One week after an audit investigation found his election expenses suspect, Oak Ridges Councillor Greg Beros finds himself in more hot water, this time for alleged sexual harassment at town hall.

An external investigation has found the Ward 1 politician “more likely than not” engaged in conduct amounting to sexual harassment and abusive conduct.

The investigation followed a harassment complaint filed last fall by a town employee.

A statement released Tuesday by the town said the investigator concluded Beros violated

the Respect in the Workplace Policy and the councillor will now face a code of conduct investigation and restrictions on his activity at town hall.

The investigator’s report, dated April 2015, was received by councillors in a special meeting held in private in council chambers Tuesday.

Councillors voted 4-1 in favour of asking the integrity commissioner to investigate and decide if he should face a formal reprimand and/or 90 days pay in penalty.

Ward 2 Councillor Tom Muench asked for a recorded vote, and when the council motion to censure Beros was put to those present, he was

opposed.

Voting in favour were Mayor Dave Barrow, Councillors David West, Karen Cilevitz and Castro Liu. Regional Councillors Brenda Hogg and Vito Spatafora and Councillor Godwin Chan were not present.

The motion said Beros had been provided with a reasonable opportunity during the investigation to provide a response to the complaint and did not, and therefore the external investigation will not be reopened.

Man, 22, faces child luring charge Investigators with the York Regional Police special victims unit - Internet Child Exploitation section have charged a 22-yearold man from Richmond Hill with luring a child.

On Tuesday, June 16, 2 at 1 a.m., officers were conducting routine patrol around closed commercial plazas in the area of Yonge Street and Industrial Road in Richmond Hill. Police located two males walking in an alley behind a bowling facility.

Officers spoke with both and became suspicious of the age dif-

ference between them and the nature of their relationship.

Further investigation revealed that one was 22 years old, while the other was 13 and police say the older male had solicited the younger boy to meet with him.

The investigation continues.

It is believed that the two met on a social media site using the user name “funtetrafuntetra”, then made arrangements to meet in person.

On July 21, investigators arrested and charged the 22-year-old man from Richmond Hill with

one count of luring a child.

Police did not name the accused man.

Investigators would like to ensure that there are no further victims and would like to speak with anyone who may have had interactions on social media sites with a person using the user name “funtetrafuntetra”.

The Ministry of Labour is investigating an industrial accident in Richmond Hill last Thursday afternoon after a worker was electrocuted.

The 39-year-old man was pronounced dead in hospital following the incident at a commercial building on Mural Street near Leslie Street and 16th Avenue at about 4:20 p.m. July 16, according to York Regional Police.

Two men were on a scissor lift, when the equipment came in contact with a live wire.

The victim was rushed to Mackenzie Health without vital signs and was pronounced dead.

It is not known if the other worker suffered any injuries.

Should you have the right to decide what type of vehicle you are allowed to park in your own driveway?

That’s the bone of contention in a dispute between veterinarian Barbara Winslow and The Town of Richmond Hill.

Winslow operates the Vetmobile as part of her house call veterinarian business that services York Region.

She relies on a de-comissioned ambulance that is filled with her equipment and which she parks in the driveway of her Oak Ridges home.

Municipal rules, however, say the vehicle is too big, and it must go.

The town has received complaints and because bylaws state commercial motor vehicles can not be “parked on any lot unless parked entirely within a wholly enclosed building”, she has been asked to move it elsewhere.

That bylaw, Winslow says, is “sadly outdated” and presents a significant barrier to small and homebased businesses.

“I don’t think our town wants to be seen as oppositional to small business,” said Winslow, adding regulations should depend on driveway size, lot size and shared property lines.

Traveling around her neighbourhood, Winslow said she has seen many vehicles with commercial licenses and regularly spots plumber and electrician vans, some with ladders on top, parked in residential areas.

