into a staff member’s harassment and abuse of conduct complaint. It concluded that, on a balance of probabilities, the councillor had violated the town’s Respect in the Workplace Policy. The matter was referred to the Integrity Commissioner to determine if Beros also violated the Council Code of Conduct. In a presentation to council Monday night, the Integrity Commissioner Amberley Gavel said the firm could not proceed with its independent investigation because the complainant, who has since resigned from the town, did not respond to requests for an interview. Councillors went in-camera to discuss legal implications of the commissioner’s findings and
