Frustrated with backroom wheeling and dealing in advance of the appointment of York Region’s chairperson, Markham Councillor Joe Li wants to make the job an elected position. He will bring in a motion this fall asking regional council to advise the provincial government it wants the chair’s job to be elected in time for the next term of council following the 2018 municipal elections. “I’m working on that. When I was campaigning for re-election (last year), a lot of people asked me why the regional chair is not elected so I made a pledge if reelected, I will make sure it’s going to happen,” said Li, adding Whitchurch-Stouffville Mayor Justin Altmann has indicated he will second the motion. “The reason I’m doing it is (because) this is an important position. I believe in democratic (election of the chair). I believe it’s time the chair should be elected. When it’s appointed, there’s a lot of backroom deals. If it’s appointed, you have to make deals. If it’s elected, you go straight to the people.” The chair, who earns more than $200,000 a year, is now appointed to a four-year term by the region’s 20 mayors and regional councillors. Newmarket-Aurora MPP Chris Ballard, who has introduced a private member’s bill at Queen’s Park to make the position elected, said he would welcome Li’s motion. “We don’t need a motion from the region. However, if regional council took it upon itself to request this change of the minister (of municipal affairs, Ted McMeekin), it would expedite the change,” he said. “Higher levels of government don’t always like to impose things on lower level governments. If you ever find yourself in trouble in the water, this is the guy you want rushing to your rescue. Richmond Hill resident Dennis Cook, 23, took first place in competitions in Japan that highlight athletes’ life-saving skills. Cook, who is senior head coach of the Richmond Hill Lifesaving Club, was selected to be a member of Canada’s team in the 2015 Sanyo Bussan International Lifesaving Cup. The event took place in Japan from July 20 to 21 and Cook finished first in the Beach Flags event and fourth in the Beach Sprints event. Canada has been attending the international Lifesaving Cup, which features the 10 top-ranking countries in the world, since 2009. This year, Cook was the first Canadian ever to win an event at the competition, and he is elated. “I’ve been working really hard for this, training almost every day since I was 19, and it’s finally paying off,” he said.

Cook, who has worked as a lifeguard since age 16, said he often trained before and after work, racing through the sand at the volleyball court outside of Alexander Mackenzie High School and following a workout he designed to build the proper skills. The flag event begins with com-

petitors lying face down in the sand. When the starter pistol goes off, they quickly turn around and run 20 metres in the other direction to grab a flag. There are several rounds with one fewer flag than participants, gradually eliminating competitors similar to musical chairs. “It taps into decision-making

skills, because you get cut off and have to quickly decide to go in another direction,” he explained. Cook, who plans to pursue a career as a strength and conditioning coach, said he enjoys competing in lifesaving because it is one of the few sports with a “humanitarian aspect”, and there is a wide diversity of activities — from poolside events that include swimming races and simulated rescues, waterfront events with kayak and paddleboard races, and first aid competitions. Cook also won the Line Throw event at the 2015 Canadian National Pool Championships, which requires athletes to coil a rope in from the water and throw it to a teammate waiting in the pool. COMMUNITY INFORMATION SESSION UPDATE TO THE BOND CRESCENT NEIGHBOURHOOD INFILL DEVELOPMENT ARE The Town of Richmond Hill is undertaking an update to the Bond Crescent Neighbourhood Infill Development Area. The area is currently subject to the Infill Study for the Bond Crescent Neighbourhood. The lands affected by this Update generally includes the lands fronting onto the south side of King Road and those lands with frontage onto Bond Crescent, extending to the east of those lots with frontage on the west side of Bostwick Crescent (please refer to attached location map). As part of the development of this Update, a community information session is being held on Monday, September 14, 2015. The purpose of the Update is to guide development in the study area and to assess matters such as the location of required infrastructure (i.e. streets and sidewalks), the layout of development blocks and land uses (including the possibility of medium density residential uses), the location of parks and urban design considerations. The Town’s Official Plan requires that a Tertiary Plan be prepared and approved by Council prior to the consideration of medium density residential development on collector and local streets within the “Neighbourhood” designation. Once complete, the update to the Bond Crescent Neighbourhood Infill Development Area will provide direction for potential applications proposing medium density residential development in the study area. The Town’s Planning and Regulatory Services Department is coordinating this study with the assistance of the consulting firm, MHBC Planning. The Update is targeted for completion by the end of 2015. It’s World Series political race

