafe can be found at the airport’s domestic arrival area and is open seven days a week from 8 a.m. to 8 p.m.
No calls to police, bylaws during park drinking pilot MARIA RANTANEN

Drinking in parks didn’t result in any need for police or bylaw response this summer, according to the city. The city ran a pilot program allowing alcohol consumption in three parks this summer: in one section of Garry Point Park, at King George/ Cambie Park and at Aberdeen Neighbourhood Park. There were no “calls for ser-
vice” to the Richmond RCMP nor to city bylaws about any issues around alcohol consumption in these parks, according to a report going to city council next week. Parks maintenance staff also didn’t notice any uptick in garbage or more cleanup needed. Some emails to the city, however, did include complaints about under-aged drinking and increased litter.
City staff monitored the parks with patrols this summer and sought feedback through its online Let’s Talk Richmond program and in person. Of the online feedback, 52 per cent were in favour while 43 per cent were against drinking in parks. The report on the pilot program will be dealt with at city council’s Nov. 6 committee meeting.
Richmond is still one of two Canadian cities with the most expensive child care in the country. In 2021, the federal government promised to cut child care fees in half by 2022 and bring average fees down to $10 a day by 2026. However, a Canadian Centre for Policy Alternatives (CCPA) report found Richmond has the highest infant and toddler full-time child care costs with median fees of $900 and $905 a month, respectively. Meanwhile, the city is the second most expensive for preschoolers at $800, while Calgary is most expensive at $810. Despite a 44-per-cent increase in child care spaces, which added 2,535 new spaces in Richmond since 2017, there is still a high demand for child care and there’s only space for 35.6 per cent of Richmond children. The report’s authors David Macdonald, senior economist at CCPA, and Martha Friendly, with the childcare resource research unit, found parents in cities like Toronto and Richmond have to pay much more than the median fee reported. The assessment of 32 Canadian cities shows good progress so far
on fee reduction, however “there is still more work that needs to be done” to make child care accessible for everyone, they report. Seven provinces and territories, aside from Alberta, B.C. and Prince Edward Island, have already reduced fees with five charging $10 or less per day. Macdonald and Friendly said in their report that setting fees would make costs more predictable for parents. “The gap between for-profit and not-for-profit fees has widened, especially in high-fee cities with many for-profit centres such as Surrey, Burnaby and Richmond, B.C., as well as Richmond Hill and Markham, Ont.,” read the report. Finding available child-care spaces is still a challenge given half of the cities cannot predict when space will become free. “If achieving the vision of an affordable, high-quality child care system for all is our goal, then all provinces/territories must move to set fees, as seven already have,” said Friendly. She added expansion strategies on public and non-profit child care as well as changing traditional funding models to a public model would help support affordable child care. — With files from Vikki Hui

The condition of a 46-year-old Burnaby woman, who was hurt when a Tesla drove into the Chung Chun Rice Hotdog store in Richmond’s City Centre, has improved, according to police. The woman was first reported to be critically injured at the scene on Friday. But Richmond RCMP said on Monday that “her condition has been
upgraded.” The woman was inside the business when she was hurt. The Tesla driver, who is 20 years old, was uninjured. Drugs and alcohol are not considered to be factors in the crash. Photos circulating on social media showed an “N” sign on the Tesla that was fully lodged into Chung Chun Rice Hotdog at Westminster Highway and No.3 Road. It appears the car knocked over
the front counter of the eatery. Eastbound lanes on Westminster Highway from No. 3 Road were closed down for several hours, backing up traffic. The Richmond RCMP’s Criminal Collision Investigation Team has taken conduct of the investigation. City looks for climate leaders
The City of Richmond is looking for community members to lead conversations on climate change. The program called “Energize Richmond” aims to raise awareness about energy and climate issues in Richmond, empower “leaders” in the community to take action and identify “new solutions to support those most vulnerable to rising energy costs and the climate crisis.” The first step is finding community leaders who will lead these discussions. Those selected will receive three training sessions, and will be asked to convene their “communities of interest” several times over a period of three to six months. Community leaders will receive access to resources, tips, a goals checklist and funding to support discussions and actions. Interested participants don’t need prior climate-change knowledge or climate-action experience to be an Energize Richmond community leader, rather they are expected to demonstrate they are connected to a group with similar interests such as a church group, school, neighbourhood association or strata corporation. The application deadline is Monday, Nov. 13. Leaders will receive a City of Richmond certificate upon completing the program goals. The City of Richmond plans to spend $75,000 assessing what arts facilities are needed in the city. The Richmond Arts Facility Needs Assessment will help determine future needs and opportunities for expanding the number and type of purpose-built arts spaces in Richmond. The cost is being proposed as part of the 2024 budget process, according to a city staff report. However, city councillors Chak Au and Bill McNulty questioned why it would take so long for an assessment to be done. “The facilities assessment is long overdue and we need to do this ASAP,” Au said at last Tuesday’s parks, recreation and cultural services committee meeting. McNulty suggested using money from the council contingency fund and “repaying it later.” Staff said that $75,000 from the council contingency fund could be used only if city council passes a motion to do so. Several art organizations, including the Richmond Arts Coalition, Richmond Delta Youth Orchestra (RDYO) and Richmond Community Concert Band, have voiced a need for more artbased facilities. “There is an increasing need in this community for different types of arts facilities that accommodate a range of different arts,” said Jane Fernyhough, chairperson of Richmond Arts Coalition. “The Richmond Arts Coalition is here to offer any support we can to ensure that this is done in a timely manner.”

