Welcome to scenic New Kent County I am honored to welcome you to scenic New Kent County, Virginia, home of two First Ladies. New Kent is strategically located in Central Virginia, along Interstate 64, between Richmond and Williamsburg. It is bounded on the north by the Pamunkey and York Rivers, and on the south by the Chickahominy River. New Kent County was formed in 1654 by the House of Burgesses when it was carved from what was then York County. New Kent’s original land area included what is now the Counties of King William, King and Queen, Spotsylvania, Louisa and parts of Caroline, Hanover and James City Counties. In fact, in the very early years of our country, New Kent County extended to the “edges of the frontier” and therefore, theoretically speaking, to the Pacific Ocean. New Kent is the birthplace of two First Ladies – Martha Washington and Letitia Christian Tyler. It was also the location of the longhouses of Chief Powhatan and his daughter, Pocahontas. Bacon’s Rebellion ended on New Kent soil in 1676. Civil War troops marched and camped in New Kent, and the Washington-Rochambeau route winds through the New Kent countryside. New Kent is also home to several major historical attractions and tourist destinations:
to George and Martha Washington, St. Peter’s is now an active and thriving parish with many activities for all ages. Old New Kent Courthouse After a three-building courthouse complex was partially destroyed by fire during Civil War hostilities in 1862, one of the buildings was repaired and used as the courthouse until the building now known as the old courthouse was built in 1909. The old New Kent Courthouse building now serves as office space. Historic Jail Located in the Courthouse village, the Historic Jail was built in 1910 and is open daily to the public. Cedar Grove Cemetery Cedar Grove Cemetery is the grave site of Letitia Christian Tyler, wife of President John Tyler, the 10th President of the United States. Letitia Christian died on September 10, 1842, while her husband was serving as President, and was buried in the family cemetery on her family’s plantation. The cemetery is open to the public for visitation.
Tourist Destinations Historical Attractions New Kent Winery and Vineyards St. Peter’s Parish Church St. Peter’s Parish was established in 1679. Construction on the present church building began in 1701 and was completed by 1703. A parish with a rich and interesting history, St. Peter’s has been a church to countless people through the years, including some as well known as George and Martha Washington, who were married in this parish (and possibly in the church building itself) in 1759. Robert E. Lee and his family worshipped here and helped rebuild the church after the War Between the States. The parish has known peace and prosperity, war and poverty, happiness and tragedy. Far from being merely a shrine
The 17,000 square-foot New Kent Winery designed by Williamsburg architect John Hopke, is the centerpiece of the New Kent Vineyards development. The winery is constructed using materials reclaimed from buildings that are over a century old. Beautiful old heartpine trusses are from a 1901 Southern Railroad Depot that was located in the Shockoe Bottom area of Richmond. The Heart Pine timbers and floors came from a Connecticut warehouse that was constructed in 1852. The stunning exterior appearance was achieved using handmade, pre-Civil War bricks merged with siding and roof shingles which were milled from Cypress logs that had been submerged in
North Florida Rivers for over one-hundred years. Reprocessed copper bedecks the porch roofs. The result is an inviting and warm structure that reflects the quality wines produced within. In addition to New Kent Winery, New Kent is home to four premier golf courses, a world class Thoroughbred and Harness Racing track as well as many recreational opportunities and options for those interested in the horse industry. All in all, New Kent’s nearly 18,000 residents enjoy a high quality of life in a relaxed and peaceful atmosphere. These days New Kent is served by its own general aviation airport, and is in close proximity to major commercial airports in Richmond, Newport News and Norfolk. Also conveniently nearby are two major shipping ports -- the Richmond Deepwater Terminal and the Port of Hampton Roads. Over nineteen million travelers annually drive through New Kent along Interstate 64 (53,400 travelers daily), which runs through the entire length of the County and provides four interstate interchanges in New Kent. There is also easy access to both Interstates 95 and 295. Amtrak stations are easily accessed in nearby Williamsburg and Richmond, and Norfolk Southern and CSX provide transport for goods and merchandise. The economy of New Kent is vital and growing. The predominant economic sectors are services, government, construction, trade, agriculture and manufacturing. The County of New Kent’s civilian labor force is roughly 9,148 (2007) and its unemployment rate of 2.7% (2007) is consistently lower than the state and national averages. Libraries The responsibilities of a Sheriff vary from locality to locality. In some counties, including New Kent, sheriffs provide all law enforcement services, including investigating crimes and making arrests. In cities and large suburban counties, police departments handle these functions. All Virginia sheriffs provide security in local courthouses, serve legal papers throughout their jurisdictions, summon jurors and witnesses and carry out court judgments. They often maintain local jails and other local corrections programs and transport criminal defendants to and from corrections facilities.