Beware of lovely, but hot turtle

y now I guess you are noticing the similarities between Canada’s federal election and the World Series pennant race in major league baseball. If not, let me fill you in. Both will play out over the next couple of months with the final contest in late October. Both feature teams that sport blue in their team colours and a maple leaf in their logo, that would desperately like to clinch it in the final, holding up the big trophy as the confetti rains down from above. Both have somewhat revamped lineups, although several core players are still there, with the same skipper they’ve had for a while. (Notice John Gibbons is always eating something? It’s as if the game is keeping him away from dinner. Meanwhile, Stephen Harper is not a bad looking fellow, he just looks like a guy who would be more comfortable wearing a tie, but his advisors have hidden them.) In the case of the Jays, it’s pretty clear they are Canada’s team, bandwagon jumpers and all. The federal Conservatives would love to think of themselves as Canada’s team, but they have so many critics these days, as well as serious competition for our hearts from the NDP (picture them in orange and black) or Liberals (wearing red), it promises to be a close race right to the bitter end. Like baseball, every once in a while one of the political parties is forced to deal with a team member over some dumb posting on their Twitter account. Likewise, sometimes veterans get the start over newcomers trying to break into the lineup. Sometimes a candidate is thrown a knuckleball of a question and swings wildly, making a fool of him or herself. Some generate interest because of hairstyle choice or who it is they hang out with on their off time and not by their performance in the batter’s box (aka media scrum). Once the baseball season is said and done, I’m sure we will have been all quite well entertained, and maybe had our hearts broken. But I’m not sure the Jays becoming champs would have the same impact as what direction we go

Alas, if only the federal parties could generate the same kind of interest in their battle for ballots that the Jays have been able to generate with their ballfield battle for wins. Perhaps they can pick up a few tips from baseball to get the fans pumped up: Each party could have a mascot: Conservative Carl, Liberal Larry, NDP Pete. They’d race around the field between debates and maybe trip each other. Imagine Thomas Mulcair Bobblehead Day. Free Liberal batting helmet to the first 20,000 voters. Conservative towel day (their haters would love for it to be a simple white “I surrender” style of towel, but I doubt they are giving up that easily). When a politician steps up to the microphone his party could flash his stats from when he was on student council at university, who his favourite politician was growing up, votes batted in. We could all get to know the players a little better. Although that’s been the knock on politics these days, that the more we know the players, the less we seem to like them, and the more the party they play for is left open to criticism. So parties appoint candidates rather than allow them to be chosen, and when it comes to talking to voters, candidates aren’t all that candid. Which is why people, on the day before voting day, are searching around for the name of the candidate in their riding, even though they’ve learned the Jays starting lineup by heart. Politics is one of those games where not everyone loves a winner.

Many people of Richmond Hill are by now aware of the existence of the almost finished new Wilcox Lake Park, both a very inspired idea and a beautiful execution. As I do my regular walks along the shores of Lake Wilcox, I enjoy the superb scenery and the very original steel artwork of birds, wild animals, boats and heritage symbols decorating the pathways of the park. It’s a small paradise for walkers, joggers, roller bladers and cyclists of all ages. It’s also a place where you see the multicultural environment at its best, with joyful and relaxed people talking in at least 20 different languages that I was able to identify. The thing that impressed me the most is a giant turtle, a very detailed, elaborate execution in bronze casting. There is nothing cartoonish about the piece of superb artwork. The turtle is very serious and her claws look almost menacing (see front page photo). It attracts viewers and admirers like a magnet, because of its artistic beau-

ty. At any time of the day or evening, that “queen of all attractions” is surrounded by at least three to four picturetaking walkers. The one problem is that all children, and even some adults, cannot refrain from touching or petting the turtle, unsuspecting of the dire consequences. At 30 C or even less, on these hot summer days, the back of the turtle becomes a real stovetop and can burn the hands quite painfully. Recently I noticed two signs, one on each side of the turtle, with the clear warning: “Caution, Do Not Touch, Hot.” What an intelligent, caring initiative from the parks and recreation staff of Richmond Hill. I haven’t seen anything like that in other places in the world where such a sign would be extremely helpful. Next step? Maybe adding a few more languages to that sign.

