Fires, fisticuffs and fun in Confederation-era Richmond Hill KIM ZARZOUR kzarzour@yrmg.com Canada’s 150th anniversary is a big deal these days with the federal government pouring half a billion dollars into celebrations, but if you lived in Richmond Hill around the time

of Confederation, chances are the momentous occasion wasn’t even on your radar. You were likely too busy tending the farm, fighting fires, lobbying to have your little community recognized as a village, or partying at the local tavern. By the late 1800s, when the

newly created Dominion of Canada was separating from the United Kingdom, Richmond Hill was just coming into its own and that, for residents of the time, was far more important. The village had been quietly growing since the early 19th century and it was around this time

A BADLY PLANNED WILL A DAD’S GOOD INTENTION GONE BAD The Wills Lawyer Gary told the following story during a call-in show. His father, Percy, made his will at the height of the dot-com stock market surge. Percy’s stock portfolio was worth over five million dollars in the late nineties. He wanted to divide his growing estate among his many friends, his relatives and his two children, of whom Gary was one, and Denise was the other. It was important for Percy’s children to have the lion’s share of the estate, because they were his only children, and particularly because Denise was ill with multiple sclerosis. Just before making his will, Percy consulted with Gary and Denise, explaining that after he passed away, because of the value of his stock Les Kotzer portfolio, they would each be so wealthy that leskotzer.com they would never have money problems. But there were numerous others who really needed financial help, so that his will would contain many smaller gifts of money to those others. Gary, out of serious concerns about the medical and therapeutic needs that would arise over the lifetime of his sister, Denise, asked Percy what he meant by “numerous others”. Percy explained that counting all of his friends and cousins, there were twenty people, and each would get $10,000 dollars. A total of $200,000 dollars didn’t seem like a lot of money out of a total stock portfolio worth five million plus at the time, so Percy had the blessing of Gary and Denise, and the will was finalized along these lines. By the time Percy passed away, Gary had learned three hard lessons. First, he learned that five million dollars’ worth of internet stocks did not translate to five million dollars of currency after a stock market bubble bursts. Second, Gary learned about which gifts in a will get paid out first and which gifts are only paid, if there is money left over after the priority gifts are paid. The sad part of this lesson was that Percy’s friends and relatives got their money gifts first, leaving Denise and himself to split whatever was left after those money gifts were paid out. This followed the wording in Percy’s will which provided that Gary and Denise would split what was left over in Percy’s estate, after the money gifts were paid out to his friends and relatives. Third Gary learned how thankless people can be when he realized that Percy’s net worth after debts and taxes was only $230,000. This meant that, after $200,000 was paid out to Percy’s friends and relatives, Gary and Denise were left with $30,000 to split between them. What was the thankless part? Gary talked himself hoarse, begging Percy’s relatives and friends to give up their gifts so that the money would help Denise deal with her illness. He made a point of telling them that Percy would never have left his sick daughter in such a vulnerable position. Percy wanted to protect her. But not a single one of Percy’s friends or relatives agreed to consider Denise’s needs. Not one of them would give up their $10,000 gift from Percy’s will. Gary said that he and Denise were raised as givers, not takers. Gary gave all of his $15,000 inheritance from Percy’s estate to Denise and more beyond that out of his own money. What he had to give to the radio audience was one piece of advice to anyone making a will. Just because you’re rich today doesn’t mean you will always be rich.

ness at 10225 Yonge, using fireproof masonry and called it The Fireproof. Coulter, too, rebuilt — using brick this time. Not long after these fires, the local school caught fire, then the stable and barn of the Halfway House Tavern burned to the ground. The string of fires was followed by a concerted effort, over many years, to mount a proper way to contain the blazes until finally, in 1880, a new volunteer firefighter brigade was able to persuade council to buy a fire wagon, second-hand, for $750. Yonge Street was lined with Maand-Pa shops and businesspeople often wore several hats, MacKenzie says. The pharmacist, for example, was also the farrier, shoeing horses in the back of his shop, doling out drugs in the front including his world-renowned elixir — a patented cure-all called “Sanderson’s Infallible Oil.” If you needed a doctor, you likely went to the home — and hospital — of Dr. James Langstaff, located at 107 Hall St. Folks got around by horse and wagon

