Goochland County Schools: Striving for excellence Charged with providing excellence in education, the Goochland County Public Schools continue to raise the bar in every facet of instruction and the day-to-day lives of our students, who are without a doubt our county’s greatest asset. GCPS has a student enrollment of approximately 2,400 in grades K through 12. The system has three elementary schools (grades K-5), a middle school (grades 6-8), a high school (grades 9-12), and a Specialty Education Center that houses preschool programs and a center-based elementary gifted program.

Elementary schools range in size from 250 to 410 students, with average class sizes of 16-18 in grades K-2 and 20-22 in grades 3-5. Goochland Middle serves approximately 500 students with average class sizes of 21-23. Goochland High School serves approximately 750 students, with average class sizes of 21-23. Goochland is a leader in the Commonwealth in the use of technology to enhance instruction, with a student-to-computer ratio of 2:1. All schools have excellent networks that provide easy access to Internet-based learning resources. Through the “Powerschool” database, student grades and attendance data can be accessed by parents in real time. GMS also has Promethean boards, a software and hardware system that mimics the traditional chalkboard in its use of a teacher’s computer and interactive display, in every classroom. Meanwhile, more Promethean boards are being added to GHS and the county’s other schools every year.

Goochland High and Goochland Middle are two state-of the-art facilities on one complex. GHS opened in the fall of 2001 and currently houses grades 9-12. The complex, which now includes GMS after its completion last fall, operates as two separate schools that share an auditorium and kitchen. The 6-12 grade configuration reduces transportation costs and allows for more shared use of staff. All five of Goochland’s schools are fully accredited, based on student performance on the Virginia Standards of Learning (SOL) tests, in addition to being accredited by the Southern Association of Colleges and Schools. riculum, in addition to art, music, and physical education programs taught by teachers endorsed in those areas. The Goochland County Center for the Gifted provides specialized instruction to identified students in grades three, four, and five taught by staff trained in gifted education. A center-based gifted program is also in place at Goochland Middle School. In addition, the middle school offers accelerated courses and a wide variety of exploratory and full-year electives and an interscholastic athletic program for both boys and girls. Goochland High School offers a full range of honors level classes and dual enrollment college classes, in addition to a wide variety of elective offerings in foreign languages, the arts, electronic and print journalism, and computer-related vocational areas. Students can also learn building trades through internships with local contractors, pursue EMT and firefighter training, or take one of 13 business courses. Goochland County high school students are also eligible to participate in one of two Governor’s School programs. Goochland Free Clinic and Family Services After many years of offering services separately, the Free Clinic of Goochland and Goochland Fellowship & Family Services merged on Oct. 1, 2007. The combined organization encompasses the medical and dental programs of the Free Clinic as well as the human services of the Fellowship. These programs promote the welfare and enhance the quality of life for low-income citizens in the County. Social programs include medical transportation, a weekly food pantry, literacy and GED training, emergency home repairs, emergency financial assistance, family support, Section 8 housing, and the Clothes Closet, a thrift store providing low-cost clothing and household items to the community. GFCFS works with government and other non-profit programs to address other human needs, providing a holistic approach for Goochland’s most vulnerable citizens. Goochland Free Clinic and Family Services is a volunteer-based organization, supported by donations and grants from caring individuals and private foundations, businesses, and special events including the Cadillac Cup Polo Match on Sept. 14, 2008. These resources are available to the public at the Society’s Historical Center. The Center houses offices, a research library, map and photograph collections, and a museum shop. There, Society volunteers are available to welcome visitors to Goochland, assist researchers and to answer mail or telephone inquiries about County history or genealogical research. The map collection offers maps from 1820 to the present with roads, churches, mills, and transportation depots. The photograph collection contains pictures of identified persons, events, and buildings in Goochland. Additionally, the Historical Society also maintains the Old Stone Jail, which is located at Goochland Courthouse. Currently, the Society is working to restore the Rosenwald School which will be used as a museum to tell the story of black education in Goochland and Virginia. Currently, William Quarles serves as the Board chairman; the chairmanship rotates among the five members. County Administration As Goochland’s county administrator, Greg Wolfrey works closely with the Board of Supervisors, oversees the county’s budget process and serves as the county’s chief administrative officer. Commissioner of Revenue Jean S. Bryant is the county’s Commissioner of the Revenue, elected to serve a four-year term. She is responsible for assessing personal property bills, administering the county’s elderly and disabled tax relief system and overseeing state tax filings in the county. Judge Timothy Sanner, appointed by the General Assembly in 2003 for an eight-year term, presides over the Circuit Court. The Circuit Court generally convenes on Tuesday and Friday to hear felonies and civil cases involving more than $15,000.

Sheriff ’s Office Sheriff Jim Agnew heads the Goochland Sheriff’s Office, a multi-faceted law enforcement agency providing public safety services for the citizens of Goochland. Sheriff’s communications officers supervise the county’s enhanced 911 system and dispatch deputies, other police agencies and firerescue units 24 hours a day.

Goochland County is served by a fire-rescue service that features a combination of volunteers and paid employees, with the latter staffing difficult shifts during the day Monday thru Friday. More than 250 Goochlanders answer the call when a fire or rescue need arises, many are cross trained as EMTs and firefighters. Fire Chief Ken Brown is in charge of Goochland’s FireRescue services and is assisted by Deputy Chief’s Wayne Allen and Eddie Ferguson, Fire Marshal Phil Paquette, and Recruitment and Retention Coordinator Brandon Proffitt. Volunteers are always needed and encouraged to apply. FIRE Corps membership is available for those who do not wish to participate in emergency response but still want to assist their community in emergency services. The Sheriff’s Office employs 32 full-time deputies and investigators, three part-time deputies working in court services, two security officers, and nine dispatchers. The Sheriff is also responsible for the security of three court rooms, the movement of prisoners, and enforcement of court orders. In addition, deputies enforce all criminal and traffic laws and investigate more than 95 percent of the criminal complaints in the county.

Fun, fairs and festivals highlight county calendar Goochland County offers something for everyone at all times of the year, but the county calendar is highlighted by several annual events that have become traditions. The Cadillac Commonwealth Cup is held the second Sunday in September at South Ceres Farm. The Commonwealth Cup has become a regional favorite for more than two decades, featuring a polo match, tailgating, wine tasting, corporate hospitality tents and a collection of hats seldom equaled.
