KIM ZARZOUR kzarzour@yrmg.com A Richmond Hill councillor, who took the town to court over the way the municipality handled sexual harassment allegations against him, has been ordered to pay a portion of the town’s costs for his legal actions. Ward 1 Councillor Greg Beros had argued he’d been vindicated after the female former employee - who initially came forward for a 2015 investigation - would not participate in a second investigation into the alleged harassment. But in a ruling released Apr. 25, the Ontario superior court of justice divisional court said that Beros had not been vindicated and instead, must pay the town $15,000 for legal fees associated with his latest actions against the town. The ruling stems from an investigation after a former staff member accused Beros of engaging, over a period of four years

Some of the benefits include mental and physical well-being, lower levels of anxiety and depression, increased happiness, high self-esteem, more empathy for others and increase longevity. Research also points to the amount of "faux-social-
ization" taking place through texting, tweeting and messaging. "These work to supplement a relationship," Bombaci said. "But you can’t build a relationship on those." Markham resident Tim Korba and his four kids are participating in the Generator Project for the first time. He and the kids plan to go door-to-door over the weekend and meet the neighbours.
"Nothing crazy, complicated," he said. With a mix of emptynesters and new families on the street, this is a great opportunity to get out and "meet the people you see in and out, but don’t know who they are," he added. His memory of the great blackout was the amazing spirit and camaraderie between strangers on the street. "There was no looting," Korba said. "Instead, people were sharing food because their fridge was out of power. There was a great feeling on the street." For more information, visit generatorproject.org.

In August 2003, most of Ontario went dark - as were neighbourhoods in New York, Ohio, Michigan, New Jersey and Maryland. More than 55 million people in Canada and the United States were in the dark for several days. "I remember struggling to make my way home," said Toronto resident Pete Bombaci. "After checking in on loved ones, instead of hiding behind tall fences, people looked over the fence and invited neighbours over for a barbecue to eat food before it went bad." Bombaci wants to bring that neighbourly feeling back in a big way. Through the Generator Project, he is giving residents an excuse to power down, turn off and look over the fence. "Reflecting back on that time, everyone has a smile on their face," said Bombaci, who worked on marketing campaign for Molson and Movember. "People were meeting people they literally see all the time." The Generator Project first launched last fall. This year, there are two Generator Project weekends planned - one in the spring and one in the fall. In both the spring and fall, people are either coming out of or going into winter hibernation - what better time to interact with neighbours, Bombaci added. The Generator Project weekend is May 5 to 7. Residents are encour-

Ontario one correction away from a debt crisis

The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn. It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-ayear deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario. At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet. The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt. "Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said. In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket. To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt. Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket. We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now. However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces. The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces. Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

The opinion of the editor is very commendable with regard to the by byelection held in Markham-Thornhill. We had seven prospective candidates throw their hats in the ring vying to represent us in the House of Parliament. The residents did not have an opportunity to know them, only a handful of their supporters roaming around asking to support their candidates. It is very unfortunate for your valued news media or any other sources informing the residents about the intended debate organized by John Richardson.
It is very disappointing the front runners in the election, including the candidate from the Libertarian Party, did not participate for reasons of their own. There were no mention about the rest of the candidates! KIM ZARZOUR kzarzour@yrmg.com It was a sweet - and bittersweet - evening at the Character Awards gala Apr. 26 as two York Region residents were feted for their impact on the community. Shawn Shepheard, manager of Slap Shot Hockey and author of Life is Sweet, was awarded the Donald Cousens Community Impact Award in memory of the former mayor of Markham who recently passed away. Cousens was instrumental in the establishment of the Character Community Foundation in 2001. Shepheard, through his work at Slap Shot, teaches newcomer and low-income children hockey skills and character traits that Cousens wished to foster in the region. The two men knew each other and both faced challenges with kidney disease and diabetes; it was a sort of "full circle" moment for many who attended the annual awards ceremony at Richmond Hill Centre for the Performing Arts.
Several community leaders took to the podium to remember Cousens, a soft-spoken man known for his optimism and kindness, and whose support, wisdom and guidance will be missed. "He was always there to listen to me and reach out to if I had any questions" said Shepheard, who created jerseys for his Slap Shot players emblazoned with Cousens name, and then shared Cousens’ story with the kids. Shepheard was lauded for his work with the after-school hockey program that gives kids who have never played the game an opportunity to experience the national winter sport, at the same time as they learn invaluable lessons to improve leadership skills, socialization, nutrition and health. He is also a business strategist and host of the Sugar Free Shawn Show an inspirational online show for people living with type one diabetes. Belinda’s Place, a Newmarket-based home for single homeless women, received the Community Hero award as "a tribute

