We consider government as an interactive process and welcome the input of our citizens. Goochland County Government Guide Board of Supervisors The Goochland County Board of Supervisors includes five representatives, one from each of the districts elected to fouryear terms. Currently, Andrew Pryor serves as the Board chairman; the chairmanship rotates among the five members. The board is responsible for important county decisions involving safety, welfare, education and finance. Their meetings are normally held on the first Tuesday of each month at 3 p.m. in the Administration Building. Frequently, formal meetings are preceded by informal workshops, also open to the public. Public hearings begin at 7 p.m. that evening. Information, minutes, agendas and other information is available on the county Web site, www.co.goochland.va.us. School Board The Goochland County School Board is comprised of five elected members, one from each of five districts. The board is responsible for budgetary, curriculum and other important academic issues. The School Board meets in regular session at 7 p.m. on the second Tuesday of each month in the auditorium of Goochland High School. Meetings are open to the public and citizens are encouraged to attend. For more information about the School Board. Planning Commission The Goochland County Planning Commission includes 10 members, two representing each district. Appointed by their respective supervisors, each member serves two-year terms. The Commission considers and makes recommendations to the Board of Supervisors on matters regarding rezoning, conditional use permit applications and adjustments o the county’s Comprehensive Plan. Meetings are held the third Thursday of the month at 7 p.m. in the Administration Building. County Administration As Goochland’s county administrator, Rebecca Dickson works closely with the Board of Supervisors, oversees the county’s budget process and serves as the county’s chief administrative officer. Commissioner of Revenue Jean S. Bryant is the county’s Commissioner of the Revenue, elected to serve a four-year term. She is responsible for assessing personal property bills, administering the county’s elderly and
disabled tax relief system and overseeing state tax filings in the county. Bryant’s office is located on the main floor of the Administration Building. The office is open Monday through Friday, from 8:30 a.m. to 5 p.m. For more information, call 556-5807. Treasurer’s office The Goochland County Treasurer’s Office, headed by Treasurer Brenda Grubb, distributes real estate assessment bills and collects real estate tax receipts. The assessments are collected on a bi-annual basis, with the first half due by June 5. The second half is mailed in October and due by Dec. 5. Dog licenses with current (original) Rabies certificate, hunting licenses, DMV services and fishing permits are also available at the Treasurer’s Office, open Monday through Friday from 8 a.m. to 5 p.m. The office is located on Sandy Hook Road in the administration building. For more information, call 556-5806. County Attorney The county attorney advises the Board of Supervisors and offers legal opinions. The office is responsible for representing and advising the county on all legal matters. The county attorney also advises the Board of Supervisors and the Planning Commission regarding legal issues. Economic Development On behalf of the Goochland County Board of Supervisors and the Economic Development Authority, we welcome new business to the county, particularly those that sell products or provide services currently not available in the county. Goochland County is fortunate to have attracted a number of important companies over the last decade and we expect the trend to continue. The office of Economic Development maintains an inventory of available sites and buildings, business loan programs, market study data and other useful business decision-making information. Courts Judge Timothy Sanner, appointed by the General Assembly in 2003 for an eight-year term, presides over the Circuit Court. The Circuit Court generally convenes on Tuesday and Friday to hear felonies and civil cases involving more than $15,000. Lee Turner is the elected Circuit Court Clerk, having held the position since 1991. The clerk serves a four-year term; the office is located on the Courthouse Green beside the historic courthouse. For more information, call 556-5353 General District Court Judge Edward K. Carpenter presides over traffic cases and misdemeanors as well as civil cases involving less than $5,000. Diane White is the clerk of the General District Court; she can be reached at 556-5309. Juvenile and domestic Relations Court Judge Edward D. Berry presides over all cases involving people under the age of 18. Dianne White is the clerk of the Juvenile and Domestic Relations Court; she can be reached at 556-5309. Magistrates The chief magistrate for the 16th District is Cheryl Thompson of Charlottesville. Goochland’s magistrates are Minnie Smith and Carl Hawk. Department of Community Development Goochland’s Department of Community Development encompasses several agencies including Planning and Zoning, land development review, building permits and Geographical Information Systems (GIS). Don Charles is the community development director. Planning Department Bob Hammond is the director of planning and zoning and Anita Barnes is