Richmond man killed near border crossing Alan Campbell

Police have yet to name a 53-year-old Richmond man who died after being struck by an SUV near the Pacific Highway border crossing in South Surrey.

According to Surrey Mounties, the man was hit as he ran across 176th Street, just south of 8th Avenue around 7:30 a.m. on Saturday, Dec. 20.

Residents with curbside Green Cart collection may cut up and bundle trees and place it at the curbside on their regular collection day.

The tree should be cut and bundled to a maximum size of three feet by two feet, and four inches in diameter.

Trees may also be dropped off at two different locations.

The city’s recycling depot at 5555 Lynas Lane, accepts trees between 9 a.m. and 6:15 p.m. from Wednesday to Sunday. The depot is closed on statutory holidays.

In addition, trees can be dropped off at Ecowaste Industries, which is located at 15111 Williams Road.

passenger on a southbound charter bus. He had got off the bus just before the accident and was understood to be crossing 176th Street outside of a crosswalk when he was hit by a Mitsubishi Outlander traveling north.

He was pronounced dead at the scene.

The driver of the SUV, a 43-year-old Surrey man, reported the incident and is cooperating with police.

Police say the investigation is still ongoing and any witnesses are asked to call Surrey RCMP at 604-599-0502.

Tale told of turbulent times in airline industry Philip Raphael

The ups and downs of Canada’s airline industry experienced through the turbulent 1990s is not likely to be repeated.

So says Sid Fattedad, a Richmond resident and former airline executive who had a front seat during the sunset days of Canadian Airlines International and recently published a book — An Insider’s Story on the Rise and Fall of Canadian Airlines — on the era that eventually left Canadian air travelers with less choice, higher ticket prices and a lack of a pioneering spirit in the skies.

“I don’t think the government would allow it to happen today,” said Fattedad, alluding to the demise of Canadian, a westernbased airline that brought together numerous carriers including Wardair, CP Air, Pacific Western Airlines, and Nordair under one name in 1987.

Amid rising operating costs, changing markets, shifting airline partner allegiances, and a battle for

routes, Canadian was eventually purchased and merged under one flag — Air Canada — by the turn of the century.

“I’m quite sure it shouldn’t have played out that way because what’s happened since then is the development of a true duopoly in the country,” said Fattedad, who came out of retirement in 1992 after serving as Canadian’s western region vice-president to form an employee-led buyout of the airline in hopes of leading it away from a merger with Air Canada.

Fattedad was named chairman of the Council of Canadian Airlines’ Employees which invested around $250 million in the carrier. But it proved not to be enough in the long run.

“Those were the days when you had company spirit,” Fattedad said when asked why Canadian’s workforce would go to such lengths to try and preserve their airline. “These days the air travel game is much more of a commodity business.”

Asked if there was an eastern bias that contributed to Canadian’s struggles and employee opposition to a merger with Air Canada,

Fattedad laughed and said, “Well, Air Canada was always the government’s baby. The government set them loose from being a crown corporation to being a publicly owned airline when they privatized Air Canada.”

That meant the airline was debt free, plus it enjoyed generous lines of credit from the banks.

“They (federal government) put Air Canada on the map, and, through the years and wars with Canadian and economic downturns, they had to go through two bankruptcies,” Fattedad said.

That left the skies above Canada controlled by one, major international air carrier, until WestJet grew to become a competitor. But even with that, minimal choice in the air travel marketplace is not good for consumers today, Fattedad said.

“This is the only country in the world where 80 per cent of the traffic is concentrated in two airlines,” he said, adding he feels there’s room for more competition.

And I thought I’d try and share it with people before it’s too late, because we’re all getting too old.”

One of Richmond’s most iconic places of worship has been named among B.C.’s top 100 favourite buildings.

The Ling Yen Mountain Temple, one of many religious buildings adorning Richmond’s “Highway to Heaven,” was included in BC’s Best Buildings Contest held by the Architecture Foundation of BC. The contest marked 100 years of architecture as a profession in B.C. and drew more than 450 nominations.

The public was then invited to vote online for their favourite buildings, identifying the most popular with more than 4,000 casting their votes. From those, a judging panel met to determine the top three in each region of the province.

