York police arrest 168 drivers during holiday RIDE campaign Residents urged to call 911 for suspected drunk drivers York Regional Police arrested 168 drivers for drinking and drug-related driving offences and issued 77 three-day licence suspensions during the Festive Season Enhanced RIDE. The campaign launched Nov. 17 along with the Mothers Against Drunk Driving Project Red Ribbon campaign. The arrests and licence suspensions stemmed from RIDE spot checks, calls
from concerned citizens and regular police patrols. York Regional Police continues to urge citizens to participate in the #ImTHATPerson campaign, which encourages citizens to speak out against impaired driving. Residents also continue to participate in the Safe Roads...Your Call campaign, which encourages citizens to call 911 if they believe a driver is impaired by drugs or alcohol.
OPP CHARGE 573 DRIVERS Meanwhile, 573 drivers were charged with impaired driving during the Ontario
Provincial Police’s recent holiday RIDE program. The OPP released its results earlier this week on the program that began on Nov. 23 and concluded Jan. 2. Just over 350 people had their licences suspended following a roadside warning. OPP say the percentage of people charged with impaired driving is down slightly compared to last year, but said they still consider impaired driving a huge threat to public safety. In 2015, the OPP laid more than 6,000 alcohol and drug impaired driving charges.

The Town’s Official Plan (OP) sets out the vision for the Downtown Local Centre, which is intended to function as a mixeduse centre to serve adjacent neighbourhoods and represents the historic heart of Richmond Hill. The Secondary Plan will implement the broader principles and policies of the OP and establish area-specific policies for the Downtown. After months of court hearings, recriminations, talk of plea deals and overflowing public anger, a window into an eventual outcome opened yesterday after it was announced Marco Muzzo will plead guilty. Although it remains unclear exactly what kind of sentence is being requested by the defence or Crown, Muzzo’s lawyer, Brian Greenspan, said by admitting guilt, his client is showing “remorse and contrition”. Muzzo faces 18 charges, including impaired driving resulting in death, after the Vaughan crash wiped out a large part of Brampton’s Neville-Lake family. Killed in the crash were three young children — Daniel Neville-Lake, 9, Harrison Neville-Lake, 5, and Milagros (Millie) Neville-Lake, 2, and their grandfather, Gary Neville. Josephine Frias and Neriza Neville were also hospitalized following the crash. Justice Michelle Fuerst will hear submissions as to what kind of sentence both sides are seeking — something neither the Crown nor the defence would say out loud yesterday — and then she will make a decision. Although Greenspan told gathered media there will be no “plea deal or bargain”, he also refused to disclose if there will be a financial settlement and notified the media his client will not be admitting guilt to all 18 charges. He said while there will be no joint submission, there will be an agreed statement of facts that lawyers will hammer out. “Marco Muzzo has always accepted full

responsibility for his actions and conduct,” Greenspan said outside the court. “He said that in the first meeting. It’s been a very long and difficult ordeal. He wants the chapter to be closed as soon as possible. This is an acceptance of responsibility for what occurred.” He added that in all his 40 years practising law, this has been the most expeditious case he’s ever worked on. The admission came as cold comfort to Jennifer Neville-Lake, who said while a guilty plea means Muzzo is standing up and “acknowledging guilt” she added that, at the end of the day, Muzzo is the “reason my children aren’t here, my dad, too”. She said that while it won’t stop the pain, she might eventually learn how to carry her “broken heart around”. “We’re still living on Sept. 28... we still haven’t processed this. On Sept. 27, I woke up and I had kids, I went to bed for a few hours and then I didn’t.” As far as the sentence she’d like to see, Neville-Lake said she refuses to focus on numbers, as it leads people to be “consumed by hate”. “That’s not what I taught my kids, that’s not what my dad taught me,” she added. Neville-Lake said that while a guilty plea may allow her to take some time for herself, she also said that coming to court seemed like the only thing she had left. “(Coming to court) is the only thing left that we can do for them. When it’s over, I don’t have to get out of bed. I can stay in bed and cry all day.” Muzzo, 29, from King, will come back to court on Feb. 4 to plead guilty and there will be submissions Feb. 23 and 24.