Heritage Public Library serves the citizens of Charles City and New Kent. Library patrons from both counties are free to use whichever branch is more convenient or accessible to them. Your library card works at both branches. You can request items from either library branch to be brought to the library branch that you use and you can return your library items to either location. Boards, Commissions and Committees in New Kent Affordable Housing Advisory Committee: Created by the Board of Supervisors in January 2006 to assist in the development of an affordable housing policy for New Kent. This group is comprised of one appointee from each election district, one at-large member, representatives from the ministe-

Agricultural and Forestal District Advisory Committee: Advises the Planning Commission and Board of Supervisors and assists in creating, reviewing, modifying, continuing or terminating agricultural and forestal districts within the County, and renders expert advice as to the nature of farming and forestry, as well as agricultural and forestal resources within the district. Meets “as needed” at 7:30 p.m. in the Boardroom. Four year terms. Electoral Board: Members of this body are appointed by the Judge of the New Kent Circuit Court to serve three-year terms. Equalization Board: Members of this five-member board are nominated by the Board of Supervisors for Circuit Court appointment. This board has specific powers limited to the review of real estate taxation, which include receiving and hearing complaints about the fair market value or uniformity of assessments from taxpayers or their agents; receiving and hearing complaints concerning objections to assessments from taxpayers or their agents, or the locality; correcting any known duplication or omissions in the assessment rolls; and holding advertised public meetings. Farms of New Kent Community Development Authority Board: Created in December 2005 for the purpose of exercising all powers of Va. Parks and Recreation Advisory Commission: The function of this commission is to serve as liaison between the citizens, Board of Supervisors and New Kent Parks & Recreation, and to make recommendations on matters relating to the recreational needs of the citizens. Responsibilities include the preparation, adoption and maintenance of a parks & recreation master plan; to help in identifying funding sources and securing funds for the County’s parks & recreation service and facilities; and increase public awareness of the existence and value of parks & recreation opportunities. Meets at 6:30 p.m. on the 3rd Wednesday of each month. Three-year terms. Composed of one appointee from each election district, as well as a representative from the Schools and the Board of Supervisors.
Planning Commission: The function of this commission is to promote the orderly development of the locality and its environs. Meets on the 3rd Monday of each month in the Boardroom. Four-year terms. Composed of two appointees from each election district and one member of the Board of Supervisors. Purchase of Development Rights Committee: Created in May 2006 with the adoption of Ordinance O-04-06 to promote the PDR program in cooperation with the program administrator, by providing educational materials to the public and conducting informal meetings; review the rankings of applications and make recommendations to the Board of Supervisors as to which conservation easements should be purchased; periodically review the program’s regulations, guidelines, administrative procedures and promote and recommend any changes needed to maintain the program’s consistency with the Comp Plan or to improve the administration, implementation and effectiveness of the program; appoint an Appraisal Review Committee. Meeting schedule has not yet been developed. Three-year terms. Comprised of one appointee from each election district and two at-large. Road Viewers, Board of: The function of this board is to advise the Board of Supervisors and make recommendations on local road issues. Meets

Wetlands Board (also serves as Chesapeake Bay Preservation Board) : Holds public hearings for the issuance of wetlands permits and granting such permits for the use of development of wetlands areas (bulkheads, rip rap revetments, RPA encroachments, boat ramps, etc.) so as to preserve and prevent the despoliation and destruction of wetlands within its jurisdiction while accommodating necessary economic development in a manner consistent with wetlands preservation. Meets “as needed” on the first Thursday of each month in the Boardroom of the County
Administration Building. Five-year terms. Composed of one appointee from each election district as well as alternates. Board of Zoning Appeals Board of Zoning Appeals hears and decides appeals from any order, requirement, decision or determination made by an administrative officer in the administration or enforcement of this article or of any ordinance adopted pursuant thereto. History and heritage come together in New Kent Founded in 1654, New Kent County was once a portion of Charles River County, one of the original eight shires in Virginia designated in 1634. Original boundaries included parts or all of King and Queen, King William, Spotsylvania and Hanover Counties. The present boundaries of the county were established in 1766 through exchanges with James City County. The town of Brick House was formed in 1680 and served as the county seat and home of the Clerk of the Court. One of New Kent’s first clerks, Thomas Hall, was a supporter of Bacon’s Rebellion in 1676, and was hung for his loyalty to the Virginia revolutionary. The town of Cumberland came within three votes in the legislature of becoming Virginia’s capital, replacing Williamsburg after its Capitol building was burned. The village of New Kent became the county seat in 1691, but most county records were destroyed by fire in 1787, and many others were destroyed during the Civil War. As the Union Army passed through various counties in Virginia, many courthouses were looted and records were destroyed.