deputy zoning administrator. Building Permits and Inspections The Department of Building Inspections is dedicated to protecting the health, safety and welfare of the general public by assuring that all buildings, structures and related equipment are constructed and maintained within the minimum requirements of the Uniform Statewide Building Code. Sheriff’s Office Sheriff Jim Agnew heads the Goochland Sheriff’s Office is a multi-faceted law enforcement agency which provides many public safety services for the citizens of Goochland County. Sheriff’s communications officers supervise the county’s enhanced 911 system and dispatch deputies, other police agencies, and fire/rescue units 24 hours a day. The Sheriff’s Office employs 32 full-time deputies and investigators, three part-time deputies working in court services, two security officers, and nine dispatchers. The Sheriff is also responsible for the security of three court rooms, the movement of prisoners, and enforcement of court orders. In addition, deputies enforce all criminal and traffic laws and investigate more than 95 percent of the criminal complaints in the county. The Sheriff’s Office sponsors or participates in numerous crime prevention activities including D.A.R.E., Metro Richmond Crime Stoppers, the Metro Richmond Crime Analysis Network, Neighborhood Watch, Goochland County Site Watch, and Operation Kid Care. Goochland County Extension Office Goochland’s Cooperative Extension Office offers a variety of services through its Virginia Tech and Virginia State University network. Research data is available for farmers and homeowners through the Extension Office. The Master Gardeners program, 4H Youth Development, agricultural and natural resources, family and consumer sciences and community viability are all included in the Extension Office’s oversight. Local free clinic provides free health services The Goochland Free Clinic and Family Services is a private, nonprofit organization that provides health care for uninsured adults and basic human services to Goochland residents who are in need of assistance. GFCFS accomplishes this by providing a comprehensive array of health and human services geared to stabilizing individuals and families. Our specific services include: Medical and Dental Care, Food Pantry, Medical Transportation, Literacy and GED training, Emergency Financial Assistance, Emergency Home Repair, Case Management and The Clothes’ Closet a retail resale store. These programs promote the welfare and enhance the quality of life for low income citizens in the County. Goochland Free Clinic and Family Services is a volunteer based organization, supported by donations and grants from caring individuals, churches, corporations, foundations and businesses who share our vision. Overall visits have increased 40 percent in the first quarter of 2009 versus 2008. Special events that benefit GFCFS this year include the Impact Classic Golf Tournament at Richmond Country Club Aug 10-16, the LPGA’s developmental tour of next years ladies champion golfers. Historical Society preserves county’s past “The Goochland County Historical Society, located just East of the Courthouse at 2875 River Road West, is a non-profit organization founded in 1968 for the purpose of preserving Goochland County’s heritage and tradition. Over the years, the Society has collected manuscripts, artifacts, genealogical, and architectural information about Goochland. These resources are available to the public at the Society’s Historical Center. The Center houses offices, a research library, map and photograph collections, and a museum shop. The map collection offers maps from 1820 to the present with roads, churches, mills, and transportation depots. The photograph collection contains pictures of identified persons, events, and buildings in Goochland. Additionally, the Historical Society also maintains the Old Stone Jail, which is located at Goochland Courthouse. Additionally, the Society has received a $50,000 grant from the Lowe’s Foundation and the National Trust to restore the Second Union Rosenwald School, which will be used as a museum to tell the story of black education in Goochland and Virginia. Local YMCA provides family fun, recreation The Goochland Family YMCA, built in 2004, is a state of the art 12,000 square-foot facility located in the Courthouse area. The facility offers numerous swimming, wellness and exercise classes daily along with a variety of youth and family programs. The Goochland County Center for the Gifted provides specialized instruction to identified students in grades three, four, and five taught by staff trained in gifted education. A center-based gifted program is also in place at Goochland Middle School. In addition, the middle school offers accelerated courses and a wide variety of exploratory and full-year electives and an interscholastic athletic program for both boys and girls. GHS offers a full range of honors level classes and dualenrollment college classes, in addition to a wide variety of elective offerings in foreign languages, the arts, electronic and print journalism, and computer-related vocational areas. Students are eligible to participate in one of two Governor’s School programs, capitalize on our partnership with neighboring J. Sargeant Reynolds Community College, and to take part in the high school’s developing Internship and Independent Study Program.
