Richmond Hill Councillor Greg Beros appears willing to let bygones be bygones when it comes to how the town dealt with allegations of sexual harassment against him.

The Ward 1 councillor launched a judicial review application and threatened to bring a defamation lawsuit against the town and fellow members of council after he took issue with an investigation into complaints made against him by a former town employee.

The allegations, made by a former staff member in September 2014, accused Beros of engaging, over a period of four years that she worked at the town, in a “pattern of sexual harassment and abusive conduct” towards her, according to court documents obtained

by The Liberal.

The town appointed external investigator Jennifer Wootton Regan to conduct a workplace investigation into the complaints and in April 2015, Regan issued a final report concluding “it was more likely than not” Beros had “engaged in conduct amounting to sexual harassment and abusive conduct”.

Beros filed a judicial review application, arguing that the investigation was not done properly or in a fair manner towards him. The investigator had refused to provide details on the sexual harassment allegations, Beros said, and without those details, he was not willing to be interviewed by the investigator.

“The investigator’s attempt to have Mr. Beros attend an interview without first having complete knowledge of the allegations was an attempt to test his credibility while hearing allegations for the first time,” his court application documents state. “Such tactic See SEXUAL HARASSMENT, page 14.

Police seek suspect in Richmond Hill sexual assault from 2015 York Police are seeking help finding a suspect in a sexual assault that took place in Richmond Hill last year.

The incident occurred April 23, 2015 on Elmwood Avenue, near Church Street, when the suspect pushed the victim to the ground and sexually assaulted her.

The suspect then ran north on Baker Avenue.

Before the incident, the victim exited a Viva bus at Yonge Street and Major Mackenzie Drive, then walked south on Yonge and east on Elmwood.

The suspect is described as a white man

Suspect hit victim with bottle, punched another at Richmond Hill restaurant Two people sustained serious injuries stemming from a fight over a stolen cellphone April 16 in Richmond Hill.

The incident took place at Fox & Fiddle restaurant on York Boulevard.

The suspect hit a male victim on the head with a bottle and punched a female victim twice, according to York Regional Police.

One dissenting councillor says ban is ineffectual

Richmond Hill pet stores will no longer be able to sell dogs, cats and rabbits from commercial breeders.

A majority of councillors voted Monday night to require local pet stores to provide only those animals that come from registered municipal animal shelters and rescues, giving the three remaining Richmond Hill stores that still sell animals one year to transition their businesses.

The move aims to reduce demand for animals raised in unethical or unhealthy puppy mills and back yard breeders, and ensures pet stores work with shelters to reduce the number of homeless pets.

In contrast to a council committee meeting last week that heard from delegations residing primarily outside of Richmond Hill, Monday’s meeting heard from six people, all residents of the municipality.

Nicole Seiber, a professional dog trainer and small business owner, said she was an owner of a puppy mill-bred dog who had multiple health issues.

‘EYE-OPENING AND HORRIFYING’ What she has learned, since owning that dog, about local pet stores who sell puppy mill dogs and cats has been “eye-opening, heart-wrenching and completely horrifying”, she said.

Tammy Osher, with Richmond Hill-based Just Paws animal rescue, said her organization ensures their pets are a good fit with adopters and rigorously screens applicants with home visits.

The only delegate speaking against the motion was Dean Harris, who said he is the owner of a pet purchased from a local pet store.

Harris questioned why another bylaw was required, when animal cruelty laws already exist in Ontario. He characterized the decision as bullying by animal activists and warned that the decision would harm local pet stores.

“Surely you aren’t attempting to bankrupt these people or businesses enterpris-

es?” he asked.

Carmen Lau, an animal rescue volunteer, said she understands pet stores’ fear of losing business, but today’s consumers are more educated and expect businesses to uphold ethical practices.

Several local pet stores have shown that it’s possible to run viable businesses by focusing on sales of pet accessories, food, grooming and training services, she said.

MUNICIPAL ROLE IMPORTANT Adriana Pisano Beaumont, a resident of Richmond Hill and part of a volunteer citizen group working on the issue of imported rescues and a scholar in anthrozoology, said provincial legislation on animal cruelty is helpful, but municipalities play an important role, too, by passing bylaws such as those policing animal tethering and pet store sales.

Ward 2 Councillor Tom Muench was the only member of council to vote against the bylaw restricting pet store sales.

“I lost four molars because when I kiss my cat I scrunch my teeth and cracked my teeth — [costing] thousands of dollars.

I love animals as many of you do, but I’m unbiased.

“It’s real easy to say yes to this [motion],” he said, “but we want to get rid of puppy mills, we can do so much better than this.”

WON’T CHANGE PUPPY MILLS Banning or restricting sales won’t change the puppy mill industry, he said, and could hurt people in Richmond Hill, adding he questions how the town will “verify suppliers outside of Ontario”.

Ward 4 Councillor David West admitted it is a complicated issue.

“Regardless of what happens with us and other municipalities, the problem [of puppy mills] is still going to exist and that makes me very uncomfortable … but it is a step in right direction and we are doing what we can.”

Town staff will present details on the new implementation bylaw for council’s approval by October, 2016.

Richmond Hill is known for being a welcoming place. Now the town is extending that warm welcome to Monarch butterflies.