That’s because the bylaw is “complaint-driven” in Richmond Hill, a common approach in most municipalities in the GTA, according to Ana Bassios, the town’s commissioner of planning and regulatory services.

“Generally speaking, we are not actively driving around looking for people doing something wrong,” she said.

“People don’t tend to have a problem with smaller vehicles or something unobtrusive like a van. I understand that a mobile

But Winslow believes that approach is “inherently inequitable … and a tool of malice. Either you say it’s an issue and crack down on all, or you figure out why it’s an issue and make an amendment.”

Elsewhere in York, the approach to residential parking varies but in most cases, larger commercial vehicles are not allowed unless enclosed in a garage and, like Richmond Hill, enforcement is primarily reactive or complaint-driven.

An online petition to change the bylaw has gained 188 signatures from throughout York Region and beyond, many with comments supporting the vet.

“It’s ironic that the largest “employer”, small business, can be brought down by a single specious complaint about an “offensive” vehicle,” wrote Phill Senior. “It’s time the law changed to reflect the people who live in the community. In our neighbourhood there are many vehicles used to make a living and many small businesses operated from home. This is the engine that drives the local economy.”

Ross Toms said bylaws have not kept up with reality.

“They need to change,” he said.

“Our neighbourhoods are changing drastically and many people are working from their homes these days.”

Winslow said her next-door neighbour supports her, but believes someone else decided to “target” her.

She needs her vehicle stored nearby because she is often called to emergencies after-hours, she said.

Winslow also worries that the vehicle may be vandalized if it is not within her sight, as it may appear to hold drugs enticing to abusers. As well, she keeps it plugged in to her home’s power source to maintain temperature — in winter for heating and in summer to power the ceiling vent fan — to ensure her inventory, medication, enzymes etc, don’t bake or freeze.

Winslow is building a vet clinic in King and will eventually be able to park the vehicle there, but it won’t open until October.

“I understand there needs to be limits … but it comes down to someone else gets to dictate what you do with your property.”

Ward 2 Councillor Tom Muench supports her, saying the town is acting “coldheartedly”.

“I feel for her. Here’s someone

trying to make a living in a very tough market.

“I understand some people don’t want to look at these things … and incidents exist where large vehicles including recreational can be an agitation, but the financial and quality of life ramifications of the bylaw as well as the creation of the mean-spirited neighbour needs to be addressed,” he added. “Do we really want to be a police state?”

Councillor Tom Muench Winslow’s petition proposes the bylaw be amended to determine a maximum wheel base allowed based on the length of the driveway in question, to alleviate concerns about a vehicle crowding a neighbour’s property (such as in a shared townhouse driveway) by specifying a minimum clearance from a shared property line.

“I would like to see this bylaw reviewed and updated to reflect the modern business climate.”

Mayor Dave Barrow isn’t so sure.

“Our last few requests have been for tow trucks, which were

denied,” he said, referring to a petition brought forward by Oak Ridges Councillor Greg Beros.

“I do not think an update is needed as the residents still want their neighbourhoods to look attractive, not like a commercial area where you see a parking lot full of commercial vehicles.”

John DeVries the town’s director of planning and regulatory services, said the bylaw is trying to maintain the residential character of the neighbourhood and reduce vehicle obstruction to adjacent properties.

“If you’ve got a large vehicle, depending on where it’s parked, it could present safety issues — vision, obstruction or distraction — and there’s a concern about protecting property values.”

DeVries said the issue also raises another concern — does it give some businesses an unfair advantage, to keep advertising messages in residents’ vision 24-7?

It’s up to municipal council to determine whether it wants to maintain a reactive approach to bylaw enforcement.

“As the nature of the municipality changes, the need to review incidents is becoming more frequent.

When it was smaller there was not as much need but with more and more businesses, complaints are becoming more frequent.”

By-law No. 59-15 affects the lands known as Lot 5, Plan 65M-2075 (Municipal Address: 31 Anglin Drive).

