dents and municipalities a stronger voice, was more fair and transparent was wanted. "One size doesn’t fit all," he added. "This will allow municipalities the flexibility to act under local circumstances." Intensity is the best friend to affordability when it comes to housing,

according to Newmarket regional Coun. John Taylor. With the average home being worth $1.1 million in the region, density is a way to address affordability. "Municipalities can be trusted with this authority," he said. "It doesn’t mean we will ignore other planning policies but it allows us to say maybe not there but let us show you where to build." He used the apartments at 212 Davis Dr. as an example, rental units including subsidized units. The region deferred development charges in order to get the shovels in the ground more quickly and help provide rentals that are so desperately needed. It is a project that is now ingrained in regional policy. Newmarket-Aurora MPP Chris Ballard, Oak Ridges-Markham MPP Helena Jaczek and Aurora Mayor Geoff Dawe were also in attendance to support the announcement.

Ombudsman’s recommendations require response

The last place in the world you ever want to see a loved one is in the hospital. Nobody likes being there, but we’re ever so grateful we have use of them. We all would hope a hospital stay would be short, that what ails you would be fixed, that you would be on the mend and on your way with nothing but positive thoughts about your care. But that’s not always the outcome. Some patients leave hospital with less than stellar reviews of the care they received. That’s why the patient ombudsman role was created by the provincial government in Dec. 2015. Christine Elliott earned the job so she would act as a bridge, connecting and working with patients, caregivers and health-sector organizations to improve care and the patient experience. It would also help bring the patient voice to the attention of public policy and decision-makers. To say Elliott is busy would be an understatement. To date, her office has received nearly 1,500 complaints from various geographic locations and across each of the different health sectors. Elliott said her staff strives to respond to each and every complaint. "By the time people come to our office, they’re pretty angry. "They’re frustrated; they feel as if nobody’s been listening to them, that they haven’t had an opportunity to tell their true story and they want to connect with someone who can help process their complaint." One of the biggest complaints Elliott’s come across is the inability to discharge patients into long-term care because there aren’t enough spaces. As the population ages, this problem will only become worse unless more long-term care homes come on stream. As part of Elliott’s mandate, it’s within her purview to investigate a health-sector organization and make recommendations. Elliott’s first report to the minister of health and long-term care will be released in September. We hope the provincial government takes Elliott’s recommendations seriously and acts upon them. Elliott was put into this critical role because she’s shown herself to be a tireless advocate for people. Given the number of complaints her office has dealt with so far, she’s been kept very busy. It will be in the province’s best interest that Elliott not remain this busy. The government has a duty to act on her recommendations, whatever they may be, and to fix what’s wrong. It will be interesting to hear what Elliott has to say in September, but also how the province responds to what she says.

• LETTERS & COMMENTARY • Free speech not a licence to spread falsehoods Papers published by YRMG should apply journalistic standards to some letters to the editor, especially in this age of "alternate facts." This is especially true when the issue is based in fact, not opinion. For example, you have published three letters recently denying the reality of climate change; they are full of misinformation. Among other problems, they cite Michael Crichton, a science fiction writer and well-paid climate denier; repeat the false claim that there has been no warming since 1998; and relate personal anecdotes as if they counter the climate science dismissed as "assumptions."

These "alternate facts" have no place in a newspaper. Free speech is not a licence to say just anything; it comes with the responsibility to refrain from harmful speech. Spreading falsehoods to delay action on the dangerous climate changes we are seeing is irresponsible and harmful. We need all hands on deck for this, and our newspapers must provide accurate, honest information. David Kempton

appease Canadians and remind them that racial intolerance on this soil is and should not be raising its ugly head. The Canada that I migrated to some two decades ago has evolved dramatically. Although freedom of worship, adhering to roots, culture, language, heritage are all enshrined in the Charter of Rights, a minority of Canadians go completely against these norms and choose to tarnish the hitherto excellent multiracial/multicultural image of Canada. I submit that no one, but no one, except the people of the First Nations, can claim a stake of proprietorship of this beautiful land. Each of us has migrated from north or south or east or west. Thus it is imperative and highly obligatory for each of us to remind ourselves that we have to