Councillors voted unanimously June 14 to sign the National Wildlife Federation’s Mayors’ Monarch Pledge to help save the endangered species.

The pledge represents a commitment by the town to do its best to restore Monarchs’ dwindling habitat by planting native milkweed and nectar plants in public lands, increasing native trees and shrubs in town landscaping and encouraging citizens to take similar measures on their own property.

The move was spearheaded by Ward 4 Councillor David West, whose childhood was spent nurturing the bright orange flying insect.

“When I was a child, my father, brother and I raised and released thousands of Monarch butterflies each summer ... and later in life my son and I did the same thing,” he told fellow councillors.

In later years, he and his son, Thomas, were able to tag the creatures to help scientists understand their life cycles.

“When I was very little it was easy to find the caterpillars. Almost every milkweed had one. Over the last few years they’ve been very hard to find.”

Research shows monarch populations have been steadily declining and in the last 20 years, they have decreased by 90 per cent.

The creatures have a fragile existence, West said.

Monarchs migrate from Canada to the same mountainous area of Mexico, hibernate over the winter, and fly back to the Southern United States to reproduce. Their offspring then carry on their parents’ journey north to the northern United States and Canada

where they reproduce two new generations and finally migrate back to Mexico where their great grandparents overwintered the previous winter.

“If you told me that this cycle had been going on uninterrupted for thousands of years, and it was, in fact, unknown to scientists until the 1970s, I would say that this is completely impossible and the stuff of a Disney movie.”

Also miraculous, he said, was watching the process of tiny caterpillars transform into butterflies.

“My dad made a wooden box with a screen for the caterpillars,” he said. “They would climb up to the top of the cage, and attach from their bottom and, hanging upside down, they’d make a J-shape. The skin splits and a chrysalis forms. It becomes consumed by this beautiful greenness and then an emerald chrysalis with gold dots... A few weeks later you see this black body forming and then the emergence — it is just a miracle.”

Now the species is in danger of extinction as its habitat and only food source, milkweed, is being threatened by urbanization and herbicide use in agriculture.

“People can sometimes feel a sense of powerlessness when it comes to helping the environment but in this case, there’s something we can do,” West said.

Much of what is already happening through the town’s environment strategy will help Monarchs; steps outlined in the Mayor’s Pledge will further help, he said.

Among the steps to be taken, the town will support milkweed seed collection and propagation through Richmond Hill’s Seed Library and create a monarch neighbourhood challenge to create habitats. The town proclaimed June 20 to June 26 Pollinator Week.

Senior crime? Do extra time

I

think there should be a special punishment for people who perpetrate scams on the elderly, the same way we might dish out extra punishment to someone who committed a crime against a child.

For there is something uniquely cruel about stealing money from an older person, money they likely spent their whole life saving. Money they need, now that they are retired and don’t have the income afforded by a job.

Not that all older people are susceptible to this kind of thing.

But some are.

Whether it’s a decline in their cognition, an inclination as they age to be trusting of authority figures, or an ease with which they can be bullied because physically they may feel frail, I’ll leave that to the experts.

My first experience with this phenomenon was in a newsroom, when a call came in from a man in Waterloo (I was in North York, where he’d lived 20 years earlier — he remembered the name of the paper and looked it up) telling me how he had been sold a vacuum by a door-to-door salesman.

His wife had passed away. He was living on his own. He wasn’t thinking very clearly. He was also sad. He probably should have been in a long-term care facility.

And that’s when the vacuum salesman appeared at his door.

Talked to him. Did some demonstrations. Told him his old vacuum was no good. And sold him a new vacuum — for $3,600.

Unless it was a vacuum that also did dishes, cooked meals and projected 400 TV channels in highdefinition, it was not worth $3,600.

“You know you can buy a vacuum at the department store for maybe $300,” I told him. “And that’s a really good one.”

He knew this. Or was remembering this was the case. But the door-to-door salesman had caught him on a bad day.

It had taken him a couple of weeks to realize what had happened. That vacuums don’t cost $3,600. But he had not had a clear thinking day for a while and when he finally did, he was embarrassed.

Bernie O’Neill I gave him credit for calling in.

Told him there must be consumer protection legislation about selling something for far more than it’s worth. And that there might be a cooling off period to get out of a contract.

I found him a couple of phone numbers. Asked him about his family and told him maybe he should think about calling his daughter to tell her what had happened. She could help. And that it’s nothing to be ashamed of. That these people are out there, preying on the elderly. He’s just a victim.

That the world had changed and that’s the way things are these days.

There have been appeals in Markham and elsewhere recently trying to stop door-to-door solicitation — something that would require an army of bylaw officers and be difficult and costly to enforce, in my view.

Education is probably the key, for the elderly, their families, and for young people seeking work.

We’ve all seen the pushy twentysomething with clipboards claiming there’s something wrong with our furnace or hot water tank. The caller who tells you there’s something wrong with your computer — send them a cheque, they’ll fix it. The guy trying to sign you up for snowplowing by a company that does not exist.

When you are young and healthy and have your wits about you, it’s not a problem to tell these people to get lost. But not all of us will stay sharp into old age.

When these scammers are caught and convicted, I say they should do extra jail time because of the helplessness of their victims.

But then you wonder if any of these scammers is ever caught, or receives real punishment. Another thing that has changed these days.

