This tax is assessed on the value of motor vehicles, trailers and boats that are stored, garaged, or parked in Chesterfield County. The Commissioner uses the lowest value in recognized pricing guides, such as the National Automobile Dealer’s Association Used Car Guide (NADA), as the basis for vehicle assessments. The vehicle tax rate is $3.60 per $100 of assessed value. Vehicles are assessed for the number of months they are sited in Chesterfield County. All vehicles must first be registered with the Department of Motor Vehicles. Vehicle owners, lessees, and purchasers of new vehicles must register their vehicles with the Commissioner of Revenue within 90 days of moving to Chesterfield County or the purchase of vehicle. All vehicles are taxable based on ownership.

Personal Property taxes on motor vehicles are prorated on a monthly basis, while mobile homes are not. For questions regarding mobile homes, please contact the Commissioner of the Revenue at 748-1281. Personal Property tax returns must be filed on or before March 1 of each year. Taxes are to be paid by the due date of June 5 to avoid penalties and interest. Failure to register your vehicle(s) with Chesterfield County Commissioner of the Revenue will result in a late filing penalty of 10 percent and interest.
Real Estate Taxes The Department of Real Estate Assessments is responsible for maintaining accurate and up-to-date records on each locally assessed property in Chesterfield County. Written documents, deeds, wills, etc., relating to the ownership of real estate filed in the Clerk’s Office of the Circuit Court of Chesterfield County are received and processed daily by the Assessor’s Office. Assessed values are based on market activity within a given area or neighborhood. Market activity (sales data) is used to establish fair market value. The fair market value of a property is defined as the price most people would pay for the property on the open market. Real Estate Taxes are due and payable twice a year, June 5 and December 5. Questions or concerns should be directed to the Treasurer or Commissioner of the Revenue.

Business Personal Property Most persons or corporations owning tangible personal property (other than motor vehicles, trailers, boats, or aircraft) that is used or available for use in a trade or business (including processing businesses, but not manufacturing ) and located within Chesterfield County as of January 1 must file the Return of Business Tangible Personal Property (“BPP”) by March 1 to avoid a 10 percent late filing penalty. Business personal property tax, unlike that of vehicles, is not pro-rated. The property is assessed at various percentages of the total capitalized cost, depending on the year of acquisition. All such property must be reported annually, including that which has been expensed or fully depreciated, and items that once were (or still are) used for personal use while still available to business use. Unlike the business license process, payments for the business tangible personal property tax do not need to accompany the return. Tax bills are mailed by the Treasurer’s Office after the return is processed by the Commissioner’s Office, and are due to be paid on or before June 5 to avoid 10 percent late payment penalties and interest (10 percent per year, accrued monthly).

are subject to the Chesterfield County business license tax. This is a tax on the privilege of engaging in a licensable business activity within the County, and it is calculated upon gross receipts (or gross purchases in the case of wholesale merchants). New businesses must obtain all required licenses prior to beginning business in the County, and a late payment penalty of up to 10 percent of the tax due will be imposed along with interest if the licenses are not obtained within 30 days of the date the business opened. For existing businesses, renewal applications and appropriate tax payments must be filed in the Commissioner’s Office or postmarked on or before March 1 each year to avoid the late payment penalty and interest. In addition to completing the Application for Chesterfield County Business License, new businesses should complete the Business License Classification Questionnaire. This form provides information that is necessary in order to classify your business activities correctly. Our Staff Virginia’s court system includes the District Courts, consisting of the Juvenile and Domestic Relations District (J & DR) Court and the General District Court. The J & DR District Court handles cases involving delinquents, juveniles accused of traffic violations, child abuse, spousal abuse, support and custody matters involving minors, and children in need of services. The General District Court hears civil cases involving amounts up to $15,000, criminal cases involving misdemeanors, and traffic violations. Clerks of the J & DR and General District Courts are appointed by the Chief Judges of those respective courts. Final decisions of the District Courts may be appealed to the Circuit Court. Circuit Court appeals cases are heard de novo. Unlike Circuit Courts, District Courts do not conduct jury trials nor do they have jurisdiction to adjudicate felony cases. Instead the District Courts are limited to holding preliminary hearings for felony cases to merely establish probable cause. For cases involving monetary disputes between $4,500 and $15,000, General District Courts and Circuit Courts have concurrent jurisdiction. For civil cases