Lending Internet access is hot idea for libraries
Stirring anger is ‘divide-and-rule’ tactic
W
e all know our local library is a lot more than books these days. In fact, as many fans — aka “users” or “patrons” — will tell you, the community library branch is first and foremost a place to be connected. By that I mean to Internet and, thus, every government service in your town or city, region, province and country. If you’ve tried to book a timeslot for your teen’s driving test, obtain a birth certificate or SIN document, apply for a job or even register your child for swim lessons, you know all these vital government access points are now online. Because everybody is online, right? But does everyone have access to the Internet? No. A recent article on libraries offering Wi-Fi caught my interest. Apparently, the New York City Public Library has started offering portable Wi-Fi hotspots to patrons, after a library manager noticed a crowd of people hanging around a closed branch making use of Wi-Fi bleeding from the building. Instead of thinking that the people were “stealing” from the library, this smart manager decided to do some research on this underserved clientele. He found that in The Big Apple, 27 per cent of residents did not have broadband Internet access at home. Thus, along with books and videos, patrons at 11 library branches in New York can now check out an Internet device for up to one year. Closer to home, Kitchener library has a pilot project with 20 devices available, and Toronto Public Libraries, under librarian Vickery Bowles, is apparently budgeting for a similar Wi-Fi lending project in 2016 and asking for private donors to help finance the idea. Bowles is a Richmond Hill native and, according to the Toronto Star article about library hotspots, feels that Internet access is one of the essential services a library offers its citizens. She points to the fact that
Marney Beck residents without Internet access are “really at a disadvantage when it comes to employment, looking for a job or access to government services and education”. We all know this is too true. Our reporters work weekends when our actual offices are closed, and many find it a challenge to file their stories and photos. They resort to sitting in a coffee shop or — yes — heading to the nearest library branch to send their work to editors. When a friend was looking for work and moving at the same time, she would walk to the nearest coffee outlet or employment centre for free Wi-Fi to search for jobs and send in resumes. Just last month, my own husband wanted to buy a Presto transit fare card and, despite wanting to do it the old-fashioned way at a counter with the help of a human being (to get a seniors discount), he was forced to apply online. Your local library branch, no doubt, has free Internet access and there’s also no doubt it’s popular with patrons. You don’t always have to be a “patron”. Newmarket library, for example, has three computers for use by visitors who don’t have a library card, and many more workstations and even laptops for use or to borrow to work online. Markham library branches offer free Internet with no time limits and you don’t even need a password. In Vaughan, each branch has workstations providing free Internet access and, at some branches, you can even reserve a computer. Looks like lending out Wi-Fi along with books is another idea whose time has come.
Re: What about help for Canadians, letter by K. Sedgwick, Dec. 24; and Season of giving can involve modest, priceless gifts, column by Marney Beck, Dec. 17. K. Sedgwick resents aid for Syrian refugees and reveals intense personal frustration at unemployment rates, long queues for public housing, etc. Presumably, Sedgwick knows poverty and anxiously seeks relief. Anger at humanitarian assistance for desperate people fleeing a brutal war is, however, misplaced. Joblessness and inadequate social safety nets result from corporate decisions to hoard capital, instead of investing and creating jobs, and from government choices to cut necessary social spending in order to give tax breaks and subsidies to big business. Getting poor people at home angry at poor people abroad is a familiar “divideand-rule” tactic. Like wedge issues based on gender, ethnicity and religion, it merely deflects legitimate demands for social justice by encouraging members of the “99 per cent” to get angry at each other, instead of at the real culprits. Perhaps in the new year, we can let thoughtful analysis rather than blind prejudice identify the real causes of misery and replace bigotry with solidarity.