The lands are presently zoned “Single Detached Six (R6) Zone” under By-law No. 235-97, as amended, with Site Specific Exception No. 7.18 which prescribed a minimum lot frontage of 28 metres (90 feet) and a minimum side yard of 3 metres (10 feet).

By-law No. 59-15 would have the following effect: • to delete the site specific minimum lot frontage and side yard setbacks; and, • to establish a minimum required front yard of 7.6 metres (24.9.3 feet).

and “Temporary Open Space (OS) Zone” under By-Law 2523, as amended.

The effect of By-law No. 83-15 is to permit a residential development with 71 units under common element condominium tenure, five (5) single detached dwellings, an open space block and to establish site specific development standards.

EXPLANATORY NOTE TO BY-LAW NO. 74-15 By-law No. 74-15 affects lands described as Part of Lots 34 and 35, Plan 2766 (Municipal Addresses: 10800, 10830 and 10856 Bayview Avenue).

The lands at 10856 Bayview Avenue are presently zoned “Special Provision No. 1 (SP No. 1) under By-law No. 66-71, as amended. The effect of By-law No. 74-15 would remove the lands from By-law No. 66-71 and zone the lands “Neighbourhood Commercial (NC) Zone” under By-law No. 184-87. Further, By-law No. 74-15 would establish additional uses and appropriate development standards for the lands at 10800, 10830 and 10856 Bayview Avenue, and harmonize the development standards under By-law No. 62-11 for the whole of the lands to permit a coordinated commercial development of the lands.

EXPLANATORY NOTE TO BY-LAW NO. 77-15 By-law No. 77-15 affects the lands known as Lots 62-64 and Part of Lot 65, Registered Plan 2300, Town of Richmond Hill, Regional Municipality of York, located at 73, 79 and 87 Benson Avenue.

By-law No. 66-71, as amended, currently zones the subject lands “Residential Multiple Second Density (RM2) Zone”. By-law No. 77-15 amends Zoningg By By-law No. 66-71 and sets out site specific development standards, including but not limited to minimum lot frontage, maximum lot coverage, minimum side yard setbacks and minimum distance between buildings. The RM2 Zone permits row (street) townhouses and this amending By-law will facilitate the development of nine (9) row (street) townhouses.

EXPLANATORY NOTE TO BY-LAW NO. 84-15 By-law No. 84-15 affects lands located on the southwest corner of Yonge Street and Levendale Road, specifically described as Part of Block B, Plan 5151 (Municipal Addresses: 10454 and 10456 Yonge Street).

The lands are presently zoned “General Commercial Residential (GCR)” under Zoning By-law No. 76-91, as amended, which permits a wide range of commercial uses, institutional uses, a day nursery, hotel and an apartment dwelling. The purpose of By-law No. 84-15 is to restrict the uses permitted and establish new parking standards for the existing commercial development located on the subject lands.

Child ‘benefit’ has me seeing red

Condos don’t have to be ugly

Well, if this isn’t a political maneuver reeking of desperation, I don’t know what is.

Prime Minister Stephen Harper’s expanded Universal Child Care Benefit has me — and I’m willing to bet thousands of other mature Canadian taxpayers — seeing red in more ways than one.

Yes, it’s wonderful to give young families $1,040 — based on a family with two children under six — of their own money. Many of them struggle with the day-to-day high costs of living and can, no doubt, use this one-time, bribery-laden economic infusion.

For some, it can mean buying pricey sporting equipment, paying for that too-expensive camp excursion, sending Joe Average and his family on a once out-ofreach weekend getaway or padding skimpy savings accounts.

It doesn’t even matter if you are wealthy and don’t need an extra $1,040. You’re getting it anyway.

“X” marks the spot or so Harper hopes.

Once again, a very large (voting) segment of society has been completely overlooked, shunned and excluded from this federal cash pot. What about the rest of us, Mr. Prime Minister?