A Richmond secondary teacher received the Premier’s Award for Excellence in Education for his work raising awareness about social equity and diversity. Hugh Boyd secondary’s Michael Taylor was honoured in Victoria last week as one of the recipients of the prestigious award for focusing on such issues as truth and reconciliation and empowering girls. “It was a true honour and incredibly humbling to be acknowledged in a room full of such thoughtful and hardworking teachers,” he told the Richmond News after the awards ceremony. Taylor and his students have raised awareness on a wide variety of causes over the years. Most recently, they fundraised to buy an Every Child Matters flag for every school in the school district as a part of their Truth and Reconciliation initiatives. From recognizing fearless girls and cheering up seniors with flowers, Boyd social justice students have touched every part of the Richmond community. Boyd vice-principal Afamdi Onukwulu, who nominated Taylor, said in a YouTube video that Taylor’s students are able to discuss complex issues and take action to address them. “Excellent education is making sure students

The Richmond School District (SD38) is looking to sell a portion of Mitchell elementary property to the city in order to improve safety at the No. 5 and Cambie intersection. A total of 173 square metres of school district land could be sold for an estimated of $400,000 to the City of Richmond for these safety improvements. There were 53 crashes at this corner in 2022, according to ICBC statistics. Proposed upgrades include dedicated leftturn lanes in all four directions, upgraded crosswalk painting and signage at the intersection as well as improvements to the sidewalk on No. 5 Road. If approved by the Ministry of Education, a recommendation will return to the school board for approval before the project can begin. The value of the land was determined after having gone through “a fair-market value evaluation” and is in the sales agreement between the school board and the city, explained SD38 secretary-treasurer Cindy Wang at last week’s school board meeting. “The design efforts have been taken to minimize construction impact to school

During the meeting, Wang read out a written response submitted by the City of Richmond to the school board in support of the project. It emphasized the project would “benefit road users and improve access for pedestrians and cyclists.”
Silence falls on cenotaph on Nov. 11 at 11 a.m. to remember For Richmond residents wishing to reflect and remember those who gave their lives to serve and protect Canada, there will be a Remembrance Day ceremony on Saturday, Nov. 11 at Richmond City Hall. Starting at 10:20 a.m., a parade will include units of Canadian veterans, members of the Royal Canadian Legion and Army, Navy and Air Force Veterans, Richmond’s perma-
nent Canadian Forces Unit 39 Service Battalion, representation from public safety agencies and cadet organizations. Official ceremonies begin at 10:40 a.m. at the city hall cenotaph, located on the east side of city hall. There will be two minutes of silence at 11 a.m., followed by wreath-laying. Due to the solemn nature of the
Remembrance Day Ceremony, pets are asked to be left at home. For those unable to attend in person, Richmond’s Remembrance Day service can be viewed online. After the Remembrance Day service, the public is invited to attend a reception in the city hall atrium. This free reception will offer people a space to warm up with a hot drink and something sweet, talk about Remembrance Day and connect with other community members. A number of Remembrance Day displays by the Richmond Museum, the City of Richmond Archives and
the Friends of the Richmond Archives will also be available to view. From 8 a.m. and 1:30 p.m., Granville Avenue will be closed in both directions from Minoru Boulevard to Buswell Street and No. 3 Road will be closed in both directions from Park Road to Bennett Road. Some Richmond business owners are frustrated with unauthorized garbage dumped into their bins, creating health hazards and harming the environment. Commercial recycling and garbage bins in the area are sometimes forcibly opened and used by unauthorized users, explained Terina Nowe, manager of Vancouver Lighting that has been on Bridgeport Road for more than 30 years. “They cracked the lock open and dumped their garbage, paints… into our bin. They really abuse the law,” Nowe told the Richmond News. “Firstly, it takes up the space so we don’t have enough room in the bin. Secondly, it creates a mess and poses safety issues. Some of the items are toxic things and pose health hazards to our staff. And these things should be recycled differently – it’s not good for the environment.” Nowe, who does recycle, said she wishes every business owner would follow the rules and do their part in recycling. According to data provided by Metro Vancouver, the commercial recycling rate in the region was only 46 per cent in 2021, much lower than the overall recycling rate of 65 per cent, which takes into account residential homes. In fact, according to the City of Richmond, residential recycling is 79 per cent.