Ling Yen Mountain Temple received 230 votes, good enough for second place in the Southern Region category, behind the Wing Sang Building in Vancouver, which received 522 votes, and in front of third place finisher BC Place Stadium with 216 votes.

The Ling Yen Mountain Temple is a Buddhist monastery, designed by Pacific Rim Architecture in the Chinese palatial style and was completed in 1996. It has about 10,000 members in Greater Vancouver and several dozen resident monastics.

The most popular building overall in the contest was judged to be the Mission Hill Winery in

Kelowna which received 1,007 votes to top the Interior Region category.

The Empress Hotel in Victoria (375 votes) took top honours in the Vancouver Island category, while The Igloo on Hwy. 16 in Smithers (309 votes) topped the Interior Region category.

“We all have our favourite buildings; buildings with architectural lines we love, old houses with decades of memories and shops that invite us in; buildings that have become touchstones in our lives,” said David M. Hewitt, AFBC chair said in a news release announcing the winners. “When the Foundation asked British Columbians to tell us which were their favourite buildings, they responded resoundingly and those results are now in.”

While drawing praise from the public and architectural community, Ling Yen Mountain Temple has had its detractors, specifically regarding its future expansion plans.

At issue is re-zoning for the expansion by building a 200,000-square-foot facility next to its existing temple on the No. 5 Road backlands, which are protected in the Agricultural Land Reserve.

In its latest of several proposals (which began 10 years ago), the main temple hall would be 99 feet tall, roughly one-third the height of its initial proposal, but still 2.5 times higher than what the present zoning allows.

The issue currently remains before city council.

Two men plead guilty to smuggling jewelry at YVR Two travellers have been sentenced to eight days in jail and fined $10,000 each after pleading guilty to smuggling jewelry through Vancouver International Airport.

Michael David Chan and Bo Kwok Siu pleaded guilty in Richmond Provincial Court Dec. 16 to smuggling jewelry totalling in retail value to more than $1.5 million.

The pair were charged under the Customs Act. Charges were laid by the Canada Border Services Agency’s (CBSA) Criminal Investigations Section (CIS).

According to a CBSA press release, this case began on Nov. 20 when Chan and Sui landed in Vancouver on a flight from Hong Kong. Border services officers received information that a traveller — later identified as Chan — appeared to be concealing goods around his ankles.

Officers approached Chan, and referred him for a more in-depth examination. While in secondary examination, officers discovered Chan had concealed six packages of jewelry by strapping them to his legs underneath his pants.

The packages contained hundreds of pieces of jewelry with a combined weight of five kilograms. Border services officers arrested Chan for smuggling.

Upon further investigation, officers discovered that Chan was not travelling alone and gathered information to identify the travelling companion who they suspected had smuggled jewelry in the same manner as Chan. They were able to determine that Sui was staying at a nearby hotel. CBSA’s Criminal Investigations attended the hotel, identified the traveller, and placed him under arrest. Sui admitted to hiding jewelry within the hotel room. Under authority of a search warrant, the CIS investigators were granted access to Sui’s hotel room where officers located the jewelry in a garbage bin. An additional five kilograms of jewelry was seized, for a combined weight of ten kilograms.

The jewelry’s total commercial value for duty was $349,696, but the retail appraised value of the jewelry totalled $1,589,530. In addition to the fines in court, Chan and Sui must also pay a civil penalty for the return of the jewelry.

Richmond News owner buys Review Glacier Media Inc., owners of the Richmond News, announced it has come to an agreement with Black Press to purchase and sell a number of community newspaper operations in the Lower Mainland.

As part of the deal, Glacier has purchased from Black Press the Richmond Review, The Tri-City News, Burnaby News Leader, and New Westminster News Leader.

Glacier has sold to Black Press the Surrey Now, Langley Advance and Maple Ridge Times.

The sales include the papers’ related publications and digital properties.

Glacier Media said the transaction will strengthen the company’s community media business. Operational control of the papers will transfer to the new owners March 2, 2015.