What about the many families like mine — the Sandwich Generation — that are faced with huge daily challenges and stresses as we care for our aging or ailing parents and our college and universityaged children?

What about the many senior citizens in this country, many of whom could really use $1,040 in their sagging bank accounts as they see their savings dwindle due to a lack lustre economy your government has arguably had a major hand in creating?

What about them, huh?

Ontario students pay the highest university tuition fees in the country, maybe the world, and face massive debt loads after graduation. Many can’t find jobs after forking over tens of thousands of dollars to earn an education in hopes for a better life.

What about them, Mr. Harper?

What about all the 50-something parents, like me, who have had to put savings plans on hold — during these last crucial incomeearning years before retirement —

A recent York Region study indicates its senior citizen population will explode in the next 20 years.

Yet, the federal Conservatives have chosen to ignore this growing community and, instead, give $3 billion of our tax dollars to young families.

“Our Conservative government is continuing to make life easier for hard working families,” spouts York-Simcoe MP Peter Van Loan’s boastful, yet scripted news release.

What about my hard working family? Don’t I work hard enough?

Just because my kids are over 18 does not mean I don’t have to help support them for the next few years until they find careers and can stand on their own two feet.

Many young people are forced to return home after graduation, saddled with $50,000 in debt, because there are very few lucrative jobs out there. And many older citizens are now living with their 50-something children, as well, because they can’t afford to stay in their own homes or because their health or well-being won’t allow it.

My mother lives with me now, and my children will likely return home to the nest, as well, over the next few years.

Wouldn’t we, and our burgeoning grocery bills and shrinking living space, benefit from $1,040? You bet your tuition fees we would.

This child-care benefit scheme is just one more blatant attempt to bribe Canadians with our own money a few months before the federal election.

I’m thinking Liberal Leader Justin Trudeau’s hair is looking better and better every day. And Stephen Harper definitely needs a trim.

Are we to believe the large signs by VIVA and the illustrators who made it for VIVA, depicting what Yonge Street is going to look like in future?

Please, not everyone in Richmond Hill fell off the turnip truck, and never will Yonge Street look like this advertisement creation.

So now let us examine why.

It should be clear, that many developers were certainly not thinking about the amenities, which should be part and parcel of any future structure. Developers are usually only thinking about the profits they would be making — and council usually succumbs to the will of the developers.

Just look at some of the condos. They look as if they were designed by (with all due respect) mechanical engineers, not architects.

To be fair, there are some beautiful condos on both sides of Yonge Street close to Baif and Weldrick. The condos are set back from the streets and the landscaping

is very admirable and eye pleasing.

Two commercial buildings on the west side of Yonge also deserve admirable mention ­— they are Toyota and Lexus. The buildings themselves are pleasing to the eye, and the landscaping has been well thought out.

These structures put to shame the monstrosities that make Yonge Street just another ugly thoroughfare.

And while we are at it, let’s not kid ourselves about the traffic congestion that the condo boxes will generate.

We have an opportunity to create Yonge Street into something that the citizens of Richmond Hill are proud of; we need a qualified architectural town planner involved in planning and decision making, not just council appeasing developers.

And one other question and observation: what, if anything, is happening rearding the railway tracks on Elgin Mills Road?

What level of government is responsible for broken shocks, tie rods, bent wheel rims, etc?

Open letter to Ward 2 Councillor Tom Muench: As a very concerned citizen and voter, I demand an explanation as to why you would vote against council’s motion Tuesday to have the integrity commissioner investigate such serious allegations against the councillor from Ward 1.

Sexual harassment in the workplace should be met with zero tolerance. The opportunity to investigate whether it has happened or not, should be welcomed with zeal.

The Snail that Transformed the Law

ne August evening in 1932, May Donoghue, a 30-year-old mother of four who lived just outside of Glasgow, went to a café with her friend.

May was treated to a “Scotsman ice cream float,” which is a mixture of ice cream and ginger beer.