and most industry — the sawmill, a foundry, wagon works and distillery — relied on power generated by the Mill Pond. That may be why most of the settlement was on the west side of Yonge. Homes on the east didn’t sprout up until the rose-growing industry sprouted in the early 1900s. Travelers heading north on Yonge Street during the late 19th century would recognize Richmond Hill from the spires of its four churches and for a long time, Sundays and church time were the only day of rest. But as the village grew, so did leisure time. Every year, on May 24, everyone flocked to the spring fair behind the old stagecoach stop hotel (southwest corner of Yonge and Arnold Crescent, later moved to town park near the current Elgin Barrow arena) to see tightrope walkers, horse races and if you were a new immigrant — which many people were — to make friends and learn how to farm in this new country. “With everyone so close knit during those days,” MacKenzie says, “it must have been a blast living here.”

was a non-event for local residents; more concerned, they were, about the fight to get their village incorporated and to put out the never-ending fires that seemed to be burning buildings down as quickly as they were built. For years, the hamlet of Richmond Hill had been split between Vaughan and Markham townships with Yonge Street as the dividing line. This caused some organizational problems and in the years leading up to Confederation, folks focused on fixing that by incorporating the village — finally succeeding in 1873. That occasion, more than Confederation, was the big deal for Richmond Hill and in the years that followed, the village “just went boom,” MacKenzie says. Yonge Street, still a dirt road, gas lamps lit each night by lamplighters, became the centre of commerce and “party central.” “People liked to come here to get drunk. Farmers from Holland Landing would bring their crops to the St. Lawrence market and they’d reach Rich-

mond Hill by nightfall. They’d rent a room for the night and have some fun.” MacKenzie says. All that whiskey-infused carousing led, in 1876, to construction of a new Temperance Hall on Centre Street — a place for prohibitionists to meet and chastise drunks, the walls painted pink, green, red and blue to keep them awake during long lectures. Along with the wayfaring strangers and fisticuffs, were fires — plenty of them. The mill industry was partly to blame; most homes were built out of wood. Moses Ransom, the local barber, was in charge of the fire bell and if you spotted flames, you ran to him to spread the news. Parker Crosby was one of the unfortunate locals whose dry goods store at Yonge and Richmond was destroyed by fire. It was a Sunday morning in the spring of 1866 and his store, along with Coulter’s tailor shop and Waterhouses’s General Store, burned to the ground. A few other houses were also destroyed. Undaunted, Crosby rebuilt his busi-

By-law 235-97, as amended, presently zones the subject lands “Village Centre Commercial (VCC) Zone”, which permits a variety of retail and service commercial uses on the property. By-law 38-17 would permit the following uses, in addition to those listed in By-law 235-97, as amended, for the subject lands: i. School, Commercial. Furthermore, By-law 38-17 would impose a cap on the maximum floor area to be devoted to School, Commercial and Fast Food Restaurants. By-law 38-17 would also set a parking rate where more than 10% of the gross leasable area of a shopping centre is used for a fast food restaurant and would set a parking rate for a school, commercial use. By-law 38-17 would also set a bicycle parking rate for the subject lands.

There is no place for intolerance in our society

A dashcam video depicting an unidentified male berating an elderly man on Old Kennedy Road, just north of Steeles Avenue East, in Markham surfaced earlier this month and its contents are disturbing to say the least. The video, shot by Markham’s Tony Cao and posted to YouTube, shows an older man, who walks with a heavy limp, moving across the frame when a younger man, dressed all in black, appears from behind him and inexplicably begins to taunt him and repeatedly refers to him as "monkey". When the younger man notices Cao, he angrily approaches his vehicle and shouts racist things at him. The footage came to light less than two weeks after a woman in a Toronto grocery store was filmed demanding that employees who didn’t speak English "go back to China" and the same week a Statistics Canada report emerged showing that the number of hate crimes in Canada rose by five per cent between 2014 and 2015 with the number of incidents targeting Muslims increasing by 60 per cent. Statistics Canada noted that its figures were based around police-reported hate crimes, so the numbers could be even higher as not all incidents are reported to law enforcement agencies. Cao did report what he saw and has turned his video over to York Regional Police who are now investigating. He went on to say that he’d never experienced a racist incident of any kind during the 10 years has called Canada home. "I’m truly shocked, I’m just sad to see this sort of thing in society in this beautiful, peaceful country," Cao told the York Region Media Group in an interview. "I only thought this type of thing would happen in America." It shouldn’t happen anywhere least of all in Canada. Fortunately, the majority of Canadians are appalled at this kind of behavior and it certainly isn’t indicative of who we are as a nation. Still, it’s clear from this video and the statistics there remains plenty of room for improvement and that’s why it’s important for those on the receiving end of racial abuse, or who witness such an incident, to report it to the proper authorities for what it is: a hate crime. Similarly, we should be vigilant for discrimination that targets any group. Simply put, there’s no place for intolerance such as this in our society.