No. Let’s blame the shortages and deterioration of our economy and society to the overpopulation of politicians!

By Rob Beintema Metroland Wheels The thing about split personalities is that while Mr. Hyde gets to have all the fun, making mayhem and running amok, good ‘ol Dr. Jekyll has to quietly go about doing the groceries, feeding the cat and making sure the rent gets paid on time. And so it also goes with the bipolar lineups of some car companies. Take Subaru, for instance. The high horsepower halo cars - the WRX and STI - get all the glory, the rally car fan following and all of the press hype, while the Impreza compacts that they are based on plod steadily along, quietly unassuming, selling a more subtle appeal that was made for the masses. But it’s the Impreza that brings in the bulk of sales, supporting the company bottom line, even allowing for the very existence of their halo car siblings. In some ways, those standard-issue Subarus have become Japanese Volvos, offering security of performance and safety over flash and dazzle designs.

It’s function over form; substance instead of style. The Subaru Impreza did, however, undergo a minor cosmetic and content makeover for a little extra pizzazz in 2015. This was a normal mid-cycle revision to freshen up the fourth generation model before its eventual replacement in a year or two. The changes include fuel economy improvements, reduced emissions, new styling tweaks inside and out, and a longer list of standard and available features and technologies. Even with those additions, as my colleague Jim Robinson noted at the 2015 model year launch, the Impreza remains the lowest-priced all-wheel-drive entry vehicle in Canada, starting at just $19,995. There are two models to choose from, a four-door sedan and five-door hatchback ($900 more), along with plenty of other choices to expand upon as you move up from the base model through Touring, Sport and Limited Packages, topping out in the $30K range. The Impreza comes standard with a five-speed manual or is available with a CVT automatic ($1,300).

Compact Impreza gets more pizzazz for 2015 Continued from page 7 for some of the upscale trim levels. Inside, Subaru’s infotainment suite of technologies includes a new 6.2-inch multi-function touch screen, STARLINK connectivity with Aha smartphone integration, Bluetooth hands-free system and all the usual audio availabilities. Subaru has made backup cameras universal throughout the lineup, a good move ahead of a tide of inevitability throughout the industry. Although the interior offers little in the way of novelty for a new audience, my leather-appointed Limited trim was handsome enough and the Impreza’s doors open to a comfortable cabin with surprising room in the backseat and plenty of useable trunk space.

Under the hood, the one-choice 2.0-litre fourcylinder boxer engine makes 148 hp and 145 lb/ft of torque. Not exactly the kind of rally-bred oomph rating of its WRX/STI siblings, but the motor makes enough muscle to get the job done. The 2.0-litre has also been rated as a PZEV engine with zero evaporative emissions and a bump up in fuel efficiency, rated at 8.5/6.4L/100km (city/hwy). My real world results worked out to 8.3L/100km (comb), still excellent for an all-wheel-drive configuration. Tested here, we have a 2015 Subaru Impreza four-door sedan in a subtle shade of Crystal Black Silica and in Limited Package trim level with the CVT tranny and a Technology option. The Limited Package includes all the expected bells and whistles - 17-inch high luster alloy wheels, side mirrors with integrated LED signals, interior leather with silver stitching, dual-zone automatic climate, chrome trim touches, a seven-inch high resolution capacitive touch screen with navigation instead of the 6.2-inch version and numerous other infotainment upgrades. The Technology Option ($1,200) adds a proximity key with push-button start, steering-responsive fog lights and Subaru’s EyeSight system - a stereo camera system aimed forward from either side of the rear view mirror, monitoring for pre-collision braking and brake assist, pre-collision throttle management, adaptive cruise control, lane departure warn-