After May drank some of her float, she noticed a decomposed snail had poured out of the ginger beer bottle. She became ill and was later diagnosed with gastroenteritis, attributed to the snail.

She sued the company that produced the beer and claimed £500 in damages.

The law, as it stood, was against her.

The beer company’s

lawyers relied on a wellestablished legal defense: May had no right to sue the beer company because she did not buy the bottle of beer directly from the manufacturer and therefore had no contract. They even had a case with similar facts to support them.

The court had recently held that the beer company was not responsible when a dead mouse was found in its beer bottle. To quote Mr. Bumble in Charles Dickens’ Oliver Twist, “If the law supposes that, then the law is an ass, an idiot!”

Undeterred, May’s lawyers took her case all the way to the highest court, the House of Lords, arguing what is now unquestioned: a company should be held legally responsible if, through its negligence, its product causes harm to any consumer, not just those with contracts.

After two days of argument, the House of Lords agreed that May had a right to sue the beer company for negligence, with or without a contract.

The court stated “the rule that you are to love your neighbour becomes in law, you must not injure your neighbour”. Who is your neighbour? Anyone you reasonably expect that may be injured by your negligence.

As intuitive as this outcome seems in retrospect, at the time it was groundbreaking.

Before Donoghue, a person’s ability to sue

for personal injuries was hampered by a rigid set of archaic legal rules that conspired to prevent injured people from receiving compensation.

Donoghue created a new general right for injured people to seek justice, and the case continues to serve as a foundational precedent in the field of personal injury law.

Donoghue also demonstrates how lawyers who are prepared to take difficult cases to trial can make a positive difference for society as a whole.

May was fortunate to have found a group of principled lawyers like that. After all, May could not afford to pay legal fees, and even swore an affidavit stating, “I am very poor. I am not worth five pounds in all the world.”

At Boland Howe, we are most proud of our trial decisions that have changed the law for the better, such as: •making Ontario winter motorists safer, by causing winter road patrolling regulations to be improved (Thornhill v. Shadid); •expanding access to compensation for good Samaritans (Pelletier v.

O.P.P.); •ensuring that landlords cannot contract out of their maintenance obligations with residential tenants (Taylor v. Allen); •forcing municipalities to pay more attention to poorly designed roadways (Roycroft v. Kyte).

Two transit projects will move us forward Gridlock and traffic congestion are always a concern to our community — residents and businesses, alike. I’d like to bring you up to speed on transit projects in Richmond Hill that are certain to help.

In June, Metrolinx announced it will move forward with the Yonge North Subway Extension project.

Metrolinx’s Yonge Relief Network Study recommended the project be advanced to 15 per cent preliminary design and engineering.

It is great news for Richmond Hill and the entire Greater Toronto Area. Though it’s still not a done deal, it shows commitment to advancing this much needed subway.

The proposed subway extension will include up to six new subway stations, extending more than six kilometres from Finch Station to Richmond Hill Centre, which is the Richmond Hill/Langstaff transit hub at Hwy. 7 and Yonge.

It will help ease congestion along Yonge Street and throughout the GTA. It will be the busiest transit hub outside of Union Station and will connect commuters to York Region Transit, GO Transit, the TTC and Viva Rapid Transit.

Mayor Dave Barrow And soon vivaNext construction will begin on the Yonge Street rapidway.

Yonge Street will be widened to make room for dedicated rapidway lanes for Viva rapid transit vehicles in the centre of the road, as well as seven new Viva stations.

Welcoming elements such as pedestrian-friendly boulevards, wider sidewalks, attractive landscaping, bicycle lanes and green, open spaces will be included. If you’ve seen the Hwy. 7 rapidway, you already know how great it looks.

In total, the rapidway will extend 6.5 km from Hwy. 7 to 19th Avenue/Gamble Road. In the heritage downtown area north of Major Mackenzie Drive, Viva buses will continue to operate in mixed traffic, as they do today.