Disputed PC nominations raise questions Re: Ontario PC Nomination results being disputed, June 1. This is a very interesting article, however it needs to be pointed out that there is a quote by PC Candidate Daisy Wai: "it’s not canvassing, it’s deceiving. A lot of people are really angry." This seems to be referring to her opinion of the way another candidate was canvassing and informing or encouraging people to vote yet we received unexpected letters addressed to each of us at our place from Ms Daisy Wai exactly the same and obviously from some sort of list she had. So is this ’The pot calling the kettle black’ if one

As well, those invited/ eligible to vote should be informed as to how not to be intimidated or forced to vote for any of the candidates, so that they do not have to number a candidate they do not want to

CELEBRATING CANADA’S 150TH BIRTHDAY!

The extension of the Yonge Street subway from Finch subway station to Richmond Hill is another step closer. Preliminary engineering and design work on the 7.4-kilometre extension is set to begin, federal, provincial and regional politicians announced at a news conference at the Richmond Hill transit terminal on June 16. Federal Health Minister and Markham-Stouffville MP Jane Philpott, Ontario Transportation Minister and Vaughan MPP Steven Del Duca and York Region chair Wayne Emmerson announced more than $36 million in federal funding at the event. "This project is the No. 1 rapid transit priority of York Regional council for good reason," Emmerson said. "It will allow us to keep up with the tremendous growth we are experiencing, it will virtually eliminate the 2,500 daily bus trips now required to service this section of Yonge Street and it will be the catalyst for job creation and the development of more affordable housing options." The federal funding is in addition to about $55 million from the provincial government to continue design work on the project.

York Region public transit riders will have to get on board with a number of changes coming to YRT/Viva as of Canada Day. The changes will cover the twozone fare structure, paper tickets and passes and fare increases, general manager Ann-Marie Carroll, said. At least one long-time rider is concerned about the adjustments. Vijay Sandrasagra, a language interpreter and security officer from Richmond Hill who uses several GTA transit systems, is worried they could create a hardship for seniors and lower-income residents and cost riders more in the long run. The region is scrapping its two zones, meaning riders travelling north of Bloomington Sideroad will no longer have to pay an extra $1. While fares based on distance will likely be brought in across the Greater Toronto and Hamilton Area in time, it makes sense to do get rid of the two zones in York now, Carroll said. "The only zone that we had was in the north-south direction. We don’t have zones in the east-west direction. So, it makes it consistent across the region," she said.