Work with family for mental health care China is promoting closer doctor-family co-operation to treat schizophrenia. According to Yan Jun, head of the mental health division under the disease control department of the Ministry of Health, “the therapeutic alliance formed between doctors and a patient’s fam-
ily will help patients receive continuous treatment and prevent relapses.” The ministry will apparently select several psychiatric hospitals in China to run trials of the therapeutic patterns. My family’s experience with the doctor-family model has been very successful. We meet with the psychiatrist every two months and progress is evaluated. Because family members have all been allowed to contribute to the discussion, my son now has a new diagnosis and a diagnosis that he has had since 2008 has been discarded. Medication has been reevaluated and prescribed to meet my son’s needs. All of us are taking part in our loved one’s recovery. This model allows us to ask questions of the psychiatrist, which helps us gain insight and empathy for my son’s challenges. According to a report from the Mood Disorders Association, 70 percent of mentally ill people live with their families, due mainly to the current housing crisis. Yet despite this reality, families get little support from the current mental health system, according to a 2014 a survey by the European Federation of Associations of Families of People with Mental Illness (EUFAMI), which included Canadians. So our family’s luck in finding a psychiatrist who is willing to work with families

Ontario has had a plethora of reports on mental illness, yet none of their recommendations have been implemented. The threedecade-old Graham Report recommended that the most ill get served first. Yet this is still not happening. In May of 2015, the provincial government announced, with great fanfare, that York Region was to receive money for mental health services. Yet the quality of the lives of the families of the seriously mentally ill has not improved, and no funds appear directed to alleviate our struggles. The current system — devoid of meaningful support — underlines the real need for the doctor-family model of care. Family members are “in it for the long haul” and are committed to their relative’s care. This model allows them the opportunity to give the best possible support to their loved one.

The citizen budget tool — at richmondhill.citizenbudget.com — lets taxpayers share their opinions on where municipal funds should be spent, from snow clearing to parks and libraries. The budget simulator, which takes about 10 minutes to complete, is designed to help residents understand how spending choices affect service levels and taxes. It also provides an opportunity to weigh in on how citizens would prioritize services and spending in 2016. “The interactive tool is intended to offer greater accessibility to government and encourage transparency,” said Regional Councillor Brenda Hogg, budget chairperson. Budget deliberations produced fireworks among councillors in recent years. One year passions were so inflamed that a council member pressed a panic button and police were called to council chambers. Last year’s vote passed by a narrow margin, but public participation in the budget process was minimal and no residents
appeared to express concern in council chambers for the 2015 budget vote. Godwin Chan, Ward 6 councillor who led the citizen tool initiative, hopes the interactive component will encourage better public engagement by inviting input “at a time and place that is convenient to them”. Each year, all council members meet over several weeks to lay out spending decisions on services such as road maintenance, fire and rescue services and community centres. Each spending choice has an impact on service levels and your municipal taxes. Responses from residents who participate in the online tool before Feb. 12 will be tabulated and shared with councillors as part of the budget process. The final decision by council will determine 2016 tax rates. Richmond Hill’s annual budget is comprised of three components: the operating budget, capital budget and water, wastewater and stormwater budget. Council is meeting through January and February to discuss the 2016 operating budget. It consists of expenses that cover day-to-day activities or operations including utilities, rent, insurance, and staff wages and benefits. Once approved by council, the budget establishes the annual tax rate.

For Aslamzadeh, the delivery of her newborn was a completely different experience than with her first child, Rihanna, who is now six and very excited about becoming a big sister. She said the hard part only lasted about three hours, compared to 17 or 18 hours of labour with Rihanna. Although the Maple couple knew ahead of time they were having a baby girl, Aslamzadeh said it took them a few days to finally settle on a name. “I was struggling with the name until (Monday night),” said Aslamzadeh, a longtime Vaughan resident who works as a legal assistant. “Sometimes I would say Serena, sometimes Sanaya. Finally, I picked Sanaya.” According to a spokesperson at Mackenzie Health, another family also delivered a baby at the hospital early on Jan. 1, but declined publicity.