than $15,000 for Markham Stouffville Hospital, to Georgina senior Lorraine Hackenbrook, an avid volunteer who was instrumental in advocating for turn lanes at the local school. Ian Proudfoot, former publisher of York Region Media Group - now Metroland Media Group - Central - was praised by the foundation for his integrity, inclusiveness and 30 years of contribution to the community. He spoke about building a community with character. "Character isn’t perfection. It
needs to be worked at," he said. "Character matters, and yet it is rarely mentioned in assessing performance, especially corporate performance. "As residents of York Region, as educators, business leaders and political leaders, character will ultimately determine the communities we live in . If we truly want to be great communities, not just good places to live, character has to be the foundation ... Let’s renew our faith in character as the key ingredient in driving our future."

More than 120 people will be taking part in the system-wide training May 5, said Brock Smith, the library’s marketing and communications co-ordinator. "We’re pretty excited
about the opportunity. It’s part and parcel of the move away from libraries as just bricks and mortar, sign out a book and return it, to becoming community hubs. "This will give staff an opportunity for consistency across the board, to learn best practices and test new technologies." The date of the training was chosen in order to reduce impact on the community, he said. On Fridays, all branches are open until 6 p.m.,
whereas Monday to Thursday, branches can be open as late at 9 p.m. While physical locations may be closed for the day, the library’s digital library will remain open and accessible online, where library materials can be renewed, holds can be placed and digital resources can be accessed. Collection items can still be returned on that day to book drops outside of all four Richmond Hill Public Library locations.

NOTICE OF PESTICIDE USE York Region West Nile Virus Mosquito Control Program: From May 22 to October 6, 2017, The Regional Municipality of York in conjunction with the York Region District School Board and York Catholic District School Board will be conducting a larvicide program under the authority of the Medical Officer of Health. The purpose of the program is to control larval mosquitoes to prevent their development into carriers of West Nile virus. The pellet formulation of the larvicide methoprene (product name Altosid) with Registration No. 21809, Altosid XR briquets (methoprene) with Registration No. 27694, or Bacillus sphaericus (product name VectoLex WSP) with Registration No. 28009 under the Pest Control Products Act will be placed into catch basins along Regional and Municipal roads and in catch basins on private property as required. In addition, the biological larvicide Bacillus thuringiensis subspecies israelensis (product name Vectobac), with Registration No. 18158 or VectoLex CG Registration No. 28008 under the Pest Control Products Act may be placed in ditches and temporary or permanent pools including storm water retention ponds if evidence of mosquito breeding is found. All larvicide will be applied by Ministry of the Environment and Climate Change licensed applicators or trained technicians.

The slowrelease pellet formulation interferes with the mosquito life cycle, preventing the mosquito larvae from reaching maturity. It is not sprayed. Housing forum focuses on crisis in region’s real estate industry TIM KELLY tkelly@yrmg.com Hundreds of concerned and interested citizens are expected at a forum in Markham Saturday on the hottest topic of the moment: housing. The open event Saturday at 9 a.m. at the Markham Civic Centre will feature seven speakers discussing a variety of topics related to the issues swirling around the shortage of affordable housing in the GTA these past few years. On the menu will be: the housing market and house affordability; Ontario’s housing legislation, including the just-announced Ontario Fair Housing plan; regional and municipal housing policy; private-sector perspectives; a case study on social housing; and case studies on secondary
suites or basement apartments and purposed-built rental apartments. Reid McAlpine, vicepresident of the Unionville Residents Association, co-hosting the event with Markham Deputy Mayor Jack Heath, is hopeful the event will draw attention to the multitude of problems swirling around residential real estate these days. For McAlpine, one of the key issues is the lack of purpose-built rental housing in Markham and throughout York Region. "There is virtually no purpose-built rental housing in Markham and very little in York Region. "Think of the people who clean the hospital, they don’t live in Markham, they can’t afford to live in Markham, think of any other number of service workers, they live in
Scarborough, they live in Stouffville or other places; whole class of people who can’t afford to live in Markham and yet we need those people for the health of our society," McAlpine said. He pointed out the push for the forum came about six months ago when the URA discovered the average family income in Markham was around $100,000 yet it cost about $130,000 to afford a home in the city, a "scary topic," McAlpine said. "As the price of housing of all sorts goes up, in the long run we’re going to have real social and economic problems. "I don’t think anybody has good answers; that’s the problem. We’ve got all these questions and nobody has answers, how sustainable is that? It just can’t last," he said.