Rainbows were running rampant down Main Street in Newmarket the morning of June 17 for the 2017 York Region Pride Parade. It was the first time the parade was held in the town after several years in Richmond Hill, and by most accounts, it was a roaring success. "This is just phenomenal," said Michelle Gouffray. "Newmarket really stepped up to the plate of inclusivity." The town’s Main Street was shut down for the Saturday morning event that culminated in a concert with a family-friendly party at Riverwalk Commons. The local farmers market and artisan fair drew even more crowds, making the village core a happening place on a sultry day. Kevin Dupuis, a pharmacist at the Main Street Robins IDA, happily donned a rainbow tie and decorated his storefront as part of the celebrations. Several pharmacy staff – on-duty and off – joined him to cheer the parade. "Vendors have really embraced the whole idea," he said. "It’s fun, it brings a lot of people out and everyone’s in a good mood." Several restaurants created festive offerings for the day, from rainbow hamburgers at Cachet restaurant to a colourful cheesecake confection at Hungry Brew Hops. Francine Collins said she moved to Newmarket recently and was thrilled to hear the parade would be a few blocks away. "It’s fantastic," she said. "Newmarket is such a diverse community and this pulls everyone together. I imagine some people’s nose will be out of joint, but hopefully they’re in the minority." Vanessa H., 23, said she has just come out as gay and appreciated a chance to celebrate in a safe place. The Holland Landing resident said it isn’t always easy to be different in a small town and events such as this let young people know they don’t have to feel alone. Unlike Toronto, police were a big part of the Newmarket event, representing York Region, Simcoe South, Peel, Durham, RCMP and OPP. They were greeted with cheers and applause as they made their way down the street. "York Regional Police has been amazing; they’ve been with us 110 per cent," said parade organizer Jacob Gal, adding it’s very different here compared to Toronto, with its longer history of "intense and complex" interactions. The parade took place in previous years in downtown Richmond Hill, but switched locations this year after issues arose over the closing of Yonge Street. Gouffray said she volunteered with the parade when it was based in Richmond Hill, and it was a struggle. "We had a hard time getting traction and acceptance, but I look at this turnout today and it just warms my heart." It helps that Main Street is not a major thoroughfare, Gal said, and that the Newmarket BIA is well established. "It makes a huge difference when the community works together, the municipality and the community, rather than when it’s just left to the organizers, but Richmond Hill has always been good to us."

To serve you better, York Region will be constructing new features: • Household Hazardous Waste Drop-off Facilities The addition of household hazardous waste facilities will create a one-stop waste depot for York Region residents. • Weigh Scales and Weight-Based Fees Once construction is complete, weight-based fees of $100 per metric tonne (equivalent to $0.10/kilogram) will be introduced for garbage, mixed loads (garbage and recyclables), and high cost recyclables (wood, rubble, concrete and drywall.) A $10 minimum fee per load will apply.

The battle against Lyme disease got a boost this month with a donation of $1.4 million from the G. Magnotta Foundation. The funds pave the way for Canada’s first research facility to improve Lyme testing and treatment and will be directed, over three years, to the University of Guelph’s department of molecular and cellular biology. It’s a dream launched in 2012 by Rosanna Magnotta of Vaughan, after her husband, Gabe, died from complications of the disease. Founders of Ontario’s third largest winery, the Magnottas spent the last seven years of Gabe’s life battling misdiagnosis and mistreatment. "There was nowhere for us to go in Canada that could understand and help us," Rosanna said.

You can help by contributing to the Orange Door fundraising campaign at Home Depot. Until July 2, customers can donate $2 at the store’s checkout in exchange for an orange paper door. Funds raised will help 360° Kids to support youth left homeless or at-risk due to problems such as family breakdown, addiction issues, and abuse. 360° Kids has been helping families, children, and youth in their communities for more than 26 years.

Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. The Process

Notice of Commencement and Public Meetings GO Rail Network Electrification Transit Project Assessment Process

Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors. The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •

Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified. Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions. Maple Leaf Flag — the identity and pride of Canadians NOUMAN KHALIL nkhalil@metroland.com Every day, millions of Canadians feel so proud to see the Maple Leaf flag flying high in the air. Canadians attained this flag on Feb. 15, 1965 after decades of debate in and outside the Parliament. That date, the day when Maple Leaf flag was officially raised on Parliament Hill, is now celebrated annually as the National Flag of Canada Day or Flag Day. In fact, every weekday before 9 a.m., the flag is replaced on top of the Peace Tower at Parliament Hill and the previous one is presented to a Canadian. Every citizen can obtain this 2.3-by-4.6-metre flag from the Peace Tower, but there is a wait list of about 50 years. Earlier, until 1965, the Royal Union Jack was the only other official national flag of Canada, while the Canadian Red Ensign was the unofficial flag. Bearing the Union Jack and the shield of the Royal Arms of Canada, the Red Ensign was never officially adopted as a national flag. However, the search for a new flag began in 1925 when Prime Minister Wil-

liam Lyon Mackenzie King’s government started work for possible new flag patterns. But the government immediately withdrew when there was a general uproar against any attack on the Union Jack. King tried again in 1945 with a joint committee of the Senate and House of Commons, but support for the Union Jack remained strong and many Canadians had so much emotional attachment to the Red Ensign and the Union Jack. Finally, in 1964, Prime Minister Lester B. Pearson took up the issue and informed the House of Commons that the government wished to adopt a distinctive national flag. Following Pearson’s directions, submissions for new patterns were once again called. As a result, more than 5,000 designs were submitted. Among them, George Stanley’s Maple Leaf or l’Unifolie, which means ‘the one-leafed’ in French, was approved. Stanley was a Canadian historian, author, soldier, teacher, public servant, and more importantly the designer of the Maple Leaf flag, the identity and pride of Canadians all over the world.

