Laos, a land-locked country sandwiched between Thailand and Vietnam, recently opened its first Canadian consulate office in Richmond. The office was set up in March at No. 3 and Ackroyd roads to raise the profile of the country and enhance its partnership with Canada. Previously, Canadians who needed to contact the consulate of the Lao People’s Democratic Republic had to reach out to its embassy in Washington, D.C. “We’re preparing for the ASEAN (Association of Southeast Asian Nations) 2024 summit, which Laos is the chair for, so we felt that it’s the right time to open an office here in Canada this year and start promoting trade and building our relationship with Canada,” said John Phanthoupheng, honorary consul of Laos to Canada. Phanthoupheng said he was appointed honorary consul in 2020, but the opening of the office was postponed due to the pandemic. Although Canada and Laos, which has a population of about 7.6 million people, established diplomatic relations in 1974, Laos has kept a much lower profile in Canada compared to some other ASEAN countries. In 2022, bilateral trade between Canada and Laos was valued at $43.5 million, around 0.1 per cent of the trade value between Canada and ASEAN members in total, which was nearly $41 billion. Phanthoupheng said he hopes the new office will help advocate for Lao busi-

ness and investment opportunities in Canada and increase trade and business between the two countries. The office will also provide services to the local Lao population and tourists interested in visiting Laos — it doesn’t provide visa services but can offer guidance regarding travel to Laos. “My goal is to make sure that we have a megaphone to announce that we are here. We want to help the local (Lao) nationals and also promote the hospitality of Laos. resident and businessman originally from Laos, said he chose Richmond as the home for the new office because of the convenient location and the fact that it reminded him of his hometown. “I felt Richmond was more attuned to the Lao culture that I believe was much more Asian based. It also reminds me of Laos where there’s water running to the ocean and it just felt more like home,” he said. For those who may not be familiar with Laos, he described it as a very peaceful country. “It’s landlocked by five different countries so we’re influenced by different regions. It’s still underdeveloped, but it’s slowly developing – people are still riding their scooters or bicycles, and we need a lot of development,” he said. “It’s a very charming country. For example in Luang Prabang, which is a UNESCO World Heritage Site, you can wake up in the morning and 100 monks walk by and you give

food to them.” Eco-tourism offers business opportunities The GDP of Laos in 2022 was recorded at US$15.72 billion, ranked 130th in the world, according to the World Bank. Despite that, Phanthoupheng said there are many opportunities in Laos for B.C. businesses, especially in the ecotourism area. “Ecotourism is one of our main attractions. We have the world’s tallest tree houses and it’s called the Gibbon Experience – you can go hike and stay in this beautiful treehouse, and then you wake up and the gibbons will be around the area,” said Phanthoupheng. The large number of tourists in Laos, which can be the same or greater than the domestic population, provides great business opportunities for international investors, he added. “Tourists need accommodation, tour guides and food. In addition to enjoying the traditional cuisine of Laos, tourists also look for alternative restaurant solutions to dining, so there’s an opportunity for multinational corporations such as McDonald’s, A&W and Subway to do business in Laos,” he said, adding that there are no such brands in Laos yet. To encourage foreign investment, the Laos government has set up special economic zones where businesses can operate tax free for a number of years. There is also potential for imports to Canada from Laos, a country that specializes in beer, coffee, hand-crafted items and tea, and opportunities to bring more students from Laos to study in Canada.