Rapid transit will be reli-

able, convenient and fast. In fact, Viva already reports a 30 per cent faster ride during peak times on the Hwy 7 rapidway.

Understandably, we will all find the construction to be inconvenient at times, but the long-term gains of the project will be truly worth it. We can show our support by shopping locally and Viva is committed to supporting businesses during the construction.

Pre-construction activities have already begun, with work underway to begin relocating utilities. The construction of retaining walls will start soon.

When the Yonge rapidway project and Yonge Subway Extension are complete, they will together ensure a modern transportation system that meets the demands of our ever-growing community.

These transit improvements are crucial for reducing traffic congestion and giving the community more options for travel than just the car.

We will continue to lobby for more commitment to the Yonge Subway extension and will work with Viva to ensure the rapidway project stays on track, while supporting our residents and businesses.

Women’s group opens book on Quran

Is the holy Quran really a book of violence and hate?

Terrorist groups claim to be inspired by the Quran — Islam’s central religious text — for their crimes against humanity, but members of the Ahmadiyya Muslim community say these groups are twisting the truth, and they are inviting you to check it out for yourself.

“You be the judge. We invite you to pick up the Quran in your respective language and read it for yourself,” says Fauzia Karim Aziz, with the Ahmadiyya women’s auxiliary.

The women’s group from Newmarket and Richmond Hill have organized a unique exhibition of the Quran at Richmond Hill central library set for this Saturday.

Qurans printed in a range of languages will be displayed on tables in the library’s rooms A and B and the public is invited to read them, in their own languages, including Persian, Mandarin, French and German.

Aziz hopes the public will discover the Quran is actually “a book of nature believed by Muslims to be the Word of God… replete with hundreds of verses commanding mankind to uphold justice, to be merciful and compassionate to all of God’s creatures regardless of faith, ethnicity, race, gender, and belief or no-belief”.

Unfortunately, Aziz said, fundamentalist groups that dominate world headlines “pick and choose to suit their own objectives”.

Peaceful and moderate Muslims are trying to counter that narrative by presenting the true Islamic perspective, she said, with exhibitions such as the one at the Central library along with inter-faith dialogue, peace conferences and outreach activities.

“We live in a diverse society, and understanding and acceptance of each others’ faith helps us integrate and live in harmony.”

The exhibition is open Saturday, July 25, from 10:30 a.m. to 12:30 p.m. at the Central library, 1 Atkinson St., Richmond Hill.

anti-harassment training programs and, until the integrity commissioner report is presented, is forbidden from entering areas of town hall where staff are gathered, except in the presence of a department head or supervisor.

This is, the motion said, “to ensure that all employees and members of council are provided with a workplace that is free from any form of harassment, abuse of conduct, discrimination or workplace violence”.

“As elected officials, it is our responsibility to be role models — not only for the citizens we represent, but also for Richmond Hill staff, who have the right to a safe and respectful workplace,” Mayor Dave Barrow said at the conclusion of the meeting. “Our conduct must reflect this. Anything less is not acceptable.”

When asked why he voted against the motion, Muench stated that under the town’s code of conduct, a “strict time factor of six months after the alleged violation” should be respected, and he also had concerns that the Respect in the Workplace Policy makes “no mention of council getting involved in these situations”.

At press time, a request for comment from Councillor Beros was not returned.

However, Beros has posted an online statement (see sidebar) refuting the allegations, saying the investigation was “prejudiced and seriously flawed, actions of council were without authority and intended to harm my family and my reputation”.

He said he will pursue the matter in court.

After something of a false start in April, a new $135-million York Region Transit/Viva transit facility has officially opened in Richmond Hill.

Transport Canada sent out a press release three months ago trumpeting the completion of the operations, maintenance and storage facility in the Headford Business Park near Leslie Street and 16th Avenue.