Photo submitted According to a recent report released by the City of Richmond, illegal dumping is among the top concerns identified by city staff, followed by the cost and space required for additional bins and the inconsistency of recycling programs between residential and commercial properties. More enforcement, incentives may help Judi Merrell, supervisor at TileTown, a long-time tile business in northeast Richmond, said it’s sad some businesses are not following the recycling rules.
“Some people dump hazardous things into sewage, killing the fish and damaging the grass. Animals can get sick after eating the grass,” said Merrell. “We talk about building the Massey Bridge to get us to Delta faster. If we don’t even protect this island, never mind going across the river.” She said more enforcement may be needed to ensure businesses actually follow the rules. Fines could be issued to businesses that don’t recycle properly, or if recycling is not done properly, a garbage truck could refuse to pick up the bin. Merrell said businesses react to incentives so the city could think about offering incentives to businesses that do recycle. The city could also provide education, through an app for instance, to businesses and students who may become the next generation of business owners. To increase Richmond’s commercial recycling rate, city council recently approved a Business Education and Advisory Program, which will include a business education toolkit and a communication campaign to raise awareness in the business community about recycling issues. There are some recycling initiatives available for businesses in Richmond, for example, businesses are allowed to drop off up to one cubic yard of acceptable recyclables for free at the city worksyard on Lynas Lane. This excludes yard trimmings and upholstered furniture which require fees.

A Richmond chef and restaurant owner will showcase her food at Yes Shef, a B.C.-wide event, to put the spotlight on leading female chefs in the province and inspire other women in the industry or those about to enter it. Nutcha Phanthoupheng, a long-time nurse in Thailand and mother of two, decided to pursue her dream of becoming a professional chef after moving to Vancouver in 2014. After studying from the country’s best chefs in Thailand, she founded the high-end Thai restaurant Baan Lao in Steveston in 2021. “A lot of male chefs said it’s impossible because I had no experience, nothing,” said
Phanthoupheng. But, in her heart, she felt she could succeed as a chef. “I cooked with my mom when I was young — cooking is in my soul, in my hands. Why not? I told everyone I can do it,” she said. The restaurant was named one of Canada’s 50 best new restaurants and 100 best restaurants in 2022 by Canada’s100Best.com. Phanthoupheng has also been voted Best Chef in Vancouver for three consecutive years at the Golden Plates awards. She will be showcasing the power of female chefs at the Yes Shef event, and inspiring other women who are passionate about cooking to enter the industry. “I really want to help more women in the
industry, providing training or mentorship, and attend events that support women,” said Phanthoupheng. There is still a wide gender gap in the traditionally male-dominated industry. According to the WORTH Association (for Women of Recreation, Tourism & Hospitality), in 2022, the ratio of male to female chefs was three to one in B.C. and four to one in Canada. Yes Shef, hosted by WORTH Association, will take place on Nov. 6 at Fairmont Pacific Rim and feature food and drinks from 15 leading female chefs and beverage professionals in B.C. Phanthoupheng is the only Richmond chef participating in the event.

HANSON, Eric Peter
September 27, 1950 - October 22, 2023 It is with great sadness we announce the passing of our dad and husband, Eric Peter Hanson, on October 22nd after a courageous three year battle with multiple myeloma. Eric is survived by his loving wife Leah (née Martyniuk), daughters Robyn and Erin, sisters Susanne Robertson, Janet Redford (Stephen) and their families, as well as his brothersand sisters-in-law, nieces and nephews on the Martyniuk side. Eric was born at St Paul’s Hospital in Vancouver to Carl and Ronnie Hanson. He lived in Richmond his whole life, the last 48 years in Steveston. A gifted student, he devoted his career to education. He was a Richmond high school teacher for 33 years. Upon retirement, he taught student teachers at UBC. A teaching exchange to Adelaide, Australia in 1978 was a formative experience for Eric which sparked his passion for wine. For decades, he taught wine education across the city. Eric had a lifelong curiosity about the world and loved sharing it with others. His passions included music, books, science, travel, painting, nature and the outdoors, cooking, and, of course, wine. He volunteered his time generously, including at St Alban’s Church, and pursued many hobbies, including radio broadcasting at C-ISL Radio. Above all, he loved spending time with his wife and daughters.
DOROZIO, Marjory (Marge) It is with deep sorrow and much love that we mourn the passing of our mother and grandmother Marjory June Dorozio. She was born on July 16, 1933 in Vancouver and went to be with her Lord and Saviour on October 19 at the age of 90. She was predeceased by her loving husband John Dorozio and sister Helen Burrows (Jack). Mom is lovingly remembered by her son Carl Dorozio (Susan); daughter Rosanne Brissette (Albert); son Ron Dorozio (Kim), granddaughter Alana Brissette, grandson Cameron Dorozio and granddaughter Rachel Brissette. She will also be dearly missed by her many friends. Marge was a people person and more than anything loved her family and friends and being with them. A celebration of Marge’s life will take place on Tuesday, November 7th at 11am at Richmond Funeral Home, 8420 Cambie Road in Richmond.