Unbeknownst to many Richmond Hillers, Casa Grande Grand Prix is open to all those who like to see cars racing against time.

The southern track begins at Shaftsbury Avenue and Casa Grande, and ends at Westbury Crescent. The northern part of the track begins at Westbury Crescent and ends at Shafstbury.

The drivers are all “certified idiots” with diplomas.

Gender bias is not tolerated and therefore one can watch male or female drivers compete against time, going north or south on Casa Grande.

As in all Gran Prix races, there are pit stops, which take the form of “driveways”.

The minimum speed that is posted, is “40 km”.

Seeing one of the certified idiots racing up or down Casa Grande is thrilling and chilling.

One can watch all types of vehicles doing their thing.

This is one Gran Prix where police observers are absent, so pedal to the metal is normal. On rare occasions, viewers might even see how vehicles swerve to avoid pedestrians trying to cross the street.

So far, there has not been a rollover, but who knows, perhaps soon a spectator might see one.

House price not the same as value Re: How much did your house increase in value?, June 16.

Even in a hot housing market, homes (or more appropriately — properties) do not increase in value.

Simply put, if the owners of a house decide to sell and their MPAC property assessment of four years ago rose from $500,000 to $800,000 and they decide to move 10 or 20 blocks away to an similar size home, it will likely cost them about the same $800,000 plus all the moving, legal fees and taxes.

So do properties really change in value? No! They just inflate. The term price is not value.

Be wise, look at it from that angle: a house is equivalent to an equivalent house, it’s that simple.

Must be nice to have a cushy MPAC job where one can sit behind a desk and come up with such radical numbers on a property that has had no improvements and some deterioration and not even inquire or inspect, not counting the deterioration in the neighbourhood’s desirability and a couple of houses that don’t seem to be selling.

There must be others in this situation. One wonders if the MPAC model is acceptable in our present housing model, especially since condo owners and renters who sometimes have a lower increase enjoy the same public services and facilities as individual house owners?

SOME THOUGHTS ON YOUR EXECUTOR One of the most important estate planning decisions you can make is the choosing of the executor who will look after your estate, when you pass away. Essentially, your executor is the person appointed to make sure that your will is properly carried out. For instance, among other things, your executor is responsible for arranging the burial, making any claims on behalf of the estate, paying legitimate debts and taxes of your estate and satisfying the gifts made in your will.

You should choose one or more persons well suited to the duties required. In making this choice, you should consider whether it is advantageous to select one executor, or several co-executors, as the case may be.

Cider on sale at 5 York grocery stores Just in time for the Canada Day long weekend, you can now start buying cider in 60 grocery stores in Ontario that already sell beer.

In York Region, that means there are five stores — all in Vaughan and Richmond Hill — where you can pick up cider or beer.

They are Sobeys in Jefferson Square at 11700 Yonge St. and at H-Mart at 9737 Yonge, both in Richmond Hill, and at Coppa’s Fresh Market at 3300 Rutherford Rd., Galleria Supermarket at 7040 Yonge St., Thornhill and Steeles and Bathurst FreshCo at 800 Steeles Ave. W., all in Vaughan.

The LCBO is now also seeking requests for another 70 additional grocery stores across the province wanting to sell wine, beer and cider beginning this fall.

Eventually, as many as 300 grocery stores, both large chains and independent stores,

could sell wine, beer and cider.

Also, up to 150 existing wine stores operating just outside a grocery store’s checkout will be permitted to move inside the store and share the checkout.

Sales of cider must conform to the same rules as the sale of wine and beer, a government statement said.

Cider is a fast-growing segment of the market. The LCBO’s sales of locally made craft cider grew by 54 per cent in 2015-2016, to a total of $5.1 million.

“Ontario is giving Ontarians more choice by making cider available in grocery stores,” Oak Ridges-Markham MPP Helena Jaczek said in a statement. “This announcement supports the cider industry, retail stores and Ontario consumers with expanded options and convenience.”

The following are some points you should consider when contemplating the choice of your executor:

• If you are leaving the entire estate outright to your spouse, you may consider appointing your spouse as the sole executor, if you feel your spouse is capable of administering your estate.

• One common misconception pertains to the number of executors you are obliged to appoint. If you wish, you do have the right to appoint just one person as your executor.

• You should consider whether the person you are appointing as executor has the time to take on the task. An executor may be trustworthy, but he or she may be unwilling to accept the appointment. Executors have the right to decline the appointment at the outset when they find out they have been named.

• If you are considering appointing an executor who lives in a foreign jurisdiction, you should discuss this with the lawyer preparing your will. Make sure you tell your lawyer that your executor lives in a foreign jurisdiction, so that she can address concerns regarding the requirement for your executor to post a bond. For example, the law of Ontario provides that there is no necessity for an executor to post a bond, if that executor lives in a jurisdiction within the British Commonwealth.

York Catholic board blames $4.9 M deficit on province A little breathing room.

That’s what York Region’s Catholic school trustees have bought themselves by passing a budget Wednesday morning that remains in the red.

Originally faced with a possible deficit of $12 million, trustees with the York Catholic District School Board managed to make enough cuts to reduce that to $4.9 million.

While it is illegal under provincial legislation for school boards to have a deficit, bringing the deficit down to less than 1 per cent of the $576-million operating budget means trustees don’t have to worry about Queen’s Park taking over the board, at least until final financial and enrolment figures are calculated at the end of the year.