Almost everyone’s life in Canada has been somehow touched by cancer, but Julie Banic’s has been blighted by it. The 30-year-old Aurora resident has already lost three grandparents and two uncles to the disease. Then it was her mother Cathy’s turn. Luckily for the Richmond Hill family, the removal of her uterus and ovaries has left Cathy cancer free. All these experiences have left Julie unafraid to demand her friends pony up when she decides it’s time to shave her head for her annual employer’s cancer drive — York Regional Police’s Cops for Cancer event. “I’ve been bothering a lot of people,” the 30-yearold former Cardinal Carter student said. “The good
thing is I’m a girl, so for people it seems like a big deal and pretty funny, so people want to give money and come and see it happen.” Although Julie likes to remain lighthearted about the disease, especially considering the nature of the event, she explained why she believes cancer is such a scary affliction. “It’s a growing disease,” she added through a bout of laryngitis. “With heart disease, you can eat better, but with cancer it seems that no matter what you do, you can get cancer. It also seems like by the time they catch it, you have six months to live. That’s terrifying.” It was only two years ago that Julie shaved her head and she did it again Saturday at Upper Canada Mall
along with her brother, Vaughan cop Chris Banic. “I have a lot of friends that are shocked … but I love it,” she added. “After it’s done, I just sit at my desk and touch my head.” The brother and sister duo raised more than $6,500. YRP, fire and paramedic services, York Region Transit, GO Transit and OSPCA raised more than $60,000 during Saturday’s event. The service, which has raised $276,000 for cancer research since 2005, has raised $30,000 so far this year but still has a way to go to get to its $50,000 goal. Councillor Greg Beros made the judicial review moot. The judge failed to understand this, he said. Beros said he will not be proceeding with his threatened libel and slander suit against councillors. He suggested residents should be asking questions about "how the town could have spent this much money" fighting the issue in court. Beros had offered to end the judicial review last year, saying, "it’s just in the best interests of everyone right now that this be put to bed". He offered councillors "to agree to disagree, let’s just stop this", but that offer was rejected, he said. "I’m disappointed at the amount of money council threw at this.Council could have come to me to find an amicable way to stop this. "It was just a big huge process with no outcome," he said, and he questioned whether there was any benefit to publishing a story about it. "I do wonder, though, if there’s any benefit to a story that questions why the town pisses away close to $100,000," he said. "Too bad council fights." The town, meanwhile, continues to stand firm on is position that staff must be protected. "A safe, healthy workplace is essential for Richmond Hill staff, and that includes being free from sexual harassment and bullying," said town spokesperson Meeta Gandhi in an email Friday. "Our policies reflect this. In fact, Richmond Hill’s Respect in the Workplace Policy was updated and approved by council last September and the changes reflect the Sexual Violence and Harassment Action Plan Act that came into effect the same month." Training on the updated policy and procedures will be provided to all staff and members of Council, she said.

that she worked at the town, in a "pattern of sexual harassment and abusive conduct" towards her. An external investigator in 2015 said that Beros refused to cooperate with the investigation and the report concluded "it was more likely than not" he had "engaged in conduct amounting to sexual harassment and abusive conduct". The town responded by imposing punitive sanctions against him, prohibiting him from accessing all areas of the town offices where employees perform work unless accompanied by a superior, and referring the issue to the Integrity Commissioner (IC) to determine if he had also violated the town’s Code of Conduct. Beros filed a judicial review application seeking to quash the external investigator’s report and the town’s action’s against him, arguing the investigation was not done properly or fairly. The town’s lawyer, Charles Loopstra, said the town was prepared to argue in court that the process was completely fair. However, when the subsequent IC investigation concluded it could not rule on the matter because the former employee did not respond for a second investigation, Beros changed his approach. He was no longer asking the court to quash the investigation and the town’s actions against him, but for the court to rule the judicial review moot, and to force the town to pay him $43,000 for partial indemnity costs. On Apr. 19, Judge Swinton ruled against Beros, saying the town did not cause the judicial review to become moot - it became moot because the IC did not proceed further with its investigation. "This is not a case where the applicant has, in effect, succeeded on the application," Swinton said. "In the end result, the applicant was not vindicated." The judge ruled against Beros’ request for costs and said that Beros should pay the town’s costs, instead. The town views this ruling as a victory, Loopstra said. "All the actions the town had taken still stand and, unlike what Beros maintained, he was not vindicated." But the town had asked for costs in the amount of $60,000 to $75,000 - much more than the court-ordered amount. "In my view, both parties are seeking an excessive amount in costs for a case of this complexity," Swinton said. "I have to respect the courts in the same way I respect democracy," Beros said in an interview Friday. "But do I think everything was understood? No." Beros said his lawyers "did cartwheels" to show that it was the town, which ordered the incomplete IC investigation, that