But a regional spokesperson jumped in to put a lid on the news, saying work had not yet wrapped up. That changed Tuesday morning when representatives of all three levels of government came together for a ribbon-cutting ceremony for the 481,679-square-foot facility, which will store and maintain the region’s fleet of transit buses.

“The government of Canada is proud to partner with provinces and municipalities to support transit infrastructure improvements across the country, including right here in the rapidly growing York Region,” Richmond Hill MP Costas Menegakis said.

The new building, twice the size of similar existing facilities in Vaughan and Newmarket, includes a bus repair garage with 26 bays, storage for 196 buses, a bus wash, administrative offices and training facilities.

It boasts a white-coloured “cool roof” to save on cooling costs and a rainwater recycling

system with rainwater tanks to wash buses.

York-Simcoe MP and Government House Leader Peter Van Loan said the facility represents both a commitment to public transit in rapidly growing York Region and the Greater Toronto Area and an investment in economic growth.

“At the end of the day, it is about quality of life that matters most of all and a facility like this may not look like much, but for every family that gets affected, for everybody who gets home a little bit earlier, for everybody whose commute is a little bit better, that means a little bit better quality of life, a better family life...” he said.

The federal government contributed $57 million toward the project, with $60 million coming from York Region and $18 million coming from the province.

It is great to have the facility in Richmond Hill, Richmond Hill MPP Reza Moridi said.

“This state-of-the-art facility will support York Region’s broader Viva Next rapid transit network, which includes the Ontario government’s $1.4-billion investments in York Region Viva bus rapid transit project being implemented by Metrolinx,” Moridi said.

“Facilities such as these are important parts of our infrastructure,” added Richmond Hill Mayor Dave Barrow. “They support the planned growth in our key centres and along important corridors.”

Maya Kojevnikov was a bit nervous after making her debut with the rest of her Canadian rhythmic gymnastics team that included Vaughan twin sisters Anjelika and Victoria Reznik, Lucinda Nowell, Katrina Cameron and Vanessa Panov during their competition at the 2015 Pan American Games in Toronto.

But when the rhythmic competition concluded at the Toronto Coliseum Monday, the 18-year-old Richmond Hill resident and her teammates were relaxed and ecstatic.

With good reason, after they reached the medal podium in two events starting with a bronze in group ribbons Sunday and another bronze in group club/hoops Monday.

“To be honest, with this being my first Pan Am Games, I feel amazing coming away with two medals,” an elated Kojevnikov said after the competition. “We finished off the competition

A Bill Crothers Secondary School graduate, who is attending Stanford University where she is a member of their tennis team, Zhou was quick to acknowledge their accomplishment held added significance.

“This is a little different from other tennis tournaments, because we were competing for something larger than ourselves,” she said after the win. “It definitely holds a very special place ... to finally win gold was an amazing feeling. Doing so in front of a hometown crowd made it extra special. The support was incredible,” cited Zhou. on a high note, with the hoop/clubs final being our cleanest routine.

“I am really happy with our performance overall, especially pulling ourselves together after a shaky start the first day of competition, which can be difficult to recover from.

“Of course, there is always room for improvement, but we are going to continue to strive for our best and work extremely hard every day leading up until worlds.”

The Richmond Green Secondary School graduate said competing in the Pan Am Games definitely exceeded her expectations.

To have her immediate family and friends attend the competitions was also inspiring.

“This whole Pan Am Games has been truly amazing. I’ve never experienced anything like this; the village, the athletes, the atmosphere, especially with the games being in Toronto, where we have so many fans and supporters cheering us on. The crowd was amazing.”

Millard was always first to volunteer

A

nyone looking for volunteers never had to look further than the raised hand of M. Paul Millard.

When his sons, Jim and Mark, were boys, he was cubmaster with the 2nd Newmarket Cubs and later volunteered with the 1st Newmarket Scouts under the leadership of Jim Nuttall, who was named Ontario Senior of the Year in 2012 for his six decades of community service.