BMW concept M4 GTS premiered during Monterey Car Week At this year’s Monterey Car Week, BMW staged the initial preview of a high-performance model for use on the road and on the racetrack: the BMW Concept M4 GTS – the first M3/M4 special production vehicle to be sold in the US. The BMW Concept M4 GTS showcases new technologies which will debut in production vehicles later this year. The BMW Concept M4 GTS features the innovative water injection system that has already provided a significant output and torque boost in the BMW M4 MotoGP Safety Car. In addition, the BMW Concept M4 GTS has rear lights with OLED (organic light-emitting diode)

technology for an unmistakable appearance. The engine powering the BMW Concept M4 GTS is equipped with the same innovative water injection system that has endowed the BMW M4 MotoGP Safety Car with a noticeable increase in output and torque. The water injection system introduced by BMW M GmbH sees the engineers using the physical effect of water when vaporizing to draw the required energy from the ambient medium. The water is injected into the plenums of the intake manifold as a fine spray. When water vaporizes and goes through its phase transition absorbs heat, cooling the air intake

significantly. As a result, the final compression temperature in the combustion chamber – and therefore the engine’s tendency to “knock” – is reduced, enabling the turbocharged engine to use higher boost pressure and earlier injection timing. hat does that number represent to you? Allow me to put it into perspective. It is about as many people as the entire complement of the Canadian Reserve Force. It is about as many people as the population of Bradford. It is approximately the total number of days the average Canadian lives. It is also the estimated number of Ontarians, who, one year after a car accident, will still be in pain. The Ministry of Transportation’s most recent published statistics show that in 2012, there were 61,001 people injured in car accidents. More than 96 percent. 58,805 of them suffered

This year, a research team commissioned by the Ministry of Finance published research papers that reviewed the findings of what the team considered to be the most reliable clinical studies relating to these 58,805 Ontarians injured in automobile collisions with injuries not requiring admission to hospital. According to one of their research papers, published in Journal of Manipulative and Psychological Therapeutics, Volume 32, Number 2S, “the preponderance of evidence indicates that, in adults, recovery of wh iplash-associated disorders is prolonged, with approximately half of those affected reporting neck pain symptoms one year after the accident. Perhaps, you may think that there must be something unique about the 50 percent who don’t get better in the first six months or who never get better. The research team reviewed all the red flags, like pre-existing conditions, age, percentage of body in pain, baseline neck pain and headache intensity and disability. Researchers concluded they could not reasonably predict who would recover and who

would not. So, you and I are as likely to recover after one year as we are to not recover after one year. And we have the same odds of being one of the unfortunate 1,311 to 1,836 Ontarians who suffer prolonged severe symptoms. With 58,805 Ontarians suffering from such injuries each year, and half not recovering after one year, you would assume that your auto policy would afford ample funding for treatment to cope, wouldn’t you? Formerly, motorists had coverage for $100,000 of treatment if they needed it. Then, in 2010, the government reduced it to $3,500 for those who have injuries like we have been discussing. Now the government is contemplating reducing it even further, and limiting the duration of treatment to just six months. On behalf of the Ontario Trial Lawyers Association, I attended the Financial Services Commission August 17 to implore the Ministry of Finance and the Financial Services Commission to afford greater care to Ontarians whose soft-tissue injuries persist beyond six months. There should be more funding available through Ontarian’s automobile policies. Let us hope they listen to reason 29,402 Ontarians are too many to ignore.

A landscaper from Richmond Hill, who was already in jail for three alleged sexual assaults, has been re-arrested for three more, which occurred in May. The man, 36, was arrested on Monday by Toronto police and charged with three counts of sexual assault. They involve three separate women, assaulted while walking on a pathway in High Park on May 3 between 7 and 9 p.m. and then

the following day at 9 p.m. He had already been in jail charged with similar offences, including an alleged sex assault in October of 2014 near Finch Avenue West and Yonge Street, when police say he approached a woman from behind and sexually assaulted her. He is charged with two more incidents, including one on June 6 in Beltline Trail Park and June 30 near Kay Gardner Beltline pathway. Police said the victims are between 25 and 45, adding that the

man charged is unmarried and has no children and had been living with his father. After being denied bail, Mark James Towell will be appearing in court by video remand at College Park today, Thursday. Police have released his photograph and believe there may be more victims. NOTICE OF STUDY COMMENCEMENT AND PUBLIC INFORMATION CENTRE MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY FOR THE LESLIE ELGIN DEVELOPMENT LANDS STREET ‘BB’ WATER CROSSING The Study Leslie Elgin Developments Inc. has initiated a Class Environmental Assessment for a water crossing to connect Street ‘BB’ to John Birchall Road/future Street ‘A’ near the intersection of Leslie Street and Elgin Mills Road East in the Town of Richmond Hill. The approximate limits of the project study area are illustrated on the enclosed map.