exceeding $15,000, the Circuit Court has exclusive original jurisdiction. In addition, Circuit Courts have jurisdiction to preside over all types of criminal cases, including felonies and misdemeanor charges certified by a grand jury. Circuit Courts also preside over chancery suits (or those claims seeking judgments for something other than money). Circuit Court decisions may be appealed to the Court of Appeals or the Supreme Court of Virginia, depending on the type of case involved. Death penalty, lawyer disbarment, and most civil cases are appealed to the Supreme Court. The Chesterfield General District Court contains three divisions, the Civil, Criminal, and Traffic Courts.
CORRECTIONS Chesterfield County Jail 6900 Mimms Drive Chesterfield, VA 23832 (804) 748-1476 On May 12, 1749 a “Commission of the Peace” was issued by Governor William Gooch that created a judicial body to administer general laws. Governor Gooch appointed John Archer the first Sheriff of Chesterfield County. Griof Randolph was named his assistant. Sheriff Archer and Undersheriff Randolph were the first law enforcement officers for the County of Chesterfield. These gentlemen were also tasked with the security of the Judges, the courthouse and the jail. The earliest court records show the first court session taking place on July 7, 1749. In this session the court created the first acts of authorization for the building of a courthouse, prison and pillory. Chesterfield’s first jail had a rated capacity of three. The first Courthouse in Chesterfield was built in 1750. Jump to the early 1990’s, where the new, modern jail experienced enormous growth in the inmate population. The jail’s rated capacity at this time was approximately 150 prisoners. It was not unusual to find the count exceeding 400 on a regular basis. The county agreed to construct a facility that would ease the crowding problem. Plans were already set in motion to have Chesterfield participate in a Regional Jail that would be built at a later date. Construction on a Jail Annex began, with completion slated for the spring of 1994. The annex was built to house 115 prisoners, relieving the crowded conditions in the jail. The crowded conditions were relieved further with the opening of Riverside Regional Jail. This modern facility took many of the jail’s sentenced offenders awaiting transportation to the state system. Construction of a new, modern facility was completed in May of 2006. The county jail offers a Workforce program, which allows sentenced inmates to shorten the amount of

Juvenile Detention Center The Murphey Building 9600 Krause Road Chesterfield, VA 23832-6717 (804) 748-1460 The Chesterfield Juvenile Detention Home was established in 1973 to better provide for the public-safety needs of Chesterfield County residents. Its purpose is to ensure safe, secure custody for juveniles who are charged with or who have been found guilty of criminal offenses and are awaiting further court action. In 2003, the detention home’s capacity grew from 33 beds to 90. On March 6, 2003, a dedication ceremony was held to name the new facility after the late Douglas Woodfin Murphey, a judge of the 12th Judicial Circuit Court of Virginia. Employment Overview Chesterfield’s labor pool is large enough to support and diverse enough to supply employees for almost any kind of new business. Richmond-Petersburg metro area’s civilian non-agricultural labor force consisted of 650,230 people in April 2008. Chesterfield’s portion of the labor pool totaled 169,560 in that same month. The workforce number is projected to continue to climb through the decade as in-migration augments the natural population increase. A high quality of life makes it easy to recruit key executives and managers from outside the area. Chesterfield’s unemployment rate remains at a low 3.0 percent, with 164,400 persons employed in April 2008. These services are provided for county residents only. The two facilities are open seven days a week. The sites accept waste generated from residential homes including household waste, construction/demolition debris, brush and yard waste and bulky waste. Curbside Recycling The county has over 91,000 single family homes participating in the regional curbside recycling program. This program is offered on a bi-weekly schedule and is a very successful and sought after program. Residents are encouraged to use this program because the county pays a monthly fee for each home in the program. The Office of Management and Budget has primary responsibility for coordinating budget preparation at all schools and departments and developing the annual financial plan under the direction of the Superintendent and School Board. Other responsibilities include approving and processing all change requests to the current year budget; managing budget execution and advising the Superintendent and School Board through quarterly reviews; administering the personnel position control data system; and preparing financial reports.
Custodial Services Every school day there are 398 custodians & 14 team leaders in all school locations that provide cleaning services to 61 school buildings. One custodian is responsible for cleaning on average 20,000 sq. ft. in an 8-hour day, the equivalent to 10 single-family dwellings. Each night the total custodial staff and the team leaders are responsible for building security and cleaning of approximately 7,780,000 Sq. Feet.

All items are sold individually with the average price for a complete lunch about $2.50. Elementary and middle school lunches cost $1.75, and adult lunches are sold a la carte. If a student does not desire a complete lunch, milk and other food items may be bought individually. Milk is 60 cents and ice cream is 60 cents. Parents or students may pay in advance for meals, and students will be credited for lunch costs through a roster system. To apply for free or reduced-price meals in elementary or middle school, complete an application. Only one application is needed per family, and forms are available in each school’s office, on the school division’s web site (chesterfield.k12.va.us) or by calling 743-3717.
Health Services Students may not bring any medication to school, including non-prescription medication. If it is necessary for a student to receive medication during school hours, parents should contact the school for more information on the medication policy. Parents of a stu-

dent with critical health concerns may want to provide additional medication to their child’s school in case of an emergency. Limited clinic facilities operate at all county schools to handle illnesses that occur during the school day. Parents or guardians are contacted when a student becomes ill at school and are asked to make arrangements to pick up the student as soon as possible. Nurses are not available in schools on a daily basis. In addition, students enrolling in a Virginia public school for the first time must provide a certified birth certificate, a physical examination for all elementary students (within the past 12 months for kindergarten students) and updated medical records listing state required immunizations by day, month and year of vaccination. Documentation of vaccinations for measles, mumps, rubella (MMR), diphtheria, tetanus, pertussis (DTP) and polio is required for all students. Hepatitis B vaccine is required for students born on or after Jan. 1, 1994, and students entering sixth grade after July 1, 2001. Varicella (chicken pox) vaccine is required for all children born on or after Jan. 1, 1997, who have not already had the disease. A booster of tetanus, diphtheria, acellular pertussis (Tdap) is required for all students entering sixth grade if at least five years have passed since their last tetanus-containing vaccine.

