Executive Director Legendary FBI Director J. Edgar Hoover was known for his files. At The Richmond Forum, we’re also pretty good at keeping files; we even have one on Mr. Hoover. A few months ago, I was looking through a drawer in my office that contains documents, correspondence, and other materials from the “Richmond Public Forum,” the 1963-to1980-series that was the predecessor of the Richmond Forum we know today. There it was: A signed letter to Ralph Krueger from J. Edgar Hoover, dated October 3, 1962, politely declining his invitation to speak at the First Unitarian Church due to an already full plate and the “uncertain nature” of Mr. Hoover’s schedule. The truth is, The Richmond Forum has a rich and fascinating history supported by a goldmine of artifacts tucked away in drawers, displayed on shelves, and hanging on our walls. It’s high time we share all of it with you. Next season will be the thirtieth season of the “new” Richmond Forum, and I’m very pleased to announce that we will mark the occasion with a beautiful coffee table book that will tell the history of this series (and its predecessor) and share the many treasures and behind-the-scenes stories you haven’t before seen. Richmond author and Forum subscriber Ray McAllister will write the book and is already at work interviewing folks who were at the table with Ralph in the beginning. But we also need your help! Do you have a Richmond Forum story? Were you one of the earliest subscribers? What are your favorite programs, memories, and anecdotes? Was something said from this
stage that changed your perspective? Changed your life? Do you have an interesting story about an interaction with one of our speakers? An item of interest that you’d share with us? Four-star General Keith B. Alexander (Ret.) served as Director of the National Security Agency and Chief of the Central Security Service (NSA/CSS) from 2005 to 2014 and as Commander of the U.S. Cyber Command (USCYBERCOM) from 2010 to 2014. The National Security Agency, created in 1952 as the home to America’s codemakers and codebreakers, protects and defends U.S. government IT systems as well as delivers crucial intelligence to U.S. military leaders and U.S. allies. USCYBERCOM works specifically to protect the computer networks of the U.S. Department of Defense. In 2013, the NSA came under fire for its data collection process following the Edward Snowden leak. As a result of the leak, a President’s Review Group was formed to review the NSA’s process. At the review’s conclusion, one of the members, Professor Geoffrey Stone, said: “To say I was skeptical of the NSA is, in truth, an understatement. I came away from my work on the Review Group with a view of the NSA that I found quite surprising. Not only did I find that the NSA had helped to thwart numerous
terrorist plots against the United States and its allies in the years since 9/11, but I also found that it is an organization that operates with a high degree of integrity and a deep commitment to the rule of law.” Born in 1951 and raised in Syracuse, New York, Alexander graduated from the U.S. Military Academy at West Point in 1974. He went on to earn four master’s degrees: Business Administration from Boston University, Systems Technology (Electronic Warfare) and Physics from the Naval Post Graduate School, and National Security Strategy from the National Defense University. Previous assignments included Deputy Chief of Staff, Department of the Army; Commanding General of the U.S. Army Intelligence and Security Command; Director of Intelligence, United States Central Command; and Deputy Director for Requirements, Capabilities, Assessments and Doctrine for the Joint Chiefs of Staff. Additionally, Alexander held key staff assignments as Deputy Director and Operations Officer, Executive Officer, 522nd MI Battalion, 2nd Armored Division; G-2 for the 1st Armored Division both in Germany and during the Persian Gulf War, in Operation Desert Shield and Operation Desert Storm, in Saudi Arabia. He also served in Afghanistan on a peace-keeping mission for the Army Deputy Chief of Staff for Intelligence. Alexander retired from the NSA in 2014 and opened a private cybersecurity consulting firm to help the nation’s financial services industry address the threat of cyberattacks on its assets and customers He and his wife, Deborah, have four grown daughters and 15 grandchildren.

Robert S. Mueller III was sworn in as the sixth Director of the Federal Bureau of Investigation on September 4, 2001, just one week before terrorist attacks shook the nation. Mueller led the Bureau’s transformation from a traditional domestic law enforcement agency to a threat-based, intelligence-led, national security organization. Under his leadership, the agency’s priorities shifted to counterterrorism and counterintelligence, with cyberthreats expected to eventually become the Bureau’s number one priority. The number of FBI intelligence analysts tripled during his tenure, and the number of Joint Terrorism Task Forces grew from 35 to over 100. Mueller also oversaw the establishment of Cyber Task Forces in each of the FBI’s 56 field offices. In 2011, President Obama asked Director Mueller to continue in his role for two more years, and the U.S. Congress passed legislation allowing him to serve a second term. In 2013, Mueller, the longest-serving FBI Director since J. Edgar Hoover, completed his second term. Robert Mueller graduated from Princeton University in 1966 and later earned a master’s degree in International Relations at New York University. After college, he joined the United States Marine Corps, where he served as an officer for three years, leading a rifle platoon of the Third Marine Division in Vietnam. He is the recipient of the Bronze Star, two Navy Commendation Medals, the Purple Heart, and the Vietnamese Cross of Gallantry. Following his military service, he earned a law degree from the University of Virginia Law School in 1973 and served on the Law Review. Mueller worked as a litigator in San
Francisco until 1976. He then served for 12 years in the U.S. Attorney’s Office in San Francisco and, later, Boston, where he investigated and prosecuted major financial fraud, terrorism, and public corruption cases. In 1989, after a short stint in private practice, he joined the U.S. Department of Justice where he oversaw the prosecution of Manuel Noriega, the Lockerbie Pan Am 103 bombing case, and mobster John Gotti. He continued his public service in 1995 as a senior litigator in the Homicide Section of the District of Columbia U.S. Attorney’s Office. In 1998, Mueller was named U.S. Attorney in San Francisco and held that position until 2001 when President George W. Bush nominated him to be Director of the FBI. Today, Robert Mueller is a partner at WilmerHale in the Washington, D.C. office, where he focuses on cybersecurity and internal investigations. As recently reported in the news, Mueller completed an independent investigation of the NFL’s handling of the Ray Rice matter. He and his wife, Ann, have two daughters.