exist with each other and share and respect each others’ ethnic values, culture, language, heritage and show devotion and tolerance. No one should expect the other to completely forego their roots and heritage and expect total integration as then it would defeat the whole idea of a multicultural/multi-faith society. The Canadian government has a policy in place for migrants to maintain their religion, heritage, culture, language etc. So, as we celebrate the 150th Canada Day, let us come together in the spirit of reconciliation, fellowship, and above all treat one another as human beings not forgetting to respect people of all colours, creed and ethnicity. The region has just announced it will be receiving an additional $12.6 million this year to maintain and enhance the early learning and child-care system for local families and children. The funding is being doled out to help municipalities improve early years children’s services, aimed at those zero to four years of age, over the next years. "Among our growing population in York Region are an increasing number of young families with child care and early intervention needs," York Region chair and CEO Wayne Emmerson said. "Increased funding for children’s services will support the physical facilities,

plus the staff and families all working together to provide high quality of care for our youngest citizens." In York Region, the additional funds will be used to help low-income families access licensed child care, cut wait times for new families applying for fee assistance, assist with the cost of repairs and maintenance at licensed child care centres, provide wage enhancements and provide more services for children with special needs, including funding and supports to licensed child care operators serving children with special needs. employment, housing and food leading to healthier lives for themselves and their children." Since 2013, the region has received $31 million in new provincial funding earmarked for the child care system. Those funds have gone to increase support for children with special needs, improved the quality of early learning program and supported wage enhancements for educators. Recently, the region has increased the number of children with special needs supported in licensed child care, provided funding to 441 licensed child care sites to purchase toys and equipment and distributed more than $17 million in wage enhancements to 482 licensed child care centres in 2016. On July 1, Richmond Hill began a new system of administering parking bylaw infractions. We are changing to an Administrative Monetary Penalty System (AMPS). An AMPS is a municipal alternative to the Provincial Court System. It will use screening and hearing officers to administer and adjudicate parking bylaw disputes within the municipality rather than the court system. With AMPS, the provincial courts will no longer be an option to dispute a parking ticket issued in Richmond Hill on or after July 1. The pre-AMPS system continues to apply for any tickets issued prior to July.