Nothing unusual about that, parents often get involved with their kids’ activities.

But Millard’s community spirit didn’t end there.

In addition to being an active member of the Upper Canada Chordsmen a cappella chorus, he volunteered on the Elman W. Campbell Museum board, the Friends of the Museum, the Newmarket Historical Society and Heritage Newmarket.

“He was always taking on jobs.

So, when he was with the Chordsmen, he wasn’t just there, he was the money guy, he was the treasurer,” Jim said, adding his father was honoured with awards from the town and the province for his volunteerism.

Millard, who died at the age of 85 on Sept. 4, 2012, came by his interest in history honestly, having belonged to one of Newmarket’s most renowned families.

His great-great-great-great grandfather was Timothy Millard, who moved to Newmarket in 1792,

Millard’s son Jim said.

“He was not a (United) Empire Loyalist because by the time he got here, he’s a Quaker. He was forcibly emigrated from Pennsylvania,” he said.

“He came and got his 200 acres (granted by the government to Loyalists) for services rendered during the American Revolution.

There is some indication he probably fought on both sides, which really wasn’t that unusual.”

He would go digging for rocks.’

Several streets in Newmarket’s core are named after the Millard family, including Millard Avenue, which was originally the lane leading from Yonge Street to the family farm, Timothy Street and John Street.

Jim and his brother grew up in a home at 100 Roxborough Rd., which had served as bachelor officers’ quarters during the Second World War. Millard himself grew up on a family farm in the Cooksville area of Mississauga.

He married his wife, Joyce, in 1951 and a few years later, the couple headed off on an adventure.

“They were ahead of the curve in a lot of respects,” Jim said of his parents.

“They liked travelling. They both quit their jobs and they went

hitchhiking across Europe for six months in 1954 or something like that.”

The couple settled in Winnipeg before moving to Newmarket in 1963 when Millard was hired as the credit manager of the Office Specialty Manufacturing Company.

After he was laid off in the mid1970s, Millard joined his wife as a real estate agent for about five years before becoming a professional baker, first running a franchise called Bakerman and later opening his own bakery called the Breadman in the Quaker Hill Plaza at Yonge and William Roe Boulevard.

“We did breads and pies. A lot of what we did, like butter tarts and that, was the family recipes,” Jim said.

Millard retired and the bakery closed in 1990.

In addition to volunteering, he liked to keep busy with other pursuits.

“He had some interesting hobbies. He was a rock hound.

He would go digging for rocks. It could be like semi-precious stones or whatever,” Jim said.

“We would go up north and we camped. That is what we did when my parents went on holidays. We went camping and for the two weeks or whatever, we collected rocks.”

Millard was also casted and painted model soldiers and liked cooking.

What does Jim miss most about his dad?

“Probably the stories. He told

Sadly we mourn the loss of Lois who peacefully passed in her sleep. Lois was predeceased by her loving husband and best friend Charles Francis Fowler and two sisters Velma (Farquharson), Orma (Hamilton), three brothers Willard Speedie, Aubrey Speedie and Lloyd Speedie. Lovingly missed by her children James (Florence), Stephen (Cecile), David (Shelley), and Susan, five grandchildren Jay, Stephen (Terry), Jacylynn (David), Bronson (Jackie) and Shari. Lois had the pleasure and joy of seeing 3 of her great grandchildren Brooke, Hope and Savanna regularly and had loving memories of Elycia, Brandon, Brianna and Abby of B.C. and Scott and Noah of Oshawa.

Numerous nieces and nephews, friends and other family members mourn her passing. Lois was determined, strong, loving and generous. She had previously won and battled colon and throat cancer.

Many thanks to the staff at Richmond Hill Retirement who tried their best to make her at home there until she could return to her own home.

Mom you will be forever in our hearts and our thoughts.