Slashing the deficit down to $4.9 million comes at a cost, although there will be no layoffs as the board will reduce staffing through “adjustments”, such as a hiring freeze, attrition and re-aligning workers.

For example, special education funding is being cut by $600,000 through staffing and other adjustments.

The board will save $2.1 million through curriculum and administrative staffing adjustments. The snowplowing budget is being sliced by $450,000 and the professional development budget is being cut by $1 million.

The board will also look at closing schools

over four years, beginning with Holy Family Catholic Elementary in Thornhill in 2017/18.

Trustees may hire a financial expert in the fall to review the board’s fiscal situation.

Staff salaries and benefits are responsible for 89.11 per cent — $517.6 million — of the board’s operating budget.

While treasurer Anna Chan admitted that is high compared to other boards and pointed out the board has received an additional $24 million in funding in the last five or six years, it didn’t stop trustees from bashing the province for causing their financial woes this year.

Queen’s Park’s insistence on central bargaining with employee unions meant the board had no control over the rising cost of salaries and benefits when new contracts were negotiated last fall, they said.

“The provincial government through central bargaining increased expenditures, through concessions, through the collective agreement and it has downloaded this on boards of education without any further increases in grants,” said Richmond Hill Trustee Dominic Mazzotta, who voted against the budget.

“Let’s face it, the provincial government has squandered and mismanaged their own budget and they’re looking at ways to recoup their losses.”

The board can’t blame the province for all its financial problems, board chairperson and Markham Trustee Carol Cotton said.

“Our biggest issue remains excess capacity (too many schools),” she said.

Former kindergarten classmates join to celebrate 70th birthdays

By 1954, the three kindergarten classes had expanded to four Grade 3 classes at McConaghy, Town Hall, and the Orange Home locations, Blanchard said.

By 1955, O.M. Mackillop and Walter Scott public schools were built and students spread across three schools, but the students maintained their connections through church groups, sports and organizations such as Boy Scouts and Girl Guides, he said.

“In 1960, most of us reunited at Richmond Hill High, the only high school in town at that time.

“I thought we should hold our [70th birthday] celebration now, while we are still able to drive ourselves there and back.”

There are no formal plans for the event, he said, other than duplicating the original class pictures from 1952 and 1960 (the Grade 8 grad year) with everyone standing in his or her original photo position, along with “consuming birthday cake and coffee and conversation with friends”.

There is a special callout to lost friends and classmates who still haven’t been located.

It was best of times in 1951 and also the worst: polio and the Korean War were raging and Ontario’s Chalk River nuclear station exploded; the world’s first jet hit the skies, the Big Bang theory hit the news, and Labatt Blue hit the North American marketplace.

But for 86 children in the village of Richmond Hill, something more earthshaking was happening: they were starting kindergarten.

It was the first group of post-Second World War babies to attend school and they gathered at the only public school around — M.L. McConaghy on Yonge Street.

Fifty-five years later they are gathering again, older and wiser and ready to celebrate their collective 70th birthdays at their old alma mater.

Bob Blanchard was one of those students and so was Mayor Dave Barrow, who grew up across the street. (There’s even a photo floating around somewhere with the two as preschoolers in a sandbox, Barrow said.)

Together they are spreading the word — and hearing back from classmates as far away as Vermont, Winnipeg and Victoria, B.C. The event is set for Sat-

Urgent Care Centre in Vaughan saw 14,000 patients

diagnostic and treatment services such as X-rays, casts, stitches and lab tests.

In the first year, 4,475 X-rays were taken, and on average, the centre sees 40 patients a day.

For those requiring a follow-up appointment, the team at the centre provides appointments to Mackenzie Health’s many specialty out-patient clinics.

Many patients leave the UCC following treatment with their appointment already confirmed for the near future.

Mackenzie Health recently celebrated the one-year anniversary of the Vaughan Urgent Care Centre.

The 9401 Jane St. facility provides care for patients requiring quick medical attention for illnesses and injuries not requiring immediate hospitalization.

In its first year of operation, the centre saw 13,698 patients of all ages and most were seen by a physician within 30 minutes of registration.

Thirty-five per cent of patients were under age 18 and 10 per cent were over 65 years.

Bring non-perishable food items to Canada Day event Richmond Hill Community Food Bank board members and volunteers are very appreciative of strong community support around holiday food drives such as Christmas and Easter.

Along with permanent food donation bins located at No Frills, Food Basics and Loblaws, local businesses Costco, Panera and Cobbs Bakery are strong supporters, as are seasonal farmers markets — all helping to put food on the tables of those who experience hard times.

The local food bank serves approximately 1,000 clients per month and is run by volunteers.

Ongoing and seasonal food drives help keep food on the shelves, but there are times when the organization has to rely on monetary contributions to purchase some of the most needed staples.

A few of the needed staples, which are important for nutritional purposes all year long are: peanut butter, canned fruit, macaroni dinners, baked beans, bottled/canned juices and canned stews/chilli.

Toilet paper, toothpaste, shampoo and other hygiene products are also very helpful for those turning to food banks to help make ends meet.

At the Richmond Hill July 1 celebration at Richmond Green, there will be four bins for receiving non-perishable food donations, and a booth where food bank representatives will happily receive any monetary donations.