Providence Forge was the home of a colonial forge, established early in the county’s timeline. British general Banister Tarleton destroyed the facility, and the existence of the town was not rediscovered until after the great flood of 1868. New Kent County played a significant role in Revolutionary War history. Both Washington and Lafayette utilized routes through New Kent to corner Cornwallis at Yorktown. Credited with supplying information that assisted the Americans in securing victory at Yorktown, well known slave and spy, James Armistead lived in New Kent. Following the war, Armistead’s good deeds didn’t go unnoticed by the Virginia legislature who granted him money

work of native government and commerce. At the height, the nation boasted more than 20,000 native Americans. The resulting battles between settlers and natives is an important part of New Kent history. Forts were built in the New Kent frontier to prevent further skirmishes, and by 1646, the great Algonquian nation was almost extinct. Another key figure in New Kent history is Rev. George W. Watkins, recognized as a pioneer in African American education in the county. Watkins served as pastor at Elam Baptist Church in Charles City County and Second Liberty Baptist Church in New Kent. With the aid of his wife, Watkins opened a one room school for black students in 1931. From those humble beginnings, the New Kent Training School emerged under the guidance of the Watkins.

Native Americans, the first residents of New Kent County, continue to provide a vital element to the county’s culture and history. Pamunkey, Mattaponi and Chickahominy tribes and their descendants still remain in the area. They are a small representation of a mighty nation of tribes that once thrived in the area. When Spanish settlers and English settlers arrived in the area, they discovered an organized net-
They were known for providing a well rounded education with a strong emphasis on citizenship. The Watkins continued a life long dedication to minorities in the county until the Reverend’s death in 1972. The George W. Watkins school was dedicated in 1950 to honor the noted educator’s contributions to education for all students in New Kent County. The New Kent Historical Society helps to conserve and promote the county’s unique historical resources. The Society is headquartered at the old jail in the courthouse area that serves as an office and museum. Collections, documents, photographs and artifacts are currently being gathered for historical research and preservation. Displays of historical interest and of special times in county history are being created in public buildings and at the old jail.

Home of the Virginia Derby, Colonial Downs attracts enthusiasts from up and down the east coast and has been the horse racing destination in the area. The horses run during the summer and harness racing is featured in the fall. It’s also home to the Colonial Turf Cup
Colonial Downs features thoroughbred racing at its best Colonial Downs is Virginia’s only pari-mutuel horse racetrack, and it’s located right here in New Kent County at Exit 214 off I-64. The track features a summer thoroughbred racing season, a fall harness racing season, and an ever growing year-round slate of special events. Eighty percent of the summer thoroughbred races are held over the Secretariat Turf Course, which at 180 feet wide, is the widest grass surface of any track in North America. The 1¼ mile dirt track is the country’s second largest, next to Belmont’s. The large dirt track enables harness horses to pace or trot a one mile distance while encountering just one turn, the only track anywhere to offer this unique configuration. The Virginia Derby is Colonial Down’s annual showcase event. Generally held in mid-July, the $750,000 Grade II event is broadcast live on CBS Sports and draws over 9,000 fans to the New Kent oval. Thoroughbred racing’s top three year old turf horses, along with the sport’s top jockeys and trainers compete 1¼ miles in the Virginia Derby. The $600,000 Grade III Colonial Turf Cup, a Derby prep race of sorts, is held four weeks prior. Summer racing is generally held on a Friday thru Tuesday basis from mid-June thru early August. Races begin at 5 PM during the week and 1 PM on weekends. A two-day “Racing to the Stars & Stripes” Festival is held over 4th of July weekend and features horse racing, a patriotic concert and fireworks. Fall harness races begin in mid-September and continue thru early November. Opening weekend festivities coincide with the New Kent County Fair, which also is held at Colonial Downs. In mid-October, the country’s top trotters are invited to Colonial Downs to compete in the $100,000 Patriot Trot and several weeks later, top Virginia-bred pacers and trotters compete in the annual $350,000 (est.) “Day of Champions” event.