In a separate transaction Black Press has purchased the Vancouver Island Community Newspaper Group from Glacier. Black Press will assume operational control of that property on March 2, 2015. The Victoria Times Colonist is not part of this transaction and will remain with Glacier.

Scientists turned salespersons

S

omeone in our government must think scientific researchers have had it too good for too long.

How else to explain the murky new plan that sends lab coats to tap dance for funding from the private sector before they can get on with their research?

Traditionally, hordes of hopeful scientists applied to the Canadian Institutes of Health Research for funding.

Grants would be given to the brightest 15 per cent following a grueling peer review process.

But now scientists may need to find 50 per cent of

their funding (and this doesn’t include administration or overhead, traditionally paid for by philanthropists) from some other source before the institute will pony up.

Essentially, this plan forces scientists to be salespeople.

Besides the fact that their energy would be better spent over a microscope than coldcalling financial backers, we can’t help but wonder if ideas of great merit will be discarded simply because they aren’t marketed well.

If you’ll forgive us for being flippant: Would you buy a used car from someone who looked

like Albert Einstein?

Science and the private sector have always collaborated and will continue to collaborate. However, this feels a bit like a poorly arranged marriage.

Financial empires have been built on products that are ruinous to our health and environment. Can we really expect those same empires to fund the research that may pinpoint the causes of disease or ecological degradation?

In science, failure is said to be the greatest teacher. If that’s true, we should learn a lot from this new funding approach.

This is not to say that actually building Site C is going to be an easy task. There are a half dozen court challenges already filed against the project, with the ones filed by First Nations bands potentially the most problematic.

Although the bands in the Peace River area where Site C would be located are among the few who have treaties with the province, they also have constitutionallyprotected rights when it comes to their traditional use of the land, including hunting and fishing activities.

The joint review panel that awarded the environmental assessment of Site C also noted the dam poses a “significant adverse effect” on those traditional rights (covered under Section 35 of the Constitution).

Depending on how a high court weighs the importance of that finding, the project’s future remains hazy at best. Of course, B.C. Hydro is also negotiating with those bands for some kind of monetary settlement, so it

remains entirely possible the objections of First Nations may yet be resolved.

Nevertheless, the dam’s construction (at least its initial stages) could be delayed by the court challenges. Slated to now begin in July, there is every possibility the first shovel in the ground won’t occur until well past that.

One of the unique construction challenges for the dam is the fact that diverting the Peace River around the construction site can only take place between August and September, so you can see the consequences of any major delay in scheduling.

Still, even if the dam’s construction is put off a year (and presuming no court challenge ultimately succeeds) there will be work being done at the site by the time the 2017 election rolls around.

And that means you can be sure Premier Christy Clark, wearing her trusty hard hat (the symbol of her past successful campaign) will visit the dam construction site a number of times during that 2017 campaign.

The need to finance bridges, buses, trainways and roadways is the result of our development practices.

Unless we change those practices, we will simply have another set of needs in the future.

If councils had got off the development wagon years ago, we wouldn’t be having the transportation problems we have today. I ask myself what, who and why are the driving forces behind this madness?

I have lived in Richmond since 2009 and in that brief time, two high-rises have been built within two blocks of my own tower. Just a little further away, three more sites have been sand packed and are ready to go.

I estimate my “neighborhood’s” housing will soon increase by at least 1,500 people under city council’s present “densification” policy. This likely means about 500 more cars on the road and considerable glee amongst sellers of food, drink, gas, and material goods and services that go with today’s style of living.

If this is what happens to accommodate 1,500 people, what does it mean for Richmond with the projected 75,000?

It seems that no agency in a position to control development is prepared to say, “enough already” nor to ask, “If not enough now, will there ever be enough?”

We should remember that Polygon Homes has a business mandate to build homes which are targeted at a demographic who they feel will invest in their product and still remain profitable.

They ran open houses where they presented their view of what they thought the development would look like and asked for the community’s thoughts to validate aspects of their design. They did this three times. Each iteration incorporated changes requested by the neighbourhood within reason and also within the purview of City building/planning regulations.

