This warm weather may have you itching to get outdoors, but it also means ticks are out there too, presenting a danger to you and your pets. York veterinarians are reporting that ticks, which can carry Lyme disease, have been spotted already this year in several places, including downtown Aurora, forested trails in York Region and Jokers Hill in Newmarket. Three ticks have been removed from dogs so far, says Adelle Ismond, who works at the Golf Glen veterinary clinic in Aurora. No ticks have been reported yet at Richmond Hill’s Don Head Village veterinarian clinic, but that doesn’t mean they’re not out there, says

She was extremely ill, Malach said. “She definitely picked it up in Thornhill Woods... we think a tick got in her paw pads,” Malach said. “She was in extreme pain everywhere, extreme lethargy, conjunctivitis in both eyes. It was full immune shutdown.” Molly was successfully treated and recovered, she said, but “it was nasty, just nasty”. To be safe, pets require a combination of tick and heartworm medication that, depending on the dog’s size, can cost $150 to more than $200, she said. Since songbirds widely disperse Lyme disease vector ticks, people do not have to visit a trouble area to contract Lyme disease, according to a recent study in the International Journal of Medical Sciences. “Infected ticks are a big problem everywhere, but we have not always been given up-to-date or accurate information,” said Linda Kelso, facilitator with the York North Support Group. John D. Scott, research scientist with Lyme Ontario, and his colleagues conducted a tick study in the Dundas, Ont., area, near Hamilton, and found that 41 per cent of the blacklegged tick adults are infected. The study also revealed that the local public health unit was under-reporting infected blacklegged ticks by more than 600 times. Recent studies show migratory songbirds transport the disease into southwestern Ontario during spring migration. After feeding, engorged ticks detach and descend into the cool, moist leaf litter on the ground. Within five to eight weeks, these ticks molt to the next life stage, and begin looking for people and domestic animals, such as
Readership of weekly community newspapers in Ontario is very strong, according to the Community Newspaper Readership Report released by BrandSpark International. The report, conducted in partnership with Metroland Media, found that 73 per cent of Ontarians surveyed have read at least one of the last four issues of their Metroland community paper. That rate is 83 per cent for the papers in Metroland’s York Region – including Richmond Hill/Thornhill Liberal, Markham Economist & Sun, Vaughan Citizen and other York papers. Most notably, just under nine in 10 (87 per cent) younger adults surveyed between the ages of 18 and 35 are reading their community newspaper as much or more often this year than last year. That number jumps to 92 per cent for all adults surveyed. “I think it’s fair to say that we were surprised at the strength of community newspapers in light of how print in general is perceived,” said Mark Baltazar, vice-president and partner at BrandSpark International. “These findings reinforce how much local information matters to Ontarians. Community newspapers are playing a major role in the lives of the people we studied, keeping them connected to what’s going on in their own backyards.” Compared to last year, 13 per cent of the people surveyed indicate they are reading Metroland newspapers more often, while almost 80 per cent have not changed their readership habits. Only 6 per cent of the people indicate they are reading it less. “This news certainly reinforces the feedback that we’ve heard from our readers across the province,” said Michelle Digulla, vice-president of marketing at Metroland Media. “There is a strong appetite for the community-level, hyperlocal news that community newspapers, in print and online, are uniquely set up to deliver.” More than 13,000 adults across Ontario were surveyed online and by phone for the study, which was completed from Nov. 24 to Jan. 31. The study focused on readership for the more than 100 local websites and community newspapers (including flyers) published across Ontario by Metroland Media. The margin of error is plus or minus 0.94 per cent.