Funding to our health care system will increase by over $1 billion this year.

According to the Divisional Court documents, Beros’ judicial review application seeks to quash the workplace investigation report by Regan and quash the town’s decisions in the post-investigation process, denying Beros’ request to appeal the findings to the town CAO and re-open the investigation.

According to the town’s lawyer, Charles Loopstra, Beros was provided with sufficient details of the allegations in order to submit to an interview.

‘BEROS’ ACTIONS STRATEGIC’ “There was no legal basis for his refusal, and the town was prepared to argue in court that the process was completely fair,” he said. “There are no rules about conducting investigations. Mr. Beros’ actions were mostly strategic.”

Mr. Loopstra also stated that in his opinion, the judicial review application brought by Beros had no merit and the town was fully prepared to defend its position.

“It was Mr. Beros who decided he didn’t want to proceed with the application for a judicial determi-

nation. This left a number of legal issues in limbo and required a resolution,” Loopstra said.

Beros was also seeking to quash a decision by the town to levy puniGreg Beros tive sanctions against him, prohibiting him from accessing all areas of the town offices where employees perform work unless accompanied by a superior, and to quash a decision to refer the matter to the integrity commissioner.

On receiving the investigator’s report last July, councillors asked Beros to participate in anti-harassment training programs.

They also voted to refer the issue to the integrity commissioner ­­— but that step failed.

Because the report by the other investigator was completed without interviewing Beros, integrity commissioner Nigel Bellchambers said it was based on a “balance of probabilities”. While he was not disputing the report by the other investigator, he said a fresh investigation was necessary.

That second investigation, however, never got off the ground

because the original complainant did not respond to requests for an interview.

The whole thing reared its head again this week at the start of council’s meeting Monday night with a surprising move by all councillors, including Beros, to declare a pecuniary interest on an in-camera item.

It was, according to town spokesperson Meeta Gandhi, the first time this has happened in this term of council.

On council since 1994, Regional Councillor Brenda Hogg said it’s the first such situation in 22 years.

According to Beros, he was making an offer to end the judicial review, and his fellow councillors — with a potential personal interest in the outcome of the matter — were likely concerned they would be exposing themselves to pecuniary conflict of interest.

“I’m only speculating, but because they were named personally in a libel and slander suit, one could argue that if they were to consider an offer it would be relieving them personally of future litigation,” Beros said in an interview Tuesday.

Council voted to retain solicitor Loopsta — who was also retained to oppose the judicial review — to ask the courts to relieve them of pecuniary interest on the item.

“It is my opinion this is now a dead issue,” Beros told The Liberal.

“I’m just here saying ‘let’s stop all this’ and I’ve put an offer forward.”

While he would not discuss any pending defamation lawsuit, Beros said the “issue from the perspective of what the original allegations were is dead. That ship has sailed. Now it’s just lawyers making money.

‘BIG LOSER IS TAXPAYER’ “Right now the big loser in all of this is the taxpayer, because as this thing is stretched out, they’re paying legal fees. They paid for the integrity commissioner to do a bunch of stuff, they paid for other lawyers for the judicial review, it’s unfortunate.

“There is an offer on how to end this whole thing,” he added.

“It’s just in the best interests of everyone right now that this be put to bed.”

Loopstra confirmed that he will be asking the court to deal with the conflicts situation created by the Beros offer to settle all outstanding legal issues.

He would not comment on the terms of the offer, but stated that it is up to council to decide whether to accept it.

The matter will come back before council once the conflicts issue is resolved.

“Nonna” (grandmother) Cristina Agostinelli celebrated her 105th birthday with her extended family, including niece Guiseppina Simone.

In June the family of Richmond Hill’s Cristina Agostinelli celebrated her 105th birthday at the Mariann Home.

Maria Cristina Agostinelli (nee Catalano) was born June 15, 1911 to a humble family in the rural village of Catalano, Pescara in Abruzzo, Italy.

Her parents, Valentino and Nunzia were farmers and life was hard in the years before the First World War. Cristina attended school as a youngster in Italy, only completing Grade 1, because she had many family chores to do.

She married Vittorio Agostinelli in 1943 just before the Second World War. They had a son, Fernando Agostinelli, and they immigrated to Canada to find a better life.

Despite little education, she learned English as a second language, and became a math prodigy, figuring out calculation mistakes on her grocery bills.

She worked at the Brooks factory in Toronto for many years and became a Canadian citizen in 1955.

Her family grew to include a daughter-in-law, Antoinette, and three grandchildren: Gregory, Giancarlo and Laura. Then it expanded further with four great-grandchildren: Abbey,

Julian, Livia and Leo. She has witnessed a lot of changes in the past century, living through two world wars, and inventions such as motion pictures, television, landing on the moon, mobile phones, just to name a few.

Cristina chalks up her longevity to a healthy lifestyle of great Italian food and much hard work!

Gregory Agostinelli is the proud grandson of Cristina.

Chan named one of top 25 immigrants to Canada

Godwin Chan was just a teenager when he arrived in Toronto.

He was alone, spoke little English and had no family or friends here, but he had big dreams.

Last week, the Richmond Hill councillor celebrated dreams come true as he was named one of the top 25 immigrants in the country.