WILLS AND ESTATES FREQUENTLY ASKED QUESTIONS The Wills Lawyer 1. Dad died and I am positive that my brother had borrowed money from him and never paid it back. How do I prove it? Is it deducted from his share? Proving that this debt is still outstanding may be difficult, especially if the matter has to go to court. Without hard proof, it will be your word against his. Hopefully, Dad kept a record of the money he lent him, supported by a promissory note or other evidence of debt. If there is evidence of the debt, the court might look to your brother to prove that he paid the money back to your Dad. Generally, debts owing by a beneficiary to the deceased have to be repaid or else they can be deducted from the share of the estate going to that beneficiary. Les Kotzer 2. I am co-executor of Dad’s estate with my uncle. leskotzer.com We cannot agree on what to do with the estate, and in the meantime, the estate assets are declining in value. What do I do? Executors must act together, unless the Will says otherwise. If there truly is a deadlock, you may each need your own lawyer. If the matter is incapable of being resolved and court proceedings are initiated by one or the other of you, the court may have to decide the matter. The court may order that one or both of you be removed and might even order that you or your uncle be replaced by a neutral person or financial institution. 3. My Mom appointed me and my brother as “joint and several” powers of attorney. I don’t trust my brother. How do I make sure that he can’t do something with Mom’s money behind my back? Being appointed “severally” means that each of the “attorneys” appointed in the Power of Attorney can act on his or her own without the consent of the other. It would be a good idea to notify the banks and request that they advise you of any transactions made by your brother. As an “attorney”, you are entitled to have information about the account. Writing to your brother suggesting mutual co-operation is also a good idea. With this documentation, you will be able to show the court that you were trying to be reasonable. 4. Aside from receiving a copy of my sister’s Will, I have not heard what’s happening with the estate. When is it appropriate for me to contact the executor to find out the status of the estate? You have the right to contact the executor at any time. As a beneficiary, you are entitled to know the status of the administration of the estate and your sister’s assets. However, you must be realistic in your expectations. As a rule of thumb, you would be acting reasonably if you asked for a status report every three months or so, unless there is a situation that clearly makes this estate a special case. 5. My Dad left a note to me that he wants me to get his house. Is that valid? If the note was entirely in your Dad’s handwriting, dated and signed by him, it may be valid as a “Holograph” Will. If it was not signed, it is not a valid will. 6. Mom left instructions in her Will that she wanted to be cremated. My brother is the executor and he refuses to cremate her. Can he do that? Funeral or burial directions in a Will are not binding on an executor. As a result, your brother will have the final say on how to deal with Mom’s burial. 7. I am 65 and my new husband is 83. His kids think that I am a gold digger. How do I protect myself from his children when he dies? You better be ready for a fight. Children who are upset at their parent’s subsequent marriage, and whose inheritance may be substantially diminished because of that marriage, will often attack the new spouse on as many fronts as they can. They might even attack the validity of the marriage itself. You should be arming yourself with as much evidence as you can find to confirm that your husband knew what he was doing, including getting a mental capacity assessment, if possible. Documenting your life together is also a good idea. Pictures, cards and other tangible evidence of your relationship may help you. Parenting Expo 2017 was intended for parents of various ethnic backgrounds LISA QUEEN lqueen@yrmg.com A couple of weeks after Ayesha Singh and her husband Bikram arrived in Canada from India about a year ago, their young son Sumair developed a mild fever. She gave him medicine prescribed that had been prescribed by pediatrician in India but the fever kept recurring every couple of hours. It was the weekend and their new doctor in Canada was unavailable. Not knowing where to turn, Singh was becoming more concerned. "I didn’t know who to

turn to for help as I didn’t know many people here. Back home, one has a support network of friends and family to turn to. I just needed to speak to an expert on what I could do to manage the situation till I could go see a doctor the next day," Singh said. "Knowing that it was not an emergency, I was not sure if I could take him to a hospital. But since I was hesitant to continuously repeat the medication, I searched on the Internet for any possible advice I could get to deal with the situation and I was lucky to find a medical advice service, otherwise I would be panicking. There are many such incidents new immigrants face due to lack of proper information and resources or support." Fortunately, Sumair, now 7, is doing well and thriving in his new home, as are his parents. Singh shared her experiences as a newcomer parent at Markham’s the Price of