A decision by the Ontario Superior Court of Justice this week is being hailed as a victory for Richmond Hill and for those who wish to retain greenspace in fast-growing suburbs around the GTA. Divisional Court Judge WiltonSiegel has given the Town permission to appeal last year’s OMB decision that placed a cap on the amount of parkland a municipality can seek from developers. That precedent-setting decision, by OMB vice-chairperson Jan De Pencier Seaborn, ruled against the Town of Richmond Hill requiring developers to set aside park space or
cash-in-lieu at a rate of one hectare for 300 residential units. It had been an attempt by the town to preserve greenspace and offer parks for new residents as the town grows, but Seaborn struck it down last January, saying the town must cap its requirement at 25 percent of the developable area of the site or the cash-in-lieu equivalent. The town argued this would limit a municipality’s ability to pay for parks as its community grows at a rate mandated by the province. Four other municipalities — Markham, Vaughan, Mississauga and Oakville — threw their support behind the town, saying the OMB overstepped its bounds and impaired
dogs and cats, to latch onto. As it disseminates in the body, a myriad of symptoms commonly unfold, including fatigue, headaches, lowgrade fever, stiff neck/back, disturbed sleep, memory and sensory loss, the study said. It can lead to migratory joint ache and pain and tingling and affect areas throughout body. Left untreated or inadequately treated, it can impact deepseated tissues such as bone, brain and eye muscle ligaments and tendons. In some cases, this persistent infection is fatal, the study said. “It’s a wretched illness that is capable of interfering with every single aspect of life: work, relationships, finances, hobbies, leisure activities,” said Christina Gamper, a Richmond Hill resident who has been struggling with the disease for 15 years. “Imagine not eating for two days so you’re feeling kind of weak, not having slept for three days, feeling lightheaded and having the aches and pains of the flu with 15-lb weights strapped to your limbs and no amount of flu medication will give you relief. “How would you do at work in that condition? How would you manage to look after your family? Would you

Ontario’s bike friendly dream
Stronger penalities needed
T
he province says it will spend $25 million over two years to make Ontario a more bicycle friendly place, establishing more bike lanes and making roads safer for riders. Will it make a difference? If you’re not a regular bicycle rider now, might you ever become one? I’m not so sure. Even though it would be a great thing if it did happen, making us more fit and eco friendly, I wonder if we will ever change. When I was a kid, I used to ride my bike everywhere. As soon as the weather would allow it, I’d ride my bike to school. I’d ride my bike delivering newspapers ot to the corner store on errands when my mom said we needed milk or bread. I rode my bike to my baseball games, cleats on the pedals, glove on the seat under me. I rode my bike around the block with the other neighbourhood kids when we had “nothing to do”. We loved our bikes because, when it was not bicycle season, we had to walk. A ride to school? Are you ill? Broken leg? We trudged through snow and longed for better weather when we could get out our bikes again. Despite that great start in the world of cycling, strangely, as soon as we were old enough to drive, we typically abandoned bike riding. All we wanted was to drive our parents’ cars or, once we could afford it, our own. Cycling was kids’ stuff. I have to say we’ve come a long way from that time. All across York’s more rural roads you see people — adults — riding bikes for exercise, or competition, their colourful and tightfitting outfits hard to miss. It looks like a great way to get outdoors, stay fit and enjoy some camaraderie. Meanwhile today’s bikes are incredible. Walk into a modern bike shop and check out what’s available. Well made, reliable, they can easily serve as a mode of daily transportation. Yet we still don’t see many people, except in downtown Toronto,
Bernie O’Neill using a bike as a basic mode of transport. True, things are more spread out for most of us. Few of us hit the jackpot where our workplace is a reasonable bike ride away from our home. There is the weather. Southern Ontario has some of the most variable weather in the country. Often humid.Sunny in the morning, rainy in the afternoon, or viceversa. Makes showing up at work in presentable shape, or getting home without getting drenched, a challenge. But to me? It’s really the safety issue that makes me nervous about cycling and makes me nervous about my kids being on their bikes. I grew up when people didn’t drive like they seem to drive today. Fewer cars. Life was less rushed. People driving a car were actually looking at the road. Most of our designated bike lanes are just markings on the edge of streets on which traffic is roaring by. An imaginary line. I don’t know why we even bother. I’ve seen places like downtown Montreal where the bike lane is actually a lane. They have taken space away from the cars and put up two-foot tall concrete barriers between where the bikes go and where the cars go. Cyclists are everywhere thanks to those actions. Will we ever do that in Ontario, where the car is king, carmakers are big employers, and we all race everywhere in our SUVs, including driving our kids everywhere? Sometimes action needs to be bolder or why waste the $25 million? I’d say spend it on 100,000 “free” bikes for needy kids, if I was sure they had a safe place to ride. Or don’t spend it at all.
Take refresher courses
Re: What will it take to stop scourge on our roads?, column by Marney Beck, April 14. This column about drinking and driving and the latest tragedy shows the current system is not working. It is long overdue for our politicians to change the law, if they have the courage. A person must be forced to make the decision whether to drink and drive, BEFORE taking the first drink. Afterward they are mentally impaired, and cannot make a serious decision. The dangers of drinking and driving are being advertised now as a result of the many service ads from MADD (Mothers Against Drunk Driving). Unfortunately, people still drink and drive, thinking, “I will only have one or two. I can handle it”. The problem is, the real consequences only happen after an accident happens. This is too late! People are maimed and killed. The consequence must be changed so that if a person is caught drinking and driving, they lose their licence for six months, not seven days (seven days is a joke). The second occurrence, they should lose it for one year; the third occurrence they lose it for five years. This would cause people to think before they start drinking. The law must be changed so people know the consequence to them before climbing in their car. That is the time to make the decision, knowing if they are caught there will be a severe consequence. Perhaps MADD could press for this.