A: Dogs who bark on leash may not have not been socialized enough and can

be nervous around other dogs as they do not feel that they can protect themselves or their owner while on a leash. They also may be frustrated at being confined to a leash. To help alleviate a dog’s worries about not being able to protect itself and/or its owner while being walked,YOU be the pack leader and have confidence! Practice showing your dog that you are a capable pack leader by always remaining calm but assertive when walking your dog on leash. If you are anxious then your dog may sense this and may not feel that you can protect yourself or him/her. Practice remaining calm, being positive and be sure to calmly but assertively correct him. Dogs do need to run and be free sometimes. Hiring a dog walker for some off leash group walks would give your precious pooch the freedom socialization she needs and deserves.

Silver fillings can also corrode over time especially around the edges. This can cause the filling to leak which results in decay beneath the filling. Many people also have concerns about the mercury in this material (but that’s another discussion). A less obvious but more significant disadvantage of these fillings are their potential long term effects on the strength of teeth themselves.

Small fillings and/or more recent fillings are relatively problem free functionally.

However, after chewing on them for a few years (decades even) they can act like a wedge within the tooth leading to internal fractures. The bigger the filling the bigger this potential problem. This is the most common reason for people to break a tooth. The tooth usually has a large, old filling and eventually, because of these fractures, it is the tooth that breaks away from the filling. The fillings themselves rarely break.

These days, not many people want this material for a filling and dentists usually are not enthusiastic about working with mercury anymore. The newer tooth colored composite resin fillings as well as the various ceramic materials, although more expensive, can provide the long term stability a tooth needs without the above disadvantages when place correctly.

Responding to more than 60 potentially life-saving missions every year, the Richmond RCMSAR’s Station 10 needs every cent it can get its hands on.

So, a $12,000 donation last week from Chevron Canada towards improved equipment and fuel was a well-received, early Christmas present.

The funding will be used to support training and improved equipment for the men and women who are on call year round, 24 hours a day, ready to respond to marine emergencies in and around the Steveston area.

“RCMSAR provides an invaluable lifesaving service for those in distress on the water,” said Chevron spokesperson Adrien Byrne.

“And Chevron supports the role of Station 10 in keeping the Richmond

The donation is a $10,000 cash donation toward search and rescue equipment and a $2,000 fuel credit at the Steveston Chevron facility.

“This support from Chevron will really help to keep our crews safe and ready to help the public,” said Station 10’s leader, Aaron Harnden. “We rely heavily on public and corporate support to keep our

boats operational.”

Station 10 is one of more than 40 on the Pacific coast and in the B.C. Interior.

RCMSAR (Royal Canadian Marine Search and Rescue) is a charity with more than 1,200 volunteer members.

Its crews train to Canadian Coast Guard approved standards and respond to an average of 800 marine emergencies a year.

Looks can be deceiving as the Greater Vancouver Canadians once again proved in their final game before the holiday break.

Sitting seventh in the B.C. Major Midget Hockey League and a game below .500 (11-12-2), the regional rep team looked to be in tough against the high-flying Cariboo Cougars who brought a sparkling 22-2-1 record to town that included a current 13-game win streak.

The Prince George squad scored three unanswered goals in the final period to take the series opener 5-1 and was looking to complete the sweep at Planet Ice in Delta.

The teams were tied at 2-2 after 40 minutes when the Canadians rose to the challenge and were rewarded for their hard work on a pair of goals from Gary Dhaliwal to complete his hat trick. The Richmond Minor grad broke the deadlock midway through the frame, then added an empty netter with 11 seconds remaining.

It marked the second time this season the Canadians have defeated the league frontrunners and, in fact, they have played them tough in all four meetings, splitting a pair of 3-2 games up north in October. Greater Vancouver has taken at least a point from every team this season and only consistency over 60 minutes is preventing the opportunity to make a serious move in the league standings.

Head coach Phil Alalouf plans to change that in the new year.

“I talked to these guys about how every time we go play a team like this we keep getting reminded how soft we are,” he said. “When they come out and play a little more aggressive, they are a heck of a lot stronger team. Today, we put (that label) behind us and the boys played very hard.

“We can compete for sure with any team in this league. You just can’t sit back against anyone especially one that has firepower like that.” see CANADIANS › page 15