The prestigious Royal Bank of Canada’s Top 25 Canadian Immigrant Awards recognizes inspirational immigrants who have made a positive difference in the country.

This year’s winners hail from Ireland to Sri Lanka and Nigeria and include internationally best-selling author Emma Donoghue (Room), and MP Harjit Sajjan, a retired Lieutenant-Colonel in the Canadian Armed Forces and combat veteran who is now the member of Parliament for Vancouver South and Minister of National Defence.

Chan says he is honoured to be part of such illustrious company and even more motivated to work towards creating stronger communities.

When he left Hong Kong as a youth to pursue post-secondary education, Chan had lofty goals. He graduated from university with three credentials, including a professional law degree.

He went on to serve as a member of the Ontario Legal Aid Plan’s Toronto area committee for five years and was appointed to the York Regional Police Services Board. He has also supported the work of St. John Ambulance, for which he received its Priory Vote of Thanks award, and he was awarded Richmond Hill’s Volunteer Achievement Award in 2002.

“While receiving that award, I was disheartened to hear the comment that it was unusual for someone with my background to make significant

contributions as a volunteer,” Chan said. “That particular experience helped to strengthen my resolve to make a difference in the community where I live.”

It also prompted him to throw his hat in the ring for municipal politics and in 2006 he was elected as the town’s first non-white councillor.

For the past 10 years, Chan has represented citizens in Richmond Hill’s Ward 6. He also acts as an honorary advisor for the Canada China Trade Innovation Alliance, is the chair of Richmond Hill’s Economic Development Task Force and has just been re-elected to serve his third year on the board of directors of the Federation of Canadian Municipalities.

Chan says he is committed to fostering a sense of community and belonging and encourages other newcomers to get engaged and “explore the limitless opportunities in Canada.

“To me, being a Canadian is much more than holding a passport. It means that I am part of a free and democratic society.”

Chan received his award in Toronto June 21 and was presented with a $500 donation toward a registered Canadian charity of his choice.

Seventy-five finalists were shortlisted from hundreds of nominations from across the country. Winners were chosen based on a combination of judging and online votes — more than 50,000 votes were cast, making it the most popular year in the award’s history.

Two hundred immigrants have been recognized over the past eight years of the awards program.

“This year’s group of 25 winners is an inspiring and eclectic mix that showcases the diverse talent that immigrants bring to Canada,” says Margaret Jetelina, editor of Canadian Immigrant magazine, presenter of the Top 25 awards program.

Det. Sgt. Don Cardwell has faced his share of life challenges, but he’s come out on the other side a wiser man for it.

Now that he’s retiring almost 30 years after being hired by the York Regional Police fresh out of Seneca College, he’s looking back on a life full of achievements and sorrows and forward to one without his ever-present BlackBerry.

After joining the service in 1985, soon after his big brother joined the OPP, Cardwell worked in Newmarket and Georgina before landing in Vaughan, where he served in search and rescue, criminal investigations and drugs and vice, where he became a detective.

But it was only when he found himself in the hold-up squad in Richmond Hill that Cardwell felt truly at home.

However, his personal life was thrown into chaos more than once.

After years spent dealing with the region’s most hardened criminals, Cardwell started struggling to maintain his trust in people, slowly losing his faith in humankind.

“It almost cost me my marriage — my wife noticed the change in me,” he said. “I realized I wasn’t the same person. You stop seeing the good in people. Before you’d meet someone and trust them until they betray you, but in policing, people have to earn your trust. It was a gradual change that affected the way I interacted with people. I was assuming things about people that weren’t there.”

Then, in 2003, tragedy hit the family when his eldest daughter Christina, then 13, was struck and killed by a car while crossing Airport Road, while getting ice cream with her 16-year-old cousin near his home in Caledon.

How could his daughter have done something so unsafe after being taught the rules of the road so many times?

“I was trying to deal with it and I had to know everything. You go through all the emotions, anger and pointing fingers at people. One day, while looking at pictures at the department, this young officer walked in, put his hand on my shoulder and said, ‘Don, you’re beating yourself to death. You’re trying to put an adult’s head on a kid’s shoulders’,” he said.

It was at this moment Cardwell knew changes had to occur. He started giving back to the community by coaching double A hockey for young boys.

He also joined the peer support group at York police, helping officers going through troubling times, including SIU investigations, two of which Cardwell faced himself, being cleared in both instances.

It was the community of Caledon, his family and his police brotherhood that “wrapped” he and his family in a “warm blanket” of support, explaining how during Christina’s funeral the entire town shut down and paid their respect while the procession wound through the town.

Since Christina’s passing, Cardwell said he and his wife have “never been the same”, but they’ve learned “how to cope” and mark Christina’s birthday each year.

“There’s a bond between the people I meet who have lost someone,” he explained. “There’s an understanding of what they’re going through.”

Cardwell’s life in police work has seen some significant achievements, but his most memorable was catching a wanted murderer, which helped a family on the other side of the country find peace.

In retirement, Cardwell will work at his brother-inlaw’s farm, which also includes a restaurant. But before settling back into work, the 53-year-old said he plans to travel to Australia, New Zealand and beyond with his youngest daughter, who is living Down Under, training to become a social worker for troubled young people.

York police union begins work-to-rule campaign

The police union in York Region officially began ‘work to rule’ job action Monday morning, after members voted to begin voicing their displeasure with the York Regional Police’s executive command unit.