Re: What will it take to stop scourge on our roads?, column by Marney Beck, April 14. I agree with this column [on drinking and driving] and I, too, have my stories. But to cut to the chase, in my opinion, we need regulations that require us all to answer questions about road rules, regulations, handling of a car, how one drives under this and that condition — all before we are allowed to renew our driver’s licence. So many professions require consistent upgrading of skills, why not driving? Another idea is if a citizen needs to take a refresher course, these courses should be run after work i.e. 6 to 9 p.m. during a work week or on Saturday or Sunday between 8 a.m. and 3 p.m. I wonder if these ideas resonate with anyone.

Bicycle lanes have been installed all over Markham in the last few years. The lanes are not being used on a regular basis by cyclists. To encourage cyclists to use the lanes on a day to day basis a campaign is required to highlight the positives of using them. Another article - York children get to school by car: study, yorkregion.com - could be a used as a launch pad to promote bicycle lanes use. A slogan can be used “get out of the car and get on your bike” to encourage students to get back and forth to school on their bikes.

General Motors is turning its employees’ recycled water bottles into a new life producing a noise-reducing fabric insulation that covers the Chevrolet Equinox engine. The bottles, collected from five of its Michigan facilities, are also being turned into air filtration components and insulation in coats for the homeless community. Given its drive to zero waste, all of GM’s global facilities recycle their water bottles. However, the bottles collected at the five locations are now funneled into its “Do Your Part” project, where 11 businesses collaborate to give them a second life. The air filtration components are used in GM facilities to protect air quality; and the insulation goes into Empowerment Plan coats that transform into sleeping bags. GM demonstrates how a supply chain can become a supply web where business opportunities stem from an original project, furthering the mission and driving more social and economic impact. Each partner engaged in this initiative brings specific capabilities. Hamtramck Recycling bails the plastic bottles collected from GM’s world headquarters at the Renaissance Center, Warren Technical Center, and Orion Assembly, Flint Tool and Die, and Flint Engine plants. Clean Tech Inc. washes the bottles and converts them to flake. Unifi, Inc. recycles the bottle flake into resin. GM uses recycled content in many of its vehicles. Cardboard from various GM plants is recycled into a sound-dampening material in the Buick Verano headliner; plastic caps and shipping aids from its Fort Wayne facility are mixed with other materials to make radiator shrouds for the Chevrolet Silverado and GMC Sierra; and test tires from Milford Proving Ground are shredded and used in the manufacturing of air and water baffles for a variety of GM cars.

Rahul Kapur, a Grade 12 student at TMS, has been awarded a Chancellor’s Scholarship from Queen’s University. The Chancellor’s Scholarships were launched to mark the university’s 150th anniversary and recognize academic excellence, demonstrated leadership and creative thought. Last year, Rahul was nominated by his peers as Head Boy of TMS and is highly involved in the school community, participating in a variety of clubs and activities such as Debating, the Curling team and the annual play. He seeks out opportunities to engage in current social issues through school groups such as Student Council and Social Justice.