John Donvan is a correspondent for ABC News, and host and moderator of the Intelligence Squared US debate series heard on NPR. He has served as ABC White House Correspondent, and has had postings in Moscow, London, Jerusalem, and Amman. Donvan can also be heard on NPR as a contributor and was a frequent substitute host of Talk of the Nation. He is a contributor for The Atlantic and the author of a book in progress on the history of autism. Donvan has won three Emmy Awards, several Overseas Press Club Awards, and two Cine Golden Eagles. He is a National Magazine
Award finalist and has also been honored by the National Association of Black Journalists, the Committee of 100, and the Media Action Network for Asian-Americans. Always looking for new challenges, Donvan completed a run of his first one-man show, Lose the Kid, at the Mead Theater in Washington, D.C. in the fall of 2013. The band draws strong influence from legendary French Gypsy guitar genius, Django Reinhardt, who pioneered musical styles that have been termed “jazz manouche,” “Gypsy Jazz,” and “string swing.” With one ear firmly fixed on their rich cultural past, Gypsy Roots continues these traditional styles of music while creating exhilarating and vibrant tapestries of sound.

No foreign nation, no hacker, should be able to shut down our networks, steal our trade secrets, or invade the privacy of American families, especially our kids’. So we’re making sure our government integrates intelligence to combat cyberthreats, just as we have done to combat terrorism. And tonight, I urge this Congress to finally pass the legislation we need to better meet the evolving threat of cyberattacks, combat identity theft, and protect our children’s information. That should be a bipartisan effort. If we don’t act, we’ll leave our nation and our economy vulnerable. If we do, we can continue to protect the technologies that have unleashed untold opportunities for people around the globe.

Shortly after I took office, I declared that cyberthreats pose an enormous challenge for our country. It’s one of the most serious economic and national security challenges we face as a nation. Foreign governments, criminals, and hackers probe America’s computer networks every single day… Moreover, much of our critical infrastructure—our financial systems, power grids, pipelines, health care systems—run on networks connected to the Internet. So this is a matter of public safety and of public health. And most of this infrastructure is owned and operated by the private sector. So neither government nor the private sector can defend the nation alone. It’s going to have to be a shared mission— government and industry working hand in hand, as partners. And that’s why I’ve said that protecting our digital infrastructure is a national security priority and a national economic priority. Over the past six years, we’ve pursued a comprehensive strategy, boosting our defenses in government; sharing more information with the private sector to help them defend themselves; [and] working with industry through what we call the Cybersecurity
Framework—not just to respond to threats and recover from attacks—but to prevent and disrupt them in the first place. The problem is that government and the private sector are still not always working as closely together as we should. Sometimes it’s still too hard for government to share threat information with companies. Sometimes it’s still too hard for companies to share information about cyberthreats with the government. There are legal issues involved and liability issues. Sometimes, companies are reluctant to reveal their vulnerabilities or admit publicly that they have been hacked. At the same time, the American people have a legitimate interest in making sure that government is not potentially abusing information that it’s received from the private sector. It’s going to bring everybody together—industry, tech companies, law enforcement, consumer and privacy advocates, law professors who are specialists in the field, as well as students—to make sure that we work through these issues in a public, transparent fashion.

In 2014, the Pew Research Center canvassed thousands of experts to learn their predictions about whether a major attack causing widespread harm would occur by 2025. Many of those who answered “yes” indicated that major cyberattacks have already happened (citing Stuxnet as a primary example), and similar or worse attacks are a given. Those who said “no” generally believe the “good guys” will still be winning the cybersecurity arms race by 2025. By 2025, will a major cyberattack have caused widespread harm to a nation’s security and capacity to defend itself and its people?

THROWN FROM A ROLLING CAR. L U C K I LY, S H E L A N D E D AT V C U. One cold day in January, Candi’s life was turned upside down. While driving home, her car skidded, went down an embankment, and she was ejected from the vehicle. Candi’s injuries were so catastrophic, people could not imagine her surviving. At the VCU Level 1 Trauma Center, she was resuscitated and treated for life threatening injuries. Since that time, and through rehabilitation at VCU, she has moved from her bed to a wheelchair, and continues to work hard daily.