Although officers are forbidden from striking or picketing by the Police Services Act, there are still a number of actions that can be taken, including speaking to the community about concerns and wearing pins, T-shirts and hats saying: “Supporting our Community” to volunteer and personal events.

Beyond that, officers may chose to start taking their two mandated 45-minute breaks during a shift rather than skipping them, union president Todd Sepkowski said.

A police source said officers would also be using their discretion when writing tickets and may choose to issue warnings instead.

The decision comes at an already heated time, months after contract negotiations were put on hold after the union asked for mediation.

A lot of the issues come down to the punitive oversight officers put up with on a daily basis, York Regional Police Association secretary Phil Shrewsbury-Gee said.

“Morale is the lowest I’ve ever seen in my 30 years,” he said. “Discipline and the management of discipline used to be educational and corrective, that’s now gone to punitive.”

Shrewsbury-Gee said, specifically, the more than 1,500 serving members find it unreason-

able they are being fined hundreds of dollars for running red lights while performing their duties.

In numerous instances, officers have been fined 2-1/2 times the standard fee for motorists who run red lights, which is about $165.

An officer in Richmond Hill was docked eight hours pay, about $350, after running a red light even though he witnessed the suspect he was chasing run the same light moments before.

Another officer was investigated for running a stop sign while chasing a suspected impaired driver in Vaughan months later, but, in the end, wasn’t fined for his behaviour.

Only months ago, an officer was docked pay after chasing a break-and-enter suspect and running a red in Markham.

‘MORE DIFFICULT TO SERVE PUBLIC’ “That sort of discipline doesn’t reflect in the private sector,” he added. “It’s making it more difficult for guys to serve the public. It’s an accumulation of issues that has come to a head over time and guys are no longer accepting it and saying something has to be done.”

The service, meanwhile, insists this policy is to ensure the safety of the public.

Another issue is what the union calls the force’s “ticket quota”, in which officers are told they need to hit targets, including: two traffic stops per shift and three liquor licence tickets per year. A platoon of 30 officers is supposed to hand out 260 traffic tickets per month.

by the community, who consistently raise the issue with police.

Furthermore, Sepkowski said his officers must also interact with a number of provincial oversight organizations, including the Special Investigations Unit and the Office of Independent Police Review.

“One guy said to me the other day, ‘We used to come to work to do our job, now we’re just wanting to find ways not to get in trouble’,” he said. “Our members don’t want to get to a place where they don’t want to do their jobs.”

The job action comes months after the sunshine list was released in Ontario showing that York Regional Police has 70 per cent of its officers now making more than $100,000.

In its wake, Markham Mayor and York Regional Police Services Board chairperson Frank Scarpitti was quoted as calling into question whether the cost of emergency services is sustainable in York Region.

“Arbitrated salary and benefit awards in policing have exceeded the rate of inflation, the cost of living and the salary adjustments negotiated or provided to other unionized and non-unionized staff in our communities,” he said. “This is not sustainable. These cost increases cannot continue at their current rate without jeopardizing other essential services and infrastructure needs.”

He called the police arbitration system “broken”.

Man dies after garbage truck, tractor trailer collide on Hwy. 427 extension The driver of a garbage truck sustained fatal injuries Friday in a collision with a tractor trailer in Vaughan.

The collision took place just after 12:30 p.m. on Regional Road 99 (also known as the Hwy. 427 extension), north of Hwy. 7.

“The board has the complete confidence that York Regional Police employees will continue to perform their duties at the high level we are accustomed to,” Scarpitti stated in a comment on the board’s website.

“We feel the most recent offer for wage increases was very fair and in line with increases recently negotiated with other police services. The board also has the significant responsibility to be fiscally responsible to all our taxpayers. The board is confident an agreement can be reached.” non-life-threatening injuries.

NHL draft dream come true for Pu Saturday was a dream come true for Cliff Pu. A Richmond Hill resident, Pu, 18, heard his name called out on the second day of the National Hockey League Draft at Buffalo’s First Niagara Center.

Selecting the six-foot, two-inch, 192-pound forward, who played this past season with the Memorial Cup champion London Knights of the Ontario Hockey League, as the 69th player overall in the third round was the draft host Buffalo Sabres.

To be drafted by the Sabres and to be taken by a club relatively close to Richmond Hill made things even more satisfying for Pu. “It’s pretty special and kind of gave me the chills,” he said on hearing his name called out during this year’s NHL lottery. “I’m just happy to be here right now.”

While Pu had good reason to celebrate, he was quick to thank his parents Jun and Carol, who immigrated to Canada from China.

Jun came to Canada in his mid20s and Carol followed a year later.

“Coming over from a different country isn’t easy,” said Pu. “I think he (my father) came here with a couple hundred bucks. I’m really proud of him and just happy to be his son.”

Richmond Hill’s Cliff Pu heard his dream come true when his name was called out at Saturday’s NHL draft, selecting him to the Buffalo Sabres.

Speculating on being chosen in the third round, Pu felt the long run the Knights took through the playoffs definitely helped him.

“Like (coach Dale Hunter) says, the farther you go, the higher you go in the draft,” he said.

“It can only help you, so I’m pretty thankful to play for them.

Hopefully next year, we can do the same thing.”