You may soon have a new, and quicker, way to deal with parking tickets in Richmond Hill. Town council has approved a change that would avoid the use of busy provincial offences courts in the case of disputed fines, and may bring the municipality more than $500,000 in lost parking ticket revenue. If given final approval by council Monday, the new Administrative Monetary Penalty System will replace the system currently administered under the Provincial Offences Act. Several municipalities, including Oshawa, Vaughan, Brampton, Burlington, Mississauga, Markham and Oakville, have already adopted the new system with “overall positive” results, according to a staff report discussed at a committee of the whole meeting Monday night. “I only wish we had done this sooner because ... it is a win-win for both the court system in the province as well as municipalities,” said Councillor Godwin Chan. Currently, eight full-time and four part-time parking control enforcement officers (along with York Regional Police officers and private agencies authorized by the town) have authority to issue parking tickets. The town issues more than 31,000 parking tickets every year, but a significant amount of the fines is not collected, the report said. Under the current system, the town recovered about 62 per cent of the face value of tickets in 2014 — $1,161,000 of a total worth $1,871,000. Part of the problem is the existing process required to obtain a conviction for a ticket under the Provincial Offences Act is “cumbersome, expensive, time consuming and often leads to lengthy delays,” said Alek Antoniuk, supervisor with policy, legislative and regulatory services. In 2014, 6,417 tickets were disputed (about 21 per cent of those issued). Court time allocated to the town for parking infraction trials has been cut back and is expected to be reduced further in order to provide time for more serious crimes, the report said. As a result, it’s common for tickets to be voided or written-off due to a court date not being scheduled within a reasonable timeframe. “The amount of uncollected fines for parking tickets has grown steadily since 1990,” Antoniuk said. “There were 37,866 outstanding parking tickets owing a total of $2,385,902 to the Town of Richmond Hill as of Dec. 31.” When a ticket is disputed, the town is pressured to use a “facilitation process” (lowering fines with education about illegal parking, or in cases of financial hardship) in order to reduce the burden on the courts. But that has reduced revenue — $390,000 less in 2014, the report said. The new system may resolve this, at the same time making it more “citizen-friendly”, Antoniuk said. Under the new system, the town would issue a penalty notice on a vehicle that is in contravention of the parking bylaw. The recipient could request a review of the ticket by a “screening officer” and if unsatisfied with the outcome, could request a review of the decision by a “hearing officer” — both of whom would be appointed by council. Individuals may request an extension of time to pay their ticket from a screening officer or hearing officer. The provincial offences court will no longer be available and the ruling by the hearing officer — a “legally trained, neutral decision-maker”, often a retired justice of the peace or lawyer — will be final. Individuals can pay their tickets online via paytickets. ca, in person at town hall, or by mailing a cheque to the Town of Richmond Hill. Communities that have launched this program report good results, the report said. “I am so pleased with this report,” said Regional Councillor Vito Spatafora, moving for approval. “The actual cost of this system is a fraction of what can be gained.”

Ingrid Taheri is one of four Markham women to receive a recent Leading Women, Building Communities Award — recognized for her work in raising mental health awareness. A pivotal moment for Taheri came in 2014 when she decided to combine her love of music — she taught piano for 15 years — with her background in corporate communications. Taheri created High Notes Gala for Mental Health, an annual event showcasing the lives and talents of artists who have faced mental health challenges. Some 400 people are expected to attend the High Notes event at the Richmond Hill Centre for the Performing Arts April 28. One message Taheri hopes to convey is that you can have a good life despite struggles with mental health. She has spoken about her own family’s struggles with mental illness. “Although my life shifted when my daughter suffered a mental health crisis, we knew how lucky we were that she reached out for help, because many people don’t,” Taheri said.
Taheri’s daughter wasn’t the only person in the family to struggle with mental health issues. Taheri’s father struggled with depression and at his lowest, came close to taking his own life. Luckily, he received help and went on to lead a full life, becoming a role model of hope for Taheri’s family. “Now it is my mission to use the power of words and music to reduce the stigma that surrounds mental illness so others also will ask for help,” she said. “I’ve sworn to do what I can to elevate the status of mental illness survivors. They deserve just as much respect as cancer survivors receive.” Actress Luba Goy, mezzo soprano Jean Stilwell and Grammy-nominated flute player Ron Korb will be featured at the gala, along with speakers Dr. David Goldbloom, senior medical advisor with the Centre for Addiction and Mental Health and co-author of the book How Can I Help? Salary hikes approved for staff, union Richmond Hill council has ratified a two-year agreement with its Salaried Employees Association. The deal, approved by council at a meeting last week, will see 270 full-time employees receiving pay hikes of 2 per cent retroactively for 2015, and 1.3 per cent for 2016. The annual increase for 2015 is consistent with the increase already approved by council for Richmond Hill’s CUPE Local 905 staff, and funds have been included in the town’s 2016 draft operating budget. “This agreement recognizes the value and contribution these employees make by providing the services Richmond Hill residents depend upon while recognizing current economic conditions,” said Samara Kaplan, director of human resources for the town. Similar increases were approved for administrative - Kim Zarzour staff and elected members of council.