Richmond Hill truck driver charged in fatal crash A Richmond Hill man has been charged in connection with a fatal crash near Ottawa. The crash took place at about 8:20 a.m. on Wednesday, Dec. 30 on Hwy. 7, in the Town of Carleton Place, according to Lanark County OPP. Elizabeth Harris, 29, of Smith Falls, was driving her Chrysler northbound on Hwy. 15 when her vehicle was stuck by a tractor trailer. She died at the scene. Suspect sought after gas bar robbery in Vaughan Investigators with York Police’s hold-up unit are seeking public assistance in identifying a suspect following a gas station robbery in Vaughan. On Sunday, Jan. 3, shortly before 5:30 a.m., officers attended a gas station at 1000 Rowntree Dairy Rd., in the area of Hwy. 7 and Marycroft Avenue, following reports of a robbery. A lone male suspect entered the gas station and demanded cash from the employees. He indicated he had a gun in his pocket, but none was seen. The employees complied with the demand and the suspect fled on foot. The employees were not physically injured, according to police. The suspect is described as male, black, wearing a black T-shirt with black pants, and a black-and-blue scarf on his head. A second black scarf covered his face.

Lightning play doubleheader in Richmond Hill Saturday
Cold weather ushers in warm-up car thefts By JEREMY GRIMALDI

Three high-end vehicles have been taken during the first warm-up thefts of 2016. A Ford F-150 and two Mercedes Benz were stolen Monday morning from Michelle Drive and Dolce Crescent in Vaughan between 7:54 and 8:30 a.m., according to police. “This is a completely preventable crime,” said York Regional Police Const. Andy Pattenden. “The simple message is don’t leave your car unattended and running. We have these at homes and gas stations almost every single cold morning.” Pattenden said criminals are so sophisticated at this point they get orders for cer-
tain types of cars from overseas, scope out neighbourhoods to find them and then wait for a cold morning. “Sure enough, people are starting them and heading back inside for their coffee or whatever it is,” Pattenden added. Once thieves have made off with the cars, they can be in crates and overseas within days. Last year in York Region alone, there were 21 warm-up thefts. York Regional Police have conducted canvasses in neighbourhoods where they approach homes where they see vehicles warming up in driveways to advise residents to stop the practice.

For the past few years, Richmond Hill resident Wafa Elhallak (back, right, by tree) has coordinated a large group of friends to provide Christmas gifts for single moms and their children in need. Working through two churches in Richmond Hill, the group was given an age and gender of each family member to be sponsored. A reporter for the World Journal, who lost her job, told the Markham Economist & Sun that the newspaper, which published news targeted at the Taiwanese-Canadian community in the GTA, put out its last edition Dec. 31, resulting in the loss of 16 jobs. The closure comes after a Facebook message to readers in Vancouver last week stated the decision came down the pipe from the World Journal’s North American head office in New York. “We found out about two weeks ago,” said the reporter who spoke on a condition of anonymity, as she is hunting for a new job. “We don’t know the real reason because it was a head office decision. But we are all very surprised and shocked and sad.” The two other main Chinese-based publications in Toronto are Sing Tao Daily, owned in part by Torstar Corp., and Ming Pao, which serve a large Chinese immigrant population centred in Markham and Scarborough.
The World Journal, with offices at Warden Avenue and Alden Road, near Hwy. 407, is owned by the parent company of United Daily News in Taiwan. An article in the Vancouver Sun said on top of recent struggles in the newspaper industry with the movement of readership online, immigration waves might have also played a role in the paper’s demise. “Recent immigration trends presented World Journal with challenges, in addition to general newspaper industry problems,” reads the report by Chuck Chiang. “Since the immigrant wave in the 1990s, Chinese-speaking immigrants to Vancouver have largely come from Mainland China, rather than Taiwan or Hong Kong. Other Chinese news outlets report that the World Journal’s Canadian operation has been losing money for several years, although its American edition remains profitable.” While the Canadian editions have ceased publication, the paper is expected to focus on its U.S. operations, where it has editions in major centres including New York City, Boston, Chicago, Dallas, Houston, Los Angeles, Philadelphia and San Francisco.

