Onni seeks rezoning — again

City reconsiders fate of Steveston boardwalk Graeme Wood

The Onni Group was expected back at Richmond City Hall once again Tuesday evening, trying to alter the zoning requirements of the Imperial Landing development to allow the likes of dentists, notaries, bankers and grocers to occupy the unique waterfront boardwalk in Steveston. In order to persuade city councillors to alter the zoning, the company has offered $1.5 million for a community amenities fund

for Steveston. It also clarified its position on parking and delivery truck operations. This latest application has the support of city staff in the planning department. Last November, councillors directed staff to review the last application, asking planners to look at the feasibility of a library and a maritime museum on the site, and to address parking and traffic considerations. In a new report presented to the city’s planning committee, city staff contend residents do not want a museum in the

development because it lacks “authenticity.” Also, due to the configuration of the buildings, there is not enough space to host a museum. As for a library, staff said while the library board has expressed interest in the space, it has not identified a funding source and thus a library is “outside of the scope of this rezoning application.” Renting space at Onni would cost $20-40 per share foot, according to the report. How Onni has gauged public opinions on the matter has been panned by rezoning opponent

Grade 6 French immersion student James Chen and five of his peers approached the large ominous desk in front of members of the Richmond Board of Education Monday night and laid out their best argument as to why their McNeely elementary late French immersion class should not move next year. The courageous speech was enough for trustees to unanimously vote to keep the class one more year despite recommendations of school district staff it be joined with an early French immersion class at Mitchell elementary this September in order to save $100,000. “Je suis tres excite (I am very excited),” said Chen, when asked how he felt following the meeting. Numerous parents representing both Mitchell and McNeely schools attended the meeting to decry plans by the district to shut down the McNeely class as a result of low enrolment. “I’m just happy to have the kids complete Grade 7 at their own schools. Both programs will be able to finish the way they are supposed to,” said Colleen Cheung, a parent

of a Mitchell student. Mitchell parents were concerned their children would be adversely affected by having late immersion students enter the early immersion class. Kirsty Petersen, a member of the Canadian Parents for French, spoke to the board prior to the vote, noting that, according to her organization, there had never been a case of merging late and early immersion students prior to Grade 8. She said the merge could have had negative outcomes for all the students because they are at different levels of French communication. “You’re asking parents to take a leap of faith for something that has no precedence,” Cheung told the board. Despite the district’s financial pressures, the board voted unanimously to run the class with just 10 students. “I feel, we as a board implicitly made a promise to build a program. …So we must finish it,” said Trustee Eric Yung. While the parents and students got their way, the late immersion program at McNeely will nevertheless close come June 2015. “We can’t continue to run three sites,” remarked assistant superintendent Lynn Archer, who said only 60 new students registered district-wide in late French immersion for next school year.

Hoping to avoid a court date scheduled for tomorrow, lawyers for the Nijjer family have made one last attempt to have Rottweilers Paris and Axle released by making a final settlement offer that includes a long list of requirements for the dogs and the family. The dogs are facing a destruction order after the city deemed them dangerous and Axle proceeded to bite, or nip, a construction worker last October. They have contentiously been held at the city pound for close to six months and have faced health problems since, according to veterinarian records.

Among the things the Nijjers would agree to in exchange for the dogs’ release are: ! Have the dogs undergo intensive professional retraining by a city chosen animal behaviourist ! Have Prabjot Nijjer attend dog training classes ! Allow periodic checkups by the city for three years ! Muzzle the dogs at all times ! Sign an indemnity agreement, indemnifying the city for any possible future incidents. ! Visit Henry Anderson elementary (the Nijjer’s neighbours) to educate children about the dogs ! Agree to a financial penalty of $3,000.

Grossman said ICBC has highly-trained and experienced officers, who know what to look for in a Chinese drivers licence to verify its authenticity.

“We simply follow the legislation… we’re aware of the RCMP’s concerns around verification. “We’re going to see what we can do to assist them.” Although ICBC claims it has tools to verify authenticity, it’s understood Richmond RCMP still has issues with the document’s validity and will continue to fine and tow drivers with such licences until the courts say otherwise.