WHILLANS (Née Young), Agnes Winifred (Freddy) May 31, 1925 - March 17, 2016 Peacefully at the Peterborough Regional Health Centre. Born in Toronto, raised in Ottawa as the daughter of the late Archibald Young and Violet Lunan, living most of her life in Richmond Hill as loving wife of Howard, mother of Barbara (Craig), Karen (Mark) and Tom, grandmother of Lisa, Graeme and Evan Browning, Ry and Sam, predeceased by sister Isabel (Ross). After graduating from Glebe Collegiate, Ottawa, during W.W. 2, she worked as a farmerette and as a secretary at the National Research Council and the Canadian Lumbermen’s Association before raising her family in Willowdale (1953-56) and then Richmond Hill (1956-2012). Freddy loved nature, young children, reading, music and perennial gardening. She was a long-time member and secretary of the Richmond Hill Naturalists, an active member of Richmond Hill United Church and a Brownie pack Brown Owl. Freddy and Howard enjoyed skiing, canoeing and camping. This was based at parks, a trailer in the Haliburton Forest and Wild Life Reserve and their cabin on a beaver pond near Burleigh Falls. A quiet, gentle, thoughtful person, Freddy was happiest when she was with her many good friends, her family and her grandchildren. In her final years Freddy lived and was well-cared for at Jackson Creek Retirement Residence, Empress Gardens and St. Joseph’s at Fleming in Peterborough. A celebration of Freddy’s life will be held at Richmond Hill United Church on April 26 at 11 am. Interment will be in Hillside Cemetery, Lakefield. Donations in memory of Freddy may be made to The Owl Foundation (Vineland Station) or the Richmond Hill Naturalists.

omolo (Romy Fontana threw his heart and soul into everything he did, whether it was his business, his volunteer work or his many hobbies. “He loved life,” his widow, Rose Fontana, said. “There was no sitting on the couch, watching TV. That was not his thing.” Fontana was born in Veroli, Italy on April 14, 1935. He immigrated to Canada in 1954 to join his first wife who was pregnant with their daughter, Michelina. Fontana worked in construction and juggled two other jobs to make ends meet. By age 22, he’d scraped together enough money to buy his first house. Trained as a welder in Italy, he eventually landed in the steel industry working on apartment buildings as well as large industrial and commercial projects. Fontana rose through the ranks, eventually being promoted to supervisor then foreman. In 1968, he founded his own company, Romy Ornamental Steel, and grew it into a highly successful business.
Wanting a less stressful occupation, Fontana sold the firm in the late 1970s and obtained his real estate licence. Along the way, he and his first wife had two more children, Georgio and Romy Jr. But, by the mid1980s, they divorced. Fontana continued to enjoy success working for a Toronto real estate firm where he garnered top honours five years straight. It was there Fontana met Rose Abbatino, recently widowed, who would become his life partner for the next 30 years. “I remember it clearly,” she said of their first encounter. “We were on the second floor and he came up dressed in this amazing suit and tie. … He was tall, dark — just perfect.” In 1985, Fontana and two business partners established a real estate company, which they grew to house 30 sales representatives. A couple of years later, he and Rose moved to Maple. Following that, he founded Romy Realty Services, where he worked alongside Rose until his death last September. “We did pretty well everything, 90 per cent of our things together – working, living. We were very close in that sense,” said Rose, who married Fontana during small cer-

During his tenure, the club celebrated its 50th anniversary. Fontana organized a huge gala celebration at Le Parc Banquet Hall attended by several local dignitaries. “When he became president of the club, the club grew. It was a friendly place and we all had fun,” Cook said. Fontana also played a pivotal role in the creation of Maple Lions Park. He designed and helped construct the steel arch gateway to Cunningham Drive park. For his dedication and many contributions, Fontana was awarded the Melvin Jones Fellowship, the highest honour bestowed by Lions Clubs International, in 2009. “He was just an outgoing type of guy and I don’t think there was a problem he couldn’t solve, really,” Cook said. He deeply loved his children and three grandchildren. Sadly, his time with them ended Sept. 3, 2015 when he died of heart failure at age 80.