Volunteer puts heart into annual Strides for Stroke DEBORA KELLY For Lisa Bowen, it’s a good cause that’s all about the heart. For someone who is quick to admit she wears her heart on her sleeve, participating in the annual Richview Manor’s Strides for Stroke for Mackenzie Health is the perfect way to support vital health services in her community. Several people in her life had been touched by heart conditions, and she was ready to champion a cause that had big impact. As co-ordinator of environmental services and staff recognition with Sodexo at Mackenzie Health, Lisa first joined the Universal Care Movers and Shakers team five years ago, helping to raise money. Raising more than $1.26 million in the last decade, Richview Manor’s Strides for Stroke brings out more than 1,200 participants and supporters to enjoy the annual 5K run/walk that fea-
tures a chip-timed race, 1K fun run for children, food, entertainment and activities for all ages, as well as awards and prizes. The event begins and ends at Alexander Mackenzie High School, across the street from Mackenzie Health, and follows a course along the streets of Richmond Hill and Vaughan. Last year, after her husband had a brain aneurysm and a fellow employee’s husband had a heart attack, Lisa decided to put all her heart and passion into this important cause. She volunteered to join the hard-working organizing committee for Strides for Stroke, as well as registering her own team, which has seen the number of participants and money raised continue to grow. For this year’s 12th annual Strides for Stroke on Saturday, May 6, at 8 a.m., her Exceptionals team boasts more than 100 members, made up of Mackenzie Health employees from sup-

Free lecture explores mental illness and cognition

Queen’s University professor and clinical psychologist Dr. Christopher Bowie will present a free lecture in Richmond Hill May 8 to explain how people recovering from mental illness can address lingering problems with memory, attention and thinking. Cognitive challenges are common in those with mental illness, such as schizophrenia and mood disorders, and can be one of the major hindrances to the recovery process, Bowie says. While much of the focus may have been on whether or not a patient is hallucinating or suffering from low mood, the ability to recover in the long-term, to get back to work, to socialize and have high quality of life, is very dependent on how well they are functioning at a practical level, he says. Bowie, whose research focuses on how cognitive abilities are related to success in daily life, is the 2013 winner of the Healthy Minds Canada/Pfizer/Sun Life Financial Research Award to expand his actionbased cognitive remediation, which helps people develop long-term coping strategies for everyday stressors. He will be presenting as part of the Robert Veltheer Lecture Series, hosted by the non-profit organization Home on the Hill on May 8, 7 p.m., at Richmond Hill Centre for Performing Arts. Bowie will describe what cognitive challenges look like in those with serious mental illness. Sometimes, he says, it’s missed. It’s common, when someone with a mental illness has difficulty with attention or remembering, to assume they’re lazy. "It’s incredibly difficult to step back and think about whether they might be something more to it." To better understand, he says it’s important that caregivers really listen. When a person is easily distracted or internally preoccupied by thoughts, he says they won’t necessarily say they are experiencing intellectual deficit, but more likely they will say "my brain feels foggy" or they feel stuck in the mud and unable to shift attention. Bowie will share online resources and information on what can be done to compensate and modify the environment. The lecture will be aimed at families, mental health professionals and members of the public and will be followed by a facilitated question-and-answer session.

The Aurora Cultural Centre hosts the international, smash musical hit Sing-a-Long-a Sound of Music on May 6 at 1 p.m. This is your chance to singalong to one of the most successful musicals of all time. Get out those chintz curtains, wave your edelweiss and go out on parade. The event features an interactive screening of the 1965 classic movie starring Julie Andrews as governess Maria and the musical Von Trapp family. The film will be viewed in full-screen, technicolour, complete with subtitles so the whole audience can sing along. The full-filled event kicks off with a vocal warmup led by local soprano Lisa Kyriakides, who