Fallen York cop’s son dies in motorcycle crash

Another tragedy has befallen the Plunkett family after fallen York Regional Police Const. Rob Plunkett’s son, Jeff, died following a Springwater crash June 16. Const. Plunkett was crushed by a car and dragged during a traffic stop in 2007, during which he was investigating air-bag thefts. Nadeem Jiwa was convicted in the death. Const. Plunkett continues to be remembered via the Rob Plunkett Memorial Baseball Tournament, put on by his good friend and current York police Insp. Lou Malbeuf, and the annual Special Olympics Torch Run bearing his name. In the June 16 incident, OPP say Jeff, from Barrie, was driving his motorcycle near the area of Hwy. 26 and Anne Street North in Springwater when it collided with another vehicle, claiming Jeff’s life. There was an outpouring of grief on social media in the aftermath, with friends and family posting pictures of the 26-yearold who, like his father, was a natural athlete, particularly gifted at basketball. An account with the name Corey Dennis wrote a special tribute to Jeff on his Facebook account. "It never seems real, to hear that such an amazing person has been taken from us, Jeff Plunkett you are one of the most happy go Lucky, loyal, and stand up guys I have ever had the pleasure of knowing," he wrote. "You had a rare ability to light up any room and definitely could always put a smile on my face when I was down. My heart goes out to your family and may you rest in peace Jeff ! It’s never good bye, just so long for now friend, until we meet again!" Jeff’s visitation will be held at Adams Funeral Home in Barrie on June 21 from 6 to 9 p.m. The funeral will occur in Adams’ chapel at 11 a.m. on June 22. .

THE NORTH TRACT, WHITCHURCH-STOUFFVILLE It is at the south-west corner of Davis Drive and Hwy. 48. Kevin Reese, program manager of forest conservation for York Region, recommends the 20 km trail in the North Tract.

ELDRED KING TRACT, WHITCHURCH-STOUFFVILLE For more of a challenge, Reese suggests heading to Eldred King Tract at 16232 Hwy. 48. It is south of the North Tract and is one of the larger tracts in the York Regional Forest. THE BROWN HILL TRACT, EAST GWILLIMBURY It is one of the more popular places to ride bicycles. Some of its trails are well suited to mountain biking. There are 15 km of trails.

A driver who hit another vehicle in a drive-thru and then struck a pedestrian in Richmond Hill was one of 24 York Region drivers charged with impaired driving last week. Twenty-two drivers were charged with being

impaired by alcohol and two were charged with being impaired by drugs. One driver was a woman, the other 23 were men. Eight arrests arose from calls from citizens, four were charged after colli-

sions and 12 drivers were charged after RIDE spot checks or officers on general patrol. Another 144 drivers were charged with distracted driving earning a $490 fine and three demerit points.

The tastes and smells of Asian cuisine take over the street during the annual Taste of Asia festival. This year’s Taste of Asia is three days of non-stop multicultural performances and tasty treats. The annual food festival runs June 23, 7 to 11 p.m.; June 24, 11a.m. to midnight; and June 25, 11 a.m. to 7 p.m. The event takes place along Kennedy Road, just north of Steeles Avenue. Kennedy Road will be closed to vehicle traffic from Steeles Avenue to Clayton Drive. With more than 150 food vendors, there is something for every taste, from bubble waffles to shaved ice to the infamous stinky tofu. This year’s special guest performance is Elanne Kong, a famous singer and actor from Hong Kong. Along with the Tofu Vil-

The glorious summertime feeling on Arnold Crescent the morning of June 19 gave no hint of the chaos that visited the quiet suburban street after 5 p.m. June 16. It was then that emergency crews of all stripes congregated on the street, as neighbours desperately tried to figure out exactly what was going on behind the fire and paramedic