He will be missed by his wife Neriza, daughter Jennifer and husband Edward, daughter Josephine and son Jonathan. Gary was very actively involved in the King City community as a former Scouts Canada Beaver and Cub Leader, a member of Sacred Heart Parish in King City and a former member of the Toronto Real Estate Association. In retirement, he delivered local community newspapers in King City and surrounding areas of the King ‘GO’ Station. A man of many interests involving nature, mystery novels, statistics and who idolized Dean Martin, as well as a great conversationalist of random facts. Gary will be in Heaven with his three grandchildren, Daniel, Harry and Milly by his side.
NEVILLE-LAKE, Daniel-William Roger Our beloved 9 year old Daniel was called home to God on Sunday September 27th 2015. He will be sadly missed by his parents Jennifer and Edward, grandmother Neriza, great grandmother Josefina Frias, aunt Josephine and uncle Jonathan. A senseless tragedy took him from our arms but he will be in our hearts forever. Daniel attended Holy Name Catholic Elementary School in King City for his Kindergarten year. He was a member of Scouts Canada as a Cub at 5th Aurora. He was an aspiring ballet dancer and swimmer at Brampton Recreation Centre who loved Lego, basketball, Beyblades, board games (Settlers of Catan and Monopoly) and Slugterra. Daniel and Gary (Papu), his grandfather, along with his brother and sister will be together in Heaven.

Harry was a member of ErinoakKids Centre for Treatment and Development, Holland Bloorview Rehabilitation Hosptial, the Shriners Hospital in Montreal, Maple Leaf Music Together, The Hospital for Sick Children (Sick Kids), Scouts Canada as a Beaver and the War Amps CHAMP program. He loved to dance, enjoyed music, finding beauty everywhere, My Little Pony and the Winx Club. Remember Harry’s memory by being a champ too and have the courage to stop someone from driving who has had too much to drink. Harry and Gary (Papu), his grandfather, along with his brother and sister will be together in Heaven.

Milly was a member of Maple Leaf Music Together where she had music classes, The Toronto Hospital for Sick Children and ErinoakKids Centre for Treatment and Development. She learned to swim at Brampton Recreation Centre and loved musical instruments, dancing, hugs, drawing and bouncing balls. T
wo words come to the minds of those closest to Hilary Moylan when they’re asked to recall her personality. Loving and stubborn. Of course, there are many other adjectives that suited her: beautiful, fun-loving, generous, genuine, witty and wickedly smart. Growing up, Hilary had the sort of childhood that many can only wish for, although her mother and father split while she was still young, she benefitted from plenty of close friends and family, who meant the world to her. Her mother, Aurora’s Nanett Moylan, said what amazed her most about her daughter, was her ability to bring those around her together, no matter what may divide them. “She was a planner by nature, a fixer,” she said, cradling a cup of tea in her hands. “She was so much stronger than I was, she was so confident, she was a force. someone she herself was never very close to. She remembered how Hilary, a bright eyed 17-year-old, then graduating from Aurora High School, managed to collect money, gather music and hire buses to transport most of her graduating class to her father’s farm in Orangeville for a huge post-prom party, organized along with her best friend, Katherine McCulloch. “If she wanted to do something, she just did it,” she added. Hilary continued to thrive throughout her post-secondary years at the University of Ottawa. And after graduating, she landed what most girls her age would deem the opportunity of a lifetime – organizing events for a successful Ottawa lobby firm. She had a successful boyfriend and, from the outside looking in, everything appeared great for the beautiful graduate. However it was around this time that anxiety would come to control much of her life.

Despite her mother explaining that in high school it was usually Hilary dragging home friends who’d had too much to drink, at some point, she said Hilary started drinking to cope with her internal struggles. Soon after the alcohol abuse became known to the rest of her family, Hilary was hospitalized three separate times. Those stints did not last and although there were other attempts to address her issues, she continued to suffer. Hilary died peacefully as the result of an accidental overdose of alcohol on Nov. 30. In Hilary’s place, only good memories and sadness remain. “There’s a great deal we’ll never understand or put together,” said Nanett. “We don’t know when, but at some point in the last couple of years something happened. In retrospect, it’s clear we didn’t understand. She thought she could deal with it. She was ashamed of the person she thought she had become and so she hid that.”