Richmond will soon have a new 4.2-acre community park. The park, being constructed on the southwest corner of Hazelbridge Way and Cambie Road is the result of a partnership between Polygon Homes and the City of Richmond. Estimated to cost $4.2 million, the park is being financed partly by the developer’s $1.2 million developmental cost charge for the adjacent Avanti high-rise development unveiled on Monday. “We wanted to create an urban park that’s very inclusionary, reflecting the City of Richmond and what Richmond has become; a place for people of all communities and cultures to get together,” said Richmond Mayor Malcolm

Flower of hope

I

t’s not just a daffodil. And at this time of year particularly, it’s certainly not just another flower. The daffodil has become symbolic of the Canadian Cancer Society’s (CCS) struggle to defeat cancer. The yellow flower was used by volunteers during the 1950s to decorate tables at fundraising events that became known as Daffodil Teas. It has become a tradition of the CCS to raise money by accepting donations in exchange for daffodils and by selling daffodil pins through

April. That’s why, throughout this month, you’re likely to see CCS volunteers selling the bright yellow flowers, raising not only money for cancer research and other anti-cancer work, but awareness that there is still a long road ahead. Donations to the CCS during Daffodil Month help fund research to outsmart cancer, assist in providing information and delivering programs to prevent cancer, support those living with cancer, and advocate for policies to improve health. When the CCS started, the cancer survival rate was

about 25 per cent – only one in four people who developed cancer were able to get past it. Now the average survival rate for Canadians diagnosed with any cancer is above 60 per cent – significantly more than half. And for many once-devastating cancers, the survival rate is approaching 100 per cent. So those bundles of daffodils in CCS volunteers’ hands, or the daffodil pins on the lapels of passersby are not just about pretty flowers. They’re about hope, and a fight for life… and everyone fighting together.

able to drive. Failing your driving test can be traumatic and leave you feeling helpless. It’s especially hard for someone who is used to driving others. You feel like you’re letting them down. One woman I know failed her test recently and now can only drive if she has someone beside her with a valid license. It’s hard on her to ask a friend to come with her every time she needs milk. And not all her friends have a valid driver’s licence anyway. Losing your license is yet another one of those humilities us seniors have to endure — but only if we see it like that. The fact is there are alternatives. We can have groceries delivered. We can use Handy Dart, or taxi savers, or take the bus. Granted, we loose some freedom, but perhaps we gain some cooperation and

perspective. Part of living well means accepting change and learning to live with new realities. It may be a bother to ask a friend to come with you to the grocery story, but we could also see it as a time to visit, a time to recognize we all need support and an opportunity to be there for each other. And if it’s stressful to hand over your driver’s licence, imagine the stress of being in a serious car accident because you couldn’t react fast enough. We also need to recognize the stress we cause others when we refuse to acknowledge our driving limitations. A recent survey commissioned by BCAA found that 72 per cent of British Columbians are concerned about the safety of senior drivers. So let’s talk. We can come up with many good, safe solutions if we’re practical, creative and if we see change as an

opportunity not a limitation. Moreover, changes don’t have to just be personal, they can also be political — like advocating for better bus or Handy Dart service. We might not have driver’s licences, but we still have a voice. Olive McDonald is a senior living in Steveston.

I’d say one of my biggest stressor has been the tendency to say “yes” when I really mean “no.” It’s been suggested to me (more than once) I should refuse requests more often, but it’s tough to say no. I want to be liked. I want to do what people asked of me. But doing so has lead to times of stress, and its consequences. Over the years, I’ve come to realize the world doesn’t stop when I say “no, sorry, I can’t.” And that little bit of less stress has been good for me. In fact, it gets things done, like getting up in the morning when I’d rather stay in bed, or cooking dinner when I don’t feel like it. Another stress many seniors experience is losing one’s driver’s license. It doesn’t matter that you’ve never had an accident, chances are, there will come a day when you’ll no longer be

Playing generation game By Dennis Page Special to the News

Generations clash and elicit laughs, as a young female college student moves in with her film professor grandfather, in a new production of The Grandkid, by John Lazarus. When Julius, the recently widowed elder, finds out his granddaughter, Abby, is going to attend the university he teaches at, he offers his home for her to stay at as a way to cut down on her costs and sees it as a nice bonding experience. However, Julius soon finds Abby is not interested in his film interests or Judaism, and complicating matters more, is the fact his granddaughter is dating the organizer of a Palestinian activist group. Playwright Lazarus, points out, that although the set up touches on a sensitive issue, it is not a political play, rather it is a comical one. “I was looking for something that would drive the grandfather crazy,” he said of the play, which opens tonight (Wednesday). “It’s a bit of a social experiment. As always in theatre, she’s got her own baggage, he’s got his own baggage, and they collide in different ways,” he said. Lazarus, who trained at the National Theatre School, wound up working in Vancouver as an actor and instructor at

Richard Newman (Julius) and Pippa Mackie (Abby). Studio 58 at Langara College before a career as a playwright and professor at Queens University, said he has wanted to return to the area with a new play, and now he has. “I have been here (Kingston, Ont.) for 14 years, and one of my dreams was to come back to the Vancouver area with a new play, to be able to say, ‘hello I’m still here, I’m still doing this’ so I get to do that, and the play has just been published as a paperback book by Playwrights Canada press. “I’m hoping it will make people come out of it feeling good about their own generation and other generations, and there’s a lot of laughs,” said Lazarus, who also aims to break down some of the stereotypes based on different age groups.