Agriculture 4-H Program 4-H is the comprehensive youth development program of Virginia Cooperative Extension. Youth between the ages of 5 and 18 engage in hands-on learning experiences under the guidance of adult or teen 4-H volunteers trained by 4-H agents. 4-H programs use experiential learning opportunities to teach the latest research-based subject matter knowledge and to foster skill development in effective citizenship, leadership, and other life skills. Youth also participate in educational experiences at six 4-H educational centers. 4-H has both a schoolbased and a community-based delivery model. CONSERVATION James River Soil & Water Conservation District (804) 957-6156 (804) 957-6148 Soil and Water Conservation Districts (SWCD’s) were established by legislation in the late 30’s as a “grassroots” conservation delivery network that identifies problems and helps to guide solutions voluntarily. In Virginia there are 46 SWCD’s covering 15 cities and 100 counties. The James River Soil & Water Conservation District is made up of Chesterfield County and Prince George County. Oversight is provided by a Board of Directors who voluntarily serve three-year terms. Two elected directors from each County, along with two appointed directors, oversee the programs administered by staff. Partial funding from state and local governments is supplemented by fund-raising activities such as: tree seedling sales and rental of a no-till planter.

the Virginia Cooperative Extension (VCE) to better serve clientele with questions regarding trees, shrubs, flowers, vegetables, and lawns. Trainees will receive over 50 hours of horticultural training from Extension Agents, local specialists and advanced Master Gardeners. Classes are held on Mondays, Wednesdays, and Fridays from 9:00 a.m. to 12:00 p.m. during February and March of each year. It is desirable that applicants have previous knowledge or experience in gardening. Trainees become certified Master Gardeners upon completing at least 50 hours of volunteer service to the community, which is to be completed by October 31st of the training year. Official certificates of recognition and identification badges are presented at graduation in November. This target course features many wetland areas loaded with an abundance of wildlife. The course is very scenic because it plays alongside the James River. The fairways are fairly narrow and marsh lined, and the extremely undulating greens are well bunkered. Water hazards come into play on sixteen holes. The signature hole is #18, a 438-yard, par 4, featuring an elevated tee box seventy feet above the fairway with a panoramic view of the river.

Delegate Ware is a teacher of History and Government at Blessed Sacrament-Huguenot Academy in Powhatan. Previously, for 15 years he was a teacher of History and Government at Powhatan High School. The recipient of numerous civic and professional awards, he has been named Outstanding Virginia Teacher of the Constitution by the John Marshall Foundation. He is also a former award-winning editor of newspapers in both Virginia and New Hampshire. He is a graduate of Wheaton College with a double major in History and Literature, and has undertaken graduate studies at Harvard University, Virginia Commonwealth University, and Longwood College. Ware and his wife, Kathy, who is a certified public accountant, are parents of four children, each of whom was graduated from local public schools. John C. Watkins, a Republican, began serving in the Virginia State Senate in 1998. Senator Watkins was elected to complete the unexpired four-year term of Senator Joe Benedetti and was then reelected for the 2000 and 2004 terms to serve the citizens of the 10th District. Currently and as a result of redistricting, Senator Watkins now represents Amelia and Powhatan Counties, part of Chesterfield, Cumberland, Goochland and Henrico Counties, and part of the City of Richmond. Prior to his Senate election, he represented Chesterfield and Powhatan Counties for sixteen years as a member of the Virginia House of Delegates. Senator Watkins serves on the following committees in the Senate: Agriculture, Conservation and Natural Resources; Commerce and Labor; Finance; and Transportation. He is also involved in many civic organizations including the Midlothian Rotary Club, American Legion Post 186, the Chesterfield Business Council, and the Virginia Tech Alumni Association Board. Numerous honors have been awarded to Senator Watkins from a variety of community and professional organizations. Some of the most recent awards include the 2007 Legislator of the Year Award from the Chesapeake Bay Foundation, the 2004 Achievement Award by the VAJCI Senate and Friends of the Jaycees, the Bernard L. Savage Community Service Award by the Chesterfield Business Council, the W. Thomas Rice Rail Renaissance Award, the Northern Virginia Technology Council Tech Ten Award and an Honorary Membership in the Virginia Society of American Institute of Architects. He received a Bachelor of Science Degree in Agriculture/Horticulture from Virginia Polytechnic Institute and State University. After graduation, he served in the United States Army from 1969 to 1971.