Letter writers have lots of driving pet peeves Dear Editor, Things I don’t comprehend about drivers in Richmond: • Why aggressively tailgate the last car in a line of 10 vehicles? Are you so egocentric that you believe they all should move out of your way? • What is it about the efficiency of alternating with merging traffic that some people don’t understand or choose to ignore? A basic principle of navigation that is beyond the thinking capabilities of some people I guess. • Where did you learn to drive where it is O.K. to do a left-hand turn at an intersection from the outside lane across the middle lane and cause other drivers to hit their brakes to prevent an accident. A total lack of situational awareness or just sheer

stupidity? • People who have the total, inconsiderate arrogance to actually stop their vehicle on a singlelane road with several cars behind them just to check their phones for messages. And we wonder why there is road rage! • People who have never learned how to back cars up. Is there anything more aggravating than being stuck in a parking lot watching someone make six attempts to back into a parking spot? • People who do not move out into an intersection on a green light in order to give the car behind them a chance to also complete the turn. A curse-worthy habit that demonstrates a total lack of respect for other people. • People who drive luxu-

Those are the people who deserve our respect, not you. • People who buy huge fuel-guzzling, space-gobbling SUVs just to drive to the grocery store and back. Include in that group are the drivers of four-wheel off-road vehicles that will never travel on anything but paved city streets. A friend who has driven in major cities across North America and in Europe has also added when he drives in Richmond he has to rely on his defensive driving skills more than anywhere else he has driven. I believe most drivers on the Lower Mainland would share his opinion.

Dear Editor, May I add to the pet peeves about driving sent in by Mr. Arnold? • Drivers who make a sudden lane change, turn their wheel into the lane then put on the signal light. All this time I thought the signal light was to signify your intention to turn and to make that turn when you deem it safe. I had no idea that it has evolved into like a yelling, “Watch out I have the right to go into your lane! Back off!” • Re-merging into highway. I often use Hwy 91. Drivers behind me think they are on a racetrack. They merge while still on the solid line. Hell, go ahead I am not racing with you to a possible demise. • This one is about pedestrians. Please press

the button for the warning light, if there’s one on pedestrian crossings. In the fall and winter especially at night time. Unless you have a reflector on you, you are not that visible to the driver. More so, if the driver is facing the sun. • I miss the happy waver. There are not a lot of drivers who express their gratitude when they are let into lane or when coming from a driveway. I do wave in gratitude and as a courtesy to these kind drivers. • Baby on board can also mean other than an infant in the car. Richmond does have a bad reputation for drivers. In spite of this, it is still a safe place to live.

Dear Editor, Ray Arnold certainly hit the nail on the head in his excellent, articulate letter regarding Richmond’s poor drivers. I couldn’t agree with him more! I would like to add one of my main gripes, and that is drivers who don’t indicate an upcoming turn. Is it really too much to ask you to please signal your intention? Does it take that much energy to flick an indicator lever up or down — seriously, it doesn’t! And it would make a huge difference to safety on our roads. I can’t count the number of times I’ve nearly had an accident (or been hit whilst walking or cycling) due to people not indicating — how am I to know what you’re about to do? Please, everyone out there behind the wheel, have some consideration for your fellow road users and use that indicator! Everyone will thank you.

10-fold increase in biz bylaw tickets

The City of Richmond gave out 170 tickets in the third quarter of this year to businesses that weren’t complying with municipal bylaws, collecting more than $35,000 in fines. The total revenue for fines this July to September was significantly higher than the same time last year when the city received $3,750 in revenue for business bylaw infractions. A report going to city council’s community safety committee next week notes the increase is a result of city staff investigating businesses that continue to operate while not being compliant with city bylaws. Any business operating without a valid licence will get a warning. However, if a follow-up inspection shows the business is still without a valid licence, a ticket will be issued. While the city doesn’t break down in its report what kinds of tickets were issued, they note that some of the tickets were due to sign bylaw infractions. There were 207 new business licences issued in the third quarter, which is 57 per cent more than were issued in Q3 2022. “This is a positive indicator of economic health, especially as businesses continue to face inflationary pressures and other economic challenges,” the report reads. There were 17,079 businesses operating in Richmond at the end of September, up four per cent from a year ago.