MacLennan grabs gold at World trampoline event Rosie MacLennan bounced her way to capturing gold at the Trampoline World Cup event Saturday in Arosa, Switzerland.

The 27-year-old King City resident and defending Olympic gold medallist compiled a score of 56.660 in the final.

That result was also the second-best of her career, right behind her gold medal victory at the London 2012 Olympic Games. MacLennan’s performance dominated the competition, where she won by more than a point over Zhu Xueying of China (55.240) and Susana Kochesok of Russia (53.095).

“I am very happy with how this competition went,” MacLennan said in a Gymnastics Canada news release. “I’m very excited to get back home to train. This trip overall gave me a great combination of motivation and confidence leading into the final stretch before Rio.” Dave Ross, MacLennan’s coach and and founder of the Richmond Hill-based Skyriders Trampoline Place where she trains, was elated with her performance.

“I am really excited that Rosie was able to deliver brilliant performances under pressure,” he

said. “I am looking forward to the remaining training days and the thrill of the Olympics.”

Richmond Hill gymnast Sam Smith took risks during his routines and placed 24th.

The final Trampoline Gymnastics World Cup event before the Rio 2016 Olympic Games will be held in Portugal on July 8-9.

A pair of Richmond Hill residents won their respective divisions at the Maple Leaf Junior Golf Tour event Sunday at Hidden Lake Golf Club in Burlington.

In the Peewee Boys Division, Andre Zhu, 9, took home the champion’s trophy with scores of 76 and 74 (150).

Andre won the event by seven strokes over Owen Kim, 11, of Oakville, marking Zhu’s second consecutive victory on the Maple Leaf tour.

Making it a family affair, Zhu’s older sister, Emily, was the clear winner by 18 strokes in the Girls U-15 Division. Emily carded rounds of 76 and an even par 70 (146) to win by 18 strokes over her nearest rivals..

Emily credited her win to a couple of clutch shots Sunday.

Leonard Celli loved baseball, football and Italian roots

sjoseph@yrmg.com aura Celli-Henriques still remembers the time she found her father, Leonard Celli, slumped over, face planted on a computer keyboard, fast asleep.

The president of the Maple Minor Baseball League was in the midst of co-ordinating teams, organizing umpires and planning tournaments. In essence, he was running the league he had founded in the early 1990s.

Sleeping on a keyboard rather than a pillow was pretty common for him in those days, Celli-Henriques says.

Ex-wife Pina Celli agrees.

“You have no idea how many hours he put into it,” she says.

“He had a real passion for baseball.”

Leonard Celli was born on Oct. 6, 1954 in Abruzzo, Italy.

While he ended up settling in Canada and raising his family here, most of his own family remained in Italy, save for one sister who lived in Canada.

Celli-Henriques remembers her father not only as a minor baseball league president, but also as a model TTC employee — never late for work and rarely taking vacation. He was a TTC operator, driving buses and subways, working for more than 26 years.

Celli-Henriques can still remember her father’s gruelling routine, starting with his work shift, which began at 4:17 a.m. each day. He would finish at 1:06 p.m., come home, take a nap, then pick his two daughters up from school and then cook din-

ner — always a gourmet meal, she says.

The minor baseball league became a family affair, with Celli working as president, his wife doing plenty of work for the league, too, and the children pitching in.

Celli-Henriques knows her parents’ motivation for starting up the league: “Let’s do it for our kids and everyone’s kids,” they had said.

Celli explains her ex-husband’s motivation: “He wanted to get children off the streets,” she said, keeping them out of trouble and helping them make friends.

Celli’s interest in his children’s activities extended beyond baseball. Celli-Henriques remembers one of her favourite dad moments from when she was about eight years old.

She had finished dancing in a recital in a hall that was so jampacked, the audience was seated three or four rows high. Her dad was seated way up at the top.

As she was leaving with her mother, she heard her father yell: “Hey squirt!” She looked up and her father threw down a big bouquet of flowers.

Little Laura caught it.

“I had the biggest smile on my face,” she remembers.

Today, she can also reflect on how much her father enjoyed another important role — that of grandfather. While living at his daughter Jennifer’s house, he engaged in a special ritual with his granddaughter, Victoria.

Each day, when Victoria went to school, he ran out and bought her a chocolate toy Kinder egg

Leonard Celli enjoyed spending time in his native Italy, almost as much as he enjoyed volunteering, coaching and managing in the Maple Minor Baseball League for many years. Other passions included football and his family. so she could have it when she returned home.

The Celli family ran the Maple Minor Baseball League for about eight years, featuring 19 teams from T-ball to juvenile, plus an “old timers” division.

In 2012, Celli suffered a heart attack during a visit to Italy to see family. On Dec. 23, 2012, he died where he was born, in Italy.

When Celli-Henriques visited Italy after her father death, she made a point of gathering every memento of him she could, now stored in a special room in her Maple home as a kind of shrine to him.

It features his cellphone, his Marlboros, his camera and his Pittsburgh Steelers jacket, which reminds her of all of the Sundays

she spent watching football with him.

Her favourite item in the room is his pajamas — “In Italy, that’s what he wore all the time.”

There is also a physical representation of his love for baseball. It is a plaque, which he earned for coaching a children’s team — her team.

“He left too early,” she said of his untimely death at age 58.