Street ‘BB’ is classified as a minor collector road within the Leslie Elgin Development Lands. Its connection to John Birchall Road/future Street ‘A’ provides a necessary second outlet (southwest corner) from the proposed subdivision and will alleviate traffic congestion along Leslie Street by promoting southern egress to Elgin Mills Road East.

SEPTEMBER.

The study will evaluate water crossing alignment alternatives to accommodate subdivision egress requirements and future traffic demands. The Process The study is being conducted in accordance with the approved requirements for a Schedule “B” project as described in the Municipal Engineers Association’s Municipal Class Environmental Assessment (EA) document (October 2000, as amended in 2007 & 2011). The Class EA process will include public review and agency consultation, an evaluation of alternatives and selection of the preferred solution taking into account public and agency input. Public Consultation Public consultation is an important component of the EA process. The project team will be hosting a Public Information Centre (PIC) on the project to present engineering and environmental information from the study, including existing conditions, an evaluation of alternatives and a recommended solution, while engaging residents and stakeholders regarding key issues. All interested individuals are encouraged to attend. Upon completion of the study, a Project File Report will be submitted to the Ministry of the Environment and Climate Change and made available for public review for a period of 30 days. Subject to comments received and the receipt of necessary approvals, Leslie Elgin Developments Inc. intends to proceed with the detailed design and construction of this project. The Public Information Centre will be held on: September 1, 2015 6:00 p.m. to 8:00 p.m. at Rouge Woods Community Centre 110 Shirley Drive, Richmond Hill (Room - Aspen A) The PIC will consist of an informal drop-in session for attendees to review project information and ask questions. Written comments are also invited for further consideration and for incorporation into the project record. Local paddlers compete at world dragon boat races BY MICHAEL HAYAKAWA

The York Region Dragon Boat Club has only been in existence since 2013. But during that relatively short time frame, the Richmond Hill-based club has churned out some pretty adept paddlers. Good enough to the point that 10 club members were recently chosen to be on the Canadian national junior team taking to the Welland International Flatwater Centre for the 12th Worlds Dragon Boat Racing Championships this week, Aug. 18 through 23. Some 2,000 paddlers from 20 countries will compete and Canada is the first-time host of the championship. Alexandra Marshall was chosen to be on the under-24 team. Another nine members were named to the under-18 team, including Aurora resident Amanda Coleman, 17; Markham resident Julianne Yu, 18; and Chelsea Hanoun, 17, of Newmarket, who will paddle for the 24-member women’s vessel. Among those named for the 25-member under-18 open team were: Aurora resident Christian Strilchuk, 17; Hayden Gunraj, 16, of Schomberg; Auston Chhor, 17, and Bob Long, 16, of Richmond Hill; Elliott Choi, 17, from Richmond Hill; and Leeyan Haw, 17, of neighbouring Scarborough. “I am very honoured to have been chosen to represent Canada at the world championships,” Coleman, who is just in her third year as a dragon boat paddler, said. “I never thought when I originally joined dragon boating it would become such a large part of my life. “It is neat to see that hard work and dedication towards a goal really can pay off. We have been trying out since August 2014 and have needed to put in hours of time in the gym and at the paddling pool.” “Indescribable,” added Chhor. “When my friends and I got the email at school, we didn’t know what to do or say, we were just running around screaming.” Making her debut at the upcoming championships, Coleman