A Richmond woman has been charged with money laundering, possession of the proceeds of crime and loan sharking following an investigation by police. Alexandra Joie Chow, 35, was charged on Nov. 1 with six counts based on an investigation by the Joint Illegal Gaming Investigation Team (JIGIT) in 2019. In August 2019, JIGIT be-

gan an investigation into the alleged loan-sharking and money laundering activity of a man and woman related to criminal interest rates and the illegal operation of a money service business contrary to the Proceeds of Crime Money Laundering and Terrorist Financing Act. The offences Chow was charged with last week are one count of money laundering, two counts of possession of proceeds of crime

and three counts of “entering into an agreement to receive interest at a criminal rate.” In the investigation in August 2019, it was alleged the two original suspects laundered $828,000, and in November 2021, search warrants were executed on properties in Richmond and Burnaby as well as on three vehicles. Police seized items allegedly connected with money

laundering, which included score sheets with client names and payment dates, four cellphones, two bank drafts totalling $50,000, more than $10,000 in Canadian cash and three highend vehicles. Only Chow has now been charged. She will be in Richmond Provincial Court on Nov. 30. JIGIT is part of the Combined Forces Special Enforcement Unit of B.C.

A volcanic ash cloud that caused flight cancellations and delays at Vancouver International Airport (YVR) during Saturday night was cleared by Sunday. YVR tweeted at around 8 p.m. on Saturday evening that a “small number of” arrivals and

departures were affected. According to an update at 8:30 a.m. on Sunday, the ash cloud was cleared later from the area and flights were “operating as scheduled.” The ash cloud had come from Eurasia’s tallest active volcano, the Klyuchevskaya Sopka in northeeast Russia, which erupted on Wednesday.

Joining the Royal Canadian Air Force was the last thing on a Richmond resident’s mind when she first came to Canada as a nurse. Elizabeth Reilly, a resident at Maple Residences in Steveston, trained to be a registered nurse at a hospital in London, England, before moving to Canada and working at Northwestern General Hospital in Toronto. The 91-year-old recalled helping a lady deliver a baby at the hospital when she was encouraged to apply to the Royal Canadian Air Force and serve during the Cold War as a nurse. “She asked me to join her and her husband, who was a Lancaster pilot during the war, and live with them since she had a spare room, which is what I did,” said Reilly. “So I became part of the Air Force community almost before I joined the service.” Reilly served as an officer and a

nurse from 1955 to 1960 and was first posted in the Laurentides in northern Quebec. Shortly prior to her joining the force, she applied for and received her flying licence at a local flying school at the age of 21 to prove a point to a man she was dating at the time. “I said to him I’d love to fly and he said ‘no that’s not for women,’ so I went and got it much to everybody’s surprise. “But of course, the Air Force wouldn’t accept me as anything but my registered nurse status, so that’s how it worked out.” She told the Richmond News she often looked after dependents and occasional aircrew who hurt themselves. “The dependents were all young people so with them there, our maternity ward was very busy all the time,” said Reilly. “There would also be some airplane mishaps, like running off the runway or that kind of thing.” When asked what her most

“Everybody laughed at me getting this bug that stayed at the nurses’ quarters,” said Reilly. “But one winter it got so cold that none of the machinery on

the base worked, except my little Volkswagen, so I basically gave the power to the whole base with my little box wagon.” Reilly was also stationed in France during her service where she worked mainly at the hospital. Despite everyone being “on high alert and had to be prepared,” Reilly said everyone was “extremely friendly, like one big family.” “If one person is in trouble, everybody rallies around.” In 1960, Reilly married her husband who was a fighter pilot and lived in France, near the border of Belgium, and had to leave the service. She didn’t become a nurse again until she moved back to Canada, working at hospitals wherever her husband was posted. “It was a pity that was the end of my career with the Air Force. I wish we could have stayed on, but that’s how it was when nurses got married at the time.”