Can’t make it to the track? Colonial Downs has eight Off Track Betting (OTB) Centers in Virginia where fans can watch and wager live horse races year-round via satellite from around the country. Two OTB Centers are in Richmond, two are in Hampton Roads, another is in Alberta (45 minutes south of Petersburg on I-85), and three are in southwest Virginia — in Vinton, Martinsville and Scott County. Colonial Downs also offers an advance deposit wagering service called “EZ Horseplay”, which allows horseplayers to deposit money in an account and wager online via the ezhorseplay.com internet site. New Kent Schools eye exciting new year For the past several years, the New Kent School Board has been working tirelessly to make sure school facilities are ready to meet the demands of the 10th fastest growing community in the Commonwealth of Virginia. Over the past few years both elementary schools have been renovated and expanded. This year, New Kent County Public Schools will open a brand new high school with the capacity to serve 1,400 students. This new facility will also allow the school division to relocate the middle school program to the existing high school building. As a result, New Kent will have the best school facilities in its history. They will provide an excellent learning environment for our students at all grade levels. The School Board and staff have carefully monitored the project to make sure that the building opens on the first day of school, September 2. The school division has also carefully utilized the funding for this project to secure state of the art technology, which will provide interactive whiteboards in every classroom as well as eight thirty-station computer labs. The building also will have wireless capabilities in several locations that can be expanded in the future to provide a fully wireless environment. The new high school will contain excellent academic and athletic facilities, as well as a 700 seat auditorium that will be able to host school and community fine arts programs. The New Kent Educational Foundation is providing an opportunity for citizens to recognize family members by sponsoring a Giving Tree that will be placed in the lobby adjacent to the auditorium. As the school division has prepared for opening our new facilities, students have continued to excel in the classroom. Preliminary SOL results would indicate that, once again, all four schools will be fully accredited and notable gains have
been achieved in a number of areas. The academic accomplishments of our school division were recognized last year when the division received the State Board of Education’s Competence to Excellence Award. Only 25 of the 134 school divisions in the state were so honored. SOL results again will be used in the fall to determine our school division’s status under No Child Left Behind. The school division has welcomed two new educational leaders to its staff within the last several months. Mr. Nate Collins was hired this past year and serves as the Director of Secondary Instruction. He is a graduate of the College of William and Mary and holds a Masters Degree from the University of Virginia. Mrs. Cynthia Pitts was hired most recently as our Director of Human Resources. Mrs. Pitts holds degrees from Longwood College and the College of William and Mary. Both administrators bring with them a wealth of knowledge and skills, as well as leadership experiences from other school divisions. The improved school facilities, enthusiastic and talented staff, and students who have established excellent academic records are poised to help the division continue the pursuit of excellence. Together with our parents and community we stand on the threshold of a very exciting 2008-2009 school year. — J. The New Kent Winery opened its doors in 2008 producing wine from vines first planted in 2001. The building is a unique combination of reclaimed materials from bygone eras and is open for tours and tastings. The bricks date back to before the Civil War and some beams were reclaimed from Shockhoe Bottom.
Winery highlights New Kent Vineyards Reclaiming a colonial Virginia tradition, some of the state’s finest wines are once again being produced in New Kent County. With the opening of New Kent Winery at New Kent Vineyards, the county lays claim as the origin of some of the most enticing wines produced in the Old Dominion.
It’s a vision that serves New Kent County well and provides the many prospective residents a unique lifestyle in one of Virginia’s most historic areas. Add to that the convenience of Interstate 64, and New Kent Vineyards becomes an even more attractive option with its European flair and neo traditional styling.
The winery is just the starting point for a 2,500-acre project that features a variety of homes, shops and recreational activities, including a Rees Jones designed golf course scheduled to open in 2009. Complete with sculptured rolling hills, the community offers a unique residential experience with all the conveniences.
And the wines, you ask. They’re ready for sampling at the winery Tuesday through Sunday, 10 a.m. to 6 p.m. Winemaker Tom Boyette, who captured 1999 U.S. Winemaker of the Year honors, has assembled a blooming selection of favorites including a White Norton, unique to the New Kent Winery. The vineyards will supply a planned restaurant and cooking school slated for the development, and other bottles will be sold online and as private restaurant brands.
The winery began the arduous process of growing and producing grapes in 2001, and the literal fruits of that labor are now on display at the new facility. The structure resembles a colonial era building, and boasts a totally green concept of construction. All of the materials used in the building are reclaimed from previous eras. For example, the prominent beams on the interior are reclaimed from a Southern Train Depot that once stood in Richmond’s Shockhoe Bottom. The result is a magnificent structure that houses the county’s premiere wine producing facility.

The New Kent Vineyards project also enforces the county’s commitment to mixed-use zoning, a concept that is taking hold in other regions. The county’s cooperation assured ample water and sewer for the project, and envisioned future needs in the area. In addition to the winery, the community will feature the afore mentioned golf course, an inn, equestrian center and polo field situated among 1,450 age restricted homes, 450 single family homes, 300 estate homes and 100 resort cottages. A parkway lined with vineyards on each side intersects the community.
Vineyards were planted in 2001 that are now producing fine Virginia wines at the New Kent Winery, including a White Norton variety.