noted to earn a spot on the team was a long process that began last August. During that initial session, candidates paddled in two boating practices comprised of drills with a strong emphasis on technique. “We took videos and were able to review them later with the coaches so they could give us feedback,” she recalled. Two more indoor training camps were held last November and March at the Afterburn Fitness Centre in Scarborough. A final camp was held in May at the Sunnyside Paddling Club in Toronto when candidates were tested on their physical fitness and paddling speed and strength. Along with the camp in Ontario, similar ones were conducted in British Columbia and Quebec to choose paddlers from those provinces that comprised Canada’s entries. From there, Coleman said the coaches selected the final candidates based on their strength under the following criteria: physical fitness, paddling technique, ability to adapt, mental strength and well-being, and their ability to be a good teammate. To be chosen for the under-18 women’s team along with seeing several other York Region Dragon Boat Club teammates join her or be named to the other national team boats entered in other categories, Coleman was elated. “We have all trained exceptionally hard and everyone has been really committed to improving their performance in the boat,” said Coleman. “To have members from my own team on Team Canada is the cherry on top. Our York team has truly bonded over the years, and they’re like family to me,” Chhor added. The paddlers credit their club coaches Kelly Leong and Johnny Cheong, with Chhor stating a big factor was the character that was instilled by Leong and Cheong. “I feel we were chosen because of our heart. Sure, we can do a lot of pushups and have pretty decent paddling technique, but that all came with months of training, dedication, and our two amazing coaches,” he said.

Move over teachers, now it’s education workers embroiled in labour strife with the province. The union representing 55,000 educational assistants, custodians, secretaries, lunch supervisors, library technicians, early childhood educators, student support workers and others was to bargain with the province Wednesday and Thursday (today). But the situation doesn’t look promising, Elena Di Nardo, president of the Canadian Union of Public Employees Local 2331 in York Region, said. Negotiations are not moving well, she said, adding the ministry is dragging its heels on bargaining dates. A central bargaining committee is negotiating provincially for education workers with 101 Catholic and public union locals across Ontario. A conciliator is now involved in the bargaining process, with conciliation being the final step before the union enters a legal strike position, the union said. But with just a couple of weeks before school starts, “we’re not even close to negotiating to getting a contract,” Di Nardo said. Di Nardo, who said workers have been without a contract since Aug. 31, 2014, said she is not able to discuss the issues being negotiated. “There are many issues. A lot of people think it’s about the wages. It’s not about the wages. It’s about treating educational workers, school support workers, clerical in a way that they are to be respected.” Meanwhile, as of Monday, the Ontario English Catholic Teachers Association is in a legal strike position. After bargaining last week did not result in a deal, the union announced this week that teachers at a school in Moosonee in Northern Ontario will be the first to begin work-to-rule job action. Other schools are expected to follow in the coming weeks if a deal is not reached.

came to us and said ‘We see the writing on the wall, this is what we want to do’ and they took the initiative.” If the region passed a motion, it would make his private member’s bill unnecessary, said Ballard. With a population of 1.1 million and $2-billion annual operating budget, York should have an elected chair, he said. “I think it really is fundamental democracy. ... a position that is perhaps the most powerful political position in the Region of York and it’s not elected,” Ballard said. “If you look at the powers of the chair, the chair’s influence on policy, on budgets, on appointments, it’s a very influential position. It’s very simple — people need to vote for that position.” Richmond Hill regional councillors Brenda Hogg and Vito Spatafora have concerns about electing a regional chair. “The question about an

elected regional chair is challenging. People will beat the direct election democracy drum and demand that everyone has the right to vote for the regional chair,” Hogg said. “But the facts are, most people haven’t any idea what our regional government or the chair does. Few people vote for their municipal politicians even though they can, people likely wouldn’t change their voting habits if they had an opportunity to vote for a regional chair and it is a very important political position.” Running a campaign would be very expensive, which might mean “only wealthy celebrities need apply,” Hogg said. “With four-year terms, if the regional chair is a bad fit for the council and the people of the region, there is nothing anyone can do and that could be disastrous,” she added. “I expect the province will allow direct election of regional chairs, but I really hope there is a lot of public discus-

sion before it becomes law.” There are pros and cons to having an elected chair, Spatafora agreed. While it’s more democratic, the expense could limit the race to wealthier candidates. Also, popular candidates from the more populated southern three municipalities could have an advantage, he said. “Election by regional council members is a closed system and may appear less democratic. There is a risk of being accused to be an old boys club and unaccountable to the public,” Spatafora said. “(However), the chair is usually an experienced municipal politician who understands municipal governance and how a municipal office functions. The cost of the election is minimal.” Current regional chairperson Wayne Emmerson said he would run if the job is made an elected post, and he would accept a motion from council on the issue.