Living in specific quarters on an Air Force base was a time a Richmond High alumnus will never forget. John Reasbeck, a 1959 graduate of Richmond High, recalled a “wonderful seven years” living in the permanent married quarters (PMQs) with his family after his father, an airframe mechanic, was posted at the Sea Island Air Force Base in 1956. The Royal Canadian Air Force (RCAF) base at Sea Island was established in July 1940. In February 1953, the first 150 PMQs were built and occupied. The base was still used for military use and training exercises after the Second World War. Reasbeck, who was 15 years old at the time, moved with his family of five from France and settled on Wellington Crescent for one year before they were assigned a duplex PMQ on the base in 1957. Two years later, his family moved once more to a single home PMQ in 1959 where they stayed until 1963. “I still remember seeing at the edge of the

Not fancy, but comfortable ... continued from page 10 The PMQs that Reasbeck and his family lived in often had a shared patio between three or four homes, he explained. Each building had a living room, kitchen, dining area, one or two bathrooms and one bedroom for each family member. In Reasbeck’s case there were four bedrooms. “There’s nothing too fancy, but it was comfortable and adequate.” Smaller families would move into duplexes while bigger families would get a single home, he explained. “It was a great time living on the Air Force base because most of your friends were so close on Sea Island too,” he said. Reasbeck highlighted the many amenities his and other families had access to including basketball hoops, a rifle range, table tennis, a gymnasium and a cafeteria. “We definitely took advantage of some of the facilities on the base and I somehow spent a lot of time on the rifle range.” Reasbeck told the Richmond News that the teenagers were “fortunate in getting a building” on the base for a night every week to hang out. The teens formed a club called the Sea Island Teen Club in 1958, with Reasbeck being the first president.

They would host gatherings and parties every Friday night. “We would have dances and sit down and chat to our heart’s content as much as wanted,” he said, adding the Air Force would provide couches, chairs, a dance floor and a room with a sound system “to play all our records.” “It was a great way to just spend time together and quite a fabulous thing to have available to us really.” The base was eventually decommissioned in March 1964, when the Canadian military consolidated services. Several military bases were downsized or merged as well, according to the Sea Island Heritage Society. While Reasbeck never got to follow his dad to work, he followed in his parents’ footsteps in serving for the country. He joined the Royal Canadian Air Cadets that was on the Air Force base while living in the PMQs and went through Air Force Reserve training while attending post-secondary at the University of British Columbia. “My entire family served except my youngest sister who was only in the girl guides, but we were definitely proud of it all.”

A fish and chips restaurant in Steveston is being sued by a restaurant manager who claims she was wrongfully dismissed. Renee Sanzalone, restaurant manager at Dave’s Fish and Chips on Moncton Street, is seeking compensation after her health benefits were terminated, which she claims amounted to wrongful dismissal, according to a lawsuit filed in Vancouver Supreme Court on Nov. 2. Sanzalone began working at Dave’s as a server in 1995

and became the restaurant manager in 2019. Dave’s is owned and operated by Ping Zhang. According to the lawsuit, Sanzalone went on medical leave in January 2023 and received a text in March that Dave’s was terminating her health benefits in April. She argued the health benefits were a “significant and substantial part” of her employment contract and she was allowed to “reject the changes and consider herself to be wrongfully dismissed” because Dave’s made the change without her consent.

The lawsuit claims Sanzalone was entitled to payment in lieu of eight weeks’ notice under the Employment Standards Act. Under common law, Sanzalone claims she is entitled to payment for 24 months’ notice. She also claimed, while she was on medical leave, the restaurant told her she would be “personally responsible” for losses if it were to close due to staffing shortages, causing her “significant stress and an exacerbation of her disabilities.” None of the allegations have been proven in court.