Not only do newcomers often struggle with unfamiliar experiences, there can also be tensions within families as children adapt more easily to Canadian customs than their parents and grandparents, Lam said. She came to Canada from Hong Kong in the early 1990s. She married and has a 20-year-old daughter. Lam said she knows what it’s like to flounder trying to access information and resources. "Every parent and every immigrant wants to give the best to their children. But how do you know what’s the best? When I look back, I told myself I wish I knew that. I missed some opportunities," she said. "I talk to a lot of parents. They told me they wish there was a centralized hub they can turn to for networking, experience- and knowledge-sharing." After the York Region Abuse Program (YRAP) was rebranded last year into the Cedar Centre, staff gathered to admire the new logo. Pride soon gave way to disappointment. "With (the rebranding) came a brand new, beautiful logo, which we proudly put on our front window and then looked at the rest of the agency and thought ’Oh. We’re a little underwhelmed here,’ " executive director Alison Peck said. "We haven’t had, not even an upgrade, but even a keep-up in our surroundings in quite some time." But thanks to a $10,000 donation from Vince’s Market, that’s about to change. The Newmarket-based centre, which serves more than 200 York Region survivors of trauma, including children who have suffered sexual or physical abuse, is getting a "redefine through redesign" facelift. Vince’s donation will be used to paint the entranceway and halls and to redecorate the muchused family room. "We chose the family room because Vince’s is very family-oriented. That would be the best suitable (space) to sponsor. And also the entrance because we thought it was very special to welcome people in," Maria Ciarlandini, Vince’s Market ambassador for community support, said. "We chose the Cedar Centre to help embrace what they do and bring more light on what they do. It’s an organization that I know helps a lot of people in the community." The project will kick off when Vince’s volunteers come together with interior designer Andrea McMullen, of ADM Design, for a work launch "party." Chosen from several designers who bid to work on the project, McMullen is donating her time and is also sponsoring the redesign of another space at the centre, likely the teen room or the kitchen. She said her work will also commemorate the commitment of her mother-in-law, Beverley Roberts, who was YRAP’s first office manager. Roberts is still in touch with many of the people with whom she worked. McMullen’s vision is to bring a sense of tranquility and peace through her design. "We really want to make it feel comfortable and homey. It allows people to open up to the things that they need to speak about rather than feeling that they’re in some office building," McMullen said. Peck agreed. "The work that we’re doing at Cedar Centre with children and youth and adults who have experienced a developmental trauma or childhood trauma is really about working with the repair of the nervous system," she said. "Nervous systems are very sensitive to their surroundings. It’s really, really important to have space that is calming, sensory calming." Meanwhile, Unity Connected Solutions, which had funded Dave’s Room, a therapeutic play space in memory of its CEO Dave Sherry, has directed money in its reserve account to be used on the redesign project.

Folks looked at her as if she were crazy. Undaunted, she continued her sunny ways and her hobby of painting rocks with mandalas — circular designs representing balance or wholeness. One day, she was on the phone with a friend in Barbados, lamenting her challenges connecting with her new community and jok-

ing about her many painted rocks. “Why don’t you leave them for your ‘pals’ on the trails?” her friend suggested. Asuncion decided to do more than that. She created an anonymous website, kindnessrock.org, then wrote messages on the back of her mandala rocks encouraging people to keep the rock and pay it forward with another act of kindness. Over the next few weeks and months, she secretly placed almost 400 rocks around her neighbourhood and, through volunteers, 14 countries around

the world. Then she waited. From Wasaga to Canada’s Wonderland and beyond, responses began to dribble in. “You have made my seven-year-old treasure hunter very happy! We will forward kindness.....:)” one parent posted from Arizona. “Randomly found this in the streets in Paris; made my day,” wrote Michelle. Word spread to Bond Lake Public School where Asuncion volunteered, and principal Heather Schreider thought it could teach lessons about kind-

Robert H. Wiebe was a shy man, a family guy who loved his mom dearly. He was also severely bullied and harassed all his life, even as an adult, and at the age of 49, it led him to take his own life. “He was never a typical roughhouse boy,” recalls his sister, Marcia Papa. “People took advantage of him and he didn’t know how to be confrontational.

He wasn’t able to handle the pressures, both physically and on social media.” But more than this, Wiebe was kind. “He truly had a heart of gold, full of compassion for the well-being of others,” Papa says. From cooking and cleaning for his ailing and elderly parents to helping others with car tire changes, electronic repairs or recovering from illness, the quiet Unionville man lived with compassion. When his mother died of cancer, Wiebe became primary caregiver of his ailing father. But the bullying from colleagues at work and in the community grew worse, Papa says.

Wiebe’s family hopes to expand the idea to more schools. “We’re just looking for a little positivity,” Papa says. “Especially in the world we live in now, so scary and sad, we need a little happiness and hope.”

“They were emailing him messages saying they were going to bash him over the head with baseball bats, saying they were hiding in his backyard,” Papa remembers. On Nov. 26, 2013, her brother died by suicide. Their father, aged 77, died 11 months later; Papa believes it was from a broken heart. Now Papa and her sister, Monique Hodge, are focusing, instead, on kindness, carrying on their brother’s legacy by teaching children how important it is to be kind.