The Richmond School District is receiving $16.5 million in funding from the province to add more classrooms to Samuel Brighouse and William Cook elementary schools. The funding is for 11 “pre-fabricated modular classrooms” — six at Brighouse and five at Cook — that will add 275 new student spaces at the two schools next school year. Currently, Brighouse has four portable classrooms and Cook elementary has five. Minister of Education and Child Care Rachna Singh was joined by the Richmond Board of Education and Henry Yao, MLA for Richmond South Centre, at Samuel Brighouse elementary for the funding announcement on Monday morning. “We are expanding schools to meet the demands of high student enrolment faster,” said Singh. The modular classrooms have a 30-to-

50-year lifespan, she added. Board chair Debbie Tablotney said the funding from the provincial government is helping the district take the necessary steps to address enrolment growth at schools in Richmond City Centre including at William Cook, Samuel Brighouse, R.C. Talmey and Tomsett elementary schools. There were over 200 more students this year enrolled in Richmond schools compared to last year — a 12-per-cent increase. Tablotney said the funding will help contribute to student success and well-being. “Due to the ongoing building of new housing projects and residential towers, our schools will continue to experience pressure for more classroom space,” Tablotney said. She added the school district is working with the ministry and local MLAs to expedite future capital projects such as a “long-awaited” elementary school in City Centre.

Eight young women have been chosen as finalists for the Miss Vancouver Chinese Pageant and will compete later this month for the title at the River Rock Show Theatre. The finalists were announced last week in Richmond, and the winner of the pageant, coming up on Nov. 30, will go on to compete in Miss China World next year. “We look at how (the competitors) present themselves, what their aspirations are, what their dreams are, and things like that. And they need to show their talent during the audition — some of them dance, play the piano or do public speaking,” said Vivien Louie, a spokesperson for Richmond-based Fairchild TV, which is hosting the event. “Nowadays when you look at beauty, it is not just outer beauty, you also include intelligence and inner beauty. So we try to take into consideration the charity elements and involvement in the community.” This is the 29th year the event has been held in Richmond. It started as a fundraising gala following the format of the long-standing Miss Hong Kong

pageant and has been held every year since then. Louie said the finalists will receive extensive training that’s like a “bootcamp” before they hit the stage for the finals. “They will have stage training, dance training, catwalk training and also different seminars for them including teeth whitening and makeup seminars,” she explained. “We also arrange a lot of activities for them such as promo shooting, photo contests and (media events), that they have to practice for.” She said many applicants see the competition as an opportunity to learn about public speaking or how to present themselves on stage, and for the winners, it can be lifechanging. “For the past 29 years, seven of our winners won the Miss Chinese International title — we have a track record that hasn’t been broken by any other city in the world,” said Louie. The sign still read Romania Country Bread last week but, as of last Tuesday, the oven was being used to cook wood-fired pizza. And, already four days into opening, pizzas lined the display counters at the former bakery on Moncton Street in the heart of Steveston Village. The new owner Latif Budak bought out the store a couple months ago, but Romania Country Bread was still operating two weeks ago. Budak explained their pizzas are made using a lot of smoked flavours, for example, smoked bacon, smoked chicken and smoked salmon. And the pizza dough is made using doublezero Caputo flour from Italy. Budak said he’s looking forward to serving pizza to residents in Steveston — where he lives — but he cautioned patience as they are still organizing the new shop. “We need (our customers’) support,” Budak said. “We promise to do our best for them.” Future plans include kitchen renovations, more seating and improvements to the patio in the back. The pizza place — which still doesn’t have an official name — will do dine-in, takeout and delivery, Budak explained.

Richmond’s Kajaks community is mourning the loss of George Agnew. Described as the “man with a heart of gold,” Agnew was a member of the Kajaks Track and Field Club from 1978 to 2018 with “unequalled” contributions to the club. Agnew wore many hats during his time with Kajaks including race director, club

manager, organizer, race team member, athlete and more. As an athlete, he won a total of 10 gold and silver pentathlon medals in the BC Seniors Games. He was the five-time recipient of the Masters Athlete of the Year. He also received the QE Diamond Jubilee Medal and was recognized by the City of Richmond with a certificate of appreciation in the builder category.
